So i cant say that, but the computer was in mr greens office, on his desk, logged in to his accounts, his name. In between browsing pornography, he was sending e mails from his account, his personal account, reading documents, writing documents. 0utside his home in kent today, damian green maintained his innocence. A Cabinet Office enquiry is continuing into his conduct. Mr green. Ive said im not commenting any further while the investigation is going on. Ive maintained all along, i still maintain, it is the truth that i didnt download or look at pornography on my computer. But obviously, while the investigation is going on, i cant say any more. And one of mr greens political allies rallied to his defence. Mr green has been absolutely emphatic in what he has said. Hes said repeatedly that he never downloaded nor viewed this material. And i think that mr green is entitled to be believed. After all, you are not guilty until proven so in this country. The investigation by the Care Quality Commission also found a backlog of more than 20,000 chest scans waiting to be assessed at the Queen Alexandra hospital. The trust has apologised to the families affected. Earlier our Health Editor hugh pym told us more about the cqcs findings. The Care Quality Commission are making clear that in the case of the Portsmouth Hospitals trust this was a very alarming case that they are not saying that it is being repeated with 23,000 images, chest x rays, going back 12 months, is not reviewed by a qualified clinician, a radiologist. Some are given to Junior Doctors who feel they are not qualified. In three cases patients suffered harm because their lung cancer was not diagnosed in a timely fashion. The Care Quality Commission is now saying it was information from all hospitals around england on backlogs of scans and other imaging. There is no proper target for delivering results of scans so they wa nt to delivering results of scans so they want to find out what is going on. The Royal College of radiologists we re the Royal College of radiologists were coming this. They say they have warned for some time there is a real problem here. The demand for scans has risen very rapidly and patients wa nt to has risen very rapidly and Patients Want to get scanned, understandably, and there is more Sophisticated Technology available and the demand is rising three times faster than the number of radiologists equipped to actually read the scans. In many cases there are scans and x rays laying unreported for more than one month. They say there is a big workforce problem that needs to be dealt with and the cqc will no doubt be addressing that problem as it carries out the review. At the moment delays to infrastructure and Decision Making are costing the uk up to £4 billion are costing the uk up to £4 billion a yearand are costing the uk up to £4 billion a year and some of those delays are caused by public opposition to Infrastructure Projects, often because the public are not involved, particularly local communities are not involved. It is only when Decision Making gets along with down the track. Is not the nature of politics that there is opposition and both arguments are heard . We believe there are ways to do it better. We looked at how other countries involved communities in Decision Making and france has a really interesting model. When it comes to big controversial projects raqqa third runway at heathrow or hs2 they involve their systems much early on in the Decision Making process and typically makes decisions being made much more quickly and the organisation that france have only saw six projects abandoned and the others all got through albeit slightly amended on the basis of public involvement. We are suggesting there is commission for Public Engagement that ensure citizens get involved earlier on and it avoids investing money and getting quite far down the track and finding out you have to abandon the project because you simply cannot get people on board. Is that not a bit presumptuous to think that if you involve the public early on then the process will become more efficient . I think it will be more efficient . I think it will be more efficient than the current process. At the moment with the current process you involve people quite far down the track can only find out at a later date the peoples concerns are too great and having invested already quite a lot of money in an Infrastructure Project i have to abandon it and what we are suggesting is that it is fairer to everybody if you involve people earlier on and then they get a real say in thinking through what the options are and providing their input and then there is a higher chance for government and those communities that you come up with an option that everyone can agree with and it is delivered in a smooth away and it is delivered in a smooth away and it is delivered in a smooth away and it saves money. The charges have been brought by the special counsel, Robert Mueller, as part of his investigation into alleged russian meddling in the 2016 us election. A plea hearing is set for half an hours time and some reports in the us suggest that mr flynn is likely to plead guilty. Jacob parakilas the deputy head of the Us Americas Programme at the Chatham House thinktank is here. How significant is this development . There has been an investigation into russian interference in the us elections, shortly after the elections, shortly after the election itself, there was a step change in may when the president fired james comey the director of the fbi and Robert Mueller the former director of the fbi was appointed by the director attorney general to take over the investigation and run as a semi independent arm of the justice department. We have begun to see the first criminal charges, first against paul. And then a plea deal with george papadopoulos, now Michael Flynn, who was briefly the security adviser for the first 24 days of the donald Trump Administration, he has been charged with a minor count of lying to the fbi. We hear he is pleading guilty, what is the significance of that . We are not sure yet, there is only a bit of information, the charging document is very brief, two pages, relating to statements he made about meetings with the Russian Ambassador in december. What is relatively clear, Michael Flynns lawyers have stopped connor braid sync with the lawyers for the president and for other officials who might be implicated have stopped cooperating with the lawyers. Probably bad news, but it remains to be seen. Having a former National Security adviser, the person closest to the president on National Security matters, even for short time, having that person indicted for perjury is a significant thing, evenif for perjury is a significant thing, even if it goes no further. The indication is it will go further, but where exactly, where this ends up, idont but where exactly, where this ends up, i dont think anyone knows, possibly not even Robert Mueller. That is a massive issue, it would be a massive issue for any white house, an indictment of a Senior Security adviser. Special prosecutor, indictments, this has echoes of watergate, is it anything like that scale . It is wise to resist speculating about the precise. There are some echoes, and some common terminology and a sense of harking back to that mid 70s candle, the first scandal in modern american politics, but it is premature and it will be some years before we can compare them and compare them to other major president ial scandals like iran cant and seeing be what the closest parallel is. Underlying is this is the central allegation that the russians and the kremlin wa nted that the russians and the kremlin wanted donald trump in the white house. And were prepared to work on that happen trump knew that, and they were working with the russians and they were working with the russians and donald trump you that. Knew that. There have been hints that this could be coming, we learned last week that Michael Flynns defence tea m week that Michael Flynns defence team was not cooperating with the donald trump teams lawyers, and maybe there was a plea agreement or some kind of charges in the works, and here today we find out that is the case. That Michael Flynn has been indicted for lying to the fbi, whether this is part of some larger plea agreement is still to be determined by what we do know, Michael Flynn has turned himself over to the fbi this morning, quietly and out of view of cameras, hes expecting to be in the court room later today, where he will plead guilty to the charges, reportedly, and then we will see what happens. If Michael Flynn is now cooperating with Robert Mueller and his investigations, into possible ties between the Trump Campaign and the russian government, thatis campaign and the russian government, that is a significant development, because Michael Flynn was in the inner circle of the Donald Trump White House in those early days and his position as security adviser is one of the top jobs in the white house, the senior voice to the president coordinating information on National Security and run policy, and throughout the campaign he was and throughout the campaign he was an adviser to the Trump Campaigning he was an outspoken advocate for the Trump Campaign. I remember him condemning Hillary Clinton and boosting donald trump as the next president. If there is some sort of plea deal, how damaging would that be potentially to the white house and for donald trump, how worried with a deep . How worried would they be. It is about the contact Michael Flynn had with the Russian Ambassador in december, about sanctions the Us Government had imposed on the russian government for what the Us Government said was meddling in the 2016th president ial elections. If that is what this is, we have to wonder who did Michael Flynn talk about, anyone else in the Trump Administration, or will see freelancing, what kind of connections did he have two other members of the Trump Administration, jared kushner, trumps son in law who also had contact with russian connected officials in that december transition period, reportedly. I imagine this would be a concern for the trauma and white house about lisicki what the trump white house. What are the ties with russia . Is this a broad investigation which is being carried out . This is being carried out by Robert Mueller, independent counsel investigation, the mandate for this investigation, the mandate for this investigation was any ties between the Trump Campaign and the russian government and anything arising out of it. It was a very wide sweeping mandate and we have seen from what has come out of the council office, a guilty plea from george papadopoulos, he was a member of the Foreign PolicyAdvisory Team for donald trump, charges against paul mana fought and his assistant. It was the Campaign Chairman on unrelated involvement with ukrainian interests, and he has a bunch of different red he is attempting to track down, but we havent seen the big picture bunch of different threads. The computer had been seized in 2008, after police raided damian greens offices. The mp, then in opposition, was the subject of an unrelated enquiry into home office leaks he was never charged. How can you be sure that it was damian green who was accessing that pornography . Theres a sort of phrase you cant put fingers on a keyboard. So i cant say that, but the computer was in mr greens office, on his desk, logged in to his accounts, his name. In between browsing pornography, he was sending e mails from his account, his personal account, reading documents, writing documents. 0utside his home in kent today, damian green maintained his innocence. A Cabinet Office enquiry is continuing into his conduct. Mr green. Ive said im not commenting any further while the investigation is going on. Ive maintained all along, i still maintain, it is the truth that i didnt download or look at pornography on my computer. But obviously, while the investigation is going on, i cant say any more. And one of mr greens political allies rallied to his defence. Mr green has been absolutely emphatic in what he has said. Hes said repeatedly that he never downloaded nor viewed this material.
