More people from black, minority and asian ethnic backgrounds are in parliament, in media, in business and disabled people play a more active role in society than they ever have. Real injustices remain for women, lgbt people, ever have. Real injustices remain forwomen, lgbt people, black ever have. Real injustices remain for women, lgbt people, black and minority ethnic buttons, for the poorer and people with disabilities. That if we cast our eyes back to well within living memory we can see how far we have come. These improvements have been achieved through free and open debate, leading to Progressive Democratic change. Collectively they have helped to create an ideal, as yet still not fully realised but closer today than it has ever been, of the public sphere where wealth, gender, sexuality, race and disability present no barrier to full and active participation on a basis of equality, in a society where every voice counts and where everyone has a say in the law and policies of this country, everyone benefits. I have seen it in my years in parliament as it has become a more diverse representative place it has better reflected the concerns of all sections of society. And in my experience women often bring a different approach to politics than do men. For women politics can be as much about listening and learning from others as it is about broadcasting your own views and opinions. And that is all to the good. Because there isntjust one way of doing things one perspective on an issue. Our understanding is enriched and we can better outcomes. But today the idea of the true open public sphere where everyone can ta ke public sphere where everyone can take part is in danger. The tone of tetanus and aggression has entered into our public debate tone of bitterness and aggression. In public life and increasingly in private conversations and is becoming harder to conduct any discussion on a political issue without its descending into tribalism and rancour. Participants in local and national life, from candidates, local elected representatives to journalists and commentators have to contend with sustained abuse. Often this takes the form of overt intimidation. Social media and Digital Communication which in themselves can and should be forces had good in our democracy, are being exploited and abused, often anonymously. British democracy has a lwa ys anonymously. British democracy has always been robust and oppositional but a line is crossed when disagreement mutates into intimidation. When putting across your point of view becomes trying to exclude and intimidate those with whom you disagree. Women in the 19th century whom you disagree. Women in the 19th ce ntu ry ha d whom you disagree. Women in the 19th century had to contend with open hostility and abuse to win the right to vote. In the 21st century it cannot be acceptable for any women, any person, to have to face threats and intimidation simply because she oi and intimidation simply because she or he has dared to express a political opinion. Sadly that is all too often become the case. 100 years after bringing all voices, male and female, rich and poor, with our parliamentary democracy in face the prospect of our countrys public debate becoming aggressively hostile, and participation in it a risk which many are not prepared to run. We can all see this change happening and i know that many share my concern about it. Just last week the leader of Haringey Council resigned, citing sexism, bullying, undemocratic behaviour and outright personal attacks which had left her disappointed and disillusioned. It isa disappointed and disillusioned. It is a depressing coincidence that in the week that we are celebrating the first inclusion of women in the democratic process is one of the most senior democratic process is one of the most senior women democratic process is one of the most senior women in local government has in effect been hounded out of office. In our universities which should be bastions of free thought and expression we have seen the efforts of politicians and academics to engage in open debate frustrated by an aggressive, intolerant minority. It is time we asked ourselves seriously whether we really wanted to be like this. Whether we are prepared to accept a permanent coarsening and toxic buying of our public debate whether together with ta ke public debate whether together with take a stand for decency, tolerance and respect. Whether we choose to be and respect. Whether we choose to be a society in which we define ourselves by our differences or whether we want to be members of the community of common interest. Those of us, the vast majority of all political persuasions who want a healthy, pluralistic public debate where tolerance is the default setting and abuse and intimidation have no place, where every voice cou nts have no place, where every voice counts and no one is bullied out of speaking their mind, have a responsibility to stand up and help deliver it. Last year i commissioned the committee of standards and public life to conduct an investigation into intimidation, following last year s general election. Their report makes sobering reading. In this centenary year of votes for women it is finding that candidates who are female, black and minority ethnic or lg bt female, black and minority ethnic or lgbt are disproportionately targeted in terms of scale, intensity and vitriol, is a cause of deep concern. Such abuse risks undermining the diverse democracy will have built in this country of succeeding generations. But the committees report also points the way forward. It presents a clear double credible plan of action to help build a civil debate. I welcome its recommendations. All of us in public life have a responsibility to challenge and report intimidating behaviour wherever it occurs. We must all seek to uphold the highest standards of conduct. We must set a tone in Public Discourse which is neither dehumanising or derogatory, and which recognises the rights of others to participate. In word and deed we should never engender or hostility toward individuals because of their personal characteristics. And must not allow disagreements about policy and professional competence to lead to history vitriol and hostility. These responsibilities for individually on each one of us and collectively on political parties. My party has put in place a new code of conduct for representatives which puts respect and decency at its core. And we have proposed that the other parties for the us in signing a respect pledge for campaigning, i hope they will ta ke for campaigning, i hope they will take this up on that suggestion. For its part, the government will act on the committees recommendations. We will take action to make our electoral process more robust and offer greater protections for people taking part in elections. While intimidation is already a crime, we will consult on making it an offence in electoral law to intimidate candidates and campaigners. And because some candidates and their families have been targeted for abuse in their own homes we will extend to candidates for local government the same protection parliamentary candidates have to keep their home addresses secret. I can also confirm that the National PoliceChiefs Council and the couege Police Chiefs council and the college of policing will implement each of the recommendations in the report which refer to them. This includes ensuring a clear standard is set for the police, when dealing with intimidation and Online Activity during an election. And it is online where some of the most troubling behaviour occurs. Social media is one of the defining technologies of our age. For millions of people, particularly the young, it is the means by which they engage with the world, express opinions and medicate with family and friends. In many cases this is clearly a force of good. More voices can find clearer and wider expression. Campaigns can gain publicity and traction, to the Metoo Movement victims of Sexual Harassment and assault have felt empowered to speak out using social media. But as well as being places for empowering self expression, Online Platforms can become places of intimidation and abuse. This is true for children facing the daily misery of online bullying. Where a smartphone allows their persecutors in effect to follow them home and continued to torment them, even after school has finished. And it is also true. This squanders the opportunity new technology affords us to drive up Political Engagement and can have the perverse effect of putting of participation from those not prepared to tolerate the levels of abuse which exist. The committee on standards in public life makes a number of recommendations for action which social Media Companies can ta ke to which social Media Companies can take to address this problem. It sets them a clear challenge, to do much more to prevent users of their platforms from being inundated with hostile messages on their platforms and to support victims of this behaviour. The social Media Companies themselves must now step up companies themselves must now step up and set out how they will respond positively to those recommendations. So far the response has been encouraging and i hope they will continue in that spirit. For its part, the government will publish oui part, the government will publish our internet Safety Strategy in the spring. It will set out details of a comprehensive new social media code of practice. It will cover the full range of issues we considered in our green paper, from enforcing Community Guidelines to preventing misuse of services. It will make it easierfor people to misuse of services. It will make it easier for people to report inappropriate and harmful bullying and content when they find it and ensure firms have clear policies are taking this content down. We will also establish a new annual internet safety transparency report to provide uk level data on what offensive online content is being reported, has social Media Companies are responding to complaints and what material is removed. And to ensure that criminal law which was drafted long before the creation of social media platforms is appropriate to meet challenges posed by this new technology. The Law Commission will conduct a review of this legislation relating to online offensive communications. The committee on standards in public life also called for the government to legislate to shift the liability of illegal content online towards social Media Companies. These platforms are clearly no longerjust passive hosts of the opinions of others, so we will look at the legal liability that social Media Companies have for the content shared on their sites. The issue is far from straightforward so we will consider carefully what approach to take. We are already working closely with International Partners and social Media Companies themselves to understand how we can make the existing frameworks and definitions work better and assess whether there isa work better and assess whether there is a case for developing a new definition for these platforms. Changes in technology are also having a profound impact on one of the cornerstones of our public debate, our free press. The cornerstones of our public debate, ourfree press. Good quality journalism provides us with the information and analysis we need to information and analysis we need to inform our viewpoints and conduct a genuine discussion, it is a huge force are good. But in recent years especially in localjournalism we have seen falling circulations, hollowing out of local newsrooms, and fears that the future sustainability of high quality journalism. Over 200 local papers have closed since 2005. Here in Greater Manchester several local newspapers have closed including the salford advertiser, the trafford advertiser and the wilmslow express. This is dangerous for our democracy. Incredible and trusted news sources decline we can become vulnerable to news that is untrustworthy. To address this challenge to our public debate we will launch a review to examine the sustainability of our national and local press. It will look at different Business Models for high quality journalism. Look at different Business Models for high qualityjournalism. And because Digital Advertising is now one essential source of revenue for newspapers the review will analyse how that supply chain operates. It will consider whether the creators of co nte nt will consider whether the creators of content a re will consider whether the creators of content are getting their fair share of advertisement revenue. And it will recommend whether industry 01 it will recommend whether industry or government Led Solutions can help improve the sustainability for the future. A free press is one of the foundations on which our democracy is built and it must be preserved. But the action we need to take to secure oui but the action we need to take to secure our democracy goes far beyond rules and reviews. It goes to the heart of how we conceive our political differences and more profoundly how we treat each other. At its best British Public life is characterised by the values we have traditionally been most proud of as the nation. Fierce rivalry, yes, but also common decency. A rejection of extremism and absolutism. We have seen extremism and absolutism. We have seen this spirit is clearly at some of our darkest moments. We sought in the Second World War when conservative and labour politicians but rivalries and political differences aside to unite in defence of our common values. We saw that spirit again recently when tessa jowell made her deeply moving speech in the house of lords about her own experience of suffering from a brain tumourand her own experience of suffering from a brain tumour and what more we can do to help people live well with cancer. She held peers from all parties spellbound and all responded toa parties spellbound and all responded to a speech of great courage with an acknowledgement of our shared humanity. Because while political differences may separate us and wi reless differences may separate us and wireless differences may at times be profound, so much more unites us. When we forget that fact and hard in oui when we forget that fact and hard in our hearts against those with whom we disagree, when we exaggerate differences, dad motives, accuse others of bad faith we risk destroying genuine debate and we open the path to extremism and intolerance. The lesson we must never forget. That sentiment chimes much more closely with how the public feel about politics than do shrill and tribal insults. Most people dont view politics to an ideological prison. They want politicians to Work Together to improve our lives and country. They expect disagreements and debate about the best way forward but they also want Practical Solutions which will improve peoples lives. As the famous suffragette battle cry put it, they want deeds, not words. And each day in downing street on and pass the framed portraits of my 53 predecessors, 52 of whom were men, i focus not on what i can say but on what i can do to make our country a better place. Negotiating a brexit steal that respects the vote of the people and delivers a prosperous age of everyone. Improving our schools, colleges and universities so that every young person in this country, male orfemale from every young person in this country, male or female from every background is the greatest chance to get on and do well in life. Tackling the injustices which still hold too many people back. And as the woman at the head of our countrys government one century after my grandmothers were first given the right to vote, my mission is clear. To build that Better Future for all our people, a country that works for everyone, and democracy in which every voice is heard. Thank you. If thank you, Prime Minister, kate mccann from the telegraph. Feminists, is now the right time to pardon the suffragettes, many of whom were arrested and imprisoned for largely political regions . And if not, why not . As the home secretary has said today, this issue of a pardon is not as straightforward as it seems at first blush. She will look at individual proposals. But think what we wa nt individual proposals. But think what we want to ask ourselves is how we should best on the suffragettes and recognise what they went through and what they did. And i think the best way we can do that is by ensuring that we encourage more women to come into public life and that we see more women in parliament . Thank you. With the problems of intimidation of women in public life, the yawning gender pay gap, Sexual Harassment and still less than one third of mps being women, do you feel you have done enough as a female Prime Minister to make things better for women in this country . First of all, you talked about the still yawning gender pay gap, in full time employment it is at its lowest ever level. And that has been achieved over a number of years but im pleased at the steps weve taken to do that. And yes throughout my time, both in ministerial office, as secretary, and as Prime Minister, have been taking steps to improve the lives of women. Thats partly about helping more women to come into public life, seeing more women standing for parliament, my co founding of women to win. But its also dealing with some issues women find difficult, for example the work was done to improve our response to Domestic Violence. We will introduce a new Domestic Violence and abuse act. The work ive done on modern slavery, it happens to both men and women but many of the victims of that women. So theres a whole variety of actions that ive taken now, is there more to do, yes. And one thing ive spoken about today is making sure that women actually have the confidence and feel able to stand for Public Office and they are not put off because of the intimidation and bullying they see taking place in our public life today, particularly on social media. Beth . Thank you, Prime Minister. It is 100 years since women got the vote, it is almost five decades since mps legislated for equal pay, and yet five decades on, women are still paid less than men for equal work. Will you commit today to closing the gender pay gap by the end of this parliament by legislation if necessary, and if i may, when you became an mp in 1997 there were just 13 female mps became an mp in 1997 there were just 13 female mp5 on the conservative benches, it must be difficult. What advice would you give your younger self now . And when i first became an mp, yes, there were only 13 conservative women mps, the number is considerably more now, more than 60. I think weve made strides. I think the important thing for woman in politics, i would say, is, be yourself. As i said in my speech women often approach their way of doing politics, is sometimes different from men, its the same in business. Bad that doesnt mean it is not as good, its just as good. I would say be yourself, dont feel you have to be a stereotype of a man to get on in politics. Be yourself and believing what you are. Applause is thatjessica i see . Yes. Prime minister, when the police gave evidence to the committee on standards in public life they made it clear that they did not think a new harassment laws necessary. Why is it that you think there needs to be special protection for politicians, rather than just any memberof the politicians, rather than just any member of the public . Well first of all this is one recommendation that has come out of the committee on standards in public lifes review of the election. And were going to consult on it. Of course as i said, there are already laws about intimidation. I think what we saw and what was clear from that report was that there had been significant intimidation, particularly of women, lg bt intimidation, particularly of women, lgbt and b and e candidates during the election so i think its right that we ask ourselves, should we make this a specific offence. We have various offences on the statute book and i think its right, given the way that this is progressing, that we consult on that question. Jack . Prime minister, can i ask you what you think about the account from the former head of Haringey Council, when she said that she was camino, subject to sexist bullying and that pushed out of a job . And on the front pages today weve got a story about a Company Holding £2. 11 million in cash and paying its chief executive millions of pounds a year . On the Haringey Council, acquitted this in my speech, it is particularly disappointing that in a week in russia are celebrating the first votes for women that we see a senior woman in local government effectively being hounded out of office by watcher described as sexist and bullying behaviour. I dont think that has any place in oui dont think that has any place in our public life. You can disagree with somebody. They could have a different viewpoint from yours, but discuss it properly. Dont deal in that sort of bullying and sexism. And i think it is very disappointing that she has felt it necessary to step down, and as a say, she has effectively been hounded out of office. On the issue of moderate ability, what they pay is a matter for that organisation. But this is an organisation which exists to be able to provide resources, support, ca is able to provide resources, support, cars and vehicles for those who are disabled, to help them to lead a freer, more independent life. And i think its important that the organisation focuses on that, because that is the aim of that organisation. And i know many people who have benefited enormously from their vehicles and i want to see many more people in the future benefiting from that as well. Too icy matt . Do i see him .
