This is bbc world news. Its newsday. Its 8am in singapore, midnight in london and iam in lausanne, where earlier the International Olympic committee announced that it was banning russia from competing in the 2018 Winter Olympics. Some russian athletes who can prove they are clean will be allowed to compete in south korea under a neutralflag. It follows an investigation into allegations of state sponsored doping at the 2014 games hosted by russia in sochi. The president of the International Olympic committee, thomas bach, delivered the decision. The russian Olympic Committee has suspended with immediate effect is. In the meantime, clean russian athletes will be able to participate under strict conditions at the olympic winter games pyeongchang 2018. These athletes will be able to participate, participate in individual or Team Campaigns under the name olympic athlete from russia with the acronym oar. They will compete with the uniform bearing this name and under the olympic flag. The olympic and some will be played in any ceremony. No official of the Russian Ministry of sport will be accredited for the olympic winter games pyeongchang 2018. Ive been speaking to paul dimeo, a senior lecturer in sports doping at Stirling University in scotland about whether banning russia is the right way to tackle the doping problem. Well, it is certainly a huge statement that theyve made. In many ways this is historical, there hasnt been a country banned from the olympics for over 30 years so i think definitely theyve made as bold a statement as they could at this stage. Will this punishment, paul, goes some way to eliminate doping . Well, i think people will a lwa ys doping . Well, i think people will always try to think of ways around the system. Even those extra checks they will do on athletes still might not be enough and there still may be other countries who have doping problems that we dont know about. Apologies continue to get tougher, paul, but it seems like doping continues policies. Paul, but it seems like doping continues policies. All the incentives to dope are still there. People could still make a lot of money and still have their careers so money and still have their careers so there are those risks. There simply arent enough tests to detect some of the ways in which sophisticated doctors can provide doping products to athletes. Lets look at the individual athletes, apart from the country, how much should they take responsibility for the doping . If youre an individual athlete and youve deliberately doped and you know what youve done and youve done it on purpose then yes, there should be a ban of up to four years. But many cases are not like that, some are inadvertent and they can because by contaminated products. Or athletes might be forced to dope without their knowledge or without there will or decision. So theres different types of doping and people have to be aware of that. In your view, paul, how can International Bodies Work Together to combat and fight this doping problem . The realway to fight it is there has to be more tests a nd fight it is there has to be more tests and tests can be very expensive, they can be 800 per test and athletes who know how to beat those tests need to be tested maybe once per week. You can imagine the real cost of a proper doping system is really significant. Perhaps raising some more money to do that might bea raising some more money to do that might be a better way. But also some of the substances that are currently on the banned list are maybe not necessarily that bad for you or a form of cheating. So they could revise the list a bit for bit to save some money on the types of tests they do. Paul, earlier, we heard from mr bach from the International Olympic committee and he mentioned russian athletes who are clean and innocent will be allowed to compete under a neutral flag. Do you think some of the russian athletes will do this . would say so, yes. But unfortunately for them i think the responsibility. The onus is placed on them to prove their claim, and theyve not been part of this system, and they will be tested more than other athletes so theyll be right under the microscope. They will try to do that and some will be successful but perhaps somewhat. But i dont know if this solves the problem completely. Some want. Wont. Lets take a look at some of the days other news. President trump has announced he intends to move the us embassy in israel from tel aviv to jerusalem. He did so in a number of calls to leaders in the region. This is hugely significant. It could be a step towards recognising jerusalem as israels capital, no country has gone that far since israels creation in 19118. King abdullah ofjordan told mr trump this could have dangerous repercussions for the stability and security of the region. A spokesman for the palestinian president Mahmoud Abbas said he has urged russia, france and the pope, to intervene to prevent it from happening. And heres the reaction of turkish president , recep tayyip erdogan. Translation i would like to reiterate my sadness over reports the United States is getting ready to recognise djuricic them as israels capital. The bomber who attacked the Manchester Arena killing 22 people had been a subject of interest to the British Security services, and opportunities to stop him were missed. Thats the conclusion of an official review. It says its conceivable the attack by salman abedi could have been avoided. After the Manchester Bombing and three terror attacks in london this year, uk Counter Terror police and Security Services conducted their own reviews, as our correspondent Gordon Corera reports. Four terror attacks in three months, with some of those responsible known to the authorities, raising questions as to whether they could have been prevented. Today, a review said that the bombing at Manchester Arena, which killed 22 in may, was the only one that might have been stopped. The bomber, salman abedi, had been known to the authorities in the past but was not under active investigation. However, Data Analysis of 20,000 former suspects flagged him as one of a few dozen people for further investigation. But nine days before a meeting about this, he carried out his attack. And in the months leading up to that, new intelligence came in, which, if assessed differently, might have made him a priority. In hindsight, its quite obvious that having received that intelligence, m15 should have opened an investigation and who knows what that investigation would have found. Fact is, they didnt interpret the intelligence that way. The opportunity was missed. 15 year old Olivia Campbell hardy was killed in manchester. Her grandfather today said he wasnt blaming the Security Services. Theyre going to do the best they can with the information theyve got and they gather. Assess theirselves, assess the situation, make decisions and act on it. I will not fault anybody for doing theirjob. On the other attacks, in the case of london bridge, ring leader, khuram butt, was under active investigation, but there were no signs of what he was planning. In westminster bridge, Khalid Masood was a former subject of interest, but there were no warning signs. In finsbury park, there was no intelligence on the man charged. This years attacks were a shock to the Security Service m15, and todays report makes clear there do need some changes. There are 126 recommendations in all. Perhaps the most important, that information from here needs to be shared more freely with local police and other partners. The home secretary responded today by saying that police would have the money they needed. We will shortly be announcing the budgets for policing for 2017 18. I am clear that we must ensure Counter Terrorism policing has the resources needed to deal with the threats that we face. As well as these four attacks, nine more plots have been stopped in the last year, and officials warn the threat remains unprecedented. Gordon corera, bbc news. Britains National Health service is one of the largest Healthcare Providers of its kind. It aims to provide free healthcare to all regardless of how wealthy or poor the patients may be. With brexit were very very worried that 150,000 people from the eu could leave the nhs and our social care system and if that happens our nhs could collapse, so these are big issues for us. Brexit has accentuated the recruitment crisis in the nhs. According to some reports thousands of medical professionals are leaving theirjobs meaning of medical professionals are leaving their jobs meaning many of medical professionals are leaving theirjobs meaning many more vacancies to fill and thats why hospitals are looking to recruit from further afield, countries like india. But india also needs its doctors and indian doctors need extensive training before they can treat patients in the uk. Thats why an Indian Doctors Association based here in the uk has proposed the idea ofa here in the uk has proposed the idea of a fellowship scheme for young indian doctors to come and train in british hospitals.
