Thats the view of a Cross Party Group of mps who will publish a review into bullying and sexual abuse later this morning. According to a leaked version of the report, almost a fifth of people working in parliament have witnessed or experienced Sexual Harassment in the past year. A new, independent complaints procedure is expected to be recommended to tackle the problem, as well as a dedicated hotline to report incidents. Its thought the working group chaired by the leader of the commons, Andrea Leadsom will also call for tougher sanctions for anyone found guilty of harassment. 0ur political correspondent, leila nathoo, is in westminster. And you will remember this working group was formed after the flurry of allegations referred covering a huge range of claims in westminster of inappropriate behaviour which shone a light on the working environment here. They were, they have lost people, they have lost their homes, so if we can do something to further help those children of grenfell, and particularly the children on the green, then this is a fantastic platform that allows us to do that. We filmed kids on the green when it opened last summer. A place for children to play, the draw, to talk if they wanted to, to escape the horror on their doorstep. Through the winter the charity has moved to a site indoors, but they are still helping kids to be kids. The old swa n wo ke helping kids to be kids. The old swan woke up at about 5 45am in the morning. Gabby and her husband live opposite Grenfell Tower with their four children. Kids on the green has become part of our lives. We dont talk about what happens, and we dont talk about the five very often but having a place where people have gone through the same thing and understand what has gone on without having to speak about it has been really helpful for all of us. There isa really helpful for all of us. There is a huge admiration for the fire service here. I have felt nothing but gratitude towards the firefighters, and their bravery, their coverage, the fact that they wa nt to their coverage, the fact that they want to do more now on top of what they have already done it over welling their courage. They have already done it over welling their courage. The firefighters are running notjust to raise money. They say it is also helping them come to terms with the terrible events of last summer. Running a marathon is a real chance for us all to get together and do something really productive for the g re nfell something really productive for the grenfell community. So could a change of diet help to slow the spread of the disease . Lets speak to Justine Alford from Cancer Research uk. There is a big sort of cloud of caution over this story, isnt there . Tell us what the evidence so far is about what we are eating and what effect it might have. So far, this research of our Cambridge Institute has been carried out in the lab in petrie dishes and on mice with press cancer so onto approached about how we think about the potential applications of this research. Whether this is true but people, hopefully this could lead to new ways in the future that could help us understand Breast Cancer better and potentially maybe stop the disease from spreading in the future. Talk us through the foods we are talking about and what the evidence is showing. A molecule called asparagine was looked at, an amino acid in certain foods, but what they found was this particular amino acid could be helping Breast Cancer spell cells spread to other parts of the body and there is some evidence they bound from Previous Research which could back this up in people. It is too early to say it what they found in mice is happening in people. What foods other than asparagus are related to this . Asparagine is found in poultry, dairy and soy and some seafoods as well but we really do wa nt to seafoods as well but we really do want to express caution because it is too early to say whether eating asparagus will affect a persons outcomes. If they have Breast Cancer. This research was carried out in the lab. Telling people dont eat this because your cancer could spread more quickly. What we hope is the more scientists learn about this potential interaction between Breast Cancer cells and asparagine, this could lead to new ways to potentially augment or complement our current strategies which are already used to treat Breast Cancer. What the scientists are thinking is that maybe in the future, they could develop a kind of tab Breast Cancer patients in a controlled setting. Are there foods already proven to have a direct link to some of the issues you are talking about . There are currently no evidence that any diet or particularfoods diet or particular foods can help treat cancer. We do know certain foods are linked with an increase risk of developing cancer such as red and processed meats. How easy is it to correlate what happens in the laboratory . This has been taking place in mice. Can we say that there isa place in mice. Can we say that there is a link . Have you extrapolate so much . That is the beauty of research, this will open up new doors into finding out more about the disease but at the moment, it is too early to say what happens in mice will happen in people. The fact we have had these record low Interest Rates for so long has been really hard on savers. So there are always winners and losers. So that as Interest Rates, we will also get forecast for Economic Growth. People are sceptical about these forecasts, because given so much uncertainty in the uk and the world economy, how accurate can these forecasts ever be . Thats right, you can see john giving us a warts on the wurlitzer at the amazing blackpool tower ballroom, one of the most famous dance venues notjust in the uk but in the world waltz. You will be familiar if you are a fan of strictly come dancing, and it is looking more splendid than normal, as it undergoes its biggest clean up in 50 years. Take a look at the opulent surroundings, the lights, the gold, all that needs cleaning. And a couple of bits of lighting, you might be able to make out the chandelier as well. They pose a challenge. I have been found finding out how they do it. It is a routine rarely attempted. Involving lifts, fancy footwork, and plenty of twist and turns. Twists and turns. We are lowering and cleaning the two main chandeliers in the ballroom. Modern techniques is all using electric winches, and you just press a button. The ballroom openedin just press a button. The ballroom opened in 1894, and they had to winch it all the way down. It is blackpool tower ballrooms biggest clean up for more than 50 years. This chandelier has over 1000 individual crystals, and weighs half a ton. They are over 124 years old, so it is just really, really, really delicate. You are holding a little bit of history, argued, your hands . Yes, it is really important that you keep hold of it. As we undo them, we then take these little screws apart. You just have to give it a good wipe around, making sure that all the dust has gone. In total, there are 16 chandeliers in this ballroom, and 32 alchemy lights. That means over 500 individual light fittings and bulbs, which need testing and cleaning. For me, there is only one ballroom in the uk and in the world. Sometimes when you are in here, you know, on your own, it isjust breathtaking. At no cleanup can compare to what happened in 1956, when a fire badly damaged the tower ballroom. Dennis lived and worked nearby. The fire was underneath this flaw here. And the girders were just twisted, with the heat. It was all blackened, and a lot of damaged. Dennis was part of the team which brought the ballroom back to life. They used 27 carat gold leaf. This was one of the original sheets. You put this on with your thumb, worked again, and then it was burnished. The gold is everywhere, the ceilings, and all the letters is gold. You put your name in. So somewhere out there says dennis . M does, hidden away. I watch strictly, and you sit at home watching it, and you think i handle that. It has taken three weeks, but the chandeliers are clean, light is looking good. First, our main story. The Workplace Culture at westminster is in need of urgent reform. Thats the view of a Cross Party Group of mps who will publish a review into bullying and sexual abuse later this morning. According to a leaked version of the report, almost a fifth of people working in parliament have witnessed or experienced Sexual Harassment in the past year. A new, independent complaints procedure is expected to be recommended to tackle the problem, as well as a dedicated hotline to report incidents. Its thought the working group chaired by the leader of the commons, Andrea Leadsom will also call for tougher sanctions for anyone found guilty of harassment. 0ur political correspondent, leila nathoo, is in westminster. Leila, is this report going to be enough to ease the concerns people have about the culture in westminster . I think thats a pretty stark figure for anyone listening to that. You have to remember also the context and was in which this working group that commissioned the survey. We had a flurry of claims here in westminster towards the end of last year where people were making allegations. Very serious claims. That is really what sort of highlights it. A very Close Knit Community. Loyalty is highly valued among colleagues. There are often very informal arrangements. There was a sense that there needs to be more openness here and this working group were trying to encourage people to come forward with their concerns and reassure them that if anybody was found guilty of misconduct, they would be properly punished. This survey revealed one in five people working in parliament, have experienced harassment themselves. 0nly17 of people responded to that survey in the first place. It shows how relu cta nt the first place. It shows how reluctant people are to come forward. They will be publishing their recommendations for new complaints procedures, a separate bullying and harassment complaints helpline. What people will be watching is the sanctions are working Group Proposes and whether they will be tough enough, to reassure complainants, potential victims who want to come forward, that people will be properly punished. Andy moore is in our london newsroom. Andy, what is the reason behind this rise . Talk is through what they are saying. This is an annual report on the state of local government finances. Councils say the demands on their services are going up all the time. The amount they get from Central Government is growing down. 95 of councils say they intend to put up council tax. That is the highest figure since analysis was started in 2012. 93 of them say they will put up their charges. Despite putting up those charges, 80 of councils say they fear that their financial stability. What does that mean your Council Tax Bill . The is 6 , the maximum it can go up. If you are a council taxpayer, you pay around £1600. Your bill could go up by £100. Around half the councils are putting up bills by 2. 5, 3 . Jonathan carr west, the chief executive of the local Government Information Unit, says councils are on the edge. In 2016 17, more than half of the workforce was paid £7. 50 an hour or less. In the same year, staff turnover was nearly 28 and 6. 6 ofjobs were vacant. But, it says, there is no Government Strategy for tackling the problems. Only the department of health can produce a workforce strategy that speaks to the National Picture about the problems weve found of low pay, low prestige and high turnover rates which is reducing quality of service for people who are actually receiving care. In response, the department for health and social care says extra money is being put in to caring for Vulnerable People and that it will soon publish a strategy for the health and care workforce. In the early hours of 14june last year, flames took hold of Grenfell Tower in west london. 71 people died as a result of the blaze. More than 200 firefighters battled through the night, many risking their own lives to try to rescue residents trapped inside. Now, nine of those firefighters are preparing to run the London Marathon to raise money for children affected by the tragedy. Breakfasts Graham Satchell has been to see how they are getting on with their training. Less than a mile from Grenfell Tower, North Kensington fire station hums with the sound of training. Have you run a marathon before . Ive never run a marathon before. Ive always been quite sporty, but rugbys always been my sport. But this is a whole new ball game for myself. Its really important for us to run this as a team, to try and help us deal with events that we witnessed on the night of the Grenfell Tower fire. 71 people died at Grenfell Tower. Firefighters were inside the blazing building for hour after hour. In the end, they helped 65 people to escape. We were the first on scene that night. And my main memories arejust disbelief, really. Its like nothing id ever seen, even in the movies, really. The tragedy that was witnessed that night by myself and my colleagues was unbelievable. It was on an unprecedented scale. I dont think ill ever fully get over what has happened. Its always going to be there in the back of your mind. Its never going to go away, really. Its almost like you have had 40 years of trauma in one night, so for a human being to process that is really, really, really difficult. The firefighters are hoping to raise money for a local charity called kids on the green. Kids shouldnt ever be exposed to that environment. They were, you know, theyve lost people, theyve lost their homes. So if we can do something to further help those children of grenfell, and particularly the kids on the green, then this is a fantastic platform that allows us to do that. We filmed kids on the green when it opened last summer a place for children to play, to draw, to talk if they wanted to, to escape the horror on their doorstep. Through the winter, the charity has moved to a site indoors, but they are still helping kids to be kids. The oldest one woke up at about 5 45am in the morning. Gabby and her husband live opposite Grenfell Tower, with their four children. Kids on the green has become part of our lives. We dont talk about what happened, and we dont talk about the fire very often. But having a place where people have been through the same thing, and understand what has gone on, without having to speak about it, has been really helpful for all of us. There is a huge admiration for the fire service here. Ive felt nothing but gratitude towards the firefighters, and their bravery, their courage, the fact that they want to do more now, on top of what theyve already done its overwhelming. The firefighters are running not just to raise money. They say it is also helping them come to terms with the terrible events of last summer. Running a marathon is a real chance for us all to get together and do something really productive for the grenfell community. So we can help people, and we can heal ourselves at the same time, as a team. They will be a lot of emotion on that day, wont they do the run, even amongst the training they are putting in. And training in conditions like this, when it is so cold, it shows how committed they are. Japanese investors in britain, including major carmakers, are to meet theresa may in downing street later. The motor industry has previously raised concerns over how operations could be affected by brexit. Ben is here. And there are lots of concerns about what happens in terms of the economy, in terms of opportunities, after brexit. We import and export a lot of stuff, half of all cars made in the uk are made byjapanese firms. The majority of those are exported elsewhere, and do this because in the 19805 they were all encouraged to come here and set up shop because of that great access to the european union. They could manufacture here but sell abroad. They are concerned that after brexit we wont have the same level of access, so it will cost them more and there will be delays at customs. It is interesting because yesterday we got an insight into growth forecasts after brexit, in different scenarios, whether we have access to the Single Market, the Customs Union, or no deal at all, and the two areas it is suggested will come off worst are the north east of england and the north midlands. 0f the north east of england and the north midlands. A lot of cases in the police and judiciary where freemason influence has been shown to corrupt justice and freemason influence has been shown to corruptjustice and earn fagan earn favours for other people. The example there of brian paddock, one time commander at scotland yard, said he felt guilty because of the changing attitude of his colleagues. There is evidence that being a freemason can permeate into areas and professional bodies that it shouldnt. Firstly, let me bust some myths for you. This sort of thing is not tolerated. Nepotism, corruption, whatever you want to call it, is not tolerated. If we find out about that, we expel people who do it. I represent 200,000 people of high integrity. Yes, so that if things like bank loans, as opposed to things like mortgages, car loans, creditors, but unsecured debt. Loans like that are up by a quarter over the last three years, to a staggering £37 billion. 0ne debt Advice Charity says last month was its busiest ever for people seeking advice. They are struggling to keep up advice. They are struggling to keep up with payments. Peter tutton is head of policy at the debt charity stepchange. In the first half of last year, over 300,000 people contacted them for debt advice. Just explain what unsecured debts are. Well, mainly talking about credit agreements that people use all the time, personal loans, ove rd rafts, all the time, personal loans, overdrafts, credit cards. It can be all sorts of things, loans for things like cars, things like payday loa ns. Things like cars, things like payday loans. So there is a vast variety of credit products out there, they are not secured against your house or anything, and that is unsecured credit. Why do we need to worry about these . If wages are rising in tandem with these debts, i presume that people can pay them back and borrowing as a function of a healthy economy. Well, credit markets have opened up the crash, but wages havent kept pace with inflation, and that squeeze squeezes household income. So eight or 9 Million People are using credit every day for household essential items. The danger is people get trapped into using credit for that, which puts you on the path to serious debt problems. And you talk about that path, because it sort of snowballs. Missing one repayment one month becomes a much more serious issue. At what point do people need to think they have a problem and need to get help . Well, there are a number of signs that you may be getting trapped in a cycle of spiralling debt. If you are finding every month you need credit to get through to payday or using credit to pay off other credit, readily falling behind on Household Bills or using credit to meet your Household Bills, regular getting hit for things like overdraft credit charges, if that is happening to you a lot, that is a sign that you may be on that slope into further difficulty. The thing to do is try and get some advice early. And the issue now is we have been talking about whether Interest Rates will rise, but they have been at record lows so long, that people are getting used to artificially cheap money. If they rise, they could push people further into debt. Money. If they rise, they could push people further into debtm money. If they rise, they could push people further into debt. It isnt interesting point, because many people dont have cheap money but use expensive creditjust to make ends meet. There are things we can do to help people, legislation to help attract people from creditors and get them back on their feet. That is the key thing to help protect people through this challenge. I think there is more competition. It is always about value for money. People think if they are paying a lot of money but the concerts are incredible. Yes, it only matters if you come away disappointed. The production thatis away disappointed. The production that is going into these concerts now is unbelievable. And does it come down to the venue or the act that you are seeing . There are a lot of things going on. You mentioned that the cost is to be the same as an album, physically album sales have dropped in the last decade. Streaming is bringing it up at the others have to remake money somewhere else. At the same time there is obviously an appetite. Artists are touring more and people wa nt to artists are touring more and people want to go and see them at these prices. I will give you another example, michelle shelled out for two iron maiden tickets, three other tickets and it was £500. She said seeing the jam in the 19805 was a tenner. And there was secondary to getting back then. Not as often, you will be taken by google to secondary ticket sellers, not primary, and it inflates the price and you might not be aware. If you are paying a lot of money to see taylor swift, £400, £500, whatever it is, you know you are getting an extraordinary show. I have not seen her live, but i know they put on very big occasions, and possibly you think it is worth it, and that is the only thing that matters, isnt it . Obviously musicians want to put on the best show they possibly can. We were just talking about the u2 show and some of the levels of extravagance they go to, but if you do not want to spend £500 going to show, there are so many mid range and smaller artists, and their prices havent gone up in 20 years. Ten quid or 20 quid to go and see a really good band ina quid to go and see a really good band in a mid range venue. Quid to go and see a really good band in a midrange venue. Doesnt that come down to pot luck . The Workplace Culture at westminster is in need of urgent reform. Thats the view of a Cross Party Group of mps who have published a review into bullying and Sexual Harassment. According to the report, almost a fifth of people working in parliament have witnessed or experienced Sexual Harassment in the past year. A new, independent complaints procedure is recommended to tackle the problem, as well as a dedicated hotline to report incidents. The working group, chaired by the leader of the commons, Andrea Leadsom, has also called for tougher sanctions for anyone found guilty. 0ur political correspondent, leila nathoo, is in westminster. This doesnt paint a great picture of what is going on at westminster at the moment. It doesnt. I think the findings of that survey will be disturbing to anyone looking at that, 20 of people have experienced all witnessed Sexual Harassment in westminster in the last year. That does make uncomfortable reading. Remember, this working group was set up remember, this working group was set up amid all those allegations that we re up amid all those allegations that were coming out late last year and led to the resignation of two cabinet ministers over some claims of inappropriate behaviour. I think there will be some debate about how tough the sanctions regime actually is. Certainly these proposals will now go forward to the house of commons, where they will be debated and agreed. But i think this will be very much a First Step Towards trying to make the huge cultural shift that many people think is needed here in westminster. It means the average bill will go up by £40 a year, as local authorities try to raise more money. Andy moore is in our london newsroom. These are significant rises. Take us through what those councils are saying. This is an annual survey of council finances in england saying. Specifically to his party, i didnt want to report it to the whips because i feared i would be blacklisted, i would basically be reporting him to his own party, so i didnt say anything for 14 years. So what we now have, which has been outlined today, is some kind of structure within westminster. Do you think that if this structure existed, the one they are proposing, would make any difference to your situation . I think it would, actually. I am really encouraged by this report, the fact there is independent reporting system and also a hotline. I think sometimes even people working in westminster if you have a pass, you are confused by these systems. I think a hotline isa by these systems. I think a hotline is a good positive thing where people can report until they have the confidence that they will be listened to, their complaint will be investigated just that are lodging an incident that will be recorded in some way. I think that is really important to give confidence to people. As the report shows, one in five people working in westminster have either witnessed or experienced harassment. I think that is a huge proportion of people. It shows how widespread this problem is. Part of the proposals, as i understand it, that reporting process would be anonymous, both in terms, or can become in terms of the person making the accusation on the person about whom the allegations are being made. Yes, and whom the allegations are being made. Yes, and i have concerns about that. In other walks of life, the person who is accused of harassment or assault isnt anonymous. I think what we have seen through the Metoo Movement and elsewhere where this has been brought forward, naming the person encourages others to come forward. The backlash is vexatious complaints. It takes a lot of guts to come forward anonymously as someone who has been sexually harassed all assaulted, to report that incident and i dont think people do that lightly or generally make it up. I think it is really important, i dont why mps should be different in that respect. You mentioned the survey. 0ne different in that respect. You mentioned the survey. One in five people who work within westminster who say they have been the victim in some way of something. When you look at those figures, you are thinking there must be an awful lot of people in that building as we speak today who have knowledge of something that happened about which nothing has been done . Is there such a thing . Im not sure how that would work. What difference could that make . think they are talking about possible recall, which would mean the constituency would be able to have a by election against fat mp. I think he deserves some respect for that. There does need to be a sanction therefore politicians. I think if it was just to have training, i therefore politicians. I think if it wasjust to have training, i dont think that will deter politicians from carrying on in any behaviour they have been doing so far. Firefighters battled through the night, many risking their own lives to try to rescue residents inside. Now some of the firefighters are planning to run the London Marathon to help children affected by the tragedy. Less than a mile from Grenfell Tower, North Kensington fire station hums with the sound of training. Have you run a marathon before . Ive never run a marathon before. Ive always been quite sporty, but rugbys always been my sport. But this is a whole new ball game for myself. Its really important for us to run this as a team, to try and help us deal with events that we witnessed on the night of the Grenfell Tower fire. 71 people died at Grenfell Tower. Firefighters were inside the blazing building for hour after hour. In the end, they helped 65 people to escape. We were the first on scene that night. And my main memories arejust disbelief, really. Its like nothing id ever seen, even in the movies, really. The tragedy that was witnessed that night by myself and my colleagues was unbelievable. It was on unprecedented scale. I dont think ill ever fully get over whats happened. Its always going to be there in the back of your mind. Its never going to go away, really. Its almost like you have had 40 years of trauma in one night, so for a human being to process that is really, really, really difficult. The firefighters are hoping to raise money for a local charity called kids on the green. Kids shouldnt ever be exposed to that environment. They were, you know, theyve lost people, theyve lost their homes. So if we can do something to further help those children of grenfell, and particularly the kids on the green, then this is a fantastic platform that allows us to do that. We filmed kids on the green when it opened last summer a place for children to play, to draw, to talk if they wanted to, to escape the horror on their doorstep. Through the winter, the charity has moved to a site indoors, but they are still helping kids to be kids. The oldest one woke up at about 5 45am in the morning. Gabby and her husband live opposite Grenfell Tower, with their four children. Kids on the green has become part of our lives. We dont talk about what happened, and we dont talk about the fire very often. But having a place where people have been through the same thing, and understand what has gone on, without having to speak about it, has been really helpful for all of us. There is a huge admiration for the fire service here. Ive felt nothing but gratitude towards the firefighters, and their bravery, their courage. The fact that they want to do more now, on top of what theyve already done, is overwhelming. The firefighters are running not just to raise money. They say it is also helping them come to terms with the terrible events of last summer. Running a marathon is a real chance for us all to get together and do something really productive for the grenfell community. So we can help people, and we can heal ourselves at the same time, as a team. To train in this weather makes it all the harder but they obviously are so committed to their community.
