At least eight people have been killed in new york, 12 people hurt, by a man who drove a pick up truck into pedestrians and cyclists before crashing into a school bus. He then came out of the vehicle carrying two imitation guns. He was shot by police and arrested. Police sources have named him as Sayfullo Saipov, aged 29. Reports say hes from uzbekistan and arrived in the United States in 2010. 0ur correspondent, Michelle Fleury is at the scene. And michelle, what do we know of the victims . We are starting to get information about those who were killed. Eight in total. We now know from the Argentine Foreign Ministry that five argentinians were among those killed in this attack. They were here, cycling on this bicycle path, coming to the city to mark their 30th anniversary since their graduation. Moments earlier, on this bike path in lower manhattan, cyclists and pedestrians were mowed down. Bodies and bikes strewn along the street. This city again the target of terror, a vehicle used as a weapon to kill. And dramatic footage filmed from a classroom shows what happened next. The driver of a white pick up truck emerged carrying two fake guns. He was shot by police and arrested. I saw a couple of bodies laying on the bike path and when i was looking seeing if there was anybody else, i heard gunshots. Nine or ten shots went off, and i saw two cops were there. A lot of police running towards where i was. They were confused. He was screaming in the street. He looked frustrated, panicked, and confused. The attack happened close to the school, and just yards from the 9 11 memorial. And, on the police scanner, the panic of the moment. Police radio central, be advised, we have multiple people on the ground, from chambers all the way up to houston. All the way from houston up to chambers. Multiple people on the ground. The suspect has been named as Sayfullo Saipov. He came to the us from central asia. Authorities believe it was a lone wolf attack. It is a very painful day in our city, a horrible tragedy on the west side. Let me be clear, based on the information we have, this was an act of terror, and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea about what was going to hit them. And on twitter President Trump wrote. At the moment, the Authorities Say there is no evidence of a wider terror plot. But why here, and why now, in the shadow of the new world trade center, and when children were coming out to celebrate halloween . Extra police have been deployed on the streets and at airports. There were forensic investigators combing the area, looking for any traces of evidence that they could collect to try and piece together what happened over the evening. At the end of this drive that led to such a carnage, the suspect was shot and is now in hospital. Of course they will be keen to speak to as many of his associates as possible. Quite difficult, from the surveillance and intelligence point of view, of people who may be quite fringe, quite low level and then suddenly become violently active. When you hear Law Enforcement talking about these kind of events, notjust here in new york but we have seen this happen in the uk, in france, in spain, one of the things they always talk about is how difficult it is when it is an individual acting seemingly perhaps, not tied to any wider group. The area is a Recreation Area where people can walk their dogs and people commute via bikes every day. My friend and i were on that side when we saw a white truck revving its engine. We wondered why he was driving so aggressively. And then he proceeded to go up on the curve occurred, hit some people and it turned chaotic after that point. Everyone was wondering if they should be seeking shelter or should we try to help people who were struck. Ten or 15 seconds later, gunshots went off and people were not sure who was shooting. People started to run in the opposite direction. So hard to know, isnt it, to know whether you should be running to help or running away to save yourself. This is a congested area and it was clear he was driving out to hit people and possibly up to hit the school bus. He was twice the speed limit he was going on . The speed limit he was going on . I saw that with my own eyes and then afterwards my attention was on the people who we re my attention was on the people who were hit so i was uncertain what happened next. Maybe he lost control of the vehicle. But then he was later shot by Police Officers so he obviously got out of the vehicle. That must have been a surreal scene to find us of present at. He told us this looks similar to other recent attacks around the world. The thing that is interesting about this is that both al qaeda and isis. Alqaeda in yemen, the alqaeda affiliate in yemen and isis have both put out directives or communiques to followers that, if youre not able to come to the middle east to engage inajihad, then you should work in your own countries, and both have pointed out that one way to commit terrorist acts in a home country would be to use a vehicle is a Deadly Weapon and we have now seen about 11 or 12 of these types of attacks around the world, in very disparate places canada, north carolina, barcelona, london, east france, ohio and now, of course, new york city. So i think this should be treated as a terrorist attack. Obviously it is being treated but, again, we see the use of this type of modality by either a terrorist, a terrorist sympathiser, unfortunately, and, as the commissioner said, very, very difficult to defend against these one off type of events. Southern areas should see more in the way of sunshine than they did during tuesday. A feed of drier air from the near continent, around this area of high pressure. But up to the north, it is all about this weather front, a weather front which will bring a slow moving band of rain, heavy rain for a time, across southern and south western scotland, particularly during the first part of the morning. To the north of the frontal system, therell be a mixture of sunny spells and heavy showers. But its this rain around the glasgow area, for instance, stretching eastwards towards edinburgh, that could actually cause some spot issues and persistent heavy rain during the morning rush hour. Into the midlands and east anglia and the south east, therell be the odd fog patch through the first part of the morning. Fog tending to clear, though, and itll be a fairly bright day with increasing amounts of sunshine. The south west of england starting off on a bright note. Again, there could be the odd fog patch.
