He proposed was writing off tuition fees but those are entrepreneurs, those promised they would employ up to ten people, what about a young man who wants to study law that lives in a council flat . More than 6500 arrests have been made for attacks on firefighters, paramedics, police and other emergency workers in the First Six Months since tougher punishments were brought in. When my two kids asked me, daddy, who did that to your nose . I had to put it into terms that they understand and goodies and baddies is such an Old Fashioned way and unfortunately a baddie had decided to break daddys nose. And in the next half hour, ill be speaking to a paramedic whos been attacked four times in the last five years. Hello. Welcome to the programme. Where i have until 11 oclock this morning. At 10 30am we will be talking to the happy mondays about going on tour again. We are live until 11 oclock this morning. And should Young Drivers be banned from travelling at night to cut down on accidents . One in five drivers are involved in a crash within a year are passing their test. Would a graduated licensing system test. Would a graduated licensing syste m ma ke test. Would a graduated licensing system make the roads safer . What do you think . Let us know, especially if you are a younger driver. Here is the news with annita anki. Thank you. The uk will have to face the consequences if it opts to leave the eu without a deal. Thats the stark warning from the eus chief brexit negotiator, michel barnier, whos told bbc panorama that the rejected agreement negotiated by theresa may was the only way to leave the eu in an orderly manner. He also insisted mrs may and her ministers never told him she might opt for no deal. The younger brother of the man who bombed the Manchester Arena is due to appear in court shortly. Hashem abedi has been charged with murdering the 22 victims of the attack. Abedi, who was detained in libya two years ago, was extradited to the uk yesterday. A new law to crack down on assaults on Emergency Service staff is not proving enough of a deterrent, according to the mp who campaigned for the legislation. The law, brought in last year, meant offenders now face longerjail terms. Figures obtained by the bbc showed Police Across england and wales have made more than 6,500 arrests for attacks on Emergency Service workers. Halifax mp holly lynch said the numbers are still too high. And in the next few minutes, well be hearing from two emergency workers, both of whom have been victims of violence, as well as the labour mp holly lynch who campaigned for the legislation. Stay with us for that. At least 20 people are reported to have died in a fire at an Animation Studio in the japanese city of kyoto. Eyewitnesses described a loud explosion followed by an inferno that rapidly engulfed the building. A man has been detained and taken to hospital with injuries. A bbc investigation has found a big increase in the number of Primary School children being referred to Mental Health services. Freedom of information requests reveal a near 50 rise over three years in referrals from pupils aged 11 and under. The Royal College of psychiatrists says the figures are deeply worrying. The department for education says it is determined to improve Mental Health support. New drivers could be banned from travelling at night as part of plans to improve road safety in england. The department for transport says it is considering a graduated licence system to restrict novice drivers, but the aa has warned against excessive safety measures. The move comes as figures suggest one in five drivers are involved in a crash within a year of passing their test. Prosecutors in the us state of massachusetts have dropped a criminal case against kevin spacey. Mr spacey was accused of groping an 18 year old man in a bar three years ago. Indecent assault and battery charges were dropped after the accuser refused to testify about a missing phone, which the defence said could prove the actors innocence. Kevin spacey has faced several Sexual Misconduct accusations, but this was the only one to result in a criminal case. There has been a sharp rise in the number of young people being diagnosed with skin cancer. Cancer research uk says rates have gone up by more than 70 per cent since the mid 90s. The increase is being linked to the surge in cheap flight offers, which means people are going abroad more often. And this morning well be bringing you updates on the report from the office for budget responsibility which has warned that a no deal brexit could push the uk into recession. The obr said Economic Growth would fall by 2 by the end of 2020 if the uk left the bloc without an agreement. That is a summary of the main news this morning. Back to you, victoria. Thank you. Welcome to the programme. In five days time, britain will have a new Prime Minister. Ul you will conservative Party Members need to post their vote pretty sharpish today to make sure it gets counted in the choice between borisjohnson and jeremy hunt for leader. Brexit has dominated the contest with both contenders signalling their willingness to leave the eu without an agreement. But the man who led the eus brexit negotiations, michel barnier, has issued a stark warning that the uk would have to face the consequences if it opted to leave with no deal. So what impact will this have on those tory members left to vote . Weve spent the race taking the temperature of younger activists around the country the ones the party will be relying on in the years to come. Two weeks ago we brought you a film looking at what they make of the frontrunner Boris Johnson. Now our reporter sean clare has been finding out what they think ofjeremy hunt. Has he done enough to win them over . The race to decide who should lead the conservative party and the country is entering its final stages. The clear frontrunner is borisjohnson, political celebrity, former mayor of london and prominent brexit campaigner. What we want is a modern conservative party going forward. And thats boris for me. Butjeremy hunt will still be hoping his appeal as the politically experienced safe pair of hands will have won him new fans. Hi, guys. In the general public, jeremy is more popular than boris and thats how you win elections. The average age of a Tory Party Member is 57. But what about those who will be campaigning for the party in the years to come . Weve spent the leadership contest talking to the younger activists the party needs if its to reflect contemporary britain. So what do they make of the race underdog, foreign secretaryjeremy hunt . Ellie, emma, holly and ollie are all conservative Party Members. Jeremy hunt is definitely the not boris candidate and thats why i back him, for example. Weve been through the nasty party phase and now were trying to move towards not being the party of the rich, trying to move a bit more to compassionate conservatism. Ifeel like hunt takes it a lot more seriously, that kind of thing. I think boris likes to ride on the wave of being an idiot basically. The other challenge for us is to recapture that reputation of competence which i think weve lost. Quite a bit because of the whole brexit situation. Jeremy hunt is popular among these members but hes faced questions about his views on abortion. He believes the time limit should be reduced from 2a to 12 weeks and over his time as Health Secretary when he faced the first ever all out strike by nhs doctors. The abortion thing, like, hes entitled to his own opinion and he has firmly said that he would not seek to change the law. I would prefer him not to have that opinion, obviously. I think a lot of people would but im never going to have a leader where i agree with 100 of their opinions, in no ways. I do have, like, qualms about his health record. Definitely. I think hes recognised them though. Which i think is honourable. From the perspective of a Junior Doctor working in the nhs, i think there were certainly aspects that could have been handled better in terms of communication between Junior Doctors and the media but these sorts of things are small details, i believe, compared to the actual policies. And if there did end up being a general election then itsjust going to be, you know, jeremy hunt rhymes with. Oh, yeah. Think about what he did with the nhs. Hes obviously less popular in the membership of the conservative party but in the general publicjeremy is more popular than boris and thats how you win elections. Butjeremy hunt has also come under fire for saying hed like to bring back fox hunting, to the annoyance of activists like drusilla and elizabeth. I was definitely undecided between the two. Jeremy hunt in some ways at first surprisingly seemed like the more modern option. Now, actually, the fox hunting comments and some of the other comments show that thats not the case. So in many ways it really helped me because it helped me finalise who i actually want to put my x next to. Jeremy hunt would say hes offering a free vote and if theres a majority in parliament to repeal the ban then thats what would happen. Whats wrong with that . I think its really damaging to the conservative brand. It starts to bring back that more traditional tory image of guys in red suits all wanting to go off, hunt some foxes, have a jolly toffee time and thats it. Thats not what a modern conservative actually looks like. Even though its a small number of people really who actually take part in this, itjust showed hes quite out of touch. We need someone whos a bit more together with the modern world and what we want as a modern conservative party going forwards and thats boris for me. Whoever becomes leader, the conservative party has work to do to convince young people and ethnic minorities that its on their side. At the last election, 77 of black and ethnic minority voters backed Jeremy Corbyns labour. So do borisjohnson and jeremy hunt, both white, privately educated oxford graduates, have what it takes . Jade, terry and masha are all new members in croydon, south london. Who do you think is the best person and why to modernise the perception of the conservative party and attract more people like you . Although im voting for Boris Johnson, i still feel like theres a gap in our leadership. I walk down the street and i see the police, i see blue ribbons and a tent. Borisjohnson hasnt ever seen that. Jeremy hunt, have you ever seen that . I dont think you have and that is the issue that i have and its very concerning for me. It almost brings me to tears. Leadership for people from, lets say, disadvantaged backgrounds, theyre supposed to be role models. Aspire to be like this person. Or you see this person in leadership, 0h, i want to be like you. I dont know how to be like jeremy hunt. He hasnt really shown himself to the young people. Even jeremy hunts policies, i think one of the policies he proposed was writing off tuition fees for those who are entrepreneurs, those who will promise that they employ up to ten people. What about a young man that wants to study law that lives in a council flat . What about opportunities for people that might not want to be an entrepreneur . I guarantee that a lot of young people dont even know what an entrepreneur means. I know some of the policies that hes put in place like the Corporation Tax decreasing, to i2. 5 . How is this affecting everybody, notjust those in the corporation or working . How is it affecting those on benefits . Those in education . When the new Prime Minister is announced in just under a week, the brexit clock will be ticking. And recent polling suggests, for tory Party Members, securing brexit is more important than even the very survival of their party. Jeremy hunt, who campaigned for remain, has spent the race trying to convince members of his brexit credentials. Brexit is such a massive thing for the country to go through. Hell say hes a man of principle when it comes to being honest about his views on abortion, fox hunting, what have you. He just has shown that he isnt sure what his view is or at least not sure what he wants to project as his view. And id rather he be honest. Theres going to be a new huge issue that could be knife crime, that could be education. I need a leader that has a stable mind, that even if he wanted, even if he is a remainer, you stick to that and youre firm with that. Entrusting people into your hands. If you cant even be stable about brexit, what about peoples lives . How does he avoid becoming another theresa may . He wants to renegotiate. But she also wanted to negotiate as much as possible. She also wanted to negotiate the alternative arrangements and if he delivers on that, that would be fantastic. If he doesnt manage to deliver and he delays brexit then we will be in the same situation. As borisjohnson and jeremy hunt enter the final stages of the race to number ten, brexit, securing a deal or leaving without one, remains the great unknown. Whether its the clear favourite or the outsider, thats the cold reality that faces the winner in less than a weeks time. We can talk now to a friend ofjeremy hunt. Steve brine worked as his parliamentary aide when mr hunt ran the nhs. Good morning to you. All the talk, im told, the final hustings last night, was about how much Boris Johnson was going to win by. How big do you think the margin could be . |j love do you think the margin could be . love it when people underestimate us and people are complacent about effectively. It is like tiger woods walking on to portrush this morning and saying he will fork it. Quite a few other people might have a say in that. Jeremy has been underestimated throughout this campaign. I was at the excel centre last night and a number of our teams spent time in that you just chatting to people and asking if they had voted yet and who would they vote for and a huge number of people hadnt voted yet, which i found surprising, that they need to get on with it today, i would suggest, on saturday at the latest. And it is never people are undecided. He is never people came to us after the hustings and filled in their ballot papers willjeremy after the debate, because they saw somebody who is a serious candidate, across the detail, looks like a Prime Minister, and actually showed quite a bit of himself last night at the debate that i was act. So your man, jeremy hunt, is going to win . didnt say he was going to end. I dont know and nor do you and if we knew the outcome of elections, we wouldnt have them. I think he can win and people who think it is all over, show me the evidence of that. Nobody knows what tory members will do. They are a diverse bunch of people and nobody has any database of them other than Central Offices and at the ballot papers in the first place. Central office who sent out to the ballot papers in the first place. As a result of our film, it seems that younger members dont trustjeremy hunt to deliver brexit and that is why he is unlikely to win. You say to remember so unlikely to win. You say to remember so there are 160,000 of them and thatis so there are 160,000 of them and that is your opinion, which may be so. That is your opinion, which may be so. At the end of the day, jeremy has a ten point plan for delivering brexit and preparing for no deal if it comes to that, which wouldnt be oui it comes to that, which wouldnt be our decision. He had set them out forensically. What is missing from that plan is you cannot say when he will brexit. Yes, because you know what . It doesnt want to talk about fa ke what . It doesnt want to talk about fake deadlines around halloween, do 01 fake deadlines around halloween, do ordie, it is fake deadlines around halloween, do or die, it is apparently a million to one chance. We know it is before 2020 so why cant he say that . He has got his plan and he will set about changing the backstop, and he is adjusted based on the world stage. He is at the backstop is dead in its current form and there needs to be some changes to get it through this place where i am speaking from 110w. This place where i am speaking from now. If there is a deal inside and we are approaching the end of october, is it going to throw the baby out with the bath water to a nswer baby out with the bath water to answer a placard at a hustings during a Leadership Campaign . That seems to be what mrjohnson is saying. Jeremy has been more sensible. He will make a judgment at the end of september about what is inside and if there is nothing inside, that is very sad and that look like how it will be and that will be to decide. But maybe we need a couple more days and a week to get the legislation sorted here and across the tees, i am good with that, and i think so are most sensible non politically aligned people in this country, some of whom you talked to in that film. People need to hear that 31st of october deadline. They like to hear come what may and do or die. Some people will be confused about why mr hunt hasnt been true to his pencil. He doesnt really believe in no deal. Why hasnt he taken a principled stand and rolled it out . Obviously he hasnt because he thinks tory members need to hear. he hasnt because he thinks tory members need to hear. I love this, what people need to hear. Sometimes people like to hear things as well. Sometimes leadership is telling people what they need to hear as well as what they like to hear. And what did we hear in the hustings . Cape is waived in the air. The jokes we re cape is waived in the air. The jokes were great. Capers. That is fine but i can go to the comedy store if i want that. It shouldnt be an insult to describe jeremy as somebody who is across the detail which seems to be how it has played out. That wasnt what i was asking you. Why hasnt he been true to his pencils and ruled out no deal . We all know that the office for budget responsibility is expected to forecast that if we leave without a deal it will tip us into recession. I have said this to you before and so i have said this to you before and so many of your colleagues. You can only roll out no deal by having a deal and revoking article 50 and there is no way this house of commons will do that without a massive referendum. So it comes down to who is most likely to do a deal and do business with brussels. It is trusted on the world stage to do that . My answer to that isjeremy hunt. Of course, obviously, because you are his friend and supporter. But are you saying he is not serious about taking the country out of the eu with no deal . He has been Crystal Clear that if it comes to the end of september and there is nothing inside from our side and negotiations on a macro than making it clear that we are out at the end of october, which they could say, which many in the media have missed, then that is why the ten point plan includes more future planning and stepping up no deal planning. But thatis stepping up no deal planning. But that is not our preferred outcome. Burrows says it is not his preferred outcome and i hope he means that, i really do. Boris johnson. Outcome and i hope he means that, i really do. Borisjohnson. He would sacrifice the Economic Future of the country to get his dream of getting to number 10. Who . Of the country to get his dream of getting to number10. Who . Boris johnson . No, your man. It comes down to character and he will deliver the best deal. There are people outside this building saying that they voted to leave, and we did vote to leave, but the Live Campaign was always very honest that leaving meant leaving with a deal with our closest trading partners. Isee leaving with a deal with our closest trading partners. I see figures bandied around today and jacob has written a piece of the Daily Telegraph and the charger has hit back, that the £80 billion brexit dividend. It would be a curious dividend. It would be a curious dividend that would be created by cutting ourselves off and putting trade barriers up with our closest market. If you are democratic, usually accept the overall result. Sure, ididnt usually accept the overall result. Sure, i didnt vote for brexit but i accept the democratic mandate of 17. 5 Million People in a perfectly legal referendum. If you are going to a cce pt legal referendum. If you are going to accept that mandate, you have also got to remember the 48 that voted the other way and i would suggest the way to do that is to leave sensibly and coherently with a deal that protects jobs and business and my constituents. Of course. Nobody would disagree with that. What i am saying to you is that your man, the money of the pot, your friend, claims he is prepared to ta ke friend, claims he is prepared to take the country out of the eu with no deal when we have got the obr, the official economic watchdog, saying that the british economy will be tipped into recession next year if there is a no deal brexit and that seems to be madness, that you would potentially pursue that course of action. Look, for the third time, he had set out a very coherent plan about how he thinks he can deliver brexit and get a deal over the line andi brexit and get a deal over the line and i think it is the person to do it. He has also set out a coherent plan as to how we prepare ourselves, which we most certainly wont before the end of march. Do i think that will be consequence free and running into the sunny uplands . No, i did, but the country voted to leave. Democracy doesnt pay the bills. We have got to make sure that we live in an sensible away as possible and i have said this to you before and i predict this again on your show that the deal that goes through the house of commons will look remarkably similarto of commons will look remarkably similar to the deal that theresa may failed to get through and she will have the last laugh. You are happy to make that prediction but not aboutjeremy hunt winning . To make that prediction but not about jeremy hunt winning . to make that prediction but not about jeremy hunt winning . I just cant. There are 160,000 members and i think it will be closer than people think. I doubt it will be down to one vote but closer than people think. At the end of the day they are two big beasts and two talented people in the conservative party who will Work Together at the top of government. But he has got to come together and the country has got to get together because we have a job to got to get together because we have ajob to do, got to get together because we have a job to do, which is to stopjeremy corbyn from getting into number 10 which is not in the interest of my constituents. Working together at the top of number 10. Borisjohnson could be picking his cabinet next week. Jazzjeremy hunt ever not been promoted before . I dont think so. He moved up and he is now foreign secretary. I think it would be a very strange decision not to have jeremy hunt. He has had a very Good Campaign and he has come across very well and he has won lots of new support and it would be very strange not to have him in a top government office. That reshuffle this time next week, my phone will not be buzzing but it will be a very interesting sign as to which boris, if it is him, adds into number 10. You added if it is him just in time i think you added if it is him just in time ithink in you added if it is him just in time i think in your heart of hearts you think it is going to win. i think in your heart of hearts you think it is going to win. I think it is the favourite. You said it would be odd if borisjohnson didnt give jeremy hunt one of the top jobs. The great offices of state. If Boris Johnson is the Prime Minister, he will give chancellor, home secretary and foreign secretary to his real supporters and to brexiteers, isnt he . If he is sensible, he will bring the Party Back Together and that means bringing people from all wings of the Party Back Together. As David Cameron said about borisjohnson, when you are going into a tournament you want your best players on the pitch and jeremy hunt is clearly one of the best players at this team has got right now, so it would be very strange not to have him in the top team. It is a good communicator and somebody with a cool head and i saw that close up when i worked with him in one of those great offices, the department of health. I think it is ready for top of it and that is why i back him for the top office. He should be right there in the top tea m should be right there in the top team and should be right there in the top team and i think he will be. He will bea team and i think he will be. He will be a borisjohnson whence. I am doing the caveat for you there. One more text from our viewer, called whitney. She says this and it kind of sums up the whole campaign potentially borisjohnson makes politics fun with an underlying serious message to get the job done on the 31st of october and revitalise our country thereafter. That is it in one sentence, isnt it . Yes, Boris Johnson does make lots of things fun but that is not what i am looking for in a Prime Minister. I am looking for somebody who is across the detail. Look at this thing last night with the kippers and the isle of man. They are not in the eu. Getting on with a trade deal with the us. We cant because we are a member state of the eu. Yes, Boris Johnson because we are a member state of the eu. Yes, borisjohnson is fun and the jokes eu. Yes, borisjohnson is fun and thejokes are good eu. Yes, borisjohnson is fun and the jokes are good and he is full of optimism but so isjeremy and it has said many times for this campaign, shouldnt confuse optimism with reality. That isnt hope and it leads to letting people down. You sound a bit crass and frustrated if you dont mind me saying . Cross. Not at all. It has been a long campaign. You asked me to plumb on asa campaign. You asked me to plumb on as a friend ofjeremys and i am very proud that he is a friend of mine and someone who stands to be leader of our country because i think it comes across really well and lots of issues other than brexit. I had one guy in yourfilm talking about who is more popular among members versus who would win a general election, canvassing for votes in places like i represent, and three polls have now suggested that itjeremy hunt. What i said to members in my area was before you vote, talk to five people who you know im not card carrying political members, and ask if they were to put ina members, and ask if they were to put in a general election. I am not telling you how to vote. I am telling you how to vote. I am telling you how to vote. I am telling you who i will vote for. But talk to those people before you vote andi talk to those people before you vote and i hope every member has done that. And there are lots of members are still to vote on the evidence i saw last night and lots of members thinking carefully about this. Is it the head or the heart or a combination of both and i think the combination of both and i think the combination of both isjeremy hunt. Thank you for your time. A supporter ofjeremy hunt and also his friend. Still to come new drivers could be banned from driving at night at night to try to reduce the number of accidents. Tell us what you think. Madchester legend of the 80s shaun ryder will be live in the studio talking to us about getting the happy mondays gang back together for their greatest hits tour. More than 6500 arrests have been made across england and wales for attacks on emergency workers since tougher new laws were introduced in november last year. Thats attacks on the police, paramedics, fire service personnel, prison officers, custody officers and search and rescue. Im now recording, its february 8th at 09. 58. Getting punched, kicked, headbutted, spat at. These officers, some get some quite serious injuries where they have a substantial amount of time off work and this impacts on demand because the public arent getting the service that they need from the officers. It is not part of the officers job to come to work and be assaulted. All right . Ive got two children and my two kids ask me, daddy, who did that to your nose . I had to put it into terms that they understand and goodies and baddies as such, the Old Fashioned way, and unfortunately a baddy decided to break daddys nose. We had all hoped that this new law change would have been a deterrent. We need to keep talking about this so that everybody is aware that there is a new offence, that there are really tough sentences that accompany that if you are to assault an Emergency Services worker. Lets talk now to one ambulance worker who says the new law has empowered her to report these crimes. Also labour mp holly lynch, who championed the bill but says it hasnt had the desired effect. Trevor sturrock joins us in newcastle this morning, hes a fire station manager who has experienced violence against him and his teams. And shay donald, the vice chair of the Police Federation for england and shay donald the vice chair of the Police Federation for england and wales. Kelly, you have been attacked four times in the last five years. Tell us times in the last five years. Tell us about the worst incident. Attending email that was reported as unconscious in the street. I work as a Fast Response unit so i wont buy myself. I attended to the man. When i raised him he became verbally aggressive and he tried to assault another colleague that had arrived on scene. By doing what . By trying to punch him. Luckily my colleague was faster than him and managed to block it but he came back with another attack and ended up having to restrain him forfive minutes waiting for police to arrive and he was arrested. I was elbowed in the face in the course of that. I was kicked. Again it is a lot of verbal abuse as well, threatening he was going to tell us that he was going to find us. That was probably the worst. How many people did it take to restrain the man . Myself and three other members of the Ambulance Service. Even with four of us it took a lot of effort to keep yourself safe. Is it mostly drunk people who attack you . yourself safe. Is it mostly drunk people who attack you . I would not see it is mostly drunk people. U nfortu nately see it is mostly drunk people. Unfortunately Mental Health can cause a lot of disturbances with people and it would mean that we can attend incidents where people are having a Mental Health crisis and because they are not getting sometimes the support that they need it can lead to a crisis and sometimes they can become verbally and physically aggressive. Which means more support is needed for those people and we are very glad that this has come in, this new legislation, this new law, and thanks to guinness and people like holly it is a big step in the right direction. This new law with increased sentencing has not necessarily had the desired effect he would have hoped for. Yes, we know this is going to be a step in the right direction but we are needing to deliver societal change that says it is unacceptable to assault and Emergency Services worker. It created a new offence and increase the sentencing available to the judiciary but the numbers that you have reported this morning disappointingly it has not been the deterrent we would have liked to have seen however the campaign was also a message to Police Forces and employers that we are taking this seriously and we want to see tough sentences handed out, so in some ways we would expect to see a jump on those numbers because we are taking it so seriously but clearly it has not been a deterrent, we have not seen it stopped overnight which is what we would like to see. not seen it stopped overnight which is what we would like to see. I will come back to you to ask you what you think would make it stop. Trevor, you joined the fire service in 1999 at uc over that time you have seen a rise in verbal attacks. Why . Yes. Obviously the fire service when we attend an incident we have seen a rise in verbal attacks and it is becoming more commonplace now. The verbal attacks that we receive tend to be from young people and they see as almost as part of the fun, part ofa as almost as part of the fun, part of a target, so we turn up and extinguish the fires that we get bad verbal abuse and we also on occasions have missiles thrown at us as well. What kind of missiles . Stones, bricks, fireworks have been set off in our direction while we are attempting to extinguish the fires. What do you think about that . It is demoralising. All Emergency Service workers we do this job because we care, we are passionate about looking after people, looking after our communities, and because we ca re after our communities, and because we care and we go out and we try to help people it can have a demoralising effect on all Emergency Service workers. Police officers are arguably most at risk of attack out of all the Emergency Service workers. What is the situation with Police Officers working on the front line . We have heard from the fire service and the Ambulance Service and similarly Police Officers are increasingly working on their own. Data suggests 76 of officers are now almost always single crewed which means the risk of an attack on them or when they are dealing with an incident turns violent and there is only one officer dealing with it. The risk of injury is exponentially higher. We welcome the work that is being put into producing this bill and highly increased commitment to this is laudable but we are not seen conversion rates. We are not seeing as many matters come to court, appropriate sentences handed down a Magistrates Court order in crown court. The question i was ask myself is how can it be right when an Emergency Service workers, particularly i am talking on behalf of Police Officers, are off sick for longer with injury sustained during the course of their duty than the offender walks free before that . We have office rs offender walks free before that . We have officers being removed from the front line that is already so thin with the loss of Police Numbers and this is a regular daily occurrence. Kelly, do you question why you carry on doing the job . I dont question it at all. I never dreamt of being a paramedic. It wasnt a dream from a child at all. It was something that i stumbled across, but from my very first placement from university, from the very first day, i knew i had tried the career i wanted to do for the rest of my life. I love my job. I love going to work. Ifeel very proud to put on this uniform every day. I do not feel that all living things like that into my mind, into my work ethic, will deter me from doing thisjob. I love my job. That is so wonderful to hear. Holly, what needs to change if this legislation is enough . Do we need to give it more time . Do we need to increase the 12 months to two years . Yes, i would like to see that and that was one of the early proposals on the bell. We have seen an increase in single crewing particularly in the police. Kelly was a First Responder so she was there on her own. The cuts to Police Officer numbers mean they are out on their own. I shadowed a lone Police Officer and i had to call 999 from the police car to call for back up for that officer which is what kick started this. To have seen that myself was really scary. We have seen cuts to Mental Health services, cuts to youth services, cuts to drug and alcohol addiction services, which is having an impact which is manifesting an awful behaviour. Both tory candidates for the leadership and Prime Minister are promising more money for Police Officers in particular. Absolutely. That is what we need to see, but they have both been part of a conservative government that has led to a reduction of 21,000 Police Officers across the country, so they have to deliver that but they have been a pa rt of deliver that but they have been a part of the situation we are and where we have fewer officers on our streets, so some more officers would be great but we have to look at societal conditions such and this is 0k societal conditions such and this is ok when it is not, looking at coats and sentences handed out. I would like to see a tougher sentence in place and the judiciary handing those out and sending a tough message this is not ok, we are not going to stand for it. Other Home Affairs Correspondent, we have the crime figures this morning, it would be useful for you to tell our audience and asked what the latest crime figures are. An increase in the number of assaults on Police Officers, to 30,000, assaults which led to an injury, a 27 rise year on year, an extraordinary rise, 10,400, up from 8150 in the previous year. Very worrying figures. In terms of the overall crime picture, the picture is pretty gloomy in terms of police recorded crimes. Knife crime up 8 toa recorded crimes. Knife crime up 8 to a record level of more than 43,000 offences. Some signs that may be slowing a little bit. Firearms offences up slightly. The number of cases of murder and manslaughter excluding terror attacks, which were in the previous years figures, have gone up in the previous years figures, have gone up a in the previous years figures, have gone up a bit to 701 homicides in the last year. Robberies are up 11 . The crime survey, which measures experiences of people overall and whether they have been victims, says overall levels of crime are flat but Violent Crime is up. And finally in terms of Police Response and prosecution response, really bad figures, the number of offences which result in someone being charged or brought to court has fallen to the lowest level ever, 7. 8 , so fewer than each and every 100 offences results in someone being brought to court, down from 9. 1 the previous year. The main reasons appear to be a more complex series of cases, cases are harder to investigate and solve, also the victim is increasingly refusing to cooperate with police to bring a case to court. There also may be some evidence there may be a time lag in cases being resolved. Some worrying figures. A quick comment, Violent Crime up, the number of cases being brought to court down. Yes. This is a sad indictment of what happens when you cut Police Numbers, cut police funding, and restrict from performing a role that our officers want to be proud of. It is distressing for cops but more importantly distressing for those increases in victims and we dont wa nt increases in victims and we dont want to see that. We want to protect the public and keep the public safe and we want to detect crime and prevent crime but when there are less of you, 20 less, it is really difficult to do that, and it is frustrating, and what we are seeing today in relation to the figures, increases in Police Officer results is borne out from a sustained destination of the police service. Thank you. They were one of the most iconic bands of the early 90s and the face of the manchester hacienda music scene the happy mondays. But frontman shaun ryders off stage antics were almost as famous as they were on. Known for a party hard lifestyle and heavy drug habit, shaun ryder credits cycling forfinally getting him clean. In a moment well talk to him about touring again with the original happy mondays crew. First, here are some of their biggest hits. Hallelujah, hallelujah were here to pull ya yippee ippee ey ey ay yey yey i had to crucify some brother today and i dont dig what you gotta say so come on and say it do you still enjoy singing all those hits . Yes. I enjoy the hair it is alopecia. Yes. Why . We dont know. We thought it was to do with underactive thyroid. We dont know why it has happened. We have experimented on it a little better and we will find out. Are you worried about it . I wouldnt mind my beard back you have lost your eyebrows. Eyebrows and eyelashes and fingernails. You have recently had a hip operation. Are you going to be all right standing up for an hour and a half on tour . Yes. I did a show the other night, the first one back, and i managed it. How do you feel about going on the road again . It is better than ever. We are better than ever. Older, wiser. The sex and drugs is gone so it isjust rock and roll it was album and then to for two years. The sex and drugs is gone, you say. My mrs is gutted you said yes to get smashed before he went on stage partly because stage fright. Do not have stage fright anymore . I deal with it differently. I was 18 when i started the band and i am pushing 60 so i am more comfortable with myself and my body. It is dealt with in a different way. What is the backstage routine like now compared to anybody teen . Totally different. It is very quiet. Even when we finish, i am straight back to bed watching the news. No party . No. It is the whole of the original gang. Pretty much. And your brother door to door he is back. We had followed. That is what brothers do. Any advice for noel and liam . How did you manage it . Brothers do. Any advice for noel and liam . How did you manage mm brothers do. Any advice for noel and liam . How did you manage it . Itjust took a bit of time. We were on the road with my dad as well. When your dad becomes one of the boys instead of your dad, it all goes a bit skewed what has changed in the Music Industry . There is probably not as much waste. There was a lot of waste. Even ca rs much waste. There was a lot of waste. Even cars waiting for you all day. A grand another or whatever. 1000 anotherfor a day. A grand another or whatever. 1000 another for a taxi . Not a taxi, but a car with cocaine scales in the boot. It was a lot of waste that Record Companies paid for. That seems to have gone. Everyone is on a budget. Is that annoying for you . Not at all. It is great. You emerged, i do not know if you remember this, but you emerged from this competition at the hacienda. Well, it was a battle of the bands competition at the hacienda. We were sort of already and with tony in that crowd. We came last in that competition. We were the one that got signed. If you were 18 now, do you think it would make it in the same way . Would you consider going onx same way . Would you consider going on x factor . I dont think so. It wouldnt suit us. It really wouldnt. Although the music business is now a sort of going back to all round entertainment, all dancing type of thing, youtube. One of the great things as because of the internet and everything, things arent controlled by labels. The one thing about record labels as they want the real deal but then when they get people that are real, they are a bit frightened of them because they cant control them because they cant control them because they cant control them because they might be a bit stupid. Then they get something thats not as real but is controllable. Rock and roll was about not listening to what your parents said, but now it probably goes a bit too far. Its a bit much. How old are your kids and what do they listen to . My youngest is ten. My girls are ten and 11 and they are into capital radio, Ariana Grande and that sort of stuff. I am not taking them to watch indie bands yet. Waiting outside or going on. I am sure that is coming with them. At the moment it is all taylor swift. Because of them. Have you told them not to go down the drug is rich . What have you said . At the hdr. The older ones . One of my older ones is in the business and putting on shows and things. I am lucky to have sensible children. You have done all right. Yeah. Do you think you worry asa right. Yeah. Do you think you worry as a dad or are you calm . Again maybe i am a bit naive but our kids have done all right. I leave the discipline to their mother im the good one. Thats all over the country can relate to that. Brexit, goodidea . Country can relate to that. Brexit, good idea . I wasnt into brexit. Country can relate to that. Brexit, good idea . Iwasnt into brexit. I didnt want us to leave. Maybe thats because im a sort of lefty tory voting trendy. Potentially we could have borisjohnson as Prime Minister. Boris will probably be Prime Minister, yeah. Shane, but the world is going round. Who has that dudein world is going round. Who has that dude in south america killing people with drug addicts . Good luck with the chore. You are going all over the chore. You are going all over the country. My wife is trying to kill me. She has got me out of the house. I am sure she is after my insurance if i am at home too long she wants me out of the house the happy mondays greatest hits tour starts in october. You are all over the country between october and december. It will definitely be a good night out. Should people have to wait until they are more experienced on the road before being allowed to drive at night . Figures suggesting one in five drivers has an accident within a year of passing their test, so would such a scheme make our roads safer . The department for transport is considering a graduated licence system which could also feature restrictions such as a minimum learning period and not driving with passengers under a certain age. With me in the studio now is edmund king he is the president of the aa. On webcam in doncaster is Oliver Campbell he is 17 years old and learning to drive. What do you think about this . It is limiting younger people from what they can achieve, basically. If you have got Young Drivers not being able to drive at night it could potentially put them out of work as well, from making their next step on into their future. Is that a worry for you as well . I think it is a factor because many Young Drivers, particularly in rural areas, neither driving licence to get the work of the work in a restaurant or a pub. Even talking to some of the paramedics here if they have an early shift they need to drive. You have to consider the practical considerations. The reality of graduated license. What you should be trying to do is get them to become better safer drivers before they pass their test rather than just introducing restrictions after they have passed their test. That might be one of the restrictions, that they have to learn for a longer period of time. Yeah, there are some benefits. You can have a graduated logbook. That means you have to drive all in all different types of road in different conditions, so you have to drive at night, you have to drive in the rain. That is very important because 82 of crashes of Young Drivers are on rural roads yet the majority of Young Drivers learn to drive in suburbia or urban areas, not on rural roads. Elements like that will be really helpful but some of the restrictions i think would be difficult to police. Going back to give as a younger driver, one in four younger drivers is involved in an accident within the first two yea rs of an accident within the first two years of starting to drive. In quite a few other countries, parts of america, parts of australia and canada, under 25 is have these kind of restrictions. Is that. I take the point about work but is that not enough because of the accidents to at least consider these restrictions . The thing about the accidents there is what conditions we re accidents there is what conditions were these accidents happening in . Was it. People who pass the test, when did they learn to drive . Was it some time and they hadnt experienced the conditions . That could be considered when learning to drive. But do you worry that younger drivers aged 17 to 24 make up about 7 of driving licence holders but are involved in a quarter of crashes leading to deaths or serious injuries . What needs to be taken into account is the situation have it happened, who was involved, how it happened, who was involved, how it occurred. It is up to the younger drivers to think themselves are they responsible enough to do it . I think at the end of the dh is the driver that needs to make decision himself in the that needs to make decision himself in the i am happy with the conditions are def not speak to someone and get help. And do not go out in those conditions. Apologies, thatis out in those conditions. Apologies, that is my phone, which i have forgotten that is my phone, which i have fo rg otte n to that is my phone, which i have forgotten to put on silent. In Northern Ireland new drivers display ar Northern Ireland new drivers display a r plate restricting their speed. There are some problems with that because if you have new drivers that 45 mph and other drivers that 50 or 60 mph that causes some problems. You need to look at practical measures but we need to look at the training, driver education in schools in the National Curriculum to get people aware of the dangers before they get behind the wheel. Someone says i passed my driving test last september so i could get to work. I am 60. The proposal would not allow me to continue with my job. It talks about new drivers, not necessarily Young Drivers. The brother of the Manchester Arena bomber salman abedi has appeared in court after being flown to the uk from libya. Our Home Affairs CorrespondentDominic Casciani is at westminster Magistrates Court. We have had a very brief hearing this morning. Effectively flanked by a number of custody officers. He spoke to confirm his name and date of birth and nationality. He was motionless as the clerk read the names of the 22 people he is alleged to have murdered along with his brother and the Manchester Arena. He faces two other counts along with those 22 murders. One is the attempted murder of other people at the arena in may 2017 and counts of asperity, conspiracy to cause explosions. We have found it a little bit more in court about the nature of the case. It is alleged that mr abedi purchased some of the chemicals. It is alleged that he made the tubes for the device and he was involved in the purchase of the car used by his brother to store the chemicals. A qc for mr abedi indicated strongly that his client denies these allegations. He said after his arrest in libya in mid2017 after his arrest in libya in mid 2017 he wanted to return home to the uk to clear his name but he had been held in solitary confinement and tortured during that detention before his return. A lot of this is going to play out in court. He will be that in court on monday. Thank you. A lot of you very happy to see shaun ryder back on the programme. Someone says it is great to see someone like him back. Bbc newsroom live is coming up next. Thank you for your company today. Have a good day.
