There are two possible tracks, one could come from the government, one could come from the lawyers for the victims. It is not as simple as bringing a legal challenge and the court to accept it. It is not enough to say that we simply dont like this decision. Basically, the court would have to decide, in order to stop this happening, that the release was com pletely happening, that the release was completely and rational or there was something wrong by which the decision was arrived at.
