Hashem abedi, who was detained in libya two years ago, was extradited to the uk yesterday. Simonjones reports. Backin back in britain, hashem abedi, born in manchester he is now facing charges relating to the Manchester Arena bombing. Escorted to a south London Police station yesterday afternoon after being flown in from libya. s extradition is a very important step in the investigation into the Manchester Arena attack. This awful terrorist attack that took place two years ago, it led to the murder of 22 innocent people, including an eight year old girl. My thoughts at this time with the families and friends of those victims. The bomb was detonated by salman abedi, who was filmed moving the bomb parts days before the attack. At this point his brother was out of the country, but hashem abedi has been arraigned on charges of murder of 22. Hashem abedi will be the first person to be charged over the bombing. It is pretty significant, what have both tory leadership candidates been saying they want to do . To renegotiate brexit. But Michel Barnier, the chief negotiator, making it pretty clear that he thinks that the Withdrawal Agreement as it is is the only one on offer. We have entered into negotiations with the uk, and we have legal answers to each and every point of uncertainty created by brexit. That is why this document is the only way to leave the eu in an orderly manner. If we just left, just tore up the membership card . The uk would have to face the consequences. The uk would have to face the consequences. Some would hear this and say this is the same old refrain we have heard before, this was recorded in may, things have changed since then. But the other thing that Michel Barnier talked about was no deal, and to what extent uk ministers really put that on the table during the negotiations. Did theresa may as pm ever say directly to you, or her ministers, we may go for a no deal . No, i never heard such a sentence, never. Never threatened it, never said it in public . No. Either way, we will have to see more tonight, either way not painting a particularly flattering picture of the outgoing administration, or a hopeful one for the administration that comes next. Firefighter dave gillian was the victim of an attack like this in West Yorkshire. Hes not sure the deterrent is strong enough. Its a personal view, but im not convinced this is going to change anything. I think these people know that what theyre doing is wrong and they could get into trouble for it, so im not sure any extra legislations really going to stop it. But now, thanks to the success of our golfers and things like game of our golfers and things like game of thrones being filmed just up the road from here, it is bringing it to the fore. The fact that people will see the coastline, and see that there is so much here, despite the challenging weather at times, hopefully it will encourage more people to come he. What about the golf course . I find it very difficult. I think if the wind stays off itll be easier, that could be a real challenge for them. Darren is praying for wind and rain, it could bea praying for wind and rain, it could be a home advantage. Rory mcilroy got a course record here when he was 16. He shot 61 here when he wasjust 16, and if he could find the attitude he had as a 16 year old, which is easy to say, you are carefree and you just go and swing the club. But rory or graham or darren, a player we all know and recognise who can really handle testing conditions, for them to be walking up to the 18th, i think we would all be very pleased. You could tell that james is emotional, seeing this arrive on his doorstep. He told me afterwards he reckonsjohn doorstep. He told me afterwards he reckons john randall could doorstep. He told me afterwards he reckonsjohn randall could be the man to lift the claretjug come sunday. I would like to know your dream team. He has included sir Alex Ferguson and george best. dream team. He has included sir Alex Ferguson and george best. It would be you, john and ben. Well then, you would definitely lose i wouldnt say that was a winning team. Why would i lose if i was playing against you three . We wouldnt stand a chance, would we . 0f wouldnt stand a chance, would we . Of course, yes. Im onlyjoking it would be lovely to go out and have a nice round of golf, wouldnt it mike . It would be lovely. I thought it was going to be raining this morning. Im warning, if it rains, this is going on. You will vanish into the course lets hope it doesnt rain, well see you later. There is one person who knows if it is going to rain or not. Matt, what is all this wet stuff . We needed, do need it. There could be a few heavy showers close to portrush at times, but you might get lucky. Not so lucky here at Buckingham Palace, where we are this morning. We are here because this morning. We are here because this weekend the annual summer opening of Buckingham Palace takes place, and a special exhibition is here at Queen Victoria, 100 years since her birth. I am joined by amanda foreman, the curator of the exhibition. Tell us about the exhibition. Tell us about the exhibition itself. This exhibition shows how Queen Victoria built Buckingham Palace and transformed the monarchy itself, creating the traditions that we associate with the modern monarchy. What sort of things can people expect to see inside the exhibition . Firstly, personal objects that she chose and made. For example she collected her childrens teeth and made cast of their arms. The piece to resistances the ballroom where we used 21st technology moulded with Victorian Technology to recreate the ballroom that she made and we have holographic dancers dancing the very first dance that opened up the ball. 0h, first dance that opened up the ball. Oh, wow. That sounds amazing. And we are in the gardens and she was the one who began garden parties at rockingham palace. She did. And it is an important tradition nowadays dig over 30,000 people come to the palace every year for these garden parties and it was her idea to make arcing impellers much more inclusive and diverse and have a much better and diverse and have a much better and more open relationship with the nation. Wonderful. Weve seen some pictures while we have been chatting and good luck. We thank you for joining us this morning. It opens this saturday and goes all the way through to september as well. If you are heading off to london or anywhere across the uk today, you might want to take an umbrella with you just in case because there will bea you just in case because there will be a story in the forecast of sunshine and showers. Showers will be prevalent in the north and west of the country with a bit more sunshine across england and wales as we go through the day did we start here with a lot of cloud. Midlands in southern england, a grey start to your morning. Outbreaks of rain coming and going throughout the morning. Throughout the afternoon, it will be dry was sunshine. In Northern Ireland and across much of scotland, we will see showers develop widely through today. Some good be heavy and hungry during the afternoon. You can see from the graphics, big gaps through the showers. You may avoid them altogether and stay with the sunshine but even if you do have a shower, breeze will be enough to pushit shower, breeze will be enough to push it through in the sunshine will return. Diffuse on showers lingering across anglia. Much of england and was will be dry this afternoon, not quite as it has been, a little fresher out there but we ceased wrong sunshine overhead. Temperatures around 22 or 23 compared to the teens in the north. In this evening, still showers across scotland and Northern Ireland. They will fade eventually through the night but cloud increases to the south west and we finished the night with rain arriving across parts of cornwall in South West Wales. The breeze will pick up as well and the temperature will stay in double figures for the vast majority. For tomorrow, will stay in double figures for the vast majority. Fortomorrow, many will start the day bright but it will start the day bright but it will the day to bring your waterproofs because rain will be heavy through the rush hour. It will spread northwards and eastwards. No rain all the time, a few dry moments out there but some of the rain will be welcome across the south. Southern areas will see some of the strongest of the winds, close to gale force around some post so bear that in mind if you head off camping and temperatures will be down on recent days, 16, 20 21 are best. Rain through many areas and some of the heaviest will be in southern parts of england, clearing for saturday and then back to of sunshine and showers. Some of those could be heavy and thundery. Top and tail of the country. The brightness of the weather but still a breeze blowing and temperatures creeping up a little bit compared to what we have seen on friday. More rain to come for some on sunday but mainly in the form of showers. It will turn windy across the north later in the day. Thats how it looks from here at Buckingham Palace. Thank you very much. And ijust say i am upset that idid not much. And ijust say i am upset that i did not get text that you and john sent to each other about wearing a floral shirt. I did not get that one. He is wearing this blue flowery shirt that matches yours. But i did not get the text and i am feeling left out. Dont feel left out. Thank you very much. Ten minutes to seven now. Huddersfield towns new football kit has raised questions about the links between the gambling industry and football. Bens looking into this one for us. Wouldnt it be good if they were flowery . Are we really going to discuss sartorial fashion for footballers . Good morning. It might be the beautiful game, but fans thought huddersfield towns new kit was anything but when it was launched yesterday. Some people even said it signalled the death of football. This is the new shirt with a betting companys name really rather prominent. But the fa says a sponsor cant take up more than 250 square centimetres on the front of a shirt. This looks like it breaks those rules. At the end of last year, gambling firms agreed not to advertise during live sports broadcasts. Their logos cannot be used on shirts sold to children. However there are no rules about the sponsorship on the shirts players wear. More than half of the teams in the top two english divisions feature a betting firm. So could that change . Kieran maguire is a lecturer in football finance at the university of liverpool and joins me now. Good morning to you. When we look at that shirt, what is interesting is that shirt, what is interesting is that it clearly breaches the rules about 250 centimetres square. Is this a stunt . I think it is classic paddy power. They market themselves as the naughty kids and they are trying to get publicity. If it had been a local Boiler Company or a local restaurant then we would not have this conversation. It was trending yesterday on social media so as far as paddy power are concerned, they have warm. So we assume they will say ok, we got it wrong and will come back with something tamer. But it raises questions, i suppose, something tamer. But it raises questions, isuppose, about something tamer. But it raises questions, i suppose, about the deep pockets that these firms have in the relationship with football or any other sport. They need that connection. All Gambling Companies are trying to get band loyalty and the best way to do that is getting into the highs of football fans and armchair viewers. Many of these people will be gambling during matches. That has taken off recently thanks to the rise of gambling app with a nested and so they want to get into that audience and using their app. Thats what the Gambling Companies consider a success. What about the ethics between the relationship between sport and gambling. We know football clubs need muggy. Hamling firms have deep pockets and can afford to spend it. But there must be a fine line, a balancing act between undue prominence and the dangers associated with gambling. The rise of gambling addiction in recent yea rs of gambling addiction in recent years is something that has been well documented. The Gambling Companies will claim they are putting more muggy into making people more responsible in terms of gambling but ultimately there is more for Gambling Companies, most of which are overseas based, and they will try to maximise their return. The children will wear the shirts and that is the issue. We spoke about not being able to sell to children but they will see it and they will wear it, and purchase aduu they will wear it, and purchase adult shirts without logo on it. They will associate themselves with the adult shirt and the problem is that gambling becomes normalised as you grow up through the teenage yea rs you grow up through the teenage years and what the Gambling Company is trying to do is to try and get hold of people at an early age because once you have them and in that ecosystem then there is a lot of effort from the effective of the Gambling Company. Do you think the fa ns Gambling Company. Do you think the fans really care . If a firm has a lot of muggy to spend on a cloud then the cloud can afford to invest in the grounds and buy new place and thatis in the grounds and buy new place and that is good news for fans isnt it . If that is good news for fans isnt it . Ifa that is good news for fans isnt it . If a firm has a lot of money to spend on a club. Sponsorship and commercial partners are around about one quarter of the total money generated by football clubs these days. And Gambling Companies pay more than the alternative. So from the perspective of the fan, ring it on. Quite interesting. It is good to see you and thank you forjoining us. Loads of corporate results you out for you at seven oclock and i will bring you the best of them just after seven. Nearly five minutes to seven. Whether shes fighting Police Corruption as an undercover cop in line of duty, or taking on the role of a skinhead in this is england, Vicky Mcclure is known for playing tough characters. Her latest work, i am nicola, is no different and focusses on a dysfunctional and coercive relationship. I caught up with vicky, who told me about her favourite projects to date and what keeps her grounded. Welcome to breakfast. This is a first for me because we get to where trainers. If i ever first for me because we get to where trainers. If ever have first for me because we get to where trainers. If i ever have the choice, thatis trainers. If i ever have the choice, that is what i will do. It feels good to have stuff like that around you. Doesnt it . Yeah, exactly. Tell me about i am nicola and your involvement because you were involved in the writing as well. Dominic savage got in touch with me. His style is improvised and i love that. Obviously coming from the workshop in nottingham there was a lot of work and we did a lot of workshops and improvisation so it is something that i do not fear much whereas some actors, if they have not done a lot of it, it is quite a nervous process because you have not got any prescription. He just said what kind of things you want to explore . And i think relationships are something that everybody has been through and if you are still in that relationship that means it is working and if you are not did not working and if you are not did not work and for what reason . I have past relationships that did not work andi past relationships that did not work and i wanted to delve into trust issues and jealousy and things that i think we have all doubled in through growing up, more than anything. When you are young you are just like, you dont know what is going on. Very impressive. Impression was the feeling i got but the character is still a strong character and i think, typically, when you look at the roles you have played, that is typical of your acting career. Is that deliberate . It probably is. I read some scripts and think there is not much i can give to that. You work to your strengths and i think that is what i tend to want to get involved in. You have had broad church, this is england, so much here. Mothers day, line of my duty. What has been your favourite . This the dementia choir means the most to me because it has nothing to do with my career, do you know what i mean . It was purely about trying to do something that makes a difference. This is england means an awful lot to me because it basically is doubted my career. And i absolutely loved the role and working with shane. Who keeps you grounded . Johnny. My family, my friends. My friends are the same friends. My friends are the same friends i have had since school. is summertime now. Me your perfect summer day. Well. My perfect day would be on a beach somewhere with a cocktail but if it were at home, just having some music on, lounging about. To be honest, though, i cannot do that. Ijust about. To be honest, though, i cannot do that. I just cannot. About. To be honest, though, i cannot do that. Ijust cannot. I cant sit still and i am a bit of a fidget. But when the music is on and you arejumping around, do you dance like no one is watching . You arejumping around, do you dance like noone is watching . When there is music on i cannot sit still. I love to dance. A great image there to finish with. Thank you so much for talking with us. I really liked her. I really did. |j wa nt to i really liked her. The head of londons most Prestigious Science fellowship, the Royal Society, has warned that uk research could be damaged by a bad deal or a no deal brexit. Professor sir Venki Ramakrishnan says a third of Research Papers are co authored with eu scientists, but that the costs of working together will soar unless a new visa arrangement is put in place. A bar in east london says its aiming to be the worlds most ethical pub. The green vic in shoreditch says it uses ethical suppliers, donates some of the profits to local charities, and employs vulnerable staff. The pubs founder says he hopes other businesses will be inspired to do more. It is absolutely possible to have a business that makes money that is profitable and ethical. That was the whole point of this, to prove the concept. And it is. I hope it inspires other businesses to do the same. If not, just make one change. Just one change would be huge wins. Every little bit helps. Some of londons bridges got a new look last night. Theyve been lit up as part of a new art installation. The first four were illuminated last night theyre london bridge, Cannon Street railway bridge, southwark bridge and millennium bridge. Eventually, by 2020, fifteen bridges will be lit up, covering four and a half nautical miles along the thames in whats thought to be the longest Public Art Commission in the world. Lets take a look at the travel situation now. Now network rail says its engineers have repaired the fire damage that caused massive disruption to trains at waterloo during last nights rush hour. Nine platforms had to be closed yesterday. But Southwestern Railway is still warning passengers to check before they travel this morning because trains may be out of place. Now to the tube and we have minor delays south bound on thejubilee line and the overground has sier delays due to faulty trains. This is how it looks at the blackwall tunnel. Usual rush hour delays there. Time now for the weather. Good morning. Not a promising start to the day, rather grey out there with outbreaks of light and patchy rain and drizzle for many of us this but stick with it and things will improve into the afternoon. Brighten up and there will be good spells of sunshine. This is the weather front this morning. It moves eastwards, perhaps a few spots of rain for many of us but it will not amount to much at all. May be a couple of showers following on not quite as warm as it has been recently and a light to moderate westerly breeze. Late sunny spills around this evening and then overnight tonight please spills for many with temperatures dropping a little bit further than they did last night so a slightly cooler start to the day tomorrow but tomorrow is set to be rather wet. We will see our breaks of heavy rain as we head through the morning leading to showers in the afternoon, still a couple of shells around on saturday but things settle down as we had through sunday and into next week with the start of the School Holidays it looks warmer. Im back with the latest from the bbc london newsroom in half an hour. Good morning, welcome to breakfast with Naga Munchetty and jon kay. Our headlines today Primary School children are being refused support for Mental Health issues despite a growing need for help. We have a special report. The brother of the Manchester Arena bomber will appear in court later charged with murdering the 22 victims of the attack. Welcome to portrush in County Antrim where the 148th open championship gets under way in the next hour. Well hear from the favourite rory mcilroy. Saying no to netflix. The tv and Movie Streaming Services loses customers for the first time in nearly 10 years after it raises its prices amid tough competition from rivals. Ive been chatting to line of duty star Vicky Mcclure about her new role, how she stays grounded, and our shared love of comfy footwear. This is a first for me, because we get to a trainers. If i ever have the choice, it is what i will do. The opening of the state rooms today, more on that from here at Buckingham Palace. And the weather details. Its thursday 18th july. Our top story a bbc investigation suggests theres been a significant rise in the number of uk Primary School children referred to Mental Health services over the last three years. The college of royal psychiatrists describes the figures as deeply worrying. Our special correspondent, ed thomas, has more. I think it is going to take the death of a child before people start taking it more seriously. I think the government needs to decide whether it wants us to be social workers and Mental Health workers or educators. The bbc has been hearing from schools across the country about the Mental Health of their children. When you have a child in year 4 who is talking about self harm or suicide, that has shocked a number of staff. Regularly talking about suicide, wondering what it would feel like, and having those conversations quite regularly. Freedom of information responses from 46 health trusts across the uk indicate the number of referrals made to child Mental Health services by Primary Schools for those aged 11 or under increased by nearly 50 over the past three years. Some head teachers say securing support for pupils can be a challenge. External resources are reducing rapidly because of financial constraints. It has taken two years and we are still waiting for an assessment for a child who has experienced extreme Mental Health distress. Primary schools cant solve everything, we need help. The department for education said it was determined to improve Mental Health services, and by 2024, 345,000 more children and young people will have access to specialist care. It raises so many questions. Why it is happening and what can be done to sort it out, this crisis in Mental Health. At around 8 11am well be talking to the head teacher of a Primary School about her experience of this issue. I think that is what brings it home, when it is such Young Children who are feeling such extreme emotions. As young as four, the teacher said. The younger brother of the man who bombed the Manchester Arena is due to appear in court today, charged with murdering the 22 victims of the attack. Hashem abedi, who was detained in libya two years ago, was extradited to the uk yesterday. Simonjones reports. Back in britain hashem abedi. Born in manchester, he is now facing charges relating to the Manchester Arena bombing. Escorted to a south London Police station yesterday afternoon after being flown in from libya. This extradition is a very important step in the investigation into the Manchester Arena attack. This awful terrorist attack that took place two years ago, it led to the murder of 22 innocent people, including an eight year old girl. My thoughts at this time with the families and friends of those victims. The bomb was detonated by salman abedi. He was caught on cctv moving bomb parts in the days before the attack. At this time his brother was out of the country, but hashem abedi has been detained on an arrest warrant for the murder of 22 people, the attempted murder of those injured, and conspiracy to cause an explosion. Hashem abedi is expected to make his First Court Appearance here and manchesters magistrates court. He will be the first person to be charged over the bombing. There is likely to be a brief hearing before the case is transferred to the crown court. But the lawyer representing the families of some of the victims says the trial must not delay the inquests, which are due next year. The inquest should take place as soon as possible, because the families, the bereaved families, should be at the heart of the process, and it shouldnt be derailed for criminal proceedings. Two years after the attack, for the families nevertheless an important day in the quest for answers. The outbreak of ebola in the democratic republic of congo has been declared a Public Health emergency of International Concern by the world health organization. The epidemic, which is the second deadliest on record, has killed more than 1600 people. The head of the who said it is time for the world to take notice, but the region wont be quarantined for fears of damaging the local economy. Prosecutors in the us state of massachusetts have dropped a criminal case against kevin spacey. Mr spacey was accused of groping an 18 year old man in a bar three years ago. Indecent assault and battery charges were dropped after the accuser refused to testify about a missing phone, which the defence said could prove the actors innocence. Mr spacey has faced several Sexual Misconduct accusations, but this was the only one to result in a criminal case. The eus chief brexit negotiator, Michel Barnier, has said the uk will have to face the consequences if it opts to leave with no deal. He also again stressed there could be no renegotiation of the existing brexit Withdrawal Agreement. Mr barnier was speaking to the bbcs Panorama Programme in an interview recorded before the tory leadership contest. Our Political Correspondent Jessica Parker has more on this from our westminster studio. The thing is that he has said this before, but it is interesting that he is now outgoing. Yes, and in the context of the conservative leadership contest, because both jeremy hunt and borisjohnson are saying they can renegotiate brexit. But from Michel Barnier, it seems to bea but from Michel Barnier, it seems to be a big fat no. The legal answers to each and every point of uncertainty created by brexit. That is why this document is the only way to leave the eu in an orderly manner. If we just left, to leave the eu in an orderly manner. If wejust left, if to leave the eu in an orderly manner. If we just left, if we just tore up the membership card . The uk would have to face the consequences. Some will say, the eu would say that, this was recorded in may and things have changed. Another interesting point from Michel Barnier, he talked about no deal and to what extent the uk ministers had really put that on the table during negotiations. Did theresa may, as pm, ever say directly to you, or her ministers, we may go for no deal . No, i never heard that sentence. Never threatened it or set it in public . No. We will have to wait to see the full programme tonight, but with accusations the uk was ill prepared and had no plan, it doesnt paint an entirely flattering picture of the outgoing administration, and not a particularly hopeful one for whoever is coming next. Well be speaking to tory leadership contenderjeremy hunt on the programme just before 8 00 this morning. The president of the Royal Society has warned the tory leadership candidates that uk research could be damaged by a bad deal or a no deal brexit. Professor sir Venki Ramakrishnan says a third of Research Papers are co authored with eu scientists, but that the costs of working together will soar unless a new visa arrangement is put in place. An attempt to impeach President Trump has failed in the house of representatives. It was launched after mr trump was accused of racist language against four ethnic minority congresswomen. At his latest campaign rally, the president called the attempt at impeachment a disgrace and a witch hunt. New drivers could be banned from using the road at night as part of plans to improve road safety in england. The department for transport has announced its considering a graduated licence system to restrict novice drivers. The move comes as figures suggest one in five drivers are involved in a crash within a year of passing their test. And a careerfirst for sir Paul Mccartney. I would have thought he has done the lot. And he has been very successful, of course. Hes announced hes turning his hand to Musical Theatre. You would think he would do something that would be quite bubbly music, wouldnt you . I thought he would do something from scratch, something new. Because he is obviously brilliant. He will bring frank capras1946 classic its a wonderful life to the stage late next year. He says the original movie, which is about a man realising the true value of life, is a universal story we can all relate to. It will be good. It cant not be, can it . There is pressure. If you are watching this morning, sir Paul Mccartney, you take your time. Give usa mccartney, you take your time. Give us a preview as well matt is at Buckingham Palace for the weather, mike is at portrush in cou nty weather, mike is at portrush in County Antrim, so we are out and about all morning ringing you some gorgeous pictures. And michael beer feeling you in on his top quality accommodation overnight, getting wet in a tent. Its a law that was designed to protect the protectors people who assault emergency workers now face up to 12 months in prison. However, the Police Federation in england and wales says the sentences arent tough enough, and its officers are still regularly head butted, kicked and spat at. Were joined now by pcso carlos archerfrom north Yorkshire Police and also by dave gillian, who is a West Yorkshire firefighter. Theyve both been assaulted while doing theirjob. Welcome to both of you it is very nice you are smiling, but the subject we are talking about is horrendous, and you have both been assaulted while doing yourjob. was around the bonfire period, we got called to a fire, a post was smoking away, and as we went into inspected, working out how to put the fire out, we started being attacked from behind with fireworks. Fireworks coming over our heads and bouncing off the fence. How did that affect you . One landed right between my feet, so i had the hose in my hand and the instinct was to put the hose on it, but before i could turn it on it went off, so i was looking straight at it. I wasnt hurt because i had my helmet on and my visor down, but i temporarily couldnt see for a few seconds, a very bright flash. Didnt feel like people being orjust tomfoolery . didnt really think about that at the time, quite disorientating and scary. When there are fireworks coming at you and you are not sure where they are coming from, it can be quite scary at the time. Carlos, what happened to you . As part of our morning routines we go and visit the local soup kitchen and we pop down and we know the staff very well. We we re and we know the staff very well. We were having issues with one of the customers. Had a chat with him outside, weve known him for a couple of years, and he waited until i wasnt looking, i had couple of years, and he waited until iwasnt looking, i had my couple of years, and he waited until i wasnt looking, i had my body camped recording because i was worried, and as soon as i looked up he basically punched me and broke my nose. It did catch me by surprise, looking back on it i used to play by, looking back on it i used to play rugby, so i am ready for the knox, but nobody goes to work to be assaulted. I guess that is what the change in the law is about. You are apc change in the law is about. You are a pc 50 change in the law is about. You are a pc so and Police Officers are often carrying cameras, but in the fire service you may be dont have them as often, so that can cause an issue when it comes to prosecution. Yes, the Firefighters Union is against us wearing body cameras because we have a different role from the police and it is important for us to have the trust of the community. We believe that that can create a barrier between us and the community. If you are talking about gathering evidence to bring about prosecutions that might add to your personal protection, maybe that would help. In our case, it was dark, it was from a distance, we didnt really see the people. Im not sure there would be any evidence gathering on the camera for us. What do you make of the new law . Is it helpful, is it useful or preventative . I think in my case i was very lucky, i had cctv and the body camped, so he was bang to rights, there was no way we could not get a conviction out of it. A lot of my colleagues across the police and other services do believe that minimum sentencing is a bigger issue thanjust that minimum sentencing is a bigger issue than just the police and the fire brigade, and basically we think rather than good behaviour, if you do assault and emergency worker, it should be six, 12, 18 months of solid time. I should say the Police Federation has said that they would like the maximum sentence increased further but the bill sends a clear signal that assaults against First Responders will not be tolerated. Do you think the law is helpful or preventative . We are supportive of anything that reduces attacks. We wa nt anything that reduces attacks. We want our members to come to work and go home safely. Have you seen any evidence of it . Im not sure how much of an effect it has, it is quite different from the fire service and the police. Personally im not convinced that sentences and punishment is really going to deter people, i think the kind of communities we have problems with probably have a lack of opportunities, a lot of deprivation, and many of these people have nothing to lose, really. That is why they do this kind of thing. Do you feel safer than you did before the law came in . I dont feel any different, really. Carlos, do you feel safer . A little bit, but i know the community quite well in york, and the gentleman involved is going to be out soon potentially on good behaviour, so arguably he got a seven month sentence and he could be out within four or five, so that is a frustration for a lot of people. That is very politely put, indeed. Thank you both very much forjoining us. Thank you forjoining us here on brea kfast. Thank you forjoining us here on breakfast. Now matt goes to some spectacular places. Always. And look. good morning. I do get to some spectacular gardens and probably some nowhere near as spectacular as this one. This is Buckingham Palace and we are out in the gardens, gardens which came to life with Queen Victoria. A special exhibition about her hero Buckingham Palace during their annual summer opening that begins this saturday. A special exhibition in place. But it was Queen Victoria who introduced the summer parties, the garden parties to Buckingham Palace, the first being in 1868. She probably had weather better than this, grey and with outbreaks of rain. We do start across the midlands, southern and Eastern England with leftover cloud from last night. Outbreaks of rain around as well but that will slowly start to shift eastwards and linger longest across pay east anglia and kent. Elsewhere across wales, sunshine developing and many will spend the rest of the day dry. A few showers across northern and western parts of england and wales and scotla nd parts of england and wales and scotland and ireland will see the bulk of the showers, some of them heavy and thundery. For those at portrush, there is one about 30 minutes away at the moment. The showers will push through smartly on the breeze but some of them could be, like the breeze but some of them could be, like i said, on the lively side. When they bring showers, begat between them with sunshine throughout. Gaps between them. Most throughout. Gaps between them. M ost pla ces throughout. Gaps between them. Most places will be sunny, not quite as humid as recent days, a little fresher but still warm in the sunshine with temperatures peaking around 23 degrees. As you go into tonight, many will become dry for a time, showers last longest in the north and east, we will see cloud and rain gathered towards the south west later on so wet by the end the night across parts of south east england and wales and temperatures tonight somewhere between nine and 30 celsius 13 celsius. 13 celsius. Claggy first thing in the south west, rain through the morning across South West England and across parts of wales and Northern Ireland as well. That will spread its way erratically northwards and eastwards across the rest of the country during the day. They are a bit hit and miss. There will be some dry months and a couple of spots will stay dry but it will be fresher, especially across the south where we see strong and gusty wind accompany the rain, particularly around the coast. Into the weekend we go and overnight rain clears away from eastern areas. Welcome drop of rain across southern counties of england but here and across northern scotla nd but here and across northern scotland we will see a lot of sunshine through the day on saturday and in between, showers develop widely and some become heavy and thundery. Temperatures pick up a little bit after what we have seen on friday. Back into the low 20s for the vast majority and on sunday at the vast majority and on sunday at the moment it looks like they have dried weather with a few showers as well. More rain in the north west later in the day. And that is how the weather looks. Back to the studio. You will be distraught to hear that our temperature suggested that if you were standing in the manure, like john suggested, that if you were standing in the manure, likejohn suggested, that you may grow a bit. I told him off for saying that. Good. Thank you. And she did not encourage him. The tv and movie streaming firm netflix lost customers for the first time over the last few months. Bens got more on that and the other Main Business stories. Iam i am displeased about these height jokes this morning. We will discuss this later. Netflix lost subscribers for the first time in nearly ten years with 130,000 users ditching the service in the United States over the last three months. The firm also signed up fewer new customers around the world. 2. 7 million new subscribers joined, thats much lower than the five million forecast. Netflix recently raised its prices and is facing tough competition from new rivals. Low cost Airline Easyjet says its performance over the last three months was robust and despite the tougher macroeconomic conditions was in line with expectations. Revenues are up by 11 and passengers up by 9 after the airline added new routes and new planes. Water companies are to invest a n planes. Water companies are to invest an additional £6 million every day over the next five years to try and improve the environment and services for customers. They have been told by the regulator that they need to average bills by £50 over the next five years and cut the number of leaks. I will speak to the boss about that in 30 minutes time. A senior us politician has called for an investigation into the viral craze faceapp which alters users photos to make them look younger or older. The firm says it does not store the photos or use them for any other purpose. More from me with that interview with ofwat about the cutting of your bills and about 30 minutes. Tens of thousands of passengers every year, enjoy a trip down the river thames onboard the historic little ships. The oldest boat in Service Dates back to 1892, while another took part in dunkirk. However, the department for transport says new safety regulations could mean they have to be rebuilt, but owners say the costs involved will force them to scrap the boats. Robert hall is onboard one of them for us this morning. Taking a look at both arguments because you cannot really argue with theissues because you cannot really argue with the issues of safety but then we still want these beautiful vessels working still. Good morning. Good morning to you both. It is a tricky balance and you nailed it with the dunkirk reference. This is the princess frieda. She is about 20 metres long and she has been carrying passengers on the river since 1926 when she was built. But she has that proud history. There is the park on the front of the wheelhouse, dunkirk 1940 when she helped to carry troops back from france. Her sister ship was left on the beach, she did not make it back. We will talk about the future which, for these vessels and many like them, looks quite uncertain. I took a trip down the river yesterday to find out why. And the weather is fine and you know it is a sign. For messing about on the river. Welcome aboard the connaught, a passenger vessel built a century ago and like her sister ships, still plying her trade on the 24 mile route from Central London to Hampton Court. They are a unique design and build for the thames. When the tide is out and there is low water they can get under the bridges which are low in this part of london. And they allow passengers, still, to have access to these historic route which, as anyone who has been on them, are actually quite magnificent. River steamers launched a tourism boom during the reign of Queen Victoria and also saw military service. The connaught was called up as a hospital ship during world war ii. In the event the air raid is over, it will be the river Emergency Service, the rems that will come into action with its personnel of trained nurses, stretcher bearers and complement of doctors. This is a statue of a gentleman by the name of william. They were designed to carry passengers in comfort and some style. The 1960s, the river was buzzing with traffic. But now, modern Safety Standards are about to catch up with the last survivors from the original fleets. For vessels like this, the new regulations could mean a virtual rebuild. The connaught, for example, would lose one of her most distinctive features, this saloon at the rear of the vessel. It would be cut off, the deck would be re plated with bulkheads put underneath and the family who own her and two other vessel sail will cost them half a Million Pounds per boat. They simply cannot afford it. Dan adams is the skipper and tour guide. He says the safety review threatens his livelihood. It is not practical to do it and it would send the company out of business. And in turn, if they go out of business i would go out of business because i would no longer have a job. Outside there was sympathy amongst his passengers. If these boats are good enough for dunkirk they are good enough for us. I think it would be a terrible shame. It has managed all these years and it is perfectly safe. Why change it . The reports authors say there is room to manoeuvre but they have to stay on course. Where there is room for discussion is on whether at different parts of the thames, say further upstream, where there are fewer hazards. In the tidal stretch, if you like, that survivability is really important in bringing those older boats up to the same standards that new boats are constructed to. The recommendations go before Parliament Later this year. The future of these river veterans hangs in the balance. This fleet of four ships is run by the collier family. Danny here is Third Generation running these river ships. There is a wonderful heritage here for you and your family. How difficult is the time now for you with this hanging over you . difficult is the time now for you with this hanging over you . It is very difficult because were looking at three from four vessels being scrapped to give we go down the road of what they are asking us to do, it would be uneconomical for us to go down that road, absolutely. They are saying, quite rightly, that people in london he will remember the margin s tragedy. This issue of river safety cannot have chances taken. I hear that but our vessels are perfectly safe. They go through an annual check every year. Where is the evidence to say they are unsafe . There is no evidence to say they are u nsafe. There is no evidence to say they are unsafe. How uncertain is this now . Or you unsafe. How uncertain is this now . Oryou can do unsafe. How uncertain is this now . Or you can do now is wait. There may be room for movement. Do you feel there is . We have been to see lmp. We have all been to see them in fact and there are a large group of people, about 20 people affected on the river. And we have friends in parliament and we are hoping that this will make them see common sense and not put us out of business because that is effectively what they are doing. Next hour we will hear from they are doing. Next hour we will hearfrom one of they are doing. Next hour we will hear from one of those leading the campaign, the former lord west. For now it is time to leave the river and to hear from the now it is time to leave the river and to hearfrom the regions, for the news where you are this morning. We were out on the thames, matt is at Buckingham Palace, but now we are going to go to mike in County Antrim, on the coast, at royal portrush. He is at what i think is one of the most Exciting Events of the year. And he is trying to merge in with the grass i think is it raining . Yes, do not adjust your set, it is just my waterproof. Who cares about the rain . The emotion here, i have never seen anything quite like it. It means so much to have the open back here for the First Time Since 1951. So much work has gone into getting it here, and Darren Clarke, the local hero, who lives just up on the local hero, who lives just up on the hill, he got it under way to a huge roar, huge crowds already supporting him up the fairway. The cameraman he was crying. He knows him well, and yesterday, darren clark said to gary that he would go off the first tee like a rocket up the fairway, and didnt hejust . He birdied the first hole, and on the leaderboard behind me now, we can see that he is in the lead, and he also birdied the third hole as well. We can bring in our second guest, andrew murray, you have been here commentating and this is your 28th open. What did you make of that start by darren clark on his home course . I have never made the effort to get to the first tee at 6 30am, andi to get to the first tee at 6 30am, and i did this morning because it was so significant. It was emotional. The grandstand is absolutely jammed, three, four, emotional. The grandstand is absolutelyjammed, three, four, five deep on the fairways, i have never seen anything like that. He really wa nts seen anything like that. He really wants rain and wind to help some of the local players. I think he wants it to help the local players. Not like yesterday, like monsoon, but a bit of a challenge. It was fantastic in practice on monday and tuesday, right blue skies and just a breeze. The wind picked up yesterday, the course is really tough and i think the players will find that the course has teeth. I know you and i have been up having a look around the last couple of days, but what does this hidden gem mean that people probably havent been to in the past because of the troubles, but now this sporting event is putting it on the map. It is incredible, and the pictures this morning, it was a most idyllic morning, it was a most idyllic morning, the sun shining bright, no clouds in the sky, terrific. Those global pictures, i think it is fantastic. I went down to the causeway yesterday in the pouring rain and causeway yesterday in the pouring rain and i thought, i have to come back here and play golf and find out about the place. Hes going to go well, can he stand up forfour days, one might doubt it but he would be a fantastic winner for the region, might doubt it but he would be a fantastic winnerfor the region, for the championship, and for world golf. We can just about cope, we turned down the contrast a little bit. I think it is good, turned down the contrast a little bit. Ithink it is good, nice colour. Speaking of water and rain, we are talking about water bills. Water bills could be cut by up to £50 under plans unveiled by the regulator this morning. Bens speaking to the boss. Ofwat, the regulator in charge of keeping Water Companies in check, says there are still too many leaks, and Water Companies are not doing enough to protect the environment from pollution. Its also published its price review for the next five years with tough targets for how much firms need to invest and what level of service they must provide. Rachel fletcher, the chief executive of the water regulator ofwat, joins me from our london newsroom to talk about their plans. Good morning, rachel. Iwonder if you could run through these proposals this morning. Proposals that could mean that we consumers see a cut in our bills. I think this is really good news for customers. When looking at the next five years, we are showing that we are expecting £12 billion of extra investment in the water sector to improve the environment, but also to make sure that a growing population gets a secure water and waste supplies. We are talking about tougher Service Standards for all customers, and also bringing down bills by about £50 on average over the next five yea rs. £50 on average over the next five years. I speak to a lot of regulators on this programme, for energy or water or other public services, and they come up with plans and proposals like this, but in many cases they dont have the power to hold companies to account. I wonder how you can make sure companies are held to account. Companies will have to report and there will be tougher penalties for companies that fail on them year and year. There will be annual targets with annual penalties and the opportunity to earn a reward if they outperform them. Also as you have seen recently, where companies are performing so badly that it is clear to us that they are not meeting their legal commitments, we will ta ke their legal commitments, we will take tough action on them, holding them to account. We are able to impose high penalties and put orders on them to improve service. What you are referring to is that record sign for southern water that you imposed last month. How confident are you that you can penalise the firms that dont comply . In that case there we re dont comply . In that case there were some shocking examples of waste and pollution, pollution into the countryside, that was really devastating. That example was shocking, which is why we took tough action. £126 million of penalty on the company. And some pretty tough, legally binding requirements on them to improve their service. But as we look across to the next five years, we are expecting companies to improve across the board, and indeed we are already seeing Companies Really stretch themselves to improve on pollution and service interruptions, to improve Customer Service satisfaction as well. And i am saying to the sector as a whole, look at the best performers, learn from them, and set your site on these new targets, because the new targets we are setting to 2025 are only part of a trajectory that is seeing year on year improvements, because that is what is needed in the context of climate change, thats whats needed in the context ofa thats whats needed in the context of a growing population, and ultimately that is what customers expect. The Consumer Council for water last week saying that customers dont feel they get a fair dealfrom the customers dont feel they get a fair deal from the water company. It is a common complaint, because it is a monopoly in all but name. You dont have a choice about who we go do to get our water as we can do for electricity and other services. Should regulators will be working together with Energy Countries as well to make sure consumers are getting a fair deal . I agree iagree and i agree and im committed to working with other regulators to make sure we are creating the best deal possible for customers. And for those particularly in vulnerable situations. That is something we have begun work on already. The announcement today involves extra support for 1. 5 million households struggling to pay their bills. It talks about getting information on to 3 talks about getting information on to 3 million customers who may need extra support when there is difficulty getting water interruptions for example. And we are talking about, on average, a £50 cutting bills. So, yes, these are monopoly services, you are right. Customers have no choice, but we ta ke customers have no choice, but we take our responsibility to customers seriously and that is why you see us today pushing the company s hard to improve efficiency, to improve performance but also to make the investment that is needed for the future. So it is notjust about the customers today, but future generations as well, that can have a good quality and affordable service. Good to talk to you. Thank you. The chief executive of ofwat with the strict targets they set out for water firms. A £50 strict targets they set out for waterfirms. A £50 cut strict targets they set out for water firms. A £50 cut in strict targets they set out for waterfirms. A £50 cut in bills and some owner as investment targets, investing £6 million a day to try and get the network up and running and get the network up and running and reduce leaks. It isa it is a bit wet out there this morning. A couple of dry weeks but it is raining for everybody, for many people, including for the queen and format who was at Buckingham Palace. Good morning to you both. I think some of these flowers are enjoying it, there has not been a lot of rain on the south but it is not for everyone. Down here in Buckingham Palace, the beautiful surroundings of the gardens at the moment and we are here for the annual summer opening. For the next few weeks, members of the public can come and visit and a special exhibition taking place to celebrate 200 years since the birth of Queen Victoria. We will hear more about that in an hour. It is raining here at present and quite damp across other eastern areas. If you look at the forecast for today, it is a day on which we will see a story of sunshine and showers. Particularly across the northern and western half of the country. The cloud and rain we have at the moment in central and eastern parts of england, that will continue to push across the west of the south east and in the next few hours it will take a while to shift away from east anglia but many other parts of england and wales. To brighten up. Only a few showers this afternoon. Scotland and Northern Ireland by comparison, though, we have many showers around into the far west at the moment so those in the portrush as well. Some could become heavy and thundery. Widespread across scotland and Northern Ireland with temperatures at around the mid to high teens. A few showers into Northern England and north wales but the vast majority of england and wales will be dry this afternoon. Brightening towards east anglia in the south east. Cannot guarantee we wont still have the odd shower coast to coast across norfolk, suffolk, essex and kent. Temperatures today is not quite the mid 20s that we saw yesterday still nice enough once the sun is overhead. 20, 20 three degrees. Into this evening, many parts of england and wales will be dry but a few showers in Northern England and shall continue across ireland and scotla nd shall continue across ireland and scotland for a time. They will ease off because we have cloud pushing in from the south west with heavy rain across parts of devon, cornwall and South West Wales as we start tomorrow morning. Not cold start to friday but while you head into work with dry conditions across northern and eastern areas, cant guarantee it will stay that way. We have wet weather through the morning rush hour and that will spread northwards and eastwards. Break up a little bit so everyone will see a lot of rain. Some of you will stay predominantly dry the further north east you are and very across the south with temperatures lower than recent days at around 16 21 celsius at the very best. As we go into the weekend, after a spell of wet weather overnight, particularly across england and wales it is going to be a story of sunshine and showers today the best of the sunshine, top and tail of the country on saturday, heaviest and most frequent in central where they could, again, come with the odd rumble of thunder. Sunday turning windy and wet and many parts will stay dry. That is how it is looking. Dont forget to stay dry as well, matt. In just five days, the uk will have a new Prime Minister, and last night the two remaining candidates made their final pitch for thejob. Borisjohnson remains the front runner to succeed theresa may, according to polls, but foreign secretaryjeremy hunt isnt ready to accept defeat. Hes in our london newsroom. Lots to talk about this morning, but lets start with donald trump telling four congresswomen to go back. Lets talk about that. You have a lwa ys lets talk about that. You have always made very clear throughout this Leadership Campaign that you wa nt to this Leadership Campaign that you want to show how open you are to answering questions. I want to bring up answering questions. I want to bring up those recent remarks where he told four us. Congress women to go back. Were those remarks racist . Yes. I said back. Were those remarks racist . Yes. Isaid i back. Were those remarks racist . Yes. I said i will not answer that question until you find one of the very few questions that i will not answer. I will tell you why. It is because i am the diplomat and chief responsible for the transatlantic relationship. I happen to believe it is the relationship that has done more to keep the world safe and secure than any other over the last 70 odd years. So i absolutely and profoundly disagree with those comments. I have 3 2 chinese children and i have said that my children, who were born on the nhs, they have british passports, if anyone told them to go back to china i would be utterly appalled and find it totally offensive and i would totally condemn any politician who said those comments. That i will not use the r word because i do have to be responsible for that relationship that when the uk and the usa and i think it would be damaging for that ifi think it would be damaging for that if i used it. Iam quite i am quite surprised that you refer to it as the r word to surely you can be diplomatic and callout racism at the same time. I think i have cold out those comments for what they are, which is totally and utterly u na cce pta ble they are, which is totally and utterly unacceptable and offensive. But i am not going to use the word you asked me to use for the reasons i have explained. Lets talk about another important relationship, that the uk has with the european union, we are still part of the eu and we have been talking to the outgoing chief negotiator who says that this deal is not up for renegotiation. Both you and borisjohnson have said that you can renegotiate still. Why do you think that . I dont think it isa do you think that . I dont think it is a very constructive attitude to say that if we are going to solve this problem it is the deal we have, ta ke this problem it is the deal we have, take it or leave it. Especially when that deal has a ready been rejected by Parliament Three times. I think wiser heads in europe will recognise that it wiser heads in europe will recognise thatitis wiser heads in europe will recognise that it is in the interest of both sides to find a solution to this problem. It is certainly not the of europe to have the shadow of exit hanging over it for months and months and months and so i think that when we have a new Prime Minister in place, if we send someone to brussels who is, who goes with the right attitude looking for a wind wind and understanding the things that have gone wrong before, understanding the european red lines as well as our own red lines than i think is possible to do a deal. I wouldnt say it is easy but i think it is possible and i think that is what people want us to do. People would also want a clear timetable of when and how this is going to happen. At the moment we have the new commissioner, the new head of the European Commission who said that she would understand extending the deadline if necessary. So there isa the deadline if necessary. So there is a possibility. You cannot rule that out now, can you . is a possibility. You cannot rule that out now, can you . I look forward to working with her in a constructive way and i think she will bring a constructive approach to this issue. But in this country, people want to resolve this as quickly as possible. I think the outstanding issue, really in the deal that we have, is over the Northern Irish border arrangements. What we need to do is come up with a plan that guarantees the Peace Process , plan that guarantees the Peace Process, the belfast good friday agreement, one of the biggest achievements of the last two decades andi achievements of the last two decades and i think we can be very, very proud of that. But one that allows britain to pursue an independent trade policy. If we go with constructive ideas as to how to resolve that problem. Can you tell me one of those ideas that you may have for the backstop . In layman s terms. Because many people find this difficult to understand. It is a complex issue but at the heart of it is when goods go from one country to another, and you do not have a free trade agreement, then you have to have customs checks. And thats why at heathrow we have different channels, the red, the green, the blue channels, depending on whether or not those checks are needed. And what we need to do is find a way of having those customs checks without having those customs checks without having physical border infrastructure that could be blown up infrastructure that could be blown up by infrastructure that could be blown up by terrorists, people who are seeking to disrupt the good friday agreement. The way we would do that, primarily, is by getting people to register the goods that they are transferring from one country to another on the internet in advance and doing those checks in the factories at both ends not on the border. That is what happens, for example, on the swiss border where the vast majority of trucks carrying goods between france and switzerland are not actually checked because they do the checks at both ends. Something like that. What is the realistic endgame . How do you feel . Todays the day the conservative Party Members have been told get their final ballots Party Members have been told get theirfinal ballots in. Do you really think that you are going to be leader of the conservative party infouror be leader of the conservative party in four orfive be leader of the conservative party in four or five days time . be leader of the conservative party in four or five days time . I think it is much more likely than people think. And if you look at the history of elections that we have had over the last few years and referendum we had the trump election which no one expected, the brexit referendum result, David Camerons overall majority in 2015, a enemy corbyns surgeon 2017. This has been a period of surprises and i think the reason why we can expect a surprise this time is that two thirds of conservative Party Members surprised everyone by deciding not to vote when they got their ballot papers a couple weeks ago but wait until they saw the itv debate. Many of them until they saw the andrew neill interview. And that suggest to me that this very Thoughtful Group of people are reflecting on the fact that this is the first time conservative party man that is had notjust chosen the leader of their party but actually the Prime Minister. And they are thinking very hard about who is the person we want to be our Prime Minister. Who is the person we want to send to brussels . And when they think with their heads as well as belief with their hearts, they realise that if we take a headstrong gung ho approach to brussels, we are far more likely to get to an election than we are to brexit by october 31. And that is why i have been getting people coming towards me. Jeremy hunt, thank you very much for talking to us this morning. Full coverage of those results across the bbc next week. Time now to get the news, travel and weather where you are. Good morning from bbc london, im sonja jessup. The younger brother of the man who bombed the Manchester Arena is due to appear in court today, charged with murdering the 22 victims of the attack. Hashem abedi, who was detained in libya two years ago, was extradited to the uk last night. This awful terrorist attack took place two years ago. It led to the murder of 22 innocent people, including an eight year old girl. My thoughts at this time are with the families and friends of those victims. The bomb was detonated by salman abedi. He was caught on cctv moving the bomb parts in the days before the attack. At this time his brother was out of the country, but hashem abedi has been detained on an arrest warrant for the murder of 22 people, the attempted murder of those injured, and conspiracy to cause an explosion. Hashem abedi is expected to make his First Court Appearance here at westminster magistrates court. He will be the first person to be charged over the bombing. There is likely to be a brief hearing before the case is transferred to the crown court. But the lawyer representing the families of some of the victims says the trial must not delay the inquests which are due next year. The inquest should take place as soon as possible, because the families, the bereaved families, should be at the heart of the process, and it shouldnt be derailed for criminal proceedings. But two years after the attack, for the families nevertheless an important day in the quest for answers. Simonjones, bbc simon jones, bbc news, simonjones, bbc news, westminster magistrates court. During the debate, the two repeated the condemnation of us President Trumps comments aimed at four congresswomen. In the last few minutes, jeremy hunt told us why he wont go as far as calling the tweets racist. I absolutely profoundly disagree with those comments. I have 3 2 chinese children and i said that my kids who were born on the nhs have british passports and if anyone told them to go back to china i would be utterly appalled and i would it totally offensive and i would totally offensive and i would totally condemn any politician who said those comments but i am not going to use the r word because i do have to be responsible for that relationship between the uk and the usa and relationship between the uk and the usa and i think it would be damaging for that if i used it. Matt is out and about at Buckingham Palace and rub hall is on the river thames looking at little ships, looking at the future of them, and mike is in County Antrim for the start of the open so we are out and about this morning. And we have rain in all three places a bit wet out there for many but the garden thinks that is welcome. Lets get back to our top story this morning. Primary School Children in the uk are waiting nearly three years for access to Mental Health services and some have been repeatedly rejected for treatment, bbc news has learned. The Royal College of psychiatrists described an increase in referrals as deeply worrying. Dani worthington is a headteacher in halifax, West Yorkshire, and shejoins us now. What do you see any young kids as evidence of Mental Health issues . can manifest in many different ways but a change in behaviour, and what were seeing on a regular basis is children in high of distress, whether they are self harming or hurting other people, or they may be just going into themselves, very quiet and subdued, lets work ethic, and we have got to pick up on that and we have got to pick up on that and make the necessary referrals and that the necessary support in place for those children. I think what most people will find most shocking about this is that we talk about Mental Health problems among teenagers that you are a Primary School headteacher. How young are we seeing these issues . As young as four and five, right into reception. How does that manifest . Generally three behaviours, aggressive behaviours, and through key stage one, we see children being violent towards themselves and others. You have seen a four or five year old self harm . Yes. It is shocking, isnt it . How do you deal with that . With great difficulty, if i am honest. We have a fantastic team of staff at school and we are very supportive of one another. We are very professional and we deal with a child and the family, and then at the end of the day we cry together. I used the word heartbreaking earlier. Absolutely, without a shadow of a doubt. But also there is the Emotional Trauma that this baby, really, is going through. The Emotional Trauma that you are experiencing, as you explained, crying at the end of the day. And you also have got to help the pa rents you also have got to help the parents as well and address that relationship. Do you have the time to do this and the resources . relationship. Do you have the time to do this and the resources . It is very difficult. I do have the time because i make the time because for me that is one of the most important things is part of myjob. But i have got to do all the other things at another time. They dont go away. The pressures on schools are still huge. It is very difficult because of the lack of funding that we are getting in schools to be able to juggle getting in schools to be able to juggle everything that is being put on to schools and placed in schools to deal with. On to schools and placed in schools to dealwith. Obviously on to schools and placed in schools to deal with. Obviously every child, every case is different and every area of the country is different, but what do you think is behind this increase . What is going on in this country for our young people . Why are we seeing this . There is a number of reasons. An increase in the number of children living in poverty and the pressures that brings on families and the children themselves. Obviously online. Children are having access to online social media at a younger age. Screen time . Yes. They are not supposed to have online accounts for the Different Social Media sites until they are 13 that they do. It isa until they are 13 that they do. It is a recognised fact. Maybe more needs to be done about that. Through that they are exposing themselves to online bullying and wanting to conform, to fit in, putting internal pressures on themselves. One of the issues we are talking about this morning is that some Primary School pupils, according to bbc research, are being reported that repeatedly refused Mental Health support, regardless of the reasons coming through for the help. What happens . Take me through the scenario. You are concerned about are people in your Primary School, where you are the headmistress. You go to the system and you say this child needs help. How quickly does that ill get help . Not very quickly at all. We put ina help . Not very quickly at all. We put in a referral form. Help . Not very quickly at all. We put in a referralform. We help . Not very quickly at all. We put in a referral form. We discuss with parents and get their content to put in the form. It goes off to cams, the child and adult Mental Health service, and they will look at it and assess it and decide whether the child sits on a waiting list or is rejected at the point of seeing the form. They never actually seeing the form. They never actually see the child. What happens to the child if they are rejected for treatment . It is just left child if they are rejected for treatment . It isjust left for schools and families to continue managing that child and supporting their Mental Health issues. Thank you very much indeed for coming in. I should read this. The department for education says they are determined to improve Mental Health support for children of all ages. We are transforming services for a new plan and introducing a new nationwide task force of experts who will go into schools. But it sounds like in some places that is still some way off. Are you still optimistic that you can help children . We do the best that we can but putting the pressure back onto schools to solve this Mental Health crisis is just not appropriate. We are trained to educate children and we havent got the funding to be able to provide those services. We are not trained professional Mental Health workers. We need professional workers to be able to come in and support these children. Have you seen evidence of these changes yet . Not yet. I have seen more training coming through for Mental Health first aid coming through for Mental Health firstaid is, coming through for Mental Health first aid is, which is very welcome. It is going to be good in terms of identifying. But many schools are already good at identifying the issues and what we need other services to back up that support. Thank you so much. If you, or someone you know, has been affected by Mental Health issues, there are details of organisations who offer help and support on the bbcs actionline website. It is 8 18am. Matt is out and about this morning. He has had a special invitation by the queen into the Buckingham Palace gardens and it has stopped raining that is good. It has ended. Good morning. Iam indeed in the gardens of Buckingham Palace. The beautiful building behind me and the queen is in residence as well. The reason we are here is because this weekend is the annual summer opening of the state rooms. Queen victoria of course 200 years ago was born here and she brought the palace to lie. A special exhibition celebrating her life, and lots of Amazing Things and artefacts from her times, including lots of artwork and little trinkets and things from her children. Weather wise it is dry and the rain had stopped but across the uk it will be a day of sunshine and some showers. The showers will be most noticeable later in the north and west. This morning it is across parts of Eastern England. A zone of wet weather pushing towards the east coast with some cloud and eastern counties through to the middle parts of the morning and even the early afternoon, but then the sunshine comes out. Showers on the go in Northern Ireland, and we have seen them in portrush. The showers come and go throughout the day for the golfers input rush and a breeze to go with it meaning challenging conditions on the coast. In portrush. They could even be thundering meaning interruptions to play. White spread across northern scotla nd play. White spread across northern scotland and the far north of england. Widespread showers. Showers cant be ruled out for the rest of england and wales but the majority will be dry. This outran will be pleasant once it gets to you. Up to 23 further south and in the teens further north. Showers will very slowly fade in the north. In the south west of the cloud thickens and the breeze picks up and we see outbreaks of rain pushing into South West England and wales as we start tomorrow morning. In central areas the showers develop widely becoming heavy and thundery and temperatures will be up a few degrees compared to friday, peaking at 23. Thank you. We will see you later. Have you heard of the little ships on the river thames . The department for transport is looking at them. The oldest boat in Service Dates back to 1892, while another took part in dunkirk. However, the department for transport says new safety regulations could mean they have to be rebuilt, but owners say the costs involved will force them to scrap the boats. Robert hall is onboard one of them for us this morning. I nearly mispronounced the word ships you had me on the edge of my seat frida was launched on the isle of wight in 1926 and she has been going up and down the river and down to Hampton Court and kew gardens, that popular tourist route. She was also among the little ships at dunkirk. She and her sister ship went over and she carried 100 soldiers back that her sister ship was lost on the beach during that operation. That is the past so what about the future . It is looking very uncertain so i took a trip on another of this fleet to find out why. And the weather is fine and you know its a sign for messing about on the river. Welcome aboard the connaught, a passenger vessel built a century ago and like her sister ships, still plying her trade on the 24 mile route from Central London to Hampton Court. They are actually a unique design and built for the thames. When the tide is out and there is low water they can get under the bridges which are low in this part of london. And they allow passengers still to have access to these historic route which, as anyone who has been on them, are actually quite magnificent. River steamers launched for a tourism boom during the reign of Queen Victoria also saw military service. The connaught was called up as a hospital ship during world war ii. In the event of air raids over the thames, it will be the river Emergency Service, the rems that will come into action with its personnel of trained nurses, stretcher bearers and complement of doctors. This is a statue of a gentleman by the name of william. The old river boats were designed to carry passengers in comfort and some style. By the 1960s, the river was buzzing with traffic. But now, modern Safety Standards are about to catch up with the last survivors from the original fleets. For vessels like this, the new regulations could mean a virtual rebuild. The connaught, for example, would lose one of her most distinctive features, this saloon at the rear of the vessel. It would be cut off, the deck would be re plated with bulkheads put underneath, and the family who own her and two other vessels say it will cost them half a Million Pounds per boat. They simply cannot afford it. Dan adams is connaughts skipper and tour guide. He says the safety review threatens his livelihood. It is not practical to do it and it would send the company out of business. And in turn, if they go out of business i would go out of business because i would no longer have a job. Outside there was sympathy amongst his passengers. If these boats are good enough for dunkirk, theyre good enough for us. I think it would be a terrible shame. It has managed all these years and it is perfectly safe. Why keep changing things . The reports authors say there is room for manoeuvre but they have to stay on course. Robert hall, bbc news, the river thames. It was very nice yesterday and not exactly river weather today that the man with me now does not care. Lord that the man with me now does not ca re. Lord west, that the man with me now does not care. Lord west, welcome. You are spearheading the campaign to try and get a reversal from the maritime and coastguard agency. How do you think you are doing . At the moment i am not sure we are getting there. They are talking about being flexible but i have not seen much flexibility really. It does seem extraordinary that these marvellous craft, and there are about eight of them, which are part of the heritage trail really from westminster all the way up really from westminster all the way up to kew gardens and richmond, they have shallow draft and they are perfect for operating in that upper thames area, and depending on whatever the tide is, they can do it. It seems to be dreadful to be instituting rules to effectively get rid of them because it would cost so much to make the changes necessary to them. And why are we doing it . This ship, princess reader, she has been operating for 94 years or so and she has never ever lost a passenger. She went to dunkirk and rescued hundreds of troops. To suddenly apply quite draconian rules on an old ship like this, which is a heritage vessel, seems to me unnecessary. We do have a blame culture, sadly, but please, lets not do it. People will lose their livelihoods. A dreadful loss. I have got tojump in and to be fair to the mca they say that safety is paramount and many people will remember the mountainous tragedy not 1 million miles away from here. They have got to apply a blanket rule. dont believe they have got to apply a blanket rule. I understand that they are nervous and we have got a blame culture and if one person dies, they will be to blame, but sometimes you have got to apply common sense. It does seem to me that rather like the old Railway Lines which we have been discussing, these heritage things should have special rules. The amount of traffic on the upper thames area is much less tha n on the upper thames area is much less than further down. I really do think we should be able to apply sensible rules which would allow them to keep operating and they are wonderful. You have been on them today and what amazing craft they are, amazing heritage for us. Lord west, thank you. We await to see what happens later in the year. That is it from the river thames. Now time to see the news, travel and weather where you are at this morning. We start this morning with quite a bit of cloud and outbreaks of rain in central and eastern areas which will most likely are away and most of us are looking at a mixture of sunshine and showers. Some of the sharers in Northern Ireland and scotla nd sharers in Northern Ireland and scotland will be heavy, maybe even thundery, into the afternoon. The cloud disappearing from most parts of england and wales giving sunny spells. Temperatures getting up to 2024dc. A spells. Temperatures getting up to 20 24dc. A little bit fresher compared to yesterday. This evening showers will continue mainly in northern parts. Clear skies elsewhere before further cloud and rain starts to move on from the south west into the early part of friday morning. As the rain in the south west spreads north eastwards during friday, a pretty wet day in store for many of us. This is business live from bbc news with victoria fritz and ben bland.
