In the last 12 months we have looked at around 18 big constructing contractors and we think we have found contracts for around 135 suppliers, £110 million worth of supplies. This is pretty big for the british industry. This is a 10year project and in the first year we can start to see engagement with both technical and nontechnical suppliers. You talked about the severn estuary being out there a moment ago. We have been looking at some cupronickel welding suppliers for the sea bed. We have been talking to test rig in four meshes for the cooling water. Its clever stuff. And the guys who make the bacon sandwiches to feed these people. And very good bacon sandwiches they are as well. They assemble a small town to make Hinkley Point. I would like a Prime Minister who understood the kind of deals we have got into over the last 30 years and over the last seven years especially, a 135 increase in outsourcing. Carillion gets a lot of business from the Public Sector and bankrolls its business on the notion that the Public Sector will always a step in, as it will have to do in this case to ensure hospitals, schools and motorways keep going. Would you buy jeremy schools and motorways keep going. Would you buyJeremy Corbyns bike and that there is a philosophical and that there is a philosophical and ideological point here that services for the Public Sector should be run by the Public Sector and the private sector should be kept out . We know the private sector might be involved in building things, for example, but its clear we dont have proper oversight and profits have driven decisions to put contracts out. People are paying the consequences and its vital we stop and rethink this. The first in to do is get a domesday book, who do we owe what to and for what services . The treasury cant even tell us that right now. Tommy sheppard . Since 2010 the orthodoxy in government has been private is good and public is bad. Today might have seen the pendulum swing back. I dont know how fundamentally Public Policy will change, but now the private sector will be under much more critical scrutiny than it has been before. Its amazing that given a three profit warnings from carillion since la st profit warnings from carillion since last summer, ministers continued to sign cheques to a company that was continuing to go bust with many millions of pounds of taxpayer money. That was either negligence or procedures were not in place for adequate scrutiny. If nothing else, i hope thats putting forward going forward. Vicky ford, we now have Mega Companies like g4s that are almost beyond failing and get contracts. First of all, lets think about the situation now. The First Priority is to make sure Public Services are delivered and we look after employees, apprenticeships and subcontractors. We need to stop turning this into a political football and remember that at least a third of the contracts we re at least a third of the contracts were awarded under the last Labour Government and successive conservative governments have brought in more transparency on these contracts and better purchasing. The government cannot run everything. It is a right that there is a mixture of public and private contracts. As regards recent contracts, they have all been double wrapped, a joint venture, all bar one of them. So that other suppliers step in. Thats what the treasury has said and thats what i want to see happening. I am focused on making sure the contracts in my constituency, like the present, work well. Thats what we should be focused on. What about the moral argument in terms of the bosses because they have walked away with sizeable bonuses and salaries. If they have broken the law, then yes they have broken the law, then yes the money can be clawed back, but otherwise, not much can be done. The Prime Minister made it very clear at the dispatch box today that the bonuses that have been paid is not just to the current management team, but previous management team, need to be investigated. I think its absolutely vital that we do not bail out private investors in this scenario. Thats what labour did with the banks, using. What about the bosses . Absolutely, if they have taken money the bosses . Absolutely, if they have ta ken money incorrectly the bosses . Absolutely, if they have taken money incorrectly when they shouldnt have got it, it needs to and should and will be investigated. Your government has been bailing out these companies because it has been giving them contracts even though they knew they were in trouble. One of the things that worries me, you talk about party politics, but in june last year, with the Royal Liverpool hospital, the nhs must have known carillion was in difficulty because of delays to the project but in july difficulty because of delays to the project but injuly the department for transport still gave them the hsz for transport still gave them the hs2 contract. Either one arm of government isnt talking to the other, and thats a conscious choice of the treasury, or they bailing them out. Neither good. Please stop them out. Neither good. Please stop the Party Political ding dong because Labour Leeds Council announced they wanted to award contractsjust announced they wanted to award contracts just before hand. Announced they wanted to award contracts just beforehand. They hadnt signed it but they announced it. We all know you announce it and then have the formal signing later. When will you get a grip of this . The contracts that have been signed recently, my understanding for what the Prime Minister said today was all bar one have had this double wrapping. Thats by accident rather than design. My understanding is that has been considered. |j than design. My understanding is that has been considered. I want to comment on your thing about the bosses. Its ridiculous it seems that no matter how big a failure, the people at the top always walk away in clover and that has to change. We have to have a managerial culture in this country where if people are paid executive salaries understand they will be penalised for failure, rather than rewarded and they have to take responsibility. We need to do more than investigate. These bonuses needs to be clawed back. Thats exactly what the conservative government have introduced when it comes to banking bonuses and maybe we should look at that process. Thats why the Prime Minister has said this is being investigated. Except that will not wash because in 2012 is your government announced a review of these every contracts and introduced pf2 which was meant to change the way were done. Due change the way these were done. Due diligence was not done so these companies will take on the risk. We could see two or three contractors going bust and we have already seen i nte rse rve going bust and we have already seen interserve being served with profit warnings. Its not just interserve being served with profit warnings. Its notjust a Party Political point. Its clearly not been worth the risk and we need to change that. I will not take lectures from conservatives that somehow they were on top of this last year. They clearly were not, otherwise they wouldnt have issued these contracts. Its very important we continue to be able to deliver first class Public Services. That to me is the top priority right now, making sure the hospitals are cleaned, my prison maintenance is donein cleaned, my prison maintenance is done in chelmsford, that we are getting people their school dinners. The First Priority is looking after employees, contractors, apprenticeships, thats the priority. We need to have Public Sector supported by the private sector. We also need to rethink government services. We have got to a situation where fully one third of all Government Spending is now contracted out. I think the public understand why you need a private company to build the flyover or a bypass. They dont understand why their local school meals need to be done by carillion when they could be done by carillion when they could be done by carillion when they could be done by a Public Company or in house. Done by a Public Company or inhouse. One slightly bit better news for carillion, we learned this lunchtime that the Insolvency Service say they have contacted all the private sector contractors and 90 of them say they hope to continue paying their staff.
