Conservative mps will get their first chance to vote for the person they want to see lead the party and the country this morning as the first round of voting in the conservative leadership contest gets underway. At least one of the ten candidates vying to be our next Prime Minister will be knocked out of the race. Tory mps will hold a private ballot, with contenders needing a minimum of 17 votes to carry on. Voting in secret will start in the house of commons this morning at around ten oclock with a result expected to be announced by the 1922 committee at around one oclock this afternoon. Further ballots will then be held next week, with the two most popular mps moving to a run off of tory party members. The winner is expected to be announced in the week of 22july. Lets talk to our assistant Political Editor norman smith who is in westminster this morning and norman, whats your sense of how the first round of voting is shaping up . Very difficult to tell but at last we get down to the Serious Business of the votes and people being kicked out of the contest. What do we know . We know at least one mp has gone to thejob, but we may we know at least one mp has gone to the job, but we may see we know at least one mp has gone to thejob, but we may see more vigorous pruning of candidates because they have got to secure the backing of 16 other mps which could place two, three may be injeopardy. My take is the most vulnerable are probably i would think andrea leadsom, estimate fate may struggle because most of the brexit votes seem to have been hoovered up by borisjohnson seem to have been hoovered up by Boris Johnson and dominic seem to have been hoovered up by borisjohnson and dominic rab. Mark harper also less high profile candidate, he could struggle a bit. And then of course the big question is where do the votes go for the next ballot on tuesday. Weve had plenty of sort of straw polls suggesting he may have 70 or 80 mps supporting him, today well find out what the real numbers are the other perhaps the most interesting thing is who is shaping up to take him on, who is best placed to get that second position. And really, its a pretty wide field, it could bejeremy hunt, could beat michael gove, could beat matthew hancock, could beat sajid javid who was out and about on the wireless this morning after launching his campaign yesterday. Again, sounding a very cautious note about no deal. I dont accept it would be disorderly, but i do accept is that it will be very challenging for the country, at least for the first few months. Eventually you would come to some sort of agreement but it would be challenging. I have never shied away from that, i dont think anyone should pretend that somehow no deal is absolutely perfect, we will sail through. Challenging enough that some people will lose theirjobs . It depends what the government reaction is one of the things we havent done as a government today, is properly set out or at least plan for the Government Action in terms of economic policy. That will make a big difference. So, for example. Massive stimulus for the economy . Absolutely, youd have to have tax changes, supply side changes. One other thing which sajid javid said which is certainly interesting but doesnt relate to the contest, is that he was puzzled why he had not been invited to the state banquet last week with President Trump when a whole load of other cabinet ministers including more junior cabinet ministers had been invited. But i think thats one to watch because that has the potential to build, i think. |j think youre right on that, norman, and returning to the actual leadership contest, after yesterday, and mps rejecting the Labour Party Plan for a vote to block a no deal exit, what ability does parliament have left to block that and what impact is that going to have on this contest, impact is that going to have on this co ntest, d o impact is that going to have on this contest, do you think . Its absolutely the case, the prospect of no deal have gone up markedly and if you talk to those who are behind they have, got their head in their hands, its the end, we have blown it, the last chance for parliament to block no deal. I think they may be over egging it a bit, its very ha rd to be over egging it a bit, its very hard to see what sort of constitutional wheeze could be dreamt up to block no deal but we know the speaker wants to make sure parliament can express an opinion. And i wonder when we get really close to october the 31st, when we are right on the cusp of toppling over the precipice, whether mps then will somehow scramble around to find some sort of mechanism to block no deal. As i say, at the moment, its not obvious, there is still some sort of way of doing this, i think the political pressure to find some sort of device will be colossal. About reports of fires and explosions on two us oil tankers, we are told that other vehicles are responding, we are told one was an oil tanker chartered by the taiwan state oil refinery, weve just had that image of that ship. We are told that image of that ship. We are told that there was an evacuation of crew members. After the ships send out distress signals. This is one of them. There has been heightened tension in the region since President Trump tightened Oil Sanctions on iran. That was last month. And last month, four tankers we re month. And last month, four tankers were damaged of the United Arab Emirates after the country called a sophisticated attack blamed on an unnamed country of the United States claimed iran was behind the attack but we are hoping to talk to our correspondence shortly with more details on this latest incident in which two oil tankers have been damaged in the gulf of oman. Nearly three quarters of nhs services in england failed to treat new Cancer Patients within 62 days of an urgent referral last year according to research by the bbc. Cancer charities have expressed their concern about the figures but nhs england say its due to increasing demand on services. Lauren moss reports. When a gp makes an urgent referral for cancer treatment, nhs guidelines say 85 of patients should begin treatment within 62 days, but figures show that almost 32,500 patients across england werent seen within that timeframe in the past year. Bbc analysis of waiting times shows that maidstone and Tunbridge Wells nhs trust in kent was the worst performing, treating just 61 of patients within the two month period. It is followed by wolverhampton, weston area health, southend and bradford. Kingston hospital nhs trust in london topped the list, seeing 96 of patients within the timeframe. Frimley health, bolton, mid cheshire and thameside and glossop also performed well. Cancer is a diagnosis that when people receive it it turns their world upside down. It is a really difficult experience for people to go through, and the longer people have to wait to get that diagnosis and treatment, the more it will impact them, their health and well being, just going through that experience. An nhs england spokesperson said the nhs Long Term Plan outlines how it aims to diagnose more cancers sooner but Charities Say right now it is a system in crisis. We saw them take them off a little while ago as well as some of their padding so at least, it shows they are also a bit more relaxed about the situation at the moment. The police are blocking all entrances to the Legislative Council precinct to stop demonstrators getting near those in power. Both sides are trying to weigh up what they will do next, we are waiting for this bill, this controversial bill, which would enable hong kong people to be extradited to mainland chinese courts. You want that kind of interference in our elections . Its not interference, its information. I think id take it. President trump there. Russian interference in the 2016 campaign, and allegations of collusion were of course significant lines of inquiry in the Mueller Report. An overwhelming majority of students say they support universities being able to warn parents if they have a Mental Health crisis. The study of 14 thousands undergraduates, by the Higher Education policy institute, suggests more universities should consider asking students permission to alert theirfamilies in extreme circumstances. Their director of policy and advocacy, rachel hewitt, told the bbc the reports findings shouldnt come as a surprise. I think its not that surprising that students want parents and guardians to be involved particularly, because theres less of a clear distinction about what age people are sort of an adult. And students want that support from all sides so they want the support from the university, they want the support from their friendship group, for example, at university, but they also want to know that those connections that theyve got from back home are also being kind of made aware if there are issues going on. I think universities are already taking steps in this area so some universities, for example, will ask for contacts when students go away that they can get in touch with, a parent or guardian. The greater bermuda land snail, has had a remarkable turn around in fortunes, as helen briggs reports. Meet the greater bermuda land snail. Believed to have become extinct decades ago. A few hardy snails were discovered clinging to life inside plastic bags in this urban alleyway in bermuda. Some of the survivors were sent to the uk for a Breeding Programme and here at chester zoo, they now have too many keep track of. At last count we had somewhere around 13,000 snails. May be more than that. They have had many babies since then but they breed quite easily, actually, so they are a good conservation project. As long as they have some nice soil to live in and some nice food. They like sweet potato. Now 4,000 snails from the zoo have been taken home to bermuda for release into the wild. They have been set free in a nature reserve where the population will be closely monitored. It is hoped that zoo bred snails will help rescue this critically endangered species in a rare glimmer of hope in the fight against extinction. Lets return to the breaking news this morning, the attack on two oil tankers in the gulf of oman. The us navys fifth fleet says it is rendering assistance after receiving separate distress calls from two oil tankers in the gulf of oman. The Norwegian Shipping firm front line confirmed on thursday that its oil tanker front altair was on fire after an incident in the gulf of oman. Here is an image of the ship. Reports say all 23 crew members on board the vessel have been brought to safety. We are going to keep a very close eye the situation. As ships in the region move to assist with these vessels. As i say, reports that this one is on fire. Thats been confirmed by its owners, the Company Front and the us navy says reports suggest there was an explosion or explosions involved. We dont know the cause. Theres been heightened tension in the region since President Trump last month tightened Oil Sanctions on iran in may. And the us has claimed that iran was behind attacks last month on four tankers damaged of the United Arab Emirates. The uae itself calling that attack a very sophisticated operation but not blaming any specific country. And our correspondent Richard Galpin has been checking the latest reports on the story, richard, what can you tell us . Seems like a very serious situation, it looks like two tankers are on fire. The crews have been rescued. And the Us Navy Fifth fleet which is based in bahrain has been involved, helping with assisting the two ships. And they are saying that they are aware of reported attack on tankers in the gulf of oman. And also, weve had a word from the managers of one of the ships saying they had to abandon ship, get onto a lifeboat and they were picked up. We are waiting to hear definitely, if this was some kind of attack and exactly what the attack was. And the ship that we were showing the image of, there it is, which is one of the ships which its owners say is on fire, according to early reports of when this story started to break, there were reports that it was suspected of being hit by a torpedo. Do we have any clear idea of the nature of the attacks . No, thats exactly what we are waiting for. We are waiting for confirmation from the us navy orfrom are waiting for confirmation from the us navy or from the other authorities in the region. As to what exactly happened, whether this was an attack and obviously, if it was an attack and obviously, if it was an attack and obviously, if it was a torpedo fired at an oil tanker, then that would obviously have massive repercussions. Its a deliberate attempt to set up this firewall to separate hong kong from china although of course the house of Commons Foreign AffairsCommittee Report recently said hong kong is no longer one country two systems, we are one and a half system. The whole facade is crumbling. If this firewall is going to be dismantled then its one country, one system. We dont want to be sent over there because here we have the rule of law, we have personal safety and freedoms, although no democracy thanks to the british and the chinese, but we still enjoy freedoms and all that. But once that firewall is removed we are just like any other chinese city where there is com plete other chinese city where there is complete lawlessness. We have 3000 lawyers marching in black protesting against this law because they say the court in hong kong will not have that much power.
