The security minister, ben wallace, says facebook and google could face penalties if they dont do more to tackle terrorism. In sport, more misery for mourinho. He claims his Manchester United side were denied a clear penalty as they lose further ground on their city rivals. Good morning. First, our main story. Winds of up to 80mph and a series of rail strikes are threatening to cause disruption as the uk gets ready to see in the new year. The met office is warning of flying debris and damage to buildings as storm dylan hits Northern Ireland and parts of southern scotland this morning, while a 24 hour walk out could hit passengers on Cross Country and south western rail services. But, hundreds of thousands of people are still expected to take to the streets to celebrate, as Simon Clemison reports. Why have one night of celebration when you can have two . With this torchlit parade, hogmanay is already under way in edinburgh. 0ur 2a vikings have travelled down from the shetlands, long boatjourney, and were here to basically warm things up a bit. In london, as in scotland, security is key, but despite four terror attacks this year, there will be fewer officers on duty for tonights huge fireworks display, but the met insists the numbers are right. People will be remembering those who have died and those who were injured in those attacks. We have been policing at severe for quite a long time now, and our experience of doing that means our tactics and our way of mitigating those threats has developed along the way. But, will people be able to get there . Delays and cancellations are expected on South Western Railway and Cross Country because of the strike. South western says it thinks it will be able to run three quarters of trains. The only question remaining, the weather. Edinburgh has already enjoyed some fireworks, but gusts of 80 mph are predicted across areas of scotland and Northern Ireland. The warnings from the met office drop off by the afternoon, but the dying hours of 2017 are making their presence felt. Lets cross live to simon at london waterloo, normally one of the uks busiest stations, but simon things could be very different today . Yes, the sign says buzzing, and in truth he would not expect quarterly to be buzzing at this time on a sunday morning, but this is where lots of Train Services run by south west rail come in and out of london. Ijust want west rail come in and out of london. I just want to show you one thing on a day of the strike. Look at this departures board. Lots of services are running. We have seen them leave on time, but this is a reduced service and some are not running at all. It is a 2k hour walk out by workers from Cross Country as well. So, no services from glasgow and aberdeen. The dispute is to do with the three macro a range of things but ultimately there are fewer services and lots more people trying to get on them, especially later on. Thank you. Well, what we can expect from storm dylan today . Matt has the details. Will it cause much disruption for many people . It will certainly add to travel woes for some this morning. We have already seen wins get close to 80 mph on the north coast of Northern Ireland, and also into parts of western scotland. The storm at the moment is working its way in and we have seen gusts of 76 mph. The strongest wind is peaking across Northern Ireland at the moment, but they will ease through the rest of this morning. They will continue to strengthen over the coming hours and the peak of the wind in southern scotland will be through the mid to late morning. Away from this, we have got extensive gusts of 56 month per hour so extensive gusts of 56 month per hour so there will definitely be problems on the Ferry Services and restrictions on the bridges. Wind speeds could bring down the odd tree, so keep across the latest travel news, and of course on your bbc local radio station. But good news, conditions improve towards the midnight hour. Thank you. We will talk to you in a few minutes. The security minister ben wallace has said the government should consider taxing internet firms, unless they are more willing to co operate in tackling the threat of terrorism in the uk. We can speak to our Political Correspondent emma va rdy. Emma, its not the first time the government has tried to take a tough line with these kinds of companies, is it . Yes, they are being hauled over the colts once again this morning. We have seen theresa may and the home secretary hitting out at tech firms. This latest criticism comes from the security minister, ben wallace. He is exposing his frustration that tech firms are not going far enough oi tech firms are not going far enough or being fast enough at taking down some extremist material that gets posted online. In an interview with the sunday times, he used some strong language, saying that Technology Firms who refused the Security Services access to encrypted messages were turning the internet into an anarchic violent space. He said we should facebook and google have not yet responded to these comments, but in the past they have made that the internet firms are doing more at the moment to tackle extremist material, using things like ai and counter speech oh grams to direct people to anti extremism campaigns. 0ne grams to direct people to anti extremism campaigns. One idea put forward is the idea of taxing internet firms. Would that be an incentive to make them go further in the future . It is just an idea, incentive to make them go further in the future . It isjust an idea, not government policy at this stage. Thank you. Two demonstrators are reported to have been shot dead in iran as Anti Government protests spread throughout the country, reaching the capital, tehran. The wave of unrest, which began last week, is the most serious since the authorities suppressed months of protests in 2009. Jon ironmonger reports. A crack of gunshots as panic ripples the a crowd in the western city of daroud. Later, a wounded man is carried through the streets. It is being reported a number of people have been killed following an escalation of violence and three days of unrest. Late into the night, demonstrators attacked targets with links to the government and the ruling clerical elite. In karamabad, the Governors Office was burned. In the Northern City of mashhad, Police Motorbikes were set alight while crowds taunted the Security Services. What started as a provincial protest about rocketing prices has become deeply political and moved to the capital tehran, where offices were pelted with stones near the main university. Riot police were used to quell the disturbance. This video shows a baby being taken to hospital, apparently suffering from the effects of tear gas. It is thought the iranian authorities have reacted by cutting access to the internet in many cities, especially to mobile phones and instagram, which had become hugely popular in iran, is now said to be inaccessible. Iranian officials have vowed on state tv to double their efforts to resolve the economic problems and ploughed ahead with commemorative pro government rallies on saturday. But further protests are expected over the coming days, and experts say opposing the Islamic Republic will be a colossal challenge. Do not underestimate the repressive capability of the revolutionary guards, the resilience of the Islamic Republic. This regime is well institutionalised in iran and can deal with protest movement such as the one that we have witnessed in the past few days. Irans ultraconservative regime is facing its biggest threat in nearly a decade, but what lengths will it go to to survive . Political leaders have been reflecting on the past 12 months in their new years messages, with theresa may calling 2017 a year of progress for the uk. The Prime Minister said the british people will feel renewed confidence and pride in 2018. The labour leader, Jeremy Corbyn said the hope of a new britain is closer than ever and his party is a government in waiting. Making success of brexit is crucial, but it will not be the limit of our ambitions. We also have to carry on making a difference here and now on the issues that matter to peoples daily lives. The old political consensus is finished. Were staking out the new Centre Ground in british politics, backing the things which most people want, but are blocked by vested interests. We are a government in waiting. If you have been enjoying the recent snow, building a snow man or an Ice Sculpture, have a look at these pictures. Theyre from the largest Ice Sculpture festival in the world, which takes place in china. It took more than 10,000 members of staff to construct the 2,000 sculptures. Each recreates a famous landmark and is made from ice harvested from a frozen river in the north of the country. Lots of cold fingers, im sure the end of 2017 is nearly upon us and across the uk last minute preparations are underway for new years eve celebrations. One of the biggest and best is in edinburgh where more than 1500 thousand revellers are expected to take part in the citys famous hogmanay street party. Ed bartlam is the events organiser and is in our edinburgh studio. Good morning to you, i know you have a long day ahead of you. How concerned are you about storm dylan . We are in a really good place, and asa we are in a really good place, and as a Weather Forecast said, it is pretty windy here this morning, but there are specific forecasts that we get directly from the met office about hogmanay which shows the wind dropping down this afternoon, and we are looking forward to our 7pm take off for the biggest street party in the world. I said 15,000, buti expect it is more like 150,000 at least as mark i was going to correct you, yes. We are expecting 75,000 people this evening, but about 150,000 people will come across this festival to enjoy the attractions we have on offer. If security a concern, given what we have seen in other parts of the country during 2017 . You know, i think we as the event organiser, and the council and police in scotland take this very seriously, and the police have put ina seriously, and the police have put in a robust security provision, but it is nothing he would not expect from a major event all around the uk. That is the job of an event organiser. We want to keep people safe, make sure they have a good time, and we are responsible, we look at it in terms of the overall uk threat. As the man in charge of organising this, what is usually sleepless nights in the build up . Organising this, what is usually sleepless nights in the buildup . We have done a big refresh of the street party this evening. Lots of new lighting design, sound design, 100 performers, more music stages. The biggest stress is making sure it all works seamlessly on the night and we give people the best event possible to see in 2018. In terms of what is happening in london, there isa what is happening in london, there is a firework display, more than 100,000 people have got tickets for that, so if you want to go to a ticketed area do notjust turn up and expect to get into those positions in london. What is the situation in edinburgh . Yes, that is correct in edinburgh. We have the street party which take space in the middle of edinburgh, 75,000 people, but you cannot get into the arena u nless but you cannot get into the arena unless you have got a ticket. There are very few remaining. The ticket allows you to enjoy all the Live Entertainment and have the best view of the fireworks that come off the castle at midnight. It is always a spectacular night, and we are grateful to you because you have got a long night ahead of you. Thank you for talking to us this morning. Youre watching breakfast from bbc news. The main stories this morning new Year Celebrations are expected to go ahead in edinburgh tonight and in other cities despite winds of 80mph threatening to cause disruption. Three days of growing Anti Government protests in iran have turned violent. Two demonstrators are reported to have been shot dead. Heres matt with a look at this mornings weather. Storm dylan is approaching the uk. We have been discussing all morning how big the problems could be. I get the sense from you that in certain areas it might be, but hopefully not too bad. Yes, it is going to have an impact for some of you, particularly if youre travelling across Northern Ireland, southern scotland and the zero of england, but the weather will improve throughout the day. And it should be fine for most at midnight tonight. Good news for Northern Ireland and the way. At the same across southern Northern Ireland and the way. At the same across southern scotland. Potential for some travel disruption. The winds have peaked. Around 50 mph around the north coast. In parts of scotland, we could see winds strengthen over the next few hours. The core of the storm is around this area. It is moving across southern scotland which is why the winds easing in Northern Ireland. We could see winds of 80 mph across parts of southern scotla nd of 80 mph across parts of southern scotland to take us into late morning. Widespread gusts of 50 mph in Northern England as well. The winds lighter in the north of scotla nd winds lighter in the north of scotland but outbreaks of rain extensive scotland but outbreaks of rain exte ns ive a cross scotland but outbreaks of rain extensive across scotland. Snow in the hills. Showers for Northern Ireland by mid morning. Largely dry across the north of england, the winds becoming strong. East anglia and the south east will be largely clear by mid morning. Lots of cloud around to the south east of london but sunshine developing elsewhere. Not as blustery as it was first thing this morning but it will feel cooler in the south west. Sunny spells for the rest of the morning across england and wales, and in the afternoon, showers develop widely across the west. Some of those heavy and thundery. We will still see hells no across parts of scotland. Some of the bright as conditions in the south east but the winds will be easing down. If youre heading out this evening you will need a warm jacket. And waterproof one. Showers spreading across wales, but many of them will disappear by midnight. This evening, at midnight, edinburgh, newcastle, aberdeen to be the best spots for some of the driest conditions, what it will feel cool as the breeze gets later. We will keep an eye on this for new years day. It is a storm system working its way into france. It could bring wet and windy weather to the channel islands. It could scrape southern counties of england with outbreaks of rain, particularly in the morning. Brighter in the afternoon. Lots of sunshine around on new years day. While it will be chilly in the breeze, it is refreshing to start the new year. Tuesday could be a frosty start if youre heading back to work in eastern areas. Wait forjust youre heading back to work in eastern areas. Wait for just about all on tuesday afternoon with small for the scottish ales. As far as storm dylan is concerned, worse this morning before things improve this afternoon. Thank you very much indeed. That is it from you this morning. I hope you have a good new years eve. Matt taylor with the weather and brea kfast. Taylor with the weather and breakfast. Time to have a look at todays newspapers. Political historian mike finn is here to tell us what is caught his eye. During the news, we were talking about political leaders giving their messages, theresa may seeing lots to be optimistic about in 2018, Jeremy Corbyn seems he is ready to take over as a government in waiting. May saying. You have picked out this about theresa may. Yes, theresa may would say, lets look forward after what has been a terrible year for her in 2017. Jeremy corbyn would say were the government in waiting managing given that he managed to outperform expectations in the general election. The cracks are and what they do not say as much as anything else. If you look at theresa mays the emphasis on about being forward looking, but she is talking about not challenges, but how you face up to them. Shes trying to make it personality politics, i am the strong leader. It did not work . It did not work in the general election. Jeremy corbyn is talking about being a government in waiting, talking about the Centre Ground. That is interesting. I thought that myself. I am not giving a view but it was interesting to you him talking about staking out the Centre Ground. At the risk of being bombarded on social media, it is not a phrase you usually to him say. He also used the words new britain, phrase associated with tony blair in the 1990s. There seems to be a desire to capture some of that space, but the opinion poll lead the Jeremy Corbyn is not great. He seems to be trying to convince the country but we will see how successful he is in 2018. Lord adonis is also on that page of the sunday express. The sunday mail goes into greater detail. He has caused a few headlines in the last couple of days. Those who are political anoraks amongst viewers will be aware that lord adonis has been around for a long time, director of policy under tony blair, then he became a schools minister. More recently, he resigned as chair of the National Infrastructure commission yesterday. Having a real go at the government stance on brexit. This is about criticism of transport secretary Chris Grayling over what he calls a bailout, what lord adonis colza bailout of Virgin Trains east coast. He is saying that Chris Grayling has written a cheque to this company beat to this company because they have reneged on their financial commitments to the franchise. Lord adonis is getting a reputation as a wrecking ball in government, attacking anything he does not like. The government have come back and said that lord adonis is saying this but it has not happened and the Public Accounts Committee will get to the bottom of it. The story as significant as insofar as it points out that there is this warfare within the government and until the government can get control of that, there are problems will continue. Brexit looms large over all of that. The mod is trying to get more women into front line combat roles, according to the sunday mirror. Hence the headline. This is a gift for a tabloid. The sunday mirror loving that headline. There is a photo of Michelle Keegan as Lance Corporal giorgi lane from the Bbc Television show are girl. I am sure that is a different experience from being a front line combat soldier. Different experience from being a front line combat soldierlj different experience from being a frontline combat soldier. I am sure, but female troops have served in front line roles, albeit not close combat roles. Some are leaving did for the cause. I remember a Staff Sergeant was killed in basra in 2004. Staff sergeant was killed in basra in 200a. Very courageous people. This is a big shift. This is in the units were previously women were forbidden. The role the Royal Marines are now accepting women for commando courses. The paras are recruiting women, and the gurkhas as well. The women dashed the military have said that women will have to share mailfacilities. And then i believe this is an index of social progress and something that will hopefully be beneficial to the improved efficiency of the military going forward. Finally, we have seen a lot about works of art going for enormous amounts of money in 2017. I do not know much about this. Rockefellers 1 billion sale of the century. This is a collection that was asked by the collector david rockefeller. It is paintings by picasso, monie, mattis, and it is estimated conservatively that it good that it google for 750 million. This has been a yearfor an plated inflated prices in the art market. Recently a saudi prince bought a painting. Market. Recently a saudi prince boughta painting. It market. Recently a saudi prince bought a painting. It was very expensive. We are starting to see incredible division between a global elite with massive financial resources. Elite with massive financial resources. Art is the ultimate status symbol. In many ways it a lwa ys status symbol. In many ways it always has been, but we are seeing that makes out. The only comparison ican think that makes out. The only comparison i can think of as premier league football. They are both eye watering amounts of football but maybe you could argue that the premier league makes art seem cheap. 22 million, you would not get a left back for that. Happy new year. Mike finn, who has been reviewing the papers for us. Now to the football. ForJose Mourinho and his man united team, it is not a good end to 2017. Yes, there is a piece on the bbc website this morning about how much that man united line up cause last night. Virgil van dijk will be the most expensive defender, 75 million for liverpool. Lots of chat about the cost of teams in the paper, but not delivering as far as Jose Mourinho is concerned. SoJose Mourinho isnt a happy man and his Manchester United side have now lost further ground on the league leaders, Manchester City, after a goalless draw against southampton. Chelsea have overtaken them and moved up to second with their 5 0 thrashing of stoke, which is where alex south starts his round up of yesterdays action. Chelsea rounded off 2017 in some style. 0h, brilliant the champions demolished stoke city 5 0 to make it five wins from their last six games and push stoke further towards trouble. Today, we finished a great year for us, for my players, for the club, for the fans, especially, for me. My First Experience in a new league in england, to win the title is not easy. Contes team now trail leaders Manchester City by 13 points but are up to second, courtesy of Manchester United failing to defeat southampton. It was not a good day forJose Mourinho as he saw Romelu Lukaku stretchered off early on, and later saw the referee wave away what he thought was a certain penalty. Liverpool are up to fourth as Mohamed Salah scored his 16th and 17th league goals of the season to help the reds come from behind to win against leicester. The only negative being that salah limped off late on. At the other end of the table, there was plenty of late drama. Bournemouth scored an 88th minute winner against everton to move out of the bottom three and swansea left it even later as they completed a remarkable turnaround against watford, scoring in the 86th and 90th minutes. Sacked last week by sheffield wednesday, celebrating his new sides victory six days later. Carlos carvalhal will tell you that a week is a long time in football, let alone a year. Details of all yesterdays results are on the bbc sport website. Theres two matches today. Leaders Manchester City can go 16 points clear if they beat crystal palace. That is the one to watch. Celtic go into the winter break eight points clear of second placed aberdeen after the Old Firm Derby ended in stalemate. Brendan rodgers side had the best of the game in the first half, with Scott Sinclair twice missing good chances. But in the second half rangers were denied by some brilliant saves from craig gordon. They stay in third, 11 points behind the leaders. Elsewhere there were wins for hamilton, partick and dundee. Serena williams was back on a tennis court yesterday, less than four months after giving birth to her daughter. She was playing in an exhibition match in abu dhabi against the latvianjelena 0stapenko. Williams lost the match on a tie break but said she was really proud of being able to compete. She hadnt played since winning her 23rd major singles title at januarys australian open, which she won while eight weeks pregnant. She is a machine. Ben stokes will not be flying out to australia with englands one day squad. He has to continue to wait for any news of possible charges against him from the Crown Prosecution Service following an incident outside a bristol nightclub in september. He was named in the squad for the game which begin after the fifth and final test match in sydney, but it is thought highly unlikely he will be involved in that series. Phil the power taylor will go for his 17th world title tomorrow night. He beat jamie lewis in the semifinals of the pdc world championship. But hell have to beat rob cross the man who pulled off a major shock in the other semifinal to knock out the reigning champion and world number one michael van gerwen. Van gerwen missed six darts to win, and the match went to a deciding leg which cross won to claim a 6 5 victory. Its the first time hes played at the pdc championship. In fact the first time this year that he has been playing professionally, and he finds himself in the final against his hero, phil taylor, in what will be his final professional match. It is the fairy tale. It is the fairy tale. It might not be. It will be either way, i guess. Thank you very much. Happy new year, everyone. Stay with us, the headlines the way. Are on the way. Hello, this is breakfast with rogerjohnson. Now, a summary of this mornings main news. Winds of up to 80mph and a series of rail strikes are threatening to cause disruption as the uk prepares to see in the new year. Members of the rmt union are staging a 24 hour walk out, which will affect passengers on crosscountry and South Western Railways. Services from london waterloo, the uks busiest station, are also affected. With hundreds of thousands of people expected to take part in celebrations, Security Services and the police are urging people to be vigilant. Depite four terror attacks this year, there will be fewer
