A lawyer who represented victims of the serial sex offender john worboys says some of her clients whose cases werent taken to trial want prosecutors to re examine the evidence. Worboys, a former black cab driver, is being freed after serving ten years in jail. He was convicted of 19 offences, although at the time police said they believe he attacked more than 100 women. Tom burridge reports. The decision to release Rapistjohn Worboys has raised profound questions about the way sexual crimes against women are investigated and whether the procedures for releasing criminals need changing. Worboys picked up young women in his black cab. He duped and drug them and then carried out his attacks. He was convicted of 19 offences in 2009 and given an indefinite sentence. In total, more than 100 women said worboys tried to drug and assault them. Allegations made by some women were investigated but not pursued at the time. Now calls that their evidence should be considered again. I think women just wa nt considered again. I think women just want justice and want considered again. I think women just wantjustice and want their voices to be heard. They came forward and gave their statements to police, the cps said, dont worry, we wont prosecute in relation to your case because he will be in prison for a long time and given an indeterminate sentence and will be locked away. They now want their case given the proper scrutiny it deserves, and for there to be a decision made as to whether the prosecution will be brought in their cases. Under law, we cannot know why the parole board has decided worboys no longer poses a risk to the public, but many argue the system should change so his victims know why he is being released. I am just really saddened for the victim is because this has raised some important issues, so for me, we now have to look at reviewing. There are two issues, making parole more transparent and giving better support to victims regarding the victim contact schemes. It saddens me and victim contact schemes. It saddens me and i feel for the victim. We will deal with the victim contacts given moment because that is an important part of how information is relayed or not those affected by an offender like worboys. Just on that question of transparency, nick hardwick, the current chairman of the parole board, said last night he would like the law changed so the pa role would like the law changed so the parole board is obliged or has the option to give an explanation. At the moment it cannot tell the public why it has reached its decision. Is that view you share . It is. It is something i have actually been speaking about before this case came to light in the fact that when you go foran to light in the fact that when you go for an appeal there is a judgment in the public domain, and i have been asking that corrupts parole board should give a similarjudgment so board should give a similarjudgment so there is that open transparency, because it is a very closed hearing. Victims can give their statement to a parole hearing, and you just then wait for this letter or telephone calls to notify you of the decision pa role calls to notify you of the decision parole has made. The time is right, i think, and parole has made. The time is right, ithink, and if parole has made. The time is right, i think, and if the government needs need to change the law they need to change it said there is that transparency and no longer is it a close decision. On this question of the victim contact scheme, a number of women have complained they had no idea worboys was facing parole until they heard it on the news. The pa role they heard it on the news. The parole board has then said, that may be the case, but everybody who has been recorded as a victim has been told we will keep in contact with you, whether by post, e mail or telephone, in some cases they have said by post and maybe letters havent arrived, possibly people havent arrived, possibly people have changed address, in other cases people chose not to be contacted. Presumably these are real issues in terms of dealing with victims. There are real issues and notjust in this case, i have had many victims write in and it is something i have been working with with probation because it is not as simple as that. When you are introduced and asked to go on the victim contact scheme it comes at the rawest time the most raw time, and we need to look at how we engage with victims better to allow them time to reflect and engage with probation officers to say, i would like that. If they do get involved but we have to check on postal addresses, keep that updated, we cannot just spent six postal addresses, keep that updated, we cannotjust spent six years down the line may be, pop up and address, and they may have moved or their circumstances be different. It is a raw area. You are picking the scab off again. So we have to get better at where the victim contact scheming gauges. I prefer it as an opt out not opt in so then we dont lose the information, but as i say, this review, and i spoke to the secretary of state last night, we have to look at the victim contact scheme as well as the parole board about the decisions they made and the legislation needs to be changed with parole, and i have worked closely with that, but also with the victim contact scheme, we need to ensure. There is another point, some victims didnt have a conviction but their files were part of the case. I also believe they should have the support because there will be nothing worse than hearing this on a daily basis when you have not been contacted, and it could be frightening as they bump into him in the street or whatever. So we need a thorough review of seeing how we look at victims on a discretionary basis. Just one brief question, you say you spoke to thejustice secretary David Liddington last night. Yes. Did he reassure you about changes that would come . He knows he needs to look at that. It was just one phone call but that doesnt mean it is the end of it. When i go back on monday i will want to speak to his office about it and they will speak to mind because i believe this is the time we need to look into this, to get public confidence, and for victims to have confidence about criminal Justice System. Yet again this does not give confidence to people to report, and yet again the criminal Justice System feels. It also makes you wonder, are they listening to victims, and as victims commissioner i want to do my part to get that support the victims because they deserve that. Thanks for being with us this lunchtime. Let me ask you first of all, these figures are not about the same pay for the same work. They reflect differences within an organisation. What do you think that tells us about the state of employment at the moment and the gender differences that still exist . In some respects relatively little, so if you look at the easyjet report, they have provided the information they are required to by law and not a jot more, so it is two sides of a four paper with a big craft taking up plenty of space, so ina craft taking up plenty of space, so in a sense this tells you a snapshot of information at a point in time about a limited number of organisations, but it does reflect the wider societal statistics which suggests there is a pay gap across the board of about 18 , so this is consistent with that. In the detail, since you mentioned the example of easyj et, since you mentioned the example of easyjet, they pointed out that part of this difference reflects the significant gap in the number of pilots they have, most of whom are men, and the number of women who are mostly cabin crew, and they have set themselves the target i think of 20 pilots within a certain time who are winning to narrow that gap. In other workplaces it seems to be about the number of women at Management Level being much lower. Given that we have had women on the boards of companies for many years now, why is that process not accelerated more quickly . Is there anything in terms of the way the law operates that could make a difference . One of the problems is that the law as it stands is very difficult for women to enforce, so a lot of women may suspect they are paid slightly less than men particularly if they are at Management Levels, but they may feel uncomfortable raising it. If they do they may find they are pinned with they may find they are pinned with the difficult woman badge and if they proceed to tribunal their reputation within their field is likely to be tainted and they may find it difficult to find further work. So there is massive disincentives for women from bringing up the issue in the first place. What advice would you for women who think they are in this situation given at the moment even with this audit and the legal requirement we still dont have what we would call complete transparency in terms of pay . We dont have transparency. What women need to do if they can is start asking polite and gentle questions about what the men around them are earning. It is not lawful to force your employees to keep details of their earnings confidential so women can ask these things discretely in the workplace, and if you have a feeling you are probably being played less, you probably being played less, you probably are, and it is worth asking questions about it, then you can start to raise it with management, bring grievances, consult solicitors or trade Union Representatives if you wish to. Most women would find it as you wish to. Most women would find itasa you wish to. Most women would find it as a productive conversation to have. On that point, if you go to an employer and say you would like to know what other people are getting, without naming names, for doing the same work as you in the same work environment, are they required to tell you or can they say no . Mum jodie says travelling all the way to the United States was a challenge for the family and with an immune system damaged by chemotherapy, lucas fell seriously ill and almost died. Just being there on your own, its a lot to be going through, just dealing with the cancer. You need your family and your friends around you, you need people to talk to. Throughout that time, the support network of friends and family. Its a long period of time. The treatment alone is six weeks. We we re we were there for ten. We found it really, really difficult. Up till now, the nhs is sent patients who need Proton Beam Therapy abroad, but after years of campaigning and fundraising, it will soon be available in the uk. Its inside a specially built centre at christie hospital in manchester that medicine and physics meet, offering a new way to treat life threatening cancers. Young patients would benefit most because their tissues are growing and very sensitive. But there are also tumours which are next to quite critical structures in the body such as the base of the skull or around the spine, and this Technology Enables us to give a treatment dose to those patients while avoiding those critical structures. With standard radiotherapy, a beam travels through the tumour that can damage sensitive tissues in front, behind and around it. But a proton beam is much smaller, and stops at the tumour, causing less damage to otherwise of the tissue. Causing less damage to otherwise healthy tissue. We are now below what they call the treatment gantry, where patients will be seen, and this really is the guts of this huge 200 tonne machine, and it is one of three that are being built here in manchester. But down here, you really get a sense of the scale of this project. The protons, which come from the heart of an atom, are generated in a particle accelerator known as a cyclotron, which was carefully lowered into place last summer.
