Bolivia is really interesting. In 2000 there were as 12 of women in parliament and they changed the law in 2010 and now we are above 50 . That is a remarkable change, the kind of change most companies would die for it if they could get that change in female representation in such a short period of time and it is just changing the law, you mandate more women running for office and politics and it happens. Do we obsess too much about women in politics, women in the boardroom at the expense of women who were lower down the ladder, who were suffering from low pay, are disproportionately involved in low paying jobs. No, it is women in politics he will change legislation for women who are working in less well paid positions. You start to see movement in countries where you have more politics, women in politics, you start to see more female friendly kind of policies and policies that benefit working women. You do need to have those women running for office and have a more representation otherwise you do not get change for the other women. It is interesting. When you look at britain, we have come so far in terms of women at the top, you have a woman Prime Minister, the home secretary is a woman, the head of the metropolitan police and the National Crime agency but it is representation in politics, still less tha n representation in politics, still less than a third of mps. So, do you think this is just the teething pains of trying to reform a department that some had said was bloated and had too many people in it . Or is this a deliberate effort bya it . Or is this a deliberate effort by a white house to undermine the presence of american diplomacy around the world . Presence of american diplomacy around the world . I think its probably more of the latter than the former. Most of us Foreign Service careerists former. Most of us Foreign Service ca reerists never saw former. Most of us Foreign Service careerists never saw a bloated state department. We were always understaffed. I can particularly say that from my position as the assistant secretary for africa that we never had enough staff to do the job. So, there was no gloating that any of us ever experienced, and the department has always been underfunded when you compare our diplomacy to our defence budgets, we have not been able to keep up with the demand. One of the problems, it seems to me, for the administration, is that their nominees, theyve not done the Due Diligence themselves. Theyve not properly vetted them. Youve got, for instance, the nominee to the position of ambassador in barbados, who is now accused of spreading some bizarre conspiracy theories on twitter. His nomination is being held up. You sort of wonder why theyve not gone on this deep dive into the background of some of the people theyve put forward. You know, i think its partially a lack of experience in the offices that are dealing with the vetting thats required. Because that kind of vetting is always done, and having gone through the vetting process myself, no stone has ever been left uncovered. Ive found out things about myself that i didnt know, from the vetting process so, to have this kind of information come out so far into this nominees process is a bit surprising. Out so far into this nominees process is a bit surprisinglj understand that within the state department, its bit like the pentagon, its a star system, the more senior you get, the higher you 90, more senior you get, the higher you go, if the top brass within the state department, if you will, are leaving the department, how easy, or how difficult, is it to replace them once President Trump has gone . And i think its going to take probably a decade to get back to the capacity that we had before this happened. A lot of the senior positions in the department are filled by careerists, who, like myself, have decades of experience and decades of service, and if you are not filling those positions, youre not bringing in new blood, and people are leaving, youre going to have a difficult time finding the right people in the future. That said, there are some very capable people still left in the state department who are in acting positions who are filling some of the senior slots now, and hopefully they will be able to maintain a commitment to fulfil those positions in the future. All women short lists are not about the women standing, they are about the women standing, they are about the women standing, they are about the people making the choices and trying to change some of those long held an unconscious bias about what leadership looks like. If anybody thinks it was easy to get elected onto an all woman short list, they didnt meet all of the other fantastic women who went for the constituency of walthamstow when idid. When you dont make the effort to try and change peoples perceptions about what leadership looks like, people tend to elect white men of a certain age. Melissa, the picture in the United States is even worse. Is that because you have a primary system in america, very different to our system here in the uk, where parties choose their candidates . Is that pa rt choose their candidates . Is that part of the problem in america . M the United States and do think the primary system presented a challenge for women, particularly on them i can side of the aisle. Once women reach the general election, they are both so might just reach the general election, they are both so mightjust as likely reach the general election, they are both so might just as likely as reach the general election, they are both so mightjust as likely as men to get elected. But the deadly republican women face a challenge getting to the primaries. Particularly republican women. You poll women and do a lot of research at running start on this. What are the hurdles that women face running for Political Office that men do not face . The biggest hurdle relates back to a lot of work on confidence. Women tend to undervalue their own qualifications and lose confidence in their ability to run for office ata in their ability to run for office at a really critical age, in high school and college. And so a woman my age would think that her qualifications are only half as good asa qualifications are only half as good as a man with the exact same resonate. There are a variety of other external barriers, but i think the internal barrier, lack of confidence, is the biggest hurdle that women have to overcome. Stella, you clearly had the confidence to run, and to win. They have a saying in the United States that a man looks in the mirror and automatically sees a senator, and a woman would never quite be so presumptuous. You ever came that hurdle and went for office. But then you face the issue of the kind of online bullying that the Prime Minister has spoken about. It is different online, i know, iam online as well and i face that. The tone is different for women and four men. One of the things about these debates that i really want to change, we talk a lot about the women and we talk a lot about anti semitism and islamophobia or racism online, we dont always talk about the people doing it, and recognising that when you are challenging power in barrow back imbalances, when you are a woman speaking up, you are challenging the old patriarchal order, of course that power pushes back. That is what we see, it is the backlash against people. One of the things we have to do is to stop wondering whether women should put up with this and Start Talking about who is doing this and how we can stop them doing it. Its not ok, its not acceptable. I often get told, oh, dont feed the trolls, dont react to this stuff. I think, stuff. Ithink, how stuff.
