The conservative mp Charlie Elphicke has denied any wrongdoing after being suspended by the party for what Officials Say are serious allegations which have been passed to the police. The party didnt give any details about what the allegations are or who had made them. Mr elphicke, a member of the influcencial commons treasury select committee, said the media had been told of his suspension first, and he wasnt aware of the nature of the claims. The conservative party has introduced a new code of conduct and labour has introduced a new complaints procedure, following soot. Live to westminster and our Political Correspondent emma va rdy. It feels like decades of Sexual Misconduct are now coming to light. A number of labourand misconduct are now coming to light. A number of labour and conservative mps are facing allegations and many of those are being strenuously denied. We are seeing theresa may and Jeremy Corbyn under pressure over this, and many feel that what we are seeing here is a culture change in british politics taking place that is long overdue. New allegations are emerging ever more frequently. This is Charlie Elphicke, the conservative mp for dover since 2010, who wakes up this morning no longer a tory mp at least for now. And that is because last night the man in charge of discipline amongst conservative mps, the new chief whipjulian smith, issued a statement. Charlie elphickes anger about how hes been treated was clear. He tweeted meanwhile, the labour mp clive lewis has strongly denied an allegation of impropriety at the Labour Party Conference in september. I dont, as a rule, at packed Labour Party Conferences, grope peoples bottoms when i greet them. Its just not how i roll its not what i do. Labour is also under pressure over mp kelvin hopkins, who was suspended on thursday following allegations of misconduct towards a young labour activist. And Jeremy Corbyn is being called to answer why mr hopkins was previously promoted to the shadow cabinet even after this came to light. Mr hopkins says he denies the allegations. And the former labour cabinet minister ivan lewis has apologised for making some female colleagues uncomfortable, but said he never made any nonconsensual advances towards women. This is a place gripped by a collective trepidation about what might come next. Individuals fearful for their own reputations others fearful for the very reputation of politics itself. To add to all that the Times Newspaper was reporting this morning that anna sue briggs was saying and unnamed person came forward to the prime ministers team alleging an incident against sir michael fallon, the former defence secretary who resigned this week. He has strenuously denied these allegations and anna sue brie, has not she has not given any details on this claim or who made it anna. What we have seen today with the sex scandal unfolding, some people are comparing it to the expenses scandal which rocked british politics back in 2009, and there is a sense that Party Officials are braced now perhaps for more allegations to emerge, and they do not know where that next scandal could come from. Earlier the labour mp rupa huq, who has spoken publicly in recent days about some of the historical abuse she has suffered, said parliament lacked the hr procedures that are present in other big organisations. Imean, i mean, its true, it does feel like pandoras box has been opened, dan has been burst, the genie has come out of the bottle, because a lot of stuff that has been suppressed for yea rs stuff that has been suppressed for years and years is coming out now, but i must stress there are 650 mps and most of us, you know, all of us, we really just want the best for our constituents and the country, so this of pest minster were everyone is at it, we need to get a sense of perspective, but at the same thing serious wrongdoing has happened and we need to sort that out as well. In big organisations, i imagine at the bbc two, and a lot of places, this kind of stuff has gone on and does go on, but the difference with the house of commons and parliament is that there are rules that are lax, if not nonexistent, so i have had my office people, disgruntled constituents, falling up to complain about the mp. There is no overarching Hr Department that a member of the public could make a complaint to, so if that is what we get out of this it is a good thing, you know, it has been shown on these murky goings on, and the house of commons is a most unusual workplace foran commons is a most unusual workplace for an adult place of work, and in this sense it needs to get into line. You know, other Big Companies have Sexual Harassment policy, a staff handbook, and those things do not exist for mps. You have so many levels of this. You have the age are things that need sorting out, you have a whole political culture that has kind of thrived on favours and bullying. The whips office, you could say bullying is at the heart of that in westminster, so there is a lot of stuff that goes on, then you have the whole Party Dimension as well. That people are incredibly loyal to their political parties, so things are lost under a swirl of partisan one upmanship, who had a better week, us auvergne . The announcement came after actress paz de la huerta claimed that mr weinstein raped her twice in 2010. She is among dozens of women who have come forward since october to accuse the 65 year old of Sexual Misconduct. He has denied all allegations of non consensual sex. David willis reports. The company said it would no longer be involved in the series if the actor continued to be part of it. Us President Donald Trump kicks off an 11 day trip to asia this weekend, taking in south korea, japan and china. It will be the longest tour of asia by a us president in 25 years. Perhaps this is a way of sending a message in terms of american capabilities in this part of the world. Hell also be trying to build a coalition of asian governments in an attempt to pile even more pressure onto north korea to get them to give up their nuclear weapons. That includes beijing. Now, some analysts have said that china hasnt done enough in this regard, but donald trump says of his chinese counterpart xijinping that his effort so far has been pretty terrific. The study, compiled by Us Government scientists said it was extremely likely with 95 to 100 certainty that Global Warming is man made, mostly from Carbon Dioxide through the burning of coal, oil and natural gas. I think perhaps importantly the significance is that the white house has allowed it to be released, because it is more emphatic than ever that Global Warming is due to human activity, and as you see the burning of fossil fuels. The white house could have refused to publish it, but they have let it come out then issued these rather strange statements, that actually they dont really believe it themselves. The scientists are pretty unequivocal. The court that struck me most, average temperatures in recent decades over much of the world have been much higher and risen much faster during this time period than at any time in the past 1700 years or more. Its extremely likely that human influence has been the dominant cause of the observed warming since the mid 20th century. Cause of the observed warming since the mid 20th century. They are categoric. The white house is sceptical. Public opinion is still divided on the issue. Do these kind of reports move us any further forward , of reports move us any further forward, do you think . Well, what this report is doing is going into more depth, focusing on the us situation of course, but going into more depth in terms of regional change. Do you think that it will persuade people in the president s administration, if not the president himself, that may be the president himself, that may be the approach for example to the climate accord reached in paris, which the president signalled he was pulling out of, and i know it has turned out to be more complicated than just pulling out of it, but notwithstanding that that it might allow some of those things to be rethought . There are a whole mode of issues, it is notjust about being worried about the climate, but it will affect economies throughout the world there are a lot of issues. If they dont do this, the Economic Impact will be huge, the report is. We have already seen the impact of forest fire this year, and to just wait and sit back and say we will wait and sit back and say we will wait and sit back and say we will wait and see if it is natural, it is just irresponsible. Why do you think there is this strong and Important Group of people, some scientists, many not, who take the view that this claim is not substantiated, or not to their satisfactions satisfaction . Why do they take that view, do think . There are vested interests and people in this group who know about Atmospheric Science are very few, and theyjust offer a fairly reasonable scientific reasons and then other scientists and show those are not the case, so i think the people trying to deny it is happening have interests in the coal industry, or they dont want to change their way of life, they are in denial, whatever it is, but they are certainly not on the scientific side. Only around a half of fixed speed cameras in the uk are actually switched on, according to figures obtained through a freedom of information request. And at least four Police Forces dont have any fixed speed cameras at all. Alan clayton reports. For motorists caught out by them, they infuriate and bring a hefty fine. Safety campaigners argue speed cameras are lifesavers. New Research Suggests only around half of the luminous boxes throughout the uk are operational. The press association sent a freedom of information request to all of the 45 forces, asking how many fixed speed cameras they had and how many were active. The 36 which responded had a total of 2838 cameras, of which only 52 were working. Forces in cleveland, durham and North Yorkshire said none of their fixed speed cameras were active. While northamptonshire said it turned its cameras off six years ago but left them in place to deter speeding. Those than replied said they used mobile speed cameras and regularly reviewed which cameras were turned on. I suspect in this case, theyre thinking that the yellow boxes are there, theyre sending out the message that motorists ought to be recognising about risky roads, but theyre also increasingly looking to more advanced technology such as average speed cameras, or indeed better engineering of the road, which might have a more beneficial affect. The National PoliceChiefs Council said the decision to use cameras was an operational matter and that all forces have individual responsibility for their use of the cameras. Alan clayton, bbc news. More than three billion litres of water leak out of the uk pipe Network Every day thats enough to fill more than 1200 olympic size swimming pools. Despite efforts by Water Companies in england and wales to plug the amount of water lost, its an issue which doesnt look like it will be draining away soon, as tim muffett has been finding out. Disruptive. All the roads are blocked off and traffic was maimed, to be honest. And expensive. Customers cant come to the shop because we have the flood. When water leaks the impact can be huge. It took four months to repair this road in birmingham last year. Sometimes leaks are easy to spot. Underground, they can go undetected for months or years. This is a new approach to a very old problem. Weve got the drone attached to a really sensitive thermal camera thats going to be flying the length of the pipe, where we need to trace the leak. This is a demonstration, but Anglian Water will next week begin trialling a new way of finding leaks. With heat detecting drones in the air, a mix of hydrogen and nitrogen will be pumped into pipes. By putting the gas inside the pipe we can then see that outside the pipe, as if it were emitting from a pinprick in a balloon, and we can see the gas inside the soil. And thats much more easy to pick up on a thermal imaging camera than, say, the escaping water. Images of pipes will be carefully a nalysed. It is hoped the tiniest of leaks will be picked up by the thermal cameras on the drones. Its a far cry from the traditional method of finding leaks thats still widely used. Damien, what are you listening for . Im listening for water escaping out of a pipe under pressure, which is creating a whooshing sound. Some leaks are caused by old, corroded pipes, sometimes low temperatures and Ground Movement are to blame. Its a very, very Old Fashioned piece of technology, isnt it . This just gives you an idea that theres a leak within the vicinity of where youre working. It doesnt pinpoint exactly where. New attempt to tackle the problem have been welcomed by the Consumer Council for water, which represents customers. What they see is Big Companies that make a lot of profit wasting water and that just really winds customers up. Next month the Consumer Council will publish its annual report on leakage across england and wales. Leakages have gone up by about 1 . There was a lot of progress immediately after privatisation in the early 90s, but that progress has now stopped. Some companies have improved leakage rates and different criteria are used to measure progress, but when it comes to cubic metres of water leaked per kilometre of pipe, the worst performers are United Utilities in the north west of england, third from bottom, then south Staffordshire Water and in last place thames water. Its leakage rate is over twice the national average. All three companies told us that reducing leakage was a priority and that more resources were being committed to tackling the problem. But with more than three billion litres leaking from uk water pipes each day, the challenge wont be draining away any time soon. Tim muffett, bbc news. Now this might be a familiar picture to you. If youve ever driven across the top of the m62 motorway, you will have seen a rather strange sight on the pennine hills between leeds and manchester a farmhouse sandwiched between the east and westbound carriageways. Whats less eye catching is the peatland around it, which is now going to be restored in a bid to capture more carbon and water. Cathy booth reports. The m62 was built in the 1960s. It was a huge engineering challenge, thanks largely to the land. The soft wet peat claimed several industrial machines before the motorway was completed, and with the new road came an unlikely landmark stott hall farmhouse. The 18th century farm sits in between the east and west carriageways. Im sure that everybody who drives on the m62 as a little smile or laugh about the position of this farmhouse, but from the air it does look even more strange there in between the two carriageways of the motorway, but what you can also see from this height, its the miles and miles of peatland thats going to be a key to the farms future. The farm is owned by yorkshire water, and theyve announced the beyond Nature Initiative to restore the peatland, allowing it to capture more carbon and retain more water. We are looking to revegetate any areas where there are peats, but also increase the sphagnum in it which acts as a sponge and holds the water within the peat. There is a story that ken wild, the lancastrian farmer who lived here in the 60s, refused to leave when the motorway was being built, but its not true. The geology of the area made it impossible to have all six lanes together. The ground was too steep and soft, and so the farm remains. Paul thorpe has worked here since the 90s, and he and his family have lived at stott hall since 2008. For him, the beyond Nature Initiative isjust a new name for good farming. Its all for the greater good, its for everybody. Any peat sediment that can be retained on the hill means its not filling up the reservoirs, which is leaving more capacity in reservoirs, and a better quality water in reservoirs, which means they dont have to do as many treatments with it. All the water that runs off these hills is what people are drinking. And now that same soft peatland will drive the farm forward into the future. Cathy booth, bbc news, on the m62.
