We were all very shocked by what happened last week. There is great hurt, anger, and bewilderment. Carl was my friend, in all of the years that i knew him, i never had a cross word with him. But he defended his conduct in how he responded to the allegations against carl sargeant. There is a Legal Process to go through. I am obviously acting within that, but i welcome the scrutiny of my actions in the future, and it is appropriate for that to be done independently. Carl sargeants body was found at his home on deeside on tuesday. Today, a family friend gave an insight into what mr sargeant and his family had been going through. Thousands of children and teenagers have been flagged up to the governments anti Terror Programme in the past year according to the First Official figures. The prevent programme aims to reduce the threat to the uk by stopping people being drawn into terrorism. In total more than 7000 were referred and a quarter of them were under the age of 15. Sima kotecha reports. Five terror attacks in britain, just this year alone, preventing any further attacks is a top priority for the government. That is why it has something called channel, a programme designed to stop people being drawn into violent or extremist behaviour. This man was radicalised in prison, by the time he was released just months ago, he was ready to go to syria to become a suicide bomber. His words have been voiced by an actor to protect his identity. Killing myself and blowing somebody up, that was the easy way out. If you believe in something, you will do anything. He has now changed his views but he is the kind of person that the government wants to help. Todays figures show over the last year more than 7000 people were put forward for help after showing signs of extremism. More than 1000 of them were assessed for inclusion in the programme. Almost 400 then received specialist support but 63 of them stopped cooperating. The programme is voluntary and those who were referred to it are under no obligation to engage. Thousands of children have been referred to the programme. That is down to more pressure on teachers and doctors to refer vulnerable individuals. A project partly funded by the home office reaches out to them outside mosques. We hope to attract people to come here and talk to us about vulnerabilities they may face, radicalisation, drug dependency, homelessness, and that is something we are trying to do, reach out to them so they get help. Channel hasnt been without its critics, there are some who argue it targets particular communities or create suspicion around them. There are also questions about how effective it really is and how those who were put through the programme are later monitored. And there are serious concerns about what happened to those who refuse help. Participation is voluntary, raising serious concerns about what happens to those who refuse help. One of the big challenges is for those who already have violent extreme views but may not be committing crime, how do we engage them, it is highly unlikely that someone in that stage of mind is going to willingly engage with government programmes because it goes against exactly what their ideology may be. It is stopping hundreds of people from actually resorting to violence, it has diverted them away, and it shows that the wider community, teachers and professionals, are engaging and helping to keep the country safe. The uk threat level remains at severe and that means the effectiveness of the governments counterterrorism strategy is crucial. The first Detailed Home Office analysis has given those figures. We can speak with a political analyst who has looked extensively at radicalisation of young people, worked at the Foreign Office on the prevent strategy, thank you so much for being with us. This strategy, it is controversial, particularly with young muslims, who associate it with the state, state power, some say it has become toxic, even, but would you say that it is working . It is a step in the right direction. Any policy that is associated with the state will be controversial, i would imagine, will have lots of critics, but the problem is you need a counterterrorism policy, you do need to tackle the problem of terrorism, and as we have seen the rise of the incidents in the last few years, not just in the uk but across europe as well, there is a problem that needs to be dealt with, so yes, this is controversial, and there is room for improvement, but it is a step in the right direction. How does it work . At ross roots level. More now on prevent the governments anti terror strategy designed to prevent extremism. It is all well and good for all of us to be criticising the programme, finding full with it, i do not say it is infallible, there is huge room for improvement, it would be lovely if someone could come up with an alternative policy. I dont think i have seen any proposals for a new counterterrorism or counter extremism law or strategy that could tackle the problem of radicalisation. With the terror attacks we have had this year, we have seen how important it is to have seen how important it is to have some kind of strategy against radicalisation. They are on the rise, incidents keep rising, keep getting more worrying because it is no longer organise. Lone wolves, people who have been self radicalised by looking at material online. Suddenly, girls and young women are being attracted to the ideology. We have all these new phenomena, all these new indicators that the problem is not going away. And we need to have a policy to tackle that. A woman has been arrested on suspicion of neglect and fraud by detectives investigating the deaths of 12 care home residents. At least nine homes run by a private Company Called Sussex Health care are under investigation. Earlier our social Affairs Correspondent alison holt gave us this update. The woman who lives in west sussex has been arrested and is currently in custody and being questioned about fraud and neglect. This is part of an Ongoing Investigation into nine care homes run by private Company Called Sussex Health care. That Company Provides support for older people, some with dementia, and the younger adults with a physical or learning difficulties, severe disabilities. That is mainly in the horsham area of west sussex. The investigation, which started in may when the police were alerted to concerns, focuses on allegations of a lack of care and safeguarding of 43 residents since april 2015. 12 of those residents have since died. They have put out a short statement in which it says it continues to cooperate fully with the police and county council, to support the current investigation. On their website, they stress they are a company with 30 years experience, they describe themselves as being a respected provider twitters method for verifying the identity of its users has been suspended following complaints it was giving validation to neo nazis on the platform. Typically celebrities, and prominent people have a small blue tick added to their user names, so that other users can see that their account is genuine. It was just a way to confirm that the people that run these accounts are who they say they are. It obviously depends on where you live and what you see around you. But how many of us have an accurate picture of how much of the uk is actually developed. Using the most detailed satellite and mapping data, the bbc has produced a land use map for every local authority. And the results may surprise you. Heres our home editor mark easton. The concrete jungle. Roads, buildings, stone and tarmac with barely a blade of grass. In geographyjargon, this is called continuous urban fabric, where more than 80 of the ground is covered by artificial surfaces. But how much of the uk do you think is classified as continuous urban fabric . Have a guess. The answer is on the other side of this card. I will reveal all in a minute. Using satellite images and details local maps, the land use of every corner of the uk is revealed. The city of london, for example, is 98 continuous urban fabric, and perhaps that comes as no surprise. Nearly all the land around here is covered in roads and buildings, but this is actually quite unusual in the uk, and i think people might be surprised just how little of the land in the country is actually covered with buildings and roads. So, the official answer to the question, how much of the uk is continuous urban fabric is. 0. 1 . Looking at the whole of the country, more than half of it is farmland. Most of it pastures. Forests, woodland and natural landscape account for a third of all the land. Urban green space parks and gardens make up 2. 5 , with the area actually built on roads, buildings, ports and airports accounting for just 5. 9 . Take a council like bradford in west yorkshire. Your mental picture is probably of a bustling urban centre, but the Aerial Mapping reveals that continuous urban fabric accounts for just 0. 3 of the local authority. Overall, just a quarter of the land surface is artificial. Indeed 10 is this. Im standing in a peat bog. Surprisingly perhaps, about 10 of the uk landscape is covered in ground like this. In fact there is almost twice as much peat bog in the uk as the land that we built on. The top area for peat bog is the outer hebrides, where it covers 61 of the land. Number one for pastures is armagh city in Northern Ireland, covering 85 of the local authority. The area with the highest proportion of natural grasslands is blaenau gwent, in industrial south wales. So, how much space is given over to buildings, offices, factories and homes . We have been crunching the numbers and our best estimate for the whole of the uk is that 1. 4 of the country is covered in buildings. That equates to about 2 for england, just less than 1 for wales, and less than half of 1 for scotland and Northern Ireland. A tiny proportion of the uk is the concrete jungle of our imagination. Indeed, the entire area covered by buildings is smaller than the land revealed when the tide goes out. Most of us, it seems, have a very confused idea of what our country actually looks like.
