The issue of a no deal brexit has been reignited by comments from the conservative leadership candidates. Jeremy hunt has said that if we get to october without the prospect of a deal, we will leave without a deal. Borisjohnson has also repeated his pledge to get out of the eu on 31st october, but he insists the chances of a no deal brexit happening are a million to one. The shadow brexit secretary wanted to go through some of the claims made by borisjohnson about leaving without a deal. In fact, sir keir starmer was so keen to get answers from his opposite number that he sent him the questions beforehand. But sir keir wasnt happy with Stephen Barclays responses. Mr speaker, i thought was a bit of notice we make it a better answer than that. The answer to the three questions are no, its not possible to guarantee no tariffs under a no deal brexit, no, Technological Solutions are not currently available in relation to the border in Northern Ireland and the uk cannot cherry pick the withdrawal agreement. Perhaps we should swap places sooner rather than later. So let me ask the secretary of state just one further question about a claim that has been made in recent days, candace secretary of state answer this with a simple yes or no . Can the uk secure an implementation period without a withdrawal agreement, yes or no . They know full well that the implementation period that he has voted against. But he talks about swapping places, but the clue is in the name of the department. The department for exiting the european union. But the right honourable gentleman does not want to exit the european union. Its a rather odd situation to be auditioning for a role when his whole purpose is not to do what it says on the tin. The truth of it he wants to remain an issue any should be candid about that. People are tired of the delay and attempts here in parliament to frustrate brexit and in particular, the fact that is denying certainty for businesses and i am clear that there must be no more extensions we must leave on the 315t of october no ifs, no buts. The policy is not to extend article 50. But what about a second referendum . Brexit was supposed to deliver the exact same benefit for the Single Market and customs union, an extra £350 million a week for the nhs. At the Prime Minister was not able to deliver, and any actual brexit deal is going to fall far short of those promises. So, shouldnt the voters get the choice between proceeding on the basis of whatever deal is actually available or remaining . The governments position on a second referendum has not changed. In 2019 there were 7,500 people working in the Chemical Industry in teeside. I would ask the secretary of state to put himself in the shoes of those workers the Chemical Industry. For that worker, which is worse . No deal, or a second referendum . Between those two things, i think no brexit is worse than no deal. The point is no deal would be disruptive. Ive been clear about that to collect on my own side, but the point is that she has consistently voted against a deal, and it is the deal that would have secured the interest of businesses like the chemicals industry. An snp mp was concerned about eu citizens applying to stay in the uk. She had a very specific technical issue. There is back button on the app, ive been told of a citizen who mistakingly clicked to send a hard copy instead of completing online and when he tried to remedy that it told him his application was withdrawn and he would have to wait three months to reapply. So when will the government admit that this computer says no system is an embarrassment, dump it and restore some dignity to these citizens . The brexit minister, robin walker. Ministers must invest in Services Across Government to halt the rise in knife crime, according to peers. In a debate in the lords, ministers were urged to implement a Public Health response to the increase in violent crime. Offenses were up by i9 in england and wales last year and the number of people being killed is at its highest level since 2007. Peers said government cuts had played a significant part in increasing violence. Every death is a tragedy. And too many of our young people are losing their lives. But the parents, friends and relatives of those killed do not just want our sympathy, they want us to do something about it. Lord paddick has put forward a five point plan which would require investment in the police, education, Youth Services and tackling the rise in school exclusions. If we dont do something about this, those families, those young people will continue to pay for our inaction. Whats required to tackle the present knife crisis is a two pronged approach. A longer term strategy focused on underlying social problems of the kind which the noble lord as mentioned, as well as short term tactical action based on high quality proactive and innovative local policing using good information and good technology. Several peers pointed to the successful cut in violence in glasgow, led by the former head of the strathclyde murder squad within five years of setting up the unit that he set up and implementing what has become known as a Public Health approach to this he and others had half halfed, the level of violence in the community that they served as police officers. The government seems to accept that most knife crime occurs because youngsters are caught up in drug gangs or carry knives in case they are attacked by a gang. According to a former police chief, the loss of 20,000 officers had aggravated the situation. I cant understand if the government is putting in so much when they cost about £50,000 each. It should have about 20,000 addition officers with that money. Its about resources. Resource to enable the Public Health approach and enable the necessary action to continue to be taken and not just undertaken for a limited period of time following which the resources dry up and the problems promptly start to resurface again. The home secretary has described knife crime is a National Emergency and one that we must tackle head on. Thats where the government has put in place a Major Programme to tackle knife crime and Serious Violence on the range of fronts. Ministers had put in place a Serious Violence strategy to drive action across government and given the police £63 million. Just last week, the home secretary announced plans to allocate the remaining £35 million of the fund to support the establishment and development of Violence Reduction units in the 18 force areas. An mp has described how a child fainted in school because hed had no food to eat all weekend. Labours ruth smeeth was taking part in a debate on a report by the childrens future food inquiry which looked at hunger. I was told by somebody who worked as a catering assistant at one school, a story of a child who on monday morning collapsed fainted when he walked in the school. It took a while to understand what happened. It was 11 oclock in the morning, he had not eaten since his Free School Meal on friday. He was given a sandwich and an apple, given how close it was to lunch, he ate the sandwich, then eat the apple, put it in his rucksack and they said its ok, you will have lunch in a minute. Eat the food. He went, my sister is down the hall and she has not eaten either. She moved on to attempts to keep some children fed during the school holidays. In kidsgrove, in my constituency, we were going to open at 11 30am in the morning, the holiday club because we cannot call it holiday hunger in the community, people will not come. By 10 30am, there was a queue of 30 people, knowing it wasnt going to open for another hour. They only had enough food for a0 people. 30 were queuing. Thank god for tescos, who delivered food and delivered staff to help cook the food and serve the food because there was not enough volunteers, never mind enough food. On that day, having expected 40, 191 families came through the door. There is a need and a desire. We have a responsibility to help. Another mp who was involved in the the childrens future food inquiry wanted an assurance. We will not see poorer children dropping behind, richer children, when they come back to school particularly after the long summer holidays, the holidays with their lack of food and nutrition has actually widened the education disadvantage which they suffer. A conservative wanted to see family life strengthened she said some women wanted the fulfilment of being at home and nurturing. Including in this particular instance, home cooking which often can be far more nutritious at a lower cost than the easier take away meals, which are often resorted to by those who have to work and work long hours. Im conscious very often that those who are from the poorest homes, if they go out to work, they often are having to work the longest hours and having to work the most anti social hours and having to leave their children to come home alone or to buy something on the way. Poverty is not just about money. Today, we are talking about the importance of food for children. But poverty robs children, not just of access to proper nutritious healthy food, it robs them of their self esteem. It robs them of opportunities and hope. It robs them of a secure sense of well being that every child has the right to enjoy, and this cast a shadow over them for the rest of their lives. The minister insisted the government was acting. I believe the government is already taking important and significant steps and will continue to do so working with all of those involved in this very important report. Nadhim zahawi. A labour mp has called on the government to turn the bank rbs into a co operative. Rbs has been majority owned by the government since it received a £115 billion bailout at the height of the financial crisis in november 2008. Mps were debating the role of cooperative and mutual businesses. Social enterprises, credit unions, energy co ops, community banks, childcare co opts and friendly insurers and housing co opts offer a route back to a more democratic fair economy. Co ops and mutuals exist already in every sector of the economy, from Financial Services to housing, to food retailing to Public Services and support. Supplying affordable and Sustainable Services to consumers, providing rewarding work and strengthening community enterprise. And he had a proposal. I have long thought the royal bank of scotland could and should be converted to a mutual to help address this gap in the uk and to challenge the continuing big banking monopoly in the city. It is generally accepted that one of the Biggest Barriers to the development of cooperatives that employ enterprises is the absence of a regularly available and impartial advice and support. Yet there is evidence to say that when entrepreneurs and businesses are given the right information, in the proper context, with access to expert help, they are more likely to choose the model of Employee Ownership for their business. Brendan ohara. The governments been urged to stand up for human rights in saudi arabia after the murder of jamal khashoggi. The journalist was killed at the saudi consulate in istanbul in october last year. The United Nations special rapporteur found there was credible evidence that saudi arabias Crown Prince Mohammed Bin Salman and other high level officials were individually liable for the killing. Saudi authorities insist that the agents who killed mr khashoggi were not acting on the princes orders. The labour peer and senior lawyer, lady kennedy, was part of a un team of International Experts who visited turkey to investigate the killing. We were allowed to listen to the tape of the killing of mr khashoggi. We had intercepted telephone calls on tape, which showed this was not some rogue operation, but was planned and planned by people who were agents of the saudi state. The gulf kingdom has put 11 unidentified people on trial behind closed doors for the murder. But lady kennedy wanted to see more urgent action. Shouldnt we be pressing the secretary general of the un to initiate a formaljudicial inquiry, a case has well been established, the body is still missing and we know nothing about that. I met last week with the fiance of mr khashoggi and she is so unresolved about this whole matter. Whatever the noble lady may feel about the shortcomings of the process, there is a Legal Process in saudi arabia. It is the United Kingdomsjudgment that it would be correct to let that process run its course. Can we be assured then that in view of the established close links that we have from this country with riyad, that we press the saudi authorities to be as open and frank and cooperative as possible in any furtherjudicial inquiry . Not least in their own interest . By any measure, saudi arabia is one of the most intolerant countries in the world, as we just heard about the brutal murder of jamal khashoggi. There are beheadings, there are public floggings of women who are simply trying to assert their rights, and this goes on and on. There is absolutely no freedom of religion and belief. Does our country not taint ourself by cozying up to saudi arabia, simply because of the sale of arms and oil . Can i say to the noble lord that he does rightly identify a series of very profound concerns and we all share these concerns. He will be aware that saudi arabia actually remains a priority country, not least because of the use of the Death Penalty and womens rights and restrictions on freedom of expression, freedom of assembly, and freedom of religion, or belief, and we regularly raise these issues and concerns with the Saudi Arabian authorities and we use a range of ministerial and diplomatic channels of communication including our ambassador. The minister has indicated the problems with dealing with the saudi and yet frequently the Foreign Office talks about saudi as being an ally. And we have arm sales with saudi. The special rapporteur suggested that all Member States should consider about to impose an immediate moratorium on the export sale, transfer use or servicing of privately developed surveillance tools to saudi and other states until the human rights complaint safeguard regime is in place. Can the noble lady the minister reassure us that the United Kingdom isnt selling any such surveillance tools to saudi and if she cannot answer, can she write to me . Can i say to the noble lady that this is an issue which in part has been covered extensively in the chamber over the course of this week and that is not least in relation to our sales of the recent judicial review finding. And she will be aware the government is disappointed by the courts conclusion and we are appealing that decision, what i can say to her is that in the meantime, we are not granting any further licenses for saudi arabia and coalition partners. Lady goldie. Now, every thursday, the leader of the commons spends an hour listening to mps requests for parliamentary time to discuss matters that havent had the full attention of the house. In reality, its a bit of a free for all where frustrated mps can get things off their chests. The shadow leader of the house always gets to go first. Many honourable members are concerned that they may not have time to question the new Prime Minister before we rise, so can the leader assure the house that he will make time for the new Prime Minister to make a statement and answer questions from honourable members . We havent had the chance to do that. The government is very clear that there should be an opportunity for the new Prime Minister to appear before this house, before recess and that in the event there is any doubt in that matter, i have no doubt that parliaments will be expressed on that particular matter. And another thing. There have been some press reports that he has been involved in discussions about the house not rising for the conference recess. Can he confirm whether those discussions have taken place and confirm if and when the conference recess will start or if indeed the house will sit during our conferences . Mel stride said there was usually a conference recess , but it was up to the new Prime Minister. The leader of the houses snp shadow had been struck by the revelation from borisjohnson that he makes cardboard buses in his spare time. That gave pete wishart an idea for a debate about. The construction of model buses, and historic photography and uncut fuels because it would have to be said, it would be a lot more interesting than all the unicorn chasing there seems to be going on when it comes to brexit. And when it comes to scotland, it seems to be for both of them, a matter of telling scotland you cannot do that, we will not let you do this and dont even think about that. I am not sure about how telling scotland what it cant do is somehow going to endear themselves to the people of scotland. What we do know is just with the prospect of Prime Minister boris, support for independence rises to 53 , so we are having a particularly good leadership contest here. Pete wishart. The seat was made vacant after more than 10,000 voters signed a recall petition following the conviction of the incumbent the conservative chris davies for a false expenses claim. But for scotland, wales, Northern Ireland, you saw your warmest day of the year so far. And todays looking pretty similar another dry and sunny one with the highest temperatures across the west. Thats because weve got High Pressure across the country drawing up this hot air from france across western areas. But for the east, youll notice the yellow colourss there, thats because weve still got more of an onshore breeze, but not as windy as it was on thursday either. Weve got a bit of a grey start across the east of the country, that cloud will burn back to the coast and most places will be dry and sunny. And the sun will have strength to it. Very high uv levels across most of the country, but especially across england and wales. And temperatures east west divide. Its going to be hot across western scotland. We could see one or two places reaching 30 degrees across the west, but 15 degrees or so across north sea coasts. The same too for wales, western england, a little bit fresher, though, further east with a bit more of an onshore breeze there. Not as windy as it was across the south west. Also worth noting, pollen levels will be high across the country, especially for england and wales. Now, as we head through friday night into saturday morning, it stays largely dry and i think the low cloud across the east will be kept at bay because we all start to pick up more of a southerly wind so that temperatures will rise further, and what will be noticeable is the humidity will rise. So that sets the scene for saturday. Its going to be a hot and a humid one for many, but in particular across england, and Eastern England as well. Now, if we look at the european heat wave, its expected to reach its peak this weekend across parts of spain, france and again into germany. Well be tapping into that heat, with temperatures perhaps reaching highs around 33 or 3a celsius across the south east, mainly for the london area. So southerly winds drawing this heat up. Plenty of sunshine across the eastern half of england. A weather front moving into scotland, Northern Ireland and around irish sea coasts will bring a drop in temperature and also the chance of a a few showers or thunderstorms. So a bit cooler here but very hot for england and wales. Highs of 32 degrees in london, but we could see 33 or 3a celsius, like i mentioned. During saturday night, this cold front spreads across the country. We lose those red hues and see something a little bit cooler and fresher pushing in off the atlantic. So temperatures could be 10 degrees down across south eastern areas compared to what we see on saturday, and therell be plenty of showers across the north west corner of the country. Some of these will be quite heavy, but plenty of sunshine too, with temperatures around the seasonal average thats the high teens in the north, and closer to mid 20s further south.
