At least 15 people have been killed by mudslides and flash floods in southern california. Rescue workers are now mounting a desperate search for survivors, fearing that dozens of people might still be trapped. Many of those affected now are the very same people who last month fled from wild fires. The extreme weather has hit carpinteria, Santa Barbara and montecito from where our correspondent james cook reports. On californias Pacific Coast, ordeal by the elements continues. First, they endured the largest fire in the states history. Next came torrential rain, more intense than anyone here could remember. Then, within minutes, destruction, caused by an unstoppable wall of mud and debris. This 14 year old survived. Even she does not know how. Firefighters using rescue dogs heard her screams and worked for hours to pull her from the wreckage of her home. Her familys fate is unknown. Everyone here, it seems, has their own incredible story of a struggle to survive. Once the boulders and trees came through our house we climbed up onto the roof and waited till the creek went down a bit and then we climbed off the roof and got to our neighbours. We just got pulled out of there by the firefighters. Hes been out rescuing neighbours. We heard a little baby crying. We dug down and found a little baby. I dont know where it came from. We got it out, got the mud out of its mouth. Im hoping its ok. They took it right to the hospital. But it wasjust a baby, four feet down in the mud, under the rocks. Im glad we got him. These coastguard pictures show the rescue of a family of five. A mother and her newborn baby are winched to safety. The little girl makes it onto the roof her seven year old brother is saved as well. Terrifying moments but they are the lucky ones. How do you describe it . It is devastating. The fire created a situation where the dirt was able to wash down. Had we still had all the vegetation on the hills it would not have been as much of an issue. We just feel very sorry for the people who lost their homes and their lives. Why did it happen . The downpour soaked an area which had been affected with wildfires. Burning grass and shrubs which hold the soil in place and baking the earth, leaving it slick and hard. The water had nowhere to go but down, fast, into the town of montecito with deadly, devastating effect. This is one of the most exclusive communities in the United States, home to stars including actor rob lowe and tv presenter ellen degeneres. But no amount of money can stop a mudslide. Oprah winfrey posted this video from her garden. See how deep the mud is. The destruction was not confined to the coast. Further inland, in burbank, a suburb of los angeles, the cameras captured another mudslide in action. The mud roared down here with terrifying speed, sweeping everything in its path. Firefighters will not let us go up there any further. They say the situation could change in the blink of an eye. As you can see, this is how dangerous it is. The Pacific Coast was hardest hit. The financial cost will be immense. The human toll, even higher. James cook, bbc news, montecito. Lets get the perspective from the American Red Cross, working hard in the area. Jessica joins us, she is from at organisation. You are at one of the shelters where some of those who have been dragged out of the mud have been ta ken . Who have been dragged out of the mud have been taken . Thats right, i am at the Santa Barbara city college where the American Red Cross is here providing safe lodging, hot meals, Health Services and more for these families that have literally been pulled out of the mud and rescued and got to us. We are doing everything we can to make sure they are safe and comfortable. The stories you are hearing of survival . Absolutely. The stories are heartbreaking and heart warming. These people have been through so much with the thomas fire which burned this area just last month and now this disaster. This community has really come together to support each other and it is incredible to see the families reuniting and the hoax and the tears, and for those families who do not have a happy ending, the red cross will be there for them as well. The hugs and the tears. What sort of support are you providing on the ground . M addition to the shelter which is meeting the immediate needs like lodging and meals, we are supporting afamily lodging and meals, we are supporting a family assistance centre, which is where families are going for information about missing loved ones. Crisis counsellors, Mental Health professionals, they are comforting the families. The Emergency Response vehicles are also in the field, working side by side with the first responders. As those people come out of the mud flow and are rescued, we provide them with a warm blanket and drinking water. Have you ever had to deal with an emergency like this following so quickly off the back of the wildfires that was so devastating in recent days and months . Every disaster is devastating and unique in its own way, this one is different because we did just have the thomas fire and those recovery effo rts the thomas fire and those Recovery Efforts are still under way, we are still helping the families that lost their homes to the fire and this devastating landslide has taken so many lives. The red cross volunteers have worked around the clock to make sure these people are safe and co mforta ble. Sure these people are safe and comfortable. The community is resilient, they have been through a lot together, we will recover together and be stronger for it. And so the mud flow came down the creek at a pretty big clip. It eclipsed anything we had seen before. We were there for the 1995 floods which were described as hundred year floods, and they only came about two thirds up our bank. This one came to the full top of the bank and our property has a cottage on it where the mud jump the bank and totally covered the land and went up to the cottage a significant amount. You have taken some pictures which we can show our viewers. We arejust seeing which we can show our viewers. We are just seeing the devastation, the mud covering such a huge area. Were you caught up in the wildfires before all this happened . You caught up in the wildfires before all this happened . Yes, we we re before all this happened . Yes, we were evacuated for the wildfires that we were voluntary for a period of time and then finally it was a mandatory evacuation. Without the soil being held it came down the creek and totally devastated areas. Tell me how youre feeling at this stage, having been through the wildfires and seen so much destruction around you now . How are feeling inside . I feel very lucky. We have friends with missing Family Members. We are safe, we are in a hotel. Property can be repaired. We are safe. You have a friend who has a Family Member who is still missing . Yes. Yes, and they were on olive mill road, the creekjumped the bank and washed several houses away. 0k. Debbie, thank you for joining us. It looks like a scene of such horrible devastation where you are. For the First Time Since the financial crisis ten years ago, all the economic centres, the usa, china, japan and the rest of europe, are seeing stronger growth, and that rising tide is lifting britain and confidence is flowing back. Its not all good news. Construction figures are poor and there are still the problems of falling wages and the increase in prices. Many economists warn that britain is not out of the economic woods, including a former adviser to the chancellor. What weve seen in the uk relative to elsewhere is growth relatively stable. That is still better than most predicted at the start of 2017, because the brexit negotiation was expected to have a more dampening impact on growth, but the Global Environment has actually ended up being much stronger, and i think that has supported uk activity. The uk is still the laggard, though. Businesses have been more hesitant about expanding, whereas elsewhere in the world confidence is much stronger and we have seen more business spending. Manufacturing is a bright point, but atjust 10 of the uk economy its not everything. The strength of britain overall will only become clear when the full set of figures are published at the end of the month. Many economists believe they will now be more positive than expected. It isa it is a 10 billion order. Norway also invests about one third of its sovereign wealth funds in american businesses, supporting hundreds of thousands of american jobs. They are very big investors in our stock markets and therefore the Prime Minister thank you very much, because their market. The us has an impressive Business Community and i have commended the leading role is as plain, also in the transformation to a Green Economy. For example, by the fa ct a Green Economy. For example, by the fact that one of the big areas we are now importing in norway is electrical cars from tesla. Norway is combating climate change, it is an important issue for us, we are committed to the Paris Agreement, but at least two businesses and at least american businesses, it leads to them selling cars in norway. At the same tender Green Economy is an area where we see tremendous economic and Business Opportunities in the future. But at the same time the Green Economy. Finally, it is important to say that we are discussing some of the big, difficult issues, for example the development in afghanistan, where i think and hope we can find a new future. It is important we all Work Together to find solutions and north korea, afghanistan, syria and iraq. Since september the 11th 2001, norway has contributed to a range of missions and operations, including the fight against isis. I have assured the president we remained unwavering in our commitment to the fight against terrorism and all over the world. Yesterday in a meeting you said you would be open to signing just about any immigration deal that that Bipartisan Group of lawmakers sent to you. We needed for safety, for stopping the drugs from pouring in. I would imagine that the people in the room, democrat and republican, i really believe they will come up with a solution to this problem which has been going on for a long time, and maybe beyond that immigration as a whole. But any solution as to include the wall, because without it hit does not work. You could look at the instances, what happened in israel, they put up the wall, it was a very major problem. Are you open to meeting with him, would you be willing to meet with him without condition, or would you demand a strict set of parameters be placed . When i watch interviewing all the people leaving their committees, the democrats are for running for office in trying to say this, but the bottom line they all say there is no collusion, and there is not. I think russia is an important player in the international world, i dont think you cannot work with than talk to. On the hand it is important to say that we have a line with all the sanctions, as the European Union has done, and as a member connected both with nato and interconnected to that, we have suffered some economic difficulties in some areas based on the sanctions. On the other hand, we have a very Good Relationship with russia over that border area where we do have very much Free Movement of people, especially zone of people moving to and from, we have very large cooperation and Sustainable Fisheries in this area, it is the biggest card area in the world, a sustainable resource, with patrol it and Work Together. It is the biggest first agrarian world. Yes, International Law is firm and clear, there was a break of that to the annexation of crimea and the situation in ukraine, we stand by all of our allies with that. But as all of our allies with that. But as a neighbouring country we do day to day work on things that we have to soul for the people and economic in that area, which is a fragile area. To add to the answer, i think it is most better to work with russia. It is very much better than having to deal with north korea, where we currently have a problem which should never have been my problem, it should have been sold many years ago when it was much less dangerous, but it was given to me, along with a big mess of other things. I will say this, iam big mess of other things. I will say this, i am for massive oil and gas and everything else, and a lot of energy. Peta cant love that. I am for the Strongest Military that the United States ever had. Putin cant love that. But hillary was not for a Strong Military and hillary, my opponent, was for windmills, and for other types of energy that dont have the same capacities at this moment, certainly. Ijust want to say it is a lot better to work with other countries. We are working with china on north korea, various other countries and we are doing very well. We had a great talk, as you know and reported, a great talk this morning with president moonjae in, andi morning with president moonjae in, and i think lots of good things are happening. We will see what happens. Working with other countries, whether russia, china, india or any of the countries that surround this world and encompass this world, it isa world and encompass this world, it is a good thing, not a bad thing. Go ahead. Mr president , Prime Minister, norway strongly supports the Paris Agreement, and has expressed regret you have decided to leave it. What could persuade you to remain and what kind of Common Ground and you find today on this topic . Well, it wasnt a major topic, i must tell you, we talked about other things, including mostly trade. But i will say that the Paris Agreement as drawn and as we signed was very unfairto drawn and as we signed was very unfair to the United States. It put great penalties on last, it made it very difficult for us to deal, in terms of business. It took away a lot of our asset values. We are a country rich in gas and coal and oil and lots of other things, and there was a tremendous penalty for using it. It hurt our businesses. According to some estimates, we would have had to close businesses in order to qualify by 2025, where as an example, china, 2030, they dont kick in until 2030. Russia, someplace in the mid 19 90s, that was their standard, and that was never a good standard, because that was a dirty standard for the environment. It treated the United States very unfairly, and frankly it is an agreement that i have no problem with, but i had a problem with the agreement that they signed, because as usual they made a bad deal. So we could conceivably go back in, but i say this, we are very strong on the environment. I feel very strongly about the environment. Our epa and our epa commissioners are very, very powerful, in the sense that they want to have clean water, clean air, but we also want the businesses that can compete. And the businesses that can compete. And the paris accord really would have taken away our the paris accord really would have ta ken away our competitive the paris accord really would have taken away our competitive edge, and were not going to let that happen. Im not going to let it happen. There are Business Opportunities in this, as we talked about during, because we have strict regulations to reach our paris targets. That means that we have very strong policies for environmentally friendly technologies, and it is a normal part of why United States doesnt have a surplus in the economy compare the norway, so you should never miss a good opportunity. One of the good assets of norway is a thing called water, and they have tremendous hydropower, most of your electricity is produced by hydro. I wish we would do some of that, but hydropower is fantastic and it is a great asset that you have. Thank you very much, a great honour, thank you. So that press conference touring to a close, it lasted maybe about 20, 25 minutes or so between President Trump at the white house and the norwegian Prime Minister. They had talks during the day. A lot of it of course based on defence and corporation, militarily, norway shares a border with russia. President trump says he is increasing defence spending and would be seeking peace through strength. The norwegian Prime Minister talked about the shared military cooperation there is between the two countries. On more domestic matters, as far as the president was concerned, the reiterated yet again there had been no collusion between his campaign tea m no collusion between his Campaign Team and russia during the Election Campaign last year. He did not a nswer directly Campaign Last year. He did not answer directly the question as to whether or not he would be willing to talk to the chief investigator, looking into whether or not russia meddled in that election, but he reiterated yet again there was no collusion as far as he was concerned between his Campaign Team and russia. And also another important domestic issue for the United States, immigration reform, and an immigration bill. The president made it clear that congress can come up with whatever bill it likes, but it must include funds to pay for a border wall, of course that was one of his chief campaign promises. That he would build a wall on the southern border with mexico, and he has made it clear that any immigration bill will have to include funds for that wall. So that press co nfe re nce include funds for that wall. So that press conference just wrapped up between President Trump and the norwegian Prime Minister erna solberg in washington. Thousands of tourists have been left stranded after heavy snow in the alps cut off towns and villages across switzerland, france and italy. Visitors are being airlifted out of zermatt, one of switzerlands most popular ski resorts, where around 13,000 people are trapped. The avalanche risk in the area is the highest its been for almost ten years. In france, a 39 year old british skier is still missing after bad weather hampered rescue efforts in tignes. The helicopter is about to leave. We spoke as she began the first leg of a long journey back to manchester. A lot of people will say you are stuck in somewhere beautiful, you can go skiing, but that is not the case, you are stuck in a hotel room because of the risk of avalanche. So this morning helicopters were also busy clearing avalanches. Blowing huge quantities of snow off the mountains, which has fallen in recent days. In remote areas, one metre of snow fell in just 2a hours. And although conditions in zermatt have improved this morning, the risk of avalanche in the area remains high. A Swiss Company captured this avalanche just outside the town last week. The deadly force abundantly clear. And this was the scene after a recent avalanche in a french town. Further south in the resort of tignes, cafes hidden by the snow. It was here thatjohn bromell from lincolnshire was snowboarding in poor weather on sunday. He is still missing. In zermatt, the operation to get tourists out on helicopters continues. Looking forward to getting back down the mountain. We live in australia and we will miss the flight from zurich so were happy to leave now. Heavy snow this winter has made many peoples skiing holidays, but with some slopes here now closed, too much is causing problems and treacherous conditions. Tom burridge, bbc news. Back to our top story and rescue crews are trying to reach hundreds of people believed to be trapped after mudslides and flash floods in southern california. At least 15 people have been killed so far. The problems started after the first rain in Santa Barbara county in several months. Francis rengers is a scientist with the Us Geological surveys landslide hazards programme. He joins us from denver via webcam. Hello to you, thank you for being with us. We know that theyre obviously have been rains in the last few days, but there was a long period before that very, very dry weather. In fact there were wildfires, so what is the link between the two that may have resulted these mudslides . There is a fairly well known link between wildfire and these mudslides. But u nfortu nately wildfire and these mudslides. But unfortunately happened was you had one of the largest fires in california in history, and that was followed by a very low probability rainstorm. About a 200 year recurrence of that rainstorm. Silverlink is what, that because of the intense heat from the fires, the earth is so parched that the rain as soon as earth is so parched that the rain as soon as it hits, it can disintegrated . What happens is when fire burns oils, there are two things that make the soil hard to penetrate. Burns soils, some of the waxy material from the vegetation coats soil particles, so it makes the water unable to soak into the soil normally. And also you drive off so much water that it is sort of like a really dry sponge that you just cant quite wet up. So what happens is instead of raindrops hitting the soil and running into the ground, they run. Like putting a raincoat on the soil. So you have massive amounts of water running off, collecting in gullies and channels and then starting to mobilise really large material, mike large trees. They travel down as a rubble wall that ends up being a wall of material that will hit things in its way and it is very powerful. So as soon as there was rain forecast after such a long period of try whether, these mudslides could have been predicted . Jess, they were, actually, yeah. The Us Geological survey produces maps of where it might be probable, where it might originate, and then we provide those to the Weather Service that looks at the rainfall forecasts, and they look at our probabilities, and we also give them a rainfall threshold that gives a probability of a de vrij flow, and theyve route those the counties who then make evacuation maps. So people knew that there was a risk coming. Right, and there were evacuation orders in some areas.
