Theyre called the crack cocaine of gambling fixed odds betting terminals on which you can currently gamble up to £100 every 20 seconds. They made nearly £2 billion last year for the betting industry and hundreds of millions for the treasury. But now the government is considering limiting the amount that can be gambled at any one time to as little as £2, in an attempt to deal with problem gambling. Jim connolly reports. A few months ago, nathan would have struggled to walk past a bookmakers. His gambling problem started with fixed odds machines. He has stopped betting with help from gamblers anonymous. I found myself suddenly with debts that i could not cover at all. I lost about £5,000 in 48 hours. You lose all sense of time around you. The moneyjust. The money becomes a number on a screen. Youre de sensitised to everything that is going on. Gamblers anonymous was my last resort to save relationships. Currently you can bet up to £100 a time on a fixed odds betting erminal. The government review suggests a much lower limit, ranging from £50 to £2, making these machines less attractive. We recognise that people are losing a lot of money on these machines. That they are creating some issues around harmful gambling which can have a great impact on other areas in society, including their families and their communities, so we want to make sure we are taking action. But labour isnt happy with the review, saying it could go much further. The government could have come to Parliament Today and said we are reducing the stake to £2. Instead they have given in to industry lobbying, they have a 12 week review. The maximum stake could still be £50, which means there are going to be a lot more problem gamblers losing money in years to come. Last year, £1. 8 billion was made from these types of machines. Bookmakers said thatjobs are at risk if the limit falls as low as £2. We estimate that half of shops in the uk would close, thats approximately 4,000 shops and potentially 20,000 jobs. At higher stake levels, maybe £20 or £30, we are looking at approximately 2,000 shops closing with 10,000 to 11,000 job losses. Just like high streets up and down the country, this part of east london has more than its fair share of bookmakers. Legally, shops like this one are restricted to having only four fixed odds machines in each shop and some critics say they are so profitable that some companies have multiple branches all in the same area. Charities say its the speed you can lose money on these machines that is the issue. The gambling industry has 12 weeks to respond before the government decides how low its final limit will be and, with bookies taking billions each year, the stakes have never been higher. Jim connolly, bbc news. Ciaran 0brien is from the Bookmaker William Hill and joins us now from central london. Good afternoon to you. Do you recognise that thats one of key points that we heard in that piece, it is the sheer speed at which people can lose money on some of these machines that needs looking at . There have been changes, so you can only walk in off the high street and bet at £50 a spin. The games are slower than the £2 games and the returns are higher. If you look at them side by side f one person was playing a 50 pound game and another a two pound game, the losses would be ata a two pound game, the losses would be at a similar level. There is research that shows the losses are higher on the the smaller stake games. I know that is a complicated issue. What we are focussed on is getting that level of problem gamblers down. That what is the government wants to see. It has been sta ble government wants to see. It has been stable between 0. 6 and 0. 9 of the population for over a decade. We need to work to target those who do exhibit problems and makes sure we have a sus stainable business that is socially responsible. How do you help those people, even if you say its a small percentage, the sums involve candidate bankrupt people involved can bankrupt people. How can those people be helped . Look, i mean, all types of gamble have problem gamblers we have never ran way tr that. We will continue to look at the evidence and do more to target those people and give them help. That is why we fund research, education and treatment and we do things like player tracking and we are continuing to look at evidence to do more. And we will work with government do that in the months ahead. There are people you will have heard today who say, actually, organisations like your have won and these proposals dont go far enough and people saying the government has given in to the industry . No, there isa given in to the industry . No, there is a lot of evidence and it is complicated, the governments own experts have looked at a wide range of issues. They have suggested that some of controls we brought in, some of the world loading controls that we have, they want to see extended to casino and other environments. There is the concern about losses in alcohol environments like pubs. So it isa alcohol environments like pubs. So it is a broad issue for all sorts of gambling sectors. We know the machines have been the subject of a campaign and lot has been based on Commerce National interests from other parts of sector. But we are getting into how do we get the number of problem gamblers down. We dont want to see addictive gamblers. It doesnt do us any good in the long term, because they burn themselves out and we get negative publicity. We want to tar get those and people and not the 99 of people who dont have a problem. Thank you. After half past i will be talking to one man who describes himself as a recovering gambling addict to hear about his experiences. A man has been found guilty of murdering a former Royal Navy Officer, who was run over and killed by his own car in Greater Manchester earlier this year. 0ur correspondent dan johnson was at Manchester Crown court for the verdict. Mike samwell was woken at 3am by somebody breaking into his house. He had gone down stairs to investigate what was going on and found somebody taking his car. Jessica samwell described following her husband at the back of the house and she saw her husband on the ground with the cars tyre on his chest and she described to the court how she watched that car reverse back off his chest and then drive forward over him and speed off. Driving that car was ryan gibbons a29 year old, who admitted taking the car, but denied manslaughter and murder. Who admitted taking the car, but denied manslaughterand murder. They recommend the Police Investigate these matters that bex bailey has talked about. But also are promising that labour will themselves begin an independent investigation into the claims that a Party Employee acted improperly in 2011. He welcomes stricter controls on these fixed odds betting terminals and joins me now. Can you even put a figure on how much you lost . No, gamblers talk about winning is typical and not the money they lose. I estimate over 30 yea rs of money they lose. I estimate over 30 years of addiction that i lost more than £1 million. That leads to so many questions but you mustve started very young. I was addicted to the machines by the age of ten or 11. I went to a Preparatory School and played in arcades and missed school to do that. And as you got older, into your teens and 20s, by that time, did you at any point tried to get help . Did you talk to anyone . Recovering from gambling has been a life struggle for me. I was seriously addicted by my late teens and my parents were desperately worried and they took me to see a child psychologist. This was 30 yea rs child psychologist. This was 30 years ago and a lot has moved on since then. But the view given to my pa rents was since then. But the view given to my parents was this was something that i would grow out of. And tough love was required. The consequence for me was required. The consequence for me was i left home at around 16 and for seven was i left home at around 16 and for seve n years was i left home at around 16 and for seven years did not see my family. So that was a very tough period for me. And my addiction went on from playing the machines in the amusement arcades to playing machines in working mens clubs where they have two underpants machines and then around the turn of the century we got the introduction of the fixed odds betting terminals and my addiction went from bad to worse. Do you consider yourself recovered now . The way i would explain it, i used to gamble 365 days a year, i would be sat at work ina days a year, i would be sat at work in a Management Meeting and my collea g u es in a Management Meeting and my colleagues around me were unaware of what i was doing, i was on a mobile phone spending £1000 on cartoon will act from my mobile phone. And in the space of three or four weeks i lost £80,000, i lost my home during that period. And one of the consequences of that was the pain of my two year old son at that time, we we re two year old son at that time, we were evicted from the property and he cried for weeks and weeks because we could not go home. That is some kind of consequences you get from this addiction. To this day i had not gambled online for approximately ten years. I have gambled until fairly recently on fixed odds betting term is because they are very accessible and everywhere in the high street. You cannot escape them but over the course of the past few years i have been gambling less and less and now im at the point where i have figured out what it is for me that keeps me away from the machines and will not get another moment of my time to playing these machines. When we hear from the government about another 12 week consultation period, what is your response to that, what would you say toa response to that, what would you say to a government minister if they we re to a government minister if they were sitting here, what needs to be done to prevent people falling into this terrible situation . Im astounded by the announcement today, i think it is disgusting. This was the result of a review that has been taking place over 18 months and was delayed from spring this year. And to now announce that we need another 12 weeks to discuss options when we already know the scale of harm that is happening out there, what this means today is that christmas this year, for many people up and down the country, will be ruined by fixed odds betting term or addiction and people going home to their partners in ten terrible state, shouting and screaming, fighting and arguing over money and losses and perhaps kids not having enough food on the table for the mind perhaps not even getting a present at christmas. These machines are in the very poorest areas of our society. People who play these machines have the least amount of disposable income and they are targeted because of the proliferation of these machines in working class areas. And theyre struggling to survive in life so someone struggling to survive in life so someone who gets an electricity bill thinks oki someone who gets an electricity bill thinks ok i might be able to get that money from the machine. They go and play and they get immersed, they lose all their wages and their borrowing money, payday loans, they get in the rail mass. The government needs to take action and reduced the sta kes to needs to take action and reduced the stakes to £2 and do that today. Your story is so powerful, good of you to come and talk to us. The brexit deal is crucial to the industry. The vast majority of produce is exported to europe and the uk relies heavily on dairy imports. Lets take a look at some of the figures about the industry, the number of Dairy Farmers has shrunk dramatically, around 20 years ago we had some 35,000 Dairy Farmers and is now down to around 13,000.
