Scientists say that Climate Change is the main cause of this rapid melt, leaving the area dramatically altered. The concern is that there are millions of people who rely on the glaciers for water. The Charity Together for short lives has urged the government to increase the amount it pays to the 3a childrens hospices in england from £11 million to £25 million, or it says more hospices will cut services or shut. Why are we, as a society, to say that when isabella came to the childrens hospice, that 70 of the care she received would have to be funded by people jumping out of aeroplanes or running marathons or baking cakes . This is complex healthcare and childrens hospices in the uk need a proper settlement from the nhs. Chloe was charged with arson and faced a potential custodial sentence. Life would have been extremely different had that happened at the time. Milton keynes magistrates court, one of five areas in england piloting a new sentencing regime. Mental health teams are on site here to assess the vulnerable, those with addiction and Mental Health problems. This is a sentence that is robust, it gives us an option in the community to really address peoples behaviour and why they are offending. We want to punish, but you want to break the cycle of offending behaviour and so far all the statistics have told us this is working really well. When we jump on board ina the country. When we jump on board in a couple of minutes and take you ona in a couple of minutes and take you on a very shortjourney, the only thing we will be creating is pure water. It is zero emissions. It is first give you a rundown about how the technology on board works and why one of this type of train could, relatively soon, becoming to a train track to you. Its the first of its kind. A british train powered by hydrogen. So whats the technology on board . This is about as green as a train gets. The hydrogen is stored in those tanks at High Pressure. Its then piped through this myriad of piping here into the fuel cell, where its mixed with oxygen from the airto where its mixed with oxygen from the air to create electricity. That, in turn, you can see all the wiring here, can drive the motor is underneath the train and can be stored in this giant battery back here, because when theres not a source for electricity overhead, the battery ca n source for electricity overhead, the battery can powered the train. What were trying to do make a transport system thats Lower Mission and the only thing that comes from this is pure water. The train will be used to test the technology and the hope is that hydrogen trains will be carrying passengers in two years time. The next challenge is to get the strain ready to go out on the mainline network, so its going to run on your regular train lines passing through stations. And were going to do that, test the train, and a normal working environment. So weve got to get the equipment fitted underneath the train working toa fitted underneath the train working to a good standard so that these strains will be ready to go out for public use in two or three years time. The industry says attacks are becoming more violent and weapons are being used. Often these attacks are over relatively small amounts of money. We want to see this issue tackled differently. People think its about businesses complaining about the cost of that. We care passionately about the 55,000 people that work at the co op and we want them to feel safe so we want the government to understand it much more seriously and then start to put Additional Resources in place for the police so they can tackle the issues that our collea g u es they can tackle the issues that our colleagues face every day and actually then, we would like to see actually then, we would like to see a new offence coming which is to protect shop workers when they are going about theirjob, being required to uphold the law and ask people their age when they are being sold things like alcohol and tobacco. They can often be a trigger for violence and would like to see tougher sentences around the particular offence. If a member of your staff has to deal with a situation like that and say they call the police because thats what they want to do in that situation, how good is the response. The police dont tend to respond to simple insta nces dont tend to respond to simple instances like this. They have very stretched resources. In no way do we criticise the police because we understand the pressures they face. We need them to be able to attend these instances much more frequently. Other crimes are happening that i just frequently. Other crimes are happening that ijust being lord . We spend £70 million over the last three years, a similar amount. We work with are partner. Its clear they dont have the resources. Is there a particular reason why Retail Convenience stores in the high street might be particularly vulnerable. Yourfinger street might be particularly vulnerable. Your finger into these stores and theyre often one, two members of staff thats because over the years, retailers have cut costs, become more efficient but has that been to the cost of staff safety . So actually, Smaller Stores are at no greater risk of violent assault than other stores. Actually, the individuals that are passing by, and thatis individuals that are passing by, and that is what tends to result in a store being attacked. We do see actually, by putting different measures in place, we can to improve the safety of our stores swim proved with headsets. Weve invested in guarding. There are lots measures to deter crime but physical location of a store and the challenges when a particular community i want tend to be the reason why crime occurs. Scientists from Columbia University in new york used Spy Satellite pictures from the cold war to show that ice loss in the region has accelerated dramatically over the last 40 years. 0ur science correspondent Rebecca Morelle has more. Covert images snapped from space. These were taken by us Spy Satellites in the 19705. Recently declassified, they reveal how the himalayas once looked. Now scientists have compared them with modern satellite images and theyve been able to see how the himalayan glaciers have changed. Since 2000, the height of the glaciers has shrunk by an average of half a metre every year. That means theyre losing 8 billion tons of water annually. Scientists say that Climate Change is the main cause of this rapid melt, leaving the area dramatically altered. The concern is that there are millions of people who rely on the glaciers for water. We have a lot of people who are activists, maybe you are not members and do not want to sign up for a number of reasons, but id go out and for a number of reasons, but id go outand campaign for a number of reasons, but id go out and campaign most weekends. Id go out and savings on social media. We have a lot of young people. Just to add to that, i am 18. But they have been very much accepted into the party. I stood the council this year. So dont feel the party doesnt represent me. I thought they did a good job to try to engage people like me. Do you think it represents the country . I didnt feel like anything was going to improve, like i was going feel better at any point. So, to me, not being here, not being alive seemed the only option. Chloes home life had fallen apart, her Mental Health in crisis. 18 months ago, she attempted to take her own life by setting fire to her home. Chloe was charged with arson and faced a potential custodial sentence. Life would have been extremely different had that happened at the time. And i dont really know where i would have been or how life would have progressed had i ended up in prison. Milton keynes magistrates court, one of five areas in england piloting a new sentencing regime. Mental health teams are on site here to assess the vulnerable, those with addiction and Mental Health problems. Magistrates, who decide someones sentence, have been encouraged to send people for treatment rather than to prison. This is a sentence that is robust, it gives us an option in the community to really address peoples behaviour and why theyre offending. We want to punish, but you want to break the cycle of offending behaviour and so far all the statistics have told us this is working really well. Theres a growing debate about the effectiveness of short term prison sentences. More than half the prison population in england and wales are serving sentences of six months or less. Almost two thirds will reoffend within a year. In scotland there is already presumption against prison sentences of less than three months. So how did you find it . Chloe was ordered to undergo a six month Mental Health treatment requirement. You know, i quickly learned there was a different way of managing things. The criticism of programmes like this is that theyre soft. That people who commit crimes should go to prison. A soft option might be to go to custody for six weeks and come out and continue with the same pattern of behaviour, but to work with clinicians and work with providers to really address what is happening in a persons life to make that change. For chloe, working with clinicians has had a dramatic impact. You think the treatments saved you . Yes, i do. I think it it not only saved me physically in being still alive, but piece by piece ive put things back together and ive got a life that is now much happier, calmer, and im in control of it. Doctor, if you could just give us the basics on what the condition is like stop what does it do to you . Listeria is a bacteria not normally found in humans. When it gets into the human body can be really dangerous. In Healthy People they can deal with the infection really well. The immune system in the gut is specialised to clear the bacteria, when people are immunocompromised, newborns, elderly and hospital patients, they can become really sick because the bacteria leaves the intestinal and enters the bloodstream. This can cause dangerous problems such as septic shock, it can cause meningitis in the brain, and the bacteria can access all these organs and can lead to multiorgan failure. Ian nutt, you have been campaigning for a change to hospitalfood, what changes you want to see . What we wa nt changes you want to see . What we want to see is that there are some kind of checks against the standards of food in hospital. That doesnt currently exist. There are standards that are there but they not followed through by government. There is no independent assurance that those standards are being looked at, which leaves it open to interpretation. There has been a debate or there is a theory, is the problem at the start of the food chain, so to speak, where the listeria is present, or in how the food is looked after and delivered in the hospitals, the environment it is keptin hospitals, the environment it is kept in at the hospital . Because very warm in hospitals. There are processes in place within the nhs to make sure none of that comes to the fore. The main problem is that the food chain is so extensive and there is lots of opportunities and points for things to go wrong, so we have sort of lost touch with where our food comes from and how we know about it and how it is produced and how it gets to the customer, so to speak, the customers in this case. So that there are opportunities for something to go wrong. As it is transported, as it is processed, as it is brought to the table, there are lots of different opportunities for it to go wrong. We really want to see fresh food being prepared in hospitals. Notwithstanding the families of those directly involved in this, a terrible thing has happened to them, a lot of people are thinking ive got loved ones in hospital now, they are thinking about what do you do, what do you eat or what do you see clear of . In people who are immunocompromised, including those who have been admitted to hospital, you can follow the same advice to give to pregnant women, another group that this infection is dangerous for, discredited the standard advice for pregnancy and what you should and shouldnt eat, because this comes from contaminated food, it is predominant in uncooked meat, processed meat and deli meats such as hotdogs and pasteurised dairy products, soft cheeses, so really avoiding these types of foods and these sorts of meats and cheeses that can be in sandwiches, for example, it is avoiding certain types of food, washing, preparing vegetables, this can be contaminated from soil. You are saying quite a range of foods. They will ask you both, if you had an immuno week relative in hospital at this time would you say dont eat the food, will bring you the food . would you say dont eat the food, will bring you the food . I wouldnt, personally. People are worried. Of course. There is obviously a reason for people to be concerned because of what has happened, but it is not something that i would advise my family not to do. They would be more concerned about the fact that probably the food isnt that appetising in the first place and that there is a lot to be done to improve the quality of food across the board in hospitals. It is quite a rare disease. Although it has very devastating consequences, especially in those who are immunocompromised will stop it is rare, so it is not very common contract this infection from food. The Charity Together for short lives has urged the government to increase the amount it pays to the 34 childrens hospices in england from £11 million to £25 million, or it says more hospices will cut services or shut. Where are we, as a society, to say that when isabella came to the childrens hospice, that 70 of the care she received would have to be funded by people jumping out of aeroplanes or running marathons or baking cakes . Different generations are always going to face different financial circumstances but as lots of us have noticed, in recent years, those gaps between generations have become more pronounced. These images are taken from the 19705 and were Spy Satellites, originally. We are seeing one of them in shot and its ha rd to seeing one of them in shot and its hard to make it out but we are looking at the glaciers. They are a bit unusual because they have rock debris on the surface. What sizes that . We are talking tens of kilometre5 long and about a kilometre5 long and about a kilometre wide. The big changes that we see compared to these images is really the surface characteristics that are changing very rapidly. The5e that are changing very rapidly. These images you see, the rock debris is very continuous and there i5 debris is very continuous and there is not much water on the surface and at the terminus of the cla5ie glacier there is not much there. So we are seeing more rock debris and le55 ice. We are seeing more rock debris and less ice. There is less ice and more water and that melted water is becoming trapped on the surface of the glaciers. What is the impact of that . The water can heat up preferentially so it is breaking through the rock surface which has traditionally protected the ice so the debris 5tops traditionally protected the ice so the debris stops the suns radiation from penetrating into the ice and protect5 it. If you break that up with the water, that can heat preferentially and the heat is transferred through the water and into the ice, so the ice is warming atan into the ice, so the ice is warming at an increasingly fa5t rate.
