Its 8am in singapore, midnight in london and 9am in seoul where south korean government negotiators meet shortly for talks with their north Korean Counterparts for the first time in more than two years. The two sides are expected to discuss the possibility of pyongyang sending a delegation to the Winter Olympics being held in south korea next month. Lets go live now to the bbcs sophie long in seoul. And all eyes will be on the dialogue between north and south korea and what may be discussed apart from sports and is meeting . Good morning, rico. Yes, that is right, a lot of focus on these talks, the first government level talks between the north and south korean governments in more than two years. We know now that the south korean delegation led by the unification minister has left seoul, just over one hour ago and the convoy has crossed unification bridge on the way to the demilitarised zone, and there and panmunjom they meet with a delegation from north korea, and they will walk to the meeting room on foot. I have been speaking to people about what they think is going to come out of these talks. Some as you can imagine a more hopeful than others. Will the Winter Olympics mark the turning point in inter korean relations that the south korean president has consistently said they could be . The north and south korean governments are meeting for the first time in two years. They will discuss the possibility of the north sending these athletes with a delegation to the pyeongchang games. The north Korean Leader used his new year address to say he was open to dialogue with the south. But he also said north korea was a Nuclear State that would now mass produce Nuclear Western missiles which is entirely unacceptable western missiles which is entirely u na cce pta ble to western missiles which is entirely unacceptable to south korea and its ally the united states. The talks are taking place here, the truce village of panmunjom, which straddles the border in the demilitarised zone that divides the two koreas. Some say it is an important step in the right direction and are confident it will lead to a list of couple of months of peace and stability. Lead to a list of couple of months of peace and stabilitylj personally, of peace and stability. personally, and also korean people, really hope that this successful pyeongchang Olympic Games will make breakthrough, this stalemate of korean situations, so i really hope that Pyeongchang Olympics will make another move, make another peaceful move. Even if that were the case, the problem would be what happens next. Just after the olympics, we need to return to the original and normal position, which is to demand the ginkgo as asian of north korea denuclearisation of north korea and pressure north korea to give up its nuclear weapons. Well, those talks are to get under way at 10am this morning. We are told that both the north Korean Leader and the south korean president will have a live feed at those talks so they will be able to monitor their progress. Top of the agenda as you heard in my report will be the Pyeongchang Olympics and whether pyongyang will send a delegation to those. We are expecting that part of the talks to go well, as both leaders have said that they want that to happen. Then they are expected to move onto other inter korean relations, things like divided families, whether meetings can take place, but even if this does lead to a period of peace and stability we dont know it yet know what else will come out of it because any lasting agreement here on the korean peninsular will have to focus on denuclearisation and kim jong un has been very clear that although he is open to dialogue with the southee is determined to continue with his nuclear and missile programmes. We will be monitoring how those talks go for you. Rico. Thank you very much. Well return to this later here in newsday but first lets take a look at some of the days other news. The Trump Administration says it will cancel the provisional residency permits of about 200,000 people from el salvador. They were given temporary protected status in 2001, following two major earthquakes in their country. But the Us Department for Homeland Security says the disruption to Living Conditions caused at the time no longer exists. The order means the individuals either have to leave the us or seek some form of permanent residency. Here are some of the views from salvadoreans in the us. Translation there must be a change. We are talking about 200,000 people who are working in this country. Congress is right now discussing measures for the dreamers and we think they should also take up the matter of the dreamerstpstps for haitians, salvatori and an all these people who have lived in and supported this country for many yea rs supported this country for many years tps. Supported this country for many years tps. Mikhailov were expecting this news because of the administration and the work that they have been doing to try to separate the families, so everyday we have been living in fear salvartorians. There are bipartisan bills introduced by republicans and democrats to fix this and to provide a permanent legislative solution. This congress has proven that they are not great at getting anything done. So it definitely tempers my optimism. Also making news today the us experienced a record year of losses from fires, hurricanes and other weather related disasters in 2017, according to the Us National Oceanic and atmospheric administration. Last year saw two category 4 hurricanes make landfall in the states. It also saw sixteen separate events with losses exceeding one billion dollars, including hurricanes harvey and irma. American media are reporting that special counsel robert mueller, whos investigating possible russian interference in us elections, has raised the likelihood that he will seek an interview with president trump. Parts of bangladesh are seeing the countrys coldest weather since records began seventy years ago. Local Officials Say hospitals are dealing with a surge in admissions related to the cold. Journalists say the affected area in the north west is extremely poor and the only source of heat is typically a portable coal burning stove or open fire. Many people also lack warm clothing or blankets. Two big investors in apple have warned that its reputation could be damaged if it doesnt think about the impact of the excessive use of its smart phones by children. After all the attention weve given to the volcano in bali, weve also received these images of another one erupting on a tiny island off papua new guinea. Mount kadovar apparently hasnt erupted for 300 years. Officials thought the volcano was dormant but it has now been active since friday raising fears of a tsunami. So far 600 residents have been evacuated. Lets return to our top story this hour, the dialogue opening between north and south korea. I asked michael madden, visiting scholar of the Us Korea Institute atjohns hopkins university, if talks would include more than just the olympics. Imean, i mean, thats the main agenda item. There might be some discussion in very vague and ambiguous terms about further conversations, but right now they make just going to iron out the kinks to create the conditions for the dprk to participate in the Pyeongchang Olympics. But, michael, four kimjong un, Pyeongchang Olympics. But, michael, four kim jong un, reaching Pyeongchang Olympics. But, michael, four kimjong un, reaching out to south korea, could this be a sign sanctions are taking a toll and that he is desperate for cash and assistance wherever he can get it . For. That might have i mean, certain sanctions might have bitten and factored into the strategic calculations, but kim jong un and his immediate subordinates are very holistic thinkers, and so that was probably something they did take into account, but there is a whole host of other reasons and we have to sort of look at this meeting happening shortly as part of the dprks efforts for recruitment with south korea. What about for south korea, michael, how should president moon and this administration prepare and approach of these talks . Reproachment. President munoz a lot of experience dealing with dprk, having served under the previous south korean president moon president moon is proceeding very cautiously and we have to look at this as a baby steps process. And should the participation of the dprk in the Winter Olympics be realised, it is likely that they will then proceed cautiously to further interactions, further down the line. And i am sure everyone will be very curious, michael, who the north korean side will be sending over for this dialogue. Do you think it could be anyone close to kim jong un . There is a possibility, anything is possible, of course, but there is a good possibility that he might send his younger sister, that is one of the pieces of gossip that is sort of floating around the peninsular right now. We might also see him send north koreas unofficial number two official who also attended the rio dejaneiro official who also attended the Rio De Janeiro olympics in official who also attended the rio dejaneiro olympics in 2016. Official who also attended the Rio De Janeiro olympics in 2016. And what could go possibly wrong in this meeting . There could be a gender hijacking possibly from the north korean. There could be some sort of demand that the North Koreans are going to make agenda hacking. It seems the goal is the dprk getting into the olympics. The goal is that they will do everything they can and cant do to make sure that that happens. There are fears of an environmental disaster in the East China Sea as a tanker continues to leak oil two days after it hit a cargo ship. Chinese Officials Say the vessel is in danger of exploding. One body has been recovered but 31 crew members are still missing. The sanchi had left port in the persian gulf, bringing 136 thousand tons of oil east. It passed through the malacca straits and was heading up the East China Sea to south korea when the collision happened. Robin brant reports from shanghai. Since saturday night, the fire has burned. Dark black smoke feeding off the cargo of almost a Million Barrels of oil inside the sanchi. The intense heat and the threat of an explosion is hampering an already difficult search and rescue operation. Its not clear at this stage how these two huge vessels collided. The cf crystal, carrying grain, was damaged at its bow, but all on board were rescued. Translation the Chinese Government takes maritime accidents like this very seriously and has already despatched many search and rescue teams to the scene. Shanghais port is the busiest in the world and the coastal waters to the east of this city are vast. But in the last decade china has had eight reported collisions similar to this involving foreign ships. The chinese authorities are leading the search and rescue effort but there is help from south korea and the united states. The focus, though, is increasingly turning to the environmental threat to the ocean, about 200 miles off the coast of this city in that direction. With a volume of oil on board this has the potential to be the worst spill of its kind since 1991. If it sinks, then were looking at inimpact of seepage from this very light crude into the ocean which could last many months and that would mean exclusion zones in terms of fishing around the area and quite a big impact on the local flora and fauna. The last time a tanker lost oil on this scale was the prestige off the coast of spain in 2002. But this time its not the thick black crude oil thats causing such problems off the coast of china. The sanchi is carrying condensate, a refined form of oil that is far less dense but more explosive. Described as a floating bomb, the cargo can be odourless and colourless which means the job of trying to see the extent of the spill and trying to contain it is far more difficult. That gay marriage was given royal assent in australia on december 8 last year, but most couples have had to wait 30 days before exchanging vows and officially tying the knot in legally recognised marriages. Finally, some of the countrys first same sex unions have taken place. One of the fist couples to tie the knotjust after midnight local time in New South Wales, were australian athletes, Commonwealth Games sprinter craig burns and his partner, fellow athlete luke sullivan. Itsjust that next expression of love and that next adventure on your relationship with anyone, and ive met the man of my dreams and ive met the love of my life and thats something that naturally progresses and something that we want to do. We want to get married, we want to celebrate with our friends and family, we want to go on that adventure. How fantastic. They were the first to the finishing line. The bbcs Hywel Griffith in sydney, says theres been a flurry of wedding activity overnight and into tuesday across australia. There was a race to be first across the line. They were not the only wa nts to the line. They were not the only wants to have been no weddings. We also saw a midnight wedding in melbourne, and three hours behind New South Wales and victoria, and midnight wedding in perth as well. We are expecting to see more ceremonies during the day. January nine isa ceremonies during the day. January nine is a big landmark day. However, some people got, not a false start, but managed to get in with special exemptions and waivers before christmas. What was initially a trickle before christmas, now were seeing more and more. As the weeks progress we expect to see dozens, if not hundreds of same sex marriage is being planned the fields, for some people who have of course waited decades for this to become legal in austria. Exactly. They had to wait their time. It is very lucrative, isnt it . There will be a boon for the wedding industry, celebrants, i know some have been hoping this bonanza would come. Some of the gay couples i have been speaking to over the last weeks and months as the campaigning a vote took place so they were not so interested in having the first wedding, they want to be biggest and best wedding. I think that will mean some pretty lavish celebrations. There is an option for some gay couples in syd ney to option for some gay couples in sydney to get some of the venues for free from the city council within the first 100 days. Expect to see some pretty spectacular wedding photos pop up on social media. Some pretty spectacular wedding photos popup on social media. What does this mean for australia . think, culturally, it has been a Long Time Coming and recognising, really, where public will has been for some time. The political debate got pretty brutal at times towards the end of last year, then we saw euphoric scenes in parliament. I think the Australian Parliament public was ready for this moment. Todayis public was ready for this moment. Today is a day of celebration. We will see more celebration at the weekend in the weeks to come. Of course, there is a cohort of people, many were strong course, there is a cohort of people, many were strong religious beliefs, who are opposed. They are still talking about the impact could have, for example in schools, claiming this will change how gender is taught and sex is taught within schools. So there are concerns remaining, particularly within religious groups, but i think overall it is a time of celebration in australia. People are happy that this moment has arrived and they will celebrate in some style. Hywel griffith in sydney earlier. Women around the world have been speaking about their experiences of Sexual Harassment after hollywood was hit by a number of scandals. But in india one of the largest Film Industries in the world has very few women calling for change. One of them, the actress kalki koechlin, spoke to the bbc about sexism in bollywood. We know what we are, but know not what we may be. It isa it is a very difficult step to take, because it is their career on the line. One people dont listen to you if you are nobody, two, if you wait area if you are nobody, two, if you wait are a celebrity and you talk about it, it becomes a headline. Plus you are dealing with hundreds of people than throwing their opinions at you and it can really shake a person emotionally. I know several girls who are newcomers in bollywood struggling with auditions were co nsta ntly struggling with auditions were constantly being discriminated because of the way they look, being told you are too fat, or whatever, just little comments that are being made or being hit on or having phone calls at two in the morning from your casting director. Things like that. Which no one is reporting or research in because there is no famous person to headline it. Men have been pretty clueless about the fact that almost every woman has been harassed in some way or another. We are just so numb to it. If we get touched on a bus or something we dont even think any more about it. I have found that as soon as i speak about my personal experiences it becomes a big headline. So ive chosen to steer away from that, because its too much pressure on me emotionally. I have daily battles that im facing, which arejust, you know, like why am i having to wear this outfit . Does it really have anything to do with the plot . Is the scene therefore titillating reasons or to make the plot go forward . There for. I think is important to have a support group. It can be online, therapist, family, friends. Both men and women need to be having a dialogue with each other, not against each other. That is really. Thank you for watching newsday. Goodbye for now.
