Presence of the military is being felt on the streets of harare. This is as close as we can get to some of the tanks that have put themselves in strategic positions. One has blocked access to parliament. In the early hours of the morning following an evening of gunfire and explosions that militantly took over the state broadcaster and they made an announcement that this is not a coup and that president Robert Mugabe is still in charge. But on the streets it is clear who is calling the shots. And then military say they will make arrests on those who they a re elis game g game. Not is; just a book you is; just a book you send, to the post mugabe we are moving to the post mugabe days. He may remain head of state that he will not be in charge. On the other hand, the processes that zanu pf have in their constitution, that the config of it, bend the rules, that he will step down, the party will anoint a successor. There isa party will anoint a successor. There is a process for that. What about the Vice President , as was, until he left the country, Emmerson Mnangagwa 7 what do left the country, Emmerson Mnangagwa7 what do we know about him and his relationship with Robert Mugabe. You must bear in mind that he was sacked. His relationship with Robert Mugabe has been deteriorating over the past two years. It has been closely tied with infighting over the successor of Robert Mugabe. Emmerson mnangagwa was judged to be one of the key contenders and had key allies in the politburo. He left in october. He was sacked on the 10th of november. What direction will the party then go . Emmerson mnangagwa was tied to all those protocol choices. There is a picture of here standing next to Robert Mugabe. Some people said he was like that goes in zanu pf. But it is grace, Robert Mugabes wife, 7 that goes in zanu pf. But it is grace, Robert Mugabes wife, . She is the toxic element, the loose cannon. She has extraordinary links to the intelligence apparatus, business community, party structures. And as a key member of the politburo of Court Cabinet posts, speaker of the house, minister ofjustice, Court Cabinet posts, speaker of the house, minister of justice, he Court Cabinet posts, speaker of the house, minister ofjustice, he is an experienced political actor. Thank you. Speaking to us now is Glanis Changachirere the director of the institute for young women in zimbabwe, whojoins us from the capital harare. Tell me about what unfolded overnight in harare . It seems to happen quickly. Work there are any signs about what was going to unfold7 signs about what was going to unfold . I can hear you and i hope you can hear me as well. What we have seen in the past 2a hours has been the succession of zanu pf. After the expulsion of the former Vice President , both from government and from the party, some of the people who were part of the liberation struggle, part of the zanu pf government, that militantly made an announcement, asking zanu pf to stop doing that. They did not respond in a positive way that castigated that milita ntlys announcement, went on to accuse the militantly. From announcement, went on to accuse the milita ntly. From the announcement, went on to accuse the militantly. From the time that statement was made yesterday, around midday, by the time we were close to close of business yesterday, we started to see soldiers getting into the capital city, and for the first time they were holding guns. Normally we see them in the streets that they are not holding guns, this time they came with guns. There was the possibility of a coup which happened at four oclock in the morning today. The situation was different in the capital city, minimal traffic, minimal businesses operating, very few people in the streets, you could get the sense that the situation is not as usual. Since we are talking about the streets, and you work for a development organisation, what is it been like these last few years in harare when their currency is so worthless, there is so little money around, how difficult has it been for many people . The situation, people cannot access their money from the bank. People who have given produce to the marketing board, they have not been paid. Electronic transfer, people cannot access money from the banks. There was already this tension, scepticism around the ability of the economy. Saying that militantly ticking over, i think there is a general sense among ordinary people that this was necessary , ordinary people that this was necessary, that it is important for zimbabwe in general to have a conversation around how the zanu pf rule and corruption has contributed to the Socio Economic dilapidation. People see there is a necessity to break their silence about this issue. But to what extent can that military intervention be able to insular stability within the economy in the next few days is something causing panic amongst people. And also, to see to what extent, can they be able to influence the coming democratic government, that can quickly change their way in which the economy is. People are panicking about that. Thank you. Plenty more on zimbabwe this evening. Now on bbc news its time for sportsday with holly hamilton. Hello and welcome to sportsday im holly hamilton, live from the bbc sports centre. Coming up on the programme nothing less than a witch hunt. Sir Bradley Wiggins lashes out as uk anti doping cloes its investigation into allegations of wrongdoing in 2011. The Rugby World Cup will return to france in 2023 as theyre named the surprise hosts in a secret ballot in london. And could Michael Oneill be set to swap Northern Ireland for scotland . Hes the number one choice for the scottish fa. Good evening and welcome to the programme plenty to come but first to our main story tonight and sir Bradley Wiggins says his life was a living hell while uk anti doping investigated a mystery medical package delivered for him at the criterium du dauphine six years ago. It was alleged the package contained a banned substance. Today uk anti doping said there would be no charges. Lets get more on this from our Sports Editor dan roan. This investigation began over a year ago but what can we make of what uk anti doping has said today . It will come as a huge relief to sir Bradley Wiggins, british cycling, and team sky, that they will not be charged by uk anti doping. This investigation is now over. It has been hanging over the countrys most successful sport and was decorated olympian for over one year. But it is not as simple as that because todays statement fell short of a com plete todays statement fell short of a complete exoneration, quite simply because they said they could not find any evidence to back up and support the explanation given by the former team sky and british cycling dr, who took delivery of that mystery package, back in 2011 in france, that merely contained a decongestant, not, as was alleged, a steroid. Despite interviewing 37 witnesses over a year long investigation, two Parliamentary Select Committee hearings, even the countrys National Anti doping agency has not been able to find any evidence to back that up. It was also hampered by the fact that it was not able to interview the dr because of ill health today the Anti Doping Agency said it had concerns about the lack of a paper trail and the close link between the governing body, british cycling, and its professional offshoot, team sky, both of whom are based here at National Velodrome in manchester. British cycling acknowledged today when they made a statement that there had been failings and they had made progress and improvements since the time that this was referred to. Sir Bradley Wiggins has responded on social media today. He is not happy. He has given a statement in which he has made clear his fud. He said he was subject to a living hell, a malicious witchhunt. Made clear his back row one. Made clear his fury. He is angry. Abbas will be uneasy about the ambiguous nature other people will be uneasy about the ambiguous nature of the findings. Other people will be worried about the lack of power that the anti doping scene seems to have. But this information will be passed to the medical council, so this saga may not be over. Our Sports Editor dan roan thank you. Now news today that france will host the 2023 Rugby World Cup came as a bit of a shock to many. It was south africa who were the favourites after they were recommended by world rugbys board. There was disappointment for ireland too who also entered a bid but dropped out in the first round. Very disappointed. A lot of work has gone into this but when you come third of three you have to take your medicine and could charge that france, iam medicine and could charge that france, i am sure they will do a greatjob of france, i am sure they will do a great job of hosting france, i am sure they will do a greatjob of hosting a big tournament. Congratulations to them. We will call and lick our wounds. For the last 15 months the process has been very transparent and vigorous. But the last weeks was very peak. The way it was dealt, there was a set of rules, we abided by those rules up until today. Certain rules were broken during that process which we are upset about. This is the First Time Ever in world rugby has made a recommendation and then voted against it. So france has been chosen to host the tenth staging of the event. Our rugby Union Reporter chrisjonesjoins me now chris, this decision, and the subsequent reaction that weve just heard there, has caused quite a bit of controversy . It has. It has been controversial on two counts. The first is the nature of the french bid. We know that money talks in sport and it has spoken here. The romantic choice would have been, ireland for the first time. Or back to south africa. France also that as recently as 2017 but this did was alli france also that as recently as 2017 but this did was all about financial cloud, flat has promised to raise the greatest revenues that can be reinvested into rugby union and that has had an affect on the way people have voted. The other side of it, this is the bit about the world by this is the bit about the world rugby recommendation, which has been ignored by so many of those voters. That it has caused the entire process to be cold into question. France will host a great world cup in 2023, they did in 2007, but that is how and why they won the bid that has got everyone talking to dave. Also coming up in the programme. Just eight days before the first ashes test begins in brisbane, chris woakes takes six wickets against a cricket australia xi. And a comfortable win for Grigor Dimitrov at the atp tourfinals in london he beats david goffin in straight sets at the 02 arena. But its football that were turning attentions to now and Northern Ireland defender corry evans says all the players are hoping that Michael Oneill will remain in charge at windsor park. This is after it was confirmed that the Scottish Football Association has made an official approach to the irish fa for permission to speak to oneill. Hes the sfas preferred candidate to succeed Gordon Strachan as scotland manager. Oneill has been in charge of Northern Ireland for six years butjust missed out on world cup qualification after defeat to switzerland at the play off stage. Hes a popular man as hes understood to also be in the frame for the vacant managers position at sunderland. Ideally we all want michael to stay. The players love him. The fans love him. Everything he has done. We are really grateful for what he brought to the team. But michael will have that decision to make. I think he is still under contract for another couple of years yet. Australia have booked their place in the world cup after a 3 1 win in the second leg of their play off against honduras. The first leg finished goalless. But there was a hat trick for the aston villa midfielder mile jedinak, all set pieces. His first, a free kick from just outside the box, the other two came from the penalty spot. Meanwhile italy have sacked coach Giampiero Ventura after the four time champions failed to reach the world cup for the First Time Since 1958. They lost a play off with sweden to spell the end of his 17 months in charge. Chelsea ladies look like theyre on their way to the quarterfinals of the womens champions league. The blues beat rosengard 3 0 in the first leg and have kept the return tie in sweden goalless at half time despite some pressure from the home side.
