The United States is to deploy another 1,000 troops to the middle east, as tensions rise with iran. The us military has released what it says is further proof that iran was behind the attacks on two oil tankers in the gulf of oman last week. The government in tehran has denied any involvement. 0ur north america correspondent peter bowes reports. More evidence that iran is to blame. These are the photographs the pentagon says offer further proof that the attacks on two tankers in the gulf of oman were carried out by iranian forces. This image shows what the us military describes as the remnants of the magnetic attachment device of an unexploded limpet mine placed on one of the tankers. The pentagon says it proves that iran has the resources and proficiency needed to quickly remove the unexploded mine. Iran continues to deny any involvement in the attacks. Announcing a further 1,000 troops to be sent to the middle east, the acting us secretary of defense, patrick shanahan, said the recent iranian attacks validated credible intelligence on hostile behaviour by iranian forces, threatening United States personnel and interests across the region. The extra troops come on top of 1,500 announced last month. The us military says their role will be defensive, addressing air, naval, and ground based threats. The us is insisting it does not seek conflict with iran, but with tensions rising, the region is looking increasingly unstable. Peter bowes, bbc news. The six remaining candidates to replace theresa may as conservative party leader and british Prime Minister will face a second ballot of conservative mps this afternoon. Those who make it through to the next round will take part in a debate to be screened on Bbc Television this evening. 0ur Political Correspondent iain watson reports. Borisjohnson will Boris Johnson will definitely borisjohnson will definitely clear todays parliamentary hurdle. In the first ballot last week, he was a long way ahead of his rivals, and by thursday, when mps whittle down the remaining hopefuls to the two candidates who will compete for the votes of the wider membership, he will almost certainly be one of them. The former foreign secretary has been criticised for keeping a relatively and uncharacteristically low profile. Come on, boris. Come on. But he will take part in tonights bbc debate, and his opponents are hoping that under greater scrutiny his campaign will crack. The question, though, is who willjoin him in the final ballot paper. I think this tory election contest is a chance for all of us to put forward positive ideas for how we can make the country better. Only jeremy hunt and michael gove have so far demonstrated that they can command the support of more than 10 of their colleagues. So the campaign is run by dominic raabe, sajid javid and rory stewart could struggle to survive the day. Mr stewart opposes leaving the eu without a deal, and has so far put the clearest of blue water between himself and Boris Johnson. The defector deputy minister, david livingstone, and the deputy Prime Minister, declare their support for him last night. He has momentum, certainly, but not necessarily enough to avoid elimination. And you can watch the debate here on bbc news. Titled our next Prime Minister, it is hosted by emily maitlis, and you can watch all of it from 7 00pm gmt this evening. That is 8 00pm for viewers in the uk. Later today, facebook is expected to launch its own digital currency, which will allow users to shop on the internet without needing a bank account. The new venture will be an interesting test for the social media giant, which has had its reputation tarnished in recent times after a number of controversy scandals. Janey foley from rabobank joins me now. Nice to see you. A regular here on the briefing. Just talk us through what facebook is expected to launch. Well, this is a crypto currency and of course over the last few years all of us have heard of crypto currency and perhaps we have had some bad things. We have seen a lot of volatility in the price, lots of strong ups and strong lows, but also a lot of concern about whether this currency can be used for laundering. Is it currency can be used for laundering. Isita currency can be used for laundering. Is it a currency at all, is it not just a commodity instead . And the most high profile one is bitcoin, the one we have all reported on. Interestingly, bitcoin recently made an all time high, so it has seen a lot of fluctuation. But because of the criticism, facebook has tried to address this. First of all, it will have a different Management Structure so it wont be run by facebook per se. It will be run by a Different Group Management Structure, which should appease some people who are concerned about the controversies facebook has been involved in. And it is backed by some heavyweights in Financial Services, isnt it, this new facebook currency. Thats right, we have seen a big investment by a consortium backed by visa, mastercard, paypal and uber, which are involved in Financial Services already. This gives it an ability which is something that perhaps a lot of people had been fearing that bitcoin is missing. Not only that, this report suggests it could potentially have the backing of the us treasury, the bank of england, et cetera. If that is the case, you confirm that it also has a lot of regulation potentially tied to it, and again, that should give it more credibility. Very interesting, thank you, jane. We have asked for your opinions on this. One reviewer said, when i said do you trust facebook with your wallet . He says no, the site corrects too much elects too much data on users already, let alone on where i spend my money. Elects. Collects. Amnesty international has urged egypt to order an impartial investigation into the death of the former islamist president mohammed morsi, who collapsed during a court apperance. Egyptian state television said the 67 year old Muslim Brotherhood leader died of a heart attack. Amnesty said mr morsis death raised serious questions about his treatment in custody. Dalia fahmy is associate professor of Political Science at long island university. She is in new york. Welcome to the briefing. Give us your take on the treatment of mohamed morsi. So while many of us are shocked by his death, none of us are shocked by his death, none of us are surprised. The reason why is in 2017 president morsi in court said that they are slowly trying to kill him, and by they he means the state. The same year, Human Rights Watch released a report saying not only is he lacking in due process, but the conditions he is being kept in could lead to his imminent death. Just last year a delegation of british mps led by christian blunt said his conditions will lead to his premature death. President morsi was arrested and ta ken premature death. President morsi was arrested and taken into custody at the age of 61. The conditions he has been kept in have been prolonged solitary confinement, inadequate medical care. He is diabetic, he has gone into several diabetic comas, he has allegedly gone blind in one eye and has for six years been sleeping on the ground, and his repeated calls for independent medical care have been denied by the state. Now, if you juxtapose the conditions precedent morsi has been kept in with that of president mubarak, ousted after the revolution, he would consistently be seen entering the courts with a team of physicians, he was kept in hospital. So the ways in which the state has cared for president morsi and president mubarak have been fundamentally different. What we have seen as these past six years have seen as these past six years have really been the slow attempted assassination of president morsi. And the interesting question is why has the International Community not called for an independent investigation of the conditions surrounding his death . Well, that is what i was about to ask you, because amnesty international, other organisations like that, have called foran organisations like that, have called for an investigation. But wider organisations such as the United Nations so if i havent done so. Absolutely, so the conditions precedent morsi was kept under go against the un minimum standard rules on keeping prisoners, and just next week the Human Rights Council is going to begin their next session. The fact the United Nations has not called for an independent investigation is really unprecedented. In 2015, when the lebanese Prime Minister, hariri, was killed in a car bomb, the United Nations opened an investigation into the conditions surrounding his death. For them not to do that in this moment, and in any western country, only two World Leaders have really not just country, only two World Leaders have really notjust condemned his death but asked for an investigation, for the International Silence on a former president that was ousted in a military coup, a president that was a member of a state of the United Nations, of the arab league, of the 01c, of the african union, this unprecedented silence signals that democracy and human rights and the violation of the rights of prisoners in the middle east can fall on deaf ears. And while today we are focusing on the situation of the former president , it exists to ask the question, what about the thousands that have died in custody . Who will speak for them . Thank you so who will speak for them . Thank you so much for staying up so late for us so much for staying up so late for us in new york to talk about this. Lets brief you on some of the other stories making the news the World Food Programme says the agency will start to suspend food aid in yemen if it doesnt receive the assurances it needs to deliver assistance. Speaking to the un security council, the head of the agency, david beasley, said the wfp was unable to act independently in houthi rebel held areas. A Nutrition Programme for malnourished children, pregnant women and new mothers will, however, continue. Two powerful earthquakes have hit south west Chinas Sichuan province, killing 11 and injuring another 122. The quakes, roughly 30 minutes apart, hit the changning county city of yibin on monday night. Local authorities said rescue efforts are under way. In may 2008, the same area suffered a huge earthquake that killed almost 70,000 people. Heathrow airport is to publish its plans to construct a third runway by 2026 and complete its expansion by 2050. What do you think of the russian woman in space . I think its a wonderful achievement and i think we might be able to persuade the wife it would be a good idea if i could to get her to go up there for a little while. Youre watching the briefing. 0ur headlines amid rising tension with iran, the United States says it will send about 1,000 additional troops to the middle east. A pentagon statement said the deployment was for defensive purposes. Chinas government has previously denied they even exist. Now it says the state run detention camps its built in the far Western Region of xinjiang are simply schools, to combat the rise of violent islamist extremism. Its thought up to a Million People are being held there. Last year, our correspondent John Sudworth exposed how rapidly these secure facilities were being developed. Now he has returned. And even though access is tightly controlled, and his itinerary was set by the government, he has found out more. You may find parts of his report disturbing. China used to deny it was Holding Hundreds of thousands of muslims in giant, secure facilities like this one. But now, we are being given a tour. The message these people are not prisoners, but students, willingly subjecting themselves to a kind of brainwashing. Is it your choice to be here . Translation yes, i was affected by extremism. Ive come here to transform my thoughts. Government officials watch over every interview. This is how xinjiangs muslims, the uighurs, the kazakhs, and other minorities, have their thoughts transformed rote learning chinese, and laws restricting religious practice, and replacing loyalty to faith or culture with something else. I love the communist party of china, this man has written. Doesnt a place where people have to stay until you allow them to leave sound more like a prison, even if it is a prison in which you can do some art . Translation i dont know what you mean by prison. This is indeed a training centre. Over the past few years, a vast network of camps has been built across xinjiang. But, in the places we are being taken to, internal security fencing and what looked like watchtowers have recently been taken down, and exercise yards have been transformed into sports facilities, raising the suspicion that these are merely show camps. Rakhima senbay, who now lives in kazakhstan, tells me she was detained just for having whatsapp on her phone, experiencing violence and mistreatment over more than a year in a number of chinese camps, including this one, places, she says, where displays of happiness are reserved for visiting officials or journalists. Translation i experienced it myself. We were told ahead of the visits, if any of you speak out, youll go to a worse place than this. Thats why everyone does what theyre told, including dancing and singing. What, one wonders, might these people have been told by the officials ahead of our visit . Theyve been convicted of no crime, faced no trial, but china now believes it can determine their guilt in advance. Translation some people, before they commit murder, already show they are capable of it. Should we wait for them to commit a crime, or prevent it from happening . There is a lot of testimony, we have some ourselves, from people who have been through this system, who describe torture, overcrowding, separation from families. Translation these arent important issues. The main thing is taking a person on the edge of crime, and returning them to normal society. These, then, are pre criminals, wearing uniforms and sleeping up to ten a room, with a shared toilet, and no idea how many months or years they will have to stay. We try to film other camps, with their watchtowers and barbed wire still in place. The giant facilities look much less like schools, and we are much less welcome. We return after dark, and listen as the sound of thoughts being transformed echoes late into the night. John sudworth, bbc news, xinjiang. Now its time to get all the latest from the bbc sports centre. Hello, im gavin ramjaun, and this is your tuesday sport briefing. The hosts are without injured openerjason roy, but hope captain eoin morgan will be fit for what should, in theory, be their easiest game.
