Our main story is the fallout from the collapse of the construction and Service Company carillion which went into liquidation yesterday putting thousands ofjobs at risk. Workers employed by carillion on private sector contracts will no longer be paid by the government after tomorrow. Ministers have ordered an urgent investigation into the directors of the company. They also want the conduct of previous directors to be examined. Ministers are due to meet trade Union Representatives within the hourm as a growing number of firms say they are facing big losses. The chancellor has said that essential Public Services contracts will continue. 0ur correspondent Simon Gompertz has the latest. This is the sort of work, painting offices and newly built flats, that the carillion collapse is putting in question. A london decorating company which had 30 people turn up for a job to find suddenly there was nothing to do and £2 million of orders had disappeared. Carillion took on the contracts, then farmed them out to subcontractors. We deploy everyone, carry out the work, train the people, buy the materials all from that level down lose out on this. But the stock market has had its money and the investors have had their money, and im sure some of them have lost now but theyve had good times in the past, and we find it unbelievable that a business can lose £1. 5 billion. That anger amongst many who were depending on carillion this is the Royal Liverpool hospital now expected to be delayed is beginning to focus on what it was paying its top people, and the fact it changed its policy on bonuses so that it was much harder to claw the money back if the company hit the rocks. There will have to be an investigation. You cant say for certain exactly what happened yet, but certainly, if you were an employee of the company, one of the many small contractors whose future is now very uncertain because of whats happened at carillion, you would be very surprised, i think, looking at what the company has done with its bonus scheme and ask why has this change happened . The former chief executive Richard Howson was paid £1. 5 million in 2016 in salary and bonuses. After he left last autumn following a series of warnings that profits were plummeting, he was still promised his £660,000 a year of regular pay would carry on until october this year. Now theres concern the emphasis on quick returns may also have affected the 28,000 staff in the stricken companys pension schemes. The huge hole in the pension fund was slowly being filled by the company but a higher priority was going to bonuses for top executives and to dividends for shareholders, and im not convinced the regulator should have allowed that balance to be as it was. So today, the business secretary greg clark has asked the official receiver in charge of carillion to investigate not only the conduct of the directors at the point of its insolvency, but also of any individuals who were previously directors including detriment to any employees who might be owed money and the pension schemes. Given the level of salaries and bonuses awarded to Senior Management at carillion, as well as improving Corporate Tax evasion, what will the government do to ensure better Corporate Governance . This point about the money for bosses was put to ministers in parliament. This country has amongst the most robust Corporate Governance in the world, and that is something that this government will continue. Rail, health, schools. Its those essential services where the work is being done by carillion that will carry on and people will still be paid, but the bulk of the business, whether its services or construction, is wholly in the private sector and there, staff will be finding out over the next day or so whether their jobs will continue. Here at an office in cambridgeshire, two empty chairs already at a company which offers landscaping, Office Plants and does gritting and snow clearing in the winter. And the money carillion owes could finish the business completely. Its about £1 million of debt, and we are not a business of a size that can trade through that without some form of support from the government. If its not forthcoming, i think ourselves and lots of businesses like us will probably go out of business. Unions are calling on the government to coordinate maximum state and banking help for businesses like this under pressure, and to clarify which jobs they are willing to protect. Why were they still allocating work to this company when its Financial Difficulties were already evident. This was put to the environment secretary michael gove today and he says ministers will be looking at the circumstances leading to the collapse of carillion. It is vital to ensure people who work for carillion and the services they deploy are catered for and it is vital to look back and look at what went wrong and i am sure no stone will be left unturned in order to establishjust stone will be left unturned in order to establish just where the responsibility lies for the collapse of the country. It appears the government has known for some time carillion were in huge struggle and yet they havent used that opportunity to put in place the sort of plans needed to ensure jobs are protected, suppliers are protected and the british taxpayer is protected, so while i welcome state m e nts protected, so while i welcome statements from ministers that people can turn up for work at the ad in the Public Sector and get paid, then is no guarantee at all as we have just heard other people who work in the private sector for carillion, and they have mortgages today, read to pay and bills, and no certainty whatsoever. The government have made a big play of this Contingency Planning for the last six months since profit warning started to come from carillion but it seems to me that the Due Diligence needed to ensure peoples livelihoods are protected has not happened and that is not good enough. Labour are saying that since the profit warning not a single contract should have been given to the company . That is true costs and what Contingency Planning shouldve been done to make sure those in the private sector have a job to go through today. We are already learning subcontractors are not being paid and so people do not have a job that im up to and want to be paid and that is a real concern. Government ministers clearly have questions to answer and there is this wider issue of Corporate Governance. Why were better then is being paid to shareholders, why were bonuses paid to executives, when the company was losing money hand over fist, and why is the chief executive still being paid £660,000 a year months after being forced out of the company for presiding over this absolute disaster . Again, the government are responsible for the Corporate Governance code and it seems to be an obvious example of something needs to be tightened up and more robust. Now the government liquidators are in carillion, i hope those payments to the chief executive. Because it is british taxpayers money being used to pay for failure. In terms of sustaining corporate contracts, what in practical terms are ministers not doing that you think they should be doing . I think we need to ensure that people carry on timing up for work and that they will be paid. Also guarantees about pensions and talk about pensions being paid to people perhaps 20 lower than what they currently expect. That is a big blow for people approaching retirement so greater clarity from the department for work and pensions and the pensions regulator and Pension Protection Fund will be very useful together that certainty to people who are working for carillion and expecting pensions at the end of that work. If labour was in government now what would it be doing to change the Corporate Governance culture . What i would like to see to the Corporate Governance culture that a tightening up governance culture that a tightening up of the code so that evidence cant be paid out whether a profit warnings and when companies are losing huge amounts of money because they envy people who lose out when money is siphoned off our suppliers, workers and when it is government contracts involved, ultimately the british taxpayer and that is not acceptable, that the risks can be transferred to the taxpayers and employees whilst executives skip the bonuses and dividends. The Corporate Governance called urgently needs to be tightened up in the wake of the scandal. Police in california have rescued 13 brothers and sisters who were being held captive at their home by their parents. The siblings were aged between 2 and 29 and were found in a dirty and malnourished state with some shackled to their beds. Certainly but it is left to organisations on the ground and very minimal outreach by the authorities to help them or to convey the information that they have that right, meaning people take increasing risks including the 15 year old who died last week. Several businesses have said they face big losses and have had to lay off staff because carillion owes them money. Its britains second largest construction firm, and employs 20,000 people in the uk. 0ne Industry Group estimates that up to 30,000 firms are owed money by carillion. 500 jobs are at risk in Northern Ireland the firm has three major contracts with the Northern Ireland housing executive for Home Maintenance and gas installation. The company also does work for power ni the Electricity Supply company, which said it is working through the implications of carillions failure. The company had Major Hospital contracts, including building the new Royal Liverpool hospital and the midland metropolitan hospital, in smethwick, the black country. Carillion was also the main contractor behind bypasses in aberdeen and lincoln along with other major road building projects. Many smaller businesses are severely affected by carillions collapse. Andy bradley is the managing director of flora tec a landscape firm in cambridge he fears they will go bust because carillion owes them so much money. I have people i need to pay. By law iam i have people i need to pay. By law i am solvent and if i cannot meet my bills when they become due, that is the definition. So im left with £1 million of a black hole in my accounts. We are very unlikely to survive this. So i did have 90 people yesterday, i have 80 today but it is highly unlikely we will be able to survive this. I think the government needs to be called to account for that. They were the ones that continually fed them the work and gave everyone else in the supply chain confidence that carillion would survive in the longer term. The firm is one of the biggest employers of construction apprentices. What have you been up to . Well currently i have been doing a bricklaying apprenticeship at the carillion Training Centre in birmingham. A 15 week course, level one, and im about halfway through so far. And today obviously we were informed the Training Centre is being shut down as of today. So you were told today, was there anything added about what you might look forward to, any alternative for you . We were informed we would receive a phone call from another company explaining exactly what is going to be happening to us. And whether we will be able to finish the course or move onto a different one, whether we lose the apprenticeship completely. We have been left really on our own. We have been left really on our own. There are 1400 trillion apprentices andl there are 1400 trillion apprentices and i think we can make it less worrying for these individuals very quickly am pleased to say. We will transfer them wherever possible onto ourtraining transfer them wherever possible onto our training provision, the largest apprenticeship provider for construction and we work across 160 coueges construction and we work across 160 colleges throughout the uk and we have fantastic connections to the employees themselves. So we will Contact People like jay over the next few days and offer a face to face meeting to understand the circumstances for each individual and hopefully match them with a Training Provider and employer. We do not want to lose these skills and these people have entered into fantastic careers and these skills are needed more than ever at the moment. Well people will be pleased to hear that but are you going to be able to match the kind of apprenticeship that people were doing and indeed the quality as one of the advantages of carillion is that it has been the quality of these apprenticeships offer. We believe we give a fantastic quality apprenticeship provision. We are grade one with 0fsted and really up there with the absolute best. We have 15,000 in training apprentices at any one time, we have a Great Network of really quality provisions in terms of colleges so yes, i think we are well placed to be able to do this. If you are asked, j, what kind of thing would meet your needs and the kind of training you still have left not completed, what would you explain that as . Because clearly youre halfway through. What did you have left . Basically a few more assessments to do, for example we have to build a certain type of wall, Different Things like chimneys and all sorts, different types of brickwork which we are then assessed on and with carillion it was heavy assessment and we would only be moved on if everything was perfect. And obviously there are apprentices but had not been able to achieve the right gcse in both maths and english, me being one of them. It was mad that i was a few marks off. Maths. And we need obviously to continue with functional skills in mathematics and be able to make sure we have all the right qualifications so we can get straight on to a building site and get working, knuckle down and have a successful future in construction. Are you reassured by what sarah had to say in terms of what they will be trying to do to match people like you up to alternatives . Yes, from what shes told me it sheds some light on an unknown situation. And so obviously when the time comes and when we get these phone calls or contacts, you know, as she said there are over 1000 apprentices and we will all be waiting for this call, we will all be uplifted with this opportunity. Final point on people around you, fellow apprentices and people working in the area where you are being trained, have you seen people leaving, what has been going on in the past couple of days . Yesterday it was the learning support, anyone who needed counselling or other things and he was also in charge of the stock and he has gone. He walks down the stairs with his backpack and had to say goodbye to a school. And what do your fellow apprentices, what have they been saying today . We are all scared about whether or apprenticeship will continue, if we are going to be able to achieve level one to go on to level two, are we going to lose it completely. A bbc investigation has found that more than 3,000 bogus degrees have been purchased in the uk from a so called diploma mill in pakistan. Its operator, axact, is accused of then blackmailing customers including doctors and nurses to keep it a secret. An active loving father. Cecil horner spent decades away from his family as an engineer in saudi arabia. When he died in 2015, his son discovered his father had bought several fake degrees. As far as we knew, he didnt have these degrees and we didnt know quite how he got them. And then we kind of saw that he had paid a heck of a lot of money for them. He bought his degrees from this it Software Company in pakistan which set up Fake University websites. He paid £1000, then made dozens more payments totalling over £450,000. Insiders told us they would phone, posing as government officials, threatening to expose people unless they paid more money. Cecil horner got one of these calls. If anybody is going against the law they have to face the consequences. This former fbi agent is an expert on University Websites run by axact. I have not seen a single one that was legitimate, that was real. It is all smoke and mirrors. It is a facade. The faculty does not exist. The students do not exist. And we have seen who has bought these degrees in the uk. They include hospital consultants, nurses and lawyers. And some paid huge sums. A child psychologist paid over £300,000. A nurse, £100,000. And a businessman, £50,000. The British Company where prince harry did this training and where Prince William was also taught, became customers as well. Cobham plc bought seven fake degrees in 2013 for staff working on a contract in the caribbean. They told us they conducted an internal investigation and the purchases had been for the tax status of a few individuals and had not affected the safety of any of its operations. The company did conduct an internal investigation into what went wrong but they never made the results of that public. And i think in terms of the companys future relationship with the mod, it will be highly preferable if the results of that enquiry are brought into the public domain. Pakistani investigators arrested axacts top bosses, but a year after this raid, the case collapsed. Thats two and half thousand pounds. Axact are still selling their bogus degrees. I was offered one for £2500. But those willing to take the risk, they could break the law, or be blackmailed. Simon cox, bbc news. More now on one of our main stories 13 brothers and sisters, aged from 2 to 29, held captive by their parents in theirfamily home in california. Some of them were chained to their beds when they were found. One of them managed to escape to raise the alarm. The parents have been arrested and charged with torture and child endangerment. Joining me from salford to discuss this further is criminal psychologist dr david holmes. What are the aspects of this case that you would underline to viewers as being of particular interest . Many of the previous captives have been kind of sex slaves even if they have been members of the same family. That kind of motivation is not yet evident here. The kind of motivation therefore becomes quite obscure because these are the pa rents of obscure because these are the parents of the children and what theyre doing is containing the children way beyond the age they should be contained which under that kind of complete protection would be about six months. In this particular case i think we have to look to the personalities of these people and we do not have their histories. However we can believe they must have some kind of situation where they reinforce each others ideas and become impervious to the views of the outside world because they avoid close personal contact with others, so therefore there is only the kind of outward image that is projected to the world that they put on facebook et. So their actual structure of the family is never actually given to anyone else so therefore that little Group Situation is impervious to reality testing. Theres no one there to say this is ridiculous, you should not be doing this. I think probably originates from some kind of psychotic album in one or both of the parents, perhaps whereby a belief system, or religious belief system has become entwined with this kind of capture their children and in some strange way in their own mind it is sanctioned and it is ok, there are carrying out some kind of mission, as it was apparently some kind of religious mission, to have some any children in the first place. The actual motivation is still kind of a little bit obscure and we cannot rule out the fact that there were problems in finance in this family and it may boil down to something possibly more horrific, such as the economy of keeping children on the cheap. Can you think of any cases that might be somewhat similar that could shed any light on this and what theyve taught us in the past . We only have things like joseph witsel, there are many people who have kept people captive for a long period of time but as i say usually the motive is fairly explicit. They are normally kept for gratification on going, grasping to a relationship that is bizarre but a relationship that they will hang onto. This may bejust a parental relationship which is unrelenting and theyre not going to give the bill world and let these children grow up either physically or mentally. Lots of people have commented, neighbours in the street making it quite plain there was no contact and yet with 13 children you would thinkjust in terms of the local community or local authorities indeed that there would be another an awareness of the family and the size of the family. How does that work, that is an extreme form . It does involve the children, you have a kind of element of stockholm syndrome where the children think that this is normal or believed to some degree at least until the mid teens that this is normal. And they should accept it and they cannot actually complain because of the level of control by these parents, is absolute. Needless to say as the children go through that kind of pubescent time when they question things, that is when they are at their most vulnerable and probably then when handcuffs and the chaining coming. It is one of those things you think surely one person, one neighbour would have got curious, would have thought how can you have 13 children and none of them running around the street, how is it when we bump into one of them theyre almost like invisible, they do not want to know other people or engage socially. What is wrong. And blown the whistle is leased to a local authority or Something Like that. But i think the control of the children is absolute and people are relu cta nt to children is absolute and people are reluctant to be the first person to blow the whistle on Something Like that because it may fall back on them. You mentioned the personalities of the parents and what characteristics they might show. Again in their interactions however limited with local people, neighbours or shopkeepers, would they display some of the characteristics that might immediately arouse suspicion, or not . I do not think it would have aroused much suspicion, they were quite good at putting on a veneer of respectability, of good churchgoing, organised family that occasionally does outings where it is very public and everyone seemed to be in place and everyone seemed to be in place and looking good. It is very difficult to penetrate that. So if you look at the back story, the actual conditions, there has to be a level of psychopathy in these individuals. A level of indifference and there has to be some bizarre sense of purpose and, this perverse kind of parenting that they have engaged in must have had some kind of route in some kind of miss belief system whereby they feel it is sanctioned and to the outside world they can have a clean face if you like, bolstered by religion, by their beliefs. But why, i think that is the major question. What are they deriving from this apart from the eternal childhood of their offspring. It is difficult to penetrate and it will be interesting to see as more facts arise. Thank you very much. Time for a look at the weather. Heres susan powell. Well the weather has been fun for some this afternoon but far more treacherous for others. There is an amber warning for snow and ice in southern scotland and Northern Ireland where conditions are expected to worsen through the evening. We will see snow showers turning heavier in the coming hours accompanied by strong to gale force wind. Heavier snow also for the north of england as the night goes on. Widespread frost to start on wednesday and we could see some patches of ice just about anywhere. This is the morning rush hour, more snow showers for scotland, still windy and again making things difficult out on the roads. Further south the chilly start, showers quite isolated but strong wind across the south west of england with high tides could mean some coastal flooding. So tricky conditions right the way across the board on wednesday. Another windy day, snow showers in the north perhaps fewer and farther between them today but it will feel cold. Temperatures on the face of it four or5 temperatures on the face of it four or 5 degrees in the south, but adding on the wind it feels significantly colder. Then tomorrow night low pressure is set to come in from the atlantic, this could bring severe gales for some, some snow to the north and a spell of heavy rain.
