Tonight decision time for the International Olympic committee, will russia be banned from the winter games . Well be live in lausanne shortly. England are right back in the ashes root is leading the run chase in adelaide as they look to square the series. We are delighted to have any sort of chance of winning the game which we did not think we would have after the first couple of days. And its a Champions League night in europe, Manchester United need a point at home to cska to reach the knock out stages. Good evening, the International Olympic committee have been meeting at their headquarters in lausanne ahead of one of the most important decisions in their history. Whether or not to ban russia from the winter games in pyongchang next february. They are a super power in winter sport and topped the medal table when they hosted the games in sochi in 2014. The ioc stopped short of a blanket ban on russia at the summer game in rio last year. But two separate investigations coimissioned by the ioc have reported back with their findings into the extent of institutionalized doping and also details of russian doping controls in sochi. Our sports news correspodnent Richard Conway will be following the News Conference from london we are expecting to hear from thomas bach, and also samuel schmid, a former swiss president who authored one of those investigations. Running a little bit late but how do you feel this is going to go . Well in the last few seconds we have had a statement from the International Olympic committee announcing their decision and we will hear from thomas back in due course but in the last few seconds the ioc have announced the russian Olympic Committee has been suspended with immediate effect. That means that russian athletes under strict conditions it says will go to the olympic, the Winter Olympics but they will run under the name olympic athletes from russia so effectively competing under a neutral flag. Athletes from russia so effectively competing under a neutralflag. That is their decision in the last few seconds from the ioc. They will compete with a uniform says the statement bearing the same, olympic athlete from russia and there will run under the olympic flag. And the olympic anthem will be played at any ceremony and not the Russian National anthem. In addition just going through the details now, the minister of sport from russia, and also the deputy prime minister, someone very close also the deputy prime minister, someone very close to Vladimir Putin, he and his deputy have been excluded from any participation in all future Olympic Games. And that is quite the punishment, quite the sanction. For a man who of course is alleged to have been at the centre of russia and its dublin operations, allegations that it was state organised and further evidence of his participation being brought forward over the last few weeks. So we will go through this in some detail. Doping operations. So russian athletes will be able to go to the Winter Olympics but they will compete as neutrals and will not be hearing the rational the Russian National anthem if they get to the podium. Of course massive news there that russia will be excluded from the winter games, the details of the fa ct the winter games, the details of the fact that russia will still be mentioned as part of those neutral athletes, i know many other athletes competing against them could be unhappy with that. Butjust competing against them could be unhappy with that. But just to recap, over the last 18 months that is basically russia were given a road map towards compliance for them to be reinstated by organisations such as the iaaf. To try to comply with the code but quite simply they have not done that. A couple of sticking points on russia and their reintegration and the biggest of them is that wada were looking for an admission that this was a state sponsored operation and the russians just not prepared to do that, they reiterate it was just one bad apple in the system. Of course that whistle blower came forward with the allegations and theyre pinning the blame on him. Hes under protection in the united states. And of course continuing to make his views on what in russia from about 2011 onwards involving the manipulation of doping circles and the use as he claims of doping methods to boost the chances of russian athletes in over 30 different olympic sports, almost 1000 athletes in total. The repercussions of this have been felt acutely over the last few years, of course we had what happened at the rio games, the ioc finding a path through the iaaf of course, insisting that no russian athlete should be there and they had to either fulfil criteria and in the end only one of them made it into the rio olympics. But now the pressure is on the ioc given its various commissions, to make a decision about the upcoming Winter Olympics and they have decided on a path that will not please everyone. This will be subject to some criticism and debate. I think some may think they should be no russian athletes there, a complete ban. The ioc has not done that, theyve gone down a different path saying they will be able to compete but as neutrals. We had several neutral athletes competing at the world athletics championships in london this summer. There is perhaps the threat that Vladimir Putin who has had a close relationship with thomas back, make all neutral athletes not to ta ke back, make all neutral athletes not to take part at all. Ian mccall for a boycott of all russians on of this mike bryan on those who may have been under the old regime of institutionalised doping. We may be going back to the days of 1980 and 1984 of course we had boycotts at the summer olympics in moscow and in los angeles by america and then the soviet union as was. The irony is that we could be seeing a return to those days, russia came back into the fold in 1988 but of course it is another south green games this time and they may decide not to compete at all given the restrictions being placed upon them. They could see that as a loss of face. It will be fascinating to see tomorrow, that putin is due to speak to the media and we will have to see what he says then, it could be he will say they will be no russian athletes there at all and insisting they had done nothing wrong and perhaps pulling all russian athletes out and saying we will boycott the Winter Olympics and perhaps have our own competition in russia during surgery. So we will see tomorrow. But this is not the result they will have wanted, not a com plete result they will have wanted, not a complete ban but that loss of face, no russian flag, no russian anthem, athletes running in neutral kit and competing in neutral kit, that will come as something that perhaps russia will not be able to stomach. Thank you for now, reacting to that news that the ioc are going to ban russia from taking part in the winter games. Lets go now to switzerland where the ioc president thomas bach is about to speak to the waiting media. Good evening ladies and gentlemen and welcome to this press co nfe re nce. And gentlemen and welcome to this press conference. The executive board of the ioc has finished deliberations by the day, wed be looking into the findings and recommendations of the schmidt commission. I have with me the president of the Ioc Thomas Bach and the former president of the swiss confederation. Samuel schmidt. I would like to ask samuel to say a few words about his findings and recommendations. He will speak in german and then i will ask the president and after that we will go to questions and answers. I now ask president schmidt to make some opening remarks. Translation let me first of all thank the members of the Disciplinary Commission for their one and half years of work and dedication. And of course included in these banks are the secretary of the Disciplinary Commission. The commission worked for more than 17 months and collected a lot of evidence, documents, technical expertise, and heard a large number of witnesses. All those involved in these procedures were granted the right to be heard. These concerns those who were accused as well as those who were accused as well as those who were witnesses. We made sure there was due process in all the procedure is that have now been completed. That is one of the differences compared with the situation immediately prior to the Olympic Games in rio in 2016. The other difference is that the issue was that of the manipulation of the anti doping system prior to and during the games in sochi. Due to the severity and seriousness of this situation and the consequences, the Disciplinary Commission decided that its recommendations would only be based on material evidence of an impartial and objective nature. I would like to stress that the result of this procedure is not based only on the statements and declarations of mr voycheck off but based on all the documents and proof of an impartial nature. For example these are scientific proof, testimonies, correspondence, exchange of correspondence, exchange of correspondence and other indications of proof. In our recommendations we have only included testimonies of witnesses that are corroborated by other types of proof and evidence. Having analysed all this information and proof the Disciplinary Commission first of all took note of the facts and on the basis of these fa cts the facts and on the basis of these facts it drew the appropriate conclusions. With regard to the fa cts , conclusions. With regard to the facts, the Disciplinary Commission included, concluded that there was a systemic manipulation in russia of the anti doping and
