Also on the programme a committee look at ways to improve mens well being. And. Puffins. Spring is carnival time for puffins. They get to these safe cliff tops on farms and some of the other 27 islands and turn from solitary birds to wildly social courting birds intent on finding a mate and creating the next generation of puffins. First, Prime Ministers questions doesnt seem to be quite the event it used to be mps no longer squish up on the green benches and overflow into the aisles. Nowadays it seems many just dont turn up neither of the two conservative leadership contenders were there, for instance. But that doesnt mean theres no room for some Old Fashioned uproar. And this week, it came in response to questions from the snps leader at westminster. Ian blackford has form last week, he characterised the tory leadership hopeful, borisjohnson, as racist. He took up where hed left off. On the one hand, the tories are asking people to put their faith in the most incompetent foreign secretary in a century. A man who has made a career out of lying. Who has spent his week avoiding the media, staging photos and playing to the extreme delusions of the tory aisles. Conservative mps were shouting withdraw. They were outraged that Ian Blackford had accused Boris Johnson of lying language youre not allowed to use in the commons because its unparliamentary. Yelling. Mr speaker, the conservatives clearly do not like the truth. Eventually, the speaker called for order. Was he going to make Ian Blackford withdraw the remark . I think the right honourable gentleman has concluded his inquiry. Order no john bercow merely wanted him to get on with it the house calmed down a little. Well, after the session, a conservative mp pressed the speaker on whether Ian Blackford shouldve been allowed to get away with what he said. Im always troubled when i hear any allegation of bad faith in this chamber. Today, weve heard an allegation of an honourable member having made, i think, a career out of lying. Would you guide me please on whether it is in order for honourable members to accuse others of lying . Ididnt hearany allegation of dishonesty. I didnt hear that. If there was an allegation of dishonesty, i didnt hear it. And if he didnt hear it, he couldnt rule on it, john bercow said. There was less hurly burly during the exchanges between theresa may and the labour leader, jeremy corbyn. Mr corbyn had chosen to use his questions to ask about arms exports to saudi arabia. Last week, the court of appeal ordered the government to review the way it grants export licences to the kingdom. Ministers are legally obliged to assess allegations of serious Human Rights Violations before letting sales go ahead. In the case of saudi arabias war in yemen, the judges said the government had made no attempt to do so. Jeremy corbyn criticised the sale of arms to the saudis. The uk has supplied them with over four and a half billion pounds worth of deadly weapons. Uk weapons which have been used in indiscriminate attacks on civilians in which over 200,000 people have been killed. And hundreds of thousands more stand on the brink of famine, starvation, and of death from wholly preventable diseases. Surely, mr speaker, the court of appealjudgement should be a wake up call to the Prime Minister and the government, so instead of appealing the judgement, why not accept the judgement and stop arm sales to saudi arabia now and bring about peace in the yemen and save those lives . Theresa may said she was trying to bring about peace. The right honourable gentleman is talking about the relations we have with saudi arabia. That is a relationship that has saved lives of british citizens in the past. But lets just look at some of the relationships the right honourable gentleman supports. When people were killed in salisbury, his sympathies were with russia. When terrorists were killing our people, his sympathies were with the ira. And in the recent tanker attacks in the gulf, his sympathies were with iran. He never backs britain and he should never be Prime Minister. A short time later, theresa may and the government came under fire from Opposition Mps over their record on immigration. In a debate led by the snp, the Prime Ministers time in both downing street and as home secretary was condemned as dismal and dreadful and there was condemnation of proposals to change the uks migration policy after brexit fears rejected by the immigration minister. The plain truth is the Prime Minister takes a massive share of responsibility for those policies, which were driven by her awful net migration target and her ramping up of the horrendous hostile environment policies, the twin pillars of a drastic reign in the home office. Rather than tackling injustices across the field of asylum and immigration policy, her policies created them. He said the target of getting net immigration down to below 100,000 a year must be scrapped. It was a number plucked from thin air that was utterly unachievable and undesirable from the outset. It created a numbers obsessed home office pursuing ever more restrictive policies regardless of the damage to families, our Higher Education system, and the economy. The border immigration citizenship system continues to deliver to secure the uk border, control immigration and provide World Class Services that contribute to our prosperity. She said the governments plans for the future were based on independent advice from mac the migration advisory committee. The future system will focus on high skills, welcoming talented and hard working individuals who will support the uks dynamic economy, enabling employers to can compete on the world stage. In line with the mac recommendation, we will prioritise those migrants who bring most benefit to the uk, maximising the benefits of immigration. We called on the government to unilaterally guarantee the rights of eu nationals. If the government had done this, we could have avoided the situation where four months before we face a cliff edge, millions of eu citizens are still in limbo. The snp supported our amendment to the immigration bill, which would make settled status a declaratory system, meaning that eu citizens living in the uk will be automatically granted settled status rather than having to apply for it. A scottish conservative turned his fire on the snp. They have, as they always do, let down scotland. Their voices should be standing up for their constituents, telling us about the needs of the communities and of their businesses. Instead, they use this as an opportunity to talk on and on about independence. How if we had independence, we could have everything we ever wanted, it would all be perfect, the age old tactic of those who sell snake oil. Another conservative said future policy needed to be flexible. The ridiculous tens of thousands target has never been met and does not fit the requirements of the united kingdom. No arbitrary targets please the right level of immigration for the uk is whatever number is needed at that particular point and time in the areas that we need it. So we need a flexible immigration system that works for every part of the uk, and in scotland that means recognising the needs of different sectors of the economy. Farming, fish processing, hospitality and social care all rely heavily on Foreign Labour and will continue to do so. This damaging, xenophobic attitude toward immigration isnt just a brexit sideshow, it is a long standing piece of arrogance and stupidity practised by successive uk governments. It is an insult to people and businesses who try to operate internationally and is a sad little pastiche of a misremembered history being played out again and again as a farce by uk politicians who have no better idea. That was one of the messages to the women and equalities committee, which is investigating the Mental Health of boys and men. Mps also heard that abused or neglected boys were more likely to develop behavioural problems than girls. So people see anger, aggression, what would be termed bad behaviour instead of seeing a child seeking help who needs help. So that is why we want to be in contact with criminaljustice and other care systems which make the problems worse, not better. The Committee Received evidence suggesting that gender stereotyping and societal pressures have a big impact on boys and young mens Mental Health. Why do you think that gender stereotyping has been a repeated theme in much of the evidence that weve received . In my work, we are not clinicians, but we do take advice and work very closely with clinicians, psychologists, psychiatrists, and academics, as well. So what we are hearing from then and we see it play out in our Advocacy Services where we work with caring for people is that depression, anxiety, and trauma the worst thing to do long term is not to talk about it. And whos the most likely to not talk about it . Its men and boys. And whos even more likely not to necessarily talk about it or trust the professionals or adults around them . Its care experienced young people. Behaviour is communication, and when a child is acting out, its often because of an issue, either in the home or prior issues of trauma that havent been given the right treatment to recover from, in our experience. So we know that the likelihood is reduced even further of seeking help if theyre care experienced if they are of black and ethnic minority again, im focusing on the certain groups that are most at risk. And less likely to reach out for help . Absolutely, yes. And thats quite well evidenced. So as a society, we need to be basically looking at the way that we use language and at the services that are there for young people, so the language of pull yourself together or man up i know youve challenged it before, jess is highly toxic, in terms of what men and boys can do. And how can we as a society square the idea that boys dont cry with the reality that if you spoke to a 15 year old on a playground today for the next 30 years, the boys that theyre playing with, the next 30 years the most likely killer of them is going to be them taking their own lives . Evidence from the next set of witnesses centred on the experiences of men from black and ethnic minority communities. The greatest fear for someone accessing you know, anyone, really, but in particular black men accessing any form of Mental Health service is that you will end up sectioned, medicated in a cell, and your life at risk. The response that a large black man receives from the police or from Mental Health services is consciously or unconsciously different. And again, thats kind of been borne out through a number of specific pieces of work. 0ne witness said the norms of male success had to change. Its not always on 24 7, working completely hard, no care or responsibilities, never taking time off for Mental Health or physical health, or anything else. So part of your gender, i think, needs to be notjust removing the barriers for women to get to the top of an organisation, which is absolutely vital and important but in the end, if we just create a model that says women that are always on 24 7. Work themselves to death . You know, can get to the top, we havent really solved anything. Its only when we actually start to expand what male success looks like and allow it not just to be rich and successful in yourjob, you know, to be a successful provider its only when we expand the definition of male success to open up areas of caring in particular, because that leads to so much inequality that we will get to a point that some of these other factors may start to i mean, that might be hopelessly optimistic. No, lets be hopelessly optimistic. Im all for it. An upbeatjess phillips. Now saturday is armed forces day. Its an annual event to mark the contribution of servicemen and women in the uk. In a short debate, the defence minister said that the uks armed forces were currently involved in 20 operations around the world. At any moment, we have about 4,000 of our royal navy either at sea or working overseas. 7,000 of our raf are also working overseas, and 10,000 of our army are deployed on operations or exercises. This is a major commitment. It is us looking beyond our shores, helping other countries, and making our mark across the world. In recent weeks, weve been reflecting on the particular sacrifice made by those who served in the Second World War the d day landings, in particular. It was a great privilege to attend the commemorations in normandy earlier this month, and to meet with some of the men who took part in the operation 75 years ago. What is absolutely clear from talking with them is that none of them regard themselves as heroes. Theyre just doing what they were trained to do, and they got on with the job in the way that the wartime generation so often did. The snp raised concerns about the standard of ministry of defence accommodation for military families. We know that as well, there are major issues with the mod estate, in terms of workspace, working accommodation, training facilities. And a lot of it is in an old, unsuitable buildings. The International Development secretary has told mps he stands by his decision not to serve in a government led by borisjohnson. Rory stewart stood in the conservative leadership election, but he was knocked out in the third round. Mr stewart was only appointed to his current role last month, but he told the International Development committee there was a non trivial possibility he wouldnt be in the job in four weeks time. You mentioned the possibility that i guess this could be your second and final appearance before us as secretary of state, and youve said that you wouldnt serve in a cabinet led by Boris Johnson. Is that something youd reconsider . No. Currently the uk is committed to spend 0. 7 of its National Wealth on overseas development. How confident are you that whatever happens in this leadership contest, there will still be a department for International Development and we will still be committed to 0. 7 as a country . I think im very confident about the latter. It seems to me that both Boris Johnson and jeremy hunt have remained committed to the 0. 7 . Theres been talk from both the candidates about reorganisation. My assumption is that with the reorganisation, there would remain a department for the secretary of state, but with more influence perhaps exercised by the foreign secretary. Rory stewart said his priority had been Climate Change and the environment. Its important to understand that if we dont tackle Climate Change, there will be 100 million more poor people than we currently have. In other words, its been very tempting for this department to think in the short term that we cant spend money on climate because there are all these poor people out there. And if we spend money on trying to ensure that china isnt building another 300 gigawatts of coal fire power stations. That is at the expense of poor people. But the harsh reality is that. If we dont start tackling climate and the environment, we will actually be going backwards, not forwards. We will end up with more poor people. Rory stewart. Protesters have decended on westminster to demonstrate about Climate Change. The mass lobby, under the banner the time is now, called for the government to address Environmental Issues including plastic and air pollution, and damage to natural habitats. A labour mp raised the issue at Prime Ministers questions. Tackling Climate Change and biodiversity makes the world safer, more beautiful, and sustainable for our children and grandchildren. Does the Prime Minister agree that one of the first acts of the next Prime Minister should be urgently a new environment and Climate Change bill, putting into place all the recommendations of the committee on Climate Change to meet net carbon zero, making the world a more beautiful place . Weve committed to net zero emissions by 2050, that has gone through this house. But the question she needs to think about is why is the labour party in the house of lords trying to block the net zero in 2050 legislation . The Prime Minister was referring to a labour amendment, regretting that there wasnt much detail about how the target would be met. And later, that amendment was passed in the lords with a majority of 35. Before that, though, the founder of the big issue, lord bi rd, reflected on the demonstrators message. Its interesting today that we have a demonstration outside about the time is now. And it is interesting to all of us to realise that we are moving towards many, many big problems. Lord bird said he was impressed by the future generations legislation introduced in wales. It tries to bring together weather, poverty, education, and all these sorts of things so that we look at what are the problems coming down the line. I would like the minister to agree to meet with me so that we can look at what has happened over the last five years with the welsh commission. The noble lord refers to the future generations act, which is operational in wales which we are following with interest. And as the noble lord said, it imposes obligations within wales to achieve certain objectives. And there is the future generations commissioner, sophie howe, who is in charge of monitoring the implementation of those proposals. To some extent, we are replicating the approach in the environmental bill to be published later this year, which will set up an office of Environmental Protection in order to monitor progress towards our environmental objectives, with powers to take sanctions against public entities that dont follow that. So far as a meeting is concerned, i first met the noble lord in 1991. That was a noble encounter, and im sure that the next one will be, as well. Laughter. My lords, my lords. Its been a real privilege today to spend time with some of the 16,000 people many of them young, representing all faiths and none who have come to parliament to say that time is now on Climate Change. I very much support lord birds proposal, but would the minister agree that the issues of Climate Change are both in the material sense and the perceived sense, in terms of Public Opinion absolutely the pressing priority for the future generation . And would the minister share with the house, following the commendable adoption of the net zero by 2050 target, what the governments next three priorities are in combating Climate Change . Last year, we published our 25 year environmental plan. Later this year, there will be a bill that puts a legislative framework around that. And i agree that the greatest betrayal for this generation will be passing on to the next generation worst conditions we have at the moment. So we must reduce plastic waste, food waste, ban the sale of ivory, and conserve energy. And the environmental bill to be introduced later this year will expand how we take those objectives forward. Todays 16 year olds are the grandparents of babies born in 2037, who will themselves vote in 2055. So wouldnt the best way of ensuring that Decision Makers consider future generations to give 16 17 year olds the vote both in any referendum and in electing the people who govern the country . I understand the noble ladys proposition. She will know the current proposition of this government is not to extend votes to 16 year olds, but who knows what may happen in the future . Laughter. This is the problem with short term policymaking when we should be having long term the ministerial churn is so enormous. We have a number of senior ministers who are in their third. Post since 2015, and are expecting their fourth within the next 4 6 weeks. Now the noble lord himself is an absolute pillar of the example long term post holding in the government. Does he have recommendations to make about how we might shift from this constant change of Ministerial Office into a more longer term perspectives . I think the noble lord makes a very valid suggestion, im in my. Laughter. I was a minister a0 years ago. But since then, ive been churned many, many times much of them against my will. And of course, theres more churn to come a new Prime Minister next month will mean a new cabinet. See, i told you, we cant get away from the tory leadership contest. And finally puffins. Not a subject often discussed in parliament until now. A conservative mp said shed been trying for secure a debate about the birds for many months. As i have the great honour of being the mp who represents the largest proportion of the puffins who come to our shores every year, along my exceptional, environmentally spectacular northumbrian coast. Along those 64 miles of coast within the boundaries of my constituency can be found world renowned habitats, which some of our planets rarest, funniest, cutest, and most determined bird life choose to make home for their families every year. Among a number of species to make it their home every spring was the puffin. Spring is carnival time for the puffins. Predators might be rats or cats, so the management of the islands where human activity has brought threats on shore, where puffins choose to breed, is vital to their safety. The minister said special protection areas or spas have been designated to protect vulnerable species. We are a world leader in protecting our precious coastline, and we continue to increase protection within the uk to safeguard our puffins future. The relatively new northumbrian green spa is a welcome addition to this suite. With rising populations in some colonies, the uk continues to play its part in improving the chances of one of our most vulnerable and iconic species. Some strong winds through thursday and into early friday in the far south west. Elsewhere in the sunshine, widely in the low to mid 20s. As we go through thursday night and into friday, low cloud advancing again in from the north sea across many central and eastern areas, but it is on friday we are starting to see some changes in the weather pattern. High pressure pushing out towards the north sea. There will be some continental heat and humidity across western parts of the uk, which will see temperatures soaring to the upper 20s and maybe even near 30 degrees in hotspots. This is how friday will play out. Another disappointing start across eastern parts, the cloud may linger keeping the temperature in the midteens, whereas in the west there will be sunshine and temperatures peaking near 30 celsius even into western parts of scotland. Into the start of the weekend, scotland and Northern Ireland starting to see a north atlantic influence, with showers and thunderstorms around. It gets hotter across the eastern side of the uk with the humidity, and england will be close to 30 degrees, maybe 32 or 33 in the hottest parts.
