The chair of the parole board has apologised unreservedly to victims of the serial sex attacker john worboys, after some of them were not told hes to be released from prison. The black cab driver was jailed in 2009, for offences against 12 women but detectives later said they believed hed attacked more than 100 women between 2002 and 2008. A group of mps has written to thejustice secretary, calling for an investigation into whether the views of worboys victims were heard in the decision to release him on parole. Police think he may have raped or sexually assaulted at least 105 women after drugging them. He was given an indeterminate sentence, which means he cant be released until hes no longer a risk to the public. Butjohn warboys is about to be freed after less than ten years. So the key question for the three members of the parole board was, isjohn warboys still a danger to women . In ruling that he should be released, they must have decided that he isnt a danger, but they havent made public their reasons for freeing a man suspected of being one of the most prolific sex offenders of recent years. The parole board is not legally allowed to give reasons for its decision, but the chair of the board did give this explanation. Whats important to understand is that the parole boards duty is not to in a sense have another go at the trial, but to assess what his risks will be going forward, and thats what they did. At his trial, john worboys was only convicted of attacking 12 women, and only one of those convictions was for rape, so the judge set a minimum sentence of eight years, which means the police and Crime Prosecution Service are now being asked why they didnt bring further cases. The parole board has also had to apologise because several ofjohn worboys victims had not been told of the decision to release him before it became public yesterday. This is perhaps a reflection of the way in which women who are victims of rape are treated generally, and until the criminal justice agencies get this right, weve got a crisis in this country around it. The worboys case has highlighted flaws in the criminaljustice system from the start. Initially, the police failed to investigate it properly. Then, only 12 cases were brought to trial, even though there were ultimately suspicions of over 100. And now a man who a judge said shouldnt be released until hes no longer a threat is about to walk free from prison after ten years. Daniel sandford, bbc news. With sexual offences, anybody in the system says it is difficult when you have a sexual predator, that behaviour tends not to change. That is the key question. We are looking at it in the dark because in the moment as said in the report, the parole board are not allowed to make public their decision by law so we do not know the nature of the evidence. That was not done injohn worboys case. There was a live hearing but what evidence there was, psychiatrists, psychologists. John worboys has to satisfy the parole board he no longer poses a risk and has come to terms with his offending behaviour. We do not know the level of contrition if there is, i assume there must have been of otherwise they would not make the decision. The ipps, there is a suspicion at the time of his conviction and sentencing, the police and others would have thought that is good, the indeterminate sentence would be longer. Let me give you history on the sentences. They came in 2005 when the criminaljustice system faced a problem with dangerous, nasty criminals coming to the end of the determinate sentence but nothing could be done, they had to be released and these people clearly posed a danger to children and members of the public and the ipps was brought in to deal with those people but they thought it would be a pretty small number of them. 0ver 6000 people eventually were placed on these, some for relatively minor offences and some with a minimum tariff between ten and 18 months. It was clogging the system and they we re was clogging the system and they were seen not to be just and campaigners Fought Campaign and ministers got on side and in 2012 the sentences were abolished. Back in 2010, relatively few prisoners on ipps work getting out on parole, able to satisfy. There are a number of reasons. There were not enough courses, treatment in prison, and it was difficult to show you no longer posed a threat. There was a change and now the backlog has been dealt with and there is a will to get a lot of these people out and hundreds each year are now being released on parole. Whether that had any bearing in john released on parole. A shocking case, when details came out give us the background. The sentence was for the murder of angela best, a 51 year old grandmother and mother of four, which was shocking enough, but it was the details that emerged during the case and theodorejohnsons past history. He arrived in the uk in 1980. A year later, he moved into a flat with his wife and two young sons in wolverhampton and he killed his first wife, pushing her over a ninth floor balcony. 12 years later, after having been found guilty of manslaughter, he was back here at the old bailey. The chair of the parole board has apologised unreservedly to victims of the serial sex attacker john worboys, after some of them were not told hes to be released from prison. The black cab driver was jailed in 2009, for offences against 12 women but detectives later said they believed hed attacked more than 100 women between 2002 and 2008. A group of mps has written to thejustice secretary, calling for an investigation into whether the views of worboys victims were heard in the decision to release him on parole. Our Home Affairs Correspondent Daniel Sandford reports. He toured the streets of london in his black taxi for six years. Police think he may have raped or sexually assaulted at least 105 women after drugging them. He was given an indeterminate sentence, which means he cant be released until hes no longer a risk to the public. Butjohn worboys is about to be freed after less than ten years. So the key question for the three members of the parole board was, isjohn worboys still a danger to women . In ruling that he should be released, they must have decided that he isnt a danger, but they havent made public their reasons for freeing a man suspected of being one of the most prolific sex offenders of recent years. The parole board is not legally allowed to give reasons for its decision, but the chair of the board did give this explanation. Whats important to understand is that the parole boards duty is not to in a sense have another go at the trial, but to assess what his risks will be going forward, and thats what they did. At his trial, john worboys was only convicted of attacking 12 women, and only one of those convictions was for rape, so the judge set a minimum sentence of eight years, which means the police and crown Prosecution Service are now being asked why they didnt bring further cases. The parole board has also had to apologise because several ofjohn worboys victims had not been told of the decision to release him before it became public yesterday. This is perhaps a reflection of the way in which women who are victims of rape are treated generally, and until the criminal justice agencies get this right, weve got a crisis in this country around it. The worboys case has highlighted flaws in the criminaljustice system from the start. Initially, the police failed to investigate it properly. Then, only 12 cases were brought to trial, even though there were ultimately suspicions of over 100. And now a man who a judge said shouldnt be released until hes no longer a threat is about to walk free from prison after ten years. Daniel sandford, bbc news. The question being asked by many people this afternoon is whyjohn worboys a man suspected of more than a hundred rapes and sexual assaults is set to be released after serving just eight years. Earlier i spoke to our Legal Correspondent Clive Coleman, who explained to me the challenges currently facing the parole board. There are issues, cost issues in arranging all of that, issues about the sensitivity of victims, some believe that perhaps it would mean victims would have to relive painful experiences. Some say as far as the prisoners themselves are concerned, if they know it is public, they may be more restricted in what they can say and make it more difficult for the parole board to assess the risk they pose to the public but there are many people, the chair of the commonsjustice are many people, the chair of the Commons Justice Committee Bob are many people, the chair of the commonsjustice Committee Bob neill has effectively called for more openness and many people think now is the time to draw the curtains and let the public in and see what goes on. The public wants to know how that decision was reached. Thatjohn worboys no longer poses a threat. The issue of whether there were women on the parole Board Hearing, what evidence they took, because with sexual offences, anybody in the system says it is difficult, when you have a sexual predator, that behaviour tends not to change. That is the key question and we arent looking at it in the dark because at the moment, the parole board are not allowed by law to make public their decision. Wejust dont allowed by law to make public their decision. We just dont know what the nature of the evidence. We know it is alive hearing. Some prisoners on ipps, indeterminate sentences for Public Protection, some can be granted a role without attending the hearing. That was not donein attending the hearing. That was not done injohn worboys case, but precisely what evidence was there with psychiatrists, psychologists. John worboys has to satisfy the pa role john worboys has to satisfy the parole board he no longer poses a risk, he has come to terms with his offending behaviour. We do not know the level of contrition, if there is contrition, one assumes there must have been otherwise they would not make this decision, but so much as in the dark which why there are calls to open it up. The ipps, there isa calls to open it up. The ipps, there is a suspicion that the time of his conviction and sentencing, the police and others would have thought the indeterminate sentence would mean longer than eight years. There is pressure now to get these sentences and those convicted out. Let me give you a history, they came in in 2005 when the criminaljustice system in in 2005 when the criminaljustice syste m fa ced in in 2005 when the criminaljustice system faced a problem with dangerous criminals coming to the end of their determinate sentence but they had to be released, nothing could be done, and they posed a danger to children and members of the public. Ipps were brought in to deal with those people and it was thought they would deal with a small number of them. Eventually, over 6000 people were placed on these ipps, some for relatively minor offences and some with a minimum term of between ten and 18 months. It was clogging up the system and they were seen not to be just and campaigners Fought Campaign and ministers got on side and in 2012 the sentences were abolished. Back in 2010, relatively few prisoners on ipps were getting out on parole, able to satisfy. There are a number of reasons, there were not above courses or treatment in prison and it was difficult to get to the bar to show you no longer. There was a change and now the backlog has been dealt with and there is a will to get a lot of these people out and hundreds each year are released on parole. Whether that had any bearing injohn worboys case is difficult to say but we know large numbers of these prisoners are released on parole, often with strict conditions attached. With me in the studio is siobhan crawford, a solicitor at Bolt Burdon Kemp who specialises in sexual abuse claims. You have been watching the reports and you are still shocked by what, what shocks you . I am shocked about the fact he has only served in and around ten years for offences that are without doubt the most serious offences one could commit against women. He was a black cab driver and women. He was a black cab driver and women get into those camps to get home safely. And he sexually assaulted them and seemingly had no remorse so i am assaulted them and seemingly had no remorse so i am unsure how assaulted them and seemingly had no remorse so i am unsure how he can be contrite only ten years after his sentence. The head of the parole board said he wants more transparency and im sure you back that. Of course. Iwonder transparency and im sure you back that. Of course. I wonder why he says there should be more transparency, on the other hand he says we cannot tell you what happened in this hearing. He says that because he is not allowed to at the moment. But surely he should be requesting the backing of mps far sooner to have these made transparent. To be fair to him, he has been doing that since the autumn and there are issues with that. In a broader sense the parole Board Hearing is to decide if this prisoner still poses a threat to the public. With your experience of these types of crime, what would persuade you they dont . These types of crime, what would persuade you they dont . |j these types of crime, what would persuade you they dont . I am not sure as to when a sexual offender does not pose a threat to the public andi does not pose a threat to the public and i am unsure whatjohn worboys has undergone in prison because in order not to pose a threat he would have had to have substantial work such as counselling in prison. The way he behaved at the time means he was not contrite and i am not sure as to how he would be and even if he is contrite, it will cause significant distress to those he assaulted. Not only those he was convicted off but the suspected hundreds that have not come forward. He was convicted of rape, of 19 or more sexual assaults, but Police Believe there are many more. We cannot work on the basis of what Police Believe. He was sentenced and presumably the parole board had to make a decision on what he was sentenced for. What i would say is if other people have been sexually assaulted by him, it is never too late. We have a lot of non recent cases and always actively encourage individuals to report them to police. After this time, it has to be about evidence and there will not be about evidence and there will not be any . There will be potential evidence is so far as similar fact evidence is so far as similar fact evidence and an individual may go to the police and while there might be no dna evidence it might tally and ring true with the accounts of survivors who have had a criminal conviction. I would survivors who have had a criminal conviction. Iwould reiterate. The metropolitan police should be investigating these properly, even if they are non recent cases. Investigating these properly, even if they are nonrecent cases. If one of those women is watching you and is in two minds to make what is a big decision because of the ramifications, would you persuade them of the interests of coming forward and pursuing charges . would absolutely say to them if they feel strong enough, they should approach the police. I would say there is support for you, there are charities, there is a victim support and police liaison. All of those being support you in this time that you need it. If you come forward and report it and he goes back behind bars, to some extent, justice will be served. However, for his survivors, things will never change. They will have to live with what he did to them the rest of their lives which is why it is abhorrent he is released ten years after. No one is panicking just yet. By historical standards, 2017 was still a pretty good year. More than 2. 5 million new cars were registered the third highest level in a decade. But over the past few months the decline has accelerated. In december, registrations were down more than 14 compared to last year. And sales of diesel cars across the year were down more than 17 . 0verall, if you look at the Economic Performance of the uk, growth is slowing. All the indicators around Economic Confidence are weakening, especially when it comes to peoples enthusiasm about making a big ticket purchase, like a car. Declining demand for diesel cars is a big problem for the industry. Campaigners blame them for high levels of urban pollution but the smmt says that uncertainty over the governments clean air plans is leaving consumers confused and unwilling to buy them. Experts agree. Even though new models are much cleaner, diesel has an image problem. Diesels can only recover if the facts can be made clear. If the facts around the lower pollutant levels, the economic benefits of running one, can be made plain and clear. And that really will need someone in senior government to stand up above the parapet and Say Something positive about diesel and make the facts clear around it. People within the industry say confusion over diesel may be causing environmental harm by encouraging drivers to hang onto older, dirtier cars, rather than swapping them for cleaner, new models. We have had in particular the coming to an end of the compensation boom for the public through the banks paying out compensation for ppi claims. The banks paid out 28 billion since 2011 which is coming to an end and we feel there is no surprise as that is running its course, we are seeing a softening in consumer demand for ca rs. Softening in consumer demand for cars. Is there anything more than anecdotal evidence, are there figures that when people get a cheque they go off to buy car . Only anecdotal but you can see the growth in ppi claim s pay outs driving the demand and success of the car sector through 2011 three to 2017 and the fa ct through 2011 three to 2017 and the fact it is dropping off, we feel is having a direct impact. What about issues people consider when they buy a car . We heard about the issues for diesel, the question over when to go electric. Is there more a habit issue in terms of what people want from their cars . Absolutely. Discretionary spend is a fundamental thing. People will put off decisions if they have a reason. At the moment, in recent times people have had cash to go out and spend and there has not been the general uncertainty. Now we have had the brexit vote, Interest Rate rise, the lack of cash coming through from ppi compensation, it is forming a perfect storm for the sector. That will be worrying. You talk about a perfect storm, how will it manifest itself . At the moment we feel manufacturers are continuing to support dealerships by not restricting manufacturing output but if the lack of demand continues, which we feel it will, we feel you will gradually see a lessening in manufacturing output, which has implications for the entire supply chain in the sector. What does it mean in the next 12 months. If we are talking about one fifth of loss of sales of diesel cars, down 7 generally, in scotland more than that, you think it will accelerate rather than stay as it is . Certainly will not improve any time soon, is our view. That the recent results are part of a trend and this will continue through 2018. We do not see significant pick up any time soon. What about issues like sterling, and other things . The brexit vote and the impact on the depreciation of sterling and the price we pay for all Discretionary Spending goods is coming through into this issue around a softening in demand. We have had so many good years, remarking on the success of the british car industry that employs a lot of people. There will be an impact if the decline continues . Absolutely right. We feel the manufacturers are supporting supply chains and dealership networks, but if demand does not start to at least plateau, and the softening does not come to an end, manufacturers will have to look at the level of output they are currently producing.
