The leaders will be concentrating on what could be a crucial relationship once britain leaves the eu. They already have Strong Security links, underlined today by the first ever meeting of the quint, the heads of all five british and french spy agencies, both domestic and foreign. Its happening at Sandhurst Military Academy and thats quite deliberate, to underline the military strength and ties between britain and france. But a closer bilateral relationship has costs. Our political correspondent, iain watson, reports. This area near calais was, until recently, known as thejungle, a makeshift camp of economic migrants and genuine refugees. It was cleared by the french authorities in 2016 but it is estimated that around 700 migrants are still in the area. Even before the brexit referendum, the British Government paid an extra 20 Million Euros to help with policing costs. Today the Prime Minister will agree to pay even more but some of her mps are wary. Its their problem as much as it is ours and it should not be a situation where we keep funding france every time they demand more cash. This young, modernising european leader signed an agreement in 2003 essentially moving British Border controls onto french soil. Before becoming president , this young, modernising european politician suggested scrapping the agreement if britain were to leave the eu. He has changed his mind but at a price. The British Government will make £a4. 5 million available to strengthen security at the border. There will be more robust fencing, enhanced cctv and infrared Detection Technology at calais and other border points. A former conservative leader says its money well spent. Securing our borders has a huge benefit to us, making sure that security is right and sharing that burdened with france, that is already established principle. This extra 40, im now assured, is absolutely about improving that to a much bigger degree. But some of his colleagues are concerned that the government will also agree to take more migrants as part of the deal to keep border controls in france. The most important thing is that we dont agree to take more migrants from calais because what will happen is that would simply encourage more people to take dangerous journeys across europe, threaten a newjungle, there would be a boon for people traffickers. But the summit is not just about immigration. Theresa may will symbolise her commitment to European Security beyond brexit by agreeing to send troop carrying helicopters to help the french in the fight against islamists in mali. Brexit is not formally on the agenda at this summit but the elephant in the room will be stomping around pretty loudly. With france said to be taking a potentially hard line in the forthcoming trade talks, the personal relationship between the british Prime Minister and the french president could prove vital. Macron has a very close relationship with angela merkel, he does not have that kind of friendship with may but he is happy to deal with her and i can tell you most eu leaders would rather have theresa may than some of the alternatives. Her best card is actually the defence relationship. If she says to him, look, how can you have a really close defence and security relationship if youre screwing us on the future economic relationship . The entente was cordiale when they met in france but there will now need to be a closer relationship as trade talks loom. Iain watson, bbc news. It is and were hearing a lot about the practicalities of the arrangement about calais which has been going on for some time and that has nothing to do with our membership of the eu but it was interesting that Emmanuel Macron said before he became president that he was willing to rip up that agreement, not what he is saying now but he has clearly got some more cash from the uk. The response of the government here is that this is not just us the government here is that this is notjust us and the over more money to country but is benefiting people here by having a tighter border, and the best way to deal with this, to try to top that passage of illegal migration across the channel. There are practical arrangement that will be talked about including more defence cooperation and helicopters being sent to help the french in mali but it is about more than that and of course although brexit has not been talked about in the run up to this, that is the backdrop, it is about how britain continues it bilateral relationships when it leaves the eu and the one with france is crucial also two big military powers, this huge trade between them, £77 billion a year, all of that means these two countries, which are often described as being in a love hate relationship, they will have to depend on each other. Britain is trying to say that we are leaving the eu, but not leaving europe. Things like security cooperation, the terror attacks that both countries have suffered in the last couple of years, means that that kind of cooperation must and will continue when we have left the eu. No surprise we are here at sandhurst, this military backdrop, and we are expecting the president and we are expecting the president and the Prime Minister to arrive just before 3pm. They will inspect the armed forces and have meetings ata the armed forces and have meetings at a press conference later when we will see exactly what they have been doing and may the outline of what their relationship might be going into the future. The situation here in calais remains untenable. It is still a magnet for migrants, not quite in the same numbers as was the case a couple of years ago but we still think it is anything in the region of 700 migrants in this area and they all want to cross the channel. That is why part of calais had been turned into a fortress in the past few years. A lot of that with british money that has put up fences and barbed wire and surveillance cameras and the rest of it to try to secure the routes across. The port here was the first place to be fortified, then the eurotunnel approaches which were very attractive at some point to the migrants but it has all been sealed to the point where it is pretty difficult and extremely dangerous for migrants to attempt that crossing. The french say that it has obviously done at a cost in terms of the additional policing required with hundreds of Police Officers on permanent duty in this area and the simple cost of all the infrastructure that has been required. The people here day that the town has paid an economic price and it was speculative that mr macron would try to solicit british money to try to revitalise the local economy but i think any suggestion that would have been rebuffed by the british. But calais will remain a problem for the foreseeable future and potentially will be one of mr macrons brexit card in the process of the negotiations. Thank you very much, paul. I think the way that people in whitehall and paris are seeing this is that there is brexit on one hand, with all the difficult trade and financial and customs negotiations that are still to come, and then there is security. The people at working level want the security relationship to be effectively ring fenced from all of the disagreements and perhaps unpleasa ntness fenced from all of the disagreements and perhaps unpleasantness over brexit. The reason is that the Terror Threat facing europe, all European Countries, is so big, so ongoing and so dangerous that they cannot afford to take risks, it is not something they can use as a political football. A few hours ago there was the first ever meeting of something called the quint which i had never heard of before, presumably from the latin. The five heads of the intelligence agencies, mi5, mi6 and gchq from the british site and the two french agencies, the equivalence of mi5 and mi6. They all met together in a secure location and shared what they think are the main concerns. A lot of it is about isis and the ongoing propaganda, the flow of insightful material on the internet, some about returning jihadists, what to do with people who come out of raqqa. It is not the main framework for sharing intelligence, that remains something called ctg, the counterterrorist group, but this is the first time in britain and france have got together in the same room, these chiefs. You can see what is in it for france because gchq and other organisations here are very useful internationally, but if the british have a Good Relationship with france it gives them and in to europe which is presumably something that is under threat of bit with brexit . little but i think people have been alarmist about this. Britain has something called jtac which is thejoint britain has something called jtac which is the joint terrorism analysis centre, a fusion cell with about 100 men and women sitting transporting intelligence, military intercept and everything and they are constantly assess the ongoing threat to british citizens around the world. The latest monthly performance figures show that in december 78. 9 of a e patients in wales were dealt with within the four hour target. A drop in performance compared to the 80. 4 figure achieved last year. The target in wales is that 95 of patients should leave the Emergency Department in under four hours. The Welsh Government says that this december was the busiest on record. The challenge is, when those spikes of unpredictable pressure have come in, we havent had enough flex within our system to cope with those as quickly as we want to. Pfi schemes mean private companies build and maintain schools, hospitals and other projects, in return for an annual payment. So they are about an hour late. There are some pretty cold people but still excited people, here to see them. And back in nottingham it was clear that she was happy to go to the other side. She was happy to talk to people. To shake peoples hands and to be on her own and to do it herself. So shes clear got a lot of confidence when it comes to this. You will know, you will have seen harry at these things, he has a natural affinity with the members of the public. He does this very well. He has clearly found somebody who does it equally well. So as a team, people have said, they make a very, very good team. Sarah, i have to explain. People may wonder why we are not a lwa ys people may wonder why we are not always on them. But there are two lots of cameras. We are showing a picture of the crowds.
