Britain is the first g7 nation to propose this target and it has been widely praised by green groups but critics say its too little too late. Heres our environment analyst, roger harrabin. Electric and hydrogen vehicles, the end to natural gas in the home, much cleaner industries they will all have to happen as the uk pledges to produce almost zero Greenhouse Gas emissions by 2050. Scenes like the wild weather in australia have helped convince the government that the threat of Climate Change is urgent. What this is about is about the higher rate threshold, and what we have found is more and more people are being dragged into it. So when the higher rate was first put in, only 5 of taxpayers we re first put in, only 5 of taxpayers were paying it, and it is now 15 . Anybody over £50,000 a year, so if you are a senior teacher, if you are a senior nurse, you are a senior teacher, if you are a senior nurse, you can you are a senior teacher, if you are a senior nurse, you can find yourself dragged into the higher rate of tax. The future of sir philip greens Arcadia Retail group could be determined by some of its biggest landlords later. They are due to decide whether to back plans to cut rents on some branches of topshop, dorothy perkins, wallis and miss selfridge, among others. If they reject them, arcadia could collapse. Colletta smith reports. Arcadia are the backbone of hundreds of high streets across the uk. Its notjust topshop but miss selfridge, burtons, wallis, evans, and dorothy perkins. 20 years ago they were churning out big profits and peak high street fashion. But topshop has been falling out of fashion. Theyve faced big competition from online retailers. A lot of people say they havent invested enough to make their stores swanky and the boss, sir philip green, has had a lot of negative publicity. All of that means that this store is one of nearly 50 he is hoping to try and close. Thats why he is hoping to convince his landlords to sign a deal agreeing to close some stores and pay less rent for others in order to save the rest. The trouble is his biggest landlord isnt keen on the idea. Arcadia bosses have spent the last week making last ditch attempts to try and convince landlords to support the plan. And they say, if it is not approved by 75 of investors, then the whole business could go into administration. Thats nerve racking for staff. Theyre sat there on the sidelines while their employer is having a negotiations with landlords over the future of their jobs. There is a bigger issue here as well, cos were seeing lots on the high street disappearing and that impacts on Locals Community and high streets like this. Its full of doom and gloom at the moment. The only shops you see now are pound shops, betting shops, food shops and charity shops. Fewer and fewer shops, less and less choice for consumers. Whirpool has been told by the government to recall 500,000 of its tumble dryers, over fears they pose a fire safety risk. Sean is here with more on this. This is really quite something, isnt it . The issues with whirlpools tumble dryers has been rumbling on for a while because the safety concerns about these ones made specifically between 2004 2015 when the problem was found and the brands at whirlpool are hotpoint, indusit brands at whirlpool are hotpoint, indus it and kreider, so those tumble dryers pose a fire risk and whirlpool have said for a while we are running a campaign, trying to get hold of customers to fix them, offer them it at a certain price. Patients in england are being put at risk of harm by unacceptable nhs delays, according to a group of mps. The Public Accounts Committee say less than half of hospital trusts met targets for starting Cancer Treatment in march. Lauren moss reports. The nhs is treating more people than ever before. Waiting lists are growing and targets are being missed. Now the Public Accounts Committee, which examines how taxpayers money is spent, has painted a picture of a system creaking under pressure, letting patients down. Nhs guidelines state that Cancer Patients should begin treatment within 62 days of being referred. But in march, just 42 of trusts met the target. Elective or nonemergency treatment is meant to be carried out within an 18 week window, but again, just 42 of trusts reached that standard. The waiting list has also grown by more than1 million waiting list has also grown by more than 1 Million People waiting list has also grown by more than1 Million People in the last six years. Over 4 million are currently waiting for nonemergency treatment. Mps have made seven recommendations and are calling for providers to be held to account. One of the issues about diagnostics, but the staff available to diagnose as well as do the later work so if you have a delay in any part of the system, that can delay the overall treatment and there is a real concern we have raised a number of times about staffing, skills, the availability of resources in the nhs. In a statement, the nhs says staff are treating hundreds of thousands more patients within current waiting targets than they we re eve n current waiting targets than they were even three years ago. And cancer survival is at a record waiting time targets are currently being reviewed. With no quick fixes to this report, though, patient groups say it is the human cost which must be counted. Youre watching bbc brea kfast. 0xfam has been severely criticised by the Charity Commission for the way it dealt with claims of Sexual Misconduct by its staff in haiti after the 2010 earthquake. The Commission Said there was a culture of poor behaviour at the organisation, and issued it with an official warning. Helen evans was global head of safeguarding at 0xfam from 2012 to 2015 and went public last year with concerns about the charity. Shejoins us now. Thank you for coming in about this. Is this a slap on the wrist . Is this enough, do you think . is this a slap on the wrist . Is this enough, do you think . I think its as far as the Charity Commission could go. For them it is an incredibly hard hitting report and summarises that there has been mismanagement at 0xfam and it has used its statutory powers. Personally, though, id like to see the Charity Commission having further powers in respect of this andi further powers in respect of this and i think more changes need to happen. Im calling for a global aid ombudsman, im calling for more resources for the Charity Commission and calling for donors to hold all of the aid agencies to account because back in 2002, this happened and here we are again, what is going to change . Lots of things to talk to you about, but donors are giving their money and they assume that somebody else probably is in charge of safeguarding. Do you see what i mean . It is trust that has broken down now. Ultimately, money talks and the people best placed to hold the aid agencies to account are the donors because as we have seen here when they withdraw funding it puts a lot of pressure on the aid agencies to ta ke lot of pressure on the aid agencies to take action, so donors need to ta ke to take action, so donors need to take responsibility for this. Looking at the figures in terms of what 0xfam have lost, 7000 regular donors worth £40 million, almost £20 million in government funding over the last 18 months, so as you say, it has had a huge effect on the income that 0xfam has. It has had a huge effect on the income that oxfam has. Absolutely, trust ta kes income that oxfam has. Absolutely, trust takes many years to build and can be lost very quickly. I welcome the initiatives that 0xfam has outlined and they have a new chief executive. I am hopeful we will see the changes needed but it will take time to regain the British Publics trust. You sounded the alarm, didnt you come about safeguarding practices . When did you become aware and realise the kind of scale of what was going on . Ive been with 0xfa m what was going on . Ive been with 0xfam since 2008 and i took the role in 2012, and pretty quickly it became apparent this wasntjust a one off case is in terms of the haiti case that actually as i travelled from Country Programme to Country Programme that was a more systemic issue and i repeatedly raised concerns to Senior Management and in 2015 took that to the trustees and said we simply do not have enough resources to tackle the scale of this problem. My calls were not answered, and ultimately i left frustrated and deeply concerned we we re frustrated and deeply concerned we were not doing enough to safeguard the people we were meant to protect and took my concerns to the Charity Commission who unfortunately at that point didnt take action. Are you worried this is far more widespread beyond the parameters of 0xfam across the Charity Sector . We heard that with the International Develop and committees report last year and they heard evidence from a range of people who said this is not isolated, it isnt just people who said this is not isolated, it isntjust one organisation, there is a systemic issue, but we have seen that in many organisations, with the church, with police, with the government where people are in a position of power, there is a risk they will abuse that power. You are talking about a global ombudsman, so how would that work and how would that organisation be able to make a difference. Absolutely. At the moment you take your concern to an organisation like 0xfa m your concern to an organisation like 0xfam and they hear your case but what happens then if they say there is no case to be answered . Who do you go to . In the uk you can go to the Charity Commission but if you are in drc or haiti, where do you go . That is why it is essential there is an independent Organisation People can appeal to and that doesnt exist at the moment and we are failing beneficiaries by not having that. Do you think oxfam can rebuild the reputation . I know you said people will come back but it is a hugejob, isnt it, because it is a hugejob, isnt it, because it is a stain on some of the good work im sure they are doing in various places. I still believe in the aid sector, they do an incredibly importantjob, sector, they do an incredibly important job, there is sector, they do an incredibly importantjob, there is significant poverty and suffering we need to tackle but i think it will take time. I dont envy the new chief executive in terms of his role. This isnt a quick fix, i think it will be several years before the trust is regained. I hope they can. Id love to see those changes but time will tell. In the meantime, we know the British Public are incredibly generous as well. Giving huge amounts to the sector in general. What is your message . My message is keep giving, i dont think people should stop giving. I believe in the aid sector, im very proud of the British Public in terms of our generosity but they are right to say to the charities, we hold you to a very High Standard and now that you are acknowledging the scale of this problem, you need to tackle it. The big picture across western europe, low pressure to the west of france, this is where the rain is falling at the moment, and you can see bands circulating around the low pressure system and another one working out to belgium, the netherlands and the east of england, some thundery downpours to coastal counties and still that zone of rain, southern scotland, Northern England, isle of man, west and wales, this is where the wettest weather is at the moment. Just fringing into the east of Northern Ireland for a time but overall parts of Northern England and wales not as 599y of Northern England and wales not as soggy as yesterday, the far north west of scotland, western Northern Ireland staying largely dry and a few spots across the south may just about stay dry, South West England may be best favoured for that, but by the afternoon into the evening rush hour, the storms in southern counties become more widespread and you can see a lot of rain ina widespread and you can see a lot of rain in a short space of time, some flash flooding possible, and east anglia, east midlands, lincolnshire, parts of yorkshire turning wetter again with persistent rain working in. The uks first 5g mobile service is up and running designed to offer much faster connection speeds than 4g but one town in South West England is rejecting it. Glastonbury town council has voted to fight the roll out because of health concerns. Matthew hill has been to find out more. Final preparations are under way here at the Glastonbury Festival including 5g for Better Communications around the sprawling site. But people in the town of glastonbury are concerned. Town Council Passed a motion last night to oppose 5g. 5g uses High Frequency radio waves to carry more data, much higherfrequencies than current mobile technology. It will need thousands of transmitters, almost street by street. The effects of the technology are yet to be tested although governments and scientists consider the risk very low. There are thousands of papers in scientificjournals based on all of that research we are fairly confident that it can be regarded as safe. This Research Group in switzerland that has received some funding from the mobile phone industry also has concerns. In hospitals, mri scanners have tougher standards for radio waves than mobile phone networks. It is have published disputed claims that 5g mobile phones, if used to the full power limit, allowed by current standards, could cause harm if they are placed next to peoples heads. Even if you stick to the limits you can behave completely in adherence of those limits and still get a localised high intensity radiation that would increase the tissue temperature to a level that is not considered safe in other standards. This doctor helps advise the government on mobile phone safety. While he does not think it is likely 5g is dangerous he does think more research is needed. The discussions are not settled on this. There may be an increased cancer risk from current mobile networks. The 5g will come on top of that and has a High Frequency so that will increase peoples exposure. We dont really know whether that has any additional effects to what may be already, if anything. In a statement, the industry body mobile uk told us that research into the safety of radio signals has been conducted for more than 50 years. The strong consensus of expert groups and Public Health agencies such as the world health organization, is that no health risks have been established from exposure to the low level radio signals used for mobile communications. But despite these reassurances, these campaigners in glastonbury are not convinced. They are setting up a working group to look into 5g safety. Matthew hill, bbc news.
