And the difficulty has been, as hes got older and as hes got bigger and hes got stronger, hes still only violent maybe 5 of the time but the consequences of that violence are getting worse and worse. And whilst hes only 12 years old, hes the size of a 15 year old. Its the law of averages that one day one of us is going to get really badly hurt. They say they are living in an almost permanent state of worry, so much so theyve had to take measures to protect not just elliott but also their other children. So this is elliotts room, and you can see its not like a room that most 12 year olds would have, that weve made quite a few adjustments the most obvious are the bars that we have to have across the windows. You kind of get used to that, you know, your childs bedroom looks more like a cell of some kind, and its only when you stop and step back and really reflect on it and you go, what a symbol ofjust how different our life is. Most people do not have to set their childs bedroom up with locks on the doors and bars across the window, but there are times when, in order to keep elliott safe and in order to keep the rest of the family said, thats what we have to setup. Now, this familys story is not a one off. I thought id get help, but it didnt really happen. Weve agreed not to identify her in order to protect her teenage son, who is now in the care of social services. First i got a bit of help, but then it went monthly, then it was, right, 0k, well wash our hands of you, you can have 48 hours a year respite from a charity. And 48 hours a year doesnt add up to much, does it . Her son was taken into care following a violent incident in the family home in 2011. Documents weve seen appear to back up her claims that she had asked for help on a number of occasions. This letter from her gp to Childrens Services reads, family struggling to cope with childs behaviour. He goes on to say, mother desperate for help. I have cried and cried for help. But, more so, my family was failed, you know, my children, my other children didnt get attention, or i tried to give them attention, but theres a limit to what you can do, and my son was certainly failed. Absolutely. So why are parents like sam and other families not getting the crucial support and services they need . Ive come to the National Autistic society, which helps thousands of people with autism across the country. If children are not having their needs met, then they are being failed, and we have to try and work to change that system. We need a special Educational Needs and disability system that identifies all the needs of autistic children that are out there and then puts in place the support and the services to allow them to live the life that they and their families want to live. In a recent report, the Charity Found families of autistic people in inpatient and Residential Care being failed due to a lack of trained staff. We interviewed 13 families who had experiences of having relatives who were in inpatient care across both children, young people and adults, and basically weve incorporated what we found from them and the lessons that could be learned from that in this report. And what its really painted is a really stark picture of the fact that the system just isnt working at the moment. Cameron has recently started at a specialist day centre, but mum hannah tells me shes worried about the future. I do feel guilty all the time i feel guilty to cameron, i feel guilty to my daughters. Yeah, i do sometimes feel like im not equipped for all of it. But i dont really have a choice, i have to do it. Weve definitely had moments when, you know, weve gone to bed sobbing and just despairing at, you know, how is this our life . But you cant wallow in it too long because youve got exactly the same life the next day, and youve got to be up and youve got to be. And its difficult, because theres no blame you can attach to elliott, theres nothing fundamentally different you can do, so youre just carrying on and hoping to try and learn the lessons from whatever precipitated that particular bout of aggression to try and reduce it or avoid it next time. All these revelations have come to light since allegations so last week the New York Times published this massive article detailing allegations of about three decades worth of accusations of Sexual Harassment from Harvey Weinstein against female employees. After about 30 minutes, he asked to excuse himself and go to the bathroom. He returned in nothing but a robe with the front open and he was buck naked. The actresses Angelina Jolie and Gwyneth Paltrow have joined the growing number of women who have claimed they were sexually harassed by him. He said that he wanted a massage, could i give him a massage . I said no. Together, the claims build up a picture of one of the most powerful men in the industry exerting pressure on younger women at the start of their careers, often in hotel rooms or offices. The suggestions, spoken or unspoken, were that he could advance their careers if they went along with him, or he could do serious damage to the dreams if they didnt. I didnt know about these things, but they dont surprise me at all, and they are endemic to the system anyway. Lots of these women were in their 20s when it happened, vulnerable, afraid that if they say anything or do anything that it will ruin their career. I was shocked and appalled, because ive known him through politics, as Many Democrats have. Police investigations into Sexual Assault and rape politicians against hollywood producer Harvey Weinstein continue this morning. Over 30 women, including Angelina Jolie, Gwyneth Paltrow and rose mcgowan have made a number of allegations against her. Members of the European Parliament have been debating Sexual Harassment in the wake of the Harvey Weinstein scandal. Some meps complained they themselves have experienced harassment. You know what theresa may has suggested, some kind of independent mediation system. What do you think of that idea . I think it cant be that on its own. I think every Political Party has a responsibility to deal with Sexual Harassment in their own parties. There needs to be a space for mps staff and also for mps, interns and Work Experience as well. When you say mps, interns and Work Experience as we you when you sap; mps, interns and Work Experience as we you mean . In my party there is a route that you can go down in order to address Sexual Harassment, but it is not the same in every Political Party and someone same in every Political Party and someone might work for a politician who is not party alined and there needs to be something in place for people like that. My worry is also for people who intern and do Work Experience in mps offices because when you dont have the formal employer, employee relationship there needs to be something in place for them and maybe there is a space for them and maybe there is a space for them and maybe there is a space for the house of commons to have have a process in place which maybe could be led by the speaker, but it cannot just be could be led by the speaker, but it cannotjust be that, it needs to be parties for situations like the one i mentioned where i was a party activist. If somebody wants to have a career in politics, you know, they realise it is a Competitive Industry and they dont wa nt to Competitive Industry and they dont want to upset anyone along the way, turning down unwanted sexual advances might for some women they might certificate receive that as upset be people and damage their career. Sexual harassment allegations have dominated the news over the last three weeks no walk of life is unaffected by it and hundreds of women and some men have now felt empowered to speak out since allegations about Harvey Weinstein first emerged. We can speak now to tv presenter and journalist anne robinson, who says women really should know better than to share a cab or go to a hotel room with someone they dont trust. Anne robinson, good morning. Morning, victoria. Is it as simple as that . No, it is not as simple as that, it is very disappointing that over the last 50 years the glass ceilings have been broken and rather than confidence flowing alongside the fact that there are women in power, there is a sort of fragility and inability to speak out. Men wont change until it is made very, very, very inconvenient for them to i had no idea this behave like this. I had no idea this was still going on, i am very disappointed in it. This morning weve been hearing from parents of violent autistic children whove told us they face being strangled, head butted and kicked. Of course not all autistic children are violent, but when they are, it can be incredibly difficult to manage. The National Autistic society say parents arent being properly supported by their local authorities, leaving families and their children in dire need. We bought you noel philips exclusive report earlier, heres a short extract. Lets talk to yvonne newbold, who has faced violence at the hands of her son who is now in Residential Care. Stephenie sverna and her sonjames. James is ten and has autism. David, step dad is here as well. Stephenie is also expecting a second child, and is due to give birth next month, so she has concerns about keeping her baby safe. Richard sutton has a 14 year old son called max who needs a two to one staff ratio at all times in school to manage his behaviour safely. And labour mp dr paul williams, who is also a gp and a member of the Health Select committee. He recently wrote to englands Health Secretary, jeremy hunt, raising concerns about support for families. Right, it started when he was about ten and we, it was just a complete shock. It came from nowhere. He has behaviour that challenges us most days. What does that mean in practical terms . That means he can become from being a passive young man to escalating into direct violence either to us or to himself and that can last for minutes. It can last for hours and i think the overwhelming impact is that it leaves you feeling unsure where to go for help. Unsure how to manage. Ok. And where, yvonne, where should parents with autistic children who are being violent towards them go for help and what help should they get . Are you asking what help should they get . What help should they get . First of all being believed and understood and accepted that this is a thing. Right. Sorry to interrupt, im getting messages from parents in similar scenarios and they are being told you are an inadequate parent. Exactly. Is that a theme . I thought i was a failure as a mother for years. It wasnt until years later when i began to realise that i wasnt the only one and if anybody is watching today, please know that you are not the only one out there. I didnt realise actually i was like the tough mother of parents. We have to learn on thejob. Tough mother of parents. We have to learn on the job. We tough mother of parents. We have to learn on thejob. We have tough mother of parents. We have to learn on the job. We have to try every possible, off the wall quirky, strategy, going to just try everything and throw everything at it to try and sort it. Ok. So what should be available, but what is actually happening . What should be available is a robust referral system whereby parents can access positive behaviour support from a behaviour intervention team. Does that mean someone coming into your home . Yes, we got it, but it took seven yea rs. Home . Yes, we got it, but it took seven years. Oh my word. And we finally got it after tobys 17th birthday and because it was a childrens service, it finished on the day he was 18. Ok. Let me bring in paul williams. The local Government Association tell us that councils arent getting the funding they need, thats why parents like they need, thats why parents like the ones we have here are not getting the help in their home with their challenging autistic children . Local councils are having to deal with significant cutbacks and sadly the stories that were hearing today show there are too many people that are falling through the net and its are falling through the net and its a net they fall between and what council is trying to do and what schools are trying to do and what Health Services are trying to do. How would you make it work . First of all, families need to get a prompt diagnosis and i have been doing some work with mps to try and hold the Health Secretary to account for this. The guidance says that a diagnosis should start, the process start within three months of referral. Some people are waiting four years for that process to begin. We need at qat support for families to get the right behaviour intervention. It is not about medicines, they dont want medication, they want support to look after their children in their own homes. And we actually need better support for respite as well because you can much better look after your child if you have the break. After the support packages that are put in place are not fulfilled, whether it is due to lack of staffing or long waiting lists and so, what looks good on paper doesnt necessarily come through in practise and the families dont necessarily receive the support that they should be receiving. So you are promised something, but it doesnt materialise . I have had to make formal complaints about my sons respite provider because we were going four months without a break and hopefully thats been resolved now and things put into place, but often families are promised something and thats not fulfilled in practise so there is a gap. What help do you want . I think the fundamental issue in many, many situations is that the assessment process and the provision, the assessment process actually comes from the starting point of the individual and the family rather than what services do provide and what services can provide. In that way you actually start to get we have been talking about person centred care and person centred planning for years, but actually making that happen is a challenge to professionals, it is a challenge for professionals, it is a challenge for professionals to start to begin to act and work as your support rather thana act and work as your support rather than a gatekeeper for services. It is no longer an emergency service, we live with frequent injury and major damage to our home. This texter says, our son is six and has very violent episodes especially during the school holidays, he is verbal and bright, but lashes out when hes suffering extreme anxiety. I am usually covered in bruises. Weve been offered help, but this was limited and we were discharged after several months. None of the support we were offered helped when our son was in crisis and lashing out. This is when pa rents crisis and lashing out. This is when parents need the support. Its so hard. He doesnt mean to hurt, it is a reaction to anxiety. At six, hes very strong, but we can just about manage, but i am terrified of the consequences as manage, but i am terrified of the consequences as he manage, but i am terrified of the consequences as he gets older and becomes stronger. Thats a despairing scenario for a parent to find themselves in. Iama i am a doctor by background, but i wasnt elected to parliament at the last election, and parents often feel they are not being prioritised, andi feel they are not being prioritised, and i hope, ithink that feel they are not being prioritised, and i hope, i think that politics has the power to change this, if it is prioritised, and we get the systems and structures right. It is really important not to stigmatise, this is never the fault of the children that are often experiencing great frustration, sometimes the expression that we see of violent behaviour is because of how sensitive they are to changes in their environment, and so we need to support, not stigmatise, and we need to make sure this is given a real priority. Hes now been cleared of that charge, and we followed him throughout the trial. A year ago, josh was in syria, against Foreign Office advice, having joined Kurdish Militia in the fight against so called islamic state. When we met up with him, hed returned safely home to bristol with an extraordinary story. You felt strongly enough to pick up a gun and do something about it. But surely thats the same sort of sentiment a terrorist has . Theres a big difference between those who wish to commit genocide and those who wish to stop people from committing genocide. But no words really to describe being under aerial bombardment. All you can do, essentially, is keep your head down and hope it stops. Im meeting up withjosh in the same cafe where we talked back in march. Last time i saw you, youd recently come back from syria. Now this. What happened . So, obviously they arrested me when i returned. When they went to search my room, they found a partial copy of the anarchist cookbook, which i had printed off about two years ago and i had completely forgotten about. And so in the context, obviously, it didnt look the best. What the police had found in a drawer under his bed were pages of a 46 year old american publication, the anarchist cookbook. It was enough forjosh to be charged under section 58 of the terrorism act for possessing information likely to be of use to a terrorist. They couldnt prosecute me for going to syria, so they are getting me on this stupid university thing, just to cause trouble for those of us who go and help the kurds. Life is undoubtedly stressful with a criminal charge hanging over you. But at work in bristol, joshs colleagues are right behind him. I was quite surprised i heard about it. You look atjosh and you dont really think he looks like a terrorist. I was a shocked, really, shocked and surprised by what hes going through. I want to have a closer look at the anarchist cookbook. If the director of Public Prosecutions really thinks this book shouldnt exist, shouldnt be accessible, why hasnt he gone after amazon rather than a part time student from bristol . This wouldnt be the first time that someone with a copy of the anarchist cookbook has been convicted. But, in other cases, there was other compelling evidence, notjust the book on its own. Back in bristol, the post has arrived. So, here it is. My copy of the anarchist cookbook. If i wasjosh walker, just owning this book would be enough to land me with terrorism charges. How does your mother feel about it . Shes not incredibly happy with me, im pretty sure. And of course shes worried. Inside the court, josh confirms he did download large portions of the anarchist cookbook, but he had a legitimate reason. Josh told the court that at university he was involved in something called the crisis game society, where they re enacted historical scenarios involving terrorism and genocide. Josh bought the book, he says, because he wanted to bring accuracy to the scenarios. When the games ended, rather than dispose of the book, he put it in a drawer under his bed, where it was found by the police. The next day, josh takes to the stand. Afterwards, he is visibly exhausted. Yeah, quite tired. Still got another day to go. Well, all the evidence has now been heard and its up to the jury to decide whether that book in the drawer underjoshs bed could really be used for terrorism. Its verdict day and bothjoshs parents are with him. The wait is a nervous one. Its a waste of taxpayers money, its a waste of my time. If i go to prison over this, well, you know, it would be a ridiculous miscarriage ofjustice, essentially. Its disproportionate, its not necessary to interfere with what, in legal terms, isjoshs right to have, share and gather information, unless it would actually do something to lessen the risk of terrorism. Which, in his case, it obviously doesnt. The jury takes less than an hour to decide. Really emotional and really stressful. The whole experience has been so surreal, its been hard to call what the outcome would be, because the fact that we are here in the first place isjust an absolute waste of taxpayers money. It makes me quite angry. Its cost tens of thousands of pounds, butjustice has been served. Josh is innocent. But he doesnt escape a scolding from his mum. He has hes got a lot to make up for. Hes got a lot of grovelling to do, havent you . Yes. And hed better not do anything for the next 20 years that may cause me any worry at all. That might be a little difficult, but ill do my best. Scrapping interest on Student Loans and extending the time limit on paying them back could help to avoid a future debt crisis. Thats according to a conservative leaning think tank called uk 2020 which says such measures would bring down costs for students and graduates. Lets talk to the reports main editor and the editor of the student newspaper. Whats the problem . There is a problem with Student Loans. 40 will have to be written off by the government over time and students dont know how much they have got to pay back. They cant afford the interest let alone repaying the capital. We worked out that the government could afford to write off all of the historic Student Loans of £11 billion because they have already provided for that loss in their accounts and then charged no future interest on Student Loans. So you are basically reorganising the deal between the country, the state, and students so yes, students would still have to repay the capital, so they wouldnt have interest on the loa ns they wouldnt have interest on the loans so they would know how much interest, but they would have to pay it over a longer period which would increase the recovery rates, up to about 80 , and therefore, it would bea about 80 , and therefore, it would be a better dealfor the about 80 , and therefore, it would be a better deal for the students, the taxpayers and parents if they are involved too. Cirsy . When they were risen to 6. 1 , the if saismtd it was the main reason that students wouldnt be able to repay their loans. I dont think thats, i dont think thats a new benefit. In terms of increasing the time from 30 years to 50 years, there is positive benefits to that will. Positives and negatives, sorry, the negatives are that it would increase the time the anxiety is above students heads, it makes it longer for them to repay, but the positive is that the repayments but the positive is that the re payments are smaller so but the positive is that the repayments are smaller so when they are on lower salaries, when they just graduate, the monthly repayments just graduate, the monthly re payments are just graduate, the monthly repayments are more manageable, but your youre going to be paying your student loan out of your pension pot. No one retires at 50 let alone in future years. Yes. I see no reason to scrap the interest. All that does is decease the value of the loan. Thats why. Surely all they have to, they will be writing off more money by that system, right . The Current System . By that system, right . The Current System . The value of the still the same and the value of the degree is the same, but you are not getting the interest back. Correct. So essentially, the different deal would be that the government is picking up the tab for the interest, the student still has to repay the capital, buff a longer period. Instead of having to pay it at back at 9 , it could be paid back at 7 and inflation will erode the value of the capital of the debt over that longer period and make it easier and therefore, it shouldnt affect ki rstys therefore, it shouldnt affect kirstys concern about pension pots which is a valid concern. Is the universities minister listening . We hope that the government will take on board the suggestions. They have announced a review, we dont know the detail of that review, but these proposals are with the government. Thank you for talking to us. We really appreciate it. Tony, give us a little insight into your daily life. Ok. So my daughter is four. She has two siblings who are younger than her. She wants to try and hug them, but she can be quite violent towards them so it will be a hug around the neck and choking them. When she is aggravated, she can bite, drawing blood and she can pinch, they blood and she can pinch, but they have no ability to stop. The pinches can turn into nasty bruises. She is only four and i worry this is going to increase, i worry it will get worse. Josephine, hello. You have a six year old daughter who has been lashing out, i think, since the age of about three, is that right . Thats right, yes. How tough is it . Its very tough. I can echo a lot of what toni hasjust its very tough. I can echo a lot of what toni has just said the worry for her younger sibling is huge. She hits, kicks, head butts on a regular basis, myself, my husband and our daughter. She has pushed her two year old sister down the stairs and she has gone to strangle her and it is the unpredictability of her behaviour. We have dealt with social services in the past because we have children with Additional Needs and we have had to ask them for help before. And what was forthcoming . Well, essentially i was told if i couldnt cope then and i cant cope now because of our family situation that they would have to put our kids in care. Wow. Because you would rather try and cope and keep the family together obviously . Absolutely. We just asked for some help, not anything else. Wow. I mean, toni, what do you think of michelles story . Its horrific. We had a similar experience with social services. They said that daisy didnt require any more help or care thana daisy didnt require any more help or care than a normal three year old which is ridiculous. I think its so little under understood the ed are there to protect our children from adults, they are not there to safeguard against siblings and proltected parents. I think thats the problem with professionals and this hasnt been spoken about and therefore, it is all undercover hopefully with the work your programme has done today, it will come out and it will start the conversation and people will begin to understand that there are so begin to understand that there are so many thousands of parents and families suffering out there. They are really struggling. What are you going to do josephine . Luckily my little one is now three, my youngest and she can stand up for herself pretty well. I still have to be vigilant. She gets a lot of support at school because she is violent at school as well towards other pupils which is always fun in the playground when you see other parents. That is difficult because the judgment is obviously oh, your child is out of control. Your child is ever so naughty. Whereas the reality is, she just, is ever so naughty. Whereas the reality is, shejust, her is ever so naughty. Whereas the reality is, she just, her behaviour is her call for help. Its not right. I hate it. The idea that my child is hurting other children. She hurts my own child, my youngest one, but thats very difficult for people to understand. Yeah.
