Air in ourdirection north westerly wind, bringing cold air in our direction over the next few days. The showers will increasingly turn wintry, some show was in the north could see snow, and it will be cold with strong winds too so it will feel chilly out there. Through the rest of the afternoon the showers packing in from the west, some heavy ones and especially over high ground in scotland, youve got showers beginning to turn wintry as the temperatures dip away as the afternoon goes on. During this a lot of showers packing in relentlessly on this strong westerly or north westerly wind. Notice more snow starting to show up on the chart, even to lower levels in scotland and Northern Ireland. Weve also got the potential for some ice with that. This is how the commute will look, with lots of these wintry showers across scotland, Northern Ireland and northern england, increasingly falling as sleet and snow to lower levels. In wales it will be mostly rain at lower levels, but sleet and snow over the hills and wherever you are will be a windy start of the day. As we go through the day we keep the strong winds which will make it feel cold, lots of showers increasingly turning wintry but there will always be strong spoils of sunshine, most of these found across the east of england. For many Northern Areas it will feel subzero. Asimilarday on Northern Areas it will feel subzero. A similar day on wednesday, some sunshine and wintry showers, still strong winds and temperatures struggling at around three 8 degrees but behind me you can see the beginnings of a change. This is the beginnings of a change. This is the weather we are expecting through wednesday night. Unsure about the detail but we could see an area of deep pressure pushing across the country and to the south of that there is the potential for gales and snow on the north of that weather system. A spell of rough weather for the middle of the week, followed by sunshine and wintry showers. A reminder of our main story this lunchtime 20,000 jobs are at risk as the construction giant carillion goes into liquidation. The company is involved in everything from hs2 high speed rail line to the management of schools and hospitals. Thats all from the bbc news at one so its goodbye from me and on bbc one we nowjoin the bbcs news teams where you are. Now, the sport. Ryan giggs says hes so proud to be named as the new manager of the Wales National team. Hes signed a four year deal to replace chris coleman, who stepped down after wales failed to reach this years world cup. Giggs captained his country and won 64 caps but his only managerial experience so far was a brief spell in charge of Manchester United when david moyes was sacked in 2014. People have to start somewhere and, you know, hes had four games at united and he was number two to van gaalfor a few years, united and he was number two to van gaal for a few years, so he united and he was number two to van gaalfor a few years, so he knows what it can be like when things arent going so well, when he took overforfour games. He arent going so well, when he took over for four games. He was very attack minded. I think that is the way forward. He has played over 60 games for wales. He is a staunch welshman. Paul lambert is the new stoke city manager. Hes signed a two and a half Year Contract and replaces mark hughes, who was sacked just over a week ago. He might be the only british male in the draw, but he enjoyed his biggest win to date, beating the 11th seed Kevin Anderson in five sets. He will face Denis Istomin next. Tim hague reports. If the only british man in melbourne wasnt easy enough to spot already, ca la wasnt easy enough to spot already, cala edmund helped decide a little more. But there was nothing pretty about how the first had entered against Kevin Anderson, who snatched itona against Kevin Anderson, who snatched it on a tie break and while you might have expected the us open finalist to dominate from there, edmund didnt allow it. His fine forehand in full flight. Only for a rain delay to stop in his tracks. 20 minutes of downtime with the match level. His opponent kim backfiring, winning six of seven points and the set. Yet the briton, always up against it, always seemed to recover, despite 35 aces from anderson, carol edmund find ways to break him and find himself level. Urged on by the british fans, he broke twice in the decider to secure the biggest win of his career. The pink will get another writing as kyle edmonds showed us just how bright his future could be. Just overall, for personal satisfaction, the hours you put in in training, there are so many things like that. Those type of results make it really feel good and worth it, basically, so yes, really happy. There were a couple of surprises in the womens draw. Venus williams has been knocked out, beaten in straight sets by belinda bencic. Williams lost in the final last year to her sister serena. The us open champion Sloane Stephens is also out. The future of thousands of workers at the Construction Firm, carillion, is in doubt, after the company went into liquidation. The government is facing questions about why it handed Public Sector contracts to the firm after it had issued profit warnings. Ministers have insisted Public Services will continue to be provided, and workers will be paid. Our assistant Political Editor norman smith has been following the political reaction from westminster. It isa it is a Significant Development because it is the first time i think probably in labours history that the hard left have actually secured control of the National Executive committee. Previously, the Party Leadership have always been able to rely on trade unions to basically support them and to feed the left. Neither the election of three momentum supporters, Jeremy Corbyn and momentum have a majority of three orfour on the and momentum have a majority of three or four on the National Executive committee. That underlines the extent which Jeremy Corbyn executive committee. That underlines the extent whichJeremy Corbyn has written much complete control of his party, not just written much complete control of his party, notjust in terms of the party, notjust in terms of the party membership, but in terms of the nec, too, because they are the body that will ship any rule changes in the future about how you elect a leader or about the process of reselection. That is a fundamental win, if you like, forJeremy Corbyn and ferment. Meanwhile, labour is trying to keep up the pressure following the demise of carillon, demanding this morning that all those employed by carillon should be taken on the states books. The liberal democrats are calling for an enquiry into the governments handling of carillon contracts. Vince cablejoins handling of carillon contracts. Vince cable joins me handling of carillon contracts. Vince cablejoins me now. To establish what . There is a specific issue around the contracts that have been awarded since profit warnings we re been awarded since profit warnings were issued. This seems a very high risk, dangerous thing for the government to have done. They are claiming that they covered their risk, so lets find out about is case. Are we now reaching the outer limits of how far of the private sector should run Public Services . Because carillon alone had Something Like a50 different Public Sector contracts. Yes, we are reaching the outer limits. We have a model at the minute that when projects goes well the private sector myths substantial profits, when they feel they off loaded onto the government. This is completely unacceptable. Just nationalising all the stuff doesnt make sense, the government doesnt have the capacity to do these things, but there you have the capability to tender contracts let alone fulfilling them. The need to learn how to farm out these contracts learn how to farm out these co ntra cts to learn how to farm out these contracts to Medium Size Companies rather than concentrating it in a handful of large but vulnerable companies. Has a culture been allowed to develop in whitehall when Civil Servants bluntly get too close to an too cosy with some of these mega private Sector Companies and almost routinely hand out lucrative contracts almost routinely hand out lucrative co ntra cts to almost routinely hand out lucrative contracts to them . Im not implying its corrupt, but is a dangerous overconcentration in some of our industries and this is building up a client crony relationship. One of the lessons the public will drop from this particular episode is the way that rewards have been allocated, the chief executive who led this company into disaster has walked away with millions. Hedge fund is this morning are pocketing hundreds of millions gambling against the government. It is the taxpayer who will fund these losses. Many Small Companies will go bust in tragic circumstances. How much do you think the taxpayer will fund a sizeable bill . David livingstone this morning seemed to be playing down the fact that the taxpayer could end up paying a hefty bill . Down the fact that the taxpayer could end up paying a hefty bill7m we can take these contracts in house and tendering them again, significant losses to be avoided. The government has taken on the pension fund, which has a deficit of up pension fund, which has a deficit of up to 800 million. This is an enormous liability. The pensioners will take a hit. The government is now taking this on. There will be other losses along the way. In broad terms do you think we will nicely and moved against the remorseless contracting out of Public Services to the private sector . The one good thing that has come out of this is the principle that you cant have companies that are too big to fail. That will force a rethinking about her tendering his done, how to spread the risk more effectively, to bring more expertise and the government. In some cases the government. In some cases the government could run the contract themselves, obviously not all of them. This is a wake up call so there is a proper account taken of taxpayer interest. There will be a commons statement on the collapse of carillion from the cabinet secretary David Lidington around 3. 30pm this afternoon. Barry mcelduff, the sinn fein mp who sparked anger over a social media post which unionists said mocked victims of the ira, has resigned. Mr mcelduff posted a video of himself on twitter with a loaf of kingsmill bread on his head on the a2nd anniversary of the murders of ten protestants in the village of kingsmill in south armagh. He was suspended by his party for three months, but this morning, announced he is standing down as an mp. The deep and unnecessary hurt that this video has caused the families of the victims of kingsmill is undoubtedly my deepest regret and i do offer again my apologies to the families and the Wider Community for the consequences of the video. I want to be very adamant about this. Not for one second, not in a million years would i have made a connection between the terrible atrocity at kingsmill and the brand name of the product. I certainly would not have posted that tweet had i made any connection whatsoever in my mind. Obviously, it is very important for me to get a hearing to say that. I genuinely did not make that connection, not for a second did i make that connection in my mind. I want a Say Something in relation to kingsmill itself, kingsmill was wrong. Absolutely wrong. Kingsmill was unjustifiable and sectarian and it never should have happened and i am an irish republican and there is not a sectarian bone in my body. There was no intended reference to kingsmill in my tweet, but i actually do except that there are many people who dont believe that. That is difficult for me, but i have to accept that many people dont believe that. In a moment, a summary of the Business News this hour, but first the headlines on bbc news the Construction Firm carillion says it is entering compulsory liquidation after talks to tackle its debts failed. The leader of ukip says hes no longer dating a model who was revealed to have sent racist texts about prince harrys fiancee, meghan markle. A study by Scottish Government officials is warning that a hard brexit could cut scotlands economy by more than £12 billion per year. The Business News. As weve heard one of britains Biggest Construction Companies and a Major Government Contractor has gone into liquidation, threatening thousands of jobs. But workers are told to turn up to work as normal and pensioners in the companys scheme have been told their benefits will be protected. Plane maker airbus says it will halt production of its a380 super jumbos unless it has another orderfrom emirates. The dubai based airline has been the main customerfor the plane, but has cut back on its orders in recent years. Virgin trains is reversing its decision to ban sales of the daily mail on its west coast services. Sir Richard Branson said he and sir brian souter, whos a part owner of the company, had asked managers to reconsider, saying that tolerance for differing views were the Core Principles of a free society. More now of the woes for staff at the building giant carillion. The company employs 20,000 people in the uk and is involved in Major Projects such as hs2 and crossrail, but has debts of £900 million. Carillions chairman, philip green, said he understood the government would provide funding for all of its Public Service commitments to continue. However, the Ripple Effect of this collapse out to other contractors and sub contractors will be huge. Sarah mcmonagle is from the federation of master builders. Who remembers ron the front line, they . Yes, our of members will be affected by this directive because they will have formed this supply chain for carillon. They may not be concerned that their contracts will be honoured and they may be left out of pocket. Give me an idea about a contractor, how much cushion will they have over late payment or no payment. Do they live hand to mouth oi payment. Do they live hand to mouth ordid payment. Do they live hand to mouth or did they survive quite well in a situation like this . The Construction Industry is famously operates on low margins and the payment is a serious issue in construction. Many of our members have reported in the past to wait up to 200 days for payment even though when the major contractor is in good health, so it is a huge concern as to what will happen neither carillon has gone to the wall. Cant you make a judgment on the number of companies that will go under, or will they get by somehow . M companies that will go under, or will they get by somehow . It is difficult to know at this point. Weve represent a thousand small and medium sized businesses. A proportion of them will be working for carillon, wejust proportion of them will be working for carillon, we just didnt know how many. Will the banks be sympathetic . We hope so, but it is difficult to speak at this point. Thats another issue we will have to explore. What we were hoping for is a Silver Lining in that the government reassesses how it operates its public procurement contracts because if it had worked with lots of Small Companies on lots of small contractor would have been able to spread its risk. Operating with one company, when the company goes under, that has serious consequences. But you have to have one Major Company to manage a whole project, or are you saying that the should be nationalised industry which subcontracts out to Small Businesses like yours . Not a nationalised industry, no, but it is possible to break down and large contracts the smaller lots. That spreads the risk and spreads the economic benefit, so lots of smes across the uk would benefit from Public Sector work as opposed to one major contractor operating at the top of the supply chain. Thank you for joining top of the supply chain. Thank you forjoining us. Thank you forjoining us. In other Business News, more men are working part time. Part of a mezzanine floor inside the Stock Exchange in the indonesian capital, jakarta, has collapsed. At least 72 people have been hurt and are being treated in three different hospitals in jakarta. Police say the collapse was due to an accident, not an explosion. The Stock Exchange, based inside a multi storey building in centraljakarta, has re opened for the afternoon session. Our correspondent Rebecca Henshke is on the scene. She sent us this update. It was lunchtime when the roof of this walkway area that is behind me collapsed. We understand that there were people waiting in the kind of lobby area of the Stock Exchange here in centraljakarta, including some university students, we are told, that had come to visit the Stock Exchange today. The area has been sealed off. This is as close as we can get at the moment. Rescue workers have gone inside the area to look carefully through the rubble to make sure no one else has been caught or is trapped inside. They believe that most people who were injured when the roof collapsed have now been taken to hospital. The Police Spokesperson telling us a few minutes ago that around 15 ambulances have left the scene with those injured. The Stock Exchange, we understand, has reopened and just a few minutes ago workers who were told to evacuate these buildings, all workers in all the stories of these two towers, including world bank employees, had to leave. They have not been told they can enter through tower one over here. A few people being able to return to work as long as they stay away from the area that collapsed. This is a new building in the heart of jakarta. Only a few years old. It is the heart of indonesias capital, jakarta. Its economic heart here. There will be many questions asked in the coming days of how this could happen. Were halfway through january and some of you might well be into your new year fitness regimes. But how seriously do you really take your health and fitness as you get older . Research says were living longer, but not necessarily healthier. A Global Survey of Fitness Trends suggests that exercise programmes for the older generation are set to be big in 2018. We visited a gym in singapore, where theyre already ahead of the trend. Ive been resisting going to any gym. Im allergic to exercise. Very tempted to live a sedentary, lazy way of life. When i was in my 60s, i found i was falling a lot. I was losing my balance. I took it up as a personal challenge to make sure that i come here twice a week. And my objective actually is to be independent so even as i age that i can walk without assistance and i can be flexible so that i dont fall. Eight, seven, six, five, four, three, two, one. I like hip hop dancing. It makes me feel very young, dancing, and dancing is something that i really dont do a lot. It is just a whole feeling of fun. I can easily say that i am stronger now than i was ten years ago. After i have done the exercise, i feel i have done something. A driver and passenger in california have had a narrow escape, after a spectacular crash ended with their car embedded in the first floor of an office building. The accident happened in santa ana in orange county. The car hit the central reservation before being hurled into the air and crashing through the wall of the building. Both the driver and the passenger received only minor injuries. Time for a look at the weather. Good afternoon. The weather will throw just about everything good afternoon. The weather will throwjust about everything have lost this week. A lot going on, including for some of us quite a lot of snow. We started off on a soggy note for many. From the radar picture, you can see that the banter brained cleared through, but we are now dealing with a rash of showers rattling in from the north west. This north westerly wind, along with the showers, will bring us some increasingly cold air over the next few days. Throughout this week it will be cold, often very windy and there will be winter we showers, particularly on some hills in the north. The rest of the afternoon looks like this. Lots of showers, some sunny looks like this. Lots of showers, some sunny built in between. In scotland, even low levels could see snow developing as we head into the evening. The hills of Northern Ireland, northern england, it will be next to see snow. Further side, this will fall as rain. In the northern half of the country particularly there will be our frost. With all the showers continuing to fall, some ice to take this into tomorrow morning, so it could be a tricky commute across parts of scotland, Northern Ireland and into northern england. Snow here mostly and into northern england. Snow here m ostly o n and into northern england. Snow here mostly on high ground and i expect we will start to see some of the water levels at this stage. Down towards the south west it will be rain showers blowing in on that strong west or north westerly wind. Through the day, plenty more showers to come, they are relentless. They just keep on drifting in from the north west. Increasingly wintry showers. The best chance of staying dry will be the south east. On the thermometer, no great shakes, but when we handle them add on the strength of the wind that subzero for many. For wednesday, strength of the wind that subzero for many. Forwednesday, bad strength of the wind that subzero for many. For wednesday, bad colds wind. Still some wintry showers in North Western areas, but behind me you can see the next change in our weather story. Quite a deep area of low pressure likely to develop an object its way in from the atlantic during wednesday night. Uncertainty about the exact detail, but we could see deals on the southern edge of that low and potentially some snow on the northern edge. The rough weather should clear quickly on thursday, leaving us with the strong north westerly winds and temperatures between four and 11 degrees. Hello, youre watching afternoon live. Im simon mccoy.
