Hello, everyone. This is afternoon live. He thinks theres a risk of too much blue on blue action during the leaership battle but, hello everyone, this in the end, borisjohnson probably had little choice. Is afternoon live, im simon mccoy. As frontrunner he was facing increasing criticism for not he thinks there is a risk of too doing media interviews. This afternoon hes announced much blue on blue action during the he will take part in the bbc leaders leadership battle but in the end, debate on bbc1 on tuesday. Borisjohnson leadership battle but in the end, Boris Johnson probably had leadership battle but in the end, it will be after the next borisjohnson probably had little choice, as front runner, he was round of voting when the contest facing increasing criticism for not for number 10 will have doing media interviews and this shifted up a gear. Afternoon he has announced he will theres another debate on channel 4 on sunday. Ta ke afternoon he has announced he will take part in the bbc Leaders Debate its less clear if mrjohnson on bbc one on tuesday, it will be will be taking part in that. One person who wont be after the next round of voting in the contest for number ten, it will is Health Secretary matt hancock, who this morning pulled out of the race. Have shifted up a gear. Another heres our Political Correspondent debate on channel 4, on sunday, less chris mason. Clear if mrjohnson will be taking borisjohnson hopes he will soon be pa rt clear if mrjohnson will be taking part in that. One person who will not, Health Secretary, matt hancock, who this morning pulled out of the moving house, his campaign race. Borisjohnson to be Prime Minister is cautious and well organised, keen to minimise moments who this morning pulled out of the race. Boris johnson hopes who this morning pulled out of the race. Borisjohnson hopes he will where he could slip up. Are you afraid of soon be moving house, his campaign scrutiny, or a gaff . His team know that avoiding is cautious and well organised, keen to minimise moments where he could public scrutiny entirely would be very risky, slip up. Are you afraid of scrutiny, giving critics a stronger case to question his legitimacy ora if he does win. Slip up. Are you afraid of scrutiny, or a gaff . His team know that there is no commitment to channel 4s debate avoiding public scrutiny entirely on sunday but a yes would be very risky, giving critics to the bbcs on tuesday. A stronger case to question his legitimacy if he does win. There is in the past, when you have had loads of candidates, it can be no commitment to channel 4s debate slightly cacophonous, on sunday but a yes to the bbcs on and i think the public have had quite a lot of blue on blue action, frankly, tuesday. In the past, when you have had loads of candidates, it can be over the last three years, we dont necessarily need a lot more of that. Slightly cacophonous, and i think the public have had quite a lot of all the other candidates spend the morning saying borisjohnson must take part in blue on blue action, frankly, over television debates, the last three years, we dont including channel 4s this weekend. Necessarily need a lot more of that. All the other candidates spend the public hustings is not the same morning saying Boris Johnson as the scrutiny of the media, the all the other candidates spend the morning saying borisjohnson must scrutiny of television ta ke debates, this is about morning saying borisjohnson must take part in television debates, the Prime Minister including channel 4s this weekend. Of the United Kingdom, public hustings is not the same as what would churchill say if someone who wanted to be the scrutiny of the media, the Prime Minister of the United Kingdom scrutiny of television debates, this was hiding away from the media, not is about the Prime Minister of the taking part in these big occasions . United kingdom, what would churchill the realjudgment the members say if someone who wanted to be Prime Minister of the United Kingdom of parliament have to make is who do was hiding away from the media, not they want going up against boris . Taking part in these big occasions. The realjudgment and there is only one way they can taking part in these big occasions. The real judgment the taking part in these big occasions. The realjudgment the members of parliament have to make is who do judge that, by seeing him on stage they want going up against boris, against the other candidates. And there is only one way they can judge that, by seeing him on stage against the other candidates. Enter next, former brexit secretary enter next, former brexit secretary dominic raab, nothing dominic rob, nothing says a says a politician doing politician doing a photo opportunity a photo opportunity more than a fluorescent jacket. More than a fluorescentjacket. Im looking forward to Building Momentum and testing the ideas and the policies of all brexit. Im looking forward to the candidates in these debates on sunday, a great opportunity for me. Building momentum and testing the ideas and the policies of all the and as for matt hancock, candidates in these debates on its lights, camera. Sunday, a great opportunity for me. And, the end of the action for him, and as for matt hancock, its lights, his attempt to be Prime Minister is over. I have put myself forward camera. And, the end of the action for him, his attempts to be prime as a candidate focused on minister is over. I have put myself forward as a candidate focused on the future, the partys understandably focused on the here the future, but the parties have and now, how we get through brexit understandably focused on the here in the next few months. And now, how we get through brexit in the next few months. And take a and so i have decided to withdraw from the contest. And take a look at this, look at this, mr hancock socking it mr hancock socking it to his former rival, dominic raab. This is what a feminist to his former rival, dominic rob. Looks like. This is what a feminist looks dominic raab has said that he does like. Dominic rob has said that he not see himself as a feminist. Does not see himself as a feminist. Here is the challenge they are facing, moving on injust a month. In the last hour, borisjohnson has given an extensive interview to my colleague mark mardell on radio 4s the world at one. Dominic raab. Here is the lets hear what he had to say challenge they are facing, moving on about the possibility of a no deal brexit. Injusta challenge they are facing, moving on injust a month. In the last hour borisjohnson has given an extensive interview to my colleague mark mardell i dont aim for no deal, i dont want no deal on radio 4s the world at one. Is the outcome of the talks, lets hear what he had to say about the possibility of course not, i dont want us of a no deal brexit. I dont idontaim i dont aim for no deal, i dont to leave with a wto solution, wa nt i dont aim for no deal, i dont want no deal is the outcome of the that is my number one priority, that is not what i am aiming for. Talks, of course not, i dont want but i certainly dont think that us talks, of course not, i dont want us to leave with a wto solution, some of the promises of doom and disaster are true, i think you will find plenty thatis of people who will give you a very us to leave with a wto solution, that is my number one priority, that is not what i am aiming for. But i different verdict about what no deal would mean. Certainly dont think that some of the promises of doom and disaster so why do you want to do it . Are true, i think you will find preparations are very extensive, because i think we can get plenty of people who will give you a to a situation where we are able very different verdict about what no to leave smoothly, deal would mean. Very different verdict about what no dealwould mean. So why very different verdict about what no with an orderly, managed brexit, deal would mean. So why do you want to do it . Preparations are very and that is what we should be aiming for, but the only way to make sure extensive, because i think we can get to a situation where we are able that we convince our partners to leave smoothly, with an orderly, we are determined to get that managed brexit, and that is what we outcome is to prepare for no deal. Should be aiming for, but the only way to make sure that we convince and. I think people understand that. Oui way to make sure that we convince our partners we are determined to at the end of october, get that outcome is to prepare for that is not realistic. On the contrary, i think no deal. And. I think people it is perfectly realistic understand that. At the end of and there is a clear way that the now effectively defunct october, that is not realistic. On Withdrawal Agreement can be disaggregated, the contrary, i think it is the good bits of it perfectly realistic and there is a can be taken out. Clear way that the now effectively one thing that would be right to do, defunct Withdrawal Agreement can be and which i suggested straight disaggregated, the good bits of it after the referendum result three can be taken out. One thing that years ago, and what we should do, is take the provisions on citizenship, take the offer would be right to do, and which i suggested straight after the that we make to the 3. 2 million Eu Referendum result three years ago, and what we should do, is take the provisions on citizenship, take the citizens european eu citizens offer that we make to the 3. 2 million eu citizens european eu citizens in our country and do it in a. Do it of our own accord, there is the question of the eu pension in our country and do it in a supererogatory way, rights, Ongoing Court case is, just do it of our own accord, do it in there is the question rights, Ongoing Court case is, just do itina rights, Ongoing Court case is, just of the eu pension rights, do it in a supererogatory. It is the Ongoing Court case is, irish backstop, that is the problem. Just do it in a supererogatory. It is the irish backstop, the fundamental flaw in the current that is the problem. The fundamental flaw in the current Withdrawal Agreement, which everyone Withdrawal Agreement, which everyone understands, understands, is the irish backstop is the irish backstop arrangements. Arrangements. Supererogatory why. That hobsons choice, which presents any uk government with, that hobsons choice, which presents of either being unable any uk government with, of either to set our own economic and political destiny or having to give up the government of Northern Ireland. Being unable to set economic and political destiny or having to give up political destiny or having to give everybody understands up the government of Northern Ireland. Everybody understands the floors in the backstop. Supererogatory way. Flaws. Mps on the flaws in the backstop. Mps on all sides of all sides of the house agreed that, the house agreed that, it is something that united mps on all sides of the house when they voted for the brady amendment, now, oui voted for the brady amendment, now, our friends voted for the brady amendment, now, ourfriends in voted for the brady amendment, now, our friends in parliament, voted for the brady amendment, now, ourfriends in parliament, they will say it is impossible, and i it is something that united mps on all sides of the house when they voted for the brady perfectly understand that, but i amendment, now, our friends think that actually, there is a in parliament, they will say solution to be arrived at, in that it is impossible, and i perfectly understand that, but i think that area, and we should work very hard actually, there is a solution to be arrived at, in that area, for it. Do you understand. In the and we should work very hard for it. Do you understand. Meantime, in the meantime, it is in the meantime, in the meantime, it is absolutely crucial to prepare absolutely crucial to prepare for no for no deal and i dont share deal and i dont share the deep the deep pessimism of some people pessimism of some people about the about the consequences of no deal, that is not to say i dont think consequences of no deal, that is not there will be some difficulties that need to be addressed, to say i dont think there will be and we must make sure that we can some difficulties that need to be address them but unless we get ready and unless we show fortitude and determination, i dont think that we will carry addressed, and we must make sure conviction in brussels that we can address them but unless about the deal we want to do. We get ready and unless we show our Political CorrespondentJonathan Blake said borisjohnsons fortitude and determination, i dont think that we will carry conviction strategy seems to be to take a step back in order to protect the lead in brussels about the deal we want that he has at this stage. To do. Borisjohnson, we Boris Johnson, we can borisjohnson, we can go to our it was an easy attack line for Political Correspondent in borisjohnsons opponents in this westminster, in the last few contest. Jeremy hunt, the foreign secretary minutes, jeremy hunt has said, this morning, evoked the sounds like somebody was listening memory of Winston Churchill saying, to the today programme this what would churchill say if one of the candidates refused to take part morning, taking credit for boris in a televised debate, johnson changing his mind. Really he who was bidding to be our next had no choice in taking part in at minister . Least one of these debates. The so yes, he is taking credit for that, criticism was only growing and it and it has been a chorus of was an easier tag line for boris disapproval amongst Boris Johnsons johnsons opponents in this contest, opponents over his apparent lack of enthusiasm or refusal up until now jeremy hunt evoked the memory of to confirm that he would take part Winston Churchill, saying, what in these televised debates. Would churchill say if one of the candidates refused to take part in a so it was getting to be something of a televised debate who was bidding to distraction and something of a problem for him, be our next Prime Minister. So, he an empty chair, an empty podium in a televised is taking credit for that and it has debate never looks good. And his campaign and mrjohnson been a chorus of disapproval among himself have clearly Boris Johnsons been a chorus of disapproval among taken the view that they are better borisjohnsons opponents been a chorus of disapproval among Boris Johnsons opponents over been a chorus of disapproval among borisjohnsons opponents over his off biting the bullet and diving in. Apparent lack of enthusiasm or interestingly, he has only confirmed refusal up until now to confirm that he will take part in the bbc debate he would take part in these which is next tuesday. Televised debates. It was getting to by that point, there will be have be something of a distraction and something of a problem for him, been another secret ballot empty chair, empty podium, televised debate, never looks good. His and the field will have been narrowed further by at least one candidate, if not more, dropping out by then. Campaign and mrjohnson himself have clearly ta ken and being eliminated by then. Campaign and mrjohnson himself have clearly taken the view they are better off biting the bullet and it will be a narrow contest, a narrower debate, and one that mrjohnson clearly diving in. Interestingly, he has feels now is the time to only confirmed he will take part in engage with. The bbc debate, next tuesday, by there is a channel four debate that point there will have been on sunday that we dont know about and of course another secret ballot and the field there is the regular will have been narrowed further by round of interviews, at least one candidate, if not more, andrew marr on sunday morning, do we know if hes going to be taking part in things like that . Dropping out by then, and being no, it is unclear, as you say. Eliminated by then. It will be a they have not specified. Narrower contest, a narrower debate, borisjohnson has not and one which mrjohnson clearly specified nor has his feels now is the time to engage with. Channel 4 campaign whether he will take part feels now is the time to engage with. Channel a debate on sunday that we dont know about and the in that channel for debate and as for any further broadcast interviews regular round of interviews, andrew marr, sunday morning, do we know if between the one he gave today and he will be taking part in things like that . Unclear, they have not the one at the world at one specified, borisjohnson has not on radio four and that televised debate next tuesday, specified, borisjohnson has not specified, nor have his campaign, it doesnt seem like whether they will take part in that going to suddenly open the floodgates and appear in front of channel for debate and as for any the cameras and microphones at any further broadcast interviews, given opportunity because i think between the one he gave today, world the campaign, Boris Johnsons campaign will stick carefully to the at one, and the televised debate, strategy which appears to be so far to hold back, enjoy and consolidate their status next tuesday, it does not seem like as the frontrunner in this campaign. He is going to suddenly open the allow his opponents floodgates and appear in front of to squabble and debate amongst the cameras and microphones at any themselves who is going to be given opportunity. The campaign, in second place and join him on the ballot, but make sure he doesnt do Boris Johnsons campaign, will stick anything to lose the lead that he carefully to the strategy, which has. Appears to have been, so far, to chuka umunna, who left labour earlier this year hold back, enjoy and consolidate to help form the change uk party, their status, as the frontrunner, in has joined the liberal democrats. A warning, these next pictures campaign, allow his opponents to contain flash photography. Speaking earlier, the former squabble and debate among themselves shadow business secretary who is going to be in second place said he was absolutely delighted to have joined the party. Andjoin him on who is going to be in second place and join him on the ballot, but make earlier he admitted he had sure he doesnt do anything to lose massively underestimated the difficulty of setting the lead that he has. Thank you very a new party up. A couple have been found guilty of murdering a vulnerable much. Young woman in inverclyde more than 18 years ago. One of them was also found guilty of fraudulently chuka umunna, who left labour collecting her benefits, earlier this year to help form worth £182,000. The change uk party, a jury at the high court in glasgow has joined the liberal democrats. Convicted Edward Cairney and avriljones of killing a warning, these next pictures 19 year old Margaret Fleming between december contain flash photography. Speaking in the last 1999 and january 2000. Half an hour the former shadow business secretary said margarets body has never been found. He was absolutely delighted lorna gordon reports. To have joined the party. Earlier he admitted he had massively underestimated the difficulty of setting a new party up. Edward cairney and avriljones. A couple have been found guilty the supposed carers of a vulnerable young woman, who instead became her killers. Of murdering a vulnerable young woman in inverclyde more than 18 years ago. One of them was also found in a bbc interview before the were charged, they denied guilty of fraudulently Margaret Fleming had been harmed. Collecting her benefits, worth £182,000. Tell us, did either a jury at the high court in glasgow of you harm margaret . Convicted Edward Cairney no. And avriljones of killing 19 year old margaret far from it. Fleming between december 1999 and january 2000. Margarets body has never been found. Lorna gordon reports. Edward cairney and avriljones. So margaret is alive and well, the supposed carers and she has come to no harm . Of a vulnerable young woman, thats right. Who instead became her killers. No harm, unless she has got harmed in the last couple of weeks. But margaret, a quiet, in a bbc interview before shy girl had come to harm. The were charged, the teenager had moved they denied margaret into the couples home in inverkip fleming had been harmed. After herfather died. Tell us, did either on one occasion, she was seen there of you harm margaret . No. With duct tape around her wrists. Far from it. So, margaret is alive and well, on another, with cardboard and she has come to no harm . Tubes covering her arms up to her shoulders. Thats right. Margaret was last seen alive just no harm, unless she has got harmed before christmas in 1999. In the last couple of weeks. But it was 16 years before anyone but margaret, a quiet, noticed she had gone. Shy girl had come to harm. There was a large search for her, the teenager had moved but police found no evidence into the couples home in inverkip that margaret was alive. After herfather died. The couple made fantastical claims to try and cover up their crimes. On one occasion, she was seen there that margaret was scared with duct tape around her wrists. Of the police and had run away. On another, with cardboard that she had left to tubes covering her arms become a gang master. Up to her shoulders. That she was a frustrated spy. Margaret was last seen alive just before christmas in 1999. But it was 16 years before anyone noticed she had gone. It was left to one of her former teachers to talk there was a large search for her but police found no evidence about the real margaret. An isolated teenager who nobody was looking out for, that margaret was alive. Who disappeared without anybody even realising she was gone. The couple made fantastical claims i taught margaret for two years, to try and cover up their crimes. And i am here speaking that margaret was scared about her as a person, of the police and had run away. That she had left to and i the only person become a gang master. That she was a frustrated spy. That we have been able to find it was left to one of her who really remembers her. Former teachers i am the only person. To talk about the real margaret, and i think that is one an isolated teenager who nobody of the saddest things, was looking out for, is that this wee girl has who disappeared without anybody even just been forgotten. Realising she was gone. Forgotten for almost 20 years. But no longer. I taught margaret for two years, and i am here speaking Margaret Flemings murderers finally brought to justice. They will be sentenced next month. About her as a person, lorna gordon, bbc news at the high court in glasgow. Detective superintendent paul and im the only person livingstone, the senior that we have been able to find investigating officer on the case, who really remembers her. And i think that is one of the saddest things, gave this statement earlier is that this wee girl has just been forgotten. Forgotten for almost 20 years. But no longer. The horrific conditions in which she Margaret Flemings murderers lived were utterly disgusting finally brought to justice. They will be sentenced next month. And uninhabitable. For cairney and jones to continue the charade lorna gordon, bbc news, that she was still alive for all these years at the high court in glasgow. Was absolutely abhorrent. With one of the reasons being for financial gain. We will never knowjust how margaret well, detective superintendent paul was killed, what we do know livingstone, the senior investigating officer on the case, is that she lived her last days gave this statement in what can only be a short time ago described as a living hell. The conditions in which she lived were utterly disgusting and uninhabitable. She must have felt that she was for cairney and jones alone in the world with no one to continue the charade that she was still alive coming to help her which isjust for all these years absolutely heartbreaking was absolutely abhorrent. To think of. All of the detectives that worked with one of the reasons being for financial gain. On this complex enquiry, we will never knowjust how margaret was killed, were resolute in their aim to secure justice for margaret. What we do know is that they wanted to be the advocate she lived her last days that margaret never had. In what can only be margaret was just a young woman described as a living hell. When she was murdered, she must have felt that she was who knows what she might have gone alone in the world with no one coming to on to achieve in her life had it not help her which is just absolutely heartbreaking been ended so prematurely to think of. At the evil and greedy hands of cairney and jones . All of the detectives that worked thank you. On this complex enquiry, were resolute in their aim to secure justice for margaret. They wanted to be the advocate youre watching afternoon live. These are our headlines. That margaret never had. Margaret was just a young woman the front runner in the tory leadership race, Boris Johnson, when she was murdered. Says he will take part in the bbc who knows what she might have gone tv debate next week. On to achieve in her life had it not been ended so prematurely the Health Secretary matt hancock drops out of the conservative leadership race. So far he hasnt said which of the remaining six at the evil and greedy hands candidates he will give of cairney and jones . His backing to. Thank you. Whole families gone, young and old. Covered in a screen, but the remains mary mendy. Of the tower still dominate this corner of london. All 72 were named this morning in st helens church, in a service described two years on, the community has come as of remembrance and resilience. Together once again to remember. Forever in our hearts. Nabil choucair lost six members of his family that night. Its to make sure that theyre never forgotten. Its also so that we all give our i know a change is going to come prayers to all of the 72 members, ooh, yes, it will. At 12 noon, getting the community all together 72 seconds of silence. And ensuring that we will stick by each other, year after year, until we get the justice and what were looking for. The Public Inquiry into what happened is ongoing zainab choucair. And will be for some time. Mierna choucair. The frustrations of many whole families gone, young and old. Were voiced here today. It is and should be a matter mary mendy. Of national shame, all 72 were named this morning in st helens church, that Grenfell Tower was allowed in a service described to get to the state, as of remembrance and resilience. Where a small fire in a faulty fridge forever in our hearts. On the fourth floor could cause so much devastation. That two years on, we seem still no clearer on where responsibility lies and where buildings across the country are still covered i know a change is going to come in cladding similar to that which seems to have ooh, yes, it will. Caused the fire here. At 12 noon, 72 seconds of silence. This was a service by and for a community whose members have tried so hard to help each other over the last two years. Sarah campbell, bbc news. The Public Inquiry into what happened is ongoing and will be for some time. The frustrations of many our correspondent Richard Galpin were voiced here today. Is in kensington in west london. It is and should be a matter of national shame, that given the significance of the dates Grenfell Tower was allowed to get today, how would you assess the mood to the state, or a small fire in a faulty fridge there . It has been a very moving on the fourth floor could cause so much devastation. Time, very dignified service, very that two years on, we seem still no colourful, and very important, as we clearer on where responsibility we re lies and where buildings colourful, and very important, as we were hearing in the piece, many people saying it is absolutely vital across the country are still covered that these anniversaries continue to in cladding similar to that be held, every year. Among the which seems to have caused the fire here. Activists there are concerns that otherwise, the whole issue, what this was a service by and for happened at grenfell, will eventually be forgotten, one person a community whose members have tried so hard to help each other over says they are worried it will be the last two years. Swept under the carpet. What is happening, what has happened today, sarah campbell, bbc news. Is absolutely vital for the community and it has been a very our correspondent Richard Galpin has been in kensington in west london, moving and dignified service. Anyone and hes been explaining who goes past the tower, grenfell the significance of tower, today, will see that it is commemorating the anniversary. Many people say it is absolutely still covered, and the memorial is vital that these anniversaries continue to be held every year. Still covered, and the memorial is still there. What is the plan for the site, richard . It has not been amongst the activists, there are concerns that otherwise, the whole issue that happened at grenfell decided, that is something that is would just eventually be forgotten. Still to be debated, obviously, for one person saying it would literally the people who have been living be swept under the carpet. There, whether it is to be rebuilt so, what has happened or pulled down completely. It is a today is absolutely very important issue but it has not vital for the community. Yet been resolved. Thank you very as i say, it has been a very moving and dignified service here. Much for that. And anyone who goes past the tower, Grenfell Tower, today will see that it is still covered, and the memorial is still there. Joining me now from salford what is the plan for the site richard . Is mark bottrel, it has not been decided i think. He is a cladiator campaigner, that is something which is part of an organisation which represents 12 still to be debated. Manchester tower blocks with fire safety issues, obviously for the people who been one of which is marks home. Living there, whether it is two years on, what has been to be rebuilt orjust to be pulled down completely. It is obviously a very, achieved . Not much, the government has made some Funds Available but as very important issue but has not been resolved so far. Faras we are has made some Funds Available but as far as we are concerned, things have not moved far at all, two years on, and there are thousands and thousands of people still living in flood warnings are the same dangerous buildings. Still in place in parts of the midlands and north west looking back on last week, where we of england, as heavy rain continues to cause problems. About 400 passengers were stranded saw the barking building go up in on a train near corby for eight hours after a landslide, flames and how quickly it went up, caused by flooding, how scary is that . For me, that same blocked the line. And a military helicoper was called into help shore up a riverbank in lincolnshire, after heavy rain. Builder, that built that block, is phil mackie has the details. The raf has spent the night trying the same builder that built my blog to repair a breach in flood defences and we have timber cladding on my on the river steeping, which has caused severe flooding building, so, can you imagine, it is in wainfleet to more 70 homes, pretty nerve racking, going to bed at night. Would you sleep in my bed, and that number could rise. I dont think many people would stop more than. What you are living in fear . Police say its one of the most challenging emergencies that the countys ever faced. Absolutely, i was away when i saw its been three days of pain for those communities in wainfleet. To discover that your house has been flooded is, the newspaper report about barking of course, really upsetting. Butjust to see theyve been fantastic. The newspaper report about barking but just to see the flames and how some of the heroic efforts by those quickly it went up, there is fire rescue officers. Thousands of people going to bed at a real challenging operation night and if something happens, what here in lincolnshire. Chances would you have to get out. Rail passengers had to be rescued near corby last night, im on the fourth floor, i dont after first one and then a second train became trapped have a balcony, there is not that by flooding and a landslide. Many big windows. I would be stuck, its been a week when its seemed like it would never stop raining, i would be stuck. Three days after which would be less of a problem grenfell, the Prime Minister, if it werent the middle ofjune. Theresa may, stood and said the it is unusual, and weve got a lot government would do all it could to of people by rivers, prevent something happening again, and to protect People Living in who perhaps wouldnt normally be on holiday, camping, tower blocks. Has the government that kind of stuff. What were urging is people, done enough . Absolutely not, two if you are near rivers, they are very high and theyre very years on, you know, the government, swollen, theyre reacting very quick to rain, you know, they did do something, increased vigilance, be very careful about your surroundings. The rain is easing off they change the regulations, that and the forecast is a little bit was a good step but they had better, but the rivers regulations in place to begin with are still filling up and the peak here in worcester isnt expected which allowed builders to build until late tomorrow afternoon. Buildings which are unfit for living which means the disruptions going in. They have got to start putting to continue for a few more days, on pressure, the builders have to get together, with the government, and those with weekend plans willjust have to make the best and actually start progressing this. Of it, which will suit some more than others. Phil mackie, bbc news, worcester. The government should put pressure on the developers to say, stop what youre doing. There is all these a high courtjudge has ordered extra powers for an inquiry People Living in unsafe housing. We are waiting for an what sort of extra powers have they engineers report, to come out, next called for . The judge has been very week, and it will give us a very clear that this enquiry into the good idea, the thing is, the allegations of abuse at brook house figures, looking at other blocks, near Gatwick Airport must have they have been quoted between 20 and powers to compel witnesses to attend £80,000. You know, most of the flats in my blog are not worth much more the hearing. Some of the hearings than that. Most people would be must be held in public and also the giving their keys back into the Mortgage Companies because they would not be able to forward it, they would be homeless. It is such a lot of money, for a lot of people that will not be able to pay it. Lot of money, for a lot of people that will not be able to pay itm i was talking to you, two years ago, just after this dreadful tragedy at two former detainees, who alleged grenfell, and said to you, in two they were abused and have brought this legal case, they must be yea rs grenfell, and said to you, in two years time, we will still be properly funded and represented. She discussing this, what would you have said these were repeated incidents of abuse that were openly conducted said to me then . I think i would in full view of other staff and detainees. She said there was a real risk, amounting to an overwhelming have been gobsmacked, because i probability that former gas staff cannot believe that is actually will not attend the hearing. She happening. I would went on to say that immigration cannot believe that is actually happening. Iwould have cannot believe that is actually happening. I would have said, cannot believe that is actually happening. Iwould have said, no, because surely our government, we live in the 215t century here, you detainees were uniquely vulnerable know, we expect to go home to houses that we have had built by developers and the Abuse Detainees must have that we have had built by developers that have been regulated to be safe, the opportunity to see and confront and yet we are not. I think it is their abusers on equal terms. A very strong ruling from the judge about this enquiry which has been set up disgusting. They have to stop by the home office and will be led by the home office and will be led talking about brexit so much and start thinking about peoples lives by the home office and will be led by the provisions and probation ombudsman. The home office has said and making us feel safe in our own homes. Very good of you to join us, it will consider the ruling. There thank you for your time this afternoon. Is still a possibility they may flood warnings are still in place in parts of the midlands and north appeal against it. Some people who west of england, are campaigning for this enquiry to as heavy rain continues to cause problems. Be held in public with full powers about 400 passengers were stranded said the only type of enquiry that on a train near corby for 8 could be held which had those powers hours after a landslide, isa could be held which had those powers is a full public enquiry. The judge caused by flooding, blocked the line. Has not gone that far but it may be and a military helicoper that, in the months to come, the was called into help shore up home office decides that is the only a riverbank in lincolnshire, after heavy rain. Type of enquiry to satisfy the terms phil mackie has the details. Of the ruling or they could take it the raf has spent the night trying to repaira to another stage and try to satisfy the raf has spent the night trying to repair a breach in flood defences the terms. These are very serious on this river, which has caused allegations and must be properly severe flooding in wayne fleet, to investigated with detainees on an more than 70 homes, and that number equal footing to those on the other could rise, one of the most side from the home office and gas challenging emergencies that the cou nty challenging emergencies that the county has ever faced. We have had an area of high here in worcester isnt expected pressure to the west of the uk and until late tomorrow afternoon. Which means the disruptions going an area of High Pressure across to continue for a few more days, polar regions which has been a feature of the summer so far. That and those with weekend plans willjust have to make the best is probably why our weather has been u nsettled is probably why our weather has been unsettled for so long. The areas of of it, which will suit some more than others. Low pressure have not lived north phil mackie, bbc news, worcester. Eastwards over scandinavia as they lets find out what is in store for would normally do. It has been in a pressure cage and the low pressure all of us, the Weather Forecast. Has been spinning around. It does notjust all of us, the Weather Forecast. Not just that part all of us, the Weather Forecast. Notjust that part of all of us, the Weather Forecast. Slowly fill. The air spirals into not just that part of the all of us, the Weather Forecast. Notjust that part of the country that has been hit by this. No, we them like a hurricane and the are running through a weeks worth of pressure gets less low over time and data and you can see the uk is hit the weather gets a little less bad by several areas of cloud and low over time and that is kinda what is pressure, some of the heaviest rain was on monday, spinning around happening. A little less low and a different parts of the uk for the la st little less bad. There is a song in different parts of the uk for the last few days, each of these weather systems has been picking up very warm airfrom systems has been picking up very warm air from the near continent and mixing it with cooler air, coming down from polls, the big contrast is there, isnt there . The california coastline throws up some unexpected challenges the deep pessimism of some people for all the players, about the consequences of no deal and as youre about to see also the local wildlife. Stop that is not to say that i dont think there will be some this deer not only held up play, difficulties that need to be for a while with his charge up addressed. They i dont know how we go from a shot ofa dearto dont want a border of course. They i dont know how we go from a shot of a dear to alligators. Its good dont want a border of course. They dont want a hard border, but they to have you back. Dont want a hard border, but they dont want a hard border, but they dont want goods coming in with different regulations. Those lets return to the tory leadership race and the Health Problems are easily capable of secretary matt hancock has, this morning, pulled out of the contest. Solution as i think the commission in the first ballot of tory mps has said in the past with maximum yesterday, mr hancock came sixth with 20 votes. Facilitation techniques. At the his withdrawal leaves six candidates in the race. Moment, you have goods with, mr hancock said he was talking to other contenders, but wasnt endorsing conforming to different standards. Anyone else at this stage. France has different laws on flame he spoke to our deputy political editor, john pienaar. Reta rda nt france has different laws on flame retardant furniture. But we have no the party is clearly looking checks at the borders to intercept for a candidate to deal with the here and now. Goods from france. So there are i very much put myself forward as a candidate focused on the future, and so i have decided to withdraw from the race and instead, ways. Say we do a deal with see how best i can advance those values within the party, america and we allow, whether it is a good thing or bad thing, and the big and difficult task that we have a head. Chlorinated chickens. How do the europeans get that coming into the europeans get that coming into the a big disappointment to have to pull out in this way. European union . The obvious way is to make sure you have checks on naturally, you enter these anybody who breaks the law, as you contests in order to win, would expect. But you do it away and i have also tried to make that from the border. That is common happen on the values that i care ground. So you have to take your about, and making the argument check in to a border post somewhere . About the things that matter. Which could still be a target for the conservative party always needs terrorists. Anybody who breaks the to be pro business, pro enterprise, and i think that i have been winning law is going to be subject to checks that argument and more and more and investigation. You cant say to other candidates are starting to say these things, smugglers, show us what you are and that we need to be open and attracting voters smuggling. If youre talking about from the Centre Ground, voters who might vote for other parties, those who might think about that voting the Northern Ireland border, there for the labour party already is smuggling across that and the lib dems. Now, other candidates border. And they are intercepted in are making those arguments. The normal way. That is the ifeel like i have been winning important thing. There are ways of arguments, but it is also clear that doing this that do not require a where i had put myself forward ha rd doing this that do not require a as a candidate focused hard border. Do you really think you on the future, the partys understandably focused very much on the here and now and how can persuade the European Union of we get through brexit that . They would say it allows a in the next few months. So i have decided to withdraw flood of goods, particularly when you have been quite clear you would like this change because you want from the contest, and i will be different standards in britain. Looking to how i can make those like this change because you want different standards in britainlj do. So there are things you want values sing and make sure the party encapsulates the values looser standards for would get into that are so important. The European Union. They might, but iran says it categorically rejects us claims that it was then people would be breaking the behind attacks on two oil tankers law and there are ways of intercepting them that do not in the gulf of oman. Require hard borders. That is well acknowledged. But that is what we the us secretary of state, mike pompeo, said the type of weapons used indicate Iranian Forces were involved. Those should not preorder is this proof of iran trying by the backstop. They should be to remove evidence from one of the two tankers targeted in the gulf . Implement it into the period for discussion after we have left, in america says their video shows the context of our negotiation of irans revolution guard taking the context of our negotiation of the free trade deal. That is the away an unexploded mine, obvious solution. It is something which the us believes they planted on one of the ships. Thatis obvious solution. It is something that is agreed on all sides of the house. I accept that at the moment the eu will see, say, it is not the us navy also released these photos, ta ken earlier, of the same ship. One arrow pointing to where they believe a mine exploded, and the other where they think the mine was still attached. Possible. They are bound to say that america has no doubt iran was behind these attacks at present. I think they will find a on a critical shipping route. Way out. It would not be sensible britain says it will study the evidence, but it too for the eu and the uk to part in is pointing the finger at iran. We have no reason not to believe the american assessment, that kind of disorderly way. But if and our instinct is to believe it, we have to, if we have to get out on because theyre our closest ally and we are very worried about the situation in iran. What is called no deal terms, then irans still denying it. This morning in a tweet, it is our absolute responsibility to their foreign minister accused the us ofjumping to make prepare for it. And it is by allegations without preparing for it that we will a shred of evidence. What is clear is that tensions are rising. Prevent that outcome. If you as with iran angered by americas re imposition of sanctions over its nuclear programme, if you go and make this kind of and the us beefing up its military argument, the conversation we have presence in the region. Made about checks away from the borders, do you think they will neither side says they want a war, suddenly say oh, we didnt save but the United States is stressing before but now we agree with you. You can be more impressive as by i heard that minister than you were as foreign secretary, where you left many heads things have slowly changed shaking at your constant gas . On the since the early days of advertising. I hardly ever buy fairy liquid. Contrary. I think if you look at what happened when i was foreign secretary, we managed to organise the single sebago hill biggest depot but this is the first time that proper guidelines have come magic coot is pulled off when about into force to tackle the harm potentially caused by gender stereotypes. 30 countries around the world expeued 30 countries around the world expelled and 53 russian spies collectively in response to shops offering tattoos and piercings pose an infection risk, hundred and 53. We have heard and laws on who can work in them should be tightened, according to a leading Public Health charity. The Royal Society for Public Health says one in five adults Foreign Office diplomats say that in the uk now have a tattoo, they acted as your purpose keeper. And more should be done to protect them. Heres our health Foreign Office diplomats say that correspondent, dominic hughes. They acted as your purpose keeperlj for most people, getting think a tattoo or piercing they acted as your purpose keeper. think any more blue on blue action is a straightforward procedure. In this contest is not what i want but there are health risks whenever the barrier that is formed to get into. I was very proud as by our skin is broken, and Health Experts say not enough foreign secretary to have expanded is being done to prevent infection. Our network very considerably. To have championed female education around the world. And to have done the whole desire for body modification is something that has grown in the last couple of decades, quite a lot to stop the illegal as people become more interested wildlife trade around the world, to in their body image. And thats great, but the legislation just hasnt caught up, say nothing of a great commonwealth and we would like to see a level playing field, basically. Summitand many i think it would be useful say nothing of a great commonwealth summit and many other things. If you for anyone in the uk to know that, wherever theyre going, they can be assured that the person who is giving them a special procedure such as a tattoo look at what the Foreign Office has is suitably qualified in infection control, done, notjust with, with a number and so that it really does minimise the risk of side effects. Of difficult consulate cases, the number of shops offering tattoos and piercings has sympathies are with the cases of the rocketed in recent years, up by more than 170 consulate cases. But if you point injust a decade. The blame at the Foreign Office one in five of us now has a tattoo. Army. Iam the blame at the Foreign Office army. I am suggesting that you but, in a survey of more than 800 made a comment that was apparently people who were tattooed, pierced, untrue. If you point the finger of or underwent acupuncture blame at me or anybody who is trying or electrolysis in the last couple of years, 18 experienced negative side effects. To get Nazanin Zaghari ratcliffe out. I think you are unintentionally wales is the only part of the uk where a compulsory licensing scheme for tattoo parlours and others offering Similar Services is being introduced. Todays report says that not enough excusing those responsible. Those is being done in the rest of the country to protect the public who are illegally and inhumanely from potentially serious infection. Detaining those individuals. You can still make a statement that proves difficult. Didnt it suggest you didnt do your homework . People. The government announced plans to move the may bank holiday to a friday next year. This is to mark the 75th anniversary of victory in europe day, also known as ve day. We are talking about china and us relations. It has on a change hasnt . Quite a lot going on. We yet this is going to be quite costly to calendar makers who have already have had an agreement to suspend the printed calendars issue of intellectual property. Ahead of the new year. Lets find out what you do when faced with a problem like this. Andrew bennett is managing director at barleyhouse agency. You havent been giving enough notice . We first heard about this on we have also had a letter signed by some 200 countries in america. They saturday, a8 hours of debate, the are saying that they are part of an only decision we could make was to replant the calendars. It is still organisation called tariffs heart the heartland international. We have quite a long way till the 1st of january isnt it . We start printing had some figures out today that are on the 2nd ofjanuary for the not too bad. But it is the figures at the end of last week which began following year so probably 80 of our stock is now complete. We have to show that actually the trade war could be beginning to hit the got a00,000 calendars in stock, all economy quite hard. There are of which are wrong. We felt we had no choice but to reprint those thoughts about them making cuts in pages, we considered putting Interest Rates whereas last year we stickers on them, but even so we we re Interest Rates whereas last year we were talking about raising Interest Rates. Cutting Interest Rates is wa nt to stickers on them, but even so we want to maintain our reputation. We what you do when an economy is wa nt want to maintain our reputation. We slowing down. Lets talk to michelle want our counters to quote with the right states. There are also 18 who is on standby. Michelle, changes months and longer calendars answer . There are academic and other in the way that the us and china are calendars, but i was a 12 months for negotiating on business. Can you a normal calendar year. As one who buys calendars myself, electronic swing a bit more . This has been a ones are much easier to fix are the . Yes they are much easier to fix, there is still a Strong Demand for a bugbear of the us for a long time. Printed tangible calendar. Around 60 it has been one of the biggest million sold in the uk throughout sticking points. So the start of the year. And people do still enjoy seeing a shift we should interpret the year. And people do still enjoy asa seeing a shift we should interpret as a mood music ahead of the 620 the imagery 16 million. How much summit injapan. There has been all to speculation about whether or not the presence of the two countries will it cost to do this . We estimate would get together to face and some breakthrough could be made. This is £200,000 of cost. But also the a sort of sign that there are steps pressure on the team. We are losing being taken, whether or not it is time. Is it a big industry . You say enoughis being taken, whether or not it is enough is too soon to tell. We have not spoken about monday we are £200,000 as though you can take it . There are some company so wont be expecting a Us Trade Representative Office to hold sessions about the able to. It is not a particularly big industry. Thousand pounds will idea of imposing more tariffs on make a Significant Impact on the business. We will survive and we more chinese imported goods enter the United States. And i think that will continue, but it is certainly a is what is alarming certainly many situation which would be something companies here, because the tariffs we could do without. And very so far, well figures suggest they avoidable. It could have been are beginning to take at all, and avoided by announcing it 12 or 18 you see results from some companies months ago. You cant claim money back from the government . We have taking a hit, they have been beenin back from the government . We have been in touch but have yet to have a affecting a fairly narrow part of reply from them. They havent taken the economy. If these tariffs are this possibility and said i am sorry expanded on a broader range of goods this possibility and said i am sorry this is ourfault . We much of this you could start to see more people one up . We havent even had a reply affected by it. Orfound it one up . We havent even had a reply or found it too one up . We havent even had a reply orfound it too is studio this letter that macys and one up . We havent even had a reply or found it too is likely to be target have sent, it is us companies investigating it. Thank you very much. Who pay for these tariffs and very often the tweets which mr trump has put out asset it is china paying i still use calendar. Lets look at this money. It is actually American Companies and American Consumers the markets. The pound is actually paying most harass isnt it . companies and American Consumers paying most harass isnt it . I dont know if you can hear the optimistic crowd . Fairly sta ble know if you can hear the optimistic crowd . That know if you can hear the optimistic crowd . That is know if you can hear the optimistic the markets. The pound is actually fairly stable at the moment. The oil crowd . That is because a company is going public today. So a sense of prices are very volatile at the euphoria despite concerns about the moment because on one hand we have economy. I think if you look at how what is about middle eastern problems, the attack on the tankers, ta riffs economy. I think if you look at how tariffs work, the importer is the but also we have worries about one who pays them. Whether they choose to absorb that or try and slowing Global Demand because of slowing Global Demand because of slowing Global Demand because of force the person behind the product, slowing Global Economy and that means you should have less oil and therefore that should mean a lower in china, force them to reduce their price. So those forces working in prices, whether they are able to do opposite directions which is why you that or whether they decide they are seeing the oil price very have to pass it on retailers here who may then enter and pass it on to volatile. I was listening i promise. Customers, i think that is how the mechanism gets lost. Something that you never listen some news we are economists have tried to say is not clear that donald trump gets that when he talks about tariffs hurting getting from nhs england. Two more patients have died from eating the chinese. Most immediately it is the chinese. Most immediately it is the us importer who will pay that and the question is what they do with that. You have had 600 sandwiches. That brings the total number of deaths to five in this companies seeing look, escalating particular outbreak of listeria. We will get you more on that, public trade what is a lose lose situation and the quota study saying it could Health Seeing the victims were among basically lead tojob and the quota study saying it could nine patients affected in england. Basically lead to job losses. It could raise the cost of living by the deaths of two of the patients about 2000 for a family of four. From manchester royal infirmary, had painting a stark picture to try and get the message through to the also been confirmed already by the president. Thank you so much. Investigation. Public Health England has found three further cases of listeria will stop in addition to the original six. Sandwiches and salads from the Good Food Chain linked to the outbreak had been when billion dollars worth of shares withdrawn and production hasnt for that new country. Company. Stopped. It supplied a3 nhs trusts. The oil price is difficult to across the uk. Two more patients predict at the moment. Two things going in different directions. Problems about the middle east, problems with slowing growth and have died as a result of this problems with slowing growth and problems about less demand. So two listeria outbreak. We will bring you more later. The toy industry is massive. Forces pulling in opposite last year, 370 million of them directions difficult to know which way the oil price is going. Were sold in the uk alone. Thats all the Business News. And while unwanted toys do get passed on to younger children, the toy industry is massive their Component Parts make them last year 370 million of them difficult to recycle, meaning were sold in the uk alone. Many end up in landfill. So how do we get kids to think and while unwanted toys do get about the amount of plastic passed on to younger children, they are playing with, without spoiling their fun . Their Component Parts make them actress and greenpeace campaigner difficult to recycle, meaning Bonnie Wright has been investigating many end up in landfill. In a special report for bbc radio 5 live. Theyve also been found washed up on beaches across the country. Lets talk more about this now with someone who knows a lot about plastic toys i spoke to them. Emily stevenson. In fact she spends a lot of her time collecting them off beaches in the south of england. Emily stevensonjoins me now from plymouth. Emily, they call you the beach guardian. What do you do . I set up my own social enterprise called beach guardianjust idoa i do a lot, mostly getting community my own social enterprise called beach guardian just over a year ago beach cleans to pick up as much as now. As part of that i do different we possibly can. Also using this as things. Mostly organising beach an educational resource to further clea ns raise awareness of the impacts of things. Mostly organising beach cleans comic getting people picking up cleans comic getting people picking up as much as we can. I am also plastic pollution. And what you have using this as an educational found is that not only there is a resource to further raise awareness lot, but a lot of it is quite old. Of the impacts of plastic pollution. You found something which dated back and what you have found is not only to 19 six to six . Thats right. One a lot of it, but a lot of it is of my favourite pieces is scary quite old. You have found things dating back to 1966 . One of my actually, i kelloggs cereal toil. Favourite pieces i have found is the use to put toys in cereal, and really quite scary actually. It was it isa the use to put toys in cereal, and a kelloggs cereal toy. The use to it is a jeff tracey figure from the put toys in kelloggs cereal and it thunderbirds from 1966. So that shows that when plastic gets out is ourjeff tracy figure from the into the environment, it does not thunderbirds. From 1966. That shows breakdown. It has to be said you that when plastic gets out into the have cut something of a mood but you we re have cut something of a mood but you were doing something about this long environment, it does not breakdown. Before David Attenborough was it has to be said, you have caught something of a mood but you were talking about the oceans . M doing this long before david before David Attenborough was talking about the oceans . It has a lwa ys talking about the oceans . It has always resonated with me and i have attenborough was talking about the a lwa ys always resonated with me and i have always felt deeply connected to the oceans . It is something that has Marine Environment and it a lwa ys desperately needs protected. It is oceans . It is something that has always resonated with me. I have so empowering to see other people a lwa ys always resonated with me. I have always felt deeply connected to the get on board with the movement and Marine Environment. It desperately needs protected. It is so empowering the work with Bonnie Wright and the schoolchildren she has in working to see other people getting on board with. It is released because, to see with the movement now. And the work this coming from the children, and to see them take their future into with the movement now. And the work with the movement now. And the work with the schoolchildren that Bonnie Wright has them working with is very their own hands, is really what we need. We have all seen the power special. Because to see this coming that this can have with the school from the children and to see them ta ke from the children and to see them take their future into their own sites for climate and we have got hands,is take their future into their own hands, is really what we need. And we have all seen the power that this some fantastic remodels like Greta Thunberg and Bonnie Wright. You have can have with the school strikes for climate and we have got some fantastic role models now like greta been on youtube, lots of Youtube Thunberg and Bonnie Wright. You have posts telling people what you are up to and what they can do. What is no m essa g es been on youtube, telling people what to and what they can do. What is no you are up to and what they can do. Messages . Every week i try to do a what is in those messages . Every different message looking into week i do a tune in tuesday episode recycling tips, Different Things to and try and have a different message find on each cleans. I have some of every week. Looking into recycling them with me today. I dont know if types, Different Things to find on you will be able to see them because they are quite small. Here is a beach cleans. I act they have some of them with me today. I dont know if you will be able to see these piece of lego. These are lego could because they are quite small flowers. These come from a but here is a piece of lego, i have containership spillage that happened lots of different bits, these are in 1997 the year i was born. It was lego flowers. And these come from a a containership called the tokyo containership spillage that happened in19 97. Express, bound for new york. Containership spillage that happened in 19 97. The die was born. A on board was a container of lego and containership called the Tokyo Express containership called the tokyo a wave hit the ship and one of the ex press was containership called the Tokyo Express was bound for new york with the whole variation of cargo. On board was a container of lego and containers that was lost was full of a rogue wave hit the Tokyo Express lego. So we now find these lego lost at sea pieces washing up on our and one of the containers which was beaches. The ironic thing is that a lost was full of lego. So we are now lot of them are themed to do with finding these lego lost at sea pieces washing up on our beaches. The ocean. I have skippered tank. The ironic thing is that a lot of you can find lego flippers. So we these pieces are seen to do with the try and make our beach cleans more ocean. I have a scuba diver tank into an educational thing but also a treasure hunt. You can find these here, there are lego flappers. So pieces of lego and other cool try and make beach cleans into more ofan try and make beach cleans into more of an educational thing but also a things . I remember the cargo treasure hunt. Who can find these incident. Not you being born, but pieces of lego and other cool things remember the year. This is the to look out for . I remember that terrifying thing. What we do today, cargo instance. Not you being born. But id member that year. And this hangs around for decades. 100 . As i is the terrifying thing. What we do say, this is why it is so empowering today hangs around for decades. To see these children are taking their future into their own to see these children are taking 100 . As i say, this is why it is so theirfuture into their own hands. It is they are, they are the next generation like me and if we dont empowering to see these children taking their children into their own solve this now then we have got to deal with it for many generations to hands. They are the next generation, like me. And if we dont solve this come. You didnt find a yellow boat now, like you say we have to do with with a red funnel . I lost one back it for many generations to come. You in 1968. I will keep an iota. Didnt find the port i lost in 1968 . Booked. Iwill didnt find the port i lost in 1968 . Booked. I will keep an eye out. Good to talk to emily and good luck. Thank you. Hello. Youre watching afternoon live. Im simon mccoy. Today at a. Leading conservative leadership contender, borisjohnson, says he will take part in a televised debate on the bbc on tuesday. What i think the best solution would be would be to have a debate on what we all have to offer the country, our programme to take britain forward. And then there were six, after Health Secretary matt hancock pulls out of the conservative leadership race. Two years after the Grenfell Tower fire, a service of remembrance is held for the 72 people who lost their lives. The two carers convicted of murdering a 19 year old woman, whose death they covered up for 20 years. Margaret flemings benefits had been stolen and her body has never been found. Coming up on afternoon live, all the sport. Gavin. Scotla nd scotland are on the brink of being eliminated from the womens world cup eliminated from the womens world cu p after eliminated from the womens world cup after a 2 1 last to japan. Looking at the weather, here is chris. A particularly soggy week. The worst of the rain seems to be behind us but we have showers in the forecast. Behind us but we have showers in the hmmfid behind us but we have showers in the forecast. I will bring you the full Weather Forecast later on. Thanks, chris. Also coming up. Well be finding out about an oil rig takeover staged by green peace in the Cromarty Firth. Thats in news nationwide, just after a 30pm. Hello, everyone. This is afternoon live. He thinks theres a risk of too much blue on blue action during the leadership battle but, in the end, borisjohnson probably had little choice. As frontrunner he was facing increasing criticism for not doing media interviews. This afternoon hes announced he will take part in the bbc Leaders Debate on bbc1 on tuesday. It will be after the next round of voting when the contest for number 10 will have shifted up a gear. Theres another debate on channel a on sunday. Its less clear if mrjohnson will be taking part in that. One person who wont be is Health Secretary matt hancock who this morning pulled out of the race. Heres our Political Correspondent chris mason. Borisjohnson hopes Boris Johnson hopes he borisjohnson hopes he will soon be moving house. He is keen to minimise moments where he could slip up. His tea m moments where he could slip up. His team also no avoiding proper public scrutiny entirely would be very risky, giving critics a stronger pace to question his legitimacy if he does win. There is no commitment to the channel for debate on sunday but yes to the one on the bbc on tuesday. In the past, when you have had loads of candidates, it can be slightly cacophonous and i think the public has had quite a lot of blue on blue action frankly over the last three years. We do not necessarily need a lot more of that. All the other candidates spend the morning saying borisjohnson must take part in television debates, including channel as this weekend. Public hustings is not the same as the scrutiny of the media, the scrutiny of television debates, this is about the Prime Minister of the United Kingdom. What would churchill say if someone who wanted to be Prime Minister of the United Kingdom was hiding away from the media, not taking part in these big occasions . The realjudgment the members of parliament have to make is who do they want going up against boris . And there is only one way they can judge that, by seeing him on stage against the other candidates. Enter next, former brexit secretary dominic raab, nothing says a politician doing a photo opportunity more than a fluorescent jacket. Im looking forward to Building Momentum and testing the ideas and the policies of all the candidates in these debates on sunday, a great opportunity for me. And as for matt hancock, its lights, camera. And, the end of the action for him, his attempt to be Prime Minister is over. I have put myself forward as a candidate focused on the future, the partys understandably focused on the here and now, how we get through brexit in the next few months. And so i have decided to withdraw from the contest. And take a look at this, mr hancock socking it to his former rival, dominic raab. This is what a feminist looks like. Dominic raab has said that he does not see himself as a feminist. This contest is hotting up. Here is the prize they are facing, moving in injust a month. Boris johnson has given an extensive interview to my colleague mark mardell on radio as the world at one. Lets hear what he had to say about the possibility of a no deal brexit. Ido i do not aim for no deal. I do not wa nt i do not aim for no deal. I do not want no deal as an outcome of the talks, of course not. I do not want us to leave with a wto solution as my number one priority. How bad would it be for britain . my number one priority. How bad would it be for britain . I dont think some of the promises of doom and disaster are true. Plenty of people would give you a very different verdict about what no deal would mean and our preparations are very extensive because i think that we can get to a situation in which we can get to a situation in which we are able to leave smoothly, with an orderly, managed brexit, and that is what we should be aiming for but the only way to make sure that we convince our partners that we are determined to get that outcome is to prepare for no deal. I think people do understand that. By the end of october. Its not realistic. do understand that. By the end of october. Its not realistic. I think it is perfectly realistic and there isa it is perfectly realistic and there is a clear wavy now effectively defunct Withdrawal Agreement can be disaggregated, the good bits of it can be taken out. One thing that would be immediately right to do and which i suggested straight after the referendum result three years ago, i think what we should do is take the on citizenship, take the offer that we make to the 3. 2 million european eu citizens in our country and do it ina supererogatory way, do it of our own accord, there is the question of the eu pension rights, Ongoing Court case is, just do it in a supererogatory. It is the irish backstop, that is the problem. The fundamental flaw in the current Withdrawal Agreement, which everyone understands, is the irish backstop arrangements. Do not forget, that prison, that hobsons choice, which presents any uk government with, of either being unable to set our own economic and political destiny or having to give up the government of Northern Ireland. Everybody understands the flaws in the backstop. Mps on all sides of the house agreed that, condemned it. The solution is obvious. It is something that united mps on all sides of the house when they voted for the brady amendment, now, our friends in parliament, they will say it is impossible, and i perfectly understand that, but i think that actually, there is a solution to be arrived at, in that area, and we should work very hard for it. Do you understand. In the meantime, in the meantime, it is absolutely crucial to prepare for no deal and i dont share the deep pessimism of some people about the consequences of no deal, that is not to say i dont think there will be some difficulties that need to be addressed, and we must make sure that we can address them but unless we get ready and unless we show fortitude and determination, i dont think that we will carry conviction in brussels about the deal we want to do. Lets speak to our Political CorrespondentJonathan Blake at westminster. So he is definitely doing the bbc debate but still questions about whether he will do channel a. There are questions about whether he would do that debate which is due to take place on sunday. His decision to ta ke place on sunday. His decision to take part in the bbc debate on tuesdayis take part in the bbc debate on tuesday is clearly an indication that maybe the criticism that he is shying away from scrutiny in this contest was starting to hit home and starting to become something of a distraction. He was appearing very relaxed and willing to take on his opponents on tuesday when the field will be slightly narrower because there will be another secret ballot and at least one candidate will be eliminated almost certainly enact round and others may choose to drop out after matt hancock the Health Secretary took that decision himself this morning to make a dignified departure, rather than being eliminated without enough support to get through the next round on tuesday. He said he was pitching himself as a candidate for the future but the party clearly wanted someone to tackle the here and now. Someone else who does not have the vote yet to get through the next round is sajid javid but he is staying in the race. No, i am really thrilled to be going through to the second round. We have a great message which is really resonating with colleagues around the country. We had a great launch and i look forward to the next days and weeks ahead. These are all my friends in the campaign. They are all good people and the candidates will be talking to each other in the coming days and we will see what happens. How are you going to beat boris . He has done really well and is almost certain to be in the final two. He will go up against him . What i offer isa will go up against him . What i offer is a good choice, a fresh choice for the party and for the country. This isa the party and for the country. This is a big moment. We are notjust choosing the leader of the conservative party, it is the next Prime Minister of our country. I think a choice between boris and me, it isa think a choice between boris and me, it is a Good Opportunity for people to think about what kind of country they want. That is the big question. If as seems very likely Boris Johnson ends up in the final two, he will he face in a run off among the conservative Party Membership across the uk . Savage javid conservative Party Membership across the uk . Savagejavid saying he will bea the uk . Savagejavid saying he will be a good choice. Rory stewart is the rank outsider. Jeremy hunt, all saying they would be the right person to take on borisjohnson. Before long they will fall away and coalesce around one candidate. How quickly that happens remains to be seen at this stage. Do you have any questions for the Prime Minister, the new one, that is . Because on tuesday 18thjune bbc one will be hosting a live election hustings between all the candidates left standing for conservative leader, and one of them will be the person who moves in to downing street. Their debate will be shaped by your questions and were asking you to submit them in advance. E mail haveyoursay bbc. Co. A couple have been found guilty of murdering a vulnerable young woman in inverclyde more than 18 years ago. One of them was also found guilty of fraudulently collecting her benefits, worth £182,000. A jury at the high court in glasgow convicted Edward Cairney and avriljones of killing 19 year old Margaret Fleming between december 1999 and january 2000. Margarets body has never been found. Lorna gordon reports. Edward carney and abuljames, theyre suppose it carries other vulnerable young women who became her killers. In an interview they denied that Margaret Fleming had been harmed. Margaret is alive and well and she has come to no harm. U nless well and she has come to no harm. Unless she has come to harm in the last couple of weeks. That margaret had come to harm. She moved in with a couple after her father died. Had come to harm. She moved in with a couple after herfather died. On one occasion she was seen with duct tape around her wrists and another with cardboard tubes around her shoulders. She was last seen alive before christmas 1999 that it was 16 yea rs before before christmas 1999 that it was 16 years before anyone noticed she had gone. There was a large searchable her but police found no evidence that margaret was alive. The couple made fantastical claims to try and cover up their crimes. They said she had left to become a gang master or was a frustrated spike is that it was a frustrated spike is that it was left to one of her former teachers to talk about the real margaret. An isolated teenager who nobody was looking out for, who disappeared without anybody even realising she was gone. I taught margaret for two years, and i am here speaking about her as a person, and i the only person that we have been able to find who really remembers her. I am the only person. And i think that is one of the saddest things, is that this wee girl has just been forgotten. Forgotten for almost 20 years. But no longer. Margaret flemings murderers finally brought to justice. They will be sentenced next month. Lorna gordon, bbc news at the high court in glasgow. Detective superintendent paul livingstone, the senior investigating officer on the case, gave this statement earlier the horrific conditions in which she lived were utterly disgusting and uninhabitable. For cairney and jones to continue the charade that she was still alive for all these years was absolutely abhorrent. With one of the reasons being for financial gain. We will never knowjust how margaret was killed, what we do know is that she lived her last days in what can only be described as a living hell. She must have felt that she was alone in the world with no one coming to help her which isjust absolutely heartbreaking to think of. All of the detectives who worked on this complex inquiry, were resolute in their aim to secure justice for margaret. They wanted to be the advocate that margaret never had. Margaret was just a young woman when she was murdered, who knows what she might have gone on to achieve in her life had it not been ended so prematurely at the evil and greedy hands of cairney and jones . A high courtjudge has ordered extra powers for an inquiry into allegations of mistreatment by staff at an immigration Removal Centre run by gas. Undercover footage on the bbcs Panorama Programme showed detainees at brook house, near Gatwick Airport, being verbally and physically abused. Our home affairs correspondent, danny shaw, gave us this update from the high court. The judge has been very clear that this enquiry into the allegations of abuse at brook house near Gatwick Airport must have powers to compel witnesses to attend the hearing. Some of the hearings must be held in public and also the two former detainees, who alleged they were abused and have brought this legal case, they must be properly funded and represented. She said these were repeated incidents of abuse that were openly conducted in full view of other staff and detainees. She said there was a real risk, amounting to an overwhelming probability that former gas staff will not attend the hearing. That is why she believed this enquiry needs the powers to compel witnesses to attend. She went on to say that immigration detainees were uniquely vulnerable and the abused detainees must have the opportunity to see and confront their abusers on equal terms. A very strong ruling from the judge about this enquiry which has been set up by the home office and will be led by the provisions and probation ombudsman. Prisons and probation. The home office has said it will consider the ruling. There is still a possibility they may appeal against it. Some people who are campaigning for this inquiry to be held in public with full powers said the only type of inquiry that could be held which had those powers is a full Public Inquiry. Thejudge has not gone that far but it may be that, in the months to come, the home office decides that is the only type of inquiry to satisfy the terms of the ruling or they could take it to another stage and try to satisfy the terms. The judge believes these are very serious allegations and must be properly investigated with detainees on an equal footing to those on the other side from the home office and gas which ransacked facility at Gatwick Airport. Back to simon. Demonstrations have been taking place across switzerland, with protesters demanding greater change for gender equality. Swiss women say the country is progressing too slowly when it comes to issues like closing the gender pay gap. On average, women still earn 20 less than men. Our correspondent Imogen Foulkes is in bern. This is the scene in parliament square, in switzerlands capital of bern. Thousands of women have been arriving here all day, and it is a scene that is being repeated in every town across the country. You might ask yourself why in switzerland, a wealthy country where salaries are high, do women feel the need to go on strike . The fact is equality has arrived pretty slowly here. Women didnt even get the right to vote until 1971. 20 years after that, 1991, there were still no women in the swiss government and no paid maternity leave. That was when the first strike happened. Half a million women took part. Today, swiss women are saying, ok, time for one last push. We still dont have real equal pay at work. We earn 20 less and our main counterparts. Swiss women find it hard to juggle work and family. They find it hard to find childcare. So what all these women gathered here today are hoping, is that with this new strike, where there could be even more than half a million, they will be able to encourage politicians and employers to take those last few steps so that what women here view as true equality, where men and women work side by side, completely equally, can finally be achieved. Shops offering tattoos and piercings pose an infection risk, and laws on who can work in them should be tightened, according to a leading Public Health charity. The Royal Society for Public Health says one in five adults in the uk now have a tattoo, and more should be done to protect them. Heres our health correspondent, dominic hughes. For most people, getting a tattoo or piercing is a straightforward procedure. But there are health risks whenever the barrier that is formed by our skin is broken, and Health Experts say not enough is being done to prevent infection. The whole desire for body modification is something that has grown in the last couple of decades, as people become more interested in their body image. And thats great, but the legislation just hasnt caught up, and we would like to see a level playing field, basically. I think it would be useful for anyone in the uk to know that, wherever theyre going, they can be assured that the person who is giving them a special procedure such as a tattoo is suitably qualified in infection control, and so that it really does minimise the risk of side effects. The number of shops offering tattoos and piercings has rocketed in recent years, up by more than 170 injust a decade. One in five of us now has a tattoo. But, in a survey of more than 800 people who were tattooed, pierced, or underwent acupuncture or electrolysis in the last couple of years, 18 experienced negative side effects. Wales is the only part of the uk where a compulsory licensing scheme for tattoo parlours and others offering Similar Services is being introduced. Todays report says that not enough is being done in the rest of the country to protect the public from potentially serious infection. Research from america suggests people who strike up conversations with strangers on public transport have a significantly happier time than those who dont. But is that true in britain . As part of the bbcs crossing divides season, which aims to bring people together, john maguire has been to make small talk on a birmingham bus. At least the sun is out. I want to sit at a cafe outside. You may warn our children of stranger danger, but the idea here is for adults to build bridges by talking to someone they have never met before. Uk crossingdivides the toy industry is massive last year 370 million of them were sold in the uk alone. And while unwanted toys do get passed on to younger children, their Component Parts make them difficult to recycle, meaning many end up in landfill. So how do we get kids to think about the amount of plastic they are playing with, without spoiling their fun . Earlier i spoke to emily stevenson, the co founder of beach guardian. She spends a lot of her time collecting toys and other debris off beaches in the south of england. It has always resonated with me. It is so empowering seeing other people get on board with the movement, the work with Bonnie Wright and the schoolchildren she has in working with is rarely special, because to see this coming from children and to see this coming from children and to see them take their future into their own hands is really what we need. We have all seen the power that this can have with the school strikes for climate and we have some fantastic role models like Greta Thunberg and Bonnie Wright. You have been on youtube, lots of youtube posts telling people what you are up to. And what they can do. What is in those messages . Every weeki do in tuesday episode and episode and try and triad, different message every week. Different recycling taps, Different Things defined on beaches. I have some of them with me. The year i was born. It was a containership cold too. It was bound for new york it hit the ship a rogue wave hit the ship and one of the containers lost was the one full of lego. So we are now finding these lego lost at sea pieces washing up on our beaches but the ironic thing is that a lot of these pieces are themed to do with these pieces are themed to do with the ocean. I have a scuba tank. You can find flippers. We are trying to turn this into an educational thing but also a treasure hunt. You can go out and find the other cool things to look out for . I remember the cargo incident. I remember that year. This is the terrifying thing. What we do today hangs around for decades. 10096 and as i say, this is why it is so empowering to see these children taking their future into their own hands. They are the next generation like me and if we dont solve this now, and like you say, we have got to deal with it for many generations to come. Now on afternoon live lets go nationwide and see whats happening around the country in our daily visit to the bbc newsrooms around the uk. So strong, so community they are. So strong, so Community Spirited, some really heartfelt donations by all of that community. They have absolutely rallied around and a testament to their Community Spirit today. On top of all of that, we have 50 fire and rescue officers who are supporting that local rescue. It is probably too early to assess, but how much damage has been caused . We dont know the financial damage, but we have people waste deep in water in their homes, trains delayed, roads closed, it will be substantial. And it is likely to continue as the water levels are continuing to rise even though i huge effort is being made to slow. It has already been slowed, but to stop that beach. On the other hand, you have a global slowdown. A lot to do with trade wars in china, and people feel it is naturally cyclical. We have been on a boom in america, the economy in america has been great for ten years. Historically there is no period in history that has has ten yea rs no period in history that has has ten years of consistent growth. People feel that might come to an end which pushes the oil prices in the other directions. We have got james here. Do you get any sense of a direction with this oil price or are you resigned to the fact this will go up and down . The consensus expectation is that the medium term outlook is still a price turned lower impact not only because of the supply challenges where many more people want to pump oil and header to, and but also because the Global Demand has dissipated as people go to sustainable sources of energy, ca rs to sustainable sources of energy, cars become more efficient and there isa cars become more efficient and there is a revolt from using plastics. Cars become more efficient and there is a revolt from using plasticsm has been shown already that it can stop and start on demand, quicker than people thought. Absolutely. The capital than people thought. Absolutely. The ca pital cycle than people thought. Absolutely. The capital cycle is much easier and therefore the capacity to drive the price up is now much more limited. What about, you talk about a general slowdown and demand, this is very much linked to the trade war as we have been calling it. That is going through a bit of an interesting movement isnt it . It certainly is. There is a broad expectation that it would suit both President Trump and the president of china to strike a deal. It is in the dent interest of Neither Party nor the respective economies to have a damaging trade deal that is clearly something they need to get right. Quite optimistic them . I am very optimistic partly because the demographic position, the evolving each of the people in china means they desperately need to export more and the us, on them basis has the power. A quick question. A lack of women in the city. Should he be looking at his own bank of england a bit more closely . Or is there a problem right the way around the city . closely . Or is there a problem right the way around the city . I think he has done an excellent job the way around the city . I think he has done an excellentjob promoting women within the bank of england. Not on the Monetary Policy committee no . In the bank overall, he has a relatively high number of senior ladies. And i think the big challenge is to keep the ladies in the business. Many of them join but a lot of them leave and we need to make businesses more flexible, more accommodating and more friendly. Thank you very much. There are the oil prices. I think the races will be more volatile and stick around 60 per barrel. Different forces playing in there. How do against the dollar, reasonably stable, do w abbott negative. Thats all the Business News. Thats it from your afternoon live team for today, next the bbc news at five with ben brown. Time for a look at the weather. Heres chris fawkes. Hello again. There is more rain in this Weather Forecast, but it is not the persistent, really heavy rain that we have endured for much of the week. Rain that has now totted up to as much as 168ml in shropshire, getting on for three months of rain. The rivers are still very full as well. Where there was once a road by the banks of the river severn, well the river has taken over. The swans enjoying the extra space here. The subtle change that we are seeing in the weather is the area of low pressure that has been right over the top of the uk is drifting west. It is still close enough to influence our weather, keeping things unsettled. There will be further showers for many of us over the next few days. And there will be a few areas that get some quite heavy rain. One such area is ireland. At the moment, that heavy cloud heading into Northern Ireland through this afternoon with things turning pretty wet here. And lasting well into the evening too. There will be plenty of showers for scotland, england and wales through the afternoon and evening time as well. And overnight, more wet weather across western parts. The rain always heavier that much heaviest for Northern Ireland, increasingly turning wet in western scotland as well. There will be some drier weather at times. Further east, temperatures between eight and 12 degrees. Looking at the weather picture into the weekend, that nearby area of low pressure does stay unsettled. Further showers are in the forecast and it will often be quite cloudy. There will be some sunny spells and it will be not quite as cool as it has been. Those temperatures coming up a few degrees. So saturday, we start off with that wet weather, particularly for Northern Ireland and western scotland. A band of rain will tend to weaken to showers as it pushes eastwards entering wales. Through the course of the afternoon, with perhaps more showers working into the far south west later in the day. It is not entirely dry, there are no guarantees of dry weather for saturday. But at least there should be some bright weather around with some sunny spells and in that sunshine, it is june, it will feel reasonably warm. Into sundays forecast, we continue those south westerly winds feeding those showers. Showers again could come together to get some lengthy spells of rain. Again, it is Northern Ireland that is most favoured for that though it could turn wet in parts of wales, western england and west of scotland as well. Potentially reaching 19 degrees. It will feel that bit warmer. It stays a little on the unsettled side and to the early stages of next week with further showers, particularly across the north west becoming dry and warm in the south east. Today at five borisjohnson the frontrunner in the conservative leadership race says he will take part in the bbc tv debate next week. And in a bbc interview today, mrjohnson says the eu Withdrawal Agreement could be renegotiated but insists we must leave by the end of october. It is absolutely crucial to prepare for no deal, and i dont share the deep pessimism of some people about the consequences of no deal. Thats not to say that i dont think there will be some difficulties that need to be addressed. Matt hancock pulls out of the leadership race its not clear which of the six remaining candidates he will now back
