Office for the northern half of scotla nd office for the northern half of scotland where we could have wind of up scotland where we could have wind of up to 80 miles an hour and also strong across Central Scotland and Northern Ireland. These strong winds all down to a developing area of low pressure that will become the storm caroline as it moves across northern parts of the country tomorrow. So very windy weather on the cards. Today a bit quieter out there. Weve had some dry and cloudy weather across england and wales but further north west this area of rain is working in south east as we head through the afternoon. So windy day with some spells of rain. Still mild at the moment with temperatures around 10 degrees above but this evening we begin to see the wind is picking up and we could see gales or severe gales in the north and west and heavy rain sweeping south east across many parts. This isa south east across many parts. This is a storm caroline and tomorrow it will bring especially strong winds across parts of scotland. Gusts of around 80 miles an hour right through the rush hour and even through the rush hour and even through the rush hour and even through the central belt very destructive winds. Disruption to travel potentially and some power cuts as well. And also wintry showers filtering in with that cold wind. So some sleet and snow likely behind the main bulk of the wind. The rain clears away from south eastern parts and then lots of sunshine but again wintry showers filtering in on the north westerly wind and feeling much colder by tomorrow afternoon. You will notice that dip in temperature. Then the strongest of the wind associated with the storm either way as the low pressure pushes on and then we are left with the wind coming in from a northerly direction so maybe cold air. Filtering across the country as we had to friday. A different feeling to the weather. Sunny spells on friday but wintry showers as well especially for scotland and Northern Ireland and western parts of england and wales. Some snow showers potentially settling and temperatures leading sub zero adding on that wind chill factor. But over the next 2a hours will unlikely to see very strong wind associated with storm caroline. That wintry weather then returning to end the week. A reminder of our main story this lunchtime. President trump is expected to recognise jerusalem as the capital of israel as arab leaders warn it could jeopardise the Peace Process. Thats all from the bbc news at one so its goodbye from me and on bbc one we nowjoin the bbcs news teams where you are. Good affternoon, im Hugh Woozencroft with a look at the days sport here on bbc news. England are facing a near impossible job to retain the ashes, after another resounding defeat put them 2 0 down with three to play in the series. The faint glimmer of hope england had going into the final day was quickly extinguished, as they were all out for 233. The australians won the second test by 120 runs. Andy swiss is in adelaide. England came here with high hopes. The barmy army were out in force. But it was all over in barely an hour and three quarters. From the moment chris woakes was out, the second ball of the day, it looked like an uphill struggle for england. It got even worse when joe root was out for 67, the cornerstone of englands batting, the key wicket as far as australia were concerned. From there it subsided quickly. Moeen ali went lbw. And Jonny Bairstow was the last man out. Mitchell starc claiming a fifth wicket as australia cruised ultimately to what was a comfortable victory on paper, if not in practice. Even so, afterwards, joe root was trying to take the positives from the performance. We have shown throughout the two games there are periods when we can outperform australia. Butjust not for five days. That is our challenge really. If we get that right and we can perform to our ability for longer periods of time, then we will win games. Simple as that. Australian captain steve smith will be a very relieved man. It was his decision not to enforce the follow on that seemed to backfire. Australia were skittled out in their second innings and set up the chance for england to secure a victory, but they couldnt take it. Smith admitted going into today he had been worried. It is all part of being captain for your country. You have to make difficult decisions. Sometimes you will make the wrong decision. It is part of a learning experience. Hopefully i can learn something from this game. England face a huge challenge ahead of them. They fly to perth for the next test, where england havent won a test match for nearly a0 years. A huge task awaits them. If australia win that third test next week, they will regain the ashes. A huge test ahead for the england players. 22 russian athletes are going to the court of arbitration for sport, to challenge the decision by the International Olympic committee to disqualify them from next years winter games. No russian team will be allowed to compete in pyeongchang because of state sponsored doping. 0nly russians who can prove they are clean will be permitted to compete as independent athletes. Liverpool need at least a point later against Spartak Moscow to make it five out of five english teams in the last 16 of the champions league. After blowing a 3 0 lead to draw with sevilla last time out, Jurgen Klopps team want to end the group stage on a high, and know a win would see them qualify as winners and potentially avoid more difficult ties in the knockout stage. The atmosphere can and should help us the atmosphere can and should help us tomorrow. We all know how special this place can be in specific moments. That is what i am looking for, actually. That is what i want. Hopefully everybody knows. Serena williams is planning on entering the Australian Open injanuary four months after giving birth. More now on the government admitting it hasnt carried out so called impact assessments of how leaving the eu might affect the british economy. Appearing before the Brexit Committee this morning, david davis claimed it would be hard to predict the economic effects of brexit, but said officials would do the work at some stage. The chair of the exiting the European Union committee, hilary benn, asked the brexit secretary exactly which sectors had been analysed. So there isnt one, for example, for the automotive sector . Not that i am aware of. Aerospace . No. What about the Financial Sector . No to all of them. Doesnt it strike you as rather strange, given the experience around the committee you have, the government undertakes impact assessments on all sorts of things all the time, yet on the most fundamental change we face as a country, you have said the government has not undertaken any assessments at all . Looking at the impact of individual sectors of the economy. The first thing to say, mr chairman, is when these sectoral analyses were initiated they were done to understand the effect of various options, what the outcome would be. You dont need formal impact assessments to understand that if there is a regulatory hurdle between our producers and the market, that will have an impact, an effect. We will at some stage do the best we can to quantify the effect of different negotiating outcomes, as we come up to them. We have not started phase two yet. In particular we will try to assess, well, in bigger categories, the effect of various outcomes in financial services. We will try and assess the effect of various outcomes in terms of the overarching manufacturing sector. We will do that closer to the negotiating time. They fall precisely in that area which i described as negotiation sensitive. If, for example, i had two options for an industry that we are negotiating with the European Union, and one of them would be beneficial to the tune of i dont know, 50 billion, picking a number out of the air, and the other option would be negative by 10 million, im not going to publish thatjust before going to negotiation with the commission that is the point. When they come, i can tell you they are there, but i cant given to the committee at that point. David davis speaking this morning. There are calls for a new way of working with Young Offenders to cut levels of re offending. Her majestys inspector of probation, dame glenys stacey, has told the Victoria Derbyshire programme she wants to see a new approach rolled out across england and wales. It would mean building a relationship with offenders between the ages of 10 to 18, and working out what has led to their offending before asking them to change their behaviour. Dan clark neal was exclusively invited to see a Youth Offending Team in nottingham, who are spearheading this new approach. Zoe has been working for the past decade as part of the nodding in Youth Offending Team. She has brought us to meet connor, who she first met four years ago. You dont work with connor any more, do you . No, my case with conor closed earlier this year following his order being revoked in court on the grounds of good price progress. We knew there was a lot of good in conor we wanted to unearth. Everybody stuck at it and he has proved is right. Here we are four yea rs, proved is right. Here we are four years, almost four years since he came to us, and he is working full time and drug free. Came to us, and he is working fulltime and drugfree. Conor, tell me about how you came into contact with zoe . I got put on the Youth Offending Team by the court. What was the lowest point for you . Probably being on heroin. Your of that now mind you . Yeah, for ages. How long have you been working here . Six and a half months. I love it. Job for life. How important was zoe to you . Very. And she stayed with me when she didnt have too, actually. 0ver when she didnt have too, actually. Over the four years that zoe worked with conor to help them stop taking insulin drugs and carrying a knife, he lost his grandmother and his girlfriend broke back a motorbike accident. Do you remember the very first time that you met me . Not fully. I do kind of remember when i was at the centre. I can remember in my head trying to work out how to manage that conversation with you, because you are under the influence of something. Why do you think you ended up in that place in the first instance . I was just ended up in that place in the first instance . I wasjust in with the wrong crowd at the time. What led to that . I didnt really have any friends my age. Give me some significant events that happened over the course of my involvement with you . Getting caught with a knife and four bags of weed. My grandma dying. Taking heroin. 0bviously your girlfriend have that horrific motorbike accident and you gave up everything to care for her as well. When do you think something clicked and you thought, i have had enough, iam clicked and you thought, i have had enough, i am definitely not going back now . Probably after her crash. I thought i was never going to go back. Something just clicked in my head. I have been a bit of a bad lad and a bit careless sometimes. But i am very appreciative of everything you have done for me. I will definitely stay in contact. You have done for me. I will definitely stay in contactlj you have done for me. I will definitely stay in contact. I hope you do. I am really proud of your commitment and determination. Thank you very much. In a moment a summary of the Business News this hour but first, the headlines on bbc news the Prime Minister insists Good Progress has been made in the brexit negotiations. She has spoken on the phone to Arlene Foster for the First Time Since the negotiations collapsed this week. Jeremy corbyn has called it a shambles. A man appears in court charged with plotting to bomb number ten and kill the Prime Minister. A man appears in court charged with terrorism offences including allegedly sharing the address of prince georges hello. Banks should end all unauthorised overdraft charges because they are trapping people in debt. The financial Charity Stepchange says two Million People in the uk used their overdraft facility every month last year. More on that in a moment. The poundland price share has dropped by more than 70 today. The chief executive resigned. In the uk, the firm owns poundland, bensons for beds and hobbies. Shares in the over 50s travel and Insurance Firm saga have slumped nearly 20 after it warned that profits will come in lower than expected. The company said 2018s profit will be 20 less than last year. It said it had been hit by the collapse of Monarch Airlines in october, and had faced more challenging trading conditions in its insurance business. It has recovered slightly. A charity is warning more than 2 Million People in the uk are trapped in persistent debt because of their overdraft. Stepchange wants banks and regulators to do more to help those in financial trouble to stop, what its calling, a vicious cycle of debt. Lawro rodrigo isjoins me from stepchange. Laura reggie goodes. This is people use their overdraft to fund the dead of their expenses . Yes, what we found when we spoke to oui yes, what we found when we spoke to our clients is that three quarters of them were using their overdraft everyday essentials. We also found 2. 8 Million People around the country are using overdrafts, used overdraft last year, country are using overdrafts, used overdraft last yea r, to country are using overdrafts, used overdraft last year, to cover those kind of essentials from Household Bills to paying for food for their children and the family, to covering rent and mortgage payments. What is it you want the banks to do . What we wa nt it you want the banks to do . What we want the banks to do firstly is have a look at their high cost overdraft charges, so where people are being regularly hit by these they are being pushed further into difficulty. We want to review their charging structures and scrap these very high costs, particularly on arranged overdraft charges. We also wa nt arranged overdraft charges. We also want the banks to stop this cycle of debt and proactively identify when people are struggling and stuck in their overdraft month after month and give them an affordable way to repay that debt. Some people may argue that people are making these decisions, they are the ones spending the money and going beyond their agreed overdraft, so if there isa their agreed overdraft, so if there is a penalty it is their responsibility . I think the financial regulator, the financial conduct authority, itself found, they are concerned there is and a justification for these high cost charges. With modern developments in banking technology, the cost of administering these charges are no longer there. We also think these high charges, if you are regularly being hit by them, you are pushing people further into debt. It should bea sign people further into debt. It should be a sign people are struggling and banks should be helping people rather than pushing them further into difficulties. If someone is listening and they recognised this pattern, what is the first thing they should do . Firstly, we would say co nta ct they should do . Firstly, we would say contact your bank, contact your provider. See if they can help you, see what they can offer you. If you dont feel that is enough and youre struggling with your debts, there are out there that can help you. Like stepchange and citizens advice. Thank you. A quick look at the markets. The ftse up ever so slightly. Hammerson have Just Announced they are going to take over their rivals. Hammerson home the birmingham bullring and brent cross shopping centre. Those two, together will create the uks biggest public company. The share price has fallen. Saiga issued a profit warning. Share price down just over 23. 5 . The euro and the pound pretty much steady. Im back in an hour. Brexit and the stalled negotiations, not surprisingly, dominated Prime Ministers questions in the commons this lunchtime. Theresa may insisted that britain has made very Good Progress in its brexit negotiations, despite failing to reach an agreement in brussels on monday. But the labour Leaderjeremy Corbyn said it was a shambles. 0ur assistant Political Editor norman smith is in westminster for us now. The pressure is growing ever more . Selfie, thank you. I would suggest to viewers around that forced about brexit, go and walk the dog or boil an egg, because this has been a day oi an egg, because this has been a day or overly dominated by brexit. We had the fungal between mrs may and Arlene Foster. Pmqs dominated by brexit. The phone call between mrs may and Arlene Foster. Lets start with pmqs. Jeremy corbyn challenge the mrs may over what she was doing to break the deadlock in the brexit negotiations. Mr speaker, injuly, the International Trade secretary said brexit negotiations would be the easiest in human history. Does the Prime Minister still agree with that assessment . Well, im very pleased to report to be right honourable gentleman, as ivejust said, negotiations are still very much in progress and very Good Progress has been made in those negotiations. And mrs may was also under pressure from the snp leader, ian blackwood. Ian blackford. Mr speaker, so now we know that the deal that was done with the dup to keep the Prime Minister in office gave the dup a veto over brexit. It is embarrassing that it was being briefed on monday morning that the Prime Minister had a deal, only to take this off the table after a call with the dup. Is this a Prime Minister who is in office but not in power . What. What we are doing is working for a deal that will work for the whole of the United Kingdom. There are particular circumstances for Northern Ireland because it is the one part of the United Kingdom that shares a land border with the country that will be remaining in the European Union. But as we look ahead, and during the negotiations, as the honourable gentleman will know, we are consulting and talking with all parts of the United Kingdom, with the Welsh Government and the Scottish Government and we want to ensure that we get the right deal for the uk and thats the deal that ive set out, well be leaving the European Union, we will be leaving the Single Market, we will be leaving the Customs Union, but we will ensure that we get that good trade deal. Lets mull over all things brexit. Im joined by liz kendall, the snp ki rsty im joined by liz kendall, the snp kirsty blackman. Were all reaching decision time for a mrs may. She will have to spell out where she stands on brexit. Does she want a soft brexit 0re hard brexit . The Prime Minister row was clear today. Nothing is agreed until everything is agreed. Then we can move onto the second phase the process. That is what we are trying to get to. There is no point in discussing soft or hard brexit. Until we move on to phase two we cant negotiate the position. And people entitled to know what is in her mind . Far better to see our opportunities and get those freed trade deals, or stay in the Single Market . The Prime Minister row has made it clear we wanted deep and meaningful relationship with the eu and as much access to the Single Market and the most seamless Customs Union with the eu. We are working towards that. This is a negotiation. It was never going to be simple. One thing that does seem clear is that Nicola Sturgeon is not going to get what she wants because mrs may has already said if there will be any sort of alignment with the eu, it will be for the whole of the uk, we will be for the whole of the uk, we will not have pick and mix deals for other parts of the uk . Except maybe Northern Ireland. We made the case la st Northern Ireland. We made the case last year that scotland wants to stay in the Customs Union and the Single Market. A lot of people do. People are already feeling poorer as a result of a crash in the pound. If we are dragged out of the Single Market and the Customs Union, that will have a major impact on jobs and businesses, and on peoples salaries and their living standards. We are making the case strongly and clearly, we think the whole of the uk should stay in the Customs Union and the Single Market. If there will be special case is made for Northern Ireland, scotland has a strong case for staying in the Single Market. Labour not being much clearer either. We dont know if you will end up supporting continued membership of the Single Market, or stick with the likes ofjohn mcdonnell who say no . stick with the likes ofjohn mcdonnell who say no . I would like to see us stay in the Customs Union and the Single Market. That is how we avoid a hard border with ireland. How we hold the United Kingdom together. And how we protectjobs and peoples livelihoods. That is the simple solution. And theresa may just needs to take on the hard line extremists in a wrong party were threatening the future of our economy and the very fabric of the United Kingdom. Your position is very clear but what isjeremy corbyns position . Very clear but what isjeremy corbyns position . Yesterday kier starmer said the Customs Union and the Single Market options should stay on the table. I would like to see us go stay on the table. I would like to see us go further and say categorically we should remain in the Customs Union and a Single Market. I think that is best for jobs, it is best for peace in Northern Ireland and best of the uk asa Northern Ireland and best of the uk as a whole. We are right up against the clock in terms of getting a deal back on track before the december council next week. Knowing how the dup drivea council next week. Knowing how the dup drive a hard bargain, and you have experience of that from the deal mrs may did at the election, that took three weeks to get an agreement. There is almost no chance they will roll over in time for next thursday . Im delighted that labour continued to be in a model on this. The only hard border at the moment is between the two sides of the labour party. We are very close. Until everything is agreed, nothing is agreed. I believe that we are going to get all the partners in the government on board and were looking forward to an agreement very soon. And if that is not possible, is the only realistic outcome that we will leave the eu without a deal . We cant leave the eu without a deal. It would be catastrophic. Both colin and liz have hit the nail on the head. Both their car parties are chaotic on this. The tories are being made to change their deal on the strength of the dup mps. For the Prime Minister to take that decision, to change the deal from mondayjust to stay in government and keep this coalition together between her party and the dup, is putting the interests of her party and herself ahead of the interests of the whole country. She should be doing what is best for the country, not what the dup thinks is best. Liz kendall, why is no deal such a disastrous scenario . Many mps take the view we trade with all sorts of different parts of the world perfectly fine under wto rules. Maybe if we were freed of eu regulations we would get new deals where we dont have them . regulations we would get new deals where we dont have them . I think it would be catastrophic forjobs and businesses because they want have any clear set of rules to work towards. As we have just heard in the house of commons from sylvia hermon, it would be a disaster for Northern Ireland and the republic of ireland because it would lead to a ha rd ireland because it would lead to a hard border. And it is absolutely essential for the good friday agreement but that doesnt happen. She rightly warned the people who claim that no deal wont be a problem, she raised the very real impact that would have on people across the island of ireland. People should listen to today because this is about peoples jobs and peoples lives. Thank you. It is a rather grey, overcast, slightly miserable day today. But first some insight into what it is like to be over the next few hours, Sarah Keith Lucas has the weather. We have got some pretty disruptive weather on the cards over the next 2a hours. The arrival of storm caroline will bring with it winds of around about 80 mph. An amber warning in force from the met office across northern parts of scotland. Also, Central Scotland and Northern Ireland. Through this afternoon it is breezy. Rain in northern and western parts of the country. Drier in the south east. This evening and tonight the winds starting to pick up. We could see gales or severe gales. Then it is looking mild to start thursday. Heavy rain on this front. It is the winds that will be the main feature. 80 mph, perhaps more than that in northern scotland. Disruption to travel. And perhaps to Power Networks across the region. When the strongest winds ease, wintry showers were moving across scotland, Northern Ireland, north west england. When the rain clears from the south east, it will be drier and brighter. Cold to end the week. Hello, youre watching afternoon live. Today at 2pm after three days of uncertainty, theresa may insists brexit is still on course. Jeremy corbyn disagrees. Nothing is agreed until everything is agreed so the final settlement wont be agreed until weve actually got the hole of the deal agreed.
