And london. This is bbc world news. Its newsday. Its 8am in singapore, midnight in london and 8pm in new york, where eight people have been killed and a dozen injured in what police are describing as a terrorist attack. It took place in Lower Manhattan when a truck drove down a pedestrian and bike path near a school. The vehicle hit cyclists and people on foot before crashing into a school bus, injuring children inside. The driver then got out and was shot by the police. Hes been taken into custody and described by authorities as a 29 year old male. We begin our coverage with this report from nick bryant. A riverside bike path in Lower Manhattan, where cyclists were mown down by a vehicle that appears to have deliberately mounted the curb. Eyewitnesses described the white pick up truck being driven at high speed. The path was scattered with damaged bikes and injured riders. Moments afterwards, the truck appears to have rammed another vehicle, outside one of new yorks most prestigious schools, and this footage appears to show this suspect leaving the vehicle and brandishing what police later said was an imitation firearm. Pupils at the school told us how gunfire then erupted. He was running round with a gun. Police came out of stuy and people called the cops, so they were coming in. The guy fired a couple of shots before and then there was a shoot out between the police and the guy and thats when they started to close down everything and we had to go. He was screaming in the street, looked frustrated, panicked, confused. From there a whole bunch of customers started running past me, a whole bunch of people came running past my way shouting, he has a gun police cleared some of manhattans busiest streets and on the police scanner, the panic of the moment. Police radio be advised, multiple people on the ground. From sanders to houston. All the way from houston up to chambers. Multiple people on the ground. We need buses from houston through to chambers. All this and folded within the shadow of the new world trade center, where new yorkers are reminded daily of the ever present threat of terror. This is one of the most heavily policed areas in the whole of the united states, just yards from ground zero. And the Emergency Services were here in heavy numbers, almost immediately. And it didnt take them long to confirm that new york city had again been the target of terror. Its a very painful day in our city, horrible tragedy on the west side. Let me be clear that based on information we have at this moment, this was an act of terror and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them. Once again, new york has been attacked on a beautiful autumn day, and just yards from one of its most sacred and one of its most fortified sites. A suspect is now in custody. We are told he is of Central Asian descent and came to america in 2010. We can cross live to manhattan now. Our correspondent is at the scene, michelle fleury. Heavy police presence, the suspect has been identified, what more can you tell us . We have learned from authorities here that the individual behind this terror attack is someone who is 29 years old, the name is sayfullo saipov. He was carrying a drivers licence indicating he was from tampa, florida. At this point we dont know much more and no doubt the police will be trying to find out about his background and what drove this person to carry out this terrible attack on this bike lane a couple of blocks from where im standing on what is a fairly busy commuting area. Normally youd expect to see lots of cyclists, people walking past, theres a school nearby. This is an area where its all so near a lot offices, a high concentration of people all coming by here at a busy time in the Late Afternoon just at the point where schools were at the end of their date. What is the situation on their date. What is the situation on the ground, is the vehicle used still there . Its hard to tell, where im standing is a couple of blocks away from a police cordon, i dont know if you can see that theyve got the area cut off. Earlier you could see two vans covered in a blacktop palling. Whether they were official vehicles oi whether they were official vehicles or those involved in the incident, i couldnt tell you black tarpaulin. This is now going to be a crime scene, they will go through the area to look for clues to piece together what information they can gain from this site. What we have been told by the mayor, the governor of new york and the Police Commissioner is that this was they believe the act of a lone wolf. They dont suspect this was part of a wider scheme. We dont know who this individual was affiliated with, no doubt thats what we will hear more on in the coming days. At this point there are new yorkers who arent going to see their loved ones again and the difficult task of notifying them falls to the authorities this evening. Thanks very much, michelle fleury, from manhattan. This is the scene in new york, where its just gone this is the scene in new york, where itsjust gone 8pm. This is the scene in new york, where its just gone 8pm. The heavy security presence on the ground as you can see and that is the vehicle that ploughed into pedestrians and the public on that bike path in Lower Manhattan, causing devastation, eight lives have been lost and a dozen people have been injured. As you would expect, in the immediate area we can see, that has been completely cordoned off to public access. A heavy police presence, Security Services on the scene because it this is now a crime scene because it this is now a crime scene and an investigation is under way. Weve been hearing from the president , donald trump, in usual fashion on twitter. This is what he posted a short time ago we can now join jon we can nowjoinjon sopel. Since those tweets were published we have a statement, give us more. Let me read it to you. It says our thoughts and prayers are with the victims of todays terrorist attack in new york city and their families. My administration will provide its full support to the new York City Police department including through a joint investigation with the fbi. We offer oui investigation with the fbi. We offer our thanks to the First Responders who stop the suspect and rendered immediate aid to the victims of this cowardly attack stopped. These brave men and women embody the true american spirit of resilience and courage. I will continue to follow developments closely. You can be sure the president is being briefed by his Law Enforcement officials and National Security chiefs on just what they know about this person. We heard michelle talking about it being a lone wolf attacker. There are those in the white house who believe there is no such thing as a lone wolf attacker, that the person must have been radicalised somewhere and theyll be doing their utmost to trace any threads that could lead to other people who may be planning something similar. As we said earlier, donald trump mentioned Islamic State in his tweet, as yet we should remind the viewer is nobody has claimed responsibility for the attack butjudging by that statement, as we would expect a joint investigation kicking in immediately with the fbi. Give us an idea of what might be happening behind the scenes with your experience, youve covered 9 ii behind the scenes with your experience, youve covered 9 11 and the many other attacks in the us, what would be the procedure now . Lets stay on the tweets for a moment. Theres something interesting, he said we mustnt allow isis back into the country but donald trump has steered clear of some of the rhetoric he has used in previous tweets after previous terrorist attacks, whether under barack obama in San Bernardino and in orlando, where he talked about radical islamic terror, which is a phrase he used when there have been terror attacks in europe, and he hasnt used that in these tweets tonight. In terms of the security, you can be sure the fbi in cooperation with friendly nations will be doing their utmost to try to find out the maximum they can about this person, what his last movements were, who he has last been in contact with and maybe if you remember the enormous lengths the fbi went to to get hold of the phone of the person who had been involved in the San Bernardino attacks to see what they could get from a locked apple iphone and the enormous legal battle that went on, there will be absolute determination that they find out everything and im sure an fbi field office, a special Investigation Team is already up and running and state Department People will be looking at when he came from uzbekistan, who he knew in uzbekistan, who he knew in uzbekistan and what his family do in uzbekistan, what he may have done in tampa. This will be a multiagency investigation and involving hundreds of people. A global one indeed. A short time ago we spoke to a counterterrorism expert involved in the uk Counterterrorism Department here, talking about the London Bridge and Finsbury Park attacks, and berlin Christmas Market attack, saying the lone wolf attacks have become the modus operandi of terrorist organisations if you like, but as you were saying, the link and the web spreads much further than that . Exactly. They will be doing everything they can and examining the security invocations of how you remain ina the security invocations of how you remain in a liberal, democratic, open society but keep your people safe implications. If you could go for 100 security. Does that mean you would have to have airport style checks on anyone going into the new york subway . Thats inconceivable that a city could continue to function like that. What additional security measures on a practical level can be taken . You are going to surely hear donald trump talk about the measures hes wa nted trump talk about the measures hes wanted to introduce but has been thwarted by the courts, namely the travel ban from a number of mainly muslim countries. Im sure he will say if im the president and its my job to keep the us people safe then we need to do this. His opponents will continue to say that tampa is where he was from and it wasnt on the banned list, how would that have helped . Just quickly, will donald trump doa helped . Just quickly, will donald trump do a press conference . Im told thats not going to happen this evening. Also unlikely he will go to new york tomorrow largely because it ta kes new york tomorrow largely because it takes time to set up a president ial visit, everything has to be swept and that will take a bit of time. The expectation is that donald trump will continue to monitor events from here in washington tomorrow. But donald trump is very determined about some of these things and if he decides he wants to go, it would be up decides he wants to go, it would be up to the secret service to make sure everything is ready so he can go. Sure everything is ready so he can 90 my sure everything is ready so he can go. My expectation would be that it be until later in the week. Thanks for your time, jon sopel live from washington, our north american editor. Jack thomas tomarchio is a former Deputy Assistant secretary for homeland security. He told us this looked very similar to other recent attacks around the world. Both al qaeda and isis, you fill it in yemen, they have both put out directives. They keep engaging in jihad, and work in a country. The home country, using vehicle as a deadly weapon. We have seen about 11 and i2 deadly weapon. We have seen about 11 and 12 of these attacks around the world in very disparate places. London, east france, ohio. We will see this type of modell to you by either terrorists or a terrorist sympathiser. The commissioner said, very difficult to 10 sympathiser. The commissioner said, very difficult to io defend against against these attacks. The form et this is newsday. More from new york city, where eight people have died in a terror attack after a truck strikes people in Lower Manhattan. Well hear from a security expert. Indira gandhi, ruler of the Worlds Largest democracy, died today. Booster ignition and liftoff of discovery, with a crew of six astronaut heroes and one american legend. Well, enjoying the show is right this is beautiful. A milestone in human history. Born today, this girl in india is the 7 billionth person on the planet. This is newsday. Welcome back. At least eight people have been killed and more than a dozen injured after a van mowed down pedestrians and cyclists in new york. The mayor has described it as a cowardly act of terror. New york police shot and arrested one person. The Police Commissioner has identified the attacker as a 29 year old man who is in police custody. Lets stay with our breaking news and we can hear more now from the mayor of new york, bill deblasio at a Police Press Conference a short time ago. Its a very painful day in our city. A hobbled tragedy on the west side. Let me be clear that based on information we have at this moment, this was an act of terror and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them. At this moment, based on the information we have, we know of eight innocent people who have lost their lives and over a dozen more injured. We know that this action was intended to break our spirit. But we also know new yorkers are strong, new yorkers are resilient and our spirit will never be moved by an act of violence and an act meant to intimidate us. We have been tested before as a city very near the site of todays tragedy and new yorkers do not give in in the face of these kinds of actions. We will respond as we always do. We will be undeterred. And i want to thank everyone at the nypd, all ourFirst Responders, for their extraordinary efforts in the midst of this tragedy, starting with the officer who stopped this tragedy from continuing. All of the First Responders who came to the aid of those who were injured. An investigation is under way to get all the facts and what we will tell you today of course will be preliminary. But we know that we will get down to the bottom of what happened. I want to ask all new yorkers, all americans, to keep the families of those lost in your thoughts and prayers. They will need our support, and i want to ask all new yorkers to be vigilant. A couple of my classmates are there, and then they saw the shots. We were in the bike lane. We saw bunch of police and ambulance is, they were running. And then after that, they cover the body but it was windy so the cover kept flying off we saw the quy the cover kept flying off we saw the guy huddled up. A bunch of bicycles, they were on the floor. It was really chaotic. There were like for b i cycles. Really chaotic. There were like for bicycles. It surprised us because you usually never see Something Like this happen, especially around here. They werent this happen, especially around here. They we rent even this happen, especially around here. They werent even covered. When did the firing start . We didnt hear the gunshot, we were in class and somebody said, we got shot. Other eyewitnesses described what they saw. Its three oclock in the afternoon when i go back and look, i see a truck going down there. And the summaries and it went that way and it went that way and i saw a couple of bodies lying on the bike path and when i was looking, seeing if there is anybody else, i heard gunshots. About nine or ten gunshots going off. A lot of police came running up towards where i was. They didnt know what was going on. They were confused. There was one female that i saw near the body he must have seen i saw near the body he must have seen it actually happened because shejust kept seen it actually happened because she just kept screaming and it was. We saw the car and we saw the quy was. We saw the car and we saw the guy, he was wearing dark colours and he had a beard. He was holding two guns. It was a little scary. We were just wondering, who is that guy . We we re just wondering, who is that guy . We were told to run in, we were getting freaked out. It was scary. We were all anticipating gunshots, or i was. I was worried that one of us would get shot. Some of the many eyewitnesses. A short time ago, david lowe gave me his thoughts. It is quite close to the september 11 or more ill. Not sure of that was the reason they chose it. It is sad seeing this kind of action, a car being driven into people. U nfortu nately, being driven into people. Unfortunately, what we had to accept expect, what the uk have witnessed, with these attacks with westminster bridge, London Bridge, Finsbury Park, we have seen it globally. No one is claiming responsibility yet. An on line magazine. Some how to do tips on how to effectively do it. This is why, it is why there is such a high threat level. This is the sort of attack to expect. You just listed three terrorist incidents here in the uk, loan at attackers. What measures can be put in place for an attack of this kind by the Security Services . Its notjust the security service. It is also looking at local authorities and businesses as well. Everybody playing a part in this. We are entering into the Christmas Period and we will see markets. Last night, the attack at the birmingham Christmas Market. We are looking at physical obstructions to try and minimise this but its very difficult. You mention Security Services, it is constantly looking at the intelligence they have coming in. An individual who is not on the system but is perceived as a minor player whose influence with some sort of extremist ideology, very difficult to pick up when they try to do this or do an attack with a knife. I appreciate you say this has to bea knife. I appreciate you say this has to be a co ordinated effort by the public to keep their ears and eyes open. When we concentrate on the Security Services and the intelligence gathering, this goes on for years, doesnt it, for these people who might carry on these kinds of attacks . You can see here the benefits of international cooperation. To be honest, there has been Good International cooperation. Within europe, there is the European Union policing centre. And also, outside. The us has a Good Relationship but canada, the uk, australia as well. We have a good system of sharing intelligence. It shows the importance of being vigilant as well when the intelligence is being analysed to pick up patterns of behaviour.
