Then, though, no question we will see some unsettled weather. A lot of cloud on the satellite picture. Frontal systems heading away, this one bringing some wet weather during wednesday. That wet rain from Northern Ireland from the word go will extend into scotland, would be some heavy, thundery bursts of rain across north west england and north west wales. Brisk winds accompanying our rain band further east, turning hazy but still some warmth to be had. 25 and whole, 26 in london, turning cooler behind our rain bands towards the north west. They will continue during wednesday night into thursday, not much rain in the south east, but as it clears all of us will have them slightly cooler air. A mix of sun and showers, some of the showers could be pretty heavy. Briefly on friday, this bump of High Pressure should bring some dry weather in but it wont last. There is another area of low pressure on the way. Some uncertain about the track of this but it looks like well see burst of heavy rain and some strong winds as well for wales in the south west of england. Temperature wise on friday afternoon we will be looking at highs of the high teens does this in scotland, in ireland maybe the low 20s and parts of wales and southern england. This area of low pressure on saturday continues to run its way east. The most persistent rain should clear away as we go through saturday, but behind that there will still be some showers, bells of sunshine as well. Just signs of things turning a little more humour downs humour down towards the south for belfast and glasgow, temperatures around 20 degrees. 0n sunday we will see our breaks of rain. Maybe some more persistent wet weather returning from the west later in the day. Still some spells of sunshine, temperatures in the high teens or mid 20s once again. Into next week, thejet high teens or mid 20s once again. Into next week, the jet stream will strengthen, blowing strongly across the atlantic, generating areas of low pressure which are most likely to sit to the north west of the uk, where it will be most unsettled. That was a lie that will allow High Pressure to build somewhere, in europe. The question is how much of that heat will we get to tap into . It looks most likely with High Pressure a cross it looks most likely with High Pressure across central europe, low pressures in the north west and south westerly wind that heat will get. Towards parts of germany for example, and we will stick with something a little less hard. That was only one computer weather model. This is another one. Its only a su btle this is another one. Its only a subtle difference but the area of High Pressure in this model is further north towards scandinavia, that would allow us to draw air from the south, tapping into a bit more of that heat. One thing we can say is that the windiest and wettest weather is likely to be in the north west but there is a potential for some of us it could be warm for a time. Well keep you up to date on those computer models. Hello and welcome to our look ahead to what the the papers will be bringing us tomorrow. A reminder of the headlines 50 yea rs a reminder of the headlines 50 years since the launch of the Apollo Missions of the moon, a milestone in space exploration. Germanys ursula von der leyen has been narrowly elected as the first female president of the Eu Commission following a secret rather amongst mps. And we continue the story of safa and marwa, born conjoint and now learning to live apart conjoined. Hello, welcome to the papers. With me are former trade minister lord digbyjones and the broadcaster henry bonsu. What are you laughing at . Its the coalition of chaos. Henry bonsu, lord digbyjones, welcome. Our chat at the moment, letsjust lord digbyjones, welcome. Our chat at the moment, lets just take a look at those front pages. Well start with the Financial Times which report that stirling, sank to a two year low as markets responded to the growing risk of borisjohnsons Brexit Strategy could lead to a no deal exit from the eu within months. The i claims a new deal discusses plans to suspend parliament before october 31. According to the times, johnson wants to hold an early general election because he is keen to ta ke general election because he is keen to take on jeremy general election because he is keen to take onjeremy corbyn while hes still around. The guardian has Boris Johnson accused of repeatedly ignoring expert advice on the viability of his so called vanity projects as london meier, leading taxpayers with a bill of, they suggest nearly £1 billion london mayor. The metro discusses the Police Officer who tackled a knife wielding terrorist wearing a pretend suicide vest. The daily mail is calling for listeners to and what they call the disgraceful neglect of families living with the burden of dementia. The express is urging the government to rethink its decision to axe tv licenses for the over 75 free tv licenses for people over 75. Lets start with the mirror. They carry it. They both carried. This is, if the government havent done it does make if you want to be technical about it, the government havent done it the bbc has done it, but the bbc cant raise money anywhere else. Some may argue the bbc is paid a bit more what it could be worth. Cheap shot is that aimed at me . You need to watch yourself. I speak truth to power. I didnt make the list. Taxpayers pay me. No amount of the salaries paid here would pay for this enormous cost. So if it was put back in, then the moneys got to be found from somewhere and the problem you have is helen mirren on the front page, saying please dont take my license away. I get it, but the problem is the money has to be found from somewhere. There are a lot of people over 75 who can afford this and they should pay for it, then you have this 101 year old who cant afford it and she shouldnt be paying for it. The blanket at 75, there are a lot of people who could pay for a tv licence, frankly. Lets turn to the express, henry. Its the same as what lord digby said. Just to put the figures in context reviewers, across the bbcs 744 million per year, come 2020 that will be reduced to 250 million. That is a significant amount of money, this only comes in, only kicks in next year because of something george osman did when he was counsellor in 2015 because the government used to pay for all of this and currently still does, but things will change George Osborne was a the bbc has been left. People ask why doesnt the bb bbc do been left. People ask why doesnt the bb bbc do brilliant programmes anymore . Ways in the bbc bidding and winning formula 1 or cricket . The reason why is because we expect the bbc to do everything, that it raises about £39 million a year including bbc worldwide, it cant do everything and if we take away £745 million, then somethings got to and i feel very sorry for this old lady, elsie hancock, of course she shouldnt be paying for it. And people on pension credits, i think, they will not have to pay it, but i think without it youve got to pay for it £150. But i think without it youve got to pay for it £150. £154. Am quite interested in your opinion on the means testing, encompassing the pensions credit. If you are on that, you dont have to pay . But the example of wales, there are 80,000 pensioners who are eligible for pensioners who are eligible for pension credit, they are not claiming it. So they got this double whammy of not getting the pension credit and also having to pay for tv licenses. Not paying for the pension credit because of a lack of information going to them and not claiming it. My premise is una nswerable, isnt it . Claiming it. My premise is unanswerable, isnt it . That people over 75 and afford it, so they should pay . If people over 75 cant afford it for any of the reasons that youve given, my taxes should be used to help somebody like this old lady who cant afford it. I dont mind paying tax to make sure she has it, but the bbc shouldnt have to do it by cuts. It wrong to start asking as we get an order society, loads and loads and loads of people, this is going to get worse and worse, lots of active people in their 70s and 80s in this country over the next ten years, they get free bus passes, every train, free tv, its not on. The country cant afford it. The guardian, henry, this isjust heartbreaking. Yeah. If we could just turn that. Parents who have lost three sons to violence in london. Three sons its unbelievable how much misery a family can take. The mother linda, with a photo one of her sons, she had her son murdered in a case of mistaken identity. And david, was killed outside his north london home last month. And in that case three men have been charged with aggravated burglary. People often talk about this being the responsibility of the police or the meieror responsibility of the police or the meier or the home office, responsibility of the police or the meier orthe home office, in responsibility of the police or the meier or the home office, in the end all have to be working together the mayor. One of the people i know who works in this area, they talk about the cuts to Youth Service and people on the right tend to say well its about families, parenting, people on the left talk about societys responsibility, or bits have to Work Together. What is clear from the report that came out today, showing that 52 people under the age of 25 have been killed in the capital in 2018, im not sure what the figures are going to be for 2019. Just to pick up on that point very quickly, in may we reached 100 stabbings, that was across the uk. The is across the uk. Vettel stabbings. Before you finish, this is very difficult, it isntjust about young people on the streets leaving school or fighting on the weekend. Its also about what happens in the home. Very many of these killings happen in the home between partners, they happen between partners, they happen between adults in their 305, 405, 505, it isnt between adults in their 305, 405, 505, it i5ntju5t about between adults in their 305, 405, 505, it isnt just about wild youth5 running the streets of london. It5 also about people of all ages resorting to violence when they dont need to. And its notju5t about policing, it5 dont need to. And its notju5t about policing, its not dont need to. And its notju5t about policing, it5 notju5t about parenting, it5 about policing, it5 notju5t about parenting, its not just about policing, it5 notju5t about parenting, it5 notju5t about 5chool5, it5 parenting, it5 notju5t about 5chool5, its a holistic thing and we still havent worked it out. Digby, what is the difference between the youth of your generation and what we see now . Is there something behind there . And what we see now . Is there something behind there . |j and what we see now . Is there something behind there . I thought he put that extremely well and i cant add anything to the claim that this needs to be for forgive the cliche ofa needs to be for forgive the cliche of a holistic approach, you do need all of the agencies to Work Together and be steered by government. Maybe there were some cuts that happened that shouldnt have and that has contributed to this. But there are two or three pertinent differences, there are more drugs around and a lot more drugs around and a lot more going warfare around based on drugs gang going warfare around based on drugs gang warfare and people being controlled through jobs. Thats different to when i was younger. Secondly, you have a less, is the right word deferential . In some way5. Right word deferential . In some ways. It sounds very pompous. More social cues. Deference has a 5hade more social cues. Deference has a shade of patroni5ing and arrogant, andi shade of patroni5ing and arrogant, and i dont mean that. There are more people who are trying to feel their way through society and feeling alone and without root5. This is the Mental Health angle, and it is very important. And that is different to what it used to be when we we re younger. Different to what it used to be when we were younger. | different to what it used to be when we were younger. I think the real answer to this is people have got to 5top answer to this is people have got to stop the turf wars, they have to 5top stop the turf wars, they have to stop saying, that is their problem. We all have to say actually, everyone we all have to say actually, everyone has to come together to deal with this. A huge amount of it is acquisitive crime, probably the most rampages commercialised societies in the eu, where inequality is extreme, we have a huge amount of wealth, gdp, we like to buy and sell things, we like consuming, but in the end there are consequences to Mental Health. And no parent 5hould consequences to Mental Health. And no parent should be asked to bury her child, but to bury three. Lets turn to the daily telegraph. A new rubbish tip tax. This is local authority by local authority, so it look5 authority by local authority, so it looks as if it is a blanket thing but it isnt. Each authority can do what they want to do. What they are finding is take your rubbi5h to attempt and suddenly finding is take your rubbish to attempt and suddenly someone asks for money for it. And of course, you find some people say they wont pay for it, they will dump it in a country lane or on someones driveway. They are finding it is causing more damage socially, with the council trying to make money out of it. We should be encouraging people to take it to a place where it can be properly dealt with and properly got rid of, instead of saying we will charge you for it. I thought this was interesting. Latest figures show the number of fly tipping incidences rose 43 from 2017 18, and the cost of cleanup is now at £122 million. 2017 18, and the cost of cleanup is now at £12. 2 million. It is a blight. It is a false economy. The thing is, we are told to recycle, you have to make it easy for people. You shouldnt be charging the earth otherwise people will do what you just described. It really does depend whereabouts in the country you go. In my area of lambeth you can take Household Waste were michael dumper, you can recycle free of charge, just take it down. If you wa nt of charge, just take it down. If you want someone to come and pick it up, they will take four loads. Some people may be producing too much rubbish and they find it very difficult, in some areas like lewisham they refused diy waste, and others charge you a lot of money for its. On the front of the telegraph, bringing together two big stories, and it is the matt cartoon. This is one of the great cartoonists, and we probably do them better than most on the planet, they are really superb. These are two little known people, given it is 50 years since man went to the moon, today, and these two little known to the moon, today, and these two little known people to the moon, today, and these two little known people are sitting on the surface of the moon, and one says to the other, im not a racist, but 50 years ago i told Neil Armstrong to go back where he came from. The little moon person doesnt say i havent got a racist bone in my say i havent got a racist bone in d. Say i havent got a racist bone in my body. That segues into the insistence of donald trump, insisting he hasnt got a racist bonein insisting he hasnt got a racist bone in his body. If ever there was a man who was self delusional as well as the way he is ripping up everyone well as the way he is ripping up everyone else, i thought yours from the bryant, ithought everyone else, i thought yours from the bryant, i thought it was stunningly good, he actually analysed from putting racism, as he sees it, as an electoral winning tool. I thought, sees it, as an electoral winning tool. Ithought, he said sees it, as an electoral winning tool. I thought, he said so dispassionately and analytically, it was very good reporting. Very quickly, because we have got a result from the house today, nancy pelosi said vote on this and decide whether. So, the pelosi said vote on this and decide whether. So, the result is, it has just come up, the majority of the us house of representatives votes to condemn president trumps attacks on minority democratic congresswoman. The voting does continue, but, so what, henry, what will come of this . I think what might come of it is one of the things the democrats, in theircampaign of the things the democrats, in their Campaign Material and their ads, they will be able to use it, they will be able to look at his track record and say important things, yes, he has given morejobs to all sorts of people, he can say those things, that is a moot point. When it comes to the social fabric, the cohesion of the country, whether the cohesion of the country, whether the us is moving towards a more perfect society, or whether it is tearing itself asunder. People will be able to make up their own minds, but it is certainly not looking good. This one is about the daily mail running a campaign to save families are blighted by having the problem of a relative with dementia, and frankly society cant cope. The nhs has been carrying the burden, but it cant afford this. You and i cant afford this, to pay the nhs, you have a situation where people are having to sell houses to pay for it, and at the same time there is an issue where in a home you have one family having sold their house and made sacrifices, paying fees, and in the next room you have someone else enjoying this, enjoying is the wrong word, but being in this place, and the council is paying for that. My mother is in such a home, she is 95 with serious dementia, bless her, and physically her body is closing down but mentally she doesnt know who i am and she sleeps a lot of the time. It is devastating. It is. My sister and i sold the family home and it has been paying for mum, and when that runs out of course we will look after her, but it does call the bit when you know down the corridor there are people where we are paying effectively out of a direct contribution for theirs. What i do think, there is an idea coming up which i think is a good one, which is, why doesnt the government say that you can use some of your pension pot and effectively buy an annuity for your care . You could actually say, remember this is out of tax free income because when it is in your part you dont pay tax, but if you take it out you do. It has gone in with a tax allowance, so why dont you buy an annuity for your ca re why dont you buy an annuity for your care if you have dementia. If your care if you have dementia. If you are in there with dementia you wont need your pension, and on that basis it would be a way in which the government could help with it coming out tax free, but on the other hand it would save the burden on the nhs it would save the burden on the nhs it would save this appalling situation, which is only going to get worse as we get an older society. It will get worse, and we are muddling through andouille. We have been talking about this for years, and the last attempt to do anything about it was the report in 2011 that proposed a about i think that led to the dementia tax, which the conservatives put towards the la st the conservatives put towards the last election and it helped to destroy theresa mays majority. In the end we dont really want to bite the end we dont really want to bite the bullet on this. Vote for me and ill take your house off you has never been a great election slogan, hazard . We are all done. We were just getting into it, would we rory mcilroy says he hopes to give the home fans something to cheer as he prepares for the open championship at royal portrush, and he should know his way around. The northern irishman broke the course record with a round of 61 at the age of 16. The open, which starts on thursday has been held there once before, in 1951, mcilroy says he could get emotional if he gets to hold the claretjug at the end of the final round. Iam i am proud to feel as if ive played some small part forgetting the open championship to Northern Ireland, the success of us, that was part of the success of us, that was part of the reason they wanted to come here, and obviously all the people at portrush who have done a wonderful job to facilitate the championship coming here, it is spectacular, unbelievable. It is certainly a different golf course to the one i grew up playing. It is bigger and tougher, i have been looking at pictures and seeing pictures being posted from people on social media, and the place looked stunning. Former england captain Andrew Strauss says that jofra archer has what it takes to step up to test cricket in the ashes. Archer took 20 wickets in the world cup, a record for an england player. Born in barbados, he only qualified to play for england just before the tournament began after a change of eligibility rules. Strauss says he should be a shoe in for the ashes if he is fit enough to get through a test match, he plays, he is a point of difference player he gives us something we wouldnt normally have. Iam something we wouldnt normally have. I am struggling to think of another player who has had the success he has had in such a short period of time. A transfer between tottenham and Atletico Madrid is almost finalised. Newcastle midfielder matt ritchie says hes surprised and disappointed to see rafa benitez leave the club when his contract came to an end last month. Steve bruce is set to take over having resigned as manager of Sheffield Wednesday yesterday. To see the manager leave was disappointing because he had a good rain with the club, but it was a decision that was made obviously between the manager himself and the owners of the club, so it was out of our hands. We now have to look forward to a new manager and a new season. It is a strange situation, this is the First Experience i have had of it. The netball world cup continues. There was another big defeat for Northern Ireland it was one way traffic against new zealand. 77 28 to one of the pre tournament favourites. The silver ferns are still unbeaten and almost assured of a semi final place. Northern ireland face barbados next in the hope that they can secure a play off for ninth place. Manny pacquiaos publicist has denied that a deal has been agreed to fight amir khan. The british boxer claims that terms have been signed off and done to face pacquiao in saudi arabia in november. But pacquiaos spokesperson Fred Sternberg told bbc sport manny has not signed any contract. Khan won the Wbc International welterweight title with a fourth round stoppage of billy dib injeddah on friday night. That is all the sport for now. We will take a look at the weather picture, and it is amazing the difference the weather can make. We had a bit of rain, an old weather front got activated by a lump of cold air moving on at high altitude. A day later it did this in the mediterranean, a massive thunderstorm, and 163 millimetres of rain. That is 13 times the amount of rain. That is 13 times the amount of rain they would expect in the whole of the month. And now those storms are battering parts of greece. There are battering parts of greece. There are weather warnings out for most of the country, flash flooding, hail and damaging gusts of wind. Those conditions last into sunday. We will see a change in the next 24 hours, High Pressure squeezed out of the way by this low pressure bringing thicker cloud into Northern Ireland and western scotland, with rain edging in. It should be dry over eastern scotland and northern england, and on wednesday night sunrise for some of us. Dry weather for eastern scotland, england and were, and wales with a soggy start to the day. It should stay bright with hazy sunshine across east anglia and the south east. Temperatures getting up to 26 degrees, but then the rain will continue to move eastward as we go through wednesday night. It is down to serendipity how much rain you get from this, it will be quite weak by the time it gets to east anglia im kasia madera in london.
