The bbcs file on a found there were 31,000 safeguarding alerts between 201a and 2017 with annual alerts increasing 30 in that time. One aspect of the abuse is so called mate crimes, where a Vulnerable Person is befriended only to be coerced in to handing over sums of money. There were a200 financial alerts during that period, but its difficult for police to gain a conviction because often the victim is deemed to be of sound mind, and the law states theyve voluntarily given away money or banking information. I met this lady in the hospital, on the same ward as myself, and we quickly befriended each other. We became very close, so i trusted her. Things were good at the start, but then she started at the start, but then she started at the beginning just asking me for a favour, saying, i dont want to take advantage of you, are you sure . Can i borrow £300 towards a deposit the wrap wheelchair . I said it was fine, soi wrap wheelchair . I said it was fine, so i went with her to withdraw the money and do that. For a wheelchair . She then said she would pay me back. It never happened, so obviously, every time she kept continuously asking. And you were in hospital at the time . continuously asking. When i would ask for my card back, she would be like, dont you trust me or something . Then she would carry on asking for big amounts, saying she would pay me back. How much more . She made a plan with me to pay back the money, and she was doing that to a certain extent, but then, before christmas, she made an excuse, saying, i cant pay. But she never paid. Beyond that, she said she wasnt going to ask me for money any more because she said she wasnt in need, and then continued to ask for more amounts of money. She knew my payday when i was getting my benefit, and that is when she were took advantage, until the point where i had no money left. When i had no money left, she didnt want to know me, so she didnt want to be my friend. Thats pretty much what has happened. Thanks for telling us and sharing your story. Obviously, the disability is not quite visual, it is hidden. They are in the worst situation to be exploited in lots of ways. The exploitation can take place as financial, emotional, sexual, so all forms of abuse. It is safeguarding issue. It is something do deal with issue. It is something do deal with is quite commonly. How do you deal with those cases . How can you help people like nicole . I imagine sometimes it may be too late. It may, the stage when, like you, you had given away all your money. The damage was done, and for me, this lady ruined my life, because she also pressured me into getting a contract for her and her husband, promising to pay, and she never did, andi promising to pay, and she never did, and i got into debt. She has left me ina lot and i got into debt. She has left me in a lot of trouble, obviously. I came toa in a lot of trouble, obviously. I came to a point where i couldnt pay my rent and i was in arrears at the hostel. If it wasnt for the support of camden people first, and my family, i would of camden people first, and my family, iwould be of camden people first, and my family, i would be on the streets. I was in that situation where i was broke. I want to bring in sheree green necks. Why is it so difficult for the law to help people like nicole . Nicole and her desperately difficult and painful story, nicole is also a very articulate person. She is able to describe what has happened. She would, to all intense and purposes, be somebody who the law mayjudge has capacity to make their own decisions. Now, if nicole was in a different position, if she was not so different position, if she was not so articulate and didnt quite understand what was happening around her, there would be some protective measures under the mental capacity act which provides a framework and a structure within which services can Work Together to support people and to protect them and to take matters to protect them and to take matters to the court. When somebody though has capacity to make their own decisions, they are as you said in your introduction, they are seen as making these decisions freely, being their choice. But that is masking what is truly going on because nicole in that situation doesnt actually have very much free choice. She is in a coercive and controlling relationship. So, in that sense, she is vulnerable to the advances to the manipulation of this person and there is no clear legal pathway for authorities to plan, to Work Together, to protect people in thosecisions. But for Domestic Abuse cases there was a coercive control order introduced. Would that work for cases like nicoles . Youre right, yes. So, intimate relationships, the serious crime act has identified that manipulation, control, has a serious impact on somebodys life, financially and in all other areas, but that at the moment is only available to couples, family members living together. Something like that extended to friends, acquaintances, informal carers, neighbours, may provide a criminal remedy, but the difficulty is, of course is that sometimes its a question of shutting the stable door after the horse has bolted. Nicole would still possibly not get her money back. Vera, how much responsibility do the police have when it comes to Vulnerable People . Well, they do have a responsibility. Nicole only suffered, i dont want to make it sound small, it is extremely grave, but often this escalates and does become criminal so escalates and does become criminal so that people are not only have their money removed, but they are threatened, they might be physically assaulted. Their house might be taken assaulted. Their house might be ta ken over. They assaulted. Their house might be taken over. They will bring people who deal drugs or have a great party, they will go every week and spend their benefits and give them a lift to town and charge them £30 and along the way criminality does commence there are two real characteristics about what is called me crime, very few people report it and she understandably and a lot of people who have got learning difficulties dont expect to be believed, first of all they are afraid and dont expect to be believed. Charities think there are more than 100,000 kinds of situations like this every year, but that only about 2 ever come to the attention of the authorities. So the first thing is to make sure everybody works together so local neighbours, charities, learning disability charities, social services, the police, if its not a crime, it is a safeguarding issue for absolute certainty, but it does often turn into criminality and i think there is a lot to be said for that in due course you need to extend coercive control. The police now understand that just because somebody is not complaining of a crime themselves doesnt mean it is not happening. They are used to modern slavery and trafficking and Child Sexual Exploitation and Domestic Abuse in which the person is controlled and unable to ask for help. Thats probably that is something that could go part here. So it is organisations working together. What advice would you give together. What advice would you give to maybe someone watching who maybe ina to maybe someone watching who maybe in a vulnerable situation themselves . What are the warning signs . What should they do . Well, we go around and we actually got funding from choice for london to do training to both professionals as well as people with learning disabilities. Professionals on the side of what they need to look for in their clients and in their service users. That means social services, social workers, collisioners, psychologists, gps and we also provide training to schools in terms of education because we find out within the age range of 13 teenagers that, where it is more prevalent. It is indicators that they need to look out for. In terms of learning disabilities we encourage them to talk about it and we support them and report it to the police or social services so it can be flagged up and as well to the gp how are things for you it is not something you can forget when someone does that to you especially when all you do is offer your kindness to help and support them. Borisjohnson has flagged up very publicly that he will stand up and say, you know what, we really had to give 100 million more to the nhs after brexit. Once you take away from the 350 million all the money we get back from the eu, you come to about 100 million. Mrjohnson is seeking to vindicate himself, maybe to force mrs may now to go along with his claim. The second thing going on may be mrjohnson same, i have big, brash, bold ideas at a time when mrs may is facing an awful lot of criticism for not coming forward with really radical thinking. Some in the conservative party, such as the chair of the health committee, saying, never mind, at least mr johnson is talking about more money for the nhs. Having more allies in cabinet calling for more funding for nhs and social care is very welcome as farasl nhs and social care is very welcome as far as i am concerned, but i think we need to look not just that the human now but at the long term, and notjust the human now but at the long term, and not just the the human now but at the long term, and notjust the nhs but the whole picture of the nhs, social care and prevention, thats to say Public Health. See that all is a big system and how we are going to fund the serious increase in demand. All the facilities that we have in the nhs, the Capital Projects that need tackling as well. We have got to find out whats happening in our hospitals. We have got 100,000 vacancies, we are short of a0,000 staff, so we have got to be training the doctors and nurses we need. So that would be and nurses we need. So that would be a priority for the money and retain the staff that weve got. A fair pay rise, but we have got a report out today about british children being some of the unhealthiest there is and ive got an ambition that we have the healthiest children in the world and that means investing in Childrens Health. It is unacceptable that so many children leave school obese or have tooth decay and when they become adolescence childrens Mental Health service in this country are disgraceful. Disgusting level of services. We heard this yesterday on the bbcs world at one programme. We have got to invest in childrens Mental Health. Research published today has shown 80 of britains sex workers have been a victim of crime in the last five years and almost a0 of those surveyed would not report crimes to the police. Its part of a two year study which will finish later this year the majority of workers enter into the industry between the ages of 18 2a and the majority are educated with 22 of sex workers having degrees and 1a have postgraduate qualifications. In a moment well talk to one of the reports authors and a sex worker but first leigh milner reports on the realities of britains online sex industry. In an anonymous industrial unit in basildon, there is what could be described as an intimate sex factory. Hidden in plain sight, this is the world of online sex work. Strictly models specialise in whats known as webcamming. Its mostly women performing in front of paying customers on the internet in real time. The models dont actually take their clothes off, which is, i think for most people, theyll think, what . Sex work, dont take your clothes off . But you will find that there is a lot of Lonely People out there who just want somebody to talk to. The Company Provides webcamming support services such as training, equipment and studios. The live video streams are routed through other web platforms. Models can also be paid daily and the customers, known as members, will chat either using the keyboard or microphone. What sort of people do you get in terms of range . It ranges, you know, obviously, the youngest being 18 because thats the minimum age. But we have some models that are 70. It really ranges. Teachers, lawyers, cleaners, chefs, sales assistant. Im really surprised, to be honest, by this place. Just sitting on this bed, its not what i expected. Its a lot smaller, a little bit cosier, than i imagined, and it must be difficult for the models to really get into character. There is no real sexual atmosphere here. A report in 2016 by the Home Affairs Committee estimated that there are between 60,000 and 80,000 sex workers in the uk. Contacts are now much more likely to be made online. Now a two year study called beyond the gaze by leicester and strathclyde universities attempts to better understand the lives of the people operating in this area and improve their safety. 11 years ago, five young women were picked up off these streets in ipswich and murdered by the serial killer steve wright. Street prostitution now only accounts for a small fraction of the uk market, just 3 , and while the new Study Confirms that levels of violence against internet based sex workers are considerably lower, new risks have emerged. We were told about persistent e mailing, persistent phone calls, people turning up at the door of peoples homes, and some of these had gone on for six, seven, eight years. One of the key issues is that sex workers are often very reluctant to report to the police. They feel that either nothing will be done about the issues or they fear that they will have reprisals. Charlotte rose is one of the uks most high profile sex work activists and an escort. Im stigmatised, marginalised, penalised, all the time. Ive been threatened, ive been blackmailed. Ive been evicted twice because of what i do for a living, because of someone elses moral opinion. The fact is that you wake up in the morning, you go to work nine to five, go home and see your family. Thats exactly what i do every day. This is just a business for me. In my view, prostitution is a phenomenon in which were not just dealing with sex, were dealing with power. And any society that chooses to turn a blind eye to the vast majority of prostitution, which is highly coercive, highly exploitative, is one in which i think were not going to tackle many of the challenges we face. Advertising Sexual Services online is not illegal in the uk, and by far the biggest marketplace is the website adult work. It is a portal for webcamming and other paid Sexual Services. The report authors say the policing response to the growth of the online sex market remains inconsistent and developed. The focus, they say, is on trafficking and street work. The proliferation of the internet has been a game changerfor us. There is so much variation in whats happening with sex work. I would say that the level of knowledge weve got at the moment is incomplete and we are commissioning further research to properly understand the extent and prevalence of sex working in the uk at this moment. Lets talk now to nikki adams from the english collective of prostitutes who work with sex workers. Laura lee is a sex worker who has been in the business since the 1990s. Thank you both forjoining us. I wa nt to thank you both forjoining us. I want to start with you first of all, nikki, whats your response to this biggest ever survey of sex workers online specifically . Well, it confirms a lot of the issues that we see in our day to day work. That the first concern for all sex workers is safety. We have to go through, you know, we do a lot of work to keep ourselves safe, but we are not helped by either the laws which prevent us working together in premises and also force us to work in isolation on the street, but also, the problem with the police not responding to reports of violence appropriately so that when people do come forward to report violence more often than not they may face prosecution themselves for prostitution offences while they see their attackers go free and we have seen that on a day to day basis and we still hear from the Police Things like were not going to take the report because we dont act on crimes when youve brought it upon yourself as if sex workers ourselves are responsible for the violence thats inflicted on us. So the report did deal with a lot of those kind of issues and it also tackles the increase in prostitution which weve actually seen both online and on the street. I think there has been an increase in the street as well and i think its helpful in pointing us to what needs to be done because there are, the people that are working online that are coming to us are saying that things like the housing crisis, the rising rents, and the low wages in other sectors are a key reason why people are going into sex work. Thats interesting. There has a rise in online sex work. I was going to ask you whether the changing nature of it to being online makes it safer . It can make it safer. The first and most important thing is we can screen clients easily and thats a big improvement. And but it has, as the research said, led to other risks such as stalking and Online Harassment and breaches of pref assy so people are getting exposed to theirfamily so people are getting exposed to their family and friends, but i think that the most important thing from this research for us is the issues of safety, the issues of policing, the impact of the laws, it actually points to the dangers of criminalising clients because we ta ke criminalising clients because we take issue with what gavin shooker said. The majority of sex workers are mothers, working to support themselves and their families and that has to be the priority. Thanks. Laura, youve worked in the industry for 2a years. How have things changed in that time . Well, the biggest change has been the move on to the internet which as nikki has said has been advantageous in terms of screening clients of clients, but in terms of screening our clients, one of the biggest changes for me has been the law change in the north and the south of ireland which criminalised our clients and made our working lives difficult. Clients are avoiding the screening processes completely and whilst some of our trust worthy clients dropped off, what were left with are clients who have a devil may care attitude and dont care if the police catch up with them or not. The internet can only protect us so far. The law needs to step up to the mark and so do the policing standards. And have you ever had a situation where you decided not to go to the police over something . I have. I was a victim of violence in glasgow from a victim of violence in glasgow from a very unstable man, and our relationship with sex workers with the Police Became fraught, to say the Police Became fraught, to say the least, sol the Police Became fraught, to say the least, so i saw no benefit in reporting him at that point. Why . Because i didnt think i would be taken because i didnt think i would be ta ken seriously because i didnt think i would be taken seriously or how much resources they would put into trying to apprehend him. I did make other sex workers aware of who he was. Are you are calling for a full decriminalisation . Yes. We are supporting the removal of all punitive sanctions involved in sex work. I want to get your response to what were hearing today in this new report. It is a report from my college, and it is a scorecard which summarises what changes they have beenin summarises what changes they have been in the last year, because it is exactly a year pretty much to the day since we issued a large report on Childrens Health. As you said in your introduction, the picture is mixed. Scotland and wales certainly seem to have acknowledged the importance of child health and are making some firm policy commitments. England has made progress in a few areas, but not really as much as scotla nd areas, but not really as much as scotland and wales. Of course, we have not emphasised the extent to which the uk is falling behind other nations in europe. How worrying is that . If you look at those scorecards, the picture the england seems pretty bad. There is improvement in some areas, but there is no change if you look at things like having a cross departmental child health strategy, no reduction in the number of child deaths, no change in research and development capacity, no moves to reduce health inequalities, and in that one, no change or worse. The facts are stark, youre right. Child poverty is at the highest level it has been since 2010. We have a third of our children at the age of ten who are overweight or obese. We have a quarter of children with tooth decay. These are preventable conditions, and we have self harm, for example, in young girls, which is rising steadily and has done for the last three years. If you examine ha rd the last three years. If you examine hard measures like Child Mortality, not faring as faring as well as our european counterparts. This is a terrible thing for children, but also for adults because they will grow up into adults, and if they are blighted by poor health in childhood, that legacy will remain with them. What are you hearing today . My journey began at the age of 15, when i weighed 21 stone. That was of 15, when i weighed 21 stone. That was something that really progressed over several years at secondary school. I gained about ten stone during my time at secondary school, and that was as a result of what i describe as binge eating, or comfort eating. During a difficult time with my family, and as well as bullying at school and things like that, i turned to food for comfort, as i think a lot of children do. And it was think a lot of children do. And it was not until ijoined slimming world in 2015 that my life began to turn around. I have lost over 9. 5 stone. That is fantastic, in former yea rs. Stone. That is fantastic, in former years. You are 18 now . Yes, and it took two years to lose that way could i have been maintaining it for a yearand a could i have been maintaining it for a year and a half. My life has really transformed and im a much happier person. What im really calling for is an investment in child Mental Health, because i think that psychological relationship with food a lot of people suffer with is something we need to address, especially talking about it more, because there is such a stigma about Mental Health still, and especially in children. You went to a commercial organisation to help you lose weight what support did you get as you were putting on a large amount of weight . I was diagnosed with a form of Liver Disease in 2014, so i was under Kings College hospital in london for a number of different medical reasons. I did have support from the nhs as well as seeking help from dieticians and gps at the time, but nothing seemed to work. Whatever nutritional advice i was work. Whatever nutritional advice i was given. I have an a level in nutrition and i have the facts but i couldnt find something that was working for me. It was only by joining slimming world is that i was able to find the help and support i needed. Did you have any negative experiences with doctors whom you so that may have affected you . The large majority of my experience with the nhs has been brilliant i am thankful to have it, but there was one particular experience i remember where i went to see a gp at around the age of 13, weighing 20 stone at the age of 13, weighing 20 stone at the time, and he turned around and said, you are huge, and your skin is awful, and you have acne, and i came away feeling really demoralised and i turned to the only thing i knew at the time, which was food, for comfort. I want to bring in doctor steve turner as well. The report has praised the governments in wales and scotla nd praised the governments in wales and scotland for their approach to Childrens Health can you tell us about that . Theresa thanks for having me on. I am an englishman living in scotland, so i have learned over 15 years to be very careful about comparing england and scotland. I can tell you about the changes. The Scottish Government have recognised that child health is really important, and notjust the children now. Very quickly, children grow into adults, so the Scottish Government have embraced the philosophy that the child is the father of the man and have invested in child health now, reaping benefits in terms of health and well being benefits in terms of health and well being for benefits in terms of health and well being for generations to benefits in terms of health and well being for generations to come. What do you think england can learn from what is happening in scotland . I think everybody in a position of Authority Needs to recognise that child health is important and should be considered injust about every statute that people can think of. Childrens services do need investment, and there was a lot of call for that, but there is an assumption that children are inherently and naturally healthy, which is not the case. We know that, and we know that we need to invest in Maternity Services to improve the health of children when they are born, we need to improve in invest in education, we need to invest in education, we need to invest in education, we need to invest in transport so that there is a healthy environment, built Mental Health strategies. Child health should be imported in every strategy, and the Scottish Government have realised this, and im sure the uk and other governments around the world will embrace this concept shortly. Do you think Childrens Health is being neglected because there is some way to go . I think neglect is probably too strong a word. What has happened is that lifestyles have changed quickly. We have heard from izzy that obesity is a problem and a generation ago, children who were obese were more likely to come from afflue nt obese were more likely to come from affluent communities and children who were thin were more likely to come from poor communities. In 30 years thats turned on its head. Mental health and well being, if you speak to young people about their anxieties and problems with body image, all of these things are much more common now than they were a generation ago and im sure the word neglect isnt correct. I think collectively we have been slow to realise this is the problem and we have been slow to react and fast. What are the main dangers when we have such high numbers of children who are obese . Well, the facts again are very stark here and i think it is just fantastic to be hearing izzys story because she is one of the lucky few who has actually managed to deal with the problem, but the majority of children who are obese will go on to remain obese in aduu obese will go on to remain obese in adult life and the latest Research Figures show that if you are obese asa figures show that if you are obese as a child, you are more likely to remain as obese as an adult and you are going to lose anything between ten and 20 years of healthy life and your Life Expectancy will be shorter too because you will be vulnerable too because you will be vulnerable to the chronic diseases like diabetes and heart december that go with being obese. Well done to izzy, she is a sterling example, if she can do it, others can do it. This is an issue that one needs to intervene on multiple different sorts of levels. I think hefner was an incredible pioneer and really empowered women and empowered a lot of people in vulnerable positions and was a civil rights activist and art and was a civil rights activist and a rt lover and was a civil rights activist and art lover and Freedom Fighter and just created this really fun lifestyle that i wish everybody could be a part of. It wasnt as sleazy or terrible as people might think. It was very respectful and wonderful and girls got it make careers out of this. What about people who say it is equivalent to colluding with men who objectify and exploit women . Well, i think it goes both ways. I think women, we have our ways and men maybe are a little rough around the edges sometimes and asa rough around the edges sometimes and as a parent of two young boys, it is really important to teach our kids to be respectful and you know, but there is that, you know, uncomfortable, you know as women we dont want to know everything that men maybe talk about. I think its, i dont think its, i think we need to just relax a little bit and be who we are and its fun. I think it isa who we are and its fun. We still get a huge amount of satisfaction of making something thats artistic and making something from nothing and also we have the incredible following of fans. So its good to keep them happy. It is obvious that i love what you do. Do you think youll do this forever . would like like to drop down dead on stage laughter i dont mean soon. Right at the end. Well, lets take a listen at a little bit of your new album which is coming back before we talk about. And its a bitter parting with such sweet sorrow that i guess well be just fine and i wish i saw a fond farewell butjust dont look back in time. It isa it is a classical take on your last album. Why did you decide to do something a bit different this time . I think the nature of the last album just lends itself to the orchestraal versions because when we, vince first started working on the music for the album, i thought it sounded like a film soundtrack and. Is that a good or bad thing . No, it is good. I was thinking how am i going to put lyrics to this or sing to this because it sounded like it was done already and it was vinces idea to do the versions. Does your music reflect whats going on in the world socially and politically . reflect whats going on in the world socially and politically . I think it is bound to. There is such political upheaval. It is a good time for lyricists. You have had two hips replaced, havent you . Yes. How does that affect you on stage . It doesnt affect me at all. I had them done in 2005 one after the other and a few people came up to me like ballet dancers and people that have to have the same thing done and i say, just do it while youre young because it is great. I had no idea up to the run of when they were breaking down, it was this thing when the blood supply doesnt get to the top of the bone and so they start crumbling. So it isa bone and so they start crumbling. So it is a really gradual thing and you dont notice and your mind just gets used to the pain. I noticed i was holding on to tables to walk around and stuff and my costume for that tour was like really thrust up with corsets and stuff, i didnt realise it was holding me up. When i had the replacement done, it was just like going back to scratch, like back to normal and being able to walk was amazing. In the late 90s you went public with your hiv diagnosis and helped change peoples perceptions what it means to live with hiv. How are you doing now . In the beginning it was really scary because it was kind of, you know, in the early stages, in late 80s, it was kind of, you know, not many people survived and we had to, you know, really fight for our rights and fight to kind of get research into hiv and stuff and not make it like a kind of a pariah illness and make the perception of it and it can happen to anybody and you know i feel com pletely to anybody and you know i feel completely blessed because me and my then partner, we lost so many friends and people and even though it took me a while to get used to it in my own mind ijust thought vince knows i have been like a heart on the sleeve kind of person and ijust wa nted the sleeve kind of person and ijust wanted to put my cards on the table and say, hey, this is whats going on. Were you surprised how people reacted at the time . I was. Our profile wasnt really that high, was it, at that time. But i was quite surprised. I was expecting more of a roller coaster and it didnt really happen. I was quite taken aback with the amount of love that came from it, you know. And how, you have been through so much together, how do you feel about ageing in this industry . Well, i dont know. Laughter it doesnt seem to have affected your career. You have this huge fanbase. You keep going. You are still making the hits. It is probably easier on men, i dont know. But when you are in the Entertainment Industry or the media, eve ryo ne Entertainment Industry or the media, Everyone Wants to look fresh. They wa nt Everyone Wants to look fresh. They want you to look fresh on the camera and its kind of like, i mean botox is fine and stuff. Laughter anything, just to make you feel good i think anything, just to make you feel good ithink is. Anything, just to make you feel good i think is. Just be happy in yourself. Everybody is different. If it works from you. What can we expect from this tour . It is quite an extensive tour. Most of the shows are sold out in the uk which is amazing. It would be some theatricals, a bit of dancing from him.
