Deadline deadlock the two rivals 4pm continue to clash over whether the uk should commit to leaving the eu on october the 31st. The bbc reveals the moors murderer ian brady was allowed to associate with vulnerable young prisoners for more than five years. And a stark warning that the care system is failing those in need we join carers on their rounds as they struggle to cope with the workload. Good afternoon. Theres been a widespread public outcry in the United States about the treatment of migrant families and the us governments border policies after a photograph emerged of a father, Oscar Martinez ramirez, from el salvador, who died alongside his 23 month old daughter valeria while trying to cross a riverfrom mexico into texas. Amid anger about the conditions in migrant detention centres, the house of representatives has approved a multi billion dollar aid package but President Trump has warned he will veto the bill. A warning that this report from Caroline Hawley contains images you may find disturbing. Proud parents, this was the ramirez family whod hoped for a new future in the us and who, like so many migrants, risked their lives to get there. The bodies of Oscar Martinez ramirez and his two year old daughter valeria were found in the rio grande which separates mexico and texas. Theyd apparently given up hope of reaching the us through legal means. The shocking image has now emerged of a father and child, her head tucked into his t shirt, her arm around his neck. The stark human cost of the migrant crisis. Already america has been grappling with its conscience over how the government has responded. How children in particular are being treated after being detained at the border. Last night democrats in the us house of representatives approved an emergency humanitarian aid package worth billions. It is to improve the conditions in which they are held, conditions which have been described as appalling. This situation is child abuse. It is an atrocity that violates every value we have, not only as americans, but as moral beings. Today, sadly, our values are being undermined by the president s failed policies which has intensified the situation of heartbreak and horror on the border. Donald trump and the republicans will have to act if the aid is going to get to where its needed. Hes blamed the problems on the democrats. Im very concerned. Its in much better shape than it ever was. A lot of these Young Children come from places you dont even want to know about, the way they live and the way theyve been. The poverty they grew up in. This is the flow of human desperation. Despite Donald Trumps tough stance on immigration, people keep moving north, crossing borders, heading for the us despite the dangers. Far removed from the bitter political debate, propelled by misery and hope. Caroline hawley, bbc news. Our correspondent, Barbara Plett usher, is in washington. The photograph with the father and daughter drowned in a river, the reports from these camps come is it making the American Public think about the price of the wall and the money and how to spend it . Yes, it is. Theres been a general sense of outrage at these images that these reports, they should not be happening, this is a terrible thing. A very provocative photograph us up the reports coming from the facilities for the children also quite shocking and disturbing. I think ina quite shocking and disturbing. I think in a general way at least, i have not seen evidence that this has changed any minds amongst the public. I think immigration is a very polarising thing care. It tends to reinforce opinions, those who believe this is an enforcement issue, these people should be stopped from coming here and these things would happen. Tend to feel that more strongly and those who see this as a humanitarian issue and somebody suffering can be eased by the government also tend to feel that more strongly. It has galvanised the debate in congress. Theres been a Committee Meeting this morning where the photograph has been mentioned and mentioned as a way of making sure that something comes out of congress and what they are looking at right now is an emergency aid package to deal with the overcrowded conditions on the border because the boy to facilities have been overwhelmed by the immigrants but there is a debate about that because the democrats wa nt to about that because the democrats want to attach conditions to the money and they want to say that it should not be used for enforcement, they say there should be a standard set for health and safety and medical care and all the rest of it. Some of them ijust really reluctant to give the administration any money for his water policies because they are so for his water policies because they are so opposed. The republicans have are so opposed. The republicans have a built in the senate. And for his border policies. It is taught by the end of the week they can come together in some way to get the resources out because that is one thing everybody agrees, that needs to be funding. Thank you for now. President trump was speaking earlier and blame the Obama Administration and blame the Obama Administration and the democrats. I am not happy with it because there is no money for protection. It is like we are running hospitals over there now. People are coming up, what people do not understand is you have separation. Separation is a terrible thing of the family. And i said i will put people together but that will put people together but that will mean more people coming up but it has from that standpoint. But we have done a greatjob. They will pick up one little site, we have done a much betterjob than obama. Obama built all of those sales. They we re obama built all of those sales. They were built by the Obama Administration. They put in those cages. He put in all of the cages. I rememberfor a while cages. He put in all of the cages. I remember for a while they had fun with that. Somebody said they were built in 2014, built by president obama. Immediately, no apology. Lets talk now to elora mukherjee, shes the director of the immigrants rights clinic at Columbia Law School in new york. She visited one of the migrant detention centres near el paso, texas last week. When you were there, what did you see . What conditions were children being held in . I was in clinton, texas last week interviewing children in a federal immigration custody and the custom and border protection, i met with children from the ages of five months old to 17 yea rs the ages of five months old to 17 years old, i saw children who were hungry, dirty, sick, and scared. The children have been detained for long periods of time, some of the children have been detained there for days. Some for weeks. At one for nearly a month. The lot here is clear. Children and cbp facilities cannot be held for longer than 72 hours. We witness children wearing filthy clothing, covered in nasal mucus to make youre in, breastmilk for the teenage mums, children reported sleeping on the floors, on concrete floors, there were not enough beds, it was a heartbreaking scene. Obviously, we have heard the democrats calling this child abuse and criticising the trump administration. They have a bill through the house of representatives, President Trump has said he will veto it. So are the children that you are talking about going to get help soon and if so, how is that going to happen . We need immediate congressional hearings on the cbp facilities along the border where children are being held. I do not believe or know that this is covered by the bill in congress right now. We need to know where the children are being kept, and what conditions they are facing while they are in cbp custody as of last week there were 2600 children in cbp facilities after the media outcry income after the American Public and the International Outcry on this issue. That number as of yesterday, we understand is less then 1000 children in these facilities but we need to know how are the children being treated and at these facilities and how long are they going to be detained there. Just a look at the problem from a different point of view, we heard from our reported opinions of the public are very divided on this, because some may take the view that the conditions in the camps, while not desirable, that at least they are not encouraging more people to come and similarly, photographs, to put it very grimly, but bluntly, that the photographs of what awful things can happen if you attempt to cross the border illegally, that also will put off migrants. Some of the American Public may feel that is a good thing rather than a bad thing. This administration has a policy of cruelty against immigrants in general. And especially against immigrant children. The conditions that i witnessed in clinton confirmed that policy of cruelty against Young Children as young as five months old. And i interrupt you for a moment. I five months old. And i interrupt you fora moment. I do five months old. And i interrupt you for a moment. I do apologise. You made that kind of point already. I suppose what i am asking is that you think the photographs, do you think your description of the camp will discourage would be migrants for trying to make it to the us . Nearly all of the children who we interviewed at there are Asylum Seekers or eligible for special immigrant juvenile status. The overwhelming majority of these children are fleeing for their own lives and safety and protection. Fleeing from violence and fleeing from potential death. I do not know that the conditions and the facilities or even that photograph will deter people from coming to the United States when they are desperate to save their own lives. Thank you forjoining us. The jury at the trial of a man accused of stabbing a Rail Passenger to death injanuary has been shown cctv of the attack. Darren pencille denies murdering lee pomeroy on a train from guildford to london. Our correspondent sarah walton has been following the trial at the old bailey. The jury here shown some shocking footage this morning, taken from several cctv cameras on board a train. It shows lee pomeroy and his son boarding a train at london road station in guilford onjanuary the 4th this year. It also shows getting onto the same carriage, 36 year old Darren Pencille. Now, they can be seen talking to each other and having a dispute about something and shortly after, lee pomeroy then follows Darren Pencille into an adjoining carriage and it is there in that adjoining carriage they continue this dispute, they are arguing at each other, other passengers on the carriage reported they were shouting and swearing at each other. The jury today was also shown some more footage that shows a knife in Darren Pencilles hand and the two were seen struggling with each other and that was described as a short, frenzied attack and the police say it lasted just 25 seconds and in that time, lee suffered 18 knife wounds. After that, mr pomeroy can be seen moving away and collapsing into one of the train carriage seats. His blood can be seen collecting on the floor of the train. Mr pencille is seen picking up his sunglasses and a phone from the floor before he then gets off of the train at the next stop. Darren pencille denies murder, he also denies possession of an offensive weapon. His girlfriend, 27 year old chelsea mitchell, is also on trial here. She denies assisting an offender and the trial continues. The lawyer for most of the families bereaved in the London Bridge terror attack has told the inquest there was a damning list of missed opportunities to identify what was planned. Gareth patterson said investigators had failed to discharge their duty and closer surveillance of ringleader khuram butt would have revealed his links to the other attackers. Though earlier, the inquest heard there was no evidence to justify monitoring him more closely. In the last half hour, the labour party has said it has readmitted Chris Williamson to the party after an investigation into comments he made about the partys handling of antisemitism allegations. Lets get more from our Political Correspondent, nick eardley who is at westminster. What have they said today . what have they said today . If you cast your mind back to february, there was a massive row over comments Chris Williamson had it made about the parties approach to anti semitism. He was film telling Party Activists that labour had been too apologetic and given too much ground on the issue. That sparked a fury in the party at westminster, dozens fury in the party at westminster, d oze ns of fury in the party at westminster, dozens of mps said that he should be thrown out and he was eventually suspended. This afternoon, however, it has been revealed that that suspension has now been lifted. There was an inquiry in the party led by a judge in mr williamson was given a formal warning we understand and told that if this happens again, he could face more severe punishment but i have to say already there has been a really angry reaction from a number of labour mps, some i spoke to suggesting that mr williamson has been let back and to avoid him losing his seat at a snap general election. The labour party already overseeing the process of re adopting candidates in case there isa snap re adopting candidates in case there is a snap election and margaret hodge, one of the party most outspoken mps when it comes to anti semitism, let me read you a tweet. She says this shows that the complaint process is a complete sham, not 0 tolerance, this is letting their political powers back in and turning a blind eye to duty. A reference to the fact that mr williamson is an ally of mr corbin. Sheep the make wish to point out mr williamson has denied any wrongdoing and said that he was not making anti semitism comments and not seeking to downplay the issue. Thank you for the update. The headlines on bbc news. Public outcry about the treatment of thousands of migrant families held in poor conditions in us camps. Jurors at the old bailey are shown cctv footage of the moments before train passenger lee pomeroy was stabbed to death. Deadline deadlock. The two rivals for pm continue to clash over whether the uk should commit to leaving the eu on october the 31st. And in sport. Just over 24 hours out from their womens world cup quarter final against norway, england have major doubts surrounding the fitness of their First Choice Centre half pairing. Steph houghton has an ankle injury. Mille bright is struggling with a virus. British number onejohanna konta has played her last competitive match ahead of wimbledon. She had a disppointing straight sets defeat at the Eastbourne International at the hands of tunisias ons jabeur. And Crystal Palace full back aaron wan bisakka has yet to even and pakistan are chasing a target at 238 victory against new zealand. Already two wickets down in their run chase. 78 2. Ill be back with more on those stories later after half past. The care system is failing financially and failing the older and disabled people who need it according to the directors who run those services for councils in england. The stark warning comes in the annual Budget Survey carried out by the association of directors of adult social services. The report describes an escalating crisis with councils increasingly saying they cant meet their legal duties to the public. Heres our social affairs correspondent, alison holt. This is the reality of the need for care in the uk. Can you reach . Yeah, i can reach. Need you to keep them up a little bit. An increasing number of People Living longer and living with more complex conditions. Todays report from the directors who run council Care Services in england warns the system is now failing too many people. As a care worker, lauren is at the sharp end of the pressures. She works for a private company, but many of her clients are local authority funded. Dashing from call to call, she often finds people need more support than they get. A lot of the people you go and see do not have the hours of what they need, so it makes our lives more difficult because youre in there a lot longer than youre supposed to be. The council, they have a criteria and they have to stick to that criteria. And if somebody doesnt meet it, they will not give it to them, no matter how hard you push. Tell me if it pulls. Despite the growing demand for care, Councils Warn financial pressures mean they expect to support fewer people in the next two years. Leaving more families to fund their own care. Like the brooks. 80 year old mick has parkinsons disease and dementia. His wife jan is his main carer. Im his 24 7 carer. I do everything for him, as well as looking after the house. Shopping, cooking, washing. Nice and comfortable there, mick . They pay for the two care visits they get each day. We bite into our savings, and once you bite into them, they are soon gone. It does annoy me that because we worked hard and saved all of our lives, and provided for our retirement, that there is no help available whatsoever. The report also points to the ongoing difficulties of recruiting and keeping care staff. For those providing care, that is one more sign of the depth of the sectors problem. Just the whole system to me is broken. But it is broken from the top. It is not social services fault. It is not our fault. It is not the nurses fault. It needs to go way higher than us. It needs to go back to the people right at the top that are making these damning decisions. The government says it has put extra money into the care system and that it will publish its much delayed plans for the future funding of care at the earliest opportunity. The two candidates for the conservative Party Leadership have been setting out different approaches to how the uk should leave the eu. Borisjohnson says britain must leave on 31st october deal or no deal but the foreign secretaryjeremy hunt says that could trigger a general election if Parliament Rejects a no deal brexit. Our Political CorrespondentJessica Parker has the latest on the campaign. Its a date. The 31st of october, to be precise. And these two rivals differ on that deadline. He says he is ready. To come out on october the. 3ist. 31st, correct. Come what may. Do ordie . Do or die. He says its not so simple. Well, i think that 315t of october come hell or high water deadline is a fake deadline. Campaigning in chelmsford today, jeremy hunt squeezed in some shopping for his wife. She does like her orchids. And rejected the idea that Boris Johnsons harder line might play better with Party Members. I am the person who will get us out quickly because i will be able to negotiate with the eu and negotiate a deal through parliament. If we do or die which is what boris is saying . Well, the trouble with do or die is you could end up with a general election, corbyn in downing street, and no brexit at all. But coming in to bat for borisjohnson, this ex leadership contender says jeremy hunt shouldnt flirt with an extension. There is a certain naivete, in negotiating terms, of saying, well actually yes, wed be open to an extension. That of course, invites the eu to double down. Even if they differ on deadlines, there are similarities between the two contenders. Both say they want to get a better deal out of the eu but that they are also prepared to leave without one if brussels doesnt budge. And so far, the eu has been pretty clear that the Withdrawal Agreement is not up for renegotiation. Accused of a submarine strategy, Boris Johnson surfaced quite a lot yesterday, sticking to the claim that free trade can continue if the eu allows, even in the absence of a full formal agreement. But is such a route really possible . It requires both parties cooperation so the ability to use it in a no deal scenario is far less likely to be applicable. No one has accused jeremy hunt of hiding away. The self described underdog knows that ballot papers start dropping through conservative Party Members doors in ten days time. Jessica parker, bbc news. Bernardine adkins is with me, shes head of eu, trade and policy at law firm gowling wlg. Thank you for coming again. Where do you stand on all of this . In terms of this article 24 matter . It is not workable. The short answer is unique in agreement with the eu, two people have to wish to take part in this article. The long answer is this is not what it is about. It comes from the category meant for 1947, concerning which goods only in the idea was to liberalize global trade. The basic premise is no discrimination between contracting parties. The article 24 is an exception to that, to allow some countries to come together to have more free trade between themselves and to put protection in for the third countries. So essentially it says it is possible if you want to ta ke says it is possible if you want to take some time to implement your trade agreement, you can do so. But there has to be oversight on the third countries if you would do so to ensure they are not discriminated against and treated unfairly. What has happened is a matter of practise, 1995, because the differences in treatment between a full blown trade agreement which is unimplemented now, in section implementation period, people do not use that provision. We have had 300 Free Trade Agreements notified against what people have not use the interim implementation paris although it happens in practise, so quite frankly it is likely something ofa quite frankly it is likely something of a redundant provision so people are reading like the law property act. And im afraid it does not give that answer people are looking for. Borisjohnson that answer people are looking for. Boris johnson conceded that answer people are looking for. Borisjohnson conceded that his plan does require approval. From the rest of the eu but he says it is still an option. Do you think it is an option again with chicken, assuming the positive energy that it will concentrate mines in brussels . With a game of chicken. What portions of burning down of them. Lets assume they are bowled over by borisjohnson lets assume they are bowled over by Boris Johnson charisma and lets assume they are bowled over by borisjohnson charisma and say we will have an agreement. Then you will have an agreement. Then you will have an agreement. Then you will have to have a Free Trade Agreement. And people really need to focus on what we mean by Free Trade Agreement. If you look at the trade agreement. If you look at the trade agreement eu has concluded with countries close to switzerland or associated with the ukraine, they are all about a level playing field. Straightaway, into adopting the eu state aid, competition, Climate Control and environmental, all of the rules the brexiteers wished to escape because they say we wish to leave the eu to deregulate. We need to focus on what we mean by Free Trade Agreement. Straightaway, evenif Free Trade Agreement. Straightaway, even if the eu says we will put this Withdrawal Agreement to one side, lets get an agreement, it is very unlikely to satisfy the brexiteers 01 even unlikely to satisfy the brexiteers or even borisjohnson who already complained of the Withdrawal Agreement as a vassal state. A Free Trade Agreement will very much do that as well. It means we will very much remain within the regulator the orbit of the eu in thatis regulator the orbit of the eu in that is something people need to focus on. And Boris Johnson the front runner, jeremy hunt also in the race, if you were advising them, what would you tell them is the way out of this . To my mind it all hinges on Northern Ireland that Peace Process. That is it. It swings around that. What will they do to preserve that Peace Process . Give me a solution or you are assuming that make i have huge difficulty is saying there is a solution. Already the eu releasing the mappings with the eu releasing the mappings with the economy so integrated come a very delicate situation, so much hinging around that and the delicacy of that situation they have to create a solution there and the rest will follow. But if you said there is not one, and get both of these potential leaders are committed to getting out, by the 31st of october, something has to be sorted with the eu on trade and economic relations. What is a coachella i do think we are playing with a rubiks cube and a lot of pieces are missing. You factor in the need to preserve that Peace Process. You need to preserve it to be of the us. Nancy pelosi has said shes can go was a for a trade agreement if you work away from your commitment. We will be seen something of a rogue state if you have walked away from that Peace Process. Thank you forjoining us. We had a line of breaking news on the story from earlier. I about the readmission of Chris Williamson. Mp after his suspension from the labour party. This is from thejewish labour movement, they put out a statement in reaction to that. The National Chair says how theyre the labour party did not it is institutionally racist against dues when it decides to take no action against Chris Williamson them and seems the decision to let him off is because he represents a marginal seat and there might be a snap election. Against michael and plus i get to know that a party of anti racist lead by and about anti racist lead by and about anti racist decides it is ok to ignore anti jewish racism if there isa ignore anti jewish racism if there is a vote to be one, this decision stinks and shows moral turpitude that the labour party find yourself in. A very heated reaction there from the jewish in. A very heated reaction there from thejewish labour movement, more on that story as the evening goes on. A bbc investigation has revealed that ian brady was allowed to associate with criminals for more than five years and was allowed to have sex with one of them while serving his life sentence. The classified documents show that serious concerns were raised about his access to young inmates between 1976 and 1981. There are always two offices on duty. But then, brady was quite a kind character. Do you think it is quite shocking . Yes. Definitely. A few months after that, brady was moved. The files held here at the National Archives and show how even from the early months at the prison hospital, ian brady displayed an unhealthy interest in adolescent inmates over the years concerns were raised, complaints made, but nothing was done. Not the hottest day of the next few. Those temperatures will be cribbing up as we head to the weekend. Creeping up. Like this one in newport in south wales. Fish and chips ordered on just eat despite the rating. But look, it is also unfair big rifle. It says it doesnt allow places rated zero or one so what kind of kitchen with a hygiene rating of one look like. Hold your nose. Absolutely disgusting. You can see a build up of grease. And in our birmingham studio is dr aaron scott hes a lecturer in respiratory sciences at the university of birmingham. Aaron scott thank you forjoining us. Aaron scott thank you forjoining us. Lets talk to you first. San francisco saying the Health Issues are unclear. Are they unclear . They are unclear. Are they unclear . They are unclear. Are they unclear . They are unclear. We have no idea what the long term effects of e cigarettes are. My own research as shown in a short term exposure is that they are harmful to the lungs and if they are harmful in the short term, one would expect it to be continually harmful. But we dont haveis be continually harmful. But we dont have is the long term studies to show what those effects are. As we cannot quantify what the harm is i find it difficult to state that there are 5 as harmful as aggressors we have told. Public Health England which is responsible for looking after our health do you think they are to relax . There is new data that needs to be considered. I dont think it isa to be considered. I dont think it is a matter of we have been but astray intentionally. There is new data out there that needs to be considered so we can quantify the actual harm of e cigarettes. We will not be able to do that in the long term until we have these long term studies on easter it uses compared to people who dont use them. What San Francisco has done is they are banning e cigarette so they can protect the younger generation. They have shown in the United States that it is acting as a gateway not to continue discontinue cigarette use. Whilst it benefits people who we re use. Whilst it benefits people who were smokers and became e cigarette smokers, they are making sure there is not a new generation of nicotine addicts fritter down the line which may suffer from lung diseases. Addicts fritter down the line which may suffer from lung diseaseslj will may suffer from lung diseases. will put that now to brad marchant. You represent the industry here in the uk for support you make of argument . I disagree with his argument. Public Health England, Cancer Research uk, the British Lung Foundation have all, and you support of the ping. As an alternative to smoking and that is the name think we had to remember here. We are not psycho people who have smoked. We are not type my people who have smote the reason it kills people is because i think Michael Russell set a long time ago that people smoke for nicotine but die from the tar. There is 4000 chemicals in e cigarette, 70 of which we know is are e cigarette, 70 of which we know is are known e cigarette, 70 of which we know is are known carcinogens. In an e cigarette device, there is no tobacco, combustion or tar. They are saving the lives of thousands of people. Just answer one thing because San Francisco have said that their decision has been influenced by the sale of vape stew under a teens. Do you think there is a danger of instead of helping people stop smoking, vaping makes people start . We have no data to show that whatsoever. Action smoking and health or ash as they know, they produce things about them. It is actionable. However in the states that says that theyre are underage people using these products, that is not a problem with the product, thats the problem of responsible retailing and you should not punish the ex smokers, who are using these products to make a much healthier choice and to protect the health. It should be the retailers that are punished. Lets put this back to aaron. Between smoking and vaping, the eichmann is vaping we know even if the long term as you have said is com pletely if the long term as you have said is completely mapped out. The argument is fading. It should be about smoking. On delta ve cigarettes are a lesser harm choice. They have a months west or cancer wrecks. We dont know about one disease. The americans have a lot of the sait disease. The americans have a lot of the sait data saying that this access a the sait data saying that this a ccess a gateway the sait data saying that this access a gateway drug. This band has been placed in San Francisco which is relevant to their population. Its appropriate in the judgement. Theyve taken into account the possible ill effects that people may go back to cigarettes. Those people are nicotine addicts and they are trying to stop further nicotine addiction and trying to unbalance make the best choice for their population. Fairpoint . Ithink you wa nt population. Fairpoint . Ithink you want to look at the cigarette smoking rates. Ithink want to look at the cigarette smoking rates. I think to ban one product while nicotine containing product while nicotine containing product and not another action points to a different motivation. I dont think it is a rePublic Health. What you think it is then . dont think it is a rePublic Health. What you think it is then . I think unfortunate there may be some kind of link to the master Tobacco Settlement agreement. This is something that is agreed between the four major Tobacco Companies and United States governments that they have to pay back money to compensate for the harm that they have done. And actually the number of cigarettes being bought has dropped dramatically particularly in california which is the fading capital of the world which is where it became popularized. The vaping capital of the world. If i am understand you correctly that after decades in which the tobacco lobby denied the Health Damage that its products were causing, you are now saying that Public Health officials are trying to drive people back to to ba cco . Are trying to drive people back to tobacco . It looks that way because you are banning one nicotine containing product and not the other, the one that we know kills 50 of the people that use it. I understand the point we dont have the longest term studies with vaping but we know the fundamentals, we note that absolutely it is far less harmful than smoking as public Health England say 95 less arm. White we have heard that point already. Im just going to let aaron have one last comment on this idea that there is a revenue motive behind it. Is their revenue motive behind it. Is their revenue motive behind San Franciscos move . Thats quite a cynical view. That may or may not be true, i cant comment on what their motives are towards revenue. I think they had made a Public Health decision and placing a bet on protecting the future generations so they do not become nicotine addicts. Nicotine is not benign, it has harmful effects on the body, it is notjust the tar. Whilst its the most harmful agent in it, its not the only harmful agent in it. That needs to be taken into account some point aaron scott and dan marcha nt into account some point aaron scott and dan marchant we will have to leave it, i am grateful to both of you coming on. More than 700 people have now been tested for a rare bacterial infection, which has killed twelve people in essex. 00v thirty two cases of invasive streptococcus a have 32 cases of invasive streptococcus a have been confirmed so far, most of those affected are elderly. Health experts say the risk to the general public is low. The french Authorities Say they have no grounds to believe that the fire which wrecked paris Notre Dame Cathedral in april was the result of criminal action. However, they say a cigarette end or an electricalfault could have been to blame. The fire consumed the historic cathedral on the evening of april 15th, gutting its roof. Firefighters did manage to save the main bell towers and outer walls from collapse. Prince william has been visiting the london headquarters of the Albert Kennedy trust, a charity dedicated to helping young people made homeless because of their sexual orientation. It is thought to be the first visit by a member of the royal family to a dedicated lgbt organisation. The duke of cambridge has said it would be absolutely fine if in the future any of his children came out as gay but if they were, he would be nervous about the added pressures they would face. What do you think about that in terms of if one of your kids would be lgbt . Sure, so as i said, i really started thinking about this since ive had children and so it is something im nervous about not because im worried about them being gay or anything. Its more about the fact that im worried about the pressures that theyre going to face and how much harder their life could be. So, from a parent point of view, thats the angle i worry about. I wish we lived in a world that it was, like you said, really normal or cool. Particularly for my family in the position that we are, that is the bit im nervous about. I fully support whatever decision they make. But it does worry me from a parent point of view how many barriers you know, hateful words, persecution, all that and discrimination that might come. Thats the bit that really troubles me a little bit. Prince william. France is starting to close dozens of schools because of the heatwave thats sweeping across southern europe. Exceptionally hot air blowing in from the sahara is pushing temperatures in some countries over 40 degrees, setting new records forjune. Germany, belgium, italy and spain are among the countries taking emergency measures as the heat sets in. Hugh schofield is in paris for us. Tell us all the measures they are taking. The schools one is interesting though i need to say these schools will not over the next couple of days be offering courses or lessons but they will be offering some kind of facility for children to be left and look after. Theyre not closing their doors for the children. They are saying that we cant function the schools properly. That is a sign of how things are and the other big developing today has been on the pollution level here in paris with all coming to force which is stopping motorists of older cars from driving in the capital. In other french cities you have to have a sticker on your car which is a sign of how old it is. It goes 1 5 and the other cries cars in the three, four, five side categories are not ordered in the city today. That is the level of discomfort they are facing during this hot heat wave. It set to intensify over the next couple days and ease at the weekend. Parisians and other people across france will remember the heatwave of 2316 years ago when thousands of people died. Heatwave of 2003 16 years ago. Do they remember that . That memory abides in every government that has gone through heatwave since then, there happen other heat waves drawn on that memory. They are petrified of Something Like that happening again and they are equipped and more to the point the population is very much more aware of what has to be done. There is a big medications campaign run by the city of paris and the government which has had cameras filming the installation of new water fountains and missed makers around the city. Its not really that those missed makers will make any difference. Its more that the showing of the filming of them on telly is reminding people of what they have to do in order to stay healthy and how to look after their ld relatives and neighbours. That mentality, that awareness of the dangers doesnt mean we are all the right thing now. I will be talking to our next couple of days for now, thanks so much. Sheryl crow has been speaking about her shock at learning that the master tapes of some of her biggest albums were among those destroyed in a huge fire at Universal Studios in hollywood. Its thought about half a million original recordings, by some of the greatest musicians of the 20th century, were lost in the blaze in 2008 but the extent of the damage only emerged following a newspaper report this month. The singer said the loss felt apocalyptic. Mark savage has been speaking to her. For 11 years universal music has said the warehouse fire in los angeles had a limited impact on its archives but now, the New York Times estimates that half a million songs were lost. The affected artists include duke ellington. Hold me closer, tiny dancer. Eltonjohn. Count the headlights on the highway. We have to make amends. Janet jackson and sheryl crow. I belong. She is the first major artist to confirm her master recordings were destroyed as well as the back ups known as safeties. Well, thats where all my masters were stored and itjust. It absolutely grieves me. I cant understand, first and foremost, how you could store anything in a vault that didnt have sprinklers. And secondly, i cant understand how you could make safeties and have them in the same vault. I mean, whats the point . All i want to do is have some fun. For a song like all i want to do the master tape is the original studio recording. Its the one you go back to if you want to make new cds or vinyl copies. Sheryl crow says all of those are gone. And shes not the only one affected. Buddy holly, billie holiday, duke ellington, all this important music has been erased and it is not just the music, it is the dialogue between the music. Its the takes that didnt make it. Its the versions of songs that well never hear now. Its not even just the versions of the songs, its songs well never hear. Archivists agree that the world has lost a valuable part of its musical heritage. From the Artists Point of view, in many cases, it will be like a bereavement, losing the original master tapes. I mean, its their baby, its their recording and a lot of these albums, they are historical albums that have great significance to the general public. Not being able to recreate new high quality versions of these records is a significant loss. Universal music says the extent of the damage has been overstated but admitted that any loss was painful. Mark savage, bbc news. Time for a look at the weather. Heres tomasz shaffernacker with the forecast. It is not just it is notjust southern europe, it is central and east. A large chunk of europe is expensive to heatwave now. We take a look at the heat across the continent but here in the uk it will warm up to over 30 degrees by the time we get to saturday. This is what is happening for some zooming into the sahara, you can see the deep red colour surface temperatures are at about 50 or so. If you look at the wind hours, you can see the air coming out of the sahara moving across the far west of the mediterranean, spain portugal here. And that has extended to germany and western parts of poland where highs have been up to 38 degrees. These are the highest temperatures we are seeing over the next couple of days up seeing over the next couple of days up to around 45 through here and you can see that heat extending into more central parts of europe as well. Here in the uk, 5 degrees first thing in the morning on thursday in newcastle. My goodness that feels almost arctic compared to what some of other parts of europe are sprinting. Anyway thursday is looking spectacularly sunny across most of the uk. Temperatures heading around the mid 20s and some western parts of the uk, fresh in hole at 19. Friday the wind currents will be coming out of france and moving across western parts of the uk. This is that hot air stream. The west country parts of the midlands throughout the west here is where we will see the highest temperatures, you can see these plume of oranges here. I suspect it will get up to 28 in one or two spots and then on saturday the wave of heat will slowly be shifting further towards the east. That means the current of hotaircoming out the east. That means the current of hot air coming out of france will be across central southern england, the south east and throughout much of england. In the west we will start to see slightly less hot air. Top temperatures in this current heatwave will hit 32 in the south east. That is obscene very early in the summer. Beyond that into sunday, it is a completely different picture. Rather than southerly winds we have a win coming straight out of the atlantic. That means some areas will see a 5 10 degree drop. From 30 to back down to possibly Something Like 20 or 24 there and in the teens across some western parts of the uk. Just a big burst of very hot weather coming your way.
