Commemorations at scapa flow in orkney to mark 100 years since germany sank its own First World War fleet. And in sport its like hes never been away. Andy murray is impressive, on his return to the court, five months after surgery. Good morning. Welcome to bbc newsroom live. There have been calls for the Foreign Office minister mark field to resign after pictures showing him grabbing a protester by the neck and forcing her out of an event in london. She had interrupted a speech by Philip Hammond on what the group said was a peaceful protest about the environment. Police say theyre looking into a number of Third Party Reports of a possible assault. Well, this is the moment last night when dozens this is the moment last night when d oze ns of this is the moment last night when dozens of climate activists interrupted Philip Hammonds speech. You can see mr field theyre forcibly removing one of the protesters. Greenpeace said it was shocked by his actions and have accused him of assault. Mr field has apologised for his actions. In a statement to itv news he said, in the confusion, many guests understandably felt threatened and when one protester rushed past me towards the top table i instinctively reacted. He went on, there was no security presence and i was for a split second genuinely worried she might have been armed. He went on to say that he deeply regretted the episode. Well, lets speak to our Political Correspondent who is at westminster. Ian, of course there are questions about security, that is something we can be talking about very soon but politically, this is causing a lot of concern with people both criticising mr field and moving to back him up as well. Thats right, he has got his critics and defenders and it is a difficult political situation, not just for and it is a difficult political situation, notjust for mark field, he isa situation, notjust for mark field, he is a supporter of one of the two leadership contendersjeremy he is a supporter of one of the two leadership contenders jeremy hunt. And the two leadership contenders are likely to be out and about today. There will be questions therefore for the leadership candidates to answer what they make of the footage and what should happen to mr field. Certainly there will be pressure on him internally to resign. The conservative Party Chairman said it was difficult to defend the footage he had seen and the whips office will be investigating. Mr field has referred himself to the Cabinet Office to see whether there is any breach of code and he says he deeply regrets the code although he does justify it by saying he didnt really know who this protester was from greenpeace, whether it was a peaceful protester oi whether it was a peaceful protester or whether or not they were armed. So although he may be able to justify intervention, it is the type of intervention and the footage which is damaging and will put pressure not just on which is damaging and will put pressure notjust on mr field but also on the two conservative leadership candidates. Labour have also piled on the pressure, they have decided it is an assault and wa nt have decided it is an assault and want his resignation. And of course greenpeace, who organise the process , greenpeace, who organise the process, have also insisted it was an assault. Here is what hannah white said earlier. What is clear is that she had leaflets in our hand, she was aiming to hand out copies of the speech and make our presence peacefully felt. There were 350 other guests at the dinner none of them fell the need to assault any of them fell the need to assault any of the protesters in the way that mark field did. And as any body can see from the video it was completely disproportionate and unacceptable really. Particular for a sitting memberof really. Particular for a sitting member of parliament. So he who is backing up mark field . Well, some are saying that because they brought us was are saying that because they brought us was not clear in its intentions and precisely what was going to happen and perhaps some kind of intervention was necessary. Peter bottomley, the conservative mp has been speaking to bbc news and he said the incident could have been a lot worse. If each of us can take over other peoples microphones, well end up with anarchy. Lastly, hannah seems to make a point about the woman being a woman. I dont normally talk about this but the person who violently assaulted my wife was a woman, when she was secretary of state. I think the time to intervene is in advance. Most sensible, common sense people will think that is the right thing to do. Obviously this is somewhat overshadowing the talk of the Leadership Campaign, this lead latest phase of the Leadership Campaign as jeremy hunt latest phase of the Leadership Campaign asjeremy hunt and Boris Johnson face off against one another with Party Members have in the ultimate vote of course. But it hasnt got off to a very edifying start with these claims for example that Boris Johnson start with these claims for example that borisjohnson was using mps to extra ct that borisjohnson was using mps to extract revenge on michael gove, suggestions that pressure was applied to various mps to vote in particular ways. But lots of these allegations and suggestions been denied of course. You would expect them to be denied, wouldnt you . And surprise, surprise, political skulduggery goes on at westminster shocked i mean, basically we are in a position where clearly Boris Johnson was the front runner, any long standing defender of Boris Johnson might think you will get an easier ride againstjeremy hunt than michael gove. Michael gove, it effectively has history with Boris Johnson and may well play the man not the ball. All of these things might have been on their mind when they decided to cast the final vote. Michael gove was a couple of votes ahead so they may have concentrated their own minds on this and shifted their own minds on this and shifted their votes to help borisjohnson. What happened in the end is that Boris Johnsons vote what happened in the end is that borisjohnsons vote went up in the final ballot therefore it is difficult to prove that anything in any organised way was going on. It wasnt that his boat had gone down, we had seen a massive transfer of support temporarily to jeremy hunt. Nevertheless you would have expected Boris Johnsons support to have grown even further after sajid javid dropped out of the race and that is what is fuelling suspicions at westminster. At the end of the day though effectively borisjohnsons tea m though effectively borisjohnsons team is saying that it is not something they encouraged or coordinated. Michael goves team dont seem to be willing to pursue this very much further either, despite some off the record mutterings. And so to some extent the caravan will move on and people start to concentrate on the issues at hand, what separates the two leadership contenders further down the line. It is something which had looked obviously rigged it may have become a big issue but it is incredibly difficult to prove. I was talking to Boris Johnson incredibly difficult to prove. I was talking to borisjohnson aid last night said look, in the end people we re night said look, in the end people were sitting around last night thinking about what kind of contested they want. In the end there was far more blue on blue action as they would say, if they wa nted action as they would say, if they wanted an edifying contest based on policy than they knew what they had to do. In other words, some people privately, perhaps not in a coordinated way, may have decided to move their vote tojeremy hunt in order to get a very different contest over the next couple of months. Well, ian, away from the speculation and to policy and more substance i guess, mark carney the governor of the bank of england has been talking about what Boris Johnson had said about any tariffs that the uk might face pose brexit, saying that what Boris Johnson that the uk might face pose brexit, saying that what borisjohnson has been saying is wrong. Yes, i mean we have had article 50 havent we . We all know what article 50 years even though many people didnt a couple of years ago. Now the catchword is going to be article 2a of the general agreement on tariffs and trade. The World Trade Organisation rules. Why is that important . Because Boris Johnson rules. Why is that important . Because borisjohnson and many of his supporters and saying that this would allow tariff free trade to continue even if we fall out of the European Union without a deal. It would give us up to ten years of tariff free trade while a new trade deal was being negotiated. Mark carney, as the head of the bank of england attempted to pour cold water on that last night. If it werent for mark field, i think sentence mac what we would have been reporting at the top of this segment would have been cut the europeans have to apply the same rules to us. This is a briefing from the house of Commons Library on this very topic which also says that trade law experts have repeatedly and authoritatively dismiss the view that gatt 2a that he was talking about there is a solution to uk trade with the eu in the case of a no deal. It is those kind of questions and scrutiny that are bound to come up with the leadership candidates now that that phase of the contest has moved from the conservative mentorship. Questions about the brexit plans in greater detail. Lets return out of the security concerns raised by that event where the chance to last night in which mark field manhandled a green greenpeace activist out of the room. We can talk to a former Police Officer now atjohn moores university. Thanks for joining officer now atjohn moores university. Thanks forjoining us today, peter. Are you surprised that this was able to happen in the first place that these activists were able to get into the room where the chancellor was speaking . Yes, completely . Are not only surprised but shocked. Not only that they were able to get access but also how close they were able to get to in the proximity of half the british government. That for me is the key issue here is to what we focus on is to just who was coordinating the security are not. We know the city of London Police are looking at this incident. They say they have received a number of Third Party Reports, allegations of assault. But presumably they are looking at how this was able to happen in the first insta nce this was able to happen in the first instance as well. Well, i would have thought so. Obviously im not going to comment on the incident itself because it may well be could turn into a because it may well be could turn intoa criminal because it may well be could turn into a criminal enquiry and therefore due process so i have no comment to make on that. But what i would say in relation to the security aspect of this, it is hard to envision two weeks earlier if a similar incident would have happened when the president of the United States was here. Either at Buckingham Palace or at the American Embassy or indeed it is hard to envisage this equivalent occasion in washington, dc. Where activists such as this, who clearly dont have any mall intent it appears, will be able to get access to the american chief finance minister. It is hard to envisage. There could be several issues from my perspective, one was seeing a withdrawal of the public policing to an extent and that is caused by austerity possibly. Its also. Where we have seen more private policing in the format of private policing in the format of private Security Companies are taking the lead in the sort of occasions. Obviously i dont know what the specific facts are but it seems to me whoever it is there has been a complete lack of an overview ofa been a complete lack of an overview of a Risk Assessment to minimise opportunities for this sort of thing and also the lack of intelligence because we need intelligence led policing and it is not as if this group havent been active. I was in london two months ago and i witness the particular disruption this group was making at Waterloo Bridge etc. So there are two questions here, one over intelligence which you raised and the physical security at the event. Would that have been down to the police . Would it have been a combination of police and private security . Well, i would imagine, given where the venue is in the city of london the Mansion House and who we re of london the Mansion House and who were the guests, i would imagine that should have been the responsibility of the city of London Police. I would responsibility of the city of London Police. Iwould imagine responsibility of the city of London Police. I would imagine there has been some Difficult Conversations between the home secretary and the city commissioner, probably started last night, as to what has happened. But of course what your viewers need to realise, have the Prime Minister been there, there would have been personal protection with her from the metropolitan police. That doesnt appear to be the case here in the case of the chancellor of the exchequer. I am in the case of the chancellor of the exchequer. Iam not in the case of the chancellor of the exchequer. I am not party to those specific arrangements but i would imagine, given the status of this event, that the responsibility for security should have been with the city of London Police. Peter, just what we have you, if you can bear with me, i am going to read out, this is something that the woman who was seen this is something that the woman who was seen in that protest at the Mansion House last night and who was grabbed by mark field. The greenpeace protester, her name is janet barker, she has told the bbc that last night security on the door at the venue did not ask them, the group of protesters, now they were wearing obviously very nice clothing, they looked as though they might be going to the event. I dont know at which point they put on their sashes, but she says security on the door at the venue did not ask them for any identification documents before allowing the men. She says more than a0 people tried to get in but a few were locked out but the security staff realised what was happening. She says the men in their group were accepted as guests but the women were later challenged as to why they were there. She said she had expected some resistance but not been pushed against a pillar and held at the back of the neck. She said 350 people were there and only one person reacted that way. She wa nts one person reacted that way. She wants mark field to reflect on what he did and not do it again, she says. She says she has not made a complaint to the police and doesnt intend to do so. Let me just get your reaction to what this woman, janet barker, has said. Well, from what im taking from that is actually what we have just been discussing, who have the responsibility for security. And the inference is that there is a private security company. Now, this is a wider issue and this is linked to the campaign resort launched this week in relation to what we cool martins law. I know you covered two days ago the fact that the launch of this campaign because it is linked to what happened at the manchester arena, which initiated it. And of course what it its about as it is about the competence and professionalism of private Security Companies, which was which we are seeing far more now in relation to the policing of events. And to me this is where the wider issue lies, which will need to be addressed. I am actually surprised that it was a private company that were responsible for the security last night and it wasnt one of the first responsibility would have been that of the city of London Police. In march. Peter, im sorry, we are going to have to leave it there because we are out of time but peter williams, a former Police Officer now at the centre for advanced policing at liverpooljohn moores university, thank you very much for your time. The white house has declined to comment on us media reports that President Trump approved air strikes against iran yesterday, but later decided not to launch them. The New York Times quoted unnamed sources as saying that radar and Missile Systems were among the possible targets. A senior democrat has warned mr trump against bumbling into war, after iran shot down a us surveillance drone. Speaking yesterday, President Trump said someone in iran had made a mistake. This drone was in international waters, clearly. We have it all documented, its documented scientifically, not just words. And they made a very bad mistake. I have a feeling that it was a mistake made by somebody that shouldnt have been doing what they did. I think they made a mistake and im notjust talking. The country made a mistake. I think that somebody under the command of that country made a big mistake. Lets talk now to our middle east correspondent, tom bateman. Give us a sense of reaction in the region to this knowledge that the us had made the decision, President Trump had made the decision, to launch a strike but then pulled back at the last minute. Well, i think there is a real sense that things came very close to the brink last night of what could have been a very serious escalation in this crisis here in the gulf. But it has been a quiet night here in this port city and across the strait behind us around 25 miles over the coast to iran and this has been the real point of this clash between the two sides. After the downing of that us drone yesterday. Because there is still contradiction between the two sides over exactly where the drone was. Was it in international waters, as the americans say, when it was hit by iranians anti aircraft fire . Or was it over a rainy mortise . What we have had in the last hour or two is iranians publishing pictures on the state broadcaster claiming that these are parts of the drone that it shot down, therefore lending weight to their claim that the drone was over its are territorial waters. I guess we are now in a waiting game because after those reports that planes were ready in the sky for a tactical attack against facilities, anti aircraft facilities, in iran that didnt happen. Then these reports that President Trump via an intermediary as iranians for talks, to which we dont have a full response to yet. We wait to see what will happen next because of the american still poised for a strike orare american still poised for a strike or are the iranians prepared to talk . So could this be seen perhaps asa talk . So could this be seen perhaps as a sabre rattling by the us . The plan for a strike and then withdrawing the order with a view to ultimately getting a deal . Or do you think the us perhaps got nervous because it wasnt entirely clear which airspace this drone was in . Well, i think that question gets to the fundamental point of what is the white houses strategy here and it hasnt always been easy to tell. Ever since a year ago the us withdrew from the 2015 nuclear deal because on the one hand we have had President Trump saying that he is prepared to have talks with the iranians about curbing their regional aggression, as he would see it. There are others in the administration, people like john bolton, National Security adviser, who in the past has talked about wanting regime change in iran. We simply dont know as a collective force where the American Administration is and i think this crisis is another indication of that. Because what exactly is the american motivation . We know that for the iranians what they want is a relief from the crippling sanctions that were reimposed by the Americans Last year. Their activities in the last year. Their activities in the last week or two appear to be part of trying to push that case. As the americans, it may be that President Trump wants new talks, a tougher nuclear deal as he would see it with the iranians. But there are others in the administration who may still be pushing him forfurther action in a military form. 0k, tom, thank you. The battle to bag some of the eus top jobs is continuing as european leaders gather for a second day. All of the blocs leading jobs are changing hands this year, following european wide elections. But tense differences are said to have emerged over who should get them and the talks wrapped up in the early hours of the morning without agreement. Lets talk to adam fleming who is in brussels. Adam, so no agreement there on the topjobs, rather like no agreement here on brexit i guess . Yeah, and its another leadership contest, isnt it . Accept this as a leadership contest with loads more factors and loads more candidates. What they have got to do for these fivejobs, remember what they have got to do for these five jobs, remember president of the commission, presence of the European Parliament, so that is voted on the meps so that is another part. Plus the president of the European Central bank and the Foreign Policy chief fivejobs, loads central bank and the Foreign Policy chief five jobs, loads of factors. They have to balance geography, north, south, eastand they have to balance geography, north, south, east and west, they have to balance geography, north, south, eastand west, big countries and small countries, new members and all members and then the politics of the centre left in the centre right, the liberals and the greens. The European Parliament is giving itself a big role in this but even the parliament is split on what this role should be. So that is why last night they did not make a lot of progress. In the meeting last night over dinner they discussed three possible names for the president of the European Commission. They discussed those three names only, there wasnt a majority for any of them and know the names were mentioned, which means one of the other people who was talked about for thejob michel other people who was talked about for the job michel barnier, other people who was talked about for thejob michel barnier, our friend the brexit negotiator, his name did not come up. 0k, adam, thank you very much. Adam fleming there in brussels. Now, let mejust tell you in the last few moments this is in relation to the incident at the Mansion House speech last night when the chancellor Philip Hammond was speaking and when np mark field grabbed a greenpeace protester a nd mark field grabbed a greenpeace protester and removed her from mark field grabbed a greenpeace protester and removed herfrom the room. We are hearing from a spokesperson for the Prime Minister theresa may that mark field is been suspended as a minister. The Prime Ministers spokeswoman saying that it is expected that a Cabinet Office enquiry into mr fields behaviour at that event last night will take place quickly. So just to recap that. A spokesman person for the Prime Minister theresa may saying that mr field is been suspended as a minister. He is a Foreign Office minister. He is a Foreign Office minister of course and that a Cabinet Office enquiry into mr fields behaviour is to take place quickly. I think we can go back to our Political Correspondent ian watson for more on this. Ian, so this isnt entirely surprising, i expect . No, it isnt but it has happened rather swiftly. So at the press briefing this morning from downing street, the official spokesperson had pointed out that the Prime Minister herself had found the Prime Minister herself had found the footage that we have been showing all morning quite concerning. So mark field has been suspended as a Foreign Office minister. I think certainly as far as the two conservative leadership contenders are concerned, that is probably good news, it means they will potentially not be asked lots of difficult questions as to what should happen to mr field. But we should happen to mr field. But we should remember that mr field said himself that he had referred himself for investigation but it looks as though downing street has acted far more swiftly. So although it will be an investigation into whether his behaviour breached the ministerial code, he has been suspended by downing street. In addition to that Brandon Lewis said early this morning that it was difficult to defend the footage that he had seen at Mansion House and that the conservative whip was my office was also investigating mr field. So at the moment he has been suspended as a minister. What may happen is he is also suspended from the conservative party whip. I dont want to run too far ahead of ourselves on that but there are two separate investigations going on into his behaviour. We should also point out what his defence was for that, he said he didnt know that the protester was from greenpeace. There was no way of knowing whether this was no way of knowing whether this was a peaceful protester, or whether they were armed and he acted instinctively. However, that justification that he gave clearly didnt wash with number ten and he is now no longer a minister at the Foreign Office. 0k, thank is now no longer a minister at the Foreign Office. Ok, thank you very much for the update. A pioneering new treatment for blood cancer has been made available on the nhs for the first time. Car t Therapy Works by genetically modifying a patients white blood cells so that their immune system can fight the cancer. Doctors at Kings College hospital, the first place to offer car t therapy in england, say it can cure some terminally ill patients. Lets talk now to the director of operations at the charity lymph own action. Tell is a little bit more about lymph own and this type of blood cancer that this treatment is working for in some patients. Yes, lymphoma action. It is a really exciting time for us and provides a hopein exciting time for us and provides a hope in this particular type of lymphoma, particularly at a time when people have had maybe one or two treatments and they havent had any other options and therefore Palliative Care and end of life care is their only hope. So therefore in the last few months more patients have been available that meet the particular criteria that can have this. So it is not available for everybody at this stage, that is certainly hope for us in the future that it becomes available from all types of time lymphoma. There are around 19,000 people that are diagnosed with template1 every year but the prognosis is generally good for lymphoma in that there are 125,000 People Living with lymphoma as well and this treatment certainly helps to make the hope for a number of people affected by lymphoma even more of a reality. It is quite extraordinary to hear doctors say that in some cases where patients had a terminal diagnosis that they are now cured. That is amazing. Yeah, that is what i suppose the hope of it is particular in lymphoma, that it is a big step change in the treatment portfolio thatis change in the treatment portfolio that is available for different types of lymphoma. And it is really exciting and as more and more patients come through that are enabled to have this as a treatment then we will see more of these good news stories coming through and that is really great news for lymphoma action because we have been involved for really early stage in facilitating patients who have it as tomorrow is this treatment. Patients who we have spoken to who have gone through the treatment, the side effects are through the treatment, the side effects a re pretty through the treatment, the side effects are pretty tough to begin with but clearly in the long run this makes a huge difference to them. It is also expensive, £280,000 per patient. What are your concerns about the nhs been able to fund this Going Forward if there are increasing numbers of people who perhaps would benefit from this type of treatment . Again, this type of medicine, personalised medicine and tailoring it to the individual is a key strategy Going Forward. It is where a lot of treatments are being developed. It is expensive, but then, also, you need to weigh that up then, also, you need to weigh that up against what advantages it brings as well. So instead of having many lines of chemotherapy, which also have lots of difficult side effects that people need to go through, this isa that people need to go through, this is a one type of treatment and then, as it has shown, it is early days, but as it shows at the moment, you dont need to then go back for more therapy, so there are savings of money as well and our hope is that as more of this treatment is available, some of the savings made are put into car t and other types of therapy being developed that will ta ke of therapy being developed that will take this further, and make it even more available for other lymph lymph owners as well. There are challenges, the actual need for people to be in hospitalfor longer periods of time as opposed to traditional chemotherapy but the people affected by lymphona are saying this offer is that hope where they certainly havent been many options in the past. Stephen, thank you very much for talking to us. The time isjust after you very much for talking to us. The time is just after 11 30am, you very much for talking to us. Sir Brian Leveson has warned the system could collapse without investment. The government said it was investing billions in modernising the justice system. Hes been speaking exclusively to our Legal Correspondent clive coleman. In the wake of the phone hacking scandal, sir Brian Leveson became a national figure, chairing the Public Inquiry into the culture, practices and ethics of the press. Today, he retires as head of criminaljustice, with grave concerns. There is undeniably a reduction in the number of crimes being detected and crimes being prosecuted. It is very, very concerning that citizens suffer wrong and are not obtaining redress through the criminal courts. Sir brian also addressed concerns by campaigners that complainants in rape cases would be deterred when asked to hand their phones to police by the so called digital strip search. What the police are looking for is reasonable lines of inquiry and reasonable lines of inquiry only. They are not seeking, as it were, to digitally strip search the victim at all. They are only looking for material which is relevant. I cant believe that people who are legitimately concerned would want to undermine the rights of the defendant to a fair trial. Sir brians parting message is clear our criminaljustice system, creaking under the weight of cuts and digital evidence, needs urgent, life preserving investment. Four women complained of being abused between 1995 and 2005 when they were aged between 12 and 16. Those detained within the past two weeks include 36 men and three women, aged from 39 to 81. All of the aa people questioned have been released under investigation. The Shetland Islands are closer to the Arctic Circle than they are to london but theyre warming up as a result of Climate Change. Thats making a big difference to the fisherman who have worked the seas for generations and to the wildlife which has been there even longer. Matt taylor has been in shetland to speak to some of the people who live and work there. You cant deny the beauty of shetland. Part of the beauty comes from its remoteness, surrounded by the atlantic to one side, the north sea to the other. The fishing industry has a big impact on the community here but the lifting of temperatures due to Climate Change in the seas around me, as you said, having a big impact on not only the fish life but the bird life here around shetland, as ive been finding out. We are out on the boy fraser, just off the coast of shetland. Alan has been fishing these waters for 38 years and in that time, he has noticed a lot of changes. There have been a lot more cod, which ten or 15 years ago, you never would have. So you have seen big changes in varieties . Yes. We are trying for velvet crab, there are a lot less of them now and there are more lobsters, so probably one moves in and another one moves out. Certainly the climate and everything is a massive thing to do with it. A lot of people blame overfishing, but i think one of the biggest thing is natural causes. Research from the university of aberdeen says Climate Change has caused temperatures across the north sea to rise by up to 1. 5 degrees in the last a0 years. During this time, fish that have been traditionally caught in this water for generations are moving towards colder seas further north. Meanwhile, fish preferring warmer waters are starting to thrive around shetland. Are you worried about the future of the fishing industry in the way that climate is changing . It is probably a thing you have to think about. Fishing is the main thing in shetland, so probably a lot of people in shetland dont realise how important it is. Cod and haddock might be thriving in the waters around shetland at the moment, but studies suggest that yet more warming could send them further north. Could we be swapping the decades ahead our favourite fish for something a bit more exotic . Changes in the seas around shetland are also making it tougher for some of the islands most popular sea birds. Hello, helen, how are you doing . Lam good. Welcome. The rspb says there has been a sharp decline in the number of puffins and kittiwakes due to the warming waters. Since 1981, there has been a 90 decrease in the number of kittiwakes alone. What you think are the main factors behind those dropping numbers . The food availability is the big one. So the sea temperature is going up a bit and just a small change in temperature has big impacts on the food web. Sand eels, which is the best fish for sea birds, they are not around. They are having to travel further now just to find their food . Yes, guillemots and razorbills are going as far away as down to the moray firth to feed and even further south to montrose, so that is hundreds and hundreds of miles. It would be like me going to glasgow to get my tea. Is anything that we can do to try and help protect bird numbers . So everybody can do something to fight Climate Change. So switching the lights off, choosing what you buy, using less energy can save puffins. The Scottish Government says it is hard to pin all of these shifts on Climate Change, as there could be other factors involved, such as overfishing and changes of the food chains. But the warming of sea temperature is likely to play a part in these changing trends, as folk here in shetland are already seeing. So as we saw, it is the bird populations here in shetland that are really struggling with what is actually happening out there in the sea. To discuss a little bit more, i got paul harvey more, ive got paul harvey from the Shetland Amenity trust. Very good morning, thank you forjoining us. Should we be worried . Well, it is worrying, yes. I mean, shetland is incredibly important to sea birds, so weve got over 10 of all the sea birds that breed in britain breed in shetland, and some of those are here in internationally important numbers, too. Its also worrying because the sea birds sit at the top of the marine food web, so if they are a barometer or a measure of how healthy the seas are, if something is going wrong with them, then something is going wrong in the sea. And also from an economic perspective, a lot of tourists come to shetland to see sea birds, so it is worrying from that perspective, too. Having said all that, as you are aware today, there are still lots of sea birds to see here, plenty of sea birds and, in fact, it is quite encouraging because we have seen which suggests that maybe this year will be a good breeding season. The real crucial thing, i suppose, even though it sounds quite small, a degree, a degree and a half rise in temperature, it has out of sync effects on the food chain. Yes, just a one degree rise in sea temperature during the winter months. Basically, that means the plankton bloom more quickly so they mature more quickly, and the sand eels are actually hatching later, so when they need the plankton prey, it is not there, which means the sand eels failed to recruit the population and then the sea birds cant find any sand eels, because all the sea birds here really depend on sand eels to feed their chicks. And as we heard, birds are having to travel further to get their food and that itself is taking a lot of energy. Absolutely, some of these birds are flying down off the north east of scotland now, that is a long, long way to go from here, isnt it . Certainly is. Thank you very much forjoining us this morning, paul. It has been beautiful surroundings around us, of course, and whilst we may be remote, the fishing industry here supplies a big amount to the uk economy. In fact, more fish are actually landed here in shetland than england, wales and Northern Ireland combined. But the crucial thing is what the impact further down the line will be as those sea temperatures continue to rise. Matt taylor on shetland, beautiful setting. In a moment, well have all the business news, but, first, the headlines on bbc news. Downing street suspends Foreign Office minister mark field, while investigations take place into this altercation with an activist at a dinner in the city of london. Iran says this is the us drone it shot down as American Media reports that President Trump approved military strikes against iran yesterday before changing his mind. And a petition to recall conservative mp chris davies has secured enough signatures to force a by election in his brecon and radnorshire constituency. Hello, im maryam with the business news. About 150,000 businesses still do not have the paperwork they need to keep exporting to the eu in the event of a no deal brexit, mark carney has said. The bank of england governor added that many had built up contingency stocks, but these would only last weeks. The Northern Powerhouse is being undermined by austerity despite signs of Economic Growth, a think tank says. The institute of Public PolicyResearch North said the economy had moved in the right direction but more children were living in poor households. More in a moment. Apple hasjoined a growing chorus of firms urging the Trump Administration to drop a plan for more us tariffs on chinese goods. The us has said it may impose duties on £236. 1 billion worth of chinese products if the two sides cant reach a trade deal. This week marks the five Year Anniversary of George Osbornes speech outlining plans to boost Economic Growth in the north of england. The Northern Powerhouse proposal involves improvement to transport links, investment in science and innovation, and devolution of powers in city deals. But what has it really achieved . We look at what has been achieved in the past five years. Ippr north said there had been several negative changes including 800,000 northern children are living in poor households, a rise of about 200,000 since 201a. Luke raikes is Senior Research fellow, ippr north. Hejoins us now. Luke, lets talk of the first of all about the positive things, because i touched on devolution and we were talking earlier about the fact that the Northern Powerhouse has at least given us five new mayors and that has been a good thing for local economies. First of all, it is important to say that the north of england is a significant economy in the international context. It is larger than most eu countries, twice the size of scotlands economy, twice the size of londons population, it is 50 Million People so it is right that the northern economy is the focus of government policy. The devolution has devolved some power to the north, five metro mayors and we govern half of the northern population, so a significant change over five years and the transport investment package of £70 billion which the government will hopefully support Going Forward , will hopefully support Going Forward, so there have been some important changes on the last five yea rs. Important changes on the last five years. But you talk about austerity having hit the north harder than elsewhere in the uk. Why has it hit the north harder . It is a good question. £3. 6 billion has been cut out of the north since 2009 10 but spending in london, the south west and south east has risen, so that is and south east has risen, so that is a problem for the country, if there is an uneven balance to austerity. Pa rt is an uneven balance to austerity. Part of the reason is that local government cuts have not been felt evenly, they have benefited some of the shires in southern england and metropolitan districts have suffered particularly in the north. But things have been betterfor the north in terms ofjob creation. Indeed, there have been some significant positives, productivity and jobs have gone up a tiny bit higher than nationally in the north, so there is a really Strong Economy in the north of the government does follow through on its agenda, which they need to do. And how does brexit feature in the future for the north and how vulnerable it is to the uk leaving the eu without a deal . So, research has indicated that the north is twice as vulnerable to brexit as london. That is because the north has quite a Strong Manufacturing base not just the north has quite a Strong Manufacturing base notjust in physical things, but also in pharmaceuticals and medical tech and Digital Health and so on, so the sectors are vulnerable to brexit because of the way the supply chains work, so we need the north to thrive throughout whatever we have with brexit. Luke, good to talk to you, thank you very much. A look at some other stories today. Bank of scotland has been fined £a5. 5 million by the uk financial regulator after it failed to alert authorities over suspicions of fraud at one of its offices. The fine relates to an investigation into a fraud in the banks Impaired Asset Team that dates back to 2007. For the First Time Since the industrial revolution, britain is obtaining more power from zero carbon sources than fossil fuels. The milestone has been passed for the first five months of 2019. National grid says clean energy has nudged ahead with a8 of generation, against a7 for coal and gas. United airlines has suspended its newark to mumbai flights, which pass through iranian airspace, after a thorough safety and security review. It comes after iran shot down a us surveillance drone, a move us President Donald Trump described as a very bad mistake. The incident comes amid rising tension between the two countries. Lets ta ke lets take a quick look at the london market. The rising tension between a lot of countries has meant that oil majors have rallied. Crude prices have risen amid the middle east tensions. I wanted to show you what the us market has done. The snp surged, that is a closing figure from last night after the Us Federal Reserve signalled more stimulus of the wells biggest economy weakens. More business throughout the afternoon from jamie but, for now, back to you. Maryam was talking about the Northern Powerhouse, lets continue with that, there may of Greater Manchester andy burnham has warned the government must honour its Northern Powerhouse commitment but the mayor. A report by the institute of Public Policy research has found, five years on, the economy is has found, five years on, the economy is worse has found, five years on, the economy is worse in the north of england. The government insists the Northern Powerhouse is still a priority. Sarah caulker is at grimsby docks for us. What impact has the power house had there . Well, here on the windy east coast, there is some scepticism, really, about how effective the Northern Powerhouse has been here. Some people have dubbed it the Great Northern power cut, others have called it the manchester powerhouse, and that is because there is the sense among some businesses that it has been too focused on the north west. This area has seen fewer benefits. But we are in grimsby today because this place is a real success story. Much further out there is the north sea, where there are huge, huge wind farms and the growth of the offshore wind sector, as you can see, has really helped to breathe new life into this old fishing port. But businesses are a bit disappointed that the northern hasnt delivered in this area on the improvements to transport links that they really wanted Northern Powerhouse. Jonathan isaacs runs a company that provides Safety Equipment for offshore wind workers, if you are out on these boats on all weathers. In your view, the Northern Powerhouse, has it fizzled out or made a real difference . Hello, sarah. We have not really seen much of it around here, i believe. I would agree that i think the big cosmopolitan areas like manchester and leeds have attracted a lot of it. We have had a good interface with the department for international trade, i with the department for internationaltrade, i must with the department for international trade, i must say, and through that, a lot of the networking groups around here, we have really managed to engaged European Companies and countries to attract investment to this area. So there is a small growing business and they have helped to support you and they have helped to support you and you have been held to gain new business, but of businesses seem to say that poor transport links were an issue. George osborne was saying it was taking longer to get from liverpool to hull than it does to get from london to paris. Things havent improved on that front, have they . There are some good links between liverpool and hull but the network is getting more full, we havent seen any improvement on the Railway Lines or anything along the m62 corridor. I really think that should be a priority for whatever government takes power next. How frustrating is it when you look at the investment there has been in crossrail, for example, in london and some of the network here, the Rolling Stock is so old and ageing. Yes, and Rolling Stock is so old and ageing. Yes, and i think that becomes blatantly in eve ryones yes, and i think that becomes blatantly in everyones face in the region. The questions regarding the north south divide are very much in peoples lexicon at the moment, but, yeah, they are doing us no favours in the north, at the moment, i believe. It is very much the said getting the benefits of the economy at the moment. John, thank you very much for that, but it is important to underline there have been some positive changes, more devolved powers from westminster and the creation of tens of thousands of jobs, but all businesses i have spoken to tell me the same thing, that cities across the north, from liverpool to hull, need to Work Together more effectively if the whole of the north is to benefit from this partnership. Ok, sarah, thank you very much. Sarah caulker at grimsby docks, a stiff sea breeze blowing there. Lets find out what the weather is doing as we head into the weekend with simon king. Yes, lots of fine weather to come over the weekend, temperatures gradually on the rise but they will get even higher as we go through the latter pa rt get even higher as we go through the latter part of the weekend into next week. High pressure moving its way up week. High pressure moving its way up from the south through today, so that means it is fine for many of us, just a week with the front in the far north of scotland giving a few showers but for many others, we have some blue skies, some sunshine like this weather watcher photo shows us from east yorkshire. And we will continue with the sunshine across will continue with the sunshine a cross m ost will continue with the sunshine across most parts, a few showers still across the far north and north west of scotland, the odd shower in Northern Ireland but for most of us, it is dry, it is sunny and will feel quite pleasant in the sunshine. Still a little bit cool in the far north west, but up to 21 celsius in the south east. Through this evening, we keep the sunny skies and the sun sets, obviously the longest day today of course, the summer solstice, but overnight, with some clear skies, it could turn a little bit chilly into saturday morning. Throughout the weekend, we will continue with that fine weather, some sunny spells for many but it will tend to warm up, particularly during sunday. This is saturday. A chilly start but lots of dry weather, lots of sunshine throughout the day, we could catch the odd shower or two in the far north of scotland, elsewhere there could be the odd shower developing but, for most, it is dry, some fair weather, developing into the afternoon. Temperatures a degree also higher today, 17 22d. Sunday, the area of High Pressure will be moving north east and will allow this area of low pressure to move in and that will bring some more u nsettled and that will bring some more unsettled conditions as we go through the day across the south west of england, up into Northern Ireland, through south wales and later by the afternoon, a few more showers developing across the south. Otherwise, there will be sunshine initially, the cloud increasing but it is going to warm up increasing but it is going to warm up even further. Temperatures up into the mid 20s in the south east, even 20s in central scotland, but humility will start to rise and it is through the evening and overnight into monday that we will start to see quite widespread, thundery rain moving its way northward across england and where all is into Northern Ireland and eventually into the east of scotland. That could bring a lot of rainfall in a short space of time so there is a warning from the met office already that with those thunderstorms, 20 a0 millimetres of rain possible, frequent lightning as it moves north eastwards and turning humid into next week, very warm and the risk of more thunderstorms and quite uncomfortable. Bye for now. Youre watching bbc newsroom live, these are todays main stories Foreign Office minister mark field is suspended after he was filmed pushing a Climate Change demonstrator at a dinner in the city of london. She is pretty shaken up. I think that what happened was unacceptable and disproportionate. You know, we were there peacefully protesting. Who knows what she had ina protesting. Who knows what she had in a bag . It could have been a knife, acid, it could have been worse. A petition to recall conservative mp chris davies over a false expenses claim gets enough signatures to force a by election. We will be speaking to a diver who has visited the wreck. And in sport, it is like he has never been away. Andy murray returns to the court five months after surgery. Good afternoon. The mp mark field has been suspended as a Foreign Office minister after pictures showed him grabbing a female Climate Change protester by the neck and forcing her out of an event in london. Downing street said hed been suspended while investigations take place and that the Prime Minister had seen the footage and found it very concerning. The woman from greenpeace had interrupted a speech by the chancellor, Philip Hammond, in what the group said was a peaceful protest about the environment. Police say they are looking into a number of Third Party Reports of a possible assault. This is the moment last night when the incident took place you can see mr field, forcibly removing one of the woman. Greenpeace said it was shocked by mr fields actions and accused him of assault. Mr field apologised for his actions and said he referred himself to the Cabinet Office for an investigation. In a statement to itv news, he said in the confusion many guests understandably felt threatened and when one protester rushed past me towards the top table i instinctively reacted. There was no security present and i was for a split second genuinely worried she might have been armed. He went on to say that he deeply regretted the episode and apologised to the woman for grabbing her. Lets speak to our Political Correspondent, iain watson who is at westminster. It is not been a good day for the conservatives, is it . The petition to recall mp chris davies over for six ounces claims, forcing by election in his constituency. Antoinette sandbach been sent abusive messages by a fellow mp and this incident around mark field as well. Thats right, you have summed that up. There will be a by election possibly before the summer, the first test of a new conservative leader. Secondly, the wits office for the conservatives are already investigating the text to Antoinette Sandbach which she saw as abusive. And now they have Something Else in the plate, they are now investigating mark field. Brandon lewis the conservative Party Chairman said the footage of him ejecting a protester from that event in london was difficult to defend. So that investigation is going on and that could potentially lead to the conservative party whip been removed from mark field. But meanwhile downing street has stepped in and act themselves. The Prime Minister has found the footage very concerning and she has suspended mark field as a Foreign Office minister. Now, ishouldjust emphasise how unusual this is because you may remember there was some other big investigations that went on into conservative ministers in the recent past, damian green a cabinet minister of course been investigated for inappropriate behaviour, the pornography charges and so on. What happened there was there was a general report and when it came he decided to step down. You may also remember that there were allegations of leaks from the National Security council from the then defence secretary Gavin Williamson who was investigated but not suspended and he was subsequently sacked. In mark fields case he has been suspended immediately while investigations have been conducted. And reporting himself to the Cabinet Office he has been stood down. Her successors may been stood down. Her successors may be quite relieved by her actions because it would have been difficult forjeremy hunt because mark field isa forjeremy hunt because mark field is a supporter ofjeremy hunt and wasnt till about half an hour ago a minister injeremy wasnt till about half an hour ago a minister in jeremy hunts departments are naturally enough jeremy hunt was asked this morning about what should happen next and p2 backed investigation. Well, mark has issued a full and unreserved apology. He recognises that what happened was an overreaction but what we need now, in his interest but also in the interest of the lady involved, is a proper independent enquiry by the Cabinet Office. That is what is going to happen. So jeremy hunt saying they should be an independent enquiry by the Cabinet Office, we believe that is under way but mark field suspended rather unusually while the investigation is ongoing, perhaps an indication of how seriously the Prime Ministers ta ke how seriously the Prime Ministers take on this. But there are other ministers who are defending mark field who say that he didnt know potentially whether the protester was armed, what the con sequences might be if she was not stopped. She was heading towards the top table at which the chancellor Philip Hammond was speaking. And earlier Peter Bottomley said the incident could have been a whole worse. Bottomley said the incident could have been a whole worsem bottomley said the incident could have been a whole worse. If a personal Protection Officer for the chancellor of the exchequer had intervened and taken out he has no more powers than i have all mark field have or any other downer. I make two or three very serious points, first of all, who knows what she had in her bag . It could have beena she had in her bag . It could have been a knife, it could have been acid, it could have been worse. So Peter Bottomley defending mark field and mark fields actions but that defence clearly didnt wash with the Prime Minister, he has now been suspended as a minister and we are now waiting to see if it will also be suspended as a conservative mp. 0k, be suspended as a conservative mp. Ok, thank you very much. Lets go to glasgow now and speak to the former chief constable of. Former assistant chief constable and scotlands co ordinator on counter terrorism. He is now a director at securigroup, scotlands largest security company. It is interesting what they were protester said about getting into that room. She said there was no security on the door, no one was asked for any id or documentation before allowing them into the event. That is quite shocking, isnt it . Yes, without prejudging anything that colleagues in the industry will have done it does seem very strange. I would have expected a really rigorous regime of both invitations been checked, separate items of identification been checked etc and a decent presence. But im sure, you know, that my colleagues in the private Security Industry that were doing thejob at private Security Industry that were doing the job at Mansion House and indeed the city of London Police, who are actually very good at the sort of things, seem to have got it wrong. But the learning will be taken from this show. So the two of those would have been working in combination at this event, the city of London Police and private security . Well, you can imagine an event of this status really that police would have to be evolved, both with the threat of terrorists and also the threat from environmental protest etc so i am absolutely sure the police would have been very, very involved along with the security at Mansion House itself. As i say, i go to quite a lot of the sort of venues in london andi lot of the sort of venues in london and i go to venues elsewhere through the out the United Kingdom and i think police and Security Industry in general in london are usually exceptional. What about in the room . We have talked about getting into the event in the first place through the event in the first place through the outer doors but what about in the outer doors but what about in the room . The outer doors but what about in the room . Mark the outer doors but what about in the room . Mark field in his statement said that part of the reason he acted the way he did was because there was no security present. Would it be normalfor security to actually be in the room where the guests are gathered once the event is under way . Yeah, i think it is variable. Sometimes there is and sometimes there is not. But i take one of your previous people that was on there, their point of view is that what you do not want is the people getting close to the armed protection that i guess would have been there for the chancellor. Certainly if his perception was that there was non , there may have been some elsewhere in the room, im sure that will all come out in the enquiries that are going to take place. Do you think that Something Like this could have been predicted . Obviously we have talked about the physical security in the building. But could intelligence have predicted Something Like this might happen, given the activism that there has been, especially in recent months, around Climate Change . Well, i think it isa around Climate Change . Well, i think it is a reasonable assumption but clearly whatever is in place didnt work. London, like other major cities in the United Kingdom, these things are not predictable but i think that if you are doing your own amateur assessment it is not unreasonable to think that Something Like this could happen. How can these events be made safer then . What needs to be done . First of all the learning needs to be taken from this but it really is just a review. You have got to combine really the terrorist threat with the threat from these environmental groups. I do understand have great intentions that many of the viewers would understand but it reallyjust need a root and branch and there is always this balance that i think especially politicians etc worry about a very visible level of security presence just really supporting them. But it really just needs just really supporting them. But it reallyjust needs certainly a bit more visibility and presence i think would be one of the obvious things thatis would be one of the obvious things that is going to happen now. Thank you very much. We are going to go straight to the European Council in brussels. We are going to take you to donald tusk, president of the European Council, he has been asked questions about brexit i believe. European council, he has been asked questions about brexit i believem will be even more exciting than before because of some personal decisions in london but nothing has changed when it comes to our position. Thank you very much. This concludes the press conference. Ah well, that was a perfect example of timing, wasnt it i can only apologise that we came to that News Conference just as it concluded, it was a pretty short one i think involving the president of the European Council donald tusk there and the president of the European CommissionJean Claude Junker. They essentially were saying that the eu 27s position on brexit is not going to change. It is also been reported that they are saying the Withdrawal Agreement is not reopening for negotiation. These comments were echoed by Angela Merkel the german chancellor speaking at the council. Let me give you a quote from her. She is saying we made it very clear we wish to cooperate with the newly elected british Prime Minister. We will enter into talks but we will underline yet again that the Withdrawal Agreement has been negotiated. So although Withdrawal Agreement has been negotiated. So althoutheremy hunt and Boris Johnson may negotiated. So althoutheremy hunt and borisjohnson may be talking in their various ways about some sort of renegotiation with the eu as they make their pitches for the conservative leadership and indeed to become Prime Minister, a repetition from the eu, various people within the eu, yet again that the Withdrawal Agreement has been negotiated and is not up to be reopened. Now, a petition to recall conservative mp for brecon chris davies has secured the signatures of more than 10 of registered voters in his constituency, which forces a by election. He was fined and ordered to do 50 hours of Community Service after being convicted in march of making a false expenses claim. Mr davies could stand in the by election but it is not yet known whether he will be contesting that. That news just coming in whether he will be contesting that. A senior democrat has warned mr trump against bumbling into war, after iran shot down a us surveillance drone. Speaking yesterday, President Trump said he thought the decision to shoot down the drone had been a mistake. this drone was in international waters, clearly. Earlier i spoke to the cbs news correspondent marc liverman. I asked him just how close the us came to taking military action against iran. Very close. I mean, the military action had already been authorised. Cbs news confirmed that was in the process when President Trump pulled back before an apparent change of heart caused the operation to be called off. Our sources within the administration say the order to stand down came after preparations for the attack were already under way. The big question now is why the president decided to reverse course, anita. And, mark, what reaction has there been in the us to this . Give us the spectrum of reaction to it. Well, theres been some mixed reaction. Weve had a lot of democrats obviously saying this is not the way to go. They are concerned about the continuing escalation. A couple of them, including chuck schumer, said this is really basically bumbling its way into war. On the other side, on the republican side, you have Lindsey Graham, senator Lindsey Graham indicating that he felt the United States might need to remind iran that its willing to use military action if needed. Lets return to our main story. The suspension of mark field over his actions at the Mansion House speech towards a greenpeace protester. Janet barker is the protester who say she was assaulted by matfield. She has given herfirst say she was assaulted by matfield. She has given her first interview to the bbc and explained how the protesters got into the venue. We just walked in in a very dignified way. There were quite a few others and wejust way. There were quite a few others and we just walked in there, we were polite with people and we just said we are here to deliver a message. And i think the fact that they were quite a few of us, we were able to do that, to get in. And the women we re do that, to get in. And the women were all dressed the same and the men were in dinnerjackets, is that correct . Yes. And were you challenged . Yes, there were some security there and we they did say im sorry you cant enter. At which point we said we have got an Important Message to issue and we we re Important Message to issue and we were polite with what we were saying and we did manage to get through. A number of us didnt manage to get inside. And why do you think that some people did and some people didnt manage to get in . some people did and some people didnt manage to get in . I think maybe they were a little bit disarmed and didnt quite know what was happening. So by the time they realised what was happening they did manage to close the doors and no one else was able to enter the building. So there was about 30, a0 of you who gotin . So there was about 30, a0 of you who got in . Yeah. And you werent wearing badges or anything like that that would sort of signify that you we re that would sort of signify that you were supposed to be there . No, we didnt. We were wearing climate emergency, because that is what we are therefore. And when asked for any id . No, we werent. Janet barker, the greenpeace activist who was manhandled by matfield at that dinner last night talking to the bbc. A total of aa people have now been arrested by Police Investigating cases of historic abuse. Those detained within the past two weeks include 36 men and three women aged between 39 and 81. Commemorations are taking place in orkney to mark the one hundredth anniversary of the scuttling of the german fleet at scapa flow. New Research Suggests the germans sunk fifty warships when they thought they were about to be seized by the allies. Nine sailors died. Our scotland correspondent lorna gordon has more. The vast natural harbour of scapa flow in orkney. The once mighty german high seas fleet had been interned here, while its fate was decided during the peace negotiations at the end of the First World War. Through winter and on into the lighter months, 7a german ships, flags lowered, lay idle in the waters off these northerly isles. The crews reduced to a minimum, demoralised, forbidden to go ashore. But on midsummers day a century ago, the officer in charge, fearing the victorious allies would seize the ships, gave orders that the fleet be scuttled. New Research Shows that, in the space ofjust over five hours, 50 german ships sunk here in scapa flow. It was the greatest loss of shipping ever to occur in a single day. Seven of those ships still remain beneath the waves. Through salvage and now diving, they became a source of income for these islands in the decades that followed. People here, though, this week remembering the last german fatalities of the First World War, the german sailors that died here in the chaos and confusion that followed the scuttling of their navy. Lorna gordon, bbc news, orkney. Emily turton is a diver from the scapa100 initiative, a voluntary group set up to mark this event, shejoins us now via webcam. How did you get involved in this project . I have been working in orkney for 15 years now and the german fleet is not only my source of income but also some of the best things i have ever seen underwater andi things i have ever seen underwater and ijust things i have ever seen underwater and i just feel im things i have ever seen underwater and ijust feel im quite passionate about this story and sharing imagery from the wrecks and definitely passionate about marking the lives of the german sailors who lost their lives. Give us a sense of what you have seen there. On a normal dive, just when i am enjoying the wrecks for myself, we have dreadnought style battleships with enormous ten metre high blouse and twin brothers. We have guns that range in size from 30. 5 centimetres to 38 centimetres. That is the internal diameter, all the way down to torpedo tubes and. Incredible. And what more can you tell is about the history behind this and the decision to scuttle these boats by the germans themselves . I think when the german fleet were interred here they were disarmed. It doesnt mean that the guns would take off them but they had no munitions on the guns were unviable. Four months after that they were in by no means in any state to fight or defend their own fleet. They cant do that. The last act of war open to the commander was to sink them to avoid them being seized by the allied forces. Ok, emily, we are going to leave it there because we are getting a little bit of dropout on your sound. On you very much for talking to us about the scap100 initiative. Now, we tried to go to a News Conference in brussels a little earlier and we went to brussels just as the News Conference ended. That was involving john conference ended. That was involving jothean claude conference ended. That was involving john Jean Claude Junker and donald tusk. They were being asked about brexit and both of them have been stressing again that whoever becomes the next Prime Minister of the uk there can be no renegotiation of the terms of the uks withdrawal, so i think we can now go to that relevant clip when mr tusk was spelling out the eu leaders position. We look forward to working together with the next uk Prime Minister. We want to avoid a disorderly brexit and establish a future relationship that is as close as possible with the uk. We are open for talks when it comes to the declaration on the future eu uk relationship. But there is agreement it is not open for renegotiation. And we have been informed of the state of play of planning for a no deal scenario. Donald tusk. Its been 5 years since George Osborne launched the governments vision for a Northern Powerhouse. But Business Leaders on yorkshires east coast say the north south divide is as wide as ever when it comes to transport and education. The project has been dubbed by some as the manchester powerhouse with cities like hull overlooked. New Research Published today shows that transport spending per head in the north has been less than half of what it is in the capital. Our Business Correspondent, sarah corker, reports from hull. From coast to coast hull to liverpool the idea was to produce a powerful economy to rival london. But some Business Leaders are now increasingly sceptical about what difference the northern actually made. A lot of people still see the north as manchester centric. The north exist 20 miles past manchester, we are here, we are ready to do business. Poor transport links are still the biggest challenge for many businesses here, especially for hauliers. We have very few arterial routes. They are clogged, they are not wide enough, traffic doesnt flow enough. If you look at the rail line, we are not electrified into hull even now with electric trains dare not come into hull. We do not want to be forgotten, we want to be at the forefront of haulage in the north east. Forefront of haulage in the northeast. It has been five years since this, George Osbornes now landmark speech. We need the Northern Powerhouse too, notjust one city but a collection of northern cities. Fast forward to 2019, ministers insist they are on the right track. We have a plan to drive the hopes and aspirations of people in the north. Whether that is a record investment in transport, schools. Successes include transport for the north, an organisation which has set out £70 billion investment package. But new Research Published today shows that transport spending per head in the north increased by less tha n per head in the north increased by less than half of what it has in the capital. And the north still falls behind on skills and education, only 33 of young people in yorkshire and the humber are 33 of young people in yorkshire and the humberare in 33 of young people in yorkshire and the humber are in education post a level, thats compared to 53 in london. Every company that i meet talks about the skills gap. They talks about the skills gap. They talk about the fact that they struggle to invest, they talk about the fact that they cant be competitive. Because they have vacancies within their business. There is some optimism too. This hull Company Makes ethical cleaning products and is expanding. Hull Company Makes ethical cleaning products and is expandinglj hull Company Makes ethical cleaning products and is expanding. I think it is still a two tier economy however i do think the gap is closing. We have taken our destiny in our hands and tried to redress the balance and we have certainly seen more the balance and we have certainly seen more skilled people, not only available but been attracted to the area. Most businesses here do back the idea of the Northern Powerhouse but to really rival London Northern economy still has some way to go. Jesus h that was sarah corker, reporting from hull. We have got some sunny weather to talk about the next few days, for many of us it will be dry with some sunshine, High Pressure moving up from the south and over through the weekend, it will move further east end over the second half of the weekend, these systems will allow themselves to coming across western areas, but before we get that far, plenty of fine weather, lots of sunshine around today, a few showers affecting the far north of scotland, some of her Northern Ireland, they will be scattered, but for most of us, dry. Still on the cool side in the far north west, temperatures up to about 20 in the south east of england. Through tonight, not a great deal going on except with clear skies, it could turn quite chilly into the early part of saturday morning, but throughout saturday, lots of dry weather, lots of sunshine, warming up particularly by sunday but that brings storms into monday. Bye bye. Hello, this is bbc newsroom live. Im annita mcveigh. Downing street suspends Foreign Office minister mark field after he was filmed pushing a Climate Change demonstrator at a dinner in the city of london. She tells the bbc the protest was peaceful. A pioneering new treatment for blood cancer has been made available on the nhs for the first time. Car t Therapy Works by genetically modifying a patients white blood cells so that their immune system can fight the cancer. Doctors at Kings College hospital in london say it does not work for everyone, but can cure some terminally ill patients. Heres our health and science correspondent james gallagher. Mike simpson from durham developed a type of blood cancer called lymphoma. Two attempts at chemotherapy failed to control his disease, and mike was given around a year to live. But he became one of the first nhs patients to benefit from car t patients to benefit from car t therapy, a living drug tailor made for each patient. I feel that the treatment really is being effective, that weve got the cancer pretty much on the run, and obviously im really happy about that. Im optimistic for the future, and glad that i committed to the treatment. This is how it works. White blood cells, a part of the immune system, are removed from the bloodstream. They are sent to the United States, where they are genetically modified to seek out and destroy cancer. Millions of the modified cells are grown and are then flown back and infused into the patients body. I think the most exciting part is that it offers people therapy for many patients where adequate therapy doesnt exist. So its a very exciting new development, and it gives new hope to a lot of our patients. Clinical trials of car t in the us showed a0 of patients had all signs of their otherwise untreatable lymphoma eliminated from their body. Mike is still recovering from the side effects of his treatment, and it is too soon to know what will happen to his cancer in the long term. But, for now, he says he has hope. Transport for london would have put barriers along London Bridge if it had been told of its vulnerability before the attack in which eight people died, the organisation has told the inquest into the deaths of the victims today. Richard lester is following those inquest for us and, richard, the bridge had been identified as one of the most vulnerable locations in the city of london by security advisers just weeks before the attack, hadnt it . That is right and we have been hearing a lot about that this week at these inquests. Pc matthew hone, at these inquests. Pc matthew hone, a city of london Police Officer but also a security advisor and quite senior in that role had been warning for several weeks within the of London Police that he was very concerned about the vulnerability of London Bridge to a vehicle ramming attack. He had worked on this quite extensively, he had written e mails to various people and, after a review, he had ensured that London Bridge was put at number six in the city of London Corporation list of vulnerable places in the city, so he was very aware of vulnerable places in the city, so he was very aware of this threat. Today, we have been hearing from transport for london, who are responsible for the pavement and roadways on the bridge. Their compliance director said they were never told about that advice from pc matthew hone, they never got that information, but she was asked what they have taken action if they got that information and she said, absolutely, categorically, yes. She said she would have called a meeting with the other groups and agencies involved, including the police and city of London Corporation who manage the bridge structure and they would have tried to take what whatever action they could to mitigate the risk. There was really no temporary barrier available to go on the bridge, she said tfl had access to lots of temporary barriers that could have been put in place and that with the kind of thing they we re and that with the kind of thing they were thinking, but she accepted there was no intelligence about an urgent risk and that often makes decisions about the kind of response a little more difficult. Richard, thank you very much for that update. The former chief executive of barclays, john varley, has been acquitted of charges of conspiracy to commit fraud. We will go to our Business Correspondent andrew verity, who has been following this case at the high court in london. Tell us what has been happening. As you mentioned, this is the only bank chief executive to be prosecuted in living memory and certainly the only senior Bank Executive to be criminally prosecuted since the 2008 banking crash. What happened was thatjohn va rley, crash. What happened was thatjohn varley, former chief executive of ba rclays bank back varley, former chief executive of Barclays Bank back in 2008, applied during the trialfor Barclays Bank back in 2008, applied during the trial for his case to be thrown out on the grounds of insufficient evidence and the judge in the lower court, mrjustice robertj, agreed in the lower court, mrjustice robert j, agreed that in the lower court, mrjustice robertj, agreed that it should be. There was an appeal by the Serious Fraud office and they came here to the court of appeal behind me. The court of appeal has Just Announced its decision on that. The appeal was dismissed and mr va rley its decision on that. The appeal was dismissed and mr varley has been acquitted on both counts against him. To give you an idea of what he was accused of, it was conspiracy to commit fraud and the two counts against him are like this. Injune 2008, he was accused of raising money from the gulf state of qatar and not telling shareholders in the prospectus and other documents that went with that fundraising, not telling shareholders about extra money, additionalfees telling shareholders about extra money, additional fees that he was paying in orderfor the money, additional fees that he was paying in order for the qataris to invest. In total in 2008, those additional fees, invest. In total in 2008, those additionalfees, according to invest. In total in 2008, those additional fees, according to the Serious Fraud office indictment, amounted to £322 million and the sfl allegation was they raise that money without telling shareholders, almost £a00 billion, without telling shareholders about these extra fees. Mr va rley shareholders about these extra fees. Mr varley applied to the case to be dismissed, and the court in the lowered court decided there wasnt enough against him in the court of appeal have agreed. The other executives who are accused of conspiring to commit fraud with him, the sfo also appealed there and those appeals were upheld, so those executives will face a retrial sometime in the autumn. Andrew, thank you very much. Lets return to our main story this hour the suspension of the minister mark field over his actions at the Mansion House speech towards a greenpeace protester. Janet barker is the protestor who says she was who has given herfirst interview to the bbc and explained to our producer Claire Ellison what happened. So we all had different roles and the aim was to get our message across that we are in this climate emergency, we cant continue, as we are going with business and usual as usual, investing in fossil fuels. So one group was to the left hand side of the room but they were intending to get to the plinth and deliver our own message to stop digging up fossil fuels. Deliver our own message to stop digging up fossilfuels. My role deliver our own message to stop digging up fossil fuels. My role was then to issue out the speech itself to the guests and we were to just stand there, dignified, listening to the speech, peaceful and then after the speech, peaceful and then after the speech, peaceful and then after the speech was read, the idea was we we re the speech was read, the idea was we were just the speech was read, the idea was we werejust going to the speech was read, the idea was we were just going to leave. Did you expect resistance . Yes. But not to the extent to which i received it. I expected to maybe engage in a conversation or two with people, perhaps people blocking my way, but certainly not to be grabbed round the neck and grappled out of the room. The minister hasjust been suspended. What do you think about that . I think it isjust the result of his actions. What do you think about his actions . I think they were pretty much over the were peaceful, i was walking, i was simply walking past his chair or trying to walk past his chair or trying to walk past his chair or trying to walk past his chair. Yes, so they were really over the top. Past his chair. Yes, so they were really overthetop. Greenpeace activist janet barker there. The most senior criminaljudge in england and wales has expressed enormous concern that many crimes are not being prosecuted. Thousands of protestors have blocked roads in hong kong demanding the government scrap its controversial extradition bill. The legislation has been suspended but protestors want it withdrawn altogether. Our correspondent nick beake has spoken to some of the protesters. Well, hundreds of demonstrators remain outside the Police Headquarters here in the heart of hong kong. You can see the sea of black extends right to the end of the street, many protesters wearing masks, they dont want their identities to be known. They are worried that in the future, they may be prosecuted for doing this, for coming out and making their voices heard and certainly the chanting has been extremely loud today. You hear the ripples of noise every now and then. They are here today demanding the resignation of the Police Commissioner here. They are not happy about the way protesters were treated in previous demonstrations over the past week or so. They want all those demonstrators who were arrested to be freed and they want this broader investigation into what the police were doing, responding to these allegations of police brutality. What happens next is hard to tell. Most of the people out today are extremely young, they are also extremely angry. They are students in the main and it is student unions who have been organising what is happening. There is some talk that they might move to other locations in the city but, for now, there seems to be the lightning rod for the anger, the police force of hong kong. Every now and then, a message comes through about what the demonstrators should do. For now, there is a relative pause and they have made it clear they will be staying here for as long as it takes, so we have to see whether they intend to keep their word. The headlines on bbc news. Foreign Office Minister mark field is suspended after he was filmed pushing a Climate Change demonstrator at a dinner in the city of london. A petition to recall conservative mp chris davies over a false expenses claim gets enough enough signatures to force a by election. Iran says this is the us drone it shot down as American Media reports that President Trump approved retaliatory military strikes against iran yesterday before changing his mind. Lets go back to the news that a petition to recall the conservative mpfor petition to recall the conservative mp for brecon and Radnorshire Chris Davies has secured the signatures of more than 10 of registered voters in his constituency, thus forcing a by election. He was fined and ordered to do 50 hours of Community Service after being convicted in march of making a false expenses claim. Mr davies could stand in the by election but it is not yet known if he will contested. Just over 10,000 of the constituent here in the constituency of brecon and radnorshire have signed the petition, which means a by election will be held in the nearfuture. Now, this recall petition came about as, back in april, chris davies, the local tory mp, former tory mp now, was found guilty of submitting £700 of fa ke was found guilty of submitting £700 of fake expenses invoice for pictures in his office. This is only actually the second time that an mp will be facing a by election following a recall petition. Just recently, the labour mp for peterborough, she was found guilty of speeding, find not long ago and she faced a by election for doing that. So this is only the second time it has happened and as the conservative Party Decides who will be the next leader of the party and Prime Minister, the constituency will have to decide whether to back the former mp in another by election in the future. The Shetland Islands are closer to the Arctic Circle than they are to london but theyre warming up as a result of Climate Change. Thats making a big difference to the fisherman who have worked the seas for generations and to the wildlife which has been there even longer. Matt taylor has been in shetland to speak to some of the people you cant deny the beauty of shetland. Part of the beauty comes in its remoteness, surrounded by the atlantic to one side, the north sea to the other. Cod and haddock may be thriving in the waters around shetland at the moment, but studies suggest that yet more warming could send them further north. Could we be swapping in the decades ahead our favourite fish for something a bit more exotic . What you think are the main factors behind those drop in numbers . So everybody can do something to tackle Climate Change. To discuss a little bit more, ive got paul harvey from the Shetland Amenity trust. Very good morning, thank you forjoining us. Should we be worried . Well, it is worrying, yes. I mean, shetland is incredibly important for sea birds, so weve got over 10 of all the sea birds that breed in britain breed in shetland, and some of those are here in internationally important numbers, too. Having said all that, as you are aware today, there are still lots of sea birds to see here, plenty of sea birds and, in fact, it is quite encouraging because we have seen lots of puffins come back with beaks full of sand eels, which suggests that maybe this year will be a good breeding season. The real crucial thing, i suppose, even though it sounds quite small, a degree, a degree and a half rise in temperature, it has an out of sync effect on the food chain. Yes, just a one degree rise in sea temperature during the winter months. Basically, that means the plankton bloom more quickly so they mature more quickly, and the sand eels are actually hatching later, so when they need the plankton prey, it is not there, which means the sand eels fail to recruit the population and then the sea birds cant find any sand eels, because all the sea birds here really depend on sand eels to feed their chicks. And as we heard, birds are having to travel further to get their food and that itself is taking a lot of energy. Absolutely, some of these birds are flying down off the north east of scotland now, that is a long, long way to go fora meal, isnt it . Matt taylor there in shetland. This next story is just what you need for a friday. Lets hear from some seals that are being taught to sing. Youre listening to grey seals singing Twinkle Twinkle Little star. It actually sounds like one of those little electronic toys, doesnt it . But it is the seals. Its part of a study at the university of st andrews, teaching them new sounds and songs like the star wars theme tune. Scientists hope the research could lead to new ways of studying speech disorders. Now, its the longest day of the year. About 10,000 people cheered the sunrise this morning at stonehenge, according to wiltshire police. Its thought solstices have been celebrated at stonehenge for thousands of years. The monument is built on the alignment of the midsummer sunrise and the midwinter sunset. On the summer solstice, the sun rises behind the heel stone, the ancient entrance to the stone circle, and rays of sunlight are channelled into the centre of the monument. Well, there have been 200,000 searches for summer 2019 on uk google trends. And the hashtag summersolstice is also popular on twitter with over 1,000 tweets already this morning. Several pretty pictures of the dawn are being shared like this one from ross hutchinson. While others say the annual stonehenge ceremony is a reminder of the ancient history and democracy in the United Kingdom. In a moment, its time for the one oclock news. First, its time for a look at the weather i , with chris. Hello, a big improvement in the weather today and also tomorrow, with building on and so for most of us, the dry weather moving in. In scotland, the cloud across northern and western areas, where we continue to feed in a few showers. It will also remain quite breezy across the far north of the uk, but otherwise in the sunshine, it is going to be feeling pleasantly warm outside, top temperatures ranging from 16 in edinburgh and belfast to 21 towards london and the south east. Overnight, though showers will tend to fade away from scotla nd showers will tend to fade away from scotland for a time and the skies we re scotland for a time and the skies were clear but later on in the night, we will probably see the clouds thicken again for parts of Northern Ireland and western scotla nd Northern Ireland and western scotland and the odd isolated shower isa scotland and the odd isolated shower is a possibility. For most of us, it is a possibility. For most of us, it isa dry is a possibility. For most of us, it is a dry night, temperatures between six and 12 celsius. What about the all important six and 12 celsius. What about the all importa nt weekend weather prospects question mark for the first time this june, prospects question mark for the first time thisjune, we see an area of High Pressure across the uk, that will bring the dry and fine weather for the start of the weekend. There will again be some thicker cloud, perhaps the odd light shower across western scotland but otherwise a dry day with plenty of sunshine. In the sunshine, those temperatures are going to be rising quite nicely, a warmer day in edinburgh with highs of19, 17 warmer day in edinburgh with highs of 19, 17 for belfast but into the low 20s quite widely across england and wales. The second half of the weekend, High Pressure is still there but increasingly low pressure to the south west will have an influence in our weather late in the day, with the potentialfor influence in our weather late in the day, with the potential for heavy, thundery rain.
