At least 283 migrants died last year on the us mexico border, according to officials. Human rights activists say the true figure is likely to be higher. Fewer mexicans have been trying to cross recently, but more and more are coming from guatemala, honduras and el salvador. From there, our correspondent 0rla guerin sent this report. Stay in your country and fight. But many are desperate to get away from no go neighbourhoods like oscars, where gangs are in control. The community here has been deeply affected by this tragedy. U nfortu nately i unfortunately i think the administrations approach has been to utilise the security tools of the past, walls, mass detention, in order to try to kind of prevent the migration. In this particular instance, theres specific policy that has helped result in this situation, and that is that the administration has adopted a policy that certain individuals who come forward and claim asylum are going to be pushed back into mexico and forced to wait in mexico until their asylu m forced to wait in mexico until their asylum hearing can be held in the United States. I think this family was in that situation. What about the criticism of this in terms of the facilities that are available . There was a debate sparked earlier this week by some remarks by a government lawyer about whether or not they should have to provide links and toothbrushes for children in migration centres. Isnt there a potential problem, though, and you would know, having run ice, that actually the facilities that are available at the border are simply inadequate . So in some ways, freshly built centres in mexico might be prep double two the conditions that are being endured at the moment on the border. Yes, i mean, this is what i was saying earlier, about our failure to pivot, to change the way we address our Border Security situation, to account for a humanitarian crisis. So what were doing is were using the old solutions, which are in this case Border Patrol lock up facilities, these are facilities, little jails really, that were designed to hold adults but no more than 2a to 48 hours, just temporary Holding Cells while you get basic information. Those have now been converted to hold in that instance over 300 children. You know, for weeks at a time, so its not surprising. First of all, i would say the fact that we are holding them there alone is unconscionable. They were never designed for that and it is inappropriate to begin with, but then once there we failed to provide basic essentials. I dont fault the agent that the us Border Patrol or the ice agents, they are doing all they can, in my experience they care deeply. It is the policies that put them in an untenable position where 400 people are in those facilities to begin with. The mp Chris Williamson, suspended from labour while being investigated for comments he made about the partys handling of anti semitism allegations, has been allowed back into the party. In february, mr williamson said labour had been too apologetic in the face of criticism over anti semitism. He was found to have breached party rules and given a formal warning. The decision to allow him back into the party has been widely criticised. Absolutely, this decision stinks, and it shows yet again that the pa rtys and it shows yet again that the partys disciplinary processes are rotten to the core. To be frank, in the case of Chris Williams in so many people who are let off by the process , many people who are let off by the process, are not actually put to justice, it is a case of who you know, not who you hate, and it is absolutely clear that the Labour Party Needs to introduce an independent, clear, transparent disciplinary process. There had been talk of doing this with possibly lord faulkner taking on that role. That seems to have all been pushed back, not least because of the equalities and human rights commissions decision to investigate. I mean, isuppose there isa investigate. I mean, isuppose there is a kind of straightforward logic which would be lets wait until that complaint, that process has been completed, and that may well make recommendations for overhauling labours disciplinary system. Well, absolutely. What i would say is this absolutely. What i would say is this absolutely incredible that in the face of this referral the statutory watchdog, labour actually set up when it was last in government, equalities and human rights commission, a referral thatjewish Labour Movement made to investigate the labour party for institutional anti semitism, it is crazy with this going on that the Labour Party Leadership play so fast and loose with the feelings of the jewish labour members by allowing Chris Williamson back into the party so easy and so flagrantly. williamson back into the party so easy and so flagrantly. Well, lets be clear, firstly in this case there is some oddities and some questions to be asked about the members of the panel that recuse themselves, and why, when members of member of the panel we understand on the day they announced the Investigation Called for the hrc to be abolished. Now, if theres a pattern of behaviour here, the pattern is very simple. If you are an ally of the labour leadership and if you are political fellow traveller, you will not receive adjust hearing, you will receive an overly just not receive adjust hearing, you will receive an overlyjust hearing. In terms of what you do as an organisation now, you did discuss the possibility of this affiliation earlier this year. Why didnt you decide to do it at that point . What was the feeling among members . Well, the feeling amongst members . Well, the feeling amongst members was that we absolutely had to get to the heart of this, and that the hrc was going to be under way. Now, the hrc were waiting to see if they had taken up the referral. We were confident it was going to, and it has now decided to do it. But very, very clear, and very very clear at the time, the issue of this affiliation, after nearly a century of involvement between the jewish nearly a century of involvement between thejewish Community Nearly a century of involvement between the Jewish Community and nearly a century of involvement between theJewish Community and the labour party sharing very common values, that that is on the line, it absolutely stays on the table, and there will be lots of people tonight saying actually this is something that we will at some point have to revisit unless the hrc actually develops the Implementation Plan that the Labour Party Response to. Now, the labour party can make a start by actually publishing its own response to the hrc, and again, it kind of has it shown any contrition, any willingness to act in good faith . Now, given that, its very difficult to kind of have confidence in the way the labour party will respond, but we have to let the hrc play out. The care system is failing financially and failing the older and disabled people who need it, thats according to leaders of social care departments in england. A new report from those who run Adult Social Services describes an escalating crisis, with more and more councils saying they cant meet their legal duties to the public. Earlier i spoke to steph edusei, ceo of healthwatch newcastle, an organisation that champions the rights of users of social care and Health Services and to hold the system in newcastle to account. She told us about what has been happening with social care in newcastle. The effects locally is that the council has been trying it best to protect the services but actually it has no choice number to make those cuts. And you do see a knock on impact on the nhs, it is finding it harder. The patients that are going and sometimes need just as much social support as they do help support, but also the voluntary sector is being turned to a lot as well. We know that funding within the voluntary sector is in need of funding as well. We have almost a perfect storm where the nhs is struggling to cope and social care and the voluntary sector dont have the money and resources they need. What do you need to hear from government now . You are talking about local authorities that do the funding on the ground, but what help can government provide apart from money . I think the funding we have had has been very short term, so it is difficult to make any long term plans. We have been promised a green paperfor a plans. Mps are perfectly entitled to go overseas, on Fact Finding Missions sponsored by foreign governments, but what they need to do is be fully open and transparent about that. While other parties are demanding a formal investigation, the dup is promising to examine the latest revelations. We need to see where the evidence leads us. I think everybody has to respect due process, it is important we do that, but if there are serious issues we need to look at them. More than 700 people have now been tested for a rare bacterial infection, which has killed 12 people in essex. 32 cases of invasive streptococcus a have been confirmed so far, most of those affected are elderly. Around 40 people have now called a dedicated helpline number, but there is some concern about the length of time it has taken to inform some healthcare workers about the outbreak. One member of private ambulance staff said on social media they were mad they hadnt been informed until it was too late. Another man in a care home about seven miles away from braintree, where the outbreak started, said he had spoken to a member of the Community Team just yesterday and they didnt know anything about the outbreak. However, mid essex clinical commissioning group, which iu ns clinical commissioning group, which runs nhs services in the area, said thatis runs nhs services in the area, said that is not the case and they have been providing regular updates to patient transfer providers, care providers and care homes.
