The couple, who announced their engagement on monday, will meet members of the public when they visit several charities. Who will england face in the world cup . The countdown to todays draw in russia is underway. Good morning. Its friday 1st december. Im annita mcveigh. Welcome to bbc newsroom live. Royal bank of scotland has announced its to close 259 branches resulting in 680 job losses. The latest round of closures at the state owned bank follows 180 announced in march. Will come back to this story in a moment. Right now, were going to ta ke moment. Right now, were going to take you to nottingham, where prince harry and his fiancee Meghan Markle by due to carry out a Patch Programme of engagements. Their First Official visit since their engagement was announced on monday. Book ending either end of the working week with the engagement announcement on monday morning and now here they are carrying out their First Official visit as an engaged couple. And big crowds gathering in nottingham today for this. Wrapped up nottingham today for this. Wrapped up against the weather and what theyre going to be doing, they will be raising awareness of hiv, aids, effo rts be raising awareness of hiv, aids, efforts to tackle youth crime. Theyre doing this walkabout and although Meghan Markle in her career as an actress is very used to the media, certainly the walkabout is something she wont have had experience of before so this is something new that she will have to adapt to as part of the royal family. Of course, a huge amount of interest in this First Official visit for the couple from media rights around the world and of course members of the public. Our royal correspondent Sarah Campbell is in royal correspondent Sarah Campbell isina royal correspondent Sarah Campbell is in a sense of the atmosphere. This is the old part of the city of nottingham. This is where they have chosen to have their first walkabout. The crowds started arriving about two hours ago and despite the freezing cold temperatures, there is a huge amount of excitement. And a huge amount of pride, i think, of excitement. And a huge amount of pride, ithink, that of excitement. And a huge amount of pride, i think, that prince harry shows the city of nottingham as the first public walkabout, the first meet and greet for Meghan Markle. Lots of excitement. His spokesman said, when they announced this on tuesday, that the city of nottingham has a special place for him. Hes certainly been involved in a lot of projects here. The academy he is going to go on to after hes been here in the centre of the city, hes already been there twice before just this year. Its an academy, a project that is helping to tackle Youth Violence in the city. Its one of the issues important to him. Just watching these pictures of Meghan Markle there. Wondering what she must make. She is of course californian, born and raised, but here she is. That the mayor of nottingham behind her. Nice shot of her handbag. I havent seen what shoes shes wearing debt but she appears to be wrapped up warm. It is very, very cold today. They were dropped off. They will be wandering down around 400 yards towards the contemporary art museum. They werent going to spend terribly long at the meet and greet but as you can see everyone is wanting to have a word. American flag there. Must be spoke to an american in the crowd and she said that Meghan Markle will have to get used to driving on a different side of the roads, one of many things she will have to get used to. And also the walkabouts shes obviously used to the limelight as an actress but the walkabout is an entirely different phenomena. Well, absolutely. You will have covered red carpet events. They tend to be quite heavily controlled. You dont necessarily get quite as close to the public as you would in a situation like this, so you would in a situation like this, so this is something new, but as we all know this is kind of the bread and butter of the royalfamily, part of their role is to be seen to go out and be seen in public. Its very much part of the job. 0n out and be seen in public. Its very much part of the job. On monday, out and be seen in public. Its very much part of thejob. On monday, one of the points she made was that between now and the wedding, which will be in may, she talked about boots on the ground, that she wanted to get out and about in the uk and commonwealth as much as possible and meet as many people as possible. Thats what today is all about. Not surprisingly, lots of selfies being taken. Its a prime opportunity for selfies. Were going to continue to watch those pictures coming to us from nottingham and well be back with sarah soon. With me is dickie aribiter, former press secretary to the queen and the prince and princess of wales former media manager. Im trying to cast my mind back to when Prince William became engaged to that then Kate Middleton and how quickly did they go out and about on official visits. This seems fast. This is vast and it is interesting watching the pictures. They did walkabout together and now they split. They are on opposite sides of the road. There will be disappointment where harry is. They love harry but also want to meet meghan this is the difficulty when it comes to walkabouts, that both parties are popular, both sides of the road want to meet both parties and some will end up disappointed. William and kate started quite quickly, but you have to remember, by the time they got engaged, we we re by the time they got engaged, we were leading up to the Christmas Period so royal engagements were winding down and were picked up again untiljanuary. This is a slightly different scenario, that harry got engaged, he has an engagement five days later, four days later. He wanted to take meghan to meet the public. The fact that shes doing part of this by herself shows shes very comfortable and hes very comfortable with her. Doing this on her own. Shes an actor. Done the red carpet. Shes done a few walkabouts which is required on the red carpet, to talk to the fans. Its nothing new. The only thing that is new is shes talking to a different type of person. Youre used to talking to americans and canadians. Brits are slightly different. British love the royalfamily slightly different. British love the royal family and love the idea slightly different. British love the royalfamily and love the idea of slightly different. British love the royal family and love the idea of a newly engaged lady with prince harry. Prince harry is incredibly popular. The fact she is engaged to him makes it doubly popular. Here on monday, the engagement had just been announced by Clarence House and we we re announced by Clarence House and we were talking with various commentators about how, actually, she was quite ideally suited to this, given her background, her experience, her need to have dealt with the media, being used to the limelight in her career as an actor. She can cope with the media, shes been doing it all of her working life as an actor. Thats no problem. The problem lies with paparazzi and u nfortu nately we a re the problem lies with paparazzi and unfortunately we are all potential paparazzi because weve all got a telephone with a camera, so we are all there taking pictures as and when we feel like it. On that point, how do you think prince harry is going to feel about the attention that Meghan Markle is receiving, has been receiving, throughout their relationship so far . And now that they are engaged . Given, if you think about what he and his brother, the duke of cambridge, have said about the Media Attention, that was focused on their late mother, do you think he will be concerned about the attention now being focused on his future wife . They will probably be a bit of concern but we talked about this time and time again. She is a media person. Shes an actor. Shes dealt with the media, had a blog. Shes been a self publicist. She knows what its all about and knows when to go out and meet the media and knows when to draw back. The media here in this country, they know how far they can go. Step over the line and theyre likely to get cold shouldered out of anything. Another step never stepped over the line. You have to deal with paparazzi as and when. There is still a balance, despite what you said and the fact she is comfortable with the media, there is a balance to be achieved between that and their private life. There is a balance and i think most people and most people in the media have got used to the idea of how william and harry deal with the media. Theyre not controlling, but theyre giving so not controlling, but theyre giving so much. We saw with the engagement announcement on monday, they held back as to when the wedding would ta ke back as to when the wedding would take place and where the wedding will take place, which led to a lot of speculation. Theyre not controlling, but they know how to work the media and the media know when to accept what theyre actually given. Meghan is pretty strong, pretty tough. Shes been out there, beenin pretty tough. Shes been out there, been in the media world, knows how it works and shes going to live with it. Do stay with us. Well go back to our royal correspondent. The pictures were at now are coming from the camera crew that is with you. Talk us through this and the atmosphere. Yes, we are about halfway down this walk through now. Prince harry on the road from us. I think meghan is probably still shielded from view from this side at the moment. But youll be able to see lots of people with cameras, huge amounts of excitement is building. Everyone hoping to get a first look. As i said earlier, theres a real sense of pride in the city. There she is, there is Meghan Markle, just moving over to join city. There she is, there is Meghan Markle, just moving over tojoin her fiance, prince harry, on the other side. Lots of selfies being taken there. Seems to be coping well with there. Seems to be coping well with the attention at the moment. People obviously on this side hoping shell come back over, but as dickie was saying, shes an actress, shes used to being in public eye but i guess in her position as an actress, this is very much in her position as the latest royal fiancee. Very exciting to have an american member of the family. Theyll swap sides and see as many people as possible, getting as many people as possible, getting a chance to shake hands and get that all important a chance to shake hands and get that all importa nt selfie. A chance to shake hands and get that all important selfie. A young girl beaming there. Her mother, i think, took a picture of her and Meghan Markle. That will be unhurt social media feeds, she will be keen to share that with her friends. Media feeds, she will be keen to share that with her friendslj imagine share that with her friends. imagine there will be a lot of pictures being posted on social media today. A lot of pride for the city of nottingham. We said before, harry has said this city has a special place in his heart and its quite a big thing when you imagine how many royal engagements, how many royal meet and greet us, will now be Meghan Markles life and this is the very first. Harry o, bless him meeting as many people as possible. We should say that the meet and greet here today, this is a day of engagements. There are two engagements. There are two engagements. There are two engagements. The best is highlighting an issue that we know to be very close to prince harrys heart and that is aids, on aids day. Then moving on to a local charity and academy near by, trying to tackle Youth Violence. People here arejust tackle Youth Violence. People here are just bothered about meeting Meghan Markle as much as possible. Meghan markle, born and raised in california. Shes coping with the british climate, i wonder how. Were just going to come away from you for a moment, if we made. Well continue to talk here to the former Buckingham Palace spokesman and royal commentator, dickie. Do you think well be seeing a lot of prince harry and Meghan Markle between now and their wedding on these sorts of engagements . Even if we look at this generation of royals, the duchess of cambridge is due to give birth to her third child in april. She will be out and about as much as she comes to the close of her pregnancy and obviously the birth of their third child. We will see a lot more of harry and meghan out on the road. Meghan is going to be travelling quite a bit back to the states and back to canada because shes got family commitments there, but harry will want her alongside as many engagements as he does because theyre in nottingham, thats just one part of the country. Hes going to other parts of the country and he wants to introduce his bride to other parts of the country. Quite interesting hearing about how nottingham is cold. Meghan has lived in toronto for seven yea rs. Has lived in toronto for seven years. Toronto is unbelievably cold this is not cold by comparison were talking about 10 in toronto in some days and it is pretty windy. Shell be well accustomed to this and much colder. This could feel like summer to and much colder. This could feel like summerto hair and much colder. This could feel like summer to hair she will be going out with harry and he will wa nt going out with harry and he will want her. When theyre actually together, theyre actually putting their arms around each other so this relationship is incredibly close. They do love each other and cant keep their hands off each other. Theyre very tactile, which is nice to see with royal family. Just to repeat, yes, she will be going out with him time and time again. Here they are meeting the public. Behind they are meeting the public. Behind the scenes, dickie, which member is of the royal family will be talking to Meghan Markle, helping her prepare for her life as part of the royalfamily, once prepare for her life as part of the royal family, once the wedding takes place next may . Will the queen, for example, have conversations with her about her future role . Like catherine, who had william as mentors, meghan has harry as a. She doesnt need anybody else. A lot of it is common sense. A lot of it you pick up as you go a long, learn on the road. Harry is quite old fate with what should be done, how it should be done. He will give meghan a few tips. Theyll bounce ideas off each other. Its not sitting down in a classroom and saying, this is how we do it. This is what you can and cant do. Harry is a good mentors. Presumably theyll want they want wa nts to presumably theyll want they want wants to coach her, theyll want her to bring her own style, that breath of fresh air to all of these occasions. She is bringing its now on the walkabout. She brought it with her when there was a photo opportunity in the garden at Kensington Palace on monday. Very tactile. It wasnt sort of standoffish, you could drive a bus between the two of them. The body language was unbelievably loving. You could not drive a bus between the two of them. That will stay with her. She is a very open lady. Shes a great communicator. Shes always got a smile on herface, no matter what, and that is going to be good not only for harry, but good for the royalfamily not only for harry, but good for the royal family and for the uk. Were watching these images from nottingham. In amongst that melee of people there, prince harry and his fiancee, Meghan Markle, making their First Official visit together since the news of their engagement was announced by Clarence House on monday, at the beginning of the week. This is a city that prince harry has visited several times in the last number of months, certainly, and a city which he considers to be very special to him, according to his communications secretary. He said that prince harry was very much looking forward to introducing Meghan Markle to the city, as well. They are going to be doing a number of engagements here, raising awareness of hiv and aids. Dickie . One of the things i want to bring in is besides the hiv and aids pa rt bring in is besides the hiv and aids part of the engagement, which is the Clarence Higgins trust, which is close to harrys mother and which harry and william had taken an interest in, the other is full effect. It is a programme in nottingham, based at saint anne s school young people to get away from idea of crime, to men them. Full par effect is being sponsored by the royal foundation, of which the duke and duchess of cambridge and harry are patrons and once she has the title, in may at st georges chapel, Meghan Markle will also be a patron of the charity. Thats quite an important one because its all about young people getting away from the idea of crime. There are other things to do in life without having to steal and whatever. Its quite fitting that this First Official visit together is about charities. 0bviously shes done a lot of charity work long before she met prince harry, but well see that move towards the charities that the other Younger Generation of the royals are associated with. Absolutely. Its important to have. Shes pushed aside the charity shes been working with although shall probably keep an eye on them. Shell develop her own charities, probably much akin to what shes already been doing and assisting the duke and duchess of cambridge with their charities. Shes already in the humanitarian area as far as work is concerned and shell continue doing that. Just talk to us about the run up to the wedding. Not that far away, what can we expect . Its not that far away. The last royal to get married, albeit without a title, was Peter Phillips in 2008. Prince edward and sophie rhys Peter Phillips in 2008. Prince edward and sophie rhstones married in 1999 edward and sophie rhstones married ini999 and we edward and sophie rhstones married in 1999 and we mustnt forget the prince of wales and the now duchess of cornwall. They had a blessing in the chapel in 2005. It easily contained in windsor. There was speculation as to whether it would be at westminster abbey. That would provide a security nightmare, whereas st georges chapel within Windsor Castle is contained security wise. There would be, i would have thought, at least a carriage drive. Knowing harry and meghan, its quite likely they could well do i walkabout down the high street, which would go down. That would be absolutely brilliant. Also, harry wa nts to absolutely brilliant. Also, harry wants to bring the Great British public on want them included within the wedding. So theyll be people let into the present. This is not uncommon. It happened with edward and with the prince of wales. It happens every easter when the queens goes to church when the queen goes to church when the queen goes to church when the queen goes to church. They want to let a lot of people in and id imagine therell be a lot of outsiders into therell be a lot of outsiders into the chapel, as well. For example those associated with harrys charities. Lets go back to our royal correspondent in nottingham. Im not sure how long we anticipated this walkabout would be, but its certainly going on for quite a while. Theres definitely an appetite for more, isnt there . Yes, i think theyve been fairly vague about the timing because they werent quite sure how long it would ta ke to werent quite sure how long it would take to get from one side to another but its clear that lots and lots of people wanted to talk to them. The stretch was about 200 yards, maybe, between when they got out of the car and going down to the nottingham contemporary. Thats the contemporary. Thats the contemporary art building. As dickie was saying, theres a charity fair inside. Its World Aids Day today and theyll be heading on inside to speak to one representative from the Terrence Higgins trust. Theyll also be meeting representatives of the African Institute for social development. These are charities raising awareness of hiv and aids. An issue very close to his heart. In a moment, theyre heading inside. You just seen prince harry there as hes about to go inside. Lots of people very, very excited. And very proud, i think, people very, very excited. And very proud, ithink, its people very, very excited. And very proud, i think, its fair to say, that this is the place theyve chosen to make this first public walkabout after they have been here they will visit a local school. This is engagement number one. Engagement is engagement number one. Engagement is number two will be at a local school, where im told there are lots of very excited youngsters, no doubt looking forward to seeing prince harry, whos been to the school a couple of times before this year but this will be the first time he will be arriving with his fiancee, Meghan Markle. And one would imagine, as they had inside, that they would feel that this burst walkabout has gone pretty well. It hasnt rained, the sun is shining. Its definitely a little bit chilly, but a very, very warm welcome, i think its fair to say, from the people of nottingham. And i think were going to see prince harry and Meghan Markle disappear inside one of those buildings very shortly, just time for a few more handshakes. 0bviously wed been looking at these live images. Let me explain. 0nce they disappear inside, we then will later on get some images from that first engagement. Those images wont be live but well bring them to you once we get them. Dickie, you have thought on this. What is very typical of harry, particularly now that hes engaged and has brought meghan along with him, theyve not rushed the walkabout. Theyve taken their time, theyre talking to as many people as possible and if the actual arrival at the engagement slips, then so be it. Its been the best pa rt slips, then so be it. Its been the best part of half an hour, hasnt it . Yes, and theyre there to meet the people. Theyre there to do engagements, as well, but if the timing slips on those, it doesnt matter. It is important they meet as many people as possible. Theyre standing out there, theyre cold, theyve been waiting a long time and theyve been waiting a long time and the feeling is, well, if theyve waited for us, we can spend as much time as possible with them. Of course, so many people wanting to see the newly engaged couple. So well be back in nottingham in due course. Thank to our royal correspondent Sarah Campbell whos there and also thanks to Dickie Arbiter in the studio. Youre going to stay with us for a bit and well talk to you more later. Thank you. 0k. A former Police Detective from Scotland Yard has told the bbc he was shocked at the amount of pornography on a computer seized from damian Greens Office. Neil lewis, a computerforensics expert, examined the device during a 2008 enquiry into government leaks. Damian green, now the first secretary of state, said he never watched or downloaded pornography on the computer. In the past few minutes, scotland ya rd in the past few minutes, Scotland Yard said it was examining allegations that the former detective disclosed confidential information. Our Home Affairs Correspondent danny shaw has this report. Hes theresa mays oldest and most trusted political ally but now damian green is facing a battle for political survival with claims he viewed pornography on his work computer. Mr green has vehemently denied the allegations. I had an exemplary record. But now the detective who examined the device has given me his account. The shocking thing was that as i was viewing it i noticed a lot of pornography thumbnails, which indicated web browsing. But a lot. There was a lot of them. So i was surprised to see that on a parliamentary computer. How many images did you see on that . Thousands. Thousands of pornographic images . Thumbnail images. The computer had been seized in 2008 after police raided damian Greens Offices. The mp, then in opposition, was the subject of an unrelated inquiry into home office leaks. He was never charged. How can you be sure that it was damian green who was accessing that pornography . There is a sort of phrase you cant put fingers on a keyboard. So, i cant say that. But the computer was in mr Greens Office on his desk, logged in, you know, it was his account, his name. In between browsing pornography he was sending e mails from his account, his personal account, reading documents, writing documents. The Cabinet Office is examining the pornography claims as part of a wider inquiry into mr greens conduct. But neil lewis hasnt been asked to give evidence. A spokesperson for damian green said it would be inappropriate for mr green to comment while the Cabinet Office investigation was continuing. However, the spokesperson said that damian green had never watched or downloaded pornography on the computers seized from his office. Mr green maintains his innocence. Danny shaw, bbc news. Weve had a brief statement from damian greene, speaking outside his home at short while ago. He said. Isaid im home at short while ago. He said. I said im not commenting any further while the investigation is going on. Ive maintained all along, i still going on. Ive maintained all along, istill maintain, going on. Ive maintained all along, i still maintain, it is the truth that i didnt download or look at pornography on my computer. 0bviously, while the investigation is going on, i cannot say any more at the moment. So that, a brief statement from damian green outside his home a little earlier. Speaking on the bbcs today programme, the conservative mp, david mitchell, a friend of damian green, said the hounding the cabinet minister. Handing the cabinet minister was wrong. Mr greene has been emphatic in what hes said. He has said repeatedly that he never downloaded zero viewed this material. But i think mr greene is entitled to be believed. You are not guilty until proven so in this country and i think the handing the macro hounding of mr greene over information which eve ryo ne of mr greene over information which everyone is clear was entirely legal and which he has emphatically denied either downloading or viewing is com pletely either downloading or viewing is completely wrong. It is the contrast between what he has said, the denials about downloading or watching pornography and what this retired police officer, the man who himself look at the computer in question, has said on the record to one of our correspondence. 0n the point about how sure he is that it was mr attempt to mr green, although he cant but fingers on the keyboard, this was a computer on his desk, logged in, his account, in his name. There was other activity going on at the same time, for example sending e mails. Its ridiculous to suggest anyone else could have done it. I think that if you listen to the top of his interview, where he says he cannot be absolutely certain, then i think you should place some weight on that. I think there are a number of other important issues here. Two. Festival, he makes clear there was no prosecutor in prosecutable evidence here. Regardless of who downloaded this stuff, it was legal. Nine years later, after a pretty contentious raid of a senior politicians office, entirely legal information has now leaked, nine yea rs information has now leaked, nine years later, to blacken the name of serving cabinet minister. I think thatis serving cabinet minister. I think that is wrong. Its just after half past 11, lets ta ke its just after half past 11, lets take a look at the Weather Forecast now. Simon king. Its the first day of meteorological winter, ironically its going to get less cold as we go into the weekend, but we still have had a few wintry showers around the scottish borders, the north east of england. But as we go through the rest of today, snow will become mostly confined to the really high hills of north east england, a lot of it just hills of north east england, a lot of itjust rain falling at lower levels. More cloud rolling into scotla nd levels. More cloud rolling into scotland and ireland, sunshine elsewhere and lighter winds compared to yesterday. Temperatures up by a couple of degrees. 0utbreaks to yesterday. Temperatures up by a couple of degrees. Outbreaks of light and patchy rain moving into wales, the midlands, eastern and southern areas of england, but with that blanket of cloud it is not going to be so cold. Less cold for the weekend, lots of cloud around, and there will be a little bit of rain, especially during saturday. This is bbc news, our latest headlines. Mps say border controls between Northern Ireland and the Irish Republic are inevitable if the uk leads the eu Single Market and Customs Union. The Commons Brexit committees says ministers have failed to explain how theissue ministers have failed to explain how the issue can be resolved, and that the issue can be resolved, and that the proposals they have come up with are untested and speculative. Hilary benn is the chair of the committee. Currently we dont see how it would be possible to reconcile the objective that there should be no border, and no physical infrastructure after we leave, which is something we all support and share, including the government of the republic of ireland, and the decision the government has reached to leave the Customs Union and the Single Market. Because it will then become the border between the uk and the other 27 Member States of the eu. Now, the government has suggested that technology might provide the answer, at the moment however the government admits that its proposals are untested, and crucially, the republic of ireland, which will be on the other side of the border, is not convinced that can deliver the no hard border, no infrastructure can deliver the no hard border, no infrastructure aim everybody shares. We have called on the government to share in more detail how exactly it thinks this can be made to work, because there seems to bea made to work, because there seems to be a conflict between the two things at the moment. Lets talk to our ireland correspondent chris page. Hilary benn and the majority of them Commons Brexit Committee Say ministers have failed to explain how the border issue can be resolved. Is that a common view where you are, and do people say they are still puzzled as to how this can work . think certainly along the border people do have these concerns in particular. I think whenever you look at the proposals set out by the government during the summer, what is clear is that everybody involved in the brexit negotiations shares the same aim, which is that they do not want the return of any checkpoints on the land border. Where there is a difference of opinion between the uk in the eu, it seems, is how you achieve that. The british governments proposals were basically that technology could be a major help, that you could have, for Small Businesses, and exemption from customs, for bigger businesses, they could have whats called a trusted trade system whereby they would for example declare goods online and they would then be electronically monitored. Has there been any detailed exploration or work done on this technology, because we heard there from the Brexit Committee that they think a lot of this talk of technology is speculative . That is something you will hear from People Living along the border, business people, they will Say Technology is all very well, but how do we know it is going to work . Such a system doesnt really exist anywhere in the world. But there are people who would say look, brexit is a work in progress, we have to get into the detail of this, the government will say all this cannot be sorted until the brexit talks move onto the next phase, which will discuss the future trade relationship between britain and the eu, because only then can you see what trade restrictions if any of there will be between britain and the Irish Republic, and what the border will look like. So at the moment, how would you characterise the good the separation between the good the separation between the Irish Government position and, say, the position of the dup, who said yesterday that if there was any hint that the government was going to placate the eu and the Irish Government, by treating Northern Ireland differently, then they would have to rethink their support for the conservative government. Yet the macro all this week the dup have stepped up their attacks on the Irish Government, making out that the Irish Government are putting pressure on britain to set up some sort of special arrangement, to offer some kind of arrangements for Northern Ireland after brexit, which would mean Northern Ireland continues to follow the rules of the european Customs Union, even if the rest of the uk doesnt, that would mean checks between Northern Ireland and the rest of the uk. As unionists they also say it would be catastrophic for the Northern Ireland economy, because most people they say would regard the uk government as market is more important. The Irish Foreign minister has been speaking to reporters today, and he says that there is progress being made on this issue, but he does feel it will be possible in time to reach an agreement for a particularly critical eu summit on the 14th and 15th of this month, when it will be decided whether or not to allow the border issue to move to the next phase. But the dup, the Irish Government also feel this is time for them to maximise their influence on the brexit negotiations. They perform a catalan ministers are appearing in the Supreme Court in madrid to appeal from the for the release from prison so they can campaign in the regional elections. For more on this, we can go live to kevin lee in madrid. Gavin. Whats the thinking on the chance of them being freed . Bear in mind that six men and two women who are all pa rt six men and two women who are all part of the carbon that cabinet, who all voted legally for independence, said they would start a republic of catalonia, they have spent about a month in prison with two independence activists, so what we two independence activists, so what we what has been happening so far is that four of them have said they understand that since then the government Spanish Government took over with emergency powers, and they will abide by that, but they said they will not abscond or flee prison like what happened with the former president who went to belgium. He is fighting an extradition request with four other ministers facing allegations of sedition and rebellion. These are the charges then, that the ministers face. This crime can carry up to 40 yea rs face. This crime can carry up to 40 years in prison. Ive been speaking toa years in prison. Ive been speaking to a former president , he is just here in front, i want to have a quick word with the coordinator for the party. Tell us perhaps about the experience, you have been to see some of the ministers in prison. Tell me about that. I was able to visit them in the mains prison, they feel fairly good considering they feel fairly good considering they were in prison, but they didnt understand why they were there. But today i have hope, ithink understand why they were there. But today i have hope, i think they are going to be released, maybe on monday because the decision of the judge came on monday, and they are very strong people with a lot of feelings, and i am sure they will be fine until monday. How can you have an Election Campaign which starts on tuesday, when you have other moment ex ministers, party candidates, in prison, it sounds chaotic. How do you carry on campaigning next week . Yes, this is not normal in a democracy, but on the other hand we are just trying to reorganise, considering all the measures the president could give from belgium, and on the other hand, all the meetings and rallies rallies we we re meetings and rallies rallies we were organising catalonia, and we hope the prisoners will be helping and explaining the situation they have now. Is in three weeks time the Independence Party pulls off another electoral win, do then renounce the idea of a republic of catalonia and say, ok, we will abide by the constitution, and play by the rules . By the constitution, and play by the rules . The only thing we can do is just win in this these elections, and we need this clear message to europe that this societys ready to have a new state, but on the other hand, if we cannot win, we have to sit on the table and say we are not enough people, and we need to keep going in order to have a majority. But i am absolutely convinced we have the majority of people ready to arrange reorganisation of a new state, and the first step is winning these elections. I briefly spoke to a key figure who himself was removed from position after having a consultation back in 2014. He says he believes it gives a momentum to the parties, and briefly, privately, if they are released on monday and they can campaign here, thejudge may go that way, the spanish Senior Source in government says it could galvanise the campaign for independence. An Extraordinary Campaign starting in a couple of days please post time. A couple of days time. A former Police Detective from Scotland Yard has said he was shocked at the amount of pornography on a computer seized from damian Greens Office. Damian green, Neither First secretary of state, said he never watched downloaded pornography on the computer, and in the last hour scotla nd the computer, and in the last hour Scotland Yard said it was examining allegations that the former detective confidential information. A few hours ago damian green made the statement. Iam not the statement. I am not commenting any further while the investigation is going on, i still maintain it is the truth that i did not download or look at pornography on my computer, but obviously while the investigation is going on, i cannot say any more. Damian green, speaking a short while ago. London mayor sadiq khan is to take control of the west ham stadium, the former 0lympic control of the west ham stadium, the former Olympic Stadium, after what city hall called a catalogue of errors left taxpayers footing a £20 million annual bill. The independent investigation found that west ham we re investigation found that west ham were not shouldering an appropriate share of the cost and financial risk involved in transferring the stadium from 0lympic venue to premier league stadium. Joining me now is mark hall, from the west ham supporters association. You have had the chance to look through the details of this independent review. What is your reaction . The deal obviously points a points out that west ham took the deal that was on the table, but i think there is a case to be made that west ham have not paid their fairshare that west ham have not paid their fair share towards the stadium, and i think sadiq khan is right to take control of the issue and look to ta ke control of the issue and look to take some of the burden of the taxpayer. So what do you think the financial implications could be for the club . Obviously it is for them to renegotiate the deal, and west ham are going to have to sit down and look at the contract again, but i suspect that you cannot pass on to the taxpayer the huge cost it is currently costing the stadium. understand west ham say the original deal is watertight, so i guess any challenge may be one that is fought potentially in court over a protracted period, but what reaction have you got from supporters . Firstly, west ham supporters are taxpayers as well, so they are equally disappointed, a lot of us live in or around the area so we obviously want the best deal for all taxpayers money. Secondly, they have overpaid for the stadium as it is, the promises have not been met met. Part of the report alludes to the fact that the club knew that the distances from the pitch were going to be far greater than they were. I dont think west ham supporters would want to pay any more for the stadium, especially if that has a knock on effect on prices to get into the stadium, and season tickets, etc. In a moment a summary of the Business News this hour, but first the headlines on bbc newsroom live. High street shutdown royal bank of scotland closes a quarter of all its branches it says Online Banking it says Online Banking is the reason. Prince harry and Meghan Markle have begun their firstjoint official visit in nottingham, arriving to cheering crowds and meeting members of the public. A former detective has told bbc news he was shocked by the amount of pornography he claims was on a parliamentary computer seized from damian Greens Office. First secretary of state mr green has vehemently denied looking at pornography at work. In the Business News. Trying to negotiate a post brexit trade deal with the us would be a waste of the uks scarce resources, acccording to the Nobel Prize Winning economistjoseph stiglitz. The former World Bank Economist warned the uk should not trust mr trump. Royal bank of scotland says its closing 259 rbs and natwest branches with the loss of 680 jobs. The state owned company said more people were choosing to bank via computers and mobile phones. In scotland, the rbs closures represent one in four of its branches. British factories enjoyed their best month in more than four years in november, according to a closely watched survey. The ihs markit cips purchasing Managers Index showed that activity rose to a four year high of 58. 2 compared to 56. 6 in october. Some businesses noted higher sales to clients in europe, the americas, asia and the middle east. So, royal bank of scotland has announced its to close 259 branches resulting in 680 job losses. The latest round of closures at the state owned bank follows 180 announced in march. The bank says it wants to reduce costs and encourage customers to use online and mobile services. Joining us now is chris roebuck, a visiting professor of Transformational Leadership at Cass Business School and former head of talent at ubs. Given your experience, what do you make of this decision . Doesnt rbs risk alienating its core customers . I think we all have to accept there has been a fundamental change in the way we work with organisations, and this is about a much wider picture than just this is about a much wider picture thanjust rbs. This is about a much wider picture than just rbs. We are all moving away from bricks and mortar to online. That is great for these organisations, but they all have to accept that within that process, the maybe people within the Customer Group who are either unable to move online, orfor whom it group who are either unable to move online, orforwhom it might group who are either unable to move online, orfor whom it might not be appropriate. The responsibility is not just to make appropriate. The responsibility is notjust to make money for their investors, we have to accept that the leaders of these organisations need to recognise the social responsibility they have, particularly to communities where they have a particular part of the community structure. And it is not just these people, it is also business customers, because plenty of people still use checks, and this simply will not be able to bank them so easily. And that could drive them away. It is about understanding what your customers want, and making sure that your service your entire customer base, and if you are going to withdraw those services, you need to withdraw those services, you need to find a solution, particularly for customers who could be significantly disadvantaged, like Small Businesses or the elderly. Small businesses have a lot of cash, they need to do something with it. However, the chief executive has a goal to return the bank to profitability, which he says he is on track to do next year, and that is key, is it not, to make sure the taxpayer does not lose out. As with all of these things in terms of the leadership of these organisations like this, they have to balance what they do in terms of making as much money as possible, in a way that is socially acceptable. This is the zist socially acceptable. This is the 21st century, you cannotjust make commercial decisions that have Significant Impact upon communities, ina way Significant Impact upon communities, in a way that you do not suffer consequences if they have negative impacts. Chris, thank you very much for talking to us. Lets check in with the Financial Markets now. The ftse 100 is trading lower again. We hope to see more pictures from nottingham, where prince harry and Meghan Markle are on their first joint engagement. In a moment, we say goodbye to viewers on bbc joint engagement. In a moment, we say goodbye to viewers on bbc two, first, the Weather Forecast with simon king. Lots of excitement yesterday with the snow across eastern areas of the uk. This morning we still had snow showers are affecting north east england and across eastern scotland, aberdeenshire this morning, look at that, but you notice in the sky some brighter weather. Things turning a little bit less cold over the next few days, and north westerly wind is bringing ina few days, and north westerly wind is bringing in a lot of cloud as we go into the weekend, but in the meantime, for many of us, still enjoying some sunshine. This is the scene in torbay. But the cloud is thickening up across scotland and Northern Ireland, still some showers, but they are in showers, across parts of east yorkshire, lincolnshire, and down towards east anglia, and we will see rain moving its way into scotland for this afternoon, some of that rain also in Northern Ireland. Temperatures six or seven celsius, still a bit chilly towards aberdeenshire and the borders. Some sunshine into north west england, wales, the south west of england, gradually losing the showers from pembrokeshire and cornwall. But the midlands, eastern and up into the north east of england, just a bit more cloud, still the risk of some showers into the afternoon but lighter winds compared to yesterday. Tonight, the cloud across northern parts will gradually move south, but with it there will be a few spots of rain, light and patchy, but with that blanket of cloud it will not be anywhere near as cold as the last few nights. Temperatures staying above freezing. But going into the weekend, this milder and less cold air filtering weekend, this milder and less cold airfiltering its weekend, this milder and less cold air filtering its way southwards, so we lose that biting wind, and for many of us you will notice a bit of a difference. So, milder or less cloud this weekend cold this weekend, there will be light rain around, particularly so on saturday. A frost free starter saturday, then, lots of cloud around, rain across wales, the midlands, there will be sunny spells of opening here and there, but on the whole it is cloudy. Temperatures about seven or eight celsius, a bit of rain to the far north of scotland moving back m, far north of scotland moving back in, associated with a weather front which will move southward saturday night into sunday. It is quite a week feature, really, well it will be giving cloudy skies cloudy skies and rain, for many, a bright day on sunday, until it is backed up to where they should be for the time of year. And temperatures back up to. This is bbc news, and these are the top stories developing at midday. First secretary of state damian green denies fresh claims that he looked at pornography at work. The countdown to todays draw in russia is under way. Good afternoon. Its friday 1st december. Welcome to bbc newsroom live. The first secretary of state, damian green, has again emphatically denied looking at pornogrpahy in his parliamentary office. Scotland yard says its examining allegations that a former detective disclosed confidential information about alleged images on his computer. The retired officer, neil lewis, told bbc news that thousands of images of legal pornographic material were found on mr greens parliamentary computer during an inquiry into government leaks nine years ago. The metropolitan police has also said, for the first time, its co operating with a Cabinet Office inquiry into the conduct of theresa mays deputy. Speaking this morning outside his home in kent, mr green again insisted the allegations were not true. Well have his comment in a moment, but first this report by our Home Affairs Correspondent danny shaw has flash photography. Hes theresa mays oldest and most trusted political ally, but now damian green is facing a battle for political survival with claims he viewed pornography on his work computer. Mr green has vehemently denied the allegations. Had an exemplary record. But the computer was in mr Greens Office, on his desk, logged in, you know, it was his account, his name. A short while ago damian green made this short statement. Isaid im i said im not commenting any further while the investigation is going on. Ive maintained all along, i still maintain it is the truth, that i didnt download or look at pornography on my computer, but obviously while the investigation is going on, i cant say any more of that. What do you make of what the officer has to say . Well be talking more about this story soon when i talk to our Political Correspondent. Crowds have welcomed prince harry and his bride to be Meghan Markle to nottingham, where the couple are taking part in their First Official visit since announcing their engagement. The prince and miss markle are using their trip to raise awareness of hiv and aids. Later they will also visit a local school. The couple announced their engagement on monday and are due to marry in may. Our royal correspondent Sarah Campbell is in nottingham and we can speak to her now. Big crowds there. Huge amount of interest in this firstjoint engagement the couple. Yes indeed. This is the lull. They are in the contemporary arts centre in nottingham. Were in the old part of the city. Youll see from the pictures when they were walking around, they arrived herejust pictures when they were walking around, they arrived here just after 11am and took Something Like half an hour to walk a relatively short stretch from just outside the Justice Museum to the contemporary art centre. I would estimate there we re art centre. I would estimate there were about 1000 people here, maybe. The crowds were so deep you couldnt walk up and down. They followed them as they walked down the street. A very as they walked down the street. A very warm welcome as they walked down the street. A very warm welcome for Meghan Markle, its fair to say. A lot of pride here from people that this is where prince harry chose to bring his new fiancee for her first engagement and their First Official engagement together. We know they are due to be married in may of next year, so an exciting time for them. It was only on monday that the announcement was officially made. Today was the first chance, really, for the British Public to get to know the person who will become the newest member of the royal family. At one will become the newest member of the royalfamily. At one point, she picked up somebodys glove that had fallen on the floor. Its very cold here. She herself wasnt wearing gloves, i would here. She herself wasnt wearing gloves, iwould imagine here. She herself wasnt wearing gloves, i would imagine to the delight of the cloud, because it meant people could get a bit of a closer look at that diamond engagement ring. She was very tactile when she was walking around, very tactile with prince harry but also shaking peoples hands and with the ring on display and somebody in the ring on display and somebody in the cloud brought a barn owl to meet her. I think Meghan Markle got a flavour of perhaps the eclectic cloud that she is likely to meet in her years as a member of the British Royal family. Her years as a member of the British Royalfamily. An her years as a member of the British Royal family. An exciting first day certainly for the people here in nottingham. Just to let you know what will happen now. She is due to be in there for a little while longer and theyll then move onto the second engagement of the day, which is to a local school, big academy in nottingham and there they will meet some people involved in a project, which the royalfoundation have been involved with. That is the trust which works on behalf of the duke and duchess of cambridge and prince harry and, after Meghan Markle is married, she willjoin the royal foundation. She will be very much the fourth member of this trust, which is spending such a lot of time helping people like full effect, which is tackling Youth Violence. At the moment, its World Aids Day and their inside meeting representatives from charities like the Terrence Higgins trust and other aids organisations. Raising awareness of that issue. An issue that has been very close to prince harrys hard and something very close to his mother, diana, princess of waless hard. Quiet outside but no doubt the crowds will ramp up again as they wait her departure, moving onto the second engagement of the day. Doubt about that, thank you very much for the moment. With me is royal commentator and former Buckingham Palace spokesman Dickie Arbiter. Dickie, we obviously watched that walkabouts together at 11am. It lasted for about half an hour and since then, lots of people have been getting in touch with you talking about how tactile they are as a couple. Is that quite unusual to see on this sort of royal walkabout . Meghan markle is just getting used to being a member of the royal family in waiting, i suppose you could say. Interested you ask. Sarah made that point, how tactile she was. She bends down, picked up somebodys glove. Somebody had been saying, are there rules . There are no rules. It is up to the individual. Casting my mind back 36 yea rs individual. Casting my mind back 36 years to the time of the engagement of the prince of wales and the late diana princess of wales, they were very tactile in public. People have forgotten about that or people cant remember. But yes, they were very tactile. It is really up to the individual. Harry has always been tactile. Harry is touchy feely, he has always been we saw him at the invaders games, he communicates how tactile he is with the various participators. Tactile he is with the various pa rticipators. At tactile he is with the various participators. At the inn victors games. Expect us to see more of these. If you look at the interview, these. If you look at the interview, the official photocall on monday, and now this today. They are clearly very at ease with one another. No problems about showing that in public. Incredibly at ease and she wasnt wearing gloves. The only two member of the royal family who wear gloves are the queen and the princess royal. Diana, princess of wales, didnt. Princess margaret did but sarah, duchess of york, didnt. Its not unusual. As we said earlier, its not cold in nottingham for meghan. Shes known cold in toronto and new york. It is not cold she may well have thought of that point that sarah made, knowing the public would want a good look at the public would want a good look at the engagement ring. We were talking a little earlier about the relationship between prince harry and the media, what he and his brother, Prince William, have said about the medias attention on their late mother, princess diana. How do you think he will feel about the Media Attention his bride to be, Meghan Markle, is now receiving . He will want to see it contained. As far as the british media are concerned, they really do contain themselves. But its the freelance photographers, the paparazzi, you cannot stop them will stop the thing is that now, meghan is engaged to prince harry, there is protection, which there wasnt before. We saw even before Kate Middleton got engaged to the duke of cambridge, how photographers pick used the macro pursued her. We saw how photographers pursued diana. They held back now that shes engaged. There will be an element of control, but she wont have that problem that she might have had the past. Someone has tweeted, asking how much advise Meghan Markle will get from the duchess of cambridge . Reasonable question. Here is someone who was brought up outside the royal family, has to get used to the life. Presumably one would imagine quite a lot. It will be quite a lot. They will talk a lot. In the nicest possible way. The duchess of cambridge will help, will advise, but her main mentors will be harry in the same way that kates mentors william. Their relationship was eight years before they got married. Harry and meghan have been together 18 months. Meghan really can take ca re of 18 months. Meghan really can take care of herself. Shes an actor, shes been out there, she knows what to do, whatnot shes been out there, she knows what to do, what not to do, and harry will help her along the way, as he has done so today. Watching her do the walkabout, she didnt need much help. It really didnt look like it. Dickie, thank you very much. Royal bank of scotland has announced its to close one in four of its high street branches, shutting a total of 259 resulting in 680 job losses. The latest round of closures at the state owned bank follows 180 announced in march. The bank says it wants to reduce costs and encourage customers to use online and mobile services. An investigation into the london Olympic Stadium describes the deal with west ham united as onerous, saying it does not represent value for the tax payer. London mayor sadiq khan is to take over control of the stadium in order to renegotiate a better deal for the government, after what city hall called a catalogue of errors left taxpayers footing a 20 Million Pound annual bill. The independent investigation found west ham were not shouldering an appropriate share of the cost and financial risk of the stadiums transformation from olympic venue to premier league stadium. Our sports correspondent, joe wilson, is here. Just take us back to the beginning of this, reminded us about the origins of this deal. If you go right back, you are faced with a situation as so many olympic cities are that you got this whopping great stadium which is theyre essentially for a couple of weeks of the olympics and then what happens afterwards . Olympics and then what happens afterwards . How do you stop it becoming a White Elephant . This is what the new council have referred back to today. They have to do something and when you look at it, getting a premier League Football tea m getting a premier League Football team in there is the best way of getting a week in week out revenue and trying to fill 60,000 seats. Weve known for a long time there is been a perception that west ham united got a good deal out of this. A brand new stadium they didnt need to build and we are aware of the amount of rent that they pay and their contribution to the conversion costs were small. What sadiq khan has done is commissioned his own investigation and he has been critical of the deal which was done by his predecessor, borisjohnson. A bungled decision which has the previous mayors finger prints all over it. Its not quite political in that sense. Hes taking over and wa nt to that sense. Hes taking over and want to try to maximise the revenue and improve the financial situation if he can. He says he was to renegotiate deals and minimise ongoing losses. Whats the response of west ham to this . Its interesting. If you are a landlord in any situation you want to try to maximise resources. Do you have the option of changing got talent . West ham have made it clear that they dont. They say they welcome the decision to step in from the mayor, but in their words they think theyve got a legally binding 99 year lease. Theyre going back to that initial agreement and saying that initial agreement and saying thatis that initial agreement and saying that is watertight. For his part, weve heard from an ally of Boris Johnson who says, look, weve got a secure tenant in the football team, we got millions of people coming to the olympic site. Hes defending the legacy and trying to throw the blame back to the previous Labour Administration that led to the idea of putting a stadium there in the first place. The big thing is, is it a football stadium or an athletic stadium . The cost of converting it between the two is one of the costs that new council admits it massively underestimated. On an ongoing basis, despite this lease arrangement that west ham have, presumably there flexibility, scope within that to renegotiate how much they might pay on an ongoing basis, costs change obviously. Does it look likely that west ham could end up paying more in order to remove some of the burden as this review might have it from the taxpayer . I think theyll be relu cta nt to the taxpayer . I think theyll be reluctant to do that. We know from the deal that was done. For example, this is a possibility that they get relegated. If they are suddenly not a premier league club and their income declines, if they have a sustained period outside the premier league, revenue goes down massively. There are things in place for them to pay less if that were to happen. What theyll look at is stadium naming rights, most stadiums have a commercial company attached to it, which reporters like me are supposed to mention every time we talk about the stadium. There is not one in place for that stadium, the formerly big stadium. Maybe there would be and it would be those kind of things i reckon the mayor would look to do to maximise the revenue that existing stadium. Pretty complicated. Thank you. The headlines on bbc newsroom live first secretary of state damian green denies fresh claims that he looked at pornography at work. Prince harry and Meghan Markle hold their first joint official visit since announcing their engagement. An independent review has criticised the deal to convert the former Olympic Stadium into a new ground for west ham united. Lets head back to the bbc sports centre. Lots of guys on russia and that big football draw. Were only a few hours away from the draw for next summers world cup in russia. Proceedings begin at three oclock in the kremlin its live on bbc 2 england the only home nation to make it through. Afterwards will come the inevitable discussion of englands chances of success manager Gareth Southgate says his squad are aiming to peak in 2022 but he wont limit their expectations this time round we have won a knockout match since 2006. Our last two tournaments have been a big disappointment, so weve got to remember where were starting from within this group of young players, but equally they are fiercely ambitious. I think everything is ahead of them and its not for me to put a limit on expectations. Sam burgess will captain england in tomorrows Rugby League World cup final. He replaces sean oloughin, who has a thigh strain. England take on australia in brisbane for a title theyve never won. Its not ideal to lose shaun. Hes a huge part our success in getting here for the past couple of years. Its not ideal to lose him and its a bittersweet moment. Im super excited, super proud to captain the tea m excited, super proud to captain the team tomorrow. Its not a job i take lightly. I really enjoy doing it. If im honest, not a lot will change tomorrow for me. Weve got a group of great players, full squad, staff, everyone. Weve all got a role to do tomorrow and mine will still be the same as through the whole tournament. Craig 0verton has been added to the england squad for the second ashes test, which starts tomorrow. He joins the 11 players that lost the opening match. Moeen ali bowled in the nets today despite his injured finger but even if he cant bowl in adelaide, hell still play as a batsman. The decision was given an extra day of trying to wrest it and make sure its as ready as it can be. Have another look at things after practice and see how he is them and see if theres any more damage to it and then well have to make a decision from there. After practice will have a clear indication of whether hell be fit to bowl. His batting has been a huge part of our tea m batting has been a huge part of our team for a long time and stop i think he would still play as a batter. Ill be backjust after the one oclock news at about 130 pm. See you then. Lets get more now from the story that Scotland Yard says its examining allegations that a former detective disclosed confidential information about the first secretary of states computers, after damian green was accused of viewing pornography on his parliamentary machine. Mr green has denied viewing porn at work. Our Political Correspondent iain watson is in westminster and we can speak to him now. Good afternoon. It appears that neil lewis, the retired detective, hasnt given or been asked to give any evidence to the Cabinet Office enquiry. Do you have any sense that that will change . Not at the moment but the Cabinet Office enquiry into damian greens behaviour more widely will have to take account of what neil lewis is saying. As far as im aware, they have spoken to bob quick, his Commanding Officer at the time, when the allegations of an graffiti was found on damian greens computers was initially made. This came from a raid in 2008 on an unrelated matter of looking into the home office leaks. I think theyll consider what has been said today, but neil lewis was very clear he been asked himself to give evidence to the Cabinet Office enquiry and he says he was motivated to come out with his claims today because hed seen with his claims today because hed seen denials by damian green. Those denials have gone through something ofa denials have gone through something of a slight recalibration, i think, because initially these claims were made by that senior officer in the sunday times at the beginning of last month. At that time damian green denied allegations about the computer and the material. Today, he simply says he denied downloading or viewing pornographic material after neil lewis made his concerns public. Nonetheless, fundamentally, this comes down to whether or not damian green is telling the truth. Very, very clearly in this whole saga, the police are not alleging that pornographic material was illegal, so the question is whether or not damian green was correct to say that he had no knowledge of it at the time of the initial allegations. That is to some extent depends on who you believe. On a wider front, this enquiry into damian green, the whitehall enquiry, the Cabinet Office enquiry, which we respect the report from, is looking at wider issues including whether or not he behaved inappropriately to a young female journalist. Thank you very much. Mps scrutinising the governments brexit plans says border controls between Northern Ireland and the Irish Republic are inevitable if the uk leaves the eu Single Market and Customs Union. The Commons Brexit Committee Says ministers have failed to explain how the issue can be resolved and that the proposals theyve come up with, such as the use of technology are untested and speculative. For conservatives and want democratic unionist mp refused to endorse the report. Lets speak to chris page. I bigger one, we heard earlierfrom him when he explained more about the proposals for customs after brexit. Whenever you look at the proposals that were set out by the proposals that were set out by the government during the summer in the government during the summer in the paper on the irish border, what is clear is that everybody involved in the brexit negotiations shares the same name, that they dont want the same name, that they dont want the return of any checkpoints on the land border between Northern Ireland and the Irish Republic. Where there isa and the Irish Republic. Where there is a difference of opinion between the uk and the eu is how you achieve that. The british comments proposals in that paper were basically where technology could be a major health, that you could have for Small Businesses who they say make up the majority of cross border traders, they could have an exemption from customs. From dunn for bigger businesses, they could have a trusted trader system, whereby they would declare goods on line and goods would then be electronically monitored. Has there been any detailed explorations war work done on this technology . We heard there from the Brexit Committee that they think a lot of this talk of technology is speculative. Yes, that again is something you will hear from People Living along the border, business people. They will say that technology is all very good to talk about, but on the other hand, how do we know its going to work . Such a syste m we know its going to work . Such a system doesnt really exist anywhere in particular in the world. There are people, particularly those who would support the idea of brexit who would support the idea of brexit who would say, look, its a work in progress, we have to get into the detail of this and the brexit negotiations still have some way to run. The government will say all this cant be sorted until the brexit talks move onto the next phase which will discuss the future trade relationship between britain and the eu. Its whenever you get into the details of trade and trade restrictions if there will be any between Northern Ireland and the republic, that you can see what the border will look like, what checks will be needed and how that could be accommodated by technology. Health inspectors have ordered a review of all nhs Radiology Services in england, after a hospital in portsmouth failed to spot three cases of lung cancer. The investigation by the Care Quality Commission also found that 20,000 chest scans had not been assessed correctly at the Queen Alexandra hospital. The trust has apologised to the families affected. Mark lobel reports. An alarming backlog of unchecked medical scans has been found at the Queen Alexandra hospital in portsmouth by the Health Services regulator, after a member of the public raised concerns. The Care Quality Commission found between the 1st of april 2016 and the 31st of march this year, 26,345 chest x rays and 2,167 abdomen x rays had not been formally reviewed by a radiologist or an appropriately trained clinician. Some had been checked but byjunior doctors, who complained that they had been asked to do so without appropriate training. In some cases where x rays had been declared clear, radiologists went on to spot cancer on later scans. In a statement, the Care Quality Commission said portsmouth nhs trust said the Health Regulator has now written to all trusts in england the Health Regulator has now written to all trusts in england to build up a National Picture of how quickly patients x rays are viewed. But tackling the problem will be tough. Experts have warned of a desperate shortage of radiologists across the country, and a backlog of hundreds of thousands of x rays and scans. Portsmouth hospitals nhs trust chief executive mark cubbon said we have issued an unreserved apology to the families of the three patients who experienced harm because of the delays to their care. We have carried out a thorough review of the scans and x rays reported so far. To date nearly 50 of the backlog has been cleared and we are in touch with any patients as necessary. Its almost 12 30pm. Its the 1st of december. Lets call this hour whether advent calendar. Thank you. The 1st of december marks the first day of meteorological autumn. Of course, we got astronomical autumn on the way later. The first day of winter sta rts later. The first day of winter starts today as far as were concerned as meat urologist. It is turning milder over the next 24 hours. Well lose the snow showers weve had in the last few days. Instead, well be rolling in a lot of. We wont, really, but Mother Nature will roll in a lot of cloud over the atlantic and bring in bits and pieces of light rain and drizzle. By early saturday, it is mostly drizzle. By early saturday, it is m ostly a bove drizzle. By early saturday, it is mostly above freezing. In towns and cities around two, three, 4 degrees. Those sorts of values. A lot of cloud across the north, west, spots of rain in one or two places but also a little bit of sunshine. It is going to feel a bit less cold. I dont want to use the world mile too much because its pretty chilly. Those temperatures around six in leeds and around 80 degrees on the south coast. A bit warmer still by the time we get to sunday. Goodbye. This is bbc newsroom live, our latest headlines. First secretary of state damian green has denied fresh claims that he looked at pornography at work. Well hear form our africa correspondent Andrew Harding. The Argentine Navy has abandoned efforts to rescue the crew of a submarine that disappeared two weeks ago with 44 people on board. The search for the vessel will continue but theres growing anger at how the affair has been handled. Andy beatt reports. Ships, submarines and aircraft from at least 18 countries have spent a fortnight sweeping the southern atlantic off the argentine coast. The intensive round the clock search covered 40,000 Square Kilometres and involved 4,000 people. But with no sign of the ara sanjuan, attempts to rescue the crew have been abandoned. Translation the ministry of defence and the Argentine Navy declares that as of 1620, on thursday the 30th of november, the search for the sanjuan is closed. The german built diesel powered vessel was on routine patrol when it last made contact. When it last made contact, its crew reporting some kind of electrical breakdown. Shortly after that a sound detected below the waves near its last known position. The Argentine Navy said the noise, or hydro acoustic anomaly, was consistent with an explosion. News that the operation had switched from rescue to recovery hit relatives of the missing crew hard. Alongside the grief, there is anger at the navys handling of the disappearance. Some are questioning the submarines age and condition and demanding that heads roll. Argentinas president has ordered a full investigation, urging people to wait for the facts before seeking a scapegoat. Mps scrutinising the governments brexit plans says border controls mps scrutinising the governments brexit plans say border controls between Northern Ireland and the Irish Republic are inevitable if the uk leaves the eu Single Market and Customs Union. I cannot icannot i cannot i can now talk to the chairman of the Commons Brexit select committee, hilary benn. The majority of the committee agreed with these findings, i understand, why do you think it is now inevitable there will be border controls. Because on the one hand the government says it does not want a hard border or any physical infrastructure, at the moment there are 200 crossing points between Northern Ireland and the republic, people crossed back and forward every single day of the year, and we all support that objective. On the other hand the government has taken the decision to leave the Customs Union and Single Market, and if that happens, we say as a committee, we would find it very difficult to see how you can reconcile those two things, and that is why we have asked the government to set out in more detail how they think this particular circle can be squared. The Irish Government have not been persuaded that is far by the proposals the government published in the summerto proposals the government published in the summer to try and deal with this issue, which even ministers accepted were untested. Do you believe that essentially the government has run out of time realistically to resolve this, and therefore that the chances of moving onto trade talks when the government would ideally like to, those chances are gone now . I hope that is not the case, because we all so said today that we want to see the negotiations move that we want to see the negotiations m ove o nto that we want to see the negotiations move onto phase two, so that we can talk about our future trade relationship, we would like greater clarity from the government what sort of Deeper Partnership it will be seeking, there are other questions Like Corporation on the fight against terrorism, foreign policy, defence, loads of things that have yet to be discussed, and we have 11 months to go before the negotiations are due to end. I hope the parties are able to reach some kind of agreement that would be sufficient progress on the progression of the border, to go with things like Citizens Rights and money, so that the door can be opened to the next stage of the negotiations, which are really crucial to getting a good dealfrom the united for the uk. Crucial to getting a good dealfrom the united for the uk. But there are all sorts of different views on the island of ireland, the dup said yesterday that if there was any hint that the government was trying to end their words tried to placate the Irish Government by treating Northern Ireland differently to the rest of the uk, then theresa mays government could not rely on the dup support. What are your thoughts on that particular environment the government has to work in while trying to work out the border issue . Lots of people have got strong views and opinions on this, but it is now and opinions on this, but it is now a practical problem that needs to be resolved. The good friday agreement brought peace and security, the border posts disappeared, nobody wa nts to border posts disappeared, nobody wants to go back to the old days. But in the end, people are going to have to make a choice, because if we are not in the Customs Union and the Single Market and heaven forbid we didnt get a trade deal, that border will become the external border of the european union, 27 Member States, with a third country which is what the United Kingdom will become. In those circumstances it would have to operate the same way as all the other external borders operate. If we can get a deal on customs and trade, that would help, but it is notjust a matter of checking for goods to decide whether a tariff should be applied if we end up a tariff should be applied if we end up in that situation with which i hope very much we will not, you also have to check for animal health, plant health, rules of origin, and even on a border lag between sweden and norway, norway not in the eu but in the Single Market, cars stopped for checks on that border. That is why this shows that this is a practical problem, the government acknowledges this is a conflict between the two objectives, that is why it try to publish proposals within in the summer to try and square the circle, but the Irish Government has so far has not been persuaded. But i am the committee hopes very much that a deal will be reached in the run up to the summit that allows the negotiations to move onto the next stage. Switching subjects, damian green today says he still maintains it is the truth that he didnt download or look at pornography on his computer. The police now say they are investigating if there was any question over officers, retired or otherwise, breaching confidentiality in this case. Do you think there are questions over Police Conduct in all of this . Yellow macro firstly, i would say that the Cabinet Office is undertaking an inquiry, and in fairness to damian green, we should allow that inquiry to do its work. Secondly, i do think there is an issue here about former Public Servants, whether they be police officers, probation officers, people working for revenue and customs, social workers they will encounter all sorts of confidential information becoming known about them. Id i think it is reasonable to ask, what is the continuing duty of confidentiality that those public serva nts of confidentiality that those Public Servants owed to us, including once they have been retired . In the case of leveson, we saw certain people paying Public Servants for information about us, which is com pletely information about us, which is completely unacceptable, and some people have faced zimbabwes new president , Emmerson Mnangagwa, has appointed senior military figures to high profile positions in his cabinet. Among them is the general who made the announcement two weeks ago that the armed forces had taken control from Robert Mugabes government. Our africa correspondent Andrew Harding has the latest. Its not the radical break from the past that some had hoped for. Instead, zimbabwes new cabinet features an army general as foreign minister, and the airforce commander as the new agriculture minister. President Emmerson Mnangagwa appears to be rewarding the military for ousting robert mugabe, and paving the way for him to take power last week. Some of mr mugabes old allies have been removed, but other controversial and long serving ministers are back in keyjobs. Some call that stability, others a missed opportunity. Opposition politicians have condemned the new cabinet as a betrayal of the publics hopes, and proof that the security forces, so powerful under mrmugabe, remain in charge of the country. The mood of reconciliation and unity, that flourished in recent days, looks set to be replaced by a more familiar struggle for power in next years elections. Survivors and relatives of those who died in the Grenfell Tower fire are warning that the inquiry risks becoming a whitewash, unless a Diverse Panel is appointed to oversee proceedings. They say the chairman, sir martin moore bick, should sit with a range of people who understand the issues facing those affected by the disaster. Andy moore reports. All the victims of the Grenfell Towerfire have now been identified. The work to cover up the charred remains of the building isjust beginning. Welcome to the opening session of the inquiry. Theres been a brief formal opening of the official inquiry, led by the retired judge sir martin moore bick. Its due to resume again with procedural hearings later this month. But those who have lost loved ones say the Prime Minister needs to appoint a Diverse Panel around sir martin, that would more truly represent them. Lets have openness and transparency. Were not asking for anything thats difficult, were asking for a level playing field, and i dont think weve got that so far. Karims uncle died in the fire. He says families may not cooperate with the inquiry, unless theyre listened to. We are the ones who lost families, and we want a fair crack atjustice, and we want to be listened to, we dont want to be ignored. And we want the panel of people to be able to understand us and our concerns, and to assist with the judge in making the decisions when reporting back to the Prime Minister. The families have launched an online petition, calling for the appointment of panel members, and better legal representation at the inquiry. The government says sir martin is Still Deciding what expert help he needs, and after that, a decision will be made about any possible panel. The government also says the lawyers representing the families will be allowed to play an active role in the proceedings. Pope francis continues his tour of asia, and has been meeting rohingyan refugees in bangladeshi capital dhaka. Earlier the pope thanked bangladesh for its humanitarian response to muslim refugees fleeing myanmar, but has still avoided using the term rohingya. The pope had been criticised by Rights Groups for not using the term when he visited myanmar, which does not recognise rohingya as an ethnic group. The mayor of london is to take over control of the london stadium, the home of west ham united, as an independent review is published about the stadiums conversion after the london olympics. The review says there was a catalogue of disasters that has cost the taxpayer £25 million. When i first discovered the full scale of the costs of the stadium, i ordered a review. I read it yesterday and today, and it beggars belief, it is staggering the numbers of bungled decisions made by the previous mayor of london, a failure to understand the costs of transferring the stadium. It has cost us taxpayers £323 million. Entry into deals with west ham united and others, that has led to huge losses for the taxpayer, it simply beggars belief. Are you saying the taxpayer should not have had to pay as much as this . I i am saying the cost should have been able to be recouped. Who can blame them for biting the hand of Boris Johnson for accepted this accepting this deal . I would have ensured we got proper estimates, making sure we tested the figures to make sure they were right. When it comes to reports in relation to retra cta ble comes to reports in relation to retractable seats, check those reports, makes sense, nobody was saying that those figures were going to add up, they should have been tested. Entering into details with west ham united, uk athletics and others, but as for the taxpayer subsidising these profitable football clu bs, subsidising these profitable football clubs, why should taxpayers from around the country be subsidising on an annual basis up to £20 million a multipurpose venue . I would have made sure we entered into commercial deals that do not lead to the taxpayer losing money, but leads to businesses making profits paying their first to businesses making profits paying theirfirst to businesses making profits paying their first their to businesses making profits paying theirfirst theirfair to businesses making profits paying their first their fair share. Darren tunstall left his family home in east london on a thursday evening in december. He left a note saying he was going to see friends, but he never returned. That was 25 years ago. This sunday the 3rd will mark a quarter of a century since darren disappeared. The 20 year old left no other clues as to where he went. His family has no idea why he left. Dan clark neal has been speaking to darrens mother ann. The last time i saw darren was on the wednesday evening, and then attach you had to phone up and report him a missing person. When icame friend, but he never returned. When i came home, ifound a note to say hed gone away for a couple of days and hed be back at the weekend. I waited until the weekend, and then i had to actually phone up and report him a missing person. I have not heard one message or anything from him, from that day to next. From that day to this. Him, from that day to next. From that day to this. Today, darren would be 45. I still visualise him as a 20 year old. I tried to go forward and think along the lines of his changed, but i dont know what i am looking at, i am still looking at darren is a 20 year old. As a 20 year old. All i want to say is, if there is anybody that knows his whereabouts, or knows of him, would they either contact the missing people, or contact one of the family, just to know he is ok and he is happy . What would it mean to you to know that . Just everything. Its the only thing i want in life. I dont need or want anything else. Just to know that he is happy. Cos if he wants to live the life that he is living now, you know, i am not worried, but i just is living now, you know, i am not worried, but ijust want is living now, you know, i am not worried, but i just want to is living now, you know, i am not worried, but ijust want to know that he is safe. Do you think he is still out there somewhere . that he is safe. Do you think he is still out there somewhere . I do, yeah, i feel he still out there somewhere . I do, yeah, ifeel he is. I dont want to even think about that. Ive had a few phone calls, and theres been nobody at the end of it. And ijust straightaway think its him. You know, theres some silly people that phone up and, you know, dont talk and things like that, but i just know, dont talk and things like that, but ijust always visualise its him. But ive never had a word. Not one word. That was darren tu nstalls not one word. That was darren tunstalls mother. We are going to take you back to nottingham of course, prince harry and his bride to be Meghan Markle, carrying out their First Official joint visit there today. We saw them a little earlier, arriving and doing a little earlier, arriving and doing a walkabout, that lasted for around half an hour, and there were certainly plenty of people eager to greet them. Those crowds still there as they wait on the couple to leave the nottingham contemporary gallery. It is hosting for World Aids Day. Because very close to the heart of his late mother, princess diana, and this is the first of a number of visits that the couple will carry out today in nottingham very tactile when they were doing the walkabout, and the crowd absolutely lapped it up, lots of handshakes. That walkabout lasting a long time really before they got into the gallery there. So there were very eager to meet as many people as possible, it seemed it seemed. If they reappear, we will show you those images. Some news coming in now on the damian green situation, the brexit secretary david davis has warned downing street not to sack his cabinet colleague mr green as a result of, these are david daviss words, a wrongful attempt by former officers to do him down, this is according to sources close to the brexit secretary. According to one source, david davis feels he has this computer was examined, we are being told that mr davies is throwing a protective cloak around damian green on a point of principle. And you may know now that detectives say they are investigating whether any officers, former officers or otherwise, have breached any issues of confidentiality in relation to these new allegations about pornography being on damian greens computer, allegations which mr green has again vehemently denied. We will bring you more detail on that as we get it, but now, they are known as hidden disabilities, affecting 1. 4 million children across the uk. All this week bbc breakfast has been focusing on special educational needs, and today, they looked at speech, language and communication needs. Harry has never been under the treatment of an nhs speech and language specialist. We have pushed and pushed and pushed, we have a multi Agency Meeting every 12 weeks for harry, there is never a speech therapist, wheres the speech therapist, wheres the speech therapist, could she attend the next one . This has gone on for over 18 months. Rather than therapy for harry, the nhs has offered training, which they tell me can be very beneficial. His mother now pays for private therapy. A lot of families cannot afford it. Here at Nelson Mandela primary in birmingham, they feel badly let down. They are a bit more interested in our camera most are our camera most a re eventually our camera most are eventually able to follow the song and join in the actions, but some really struggle, notjust to speak, but to pay attention, to understand, to follow instructions, all part of a speech, language and communication need. It is frustrating for us because we get children who almost feel like they have been written off. Sometimes parents have noticed that there is a problem, and they have tried to get help from their doctors and nothing has happened. This is why this school brought in diana, she was pa rt school brought in diana, she was part of a speech and Language Team in the nhs before being laid off with the number of colleagues five yea rs with the number of colleagues five years ago. Developing childrens speech and language is not a target, if you do not get that right, what else goes wrong . You do not learn to read or write. Ten yea rs read or write. Ten years ago, the government commissioned a report flagging up with problems here, which led to promises to deliver Better Services for children like this. The department of health said there are around 160 more therapist today, and the government has invested an extra 2 million into therapy. £2 extra 2 million into therapy. £2 million. But services are overstretched, and according to a recent overstretched, and according to a rece nt ofco m overstretched, and according to a recent ofcom report ofsted report. A new survey today. Data shows that over 60 at least have communication difficulties, but name any Vulnerable Group of children, children with Mental Health issues, children who are either excluded or on the fringe of being excluded, in the youth justice system, the majority all have communication difficulties. Communication underpins everything from reading and writing to making friends and making a future. Get it wrong, and many kids will flounder. Ina wrong, and many kids will flounder. In a moment, the one oclock news, first, the Weather Forecast. The wintry showers we have had for the last couple of days are turning to rain and over the next 24 hours or so it is going to turn a little milder. Not an awful lot milder, but you will notice it. For the rest of today, the jet stream you will notice it. For the rest of today, thejet stream is you will notice it. For the rest of today, the jet stream is still coming in from the north, just about from the arctic, but the milder their hair out from the arctic, but the milder their hairout in from the arctic, but the milder their hair out in the atlantic will be coming our way from tomorrow, in fa ct be coming our way from tomorrow, in fact from tonight. This afternoon, still some showers around across eastern areas. Lets look at the rush hour, starting in scotland, and even here, any showers are mostly of rain. Temperatures by 6pm in Northern Ireland already up to 8 degrees, but across the north of scotla nd degrees, but across the north of scotland and the north and eastern parts of england temperatures are still mad about two or three degrees. Same goes down to the south coast of england, we will see some showers here around east midlands, east anglia and london, and this is rain so we are not expecting any snow. Overnight tonight the winds start to change direction, by the start by the time we get a saturday morning it is more and less coming of the atlantic. It is doing to take a while for things to warm up, but heres the jet stream as we go through the course of saturday, pushing in the milder air in our direction, and the colder air gets pushed towards the east and into the continent. Saturday morning, then, the westerly winds drag in a lot of cloud to western parts of the uk. Not very pleasa nt western parts of the uk. Not very pleasant at all, but for some of us, tries will break up, there will be a little bit of sunshine. You can see this temperatures climbing up to seven, 8 degrees. By sunday we could be getting up to double figures even across northern parts of england, i think out of the two, sunday looks slightly brighter day. And this relatively mild weather is going to last into the week, into early next week. Lets summarise weekend, then, there will be more cloud around, a little bit milder, and a little bit of rain particularly across northern and western areas.
