The foreign secretarys is the first in a series of speeches in the coming weeks in which senior ministers will set out what downing street is calling a road map to brexit. Theresa may will address security, while other cabinet ministers will cover the devolution of powers reclaimed from brussels, International Trade and workers rights. The governments has been under pressure to settle on a position and offer more detail about what britain wants its relationship with the eu to look like after brexit. We now have to accept the fact we have had the referendum, were not having a second one, were not being part of the Single Market of the Customs Union were taking back control, and thats what the speech was all about emphasising what that referendum was about. The brexit argument is still raging. The government hopes to heal divides and look to the future, but ministers are fast approaching the point when they must collectively declare what that looks like. One of the dealers i found on instagram sent me this package in the post. Inside is a free sample of his product, which he claims is xanax and diazepam tranquillisers usually used to treat anxiety. And you can see, he sent me nine tablets. The dealer hopes that if im satisfied with this, ill then place a larger order. And it is all virtually untraceable. Theres some school of thought, essentially, that which thinks because these are Prescription Drugs in some countries, that its ok and that they are going to be safe. That is absolutely not the case. So when things are bought online, it is really easy for dealers to make counterfeits, for example. We are not sure of the dosage. I think there does have to be some responsibility put on these social media giants, essentially, to tackle it. I notified facebook and instagram about the accounts and asked for an interview. No one was available, but they sent separate statements saying, buying or selling drugs of any sort is not allowed on either platform and the accounts i showed them have been removed for breaking community guidelines. She used to work full time, but now she struggles to leave the house. 0n the days she can get out, anastasia totally relies on her car. She applied for a disability benefit and was assessed at home by a Health Care Professional from a private company. Anastasia told her assessor she could only walk 20 metres, but when the report came back, it said she could walk further. She didnt give me a physical assessment. I was sat down the entire time. I was very, very cross about that. As a result, anastasia lost her higher rate disability benefit, which meant she lost her car. Although she successfully appealed that decision, her experience is far from a one off. Todays report identifies a culture of mistrust around the whole process. It says the governments low bar for what it is what is considered acceptable leaves room for assessment reports to be riddled with obvious errors and omissions. It also says assessors risk being viewed as a best lacking in confidence and at worst, actively deceitful. Nurses are expected to assess four or five clients a day. But this former nurse, who worked as an assessor for a few weeks before quitting, has today anonymously told the bbc she was disgusted with the system. I had a lady come to my service, dropped off. In my mind, in my experience over 20 years working with people with learning disabilities, this lady had learning disabilities. When i made my report on my observations, it was sent back and the auditor made me change it and said there was no evidence that she had learning disabilities at all. We have asked the government to record all these key assessments, interviews. The government said it is going to put this idea out to consultation. We pointed out to the minister when she was before the committee that literally everybody has agreed except the government that they shouldnt do this. So this consultation clearly is going to be the government talking to itself. The government says it is exploring options to promote Greater Transparency and trust and that assessments work well for the majority of claimants who said they were happy with their overall experience. But with current contract is up for review and targets being consistently missed, it is uncertain who will carry out these assessments in the future. Nikki fox, bbc news. The party has threatened mr zuma with a parliamentary motion of no confidence tomorrow if he refuses to step down today. Earlier, police raided properties belonging to the wealthy gupta family, who are close to mr zuma, and three people were arrested. Milton nkosi reports. The man found guilty, mujahid arshid, he is 33 and of no fixed address. He has been found guilty of the kidnap, rape and attempted murder of a second woman who cannot be identified for legal reasons. Jurors at the old bailey acquitted a co defendant, vincent taboo, also from west london, of kidnapping the victims alongside arshid. Both defendants were cleared of possession of a firearm with intent for the use of a tasered in the abduction, which took place on the abduction, which took place on the 19th ofjuly last year. The court was told that after kidnapping them, arshid drove the women bound and gagged to an empty house in Kingston Upon Thames in south london, where he then raped them, he then murdered Celine Dookhran and locked her body in a freezer and attempted to murder the second woman by cutting her throat. The women were bound and gagged, but in the back of a pick up truck and driven across london to a house in kingston where arshid had been working as a builder. It was a va ca nt working as a builder. Celine double was 20, worked in a bank and had a boyfriend. She also had a jealous uncle, a barbaric sexual predator. He kidnaps celine and raped and murdered her. Arshid also tried to kill a second young woman in what he intended to be a double rape and murder. As a rape survivor his second victim cant be named. He decided if he couldnt have both women no one else would. His blue pick up truck was caught on cctv. He was transporting a freezer and the freezer was part of his murder plot. Two days later arshid was captured again in his pick up truck with the help of an accomplice, the kidnapping part of his plan was under way. He bundled his plan was under way. He bundled his victims bound and gagged into the open boot and covered them in a tarpaulin. He checked it before we set off. He slashed the throat of the second victim and told her, youve got ten minutes to live. Astonishingly she survived, then desperate to try and find a way out she convinced arshid that from here they could run away together. Arshid later went on the run and headed for the ferry port folkestone. He checked into a hotel and this is where he was arrested. During his trial he and the of the court saw the interview his surviving victim gave to the police from her hospital bed. This was part of evidence against him. It has emerged down years opportunities we re emerged down years opportunities were missed to stop arshids sexual offending. In 2008 he abused the victim who testified against him. This went on for a year. In 2011 she finally told some of her family but her story wasnt accepted. In 2013 arshid was caught in an online stink in fighting arshid was caught in an online stink infighting an arshid was caught in an online stink in fighting an Undercover Police officer to drug and raped her. The following year he was interviewed by detectives, prosecutors decided they couldnt bring a case because the police havent found key evidence. A former senior officer is questioning the rigour of this investigation. The bottom line is we have an Undercover Police officer who engages with a paedophile who talks about doing the most terrific things toa about doing the most terrific things to a young person. And then we have a three month delay before Police Officers go to the address and even at that time there is nothing to suggest the victim was spoken to, theres concerns about not seizing theres concerns about not seizing the computer, searching the house. Arshid has finally been stopped. Arrogant to the end, he refused to accept his guilt. He targeted young women and his knees, Celine Dookhran, paid with her life for the obsessive behaviour of a man described in court as utterly wicked. June kelly, bbc news. Some criticism of the police operation, a possible opportunity to detain him was missed. Thats right, two opportunities possibly to detain arshid before. Firstly the surviving victim had complained several years ago she had been abused as a child by arshid, she complained to her family. The family decided not to believe her and not to contact the police. Secondly, arshid had been caught up in this police anti paedophile sting in 2011where anti paedophile sting in 2011where an undercover officer had engaged with him and arshid essentially outlined a plot to kidnap and rape a young woman who turned out to be the woman caught up in this eventual plot. The prosecution said during this case that basically this plan he outlined in 2011 was eventually the one he was to carry out injuly last year. At the time the Crown Prosecution Service said they were ready to press charges, but they felt the police could not provide them with enough evidence. As june said throughout this, arshid has said throughout this, arshid has said he was not responsible. In fact as he was convicted he is still blaming the surviving victims, saying she killed them all. Thats right, as the verdicts were read out, he shouted abuse at the members of the family who were in court. The surviving victim was in court and arshid shouted abuse at her. His case had been that there was no kidnap, no rape, that hed had consensual sex with these two women. Before one of them had gone on to measure celine, the prosecution said it was nonsense and clearly the jury agreed. Jon donnison with the latest from the old bailey. There is a pervasive lack of trust among people with disabilities in how their welfare claims are assessed according to the commons work and pensions committee, which says reports by private contractors are riddled with errors. It also says claimants dont trust assessors to record evidence of their conditions accurately. The government insists the system works well for the majority of claimants. Heres our disability correspondent nikki fox. Anastasia is having a good day. But its not always like this. Most days she is constant pain. The 2a year old has multiple sclerosis. She used to work full time, but now she struggles to leave the house. 0n the days she can get out, anastasia totally relies on her car. She applied for a disability benefit and was assessed at home by a Health Care Professional from a private company. Anastasia told her assessor she could only walk 20 metres, but when the report came back, it said she could walk further. She didnt give me a physical assessment. I was sat down the entire time. I was very, very cross about that. As a result, anastasia lost her higher rate disability benefit, which meant she lost her car. Although she successfully appealed that decision, her experience is far from a one off. Todays report identifies a culture of mistrust around the whole process. It says the governments low bar for what it is what is considered acceptable leaves room for assessment reports to be riddled with obvious errors and omissions. It also says assessors risk being viewed as a best lacking in confidence and at worst, actively deceitful. Nurses are expected to assess four or five clients a day. But this former nurse, who worked as an assessor for a few weeks before quitting, has today anonymously told the bbc she was disgusted with the system. I had a lady come to my service, dropped off. In my mind, in my experience over 20 years working with people with learning disabilities, this lady had learning disabilities. When i made my report on my observations, it was sent back and the auditor made me change it and said there was no evidence that she had learning disabilities at all. We have asked the government to record all these key assessments, interviews. The government said it is going to put this idea out to consultation. We pointed out to the minister when she was before the committee that literally everybody has agreed except the government that they shouldnt do this. So this consultation clearly is going to be the government talking to itself. The government says it is exploring options to promote Greater Transparency and trust and that assessments work well for the majority of claimants who said they were happy with their overall experience. Labour has set out a series of draft proposals on Animal Welfare including banning imports of foie gras and exports of live animals. There could also be a right for tenants to keep pets in rented homes. Therell be a Public Consultation before labour decides whether the measures should become party policy. With me is private landlord Michelle Smith and from spain im joined by Paul Shamplina from landlord action, an Eviction Service for landlords and agents. You obviously back this, why should it be all right for tenants to have pets, which is the headline part of this . I think it is a strong business case. At any given time there are thousands of people looking for rented accommodation, many of whom have pets. And therefore it makes sense for us to have access to that whole pool of people. But then anyone who was trying to rent a house or a flat nose that often it is said no pets allowed. Isnt that fair . Nose that often it is said no pets allowed. I think there are now lots of opportunities for landlords to explore the people that do want rented accommodation who have pets. There are schemes such as lets with pets, which enable landlords to be able to check the te na nts landlords to be able to check the tenants and their pets. And i think ina lot tenants and their pets. And i think in a lot of cases it is unfair for te na nts not in a lot of cases it is unfair for tenants not to be to bring their animals with them. Paul, do you think it is unfair . I think there has to be a fair balance, and if it was made mandatory and landlords we re forced was made mandatory and landlords were forced to take tenants on with pets, then we would see a lot of landlords trot out of the market. What actually happens is part of the qualifying stage of the referencing stage. Of course there are a lot of tenants that will have pets, a dog or cat, but are very responsible, but it all depends obviously on what type of Housing Stock they are taking. Going to court for a breach of tenancy for a landlord to take the tenant to court is actually very difficult. But my advice for a lot of tenants would be tried to meet with your landlord face to face was that there are a lot of landlords that there are a lot of landlords that will take pets, but of course i see the other end of it where we are dealing with hundreds of cases at landlord action where we have seen pets cause a lot of damage to properties are a lot of disputes with the deposit. A lot of tenants are asked to pay a larger deposit if they have pets, which will cover cleaning and everything at the end of it. Legally you can only take up to six weeks deposit now and at the end of the tenancy if there is a dispute there will be an adjudication process. The biggest dispute that happens relating to deposit disputes is actually relating to cleaning, but if you have got a tenants that has numerous dogs and cats, and there is an issue with smells and damage at the end of the tenancy, then of course the landlord will not want to rent to a tenant with pets. I think there is a fine balance, depends on the stock. Shouldnt it be the right of a landlord to lay down what they would like done in their property, and thats fair enough . The system works as it is. I think there will always be situations where it isnt appropriate for pets to be taken, perhaps. For example, if there is a lease criteria which doesnt allow it, if the property isnt suitable to have animals. But in terms of the things we can do as landlords to mitigate any issues, i think there are, as paul has mentioned, robust checks that, schemes such as lets with pets. Lets with pets, explain that. A lot of people would have known about this. It is a scheme run by the dogs trust, it provides advice and guidance to landlords, letting agents and tenants about how to let or be a responsible tenant with a pet. It sets out lots of guidance for landlords to access, to enable them to consider a tenant with a pet. Paul, it is that phrase, responsible tenants, because, and im sure you have been inundated with cases where tenants leave their pets alone during the day, there are noise issues, there are problems. It isissues noise issues, there are problems. It is issues like that that terrify some landlords, frankly. Most definitely, and i think it wasjust touched on, if you have a block of flats, it is a freehold and you have a lease, you could be in breach of the lease if you have a pet. On all the 18 years we have been running at landlord action, we have one case where we have solely gone to court on the grounds, and that was a large dog ina on the grounds, and that was a large dog in a one bed flat, and there was a two year tenancy agreement, which the landlord couldnt break. I think it is about communication. It all depends on the type of pet that youve got, and i know a lot of landlords that willjust turn a blind eye if it isjust a cat, and they wont bother to take enforcement proceedings. I think it is about the tenant taking responsible at for that property, and actually to convince the landlord with mid term inspection to say look, this property has been ke pt say look, this property has been kept ina say look, this property has been kept in a related state. And that is the point, other than the extremes of where you have a landlord who is allergic to cats and it wouldnt be practical. The shell, what advice would you give to people before they go down this road . To landlords i would certainly say explore the options, such as lets with pets, have a robust process in place, regular mid term inspections, as paul has are absolutely critical, but, most of all, dialogue, and open dialogue between tenant, managing agent and or landlord. Witnesses spoke of a bloodstained white man fleeing the scene but under pressure to get results, detectives arrested five local black men. Innocent despite repeated denials and a lack of evidence, three were convicted. Known as the cardiff three, their convictions were eventually quashed amid huge public outcry. A subsequent South Wales Police investigation unearthed the real killer, Security Guard Jeffrey Gafoor. But this wasnt the first miscarriage of justice and the damage to the forces reputation was done. It is somewhat now in the dna of the force now, ive got to say, our determination not to fail in this way again steels my resolve every day to make sure that our investigations are of the highest quality. Campaigners who say that Jeffrey Gafoor shouldve got a much longer sentence for the sadistic murder of Lynette White say that murderers who allow innocent people to sufferfor their crimes are the most contemptible criminals of all. In sentencing Jeffrey Gafoor, the judge made specific reference to how he had knowingly contributed to ruining the lives of innocent men. Including john actie who was originally charged with the murder and spent years in prison. Jeffrey gafoor, you know he could be out ofjail any time soon, you know. We done 16 years between us. And he could be coming out and he hasnt even done 16 years yet. Speaking to bbc wales investigates, one influential voice says changing sentencing policy to reflect miscarriages of justice could be an option. Celine dookhran was 20 years old, she worked in a bank and had a boyfriend. She also had a jealous uncle who was a barbaric sexual predator. He kidnapped celine and then raped and murdered her. Mujahid arshid also tried to kill a second young woman in what he intended to bea young woman in what he intended to be a double rape and murder. As a rape survivor, his second victim cant be named. He decided if he couldnt have both women no one else would. His blue pick up truck was caught on cctv. He was transporting a freezer. And the freezer was part of his murder plot. Two days later arshid was captured again in his pick up truck with the help of an accomplice in the kidnapping part of his plan was under way. Hed bundled his plan was under way. Hed bundled his two victims bound and gagged into the open boot and covered them ina into the open boot and covered them in a tarpaulin. He checked it before he set off. This is how mujahid arshid moved two terrified young women through the Early Morning streets. Astonishingly, she survived. Then desperate to try to find a way out, she convinced arshid that from here they could run away together. Arshid later went on the run and headed for the ferry port of folkestone. He checked into a hotel and this is where he was arrested. During his trial he and the rest of the court saw the interview his surviving victim gave to the police from her hospital bed. This was part of her evidence against him. It emerged that down the years opportunities were missed to stop mujahid arshid sexual offending. In 2008 he abused the victim who testified against him. This went on for a year. Testified against him. This went on fora year. In testified against him. This went on for a year. In 2011 she finally told some of her family but her story wasnt accepted. In 2013 arshid was caught in an online sting inviting an Undercover Police officer to drug and rape her. The following year he was interviewed by detectives. Prosecutors decided they couldnt bring a case because the police hadnt found key evidence. A former senior officer is questioning the rigour of this investigation. The bottom line is, we have an Undercover Police officer who engages with a paedophile who talks about doing the most horrific things toa about doing the most horrific things to a young person. And then we have a three month delay before Police Officers go to the address and even at that time there is nothing to suggest the victim was spoken to. There are concerns about not seizing the computer, searching the house. Mujahid arshid has now finally been stopped. Arrogant to the end, he refused to accept his guilt. He targeted young women and his niece, Celine Dookhran, paid with her life for the obsessive behaviour of a man described in court as utterly wicked. June kelly, bbc news. Questions to be asked about whether arshid could have been stopped sooner. Within the last half hour weve had victim statements from salims family read out by her mother. She said celine was the heart and soul of the family. A ball of positive energy. And her death has cast a shadow over all of their lives. What was so strange about the kind. What was so strange about the speech was use of the word liberal. Actually whatever brexit achieves it will create barriers, it wont take them down. The whole philosophy behind the Single Market, which was a british creation, it didnt come from europe, was taking down barriers to trade in goods and services. The brexiteers wants to put barriers up, by leaving the Customs Union itll create barriers because rules of origin have to be checked at the frontier. There is a lot of hypocrisy in this. There was a scene, weve heard it before, echoes of the Referendum Campaign. Taking back control. One of the problems we have with the legislation currently going through parliament is far from returning power to parliament, which is what brexit was supposed to be all about, it comes from more and more power in the government, the executive arm of government. Lots of conservatives probably support brexit, but they are actually revolting because the way the government is doing it is very centralising and not returning control to the public. The difficulty is, i dont know if you have sympathy with theresa may, but these are complex negotiations. The eu is playing hardball. Behind her back, all of this going on. Its not the right way necessarily to be approaching these negotiations and borisjohnson approaching these negotiations and Boris Johnson wants approaching these negotiations and borisjohnson wants everybody approaching these negotiations and Boris Johnson wants everybody to approaching these negotiations and borisjohnson wants everybody to be unified behind her. None us who believe britain doesnt need to leave the European Union are in any way against globalisation. We have to look outward. Id like to ask what your reaction to what Arlene Foster said is. Were heading for direct rule. Yes, that is clearly happening. The british taxpayer has coughed up £1 billion to placate the Democratic Unionist Party to keep them on the government side in this parliament. They are getting intransigent is. No way of knowing exactly what the differences are between sinn fein and the dup. Its clearly the language issue. Despite the money paid in their direction. In the last half hour Arlene Foster the leader of the Democratic Unionist Party has effectively called time on this current phase of negotiations which has been going on now for several weeks. Mrs foster has said the discussions the dup have been having with sinn fein have been u nsuccessful, with sinn fein have been unsuccessful, significant gaps remain, and she says in the view of the dup there is no current prospect of the negotiations leading to a power sharing executive being formed. It begs the question, now what happens . The government in london have been very reluctant to put in direct rule ministers, based in westminster, to take over the functions of the Stormont Executive while Northern Ireland hasnt had a devolved government. Civil servants have been running Northern Ireland, which means an made decisions have been piling up. Mrs foster says it incumbent on her majesty s government in london to set a budget and make policy decisions about schools, hospitals and infrastructure. Well she doesnt use the words direct rule it seems pretty clear that is what she is calling for in career terms. Its pretty dramatic stuff because there are changes, it changes the feel of politics completely in Northern Ireland. Yes, this long and deep political crisis has seemed pretty intractable more or less from the start. Northern ireland has no political miracles in the past. There have been some very serious period of instability. Devolution did eventually stabilise itself. Two yea rs did eventually stabilise itself. Two years ago stormont looked in a more steady state than it had been in with ten years of power sharing unbroken between the dup and sinn fein. All of that changed injanuary of last year when the executive fell out over a row about a Green Energy Scheme which went over budget. The Sticking Point have emerged, there are differences on same sex manager, sinn fein wanting to introduce it, the dup dont. Disagreements over how to deal with unsolved killings from the troubles. The most serious and difficult point has been sinn fein and the nationalist party calling for an Irish Language act, which would protect and promote the Irish Language. Unionist parties have said effectively they regarded as too big a concession to irish nationalism. Some unionist politicians for example criticised the dup on this and say it would hollow out the britishness in Northern Ireland. Its the kind of discussions that have been going on on the airwaves in Northern Ireland particularly over the last few days whenever it looked like the parties we re whenever it looked like the parties were on course for a deal. It is very willing to take a share of this waste and process it. But in order to do that, it says it will have to expand, and it says it will have to expand, and it is simply not sure it will be worth that investment. Why not . You recall back on friday that arlene reached a statement saying progress has been made. But u nfortu nately progress has been made. But unfortunately there were still significant gaps and somewhat still required over the weekend and into this week. I think that the visit of the Prime Minister and the taoiseach acted as a bit of a distraction at the beginning of the week. I dont think it was entirely helpful in getting us to reach a conclusion. Regardless, significant and serious gaps remain between ourselves and sinn fein on issues, particularly around the irish lenglet, and the failure for sinn fein to reciprocate respect for the british identity. It is unfortunate we have ended up in the position we have that we have had to conclude we will not be able to restore an executive. We want to have an executive back a governing for the people of Northern Ireland. We will work towards that in future but at the meantime it is incumbent on her majestys government to step in and deal with the issues that matter to the people of Northern Ireland. You have made a decision to end the negotiations and to say that an executive cannot be formed, and you have made that by and large. Would it not make sense for you now asa would it not make sense for you now as a party to put forward proposals in public so that the general public can look at those proposals and they can look at those proposals and they can make a decision to see if you as a party have made the right call . believe we have made the right call, consistent with our manifesto, that we should have a fair and balanced package. We have been prepared to reach an accommodation that is fair and balanced, that deals with these contentious issues, as they are, around language and culture. We have made progress, its important to note that, but we havent closed the serious and significant gaps that have existed right throughout this process. They may be closer to but there are still some distance to travel. I hope we will be able to in time, but unfortunately we have not been able to. I think we all understand what is there, but it is, in our assessment, not something that represents a fair and balanced package. Back in her speech on 31st of august, Arlene Foster made it clear she was prepared to legislate for the Irish Language, but as part of an accommodation, as part of a package dealing with all languages and cultures, something that would be capable. We have been working towards that ever since. We have made progress. I hope that in the future we are able to build on that progress but at this time what is on offer does not in our view represent that fair and balanced package that is capable of being supported on all sides.
