Iran warns it is about to breach a limit on its stockpile of enriched uranium, a year after the us withdrew from the nuclear deal. The Prime Minister launches plans to train every new teacher in england to spot the Early Warning signs of mental illness. And andy murray tells the bbc hes pain free ahead of his return to competitive tennis in the doubles event at queens. Good afternoon. The contenders to become conservative leader, and Prime Minister, have been making their case on brexit and other issues at a hustings with westminster journalists, ahead of a second ballot of mps tomorrow. Borisjohnsons campaign was given a boost by the endorsement of the Health Secretary matt hancock, who dropped out of the race last week. But his rivals have criticised him for his absence at todays hustings, and also from last nights televised debate on channel 4. Heres our Political Correspondentjessica parker. Hes not always been the silent type. Are you hiding from media scrutiny, sir . But Boris Johnson had little to say this morning and nothing to say last night. He didnt turn up to channel 4s Leadership Debate. But even so, he secured the backing of the Health Secretary matt hancock, who pulled out of the race last week, a boost for borisjohnson and a blow for others. Disappointing, naturally. Im a huge fan of matts. But candidates are ploughing on with their pitch. At the moment, yes, of course it is the case that boris is the front runner, but we need to make sure that he is tested and that we have two candidates who go forward, if boris is one of them, who we know are capable of being Prime Minister from day one. Only two candidates can face that final vote of the conservative Party Membership and because of borisjohnsons dominance so far, other contenders are trying to suggest that theyre the best person to give borisjohnson a run for his money. But time is running out to make that case. The second round of voting among tory mps takes place tomorrow. This candidate says hes calling his rivals bluff, rory stewart, unlike, other contenders, doesnt claim that a better deal can be wangled out of the eu. We all agree we want to get brexit done as quickly as possible, but the question is how. The challenge with what boris is presenting is, hesjust saying, im going to get it done. Hes not explaining how that will work in parliament, how that will work in europe. A lot of focus will fall on the front runner, including scrutiny on how theyll keep the public purse trim. One rory stewart backer says Boris Johnsons policy pledges are looking costly. Well, ijust think that every monday when boris writes his column, he makes another pledge for a lot of money, either a tax cut or a spending pledge, and the question that all politicians have to answer is, where is the money coming from . Six candidates remain in the running in total. At least one will be knocked out tomorrow. Theyre all hoping to succeed theresa may, who visiting a school today, was studious in giving little away. I am not backing a particular candidate. I havent endorsed a particular candidate. I havent told anybody who. I did vote last thursday. I havent told anybody who i voted for, and im not going to. Boris johnson arriving in westminster. He will go up before a private hustings of tory mps today and hes expected to take part in the bbcs tv debate tomorrow night. He might be in the back seat, but hes still leading the pack. Jessica parker, bbc news. With me now is guto harri, who served as Communications Director for borisjohnson when he was mayor of london. Thank you forjoining us. Looking at the figures, can boris the unstoppable . He has more than the went in his sales. He seems to have it almost in the bag. A lot can go wrong. He pulled out of his own accord lasting but he is clearly the frontrunner. It is hard to see anyone pulling close enough behind to actually stop in. People have said that borisjohnsons biggest enemy is potentially himself. But we know him extremely well. We have known him for decades. The general public can see more of boris and we have any other politician almost. So the idea we are being deprived access baffles me. We have seen him be funny, serious, be grilled by firstly every political interviewer in the last 20 years, so we kind of know the man. Wejust in the last 20 years, so we kind of know the man. We just dont know where he is good to be on brexit. But we havent seen him grilled as a potential Prime Minister at this moment in our history with this in enormous issue brexit. We have heard about him, but you are right, he does seems to have a strategy now that less is more. And he needs to stand out from the pack, because not all candidates are equal. He is in a different position, he is way ahead. So it is somehow appropriate, the migrants the grain for me, to wait for the field to be whittled down so he isnt there with six others or whatever he is worth. Would you have prepared to see him enter. |j understand prepared to see him enter. understand what he is doing. The view i had was that the more people saw boris, the more they would understand trust and like him. But i think it is different at this point, there are very tricky issues that need to be dealt with. What he doesnt want to do is drop something thatis doesnt want to do is drop something that is going to change the dynamics, but he doesnt want to box himself in. When he has been minister, we all know it extremely difficult, and he doesnt want to have his room for manoeuvre limited any work that is necessary. You talked about people trusting him. Is that really a word you can use for ten because he is also famous for gaff, being hazy on detail and often not sticking to the facts . Nine out of ten times people meant that he believes what he said and he said what it believes. He said something he shouldnt have, but no one thought he didnt believe it. I think the key for him now is to point to that period, eight years when he was in charge, he was top of the tree, ceo, as mayor of london. He saysjudge me by the tree, ceo, as mayor of london. He says judge me by what i the tree, ceo, as mayor of london. He saysjudge me by what i did. And in that context i am comfortable seeing his positioning a sound, he led from the middle, he championed diversity of london and all that religious and ethnic expressions. He was the first conservative to advocate gay marriage, cutting taxes. It was a more chequered record than naturally. The murder rate was going down in the country generally as well as in london. Rate was going down in the country generally as well as in londonm was spiralling before he became mayor and it is going up again now. Soi mayor and it is going up again now. So i think that alone is an achievement. And the privacy one. He was re elected in a left leaning city, mid term of a conservative government. Mid recession and in the immediate aftermath of such shambolic government budget. So i think that is what people think they are getting. That is why he is attracting this very broad church of conservatives. Someone from at hancock on one end. Isnt that in itself going to be difficult . If you do is this race, he has full with such vastly different expectations supporting him . It is a gift to be able to leave to people with different impressions of the same conversation and leave them all filling in the gaps thinking that you are there kind of guy. He does pull this off, but you are right, at some point, decisions must be made about brexit in particular. That will be extreme it. But i think that is why hes been getting careful about how much he exposes himself at this point. So that he maintains the room for manoeuvre that is necessary to do something that will require greater agility and perhaps a little shamelessness when it incomes. You talked about him somebody who embraces diversity, is proud of the multiculturalism of london stop he has also spoken about muslim women resembling bank robbers in their veils. How does one reconcile those 20i veils. How does one reconcile those 20 i criticised and for that and it surprised me, because he had a muslim woman in his top team at city hall. For gay men, a muslim woman, a turban wearing seek. That is the proof. Sikh. The work of a columnist, not the proof of a man who led the city. Briefly, would you work for him again . I dont think the call will come to me but it is interesting that he and his first term of mayor, a lot of people moved on from the campaign and the difference between running a city and running a Political Campaign in tribal versus being efficient was quite great. So he will need good people around him, not me. But he will need good people around him who tell him what he needs to hear as well as what he wants to hear. Very good to talk to you. Thank you. And tomorrow, you keep across all the developments in the conservative leadership race, on the bbc news channel. The result of the second ballot is expected at 6 oclock tomorrow , well be building up to the announcement throughout tomorrows bbc news at 5 , and bring you the result live , as well as analysis and reaction. Thats our next Prime Minister, hosted by emily maitlis, on bbc one and then a full reaction programme from 9pm on the bbc news channel, presented by clive myrie. Labours deputy leader tom watson has called on his party to make the case for the uk staying in the eu, saying another referendum is the least worst option. The Leaderjeremy Corbyn has so far resisted calls to fully back another public vote, despite some labour mps saying his brexit position led to a poor performance for the party in recent elections. 0ur chief Political Correspondent vicki young was at the speech labour have been accused of sitting on the fence when it comes to their brexit policy. Particularly backing a second referendum. At the moment it is to try and push for a general election and then hold a referendum in some circumstances. But i sitting on the fence, some fear at what has happened is that jeremy on the fence, some fear at what has happened is thatJeremy Corbyn has ended up not pleasing anyone and that has led to that bad result in the european elections where labour finished third behind the liberal democrats and the brexit party. Lots of labour mps democrats and the brexit party. Lots of labourmps are democrats and the brexit party. Lots of labour mps are saying they knocked on doors and even had members saying they would be backing the liberal democrats because they had a much clearer policy on all this. Now tom watson the deputy leader has had run ins withJeremy Corbyn before and he is pushing still to try and make the position much clearer on a second referendum. Earlier he spoke to our Political Editor laura. Its arguing for a change to official policy, but i hope that im doing that on the basis of a firm discussion with many thousands of Labour Party Members and hearing what they are saying. Now look, if we get to our conference, or if we have an emergency conference and the position changes, then of course there will be a point when we have to sort of align around a new position. But i wouldnt be honest with myself, i wouldnt be true to myself, and i dont think i would be true to the Party Members that lobby me this every day if i didnt raise these ideas a little bit wealth having that post election analysis. If labour does not move to a Firm Position of offering another vote, and campaigning to stay in the european union, can you rule out a suggestion that you might walk away . The labour party is in me, ive been a member since my 15th birthday, the first day i could join. Im never going to leave the labour party. Sometimes i wonder whether the labour party is leaving me, but no, i love the labour party, i love its members. And what im going to do is campaign for the issues that i feel very strongly about, and in politics, you win some and you lose some. How you deal with defeat is as important as how you deal with victory. Tom watson there. Not everyone in the party wants another referendum. Lets speak now to student commit. His point there is that Labour Party Members hearts are in remain and that should be much clearer about campaigning to stay in the uk. have always campaigned for us to honour the result of the referendum ina way honour the result of the referendum in a way that protects the jobs of the people we were elected to represent. I think that is the way that we can hold the country together. But also protect every economy going forward. The fact is, whichever wing of this debate you are on, whether or not you want to leave the eu with a sensible pragmatic deal or whether you want to have a second referendum, we have to have a second referendum, we have to actually vote through the Withdrawal Agreement fell. Theresa may tried to table that before the european elections, there was a knee jerk reaction to it and thats it the train in motion which led to the tory party going to elect Boris Johnson whos going to crashes out of the eu without a deal. What the leadership of my party should be doing is seeing to whoever is the new Prime Minister, the table table the withdrawal again and we can stop no deal but at Committee Stage, there would be a vote on whether on not to have a second referendum on the deal. So whether you want a second referendum or whether you want a sensible bridge building form of brexit, we have to vote the Withdrawal Agreement fell through and that is the number one message i hope that the leadership of the labour party will take to the new payments. The problem is that in some parts of the country, your party is losing a lot of votes to the liberal democrats because they are the party of remain. Isnt it better for labour to come down one side or the other because at the moment it pleases nobody . The number one priority has to be a catastrophic no deal crash out on the 31st of october. Unfortunately, i think advocate of a second referendum have played into the hands of people who want to crash out with no deal because we have created a deadlock in parliament and a deadlock these into the hands of the no deal people because the legal default position is that if there is no agreed deal on the table, we crash out on the 31st of october. That is what borisjohnson is going to deliver unless we tell him that if we table is the Withdrawal Agreement again, we will vote for it and we will unlock the deadlock and we can have a vote on whether there isa we can have a vote on whether there is a referendum on that deal or we can put down amendments to make it a more sensible form of brexit. But lets not forget the Withdrawal Agreement belt was the product of cross Party Agreement belt was the product of cross party talks which include a bell bill on workers rights, Single Market alignment and possibility have added eight on putting it all to a second referendum. So we need to support it. Isnt it a bit late for that . If you had said this earlier and others in your party, some people saying they have made a mistake, why didnt she do it then . It was a blind brexit until we had the cross party talks but they delivered a set of really important concessions which put a lot more flesh on the bone and thatis put a lot more flesh on the bone and that is the point we should have said yes. Is any sense that Jeremy Corbyn will do this . I will let him speakfor corbyn will do this . I will let him speak for himself but a number of us are making it clear that we should be saying to the new Prime Minister, table the Withdrawal Agreement bill again and we will get it across the line for a second reading but then be ready for a lot of amendments and robust debate at Committee Stage so that we can shape it into a brexit that we can shape it into a brexit that works for this country. It is the only way to break the impasse and im afraid that if we dont do that, the country is going to crash out of the eu on the 31st of october and that would be a disaster for jobs, for the economy and for our national security. Thank you very much. Potentially one route through for whoever becomes the next Prime Minister. The numbers in parliament, the hung parliament, stays exactly the hung parliament, stays exactly the same of course. Breaking news that the former egyptian president has died in court. An inquest has heard that Communications Problems and confusion hindered the efforts of the Emergency Services in the chaotic early stages of the London Bridge attacks in 2017, in which eight people died. They faced criticism last week for taking more than three hours to help some of the victims. Giving evidence today at the old bailey in central london, the director of operations for the London Ambulance service, paul woodrow, admitted it took too long to commit specially trained teams to search for victims but said police had told staff the area was unsafe. Jon donnison is at the old bailey. Bring us up to date with everything. This was the most detailed account we have had all the response from the Ambulance Service to those attacks in june to 17. The Ambulance Service to those attacks injune to 17. Paul woodrow said in the initial moments after the attack, it was a chaotic and confusing situation. He said the Ambulance Service received more than 130 calls within 45 minutes. He said the first paramedics were on the scene within a matter of minutes but they were quickly told by armed police that it was not safe to be there and they had to move away. Even though they could see with their eyes that there were people injured in some of the bars just next to London Bridge. The court was told it took up to three hours in some cases to reach some of those who died. But paul woodrow insisted under cross examination, the lawyer representing the families of those who died, that they were simply following standard procedure in an incident which the police described asa incident which the police described as a marauding terror attack. So hot zones are established and in those circumstances the Ambulance Service are simply not allowed to go in. He did say, he did accept that there had been issues with communication in particular with the Ambulance Service communicating with the police. He said it had taken too long to make decisions to deploy some of the special teams, but he said many of the ambulance crews there had volunteered to go into those hot zones even though they knew it was dangerous and he did not accept that there had been a failure in the Ambulance Services operations. Many thanks. The white house has described irans plan to quadruple production of enriched uranium as nuclear blackmail and called for increased international pressure. Earlier, iran warned that it will soon breach the commitments it made in the International Agreement in 2015 to restrict its Nuclear Activities. The warning is designed to put pressure on European Countries to relieve the effects of economic sanctions imposed by the us, which pulled out of the nuclear deal last year. With that in mind, lets talk more on these latest developments now with dr Aniseh Bassiri tabrizi from the Royal United Services insitute. Thank you for coming into top to this. Can you help unpack this for us . What is iran doing here . We are seeing what is very much in line with recent developments and the announcement that iran made on may eighth about its decision to scale back some of its commitments under the nuclear deal. We know they gave 60 days for the remaining part of the deal to do something that would demonstrate iran that they are not just a little clay committed to this but that there will be some incentive for iran to remain a party of the nuclear deal. So we know that the deadline would bejuly seven. What has been announced today. what has been announced today. what deadline . For the remaining parties to do something. Either have the Financial Mechanism that the eu has been working on to relieve some of the economic sanctions in terms of the economic sanctions in terms of allowing iran to still train with European Countries, or allowing iran to able to export some of its oil. So the us has pulled out but there are remaining European Countries remaining in . The us withdrew one year ago but france, germany, and the uk are still Party Together with iran russia and china. So what iran has been saying since may of 2018 is that they will continue to remain a party, if the remaining parties compensate for the us withdrawal from the nuclear deal and that is economic compensation. So it is the ability of iran is to still be able to sell its oil and maintain its Financial Access to the global Financial Access to the Global Financial institution. After one year since the us withdrawal from the deal, iran has not seen any of this development happening from the e3 side, and from china and russia. And that allowed for the decision in the two scale back some of its commitment. Iran has also announced that it does not want to row to withdraw but it has no choice. How worried should we be at this announcement that it is going to be breaching its limit on stockpiling enriched uranium . It sounds worrying . It is concerning in terms of what it would mean, we know that iran has had concerning Nuclear Activities in the past. Before the nuclear deal was announced in 2015, what we are seeing now is a progressive move from the iranian side towards what it was before the nuclear deal was signed. Therefore, the reprisal of some of the sensitive and problematic Nuclear Activities that iran was conducting. I think for now we ourselves not seeing a breach of the nuclear deal, but it is possible that over the next ten or 15 days, the ie two Atomic Agency well and its some sort of violation of its commitment by iran. If that is the case, it is likely that the e3, france, germany and the uk and china and russia will have to respond and we will see some kind of escalation. Well have to leave it there. Thank you very much. A man believed to be in his 40s has died after being stabbed in east london. Conservative leadership contenders have today faced further questions about brexit and their personal beliefs ahead of tuesdays second ballot of mps. But borisjohnson skipped the hustings of westminster journalists, having also missed sundays channel 4 tv debate. Two of the journalists who were in that briefing are here with me now. In the studio is hannah al 0thman Political Correspondent at buzzfeed uk. And from westminster im joined by pippa crerar the Political Editor at the daily mirror. Thank you both forjoining us. Just to kick off, what was it like . Did it differfrom to kick off, what was it like . Did it differ from the tv debate people we re it differ from the tv debate people were seeing last night . It was a more intimate gathering, a private event for westminster journalists. I think that showed in a way because some of the candidates seemed more relaxed, dominic raab in particular. I think you did better today than in the tv debates. It was back with lots of opportunity to ask questions. They only gave short state m e nts questions. They only gave short statements which is really good because sometimes at press conferences because sometimes at press co nfe re nces you because sometimes at press conferences you only get one or two and they often go to the same journalists, the more high profile ones. There was plenty of opportunity for regional journalist asked questions that are important to readers. What is the idea behind allowing journalists to ask these questions because you are not the electorate. No, but we out the representatives of our readers and there is a lot of people who feel that despite it is the mp5 who will narrow the contest down to two rivals and then it will go to 160,000 tory members across the party. Never the less this is the Prime Minister they are picking, not just the Tory Party Leader and therefore all the candidates should come and make clear what they plan to do with brexit and beyond, and to give the broader electorate a chance to see he will end up in number ten. Give us a flavour of who you thought did well. It did not shift the dial massively although we learnt interesting things and a couple of the candidates put their foot in it and a couple were really entrenched amongst the tory party. I think rory stewart showed he has momentum in the race, although it was interesting because he is being presented to the outside world as this fluffy remainer, fairly liberal candidate and it is clear that he ruled out a second referendum. He has a suggested spending pledges by some of his rival candidates were not the way forward. He made much of his tory Party Credentials which you might argue he needs to do in this race. Jeremy hunt came second to borisjohnson in the race. Jeremy hunt came second to Boris Johnson in the first race. Jeremy hunt came second to borisjohnson in the first round of votes and he put in a Strong Performance although there was one major flaw in that he did not criticise donald trump for treating a provocative tweet about the mayor of london. He said he wouldnt use the language himself but he did not criticise the us president which some of his rival candidates dead. Michael gove made an interesting point. He was one ofjust a couple that reminded everyone borisjohnson had refused to appear yet again at one of these hustings. He said these hustings were like amit without the prince but reminded journalists how much do not become king. Hamlet. He was not as strong as he has been previously. There was some good remarks from sajid javid referring to his personal back stories. He saw himself as being the outsider and does not think the two final candidates in the race should be to old tony etonians. It is a shame borisjohnson felt he shouldnt be there to face the press scrutiny. Do you think his absence was marked . Yes, i think initiallyjournalists we re yes, i think initiallyjournalists were expecting to be in the room and then we heard he wasnt going to be there and that was only confirmed today. It is disappointing because he is the front runner and anticipated to be the next Prime Minister, and this is the group of journalists who will be holding him to account and following him around. It has not got him off on the right foot to avoid any level of scrutiny during the campaign from those journalists or the level of scrutiny that other candidates have subjected themselves to. Looking at the final candidates, which one would Boris Johnson be most frightened of . Candidates, which one would Boris Johnson be most frightened of7m candidates, which one would Boris Johnson be most frightened of . It is ha rd to johnson be most frightened of . It is hard to say. The rory stewart has been consistently strong. He surprised a lot of people yesterday with his performance in the tv debate and he was quite good today. I thought sajid javid was good, particularly on his answer to the Katie Hopkins tweet. Golf was very charismatic and jeremy hunt came second. Michael gove was very charismatic. It is hard to say. I suppose he would be hoping that it would be rory stewart and he may wa nt to would be rory stewart and he may want to go up against him if he wa nts want to go up against him if he wants the best chance of winning. And what do you think . Who do you think is most likely to give Boris Johnson a sleepless night . think is most likely to give Boris Johnson a sleepless night . I think you would least like to be up against a racketeer candidate and with credible credentials that could ta ke with credible credentials that could take him on. The tory membership ultimately decide this and from that point of view, someone like dominic raab was probably the hardest brexiteers ideologically, would be the one that borisjohnson would be most concerned about. It is not currently look like you would make it to the last two. Michael gove would be second to that for his campaign was derailed last week with the drugs allegation and it doesnt seem to have recovered omentum from that. I think he would be quite happy to be up against rory stewart and as you go across the spectrum to the hard brexiteers, those would be the hard brexiteers, those would be the ones he would fear the most. Thank you forjoining us. So its going to be a decisive week in the contest. Tomorrow, conservative mps will vote for a second time candidates need 33 votes to progress. More now on the news that Egyptian State television is reporting that the former egyptian president , Mohammed Morsi, has died after fainting in court. 0ur correspondent dan johnson is here. Bring us up to date. This is probably in the last half an hour. We knew Mohammed Morsi was in court today facing charges of espionage that date back to when he was overthrown in a military coup. He was the first democratically elected president who took office in 2012 after the uprising of the arab spring is back in 2011 but he was overthrown by the military and in jail ever since. He has been facing different trials and charges, and he was in court answering some of those charges when he fell ill. Towards the end he apparently fainted and was taken from the court and has been declared dead. We do not know exactly what has happened and how he has died but there has been concern about the conditions in which he was held. He is 67 years old and in failing health. He suffers from diabetes, low blood sugar and has sight problems. We know an independent panel had reviewed the conditions in the prison he was being held in and said his life was at risk. They thought he may die prematurely in the conditions were likened to being like being tortured, the conditions he was being held in. The review said it was cruel, inhumane and degrading. It was british mps who reviewed the way he was being looked after and raised concerns a year ago. There has been questions about the conditions he was being held in and the way he was looked after. I am sure there will be serious questions about how the lost his life but a shock for him to die today as he was in court. Many thanks. The headlines on bbc news. People living in the town of wainfleet in lincolnshire have been told to avoid using toilets, showers and washing machines because of water levels in the sewage system. Two months of rain fell in two days, causing widespread flooding. More than a thousand people have been evacuated from their homes, and more heavy rain is forecast tomorrow. Paul murphy is there and has been speaking to some of those whove been moved. This is a church hall in the centre of wainfleet which is being used as a community centre, information point, a place to get food and water. So far in this community, about 130 properties have been evacuated, flooded, and 1,000 more people have been evacuated from their homes who havent been flooded, but are at risk from flooding. Im joined by steve and by sue. Steve was flooded three orfour days ago. Your home has been very badly damaged . It has, yes. We had a foot north of water go straight through the bottom of it. So yes, weve lost a lot. And what help are you getting here this morning . Were getting a lot of advice. Weve got the insurance people here just to get advice. And the camaraderie of people, you know, you can come up here and get a hot drink and food. So yeah, very good, very pleased with whats going on. These are unprecedented scenes here. Youve never seen flooding like this . No, definitely not. No, i was born and bred here in 62 and ive not seen anything like this before in my life. Sue, what sort of help are you able to offer people . Down here at the Coronation Hall in wainfleet high street, weve got a lot of agencies here who send representation. So youve got the police here, youve got anglian water, youve got british red cross. Youve also got the District Council representatives. Insurance companies are coming in. Well update the wainfleet Group Facebook page with information about whos available, so people wanting to return to their homes, when its safe for them to do so, know whos down here and who they can come and see. And were open 24 7. Thank you both for talking to us. The situation here in wainfleet remains a risky one. There is rain forecast for the next 48 hours, and that could have an impact on the river steeping locally. It could bring more flooding, so the Emergency Services are poised to respond to that in the coming days. A day after nearly two Million People in hong kong took part people with bad history are able to ta ke people with bad history are able to take out loans. It has prompted calls for price cap to prevent people from taking on too much debt. Carl has his own Computer Support business. When his ex wife asked him to help her take out a loan by acting as a guarantor, he agreed to help. She borrowed the money from the countrys biggest guarantor lender, amigo. Theyve told us they explained to him what being a guarantor involved and he understood, but carl says he didnt really fully appreciate what it could lead to. Im constantly worried. Theres constant anxiety. Id just rather not have that hovering over me. When his ex started to miss her payments, the lender got in touch. If the payment was a day or two late, id get a text message through. The day after, id get a letter through the door about going to court. Amigo says that they are legally obliged to tell guarantors of the potential consequences if there is a default on an account. When he agreed to be a guarantor, carl was single, but now he has a new partner and a baby on the way. I went through expenditure with them and i had £231 available of disposable income at the end of every month. The Monthly Payments for the amigo loan are £197, leaving me with just over £30. They said that was absolutely fine. Amigo says they cap the interest on their loans so a customer never pays back more than they agreed to at the outset. They say theyll happily discuss Payment Options with clients whose financial circumstances change. Figures obtained by bbc panorama show that more than 3,000 people struggling with guarantor loans have turned to citizens advice for help in the past year. Labour Mp Stella Creasy wants a cap on all forms of credit. We need to make it fair to lend and borrow for everyone. This isnt about stopping people borrowing, its about a fair rate for borrowing in the first place. In 2015, the Financial Conduct Authority brought in a cap on payday lending rates, and this year on what are called rent to own loans, used by people needing help to buy household goods, maybe a new tv, fridge or freezer. So could a similar cap be applied elsewhere . The Financial Conduct Authority looks at what is happening in the market and has enormous powers, which they use to curtail practices that are damaging to the consumer. But i dont agree when its said by some that you should just ban everything. The Financial Conduct Authority told us they are continually supervising the Consumer Credit market, taking action where they have seen issues. You can see more of the report on panorama tonight and afterwards on the iplayer. Every new teacher in england will be trained how to spot the Early Warning signs of mental illness, as part of plans unveiled today by theresa may. There will also be a push to offer nhs staff training in suicide prevention. Labour say the Prime Minister is only offering warm words and that Mental Health services are stretched to breaking point. Lauren moss reports last week, it was bold targets to tackle climate change. Today, theresa may has announced how she wants to overhaul Mental Health support in schools before she leaves number ten. We are pledging that every new teacher will be trained in how to spot the signs of a Mental Health issues. The next great revolution in Mental Health has to be prevention, because if we make prevention a top priority at every stage of life, we can ensure that everybody has the opportunity to reach their full potential. According to research by the charity the childrens society, almost a third of parents of children between the ages of four and 17 say their child has been affected by a Mental Health issue in the last year. This secondary school in cheshire already has a teaching assistant trained to support pupils. I think theres lots of pressures on young people at the moment. Theres a lot of pressures from home life. Theres a lot of pressure from expectations. Social media, they never turn off from social media, which is constant. And i think young people now have Great Expectations about what they want to do in the future. And all these things can be quite daunting. But teachers say the new plans need financial backing. Its really good today that we are looking at improving teacher training, but without proper funding, this really is a sticking plaster approach. At the moment, the cuts have led to really long waiting lists for children for specialist Mental Health provision. There will be an extra £1 million for students Mental Health support at university. With1,000 teachers due to start training this summer, the Prime Minister says the strategy is about prevention. But those who will be delivering it are cautious that it is not enough to tackle what is a growing problem. Lauren moss, bbc news. More news about Mohammed Morsi fainting in court and dying. Concerns were raised about the condition that Mohammed Morsi was held in. Thank you forjoining us on the news and tell us about those concerns and what you found. In march 2018, we concluded an enquiry into the condition. We found he was receiving inadequate medical care, especially in relation to his diabetes. We accepted the opinion of doctor paul williams, a colleague, that the consequence of this inadequate care was likely to lead toa inadequate care was likely to lead to a rapid deterioration and his premature death. You reported these concerns to the egyptian authorities, presumably . Yes, and we try to engage the egyptian authorities in order to go and see the conditions in which he was being held in custody. In the end we had to rely on evidence provided remotely. Statements made by Mohammed Morsi, proved it was likely to be true. Mohammed morsi was overthrown in 2013, six years ago, so he has been held in conditions for quite a while. Indeed, and he has been held in solitary confinement and the only way he was able to get evidence out about his condition was in the various trials he was subjected to. We found that the conditions of his detention ought to be of such continuing interest, the whole chain of command, that the current president could be responsible for the crime of torture which is a crime of universal jurisdiction. Of torture which is a crime of universaljurisdiction. What are the questions you will now want to hear asked given that Mohammed Morsi has died in this way . We want to understand whether there was any change in his condition since we reported in march, 2018 and if he continued to be held in the condition that we found, then im afraid the Egyptian Government are likely to be responsible for his premature death. That is quite an accusation. We investigated the conditions of his detention, we reported on it and it was made available to the Egyptian Government. We sought to go and see ourselves and they declined us that opportunity but i think we produced a report that was based on all the evidence we were able to collect. It appears to me to be sound. What we predicted might happen has happened. Your reaction on hearing this news, is it one of shock or are you not surprised . It is one of huge regret. There are desperately needs to be a process of reconciliation in egypt, it isa process of reconciliation in egypt, it is a divided society. The answer to the divisions from the current government has to be to incarcerate 40,000 supporters under the freedom of justice body 40,000 supporters under the freedom ofjustice body which won an election for the presidency in only 2012. This is really a wretched example but a very important one of my egypt and its current government needs a proper reconciliation process under way. We are very grateful for your time. Process under way. We are very gratefulforyourtime. Many process under way. We are very grateful for your time. Many thanks. Time for a look at the weather, with nick miller.
