It is 9 00am in singapore, 1 00am in london, and 10 00am in seoul, where south korean government negotiators are meeting for talks with their north Korean Counterparts for the first time in more than two years. The two sides are expected to discuss the possibility of pyongyang sending a delegation to the Winter Olympics being held in south korea next month. It is hoped it could reduce tensions on the Korean Peninsula, which have reached their highest point in decades. Lets go live now to the bbcs sophie long, in seoul. Sophie, everyone is watching and waiting. What could be the result of this dialogue between north and south korea, and the discussions, apart from the olympics . Yes, thats right. The huge amount of focus here on these talks. The first time government level talks had ta ken place between the two countries in more than two years. Now, we know that the south korean delegation arrived in the village which straddles the border between the countries just after 9am this morning. We heard the north korean delegation walked across the military demarcation line just after 9 30am this morning. The two delegations are now sitting down for those first talks in two years. I have been speaking to people here in seoul about the hopes surrounding these talks. Will the Winter Olympics mark the turning point in inter korean relations that the south korean president has consistently said they could be . The north and south korean governments are meeting for the first time in two years. They will discuss the possibility of the north sending these athletes with a delegation to the pyeongchang games. The north Korean Leader used his new year address to say he was open to dialogue with the south. But he also said north korea was a Nuclear State that would now mass produce nuclear missiles, something entirely unacceptable to south korea and its ally, the United States. The talks are taking place here, the truce village of panmunjom, which straddles the border in the demilitarised zone that divides the two koreas. Some say they are an important step in the right direction, and are confident it will lead to at least a couple of months of peace and stability. I personally, and also korean people, really hope that this successful pyeongchang Olympic Games will make breakthrough, this stalemate of korean situations, so i really hope that Pyeongchang Olympics will make another move, make another peaceful move. Even if that were the case, the problem would be what happens next. Just after the olympics, we need to return to our kind of original and normal position, which is to demand the denuclearisation of north korea, and put the maximum pressure on north korea to give up its nuclear weapons. So the two delegations just sitting down to talks. There is a certain level of confidence that there will be good results in terms of the Winter Olympics. Kim jong un has said he was willing to send a delegation, and the south korean president has said he feels the Winter Olympics could be a groundbreaking chance to de escalate tension is on the Korean Peninsula. But if that does happen, it is thought the two sides will go on to talk about other issues like in the korean issues, things like divided families, people who havent seen family members for up to 70 years. There might be some discussion in very vague and ambiguous terms about further conversations, but right now theyre just going to iron out the kinks, to create the conditions for the dprk to participate in the Pyeongchang Olympics. But michael, for kim jong un, reaching out to south korea, could this be a sign sanctions are taking a toll, and that he is desperate for cash and assistance, wherever he can get it . That might have i mean, certain sanctions might have bitten and might have factored into the strategic calculations. But kimjong un and his immediate subordinates are very holistic thinkers, and so that was probably something they did take into account, but theres a whole host of other reasons, and we have to sort of look at this meeting happening shortly as part of the dprks efforts for a rapprochement with south korea. What about for south korea, michael . How should president moon and his administration prepare and approach these talks . President moon has a lot of experience dealing with dprk, having served as a chief aide to the previous south korean president. President moon is proceeding very cautiously, and we have to look at this as a baby steps process. And, should the participation of the dprk in the Winter Olympics be realised, its likely that they will then proceed cautiously to further interactions, further down the line. And im sure everyone will be very curious, michael, who the north korean side will be sending over for this dialogue. Do you think it could be anyone close to kim jong un . There is a possibility, and anything is possible, of course, but theres a good possibility that he might send his younger sister, thats one of the pieces of gossip that is sort of floating around the peninsular right now. We might also see him send north koreas unofficial number two official, who also attended the rio dejaneiro olympics in 2016. And what could go possibly wrong in this meeting . There could be agenda hijacking, possibly from the North Koreans. There could be some sort of demand that the North Koreans are going to make. But it seems the interest for seoul and pyongyang right now is the dprk getting into the olympics. The goal is that they will do everything they can and cant do to make sure that that happens.
