Good morning. Murderers who refuse to reveal the location of a victims body could be forced to spend longer in prison. Thejustice secretary david gauke has announced plans to introduce whats known as helens law. It follows a campaign by the mother of helen mccourt, who was murdered in 1988. Helens body was never found. Ben ando reports. For 31 years, Marie Mccourt has been fighting for helens law, named after her daughter who was just 22 when she was abducted and murdered in 1988. Her killer, pub landlord ian simms. He has never revealed the whereabouts of helens body. To take a life is horrendous, but then to take the lives of the family of that loved one and not let them know where their loved ones body is, there is no torture worse than that. I could say ive had a dripping tap on my head for the last 31 years. Its far worse than that. Its a pain in your heart that will never go. Marie led a campaign demanding that murderers who refused to disclose the whereabouts of a victims remains spend longer behind bars. In 2016, mps voted in favour of helens law, but it did not receive government backing until now with thejustice secretary david gauke proposing that it be introduced as soon as practicable. The parole board can already use withholding information as a reason not to release a prisoner because it suggests there is still an ongoing risk to the public. But its optional. Helens law changes that. It makes factoring it in a legal requirement. Even now, marie lights candles every week at her home in merseyside. Although she still does not know where her daughters remains are, the creation of helens law may provide some comfort especially if it means other families wont have to face both the pain of loss and the agony of not knowing. Ben ando, bbc news. An earthquake, measuring 7. 1 magnitude, has struck southern california. Its the second earthquake to hit the region in two days and the biggest tremor the us state has felt in two decades. The ea rthquakes epicentre was near the city of ridgecrest, about 240km north east of los angeles, but there are no immediate reports of major damage or injuries. Overnight, the director of the california Governors Office of Emergency Services said they are prepared for more aftershocks. This was a very large earthquake. And we also know theres going to be a series of after shocks as a result of the main quake. So we want to prepare ourselves and be able to have those resources in place as the days go on here. This is not going to be something thats going to be over right away. We will be in 24 7 operations at the operation centre. In support of the counties until the situation is fully mitigated. Katie walden, who lives in los angeles, says shes never felt any quake that strong before. My friends and i were watching a movie when it happened. We were watching midsommar, which is a horror movie, and theres a part when the world turned upside down and we thought it was the speakers. But the whole theatre started shaking, and after about ten seconds people started to get up to leave. Then they realised it was ending, and they sat back down and started watching the movie again. I had never felt anything that big. There was one the other day and i was in my apartment and my shelves were shaking, and i thought that was it. But i think, i was in West Hollywood at the time, so we were pretty far away from the epicentre of the earthquake, but we still all felt it. Ive lived here for about six years and ive never felt anything that big. Earlier dr wendy bohon a geologist studying earthquakes at the Incorporated Research institutes for siesmology in washington dc said that more aftershocks will happen the usgs has issued a forecast for after shocks. And we are expecting that there will be felt after shocks. People need to be prepared to feel more shaking and to take action. That means to drop, cover, and hold on. So it can be really frightening to be in an earthquake. To have repeated after shocks can really put people on edge. So, just, Everybody Needs to be prepared for those. Its unlikely there will be another earthquake of the same size. Not impossible, but unlikely. But there will be felt after shocks. We heard one eyewitness say she didnt remember anything like it. Its fair to say, isnt it, that the californians havent really experienced, in recent years, the sort of earthquakes the state has been associated with . Thats right. We have been in what we colloquially call an earthquake drought. Its unusual that weve gone so long without having a large earthquake. The last one was the hector mine earthquake in 1999. That was a similar magnitude to the one that was experienced today. So, this earthquake thatjust occurred, and the one that preceded it, a magnitude 6. 114 shock, are both out in the high desert near the town of ridgecrest. Theres about 30,000 people in the vicinity of the hypocentre and the epicentre where the earthquake actually started. Fortunately its very sparsely populated, but it was widely felt. This is a great reminder for all of californians that this is earthquake country, earthquakes happen, and we need to be prepared for that. The underlying fault, deep in the ground below california, its not that nature has effectively resolved it, its that those plates are still potentially conflicting, and at some point the friction will set it off again. Exactly. The surface of the earth is covered by a thin skin of rock and that rock is broken up into giant plates. The places where those plates come together are where we have the most earthquakes. California sits on one of these plate boundaries. That boundary, we reallyjust call it the san andreas fault, but thats not really correct. The san andreas is the largest fault, but there are hundreds and hundreds of other faults that are taking up the motion of those two plates. This was one of those faults. The stress is going to continue to build up in the crest in different places. That stress will be released during earthquakes. For all that we are able to do on our planet, for all of the things we can change, this is something we can never change . Thats right. This is a normal process of the earth, just like volcanic eruptions, and weather, and other things. We just need to learn how to live with earthquakes. We need to learn how to withstand earthquakes. We need to just make sure our cities are resilient and our population is prepared. The conservative leadership election continues in earnest with borisjohnson and jeremy hunt taking part in two hustings today in nottingham and cardiff. With ballot papers sent out in the last few days, the bbc has learned that around 1,000 tory Party Members have received two ballot papers in the post. The conservative party said anyone who votes twice in the leadership contest will be expelled. 0ur Political Correspondent peter saull explained what caused this voting error. Basically theres been a drive in recent years in the conservative party to push up the number of members in the party. We think there are around 160,000 who are going to be voting in this leadership contest, but we dont know for sure, and thats because there could be some duplicates in there. For example, there are people who are signed up to different local conservative associations. There are people who have changed their surnames having got married, so we dont quite know exactly how widespread this issue is with duplicated ballot papers. The conservative party cannot give us an exact figure. This figure ofjust over 1000 comes from an internal party figure that weve spoken to in the bbc. So, it may be quite serious, it may not be at all. The message from the conservative party today has been, look, its written clear on all of these ballot papers, you must only vote once, and if you dont you will be kicked out of the party. That was also a message from sir patrick mclaughlin, a former chairman of the conservative party, when he spoke to the bbc this morning. He said, well, look, you know, im an mp, im registered to vote in normal elections, in both my constituency in derbyshire, and also down in london. And, you know, this is a normal issue in elections. The difference here is the level of oversight because a normal the difference here is the level of oversight because in normal elections the Electoral Commission has some powers, and ultimately you can go to court with it if it looks like someone has abused the system. This is brandon lewis, who really is the ringmaster for these hustings events. Presumably he has to turn up to every single one of them, like the candidates do, he will be introducing borisjohnson the candidates do, he will be introducing Boris Johnson and jeremy hunt soon, and we will be hearing from the nottingham hustings and our Political Correspondent at bbc east midlands today a little later in the programme. One of britains most senior female Asian Police Officers has accused the metropolitan police of discrimination. Parm sandhu has begun legal action against the force, claiming she was denied promotion on the basis of her race and gender. Last month, she was cleared of allegations that shed breached rules about the Police Honours process. The met said it was inappropriate to comment. The duke and duchess of sussex will christen their son later today. Archie harrison mountbatten windsor will be baptised by the archbishop of canterbury in the private chapel of Windsor Castle. However theres been criticism of the couple for keeping the details of the ceremony private. 0ur correspondentjohn mcmanus is in windsorfor us. You are there but presumably, like everybody else, you dont have a lot of idea as to when the ceremony will be taking place. Its true. Many of us be taking place. Its true. Many of us dont really know whats going on. A fellow journalist from another News Organisation came up to me and asked me if i knew what was going on. I had to say not very much. The christening is taking place at some point. We dont know what time yet. We know there are 25 family and friends invited. They will include prince charles, the duchess of cornwall, the duke and duchess of cambridge. And the duchess of sussexs mother will also be here. The queen wont be here, she has a prior engagement. Beyond that, we dont know much else, we dont know how many godparents there are going to be, we dont know the names of who they are. That is apparently according to the wishes of the godparents themselves, according to buckingham palace, but im not sure how sustainable that will be as the yea rs how sustainable that will be as the years progress. Not much detail about whats happening here. But members of the press and public have not been invited to stand outside the private chapel inside the grounds of Windsor Castle behind me. There are plenty of people here outside the castle walls. Most of them are here for the official tour of the castle which is going on as usual. Its been traditionalfor members of the public to line up outside the chapel itself to see the royals going in and out to give them their best wishes, and also for members of the press to be there to ta ke members of the press to be there to take those all important tv and print photographs. Thats not happening today. The duke of sussex has said he wants this to be as private as possible. And thats in keeping with the tone the duke has taken as to regards of the last two months of the childs lie. They have not been many pictures released of the young child. Weve not seen much of him at all. His parents are keen to keep his life as private as possible at the moment. Thats led to lots of criticism from newspaper columnists. But i dont think thatll bother prince harry much today. I hope the visit proves to be worthwhile in the end. Im sure you will find out more in the coming hours. Thanks very much. The uks biggest pride event is set to get underway today celebrating 50 years since the start of the modern lgbt rights movement. The parade sets off from Central London at midday with over 30,000 people marching in the parade. Over a Million People attended the london pride festivities last year and even more are expected this year, with organisers calling todays pride the biggest ever. Earlier i spoke to natasha walker, co chair of switchboard, the lgbt plus helpline, whose Safespace Campaign offers help to those in the Lgbt Community who need it most and are spreading the word at this years london pride. I think london is a big pinnacle about what pride is and what we march for today. Theres been a lot of discussion as to what pride is, whether it is a celebration or protest. But its about looking at how far weve come, marching in celebration of that, but also looking at where we have to go in the journey for lgbt plus equality. Its an issue which is always ongoing and constantly throwing up new changes. The most recent one has been the question of transgender rights. There have been a certain amount of tensions which were visible last year. Do you think those have been resolved in terms of how the pride event handles that kind of thing. Because some people see it as an opportunity to protest, as you say, others see it as an opportunity to celebrate and be visible, and that is always going to throw up tensions. The organisers of pride london this year have been working hard to make sure that the lgbt communities support transgender people lgbt communities support tra nsgender people and lgbt communities support transgender people and wont accept any kind of protest otherwise. Transgender people and wont accept any kind of protest otherwisem has to be within the umbrella of pride as being a welcoming and representative rainbow. For me its about the fight for equality for lgbt people about the fight for equality for lg bt people and about the fight for equality for lgbt people and everybody who identifies as that. Explain the acronym. We use it casually. Lots of people dont understand what it means. It took me a long time. How is this phrase extended . Q is for queer or questioning. 0n the plus is to include people who do not identify as heterosexual or cisgender. Its how you identify. That is what lgbt stands for. What about the numbers you are expecting . The weather is always an attraction. Last year it was fantastic in london. What are the numbers you are expecting, and how you quantify that . I really dont know. I dont volunteer for that . I really dont know. I dont volunteerfor pride that . I really dont know. I dont volunteer for pride in that . I really dont know. I dont volunteerfor pride in london, i work for a switchboard. We are launching a Campaign Today thats creating switchboard as a safe space and using the platform of pride in london to talk about the fact that we are here, we are a safe space. What does that mean, being a safe space . If we look at what is going on at the moment, rising numbers in isolation and loneliness, Mental Health in the lgbt communities, and an increase in hate crimes towards those in the community, 38 more people are contacting us might have contacted us this year. Lots of people have spoken about this, nation and isolation. We want to say, we are here, we are here to support you, we are here to provide those calm words when needed most. Hundreds of runners have been given free entry to next years London Marathon after many of them complained of being called fat and slow as they aimed to complete the race this year. Those running the course in times of about seven and a half hours described how they had to dodge vehicles as the clear up started around them. This was the experience for one of them. Behind me, i am behind me, iam undera behind me, i am under a 17 minute pace, and he is spraying detergent on me. This is how London Marathon treat their patrons. Now the organisers of the race have sent hundreds of runners who had the slowest times in aprils race an official apology, and offered them a free place in next years race. Sarah pringle is one of the runners who has been offered a place. Shejoins me now from aylesbury. Sarah, good morning, thank you for speaking to us this morning. What was your experience like . On the whole it was a good experience. Until i had an injury. I had a blister develop on my foot, and i had to stop for a little while. And when i came back out into the race i was with the seven and seven and a half hour groups. At this point the chemical burns were by the side of me and were spraying. Chemical vans. I was sprayed from the back. I did laugh at the time, didnt realise what was going to happen from there. And i got an excruciating pain in the foot where i had the blister. And when i looked, it had completely opened up, and the water or the chemicals from the sprayer had contacted my blister. Nasty. It really was very nasty. Sorry to interrupt, you can understand why people were trying to get on with the clean up operation, but it was as if they did not understand the race was still taking place. Absolutely. We were late starting, i think. Place. Absolutely. We were late starting, ithink. The place. Absolutely. We were late starting, i think. The blue start was definitely late starting. I was in the red start. We were held back. I was in the red start. We were held back. Iwas in in the red start. We were held back. I was in pen seven. We were all held back. Suddenly we were urged to go forward. The main race was ten minutes late anyway, so with the delay it meant we were delayed going into our pens. Did you hear any of the name calling, or where you mercifully spared that . There was nothing directed at myself. But i know there was a runner behind me, who are actually know, who was shouted at by the person who was spraying. He actually shouted to her, you should lose more weight if youre going to run, and then you could do it a bit faster. 0r words to that effect. People who dont run might not understand, you are using this phrase pace setters, these people are purposely there to help those runners who are working to a different pace. All sorts of different pace. All sorts of Different Reasons for that. At the end of the day it is supposed to be afun run end of the day it is supposed to be a fun run as well as a competitive run. Because you were raising money for charity. And that was partly what it was all about. Absolutely. Ive done the London Marathon before. I didnt finish it then. But thats another story. We developed a Whatsapp Group with all of us who we re Whatsapp Group with all of us who were starting, we like to call ourselves sexy pace starters. Im with you on that we all got together. We were really happy when we we re together. We were really happy when we were told we were going to have pacers with us. What do you make of the offer London Marathon has made to you and the others affected . The offer London Marathon has made to you and the others affected . |j think to you and the others affected . think its amazing. I think theyve done everything they possibly could do. All we wanted to do was to make them realise that theyd made mistakes, and that they dont make those mistakes again. Indeed, and hopefully itll mean that the m essa 9 es hopefully itll mean that the messages can get across to the contractors not to be in such a rush and respect the fact that this is all part of race. Absolutely. Sarah pringle, thank you very much, and i hope it goes well for you next year. Thanks very much. What they call a seamless link, we shall go to the bbc sport centre. Day six at wimbledon is under way, so many exciting matches to come with harriet dart, johanna konta, serena williams, rafa nadal and Roger Federer all in action. Yesterday, though, was all about the 15 year old sensation cori gauff who continued to light up this years championships. The american saved two match points to fight back and eventually beat slovenias Polona Hercog and become the youngest player to reach the last 16 there since Jennifer Capriati almost 30 years ago. The crowd was amazing. Even when i was down match point they were still cheering me on. And im just super thankful that they believe in me. Its going to be a really busy day for andy murray wholl have to play both his mens doubles and mixed doubles matches. Hes of course teaming up with serena williams. They were scheduled to be on centre court after coco gauff, but it was postponed because that match went on so late. Serena plays first up on court one so theyll feature at some point later today. The wimbledon coverage is under way on bbc. You can follow it on the bbc sport website and app as well as radio 5live. These are live pictures from court number two with Petra Kvitova the 2011 and 2014 czech wimbledon champion and sixth seed up against Magda Linette of poland. Always the way, when we go over they are taking a break. But i can assure you it is under way. Its not the match the england wanted to be playing in but phil neville says they have to finish the womens world cup on a high despite being sick of losing semi finals. They were beaten by the defending champions usa in the last four and england play sweden this afternoon in the third place play off. Jane dougalls in nice for us. Jane, this is still a very focussed group of players who still have a job to do. Yes, and despite not wanting to be here for a third place play off, and wanting to be in the final, theyve had to pick themselves up after that devastating loss to the and go on and aim win another match. For some members of the squad who werent in the squad in 2015 at the last world cup when england won bronze, they dont have a medal from the world cups. To come away from this tournament with something tangible, something to be proud of, a medal, would be an achievement. Equally, for the members of the squad that we re for the members of the squad that were at canada and did win a bronze medal, they dont want to do worse than they did back then. Even though they are not fighting for a colour that they wanted, gold, they are fighting for a medal, and they are going to go into this match with all guns blazing. How worried should england fans be about sweden as opponents . England go into this match as favourites but sweden are pretty tough to beat. It was a close match between them and the netherlands and the other semifinal, just the one goal separating the sides. It went to extra time. Phil neville means theyve played more minutes than england, and it also means theyve had one less day to recover. Phil neville also says that its the team that has recovered mentally from losing a semifinal, which will be the team that win later on today. Its live across the bbc. England sweden on bbc one it kicks off at 4 oclock. The Tour De France gets under way today in brussels. The riders will cover over 2000 miles before finishing in paris in three weeks time. Defending champion Geraint Thomas is co leading team ineos with egan bernal after chris froome was seriously injured in a crash last month. But he says theyre in a good position. And. There are two matches at the cricket word cup today. India sri lanka is under way, australia play south africa later. India will finish top of the table if they win and the leaders australia lose. Gfx england will play team that finishes second in semi finals. Sri lanka won the toss and are batting first at headingly. They are three wickets down already. Thats all the sport for now. There is a lot of fine weather to come across the uk this weekend. Some areas favoured for the sunshine more than others. Through today the south coast will be a good place to be, it was a glorious start in brighton, and we may see our top temperature here. Yesterday we got up temperature here. Yesterday we got up to 28 in london heathrow. Cooler to the north, just 16 degrees under this band of showers which is a cold weather front which will continue pushing south through the day to day and overnight. But all of us into the cooler air tomorrow. This is this afternoon with this front pushing down to mid wales and east anglia. To the south of it still some decent some time to come. Top temperatures into the mid 20s. Underneath the front, low 20s at best, then behind the front we are probably talking about the high teens. That front squeezing out a bit of rain for wimbledon later on possibly. We are talking Late Afternoon early evening. More cloud around than yesterday. A high of 23, probably quite comfortable in courtside. Sunshine along the south coast apm. Showery outbreaks pushing into south wales, and the south midlands, through into east anglia. But behind the front, brightening up for north wales, much of england, and son trying to bring our afternoon to a close. For Northern Ireland and many parts of scotland. Although there will be showers around in the north and east and its quite cool here, too, as we continue with a fairly strong breeze. Highs of perhaps 13, maybe 15. Look out for showers this evening across the south east of england if you are out and about. The front six away to the south by the end of the night. A fresh start a sunday, particularly to the south east coast. Of the front sinks away. A few showers are possible across northern scotland, perhaps a few across Higher Ground of northern england, slightly sharper ones for the pennines. A big difference across the north sea coast tomorrow, the cloud, just 1a degrees in newcastle, and in the south our top temperature is around 23. We are set with those average temperatures for the week ahead, as well. Feistier hello and welcome to dateline london. Im carrie gracie. This week.
