Today, campaigners are calling for Financial Abuse, when one person controls anothers access to money, to be recognised as a crime in its own right. Vishala sri pathma has this report. Financial abuse is where one partner has control over anothers access to money. I was totally invisible in terms of credit status. I didnt have a tenancy agreement in my name. I had no bank account. No access to cash or stops or shares, nothing. I didnt realise at the time i had given up everything. Rachels partner gradually took control of all her money. He made her leave her job to work with him, stopping her having access to wages or bank accounts. Instead he gave her a weekly allowance. The Financial Abuse rachel experienced lead to physical violence and eventually she found the courage to leave. Despite going to police and taking her case to the Crown Prosecution Service is on several occasions, rachels partner was never prosecuted. My experience has gone three times to the Crown Prosecution Service and bounced back and no further action has been taken and that is just so disappointing. When i kept the diaries, i kept all of the e mails and text messages, the bank statements, the court orders and. It failed. And that is extremely frustrating. In 2015 a new law against controlling and coercive behaviour was introduced. It meant people could be prosecuted for emotional and psychological abuse, not just emotional and psychological abuse, notjust physical emotional and psychological abuse, not just physical violence. Financial abuse can be a type of coercive control but this behaviour alone may not constitute a criminal offence. The government is currently consulting on proposed Domestic Abuse and violence act. One Campaign Group is today calling for the bill to include Financial Abuse as a criminal offence in its own right. There is a bill that is being consulted on that is looking to put a definition of Domestic Violence into legislation. And that would be incredibly helpful if we could have economic abuse within a statutory definition of Domestic Violence. So that we can say this is what it is and these are the things that we need to be able to do in order to tackle it. The government says that Domestic Violence and abuse bill will enshrine a definition of Domestic Abuse in law to make sure it is properly understood in all its forms. Critics insist that those carrying out Law Enforcement need to be trained and aware of the science of financial control for them to be able to spot it. While cases like racher able to spot it. Well, it was thanks to some very brave syrian whistleblowers, and they decided to tell panorama about their concern, indeed, their shock, that some of the british aid money which was supposed to be going to help their people, the syrian people, was ending up in the hands of extremists. These whistleblowers work for a private British Company called Adam Smith International, and they run a major project in syria for the British Government and five other international donors. To meet these whistleblowers i had to go to gaziantep, in southern turkey, about an hours drive from the Syrian Border and obviously very dangerous. Well, as i say, britain is one of the major donors for this project inside syria which is funding the Free Syria Police, an Armed Civilian force which is trying to bring security to parts of Northern Syria. Now, for eight months some of the british aid money which went into the Free Syria Police force, was handed over by officers to an extremist force called nour al din al zenki in aleppo province and i met a lawyer who works for the Civil Administration in the area dominated by zenki. And i think we can hear from him now. We seem to be having a problem with that. I am not sure if you can tell me exactly what he says. Yes, he basically said that a percentage of the Free Syria Police salary at a time was handed over to zenkl salary at a time was handed over to zenki, to reach equilibrium between the police and the fighters. And this was in return for the services of zenki, providing military and Security Protection in the area. That is what he said. It wasntjust a random event. It was systematic, it was happening quite widely. And just talk about why this might be happening, why Free Syria Police we re happening, why Free Syria Police were giving some of their salary to this group, zenki. As i say, we have obtained hundreds of documents from inside the project that ran it, which is Adam Smith International, and one warns that 20 of the salaries were being transferred to zenkl salaries were being transferred to zenki, which provides them to five sfp stations in the area. That sounds a bit like detection money. And we also discovered that the police we are paying for are also providing support for zenkis so called justice system, which stands accused of torture and summary stands accused of torture and summary execution. And the police work or operating with zenkis courts by arresting people and handing them over to the courts. Now, Adam Smith International says it has strict guidelines in place to ensure that detainees are being treated fairly and humanely, and it says the British Government was aware of cash going to zenki. We had people being sentenced to death for homosexuality, clearly thatis death for homosexuality, clearly that is completely and utterly u na cce pta ble by that is completely and utterly unacceptable by any standard, and the idea that this taxpayers money was associated with that would of course be completely abhorrent. At the moment you hardly notice the border is there, and britain, ireland and the eu want to keep it that way. The difficulty is how you achieve that. The republic of ireland will continue to follow european regulations on the movement of goods, and the uk may not. One way around that would be for Northern Ireland, at least, to continue to follow european regulations. The British Government have said they dont want anything which would result in trade barriers between Northern Ireland and the rest of the uk. That is a pretty difficult circle to square. The irish Prime Minister has a very important voice in all of this. That is because on friday the european president council, donald tusk, said that if the border was unacceptable to ireland it would be unacceptable to ireland it would be unacceptable to the European Union. The irish cabinet will hold a special meeting this morning. It usually meets on monday, but they are meeting in dublin and that discussion could be very important for how things unfold. We wont really have left until we leave the three main elements, single market, Customs Union and the court and we cant enjoy all the benefits of having left and no one is talking enough of the huge opportunities in the wider world as we see trade with europe fall from 61 of trade in 1999, around 43 or 44 , falling down to 35 , so our neighbours are valuable and the growth will be the wider world. We cant get on and grab the opportunities of doing trade deals around the world with growing economies in asia and elsewhere unless we have truly left and, dont forget, those countries are watching very carefully. So if we come up with some muddled transition in which we are half in and half out and we cant negotiate or do trade deals, that means we cant enjoy the benefits and grab those Job Opportunities and in breach of this country and make People Better off and bring food prices down, we cant do that until we have control of our country and the simple question in the referendum was, do we want to ta ke the referendum was, do we want to take back control . Domestic abuse affects millions of people in the uk and takes many forms, from the physical attacks to psychological bullying. Today, campaigners are calling for Financial Abuse, when one person controls anothers access to money, to be recognised as a crime in its own right. Vishala sri pathma has this report. Rachel, not her real name, was abused for nearly a decade. But it isa abused for nearly a decade. But it is a form of abuse that largely goes under the radar. Financial abuse is where one partner has control over anothers access to money. I was totally invisible in terms of credit status. I didnt have a tenancy agreement in my name. I had no bank account. No access to cash or stops or shares, nothing. I didnt realise at the time i had given up everything. Rachels partner gradually took control of all her money. He made her leave herjob to work with him, stopping her having access to wages or bank accounts. Instead, he gave her a weekly allowance. The Financial Abuse rachel experienced lead to physical and eventually she found the courage to leave. Despite going to police and taking her case to the Crown Prosecution Services on several occasions, rachels partner was never prosecuted. My experience has gone three times to the Crown Prosecution Service and bounced back and no further action has been taken and that is just so disappointing. When i kept the diaries, i kept all of the e mails and text messages, the bank statements, the court orders and. It failed. And that is extremely frustrating. In 2015, a new law against controlling and coercive behaviour was introduced. It meant people could be prosecuted for emotional and psychological abuse, not just physical violence. Financial abuse can be a type of coercive control but this behaviour alone may not constitute a criminal offence. The government is currently consulting on proposed Domestic Abuse and violence act. One Campaign Group is today calling for the bill to include Financial Abuse as a criminal offence in its own right. There is a bill that is being consulted on that is looking to put a definition of Domestic Violence into legislation. And that would be incredibly helpful if we could have economic abuse within a statutory definition of Domestic Violence. So that we can say this is what it is and these are the things that we need to be able to do in order to tackle it. The government says the Domestic Violence and abuse bill will enshrine a definition of Domestic Abuse in law to make sure it is properly understood in all its forms. Critics insist that those carrying out Law Enforcement need to be trained and aware of the signs of financial control for them to be able to spot it, or cases like rachels will continue to go unpunished. The Irish Government doesnt want to wait for some future amazing trade deal between the eu and the uk. They wa nt deal between the eu and the uk. They want certainty now about protecting the hard border, and the uk does not wa nt to the hard border, and the uk does not want to sign up for anything which would make life more difficult for relations between Northern Ireland and the rest of the uk. So the last few days have been about deciding the wording for a document published this afternoon to keep both sides happy. So it is a lot of rumours at the moment we will find out in four or five hours what has actually happened. I expect you are getting more text, so we will let you find out what has happened. Nearly 750,000 children and pensioners in the uk have fallen into relative poverty over the past four years, according to a new report by thejoseph Rowntree Foundation. The think tank warns decades of progress are in danger of unravelling, and has called on the government to take action, including ending a freeze on benefits. Ministers say the number of People Living in absolute poverty has fallen by more than 500,000, with pensioner poverty close to historically low levels. Funding for a british aid project to support civilian police in syria has been suspended by the Foreign Office. It is alleged some of the money was being diverted to extremist groups known for carrying out torture and executions. The government has said it is investigating allegations, which came to light during an investigation by the bbcs Panorama Programme. As new driving tests come into force, to better reflect modern roads, examiners have begun a 48 hour strike. Vitesse is updating and we want to better reflect real life driving. White particularly, for example, lets talk about Parallel Parking at the side of the vote, pulling up at the right hand side of the road, and rejoining traffic why have these manoeuvres being chosen . Most drivers are an independent element where a candidate is following a sat navs for 20 minutes or indeed following roadsigns and thats because we want to expose new drivers to high risk roads particularly, rural roads where we can, complex junctions, turning right across traffic and the manoeuvres have been updated because, in order to carry out a turn in the road or reversed around the corner we have to spend a disproportionate amount of time in quiet, low risk areas and these new manoeuvres replicate the same skills and will encourage people to have betterjudgement, better and will encourage people to have better judgement, better planning and all round awareness. So it is not just about the manoeuvre, and all round awareness. So it is notjust about the manoeuvre, it is skills they will gain from learning those manoeuvres for other elements of driving. There is concern about some manoeuvres. For example, we saw holly feels very a natural to go and pull on to the right hand side of the road and park. There is concern about that particular move. This test has been designed by road safety professionals. We trialled over 3000 driving test with new drivers and the manoeuvres were wholeheartedly supported. I am not sure that particular place where that manoeuvre took. She was asked to conduct was probably the right place. But it does nevertheless teach people an awful lot of awareness and planning skills. Do you think this would be a tougher test . The trial didnt prove it to be the case. Everything is staff if you dont prepare properly. We want to encourage people to get the right amount of practice and experience so it is not just amount of practice and experience so it is notjust about passing the test, it is about being a safe driverfor test, it is about being a safe driver for life after the event. You talk about that, though they wont be tested on motorways, which is one place where many people are really fearful. I agree, people are fearful of the motorway, yet it is the safest road we have in this country. The syllabus for learning to drive far outweighs what we can cover on the driving test itself. Road safety professionals, driving instructors, should carve a syllabus of this and next year they can be tested on motorways and now they have dual carriageways which is far more hazardous. I mention concerns about manoeuvres and a strike is planned by some examiners today. What would you say to them . The strike action has nothing to do with the driving test. It is an attempt by the pcs to gain support for their cause. Most examiners are not in the union and those working today will take out a number of tests and we expect the disruption to be minimal. And what do you say about safety concerns, you say it has nothing to do with it, but some are clearly worried about those manoeuvres . This is being trialled extensively with new drivers, designed by road safety professionals. Evidence suggests that if it is taught properly it isnt dangerous. Anything can be dangerous if people do it badly. We didnt experience any issues during the trial. It is an easy statement to make. There is no evidence to support it. Thank you. The number of young people with jobs under 16 is on the decline. First up, the rules around what alice you can do. Gareth knows all about this. So, what are the rules for under 16 year olds . There are a lot of rules, between the age of 13 and 16 you can work legally with a work permit supplied by the local authority where youre going to be working. You cant work before 7am, you cant work after 7pm and maximum of two hours on sunday. Other than that it depends on the age of the child depending on what they can do. It is quite complicated with regulations dating back to 1933. Old regulations. And these permits, the businesses have to get. That is right. We went to meet one young quy that is right. I really wanted to have my own sense of independence and buy own money and this was an easy way to get it. Usually i would come in and wash up. Then when people start coming i can help with anything. The bbc has found a steady decline in the number of children officially employed in part time work over the last 12 years. No one in their 25 305 will work saturday and sunday so i am limited to taking on teenage workers. Then you stick to the regulations. Obviously you cant have a 15 year old working on a sunday or after school and restricted to six hours on saturday. Here you go, mum. 0h, thanks. Why is it important to get a job when you are 16 . It is important to work before you are 16 just to get a kind of idea of what working life is like and you can use that knowledge in a way that will build you up for life. What do you think having a job has done for you, what positives . It has been really helpful for me because even though it seems annoying when i dont have time on saturday, it means i get to value the time i spend with my friends more as well as making money so i can have fun when i go to town. Ok, so, how do you find that you balance work, school, friends, that kind of thing . I think you do a really good job of making sure that during the school day and stuff i am on top of all my work and that means that i dont have loads of stuff to do when i am on saturday when i am doing myjob so it means i have less to worry about. We have an array of guests here on the sofa. Rachel and emily, you both havejobs. And you the sofa. Rachel and emily, you both have jobs. And you work together, which sounds fun. Tell us what you do and where you work. We work in a bargain shop in the town where we live. And what do you have to do . We have to put the items on the shelf to make it look neat and tidy. Britain and the European Union appear close to reaching a deal that will clear the way for the second phase of brexit talks, according to eu sources. Diplomats held negotiations through the night, ahead of theresa mays meeting with the European Commission president , Jean Claude Juncker, in brussels today. We understand there has already been progress in talks about the rights of eu citizens wholl stay in the uk after brexit, and british People Living abroad. Discussions about how much money is owed by the uk also appear to have been unblocked by a more detailed offerfrom britain. But the big Sticking Point which dominated discussions overnight is what to do about the border between Northern Ireland and the republic of ireland. Our ireland correspondent, chris page, is in belfast. Earlier on we spoke to owen part son who seemed to suggest it was a relatively simple solution . That is what brexiteers like him would argue, others here in ireland would say it is not quite so straightforward, as far as the negotiations in brussels are going, indications are that progress is being made on this all important issue of the irish border but no deal is yet in place. What i would agree o is they dont want the return is they dont want any controls on the frontier, at the moment you drive or walk across, there no barriers of any kind and that bring and island and the other states say they want the keep it that way. There is is a disagreement as to how you can achieve that, in a situation where britain will be leaving the eu, leaving the european Customs Union and following its own regulations and the republic of ireland will stay inside the eu with a different set of rules, now, the Irish Government say the best way to solve that is Northern Ireland could stay on the same rules as the republic of ireland if you like, but britain have said they wont agree to anything that would create a trade barrier between Northern Ireland potentially and the rest of the uk, so you can see that is a pretty difficult circle to square. The irish Prime Minister has called a special meeting of his cabinet in dublin, they will meet in an hours time, that discussion could be very important for what comes next. Thank you chris. Talks. 700,000 children and pensioners in the uk have fallen into relative poverty over the past four years, according to a new report. Thejoseph Rowntree Foundation says its the first sustained rise affecting these age groups for 20 years. The thinktank warns decades of progress are in danger of unravelling, and has called on the government to take action. Our social affaris correspondent, Michael Buchanan has more. Only the money was ending up in the hands of extremist. The Foreign Office says it is ininterest gating the allegations. Britain is one of six countries that funds the Free Syrian Police, set up to bring security to opposition held areas. For eight months, british aid money meant to pay for officers salaries was handed over by the police to an extremist group, nour al din al zenki. Translation zenki used to get a percentage from the salaries of the free police members. It was just about taking a percentage in return for the services, and to create a sort of equilibrium between the police and the fighters. The police we fund also provide support for zenkis barbaric justice system, responsible for torture and summary killings. The company which runs the aid project, Adam Smith International, or asi, told us the government was aware of cash going to zenki, and as have strict guidelines in place to ensure detainees are treated fairly and plainly. The Foreign Office has suspended funding while it investigates panoramas allegations. As new driving tests come into force to better reflect modern roads, examiners have begun a 48 hour strike. The moon appeared bigger and brighter last night as it moved closer to earth a phenomenon known as a supermoon. Its the first time its happened since november of last year. Theres a warning this morning that decades of progress in reducing relative poverty in the uk could be in danger of unravelling. Research from the joseph Rowntree Foundation suggests almost 400,000 more children and 300,000 pensioners were plunged into poverty in the last four years alone. Its lovely and warm on the but, then you sort of try and extend it as long as you can. Its mad isnt it. I dont think im mad but it sounds mad, doesnt it. No way they got mortgages and bills and all sorts. They have to live, havent they . I think it is worse for them really, than when i was their ages. Let us talk about what you mean exactly because there is a difference between absolute poverty and relative poverty, what is the difference . The normal way of measuring poverty is to compare peoples income to the average for the times we live in. It is sometimes suits governments to say why dont we compare to a fixed standard past in the past. Progress marches on and as we will do better than we were in the past, but a fairer reflection of how people feel is how they compare to incomes today. You are talking about relative poverty. Yes. What do you make of the figures you have seen . You are concerned . Make of the figures you have seen . You are concerned . I think we should congratulate ourself as a country, we made strides in reducing pensioner poverty, nearly 30 20 yea rs pensioner poverty, nearly 30 20 years ago, down to 13 about three, four years ago but it is now starting to take up again, and we are worried that the progress that we made, the success we had is in danger of unravelling. So the government measures like winter fuel allowa nce, government measures like winter fuel allowance, many others as well. Are they not working or is itjust a policy change over years . Well, poverties like the winter fuel allowa nce well, poverties like the winter fuel allowance have been in place for many years. They havent changed the situation in recent years. The pension Credit Guarantee which is the benefit we pay to the lowest income pensioners hasnt been going up income pensioners hasnt been going up with prices in recent years and inflation has been high and thats caused a lot of stress. Food and fuel and the essentials really . Yes, exactly. The government response and i know you will be aware of it, they say since 2010 the number of people in absolute poverty has fallen by over 500,000. They go on to say we are supporting parents with the cost of bringing up children by doubling Free Childcare. Is that having an impact do you think, a positive impact . The Free Childcare if its implemented right will make a difference in helping people on low incomes go out to work. We have seen Childcare Costs incomes go out to work. We have seen child ca re costs have incomes go out to work. We have seen Childcare Costs have been going up fast. A higher minimum wage a good thing. The Free Childcare, but they are outweighed by bigger cuts to tax credits. So net incomes are worse off than they were despite the good things that have been happening. Are we not seeing this as a fact that we have got a more ageing society and as that changes so do the figures of those in poverty, particularly for the pensioner side of things . We we re the pensioner side of things . We were reducing poverty amongst pensioners despite the fact that the number of pensioners was going up. What that proves is that if we are really trying to do something about this, we can achieve success. But in recent yea rs our this, we can achieve success. But in recent years our focus has gone off reducing poverty and its starting to creep up again. Lets talk about the impact of relative poverty on children for example. How does that affect them . Well, we see that attainment levels at school are much lower for children attainment levels at school are much lowerfor children who attainment levels at school are much lower for children who grow up in poverty. We see greater incidents of health problems, Mental Health problems and that stress, you know, finds its way out. We all hear the stories about people having to go to foodbanks, families making choices between feeding the kids and doing other things. And that stress has an impact throughout peoples lives. So, i mean, your recommendation then for reducing the number, particularly the pensioners in poverty and poverty generally. What is that . First of all, end the benefit freeze. It is 3 a year now and that causes a lot of stress for people. Second, all of our talk in politics about building more homes, you have to make sure that enough of them are affordable to people who rent and then finally we have got to get better at supporting people who are on low incomes make progress in work. Far too many people are stuck injobs where they work. Far too many people are stuck in jobs where they dont get training or support actually make to progress and thats something we can doa progress and thats something we can do a lot better as a country. It will chase away the morning rain from shetland. A few showers in northern and western scotland and the odd isolated one in the west. But the majority of you, it starts dry. If you looked to the sky overnight, you may have seen a rather super sight because the moon appeared bigger and brighter than normal. Thats because the full moon in december known as a cold moon was closer to earth than usual. And therefore qualified as a supermoon. Well find out more about the phenomenon in a moment, but lets first have a look at some of your pictures. So why did the moon look like that and if you missed it, what are the chances of spotting another supermoon any time soon . Tom kerrs is an astronomer at the royal observatory in greenwich and hejoins us from the roof of our london newsroom. Good morning, tom. So, is the moon actually bigger or brighter or are our eyes tricking us . There are a couple of things we can observe here. We know as astronomers the moon is technically larger and brighter in our skies when it is closer to the earth. So thats a moment in the moons orbit, when it makes its closest orbit to the earth. If that coincides with the full moon and as it will next month a couple of times, thats known as a supermoon, but it is not a technical phrase. Actually, the moon tends to look larger when it is on the horizon anyway and thats an illusion in our own minds which arguably is more dramatic. So when you watch the moon rise or set as we did afew you watch the moon rise or set as we did a few moments ago, that can be really surprisingly large in our minds, but thats just an illusion. So, the moon is when it is at its closest point to us. Does that have an effect on tides and other things . Well, there is a peregy every few days. Whether it is full or not and so days. Whether it is full or not and so the effect on tides is no different than it would be with a normal lunar period. So we dont observe anything special happening there or anything out of the ordinary. There is a very marginal effect on tides as a result of the moon making a close approach to the earth, but ultimately, the tides are co nsta ntly earth, but ultimately, the tides are constantly in motion due to the moons sh it. So there is nothing out of the ordinary there. Nothing we need to worry about anyway. What about the different names for the moon . We have got a cold moon. And we we re moon . We have got a cold moon. And we were saying injanuary we have a wolf moon and then a blue moon to look forward to as well. What do the different names all refer to . Yeah, last night we were talking about the trilogy of supermoons. We had the first one yesterday. That was the cold moon and then the full moon strikes back is the second of january and that is the wolf moon and that alludes to a native american tradition of wolves howling at the moon when food was scarce. Normally the full moon in february would be referred to as the snow moon and the snow moon is actually coming injanuary moon and the snow moon is actually coming in january next moon and the snow moon is actually coming injanuary next year because its going to arrive on 31st, a little bit early, which means february wont have a full moon, but that does mean that januarys second full moon could be referred to as a blue moon as in the phrase, once in a blue moon because it is a rare event for a tonight to have two full moons. That is going to be a total Lunar Eclipse. It is a special event to have two full moons in one month, to have two full moons in one month, to have two full moons in one month, to have one of them be a blue moon and to have a total Lunar Eclipse and to have a total Lunar Eclipse and all qualify as supermoons with the first supermoon on 2nd january being the largest of the three. At 0. 3 wider in diameter than the full moon we saw yesterday. January is a bumper month considering this has been the only supermoon we have had in 2017. It is a great object for any first time photographer. It is so bright and large in the sky and very forgiving. If your camera has a wide or medium lens if your camera has a wide or medium le ns ta ke if your camera has a wide or medium lens take a picture of the moon when its setting or rising so you can get a beautiful sky shot. The moon will appear like a bright light in the sky. If you have a telescope my advice is to make sure telescope is tracking the moon and to take lots and lots of exposures of the moon so one comes out looking sharpest or if you get advanced you can have a go at stacking the exposures together to bring out more detail and colour. If youre interested in astrophotography, the moon is a great place to start and two full moons in january make great place to start and two full moons injanuary make that anks lent opportunity.
