So the tfl website you can go on there and find out whether your vehicle will be impacted by this, but the kind of rough rules around this is vehicles which are registered, which were registered before 2006. So it is the older vehicles, they are the more polluting ones because this is about reducing the pollution in the area and its expected to impact around 34,000 and its expected to impact around 311,000 cars, vehicles, every single month here and it is part of the citys strategy to try and reduce the pollution here. Other cities are looking at what they might do as well and its all part of the governments air quality strategy where they are looking at reducing the pollution across the whole of the pollution across the whole of the uk. My lab looks for resistance to the most powerful antibiotics we currently have. If go back to 2005 to 2007, we were seeing these bacteria in maybe two to four cases per year. Last year we confirmed these resistant bacteria in over 2,000 cases. Drug resistant infections are a growing problem. 5,000 people were killed by such infections last year. If you take e coli in the blood stream, now four in ten cases cant be treated with the most common antibiotics. Antibiotics, were wonderful pills. Using too many antibiotics increases drug resistance. This tv campaign is being launched to tell people theyll not be given a pill every time theyre ill. The majority of us will get infections from time to time and we will recover because of our own immunity. The fact is if you take an antibiotic when you dont need it then you are more likely to have an infection that the antibiotics then dont work for over the coming months. Health Officials Say we all have a part to play in preventing the rise of antibiotic resistance. We will be discussing that later on in the programme. Let us know what you think about that one. Plans to bring in a minimum price for alcohol will be announced by the Welsh Government later. Ministers say the measures would reduce access to strong alcohol and help to reduce hospital admissions and alcohol related deaths. Those whose drinking is on the increase and people who are considered high risk consumers make up 26 of the welsh drinking population. However, they account for 65 of spending on booze and 72 of all alcohol consumed. The Research Tells Us that if we set the price at 50 pence for example that we could save over 50 lives a year here in wales through that minimum unit pricing and we could save around 1,400 unnecessary admissions to hospital and 10,000 days of lost work due to alcohol as well which obviously has an impact on the economy. The imminent Supreme Court ruling on similar plans for scotland will no doubt have an impact in wales, but the aim is that minimum pricing will be enforced here by the summer and that strong, cheap alcohol will become a thing of the past. That the system has been structured in a way that it makes it difficult for parents to get the help their children need rather than easier. A year after that assessment, they still dont have a plan in place for support and their son is home schooled. Adam is also home schooled. It is because the overuse of such medication has led to an increasing number of drug resistant superbugs. Last year, in england alone, more than 5,000 people died from such infections. Lets get more on this from dr Chris Van Tulleken who is an Infectious Diseases doctor. Thank you very much forjoining us, chris. This is something which, i know we have touched on before, its a really important message, why do you think its not getting through . I think it is getting through actually. Weve got good evidence that patients are taking fewer antibiotics and doctors are giving out fewer, but now is the moment to drive it home because as the chief medical officer said we are approaching what could be a huge disaster for all of us as individuals. On that issue, i mean, give us an idea this morning about how that could affect, and it is not just the antibiotics you get from doctors and other gps and other prodescribing doctors, but in terms of the operations which we might under go. How do antibiotics affect that . So most of the time when we get a bacterial infection, the bacteria has been in our body and so when you take antibiotics, there arent necessary, you increase the likelihood that you as an individual will have a resistant bacteria in your body that then wont respond to the antibiotics when you next really do need them. And so, its notjust the ear infections the and the coughs and colds that we generally think of as being associated with antibiotics, if we lose the ability to treat infections things like chemotherapy, things like orthopaedic surgery no longer become possible. Anyone who had a child in the last few weeks who has broken an arm on a trampoline, anyone who had their hip replaced and anyone who had chemotherapy for a cancer, all those patients need antibiotics and they need them to save their lives and so thats why we mustnt waste antibiotics when we dont need them on minor viral illnesses. You mentioned the chief medical officer. It is strong language. Is there an element of scaremongering or are they trying to get the point across that we are heading towards a serious issue . No, sally davis is not one to mince her words, but she also uses measured words apocalypse is right, by 2050 some people predicted that deaths from antibiotic resistant infections will outstrip those from cancer. So we will return essentially if we continue as we are at the moment across the globe, we will return to across the globe, we will return to a preantibiotic era where minor infections could end up taking peoples lives on a regular basis. Chris, while we talk to you, we are going to show some pictures from the advert that the government are running about the campaign. There seems to be pressure on the emphasis is on how the public use antibiotics. I wonder, is on how the public use antibiotics. Iwonder, how is on how the public use antibiotics. I wonder, how much pressure are doctors under when they sit in front of patients about saying well, i have got a cough, i have got a cold, i need antibiotics andi have got a cold, i need antibiotics and i have had them before and i need them again, they worked in the past, i need them now. How difficult can that be sometimes . Well, the problem is being tackled from both ends really. Medicine is increasingly, i hope, a dialogue between patient and doctor. Doctors especially primary care doctors and primary Care Health Care professionals a re primary Care Health Care professionals are being supported not to prescribe antibiotics and thats happening all the way through the health service, but at the same time because we want to listen to our patients we have to make sure the public are as informed as possible about the risks, notjust the general risks to us all, but about the risks to them as individuals. In terms of what it will mean for Vehicle Owners, £10 daily charge which will apply on weekdays between 7am and 6pm. Samantha, give us what it means for Young Children on this type of scheme, because their health is obviously a mass of concern to us . Absolutely, there are 115,000 children living in london with asthma, and they will be affected by polluted air and i think this scheme will be supported because people are coming into london, you want the air is clean up the author does not damage their lungs and leave them to develop lung disease later so it could have a massive impact. Is there evidence that its directly linked if you are reducing the number of cars . Are you reducing the number of cars . Are you reducing emissions and help children . There is some evidence that lowering pollution levels stops developing asthma and evidence it prevents attacks. They are difficult to study because you have to do research over long periods, but i think in principle absolutely. If you lower the emissions and make the airclearer you lower the emissions and make the air clearer you will prevent people having asthma attacks, no question. You mentioned how many children have asthma in london. How does that compare to the rest of the country . Its 11 compare to the rest of the country . Its11 across the whole country and london are slightly higher but not really. Interesting. Matthew, this misses, for them this is another cost they will have to pay and you are happy about it . We are in favour of environmentally aware policies but we are concerned that isnt the right policy lever. For the Small Businesses, they are faced with business rate increases and 11 hit next year. What is your sense about the scale and rate of change in, for example, the arctic . I think any sceptics that there were ten years ago, 20 years ago, about Global Warming and so on, climate change, and there were lots, must surely be diminishing, almost to vanishing point when you see the evidence we have collated. World scientists around the world have collected whats happened to our seas. And the fact we are responsible for that. From today, owners of older, dirtier vehicles will have to pay an extra £10 to drive in Central London and thats on top of the existing congestion charge. The scheme, known as the t charge, is designed to reduce air pollution and has been welcomed by Health Charities and environmental groups. But some businesses say theyre worried about the extra cost. Steph is in london. How will it work . Good morning everybody. Yes, i am good morning everybody. Yes, iam in the t charge zone, the t standing for toxicity and it is the same area as the congestion charge zone that we have. We have had that for a few yea rs. We have. We have had that for a few years. The way this one will work is its a £10 daily charge for any vehicles which dont meet a certain emissions standard. Now, if you want to find out whether your vehicle is one of those, you can go on the tfl website, transport for london website, transport for london website and you will be able to put in your Vehicle Details and find out. To give you a rough guide, its cars, vehicles, registered before 2006. So its as lou said, the older, more polluting vehicles that they want to hit with the charge. In terms of when it applies, its weekdays so monday to friday between 7am and 6pm. Thats a daily rate if youre coming in and out of here every day you will have to pay that every day you will have to pay that every day you will have to pay that every day on top of the congestion charge. But, if you are looking at the number of vehicles it will impact, it is around 34,000 vehicles in total a month that are expecting to pay the charge and as dan said, this is all about trying to reduce the pollution in the city. It is a city, which, of course, does have a lot of pollution and like many cities they are looking at what strategies they can bring in to reduce the emission and make life nicerfor the people reduce the emission and make life nicer for the people who are living and working here. So, iwill nicer for the people who are living and working here. So, i will be talking to the mayor, sadiq khan who is launching the scheme later on this morning just at one of the buildings up the way, so i will be chatting to him about what impact it might have. Tell us what you think as well about the extra charges. Police in warwickshire are questioning a man arrested over the four hour hostage situation at a Bowling Alley in nuneaton yesterday. Armed officers stormed the building in bermuda park, where two people were allegedly held at gunpoint. No one was injured and police say the incident was not terror related. The uks biggest business lobby groups, including the institute of directors and cbi, are calling for an urgent brexit transition deal in order to safeguard jobs and investment after the uk leaves the eu. In a joint letter due to be sent to the brexit secretary, david davis, in the coming days, the groups warn that time is running out. Lets get more on this from our political correspondent, alex forsyth, who is in westminster. What more do we know about the content in the letter . Well, this comes from an Influential Group of business representatives and its a draft letter. Effectively warning about the risks of uncertainty. It says there could be wide ranging and damaging consequences for investment and trade. Now, what these groups want isa trade. Now, what these groups want is a guarantee about that two year transition period after the uk leaves the eu in march 2019. They wa nt leaves the eu in march 2019. They want that to effectively carry on trading the same terms the uk does. Eu leaders wont talk about that until they resolve other issues about leaving the European Union first, not least the tricky issue about the financial settlement what the uk might pay. Last week, theresa may went to brussels, she met with the eu leaders and this afternoon she will update mps in the house of commons as to how that went and i think what she will say is that there has been some progress, eu leaders have agreed at least to Start Talking about talks about transition and trade. So thats something the government can come back with. But what this letter shows is just the level of pressure that theresa may and the government is now facing to really get things moving in terms of this negotiation. Thank you, alex. The advice is part of a campaign by Public Health england aimed at limiting the spread of drug resista nt superbugs. Our health correspondent, James Gallagher reports. Bacteria, like these e coli, are getting harder to treat as they evolve ways to resist antibiotics. This is where the most serious infections come for analysis and the staff at these Public Health england laboratories admit theyre worried about growing levels of antibiotic resistance. My lab looks for resistance to the most powerful antibiotics we currently have. If go back to 2005 to 2007, we were seeing these bacteria in maybe two to four cases per year. Last year we confirmed these resistant bacteria in over 2,000 cases. Drug resistant infections are a growing problem. 5,000 people were killed by such infections last year. If you take e coli in the blood stream, now four in ten cases cant be treated with the most common antibiotics. Antibiotics, were wonderful pills. Using too many antibiotics increases drug resistance. This tv campaign is being launched to tell people theyll not be given a pill every time theyre ill. The majority of us will get infections from time to time and we will recover because of our own immunity. The fact is if you take an antibiotic when you dont need it then you are more likely to have an infection that the antibiotics then dont work for over the coming months. Health Officials Say we all have a part to play in preventing the rise of antibiotic resistance. Plans to bring in a minimum price for alcohol will be announced by the Welsh Government later. Ministers say the measures would reduce access to strong alcohol and help to reduce hospital admissions and alcohol related deaths. The Scottish Government has been trying introduce a similar policy, but has faced challenges from the drinks industry. All sea life around the world will be affected as the oceans become more acidic due to Carbon Dioxide emissions, according to a major study involving more than 250 scientists. The research, which lasted eight years, warns that infant Sea Creatures are especially vulnerable. New Research Suggests theres significant public support for banning unpaid Work Experience which lasts longer than a month. A survey of almost 5,000 people carried out by the social Mobility Commission found 70 felt they should be paid for longer placements. The majority said theyd support a change in the law to prevent companies exploiting unpaid interns. I think internships really open doors. It gives us a taste of what life is like and thats really good, but it is not like Work Experience. It is not a week, it can be a month. It is not a week, it can be a month. It could be a year. It could be more. And asking people to work for free for as long as that, its fine if youre wealthy enough to afford it or if your parents are. Its not so good if you are a youngster from a lower income family who has been given an opportunity and then finds they cant take it. Some people, you are saying, will not be able to afford carry on working for free . Well, survey data shows only 4 of people, just 4 , say that there be a financial bar to them taking unpaid work. Thats 96 of talent effectively locked out of these opportunities. So, for the individual, its a social mobility disaster. For the country, individual, its a social mobility disaster. Forthe country, its individual, its a social mobility disaster. For the country, its bad, but for those businesses as well to think they are effectively excluding 96 of the talent that they could have coming into their organisations. What about people having to work for free for four weeks what, do you think . My start point was zero weeks, but in consultation it seemed clear there was consensus around the four week mark to ensure my bill wouldnt get clogged up in an argument over time, ifigured four weeks is clogged up in an argument over time, i figured four weeks is fair enough. It gives people the opportunity to experience work and anything beyond that should be paid. What would you say to people who say that might mean that businesses will cut down on the number of internships they have . Cut down on the number of internships they have . |j cut down on the number of internships they have . I think if businesses are relying on unpaid work to keep that business going, well that cant be a very good business. Wilberforce slammed the door on slavery, the National Minimum wage came in and yet we have unpaid work and i dont believe there should be any dimungs in the number of Work Experience opportunities. A four week period it gives businesses a fine time to experience that person in their organisation and anything beyond that should be paid and if people can get involved in this, can get involved in the Twitter Campaign and use the hashtag pay interns. And do you have a lot of evidence that some businesses, as it stands at the moment, are exploiting this . Certainly. There is a case, its great in the uk at the moment that we have high employment and low unemployment, great, but we also have a boom in unpaid internships, they have gone up 50 since 2010 and if were truly to have a nation that works for everyone, i believe that a prohib i on all unpaid Work Experience exceeding four weeks is a significant piece of thatjigsaw. Some people say we have laws in place when someone becomes a worker. Indeed. It is set out in the National Minimum wage, what defines a worker, that legislation protects you. It would be an incredibly courageous person to take a case against the employer and we need to have clarity in this area and to give that protection to all people. History on bbc breakfast. Parents of children with special Educational Needs and disabilities are struggling to get the basic support they need. The local government ombudsman in england has told bbc breakfast that a new system introduced three years ago is making it harder for many families to get help. The local Government Association says the system is underfunded. But the department for education says its investing more than £200 million to help local authorities. Jayne mccubbin has been to meet some of the families affected to find out more. Its nearly broken us really. Its battering emotionally. These mums are talking to me about their experience of trying to get the right support plan for their child to stay in school. What used to be called a statement but what is now called an Education Health and care plan, an ehcp. Today a report says that system in england is failing far too many parents. For some of the families that weve investigated, it feels like a war of attrition for them to get basic support for their children. We are not identifying amanda and phil to protect their sons identity. He has aspergers and two years ago began to self harm as he struggled to cope in school. They finally got an assessment for extra help after a year long fight. But it was too late. It was far far too late. Because one month later he took an overdose. He was eight. It makes it feel as though its geared towards discouraging you rather than helping you. That the system has been structured in a way that it makes it difficult for parents to get the help their children need rather than easier. A year after that assessment, they still dont have a plan in place for support and their son is home schooled. Adam is also home schooled. Not through choice, his mum tells me, but because they too had fought to get the right support plan in place, a process which is meant by law to take 20 weeks. You are now . 18 months. For 18 months they have fought for this plan to spell out exactly what adams needs are and specify exactly what help he will receive. Rachel tells me the original did neither. They didnt mention that hes a full time wheelchair user. They didnt mention he requires hoisting for all transfers. They didnt mention he has osteoporosis. If anyone had read that document they would not know it was about adam. Today the local government Ombudsman Says in eight out of ten cases, local authorities during these plans are getting it wrong. The impact on those families and ultimately the children we are talking about is what . I think the consequences for the parents is they are being made to jump through hoops to get basic entitlements and the consequence for the children as they lose out on the fundamental parts of their education and potentially dont fulfil their potential. After 18 months of fighting, rachel is agreeing to a final plan being offered to adam but not happily so. The london womens clinic says the numbers of patients theyve treated has tripled in three years. Its now working with with the university of cambridge in a large study about egg freezing. The first ever car seat for children which includes an inbuilt airbag has been tested and launched in berkshire. The bag is built into the straps of the seat, and uses compressed air to cushion a childs neck. We found it reduces the forces on the childs neck by 55 . During the past 16 years, almost 4,000 women in the uk chose to freeze their eggs. And leading clinicians say theyve seen a significant rise in the number of people taking such steps in the hope of preserving their fertility. So whats behind the trend and how successful and safe is the method . Well discuss this in more depth in a moment, but first Anna Williamson from inside out london has been to meet Natasha Jouhl as she underwent the process for a second time. For the past 11 days natasha has been injecting a drug to increase 999 been injecting a drug to increase egg production. If you are using an injection every day in your stomach you start to get sore from the actual area where the shot goes. And probably just actual area where the shot goes. Good morning both. Good morning frankie. Clare, talk to us about your story. When did you decide that your story. When did you decide that you wanted to freeze your eggs and why . I was in my late 30s and i hadnt met anybody to have children with. So i got to 39 and i thought i dont want to miss the opportunity of having a family. So, i had seen some information on television and in the magazine and that there is this new technology to freeze egg sos i thought it would give me a bit of extra time to, a bit of breathing space to meet somebody. Is clare typical . What are the main reasons that women choose to do this . Yes, so that women choose to do this . Yes, so what clare has said, tends to be the main reason i hear from the women that im speaking with. The idea that they are not with the right partner to start family with or they are not in a relationship and theyjust or they are not in a relationship and they just want or they are not in a relationship and theyjust want to be able to buy and theyjust want to be able to buy a little bit more time or to ease that pressure off. When you read accou nts that pressure off. When you read accounts of, i was reading your story, clare, is it right that you never met anyone else who has done this and many of the women in the same situation, because there is not many who do it because it is expensive and it is not something you would openly talk to somebody about . It is not something you go into a conversation and just bring up. No, i havent met anybody, into a conversation and just bring up. No, i havent metanybody, but into a conversation and just bring up. No, i havent met anybody, but did ita up. No, i havent met anybody, but did it a long time ago. I think i was one of the first to have done it. So, yeah, i havent met anybody else. And there are companies, arent there, now that sort of advertise it, they will help support women who want to do this. What do you think of that . Yes, certainly in the us, you know, there were big news stories in 2014, 2015 of Companies Supporting egg freezing and that received quite mixed reaction. Some people felt that you know are those companies trying to insent advise women to delay mother hood and concentrate on work, but it depends on the broader context. If those companies are also offering good maternity benefits or good Childcare Options then thats brilliant. It is just Childcare Options then thats brilliant. It isjust a way Childcare Options then thats brilliant. It is just a way of increasing womens reproductive options. Clare, sow froze your eggs and you had a period waiting. When did you decide this is the moment, i think im going to go on and have a baby . Well, i had given myself until the age of 45 and i thought thats my cut off date. I got to about 46 andi my cut off date. I got to about 46 and i thought im not meeting anybody, its just not happening. And i thought im not meeting anybody, itsjust not happening. So its either now or never. So i decided to go alone. Other women will have somebody, they will have met somebody. And so, eventually, you know, wint to the clinic and got checked out and everything and they said, you know, its ok to do it and soi said, you know, its ok to do it and so i thawed some eggs. Is that kind of decision, obviously, its something you thought about over many years. Did you have concerns . What were your concerns going into it . I think reaction of people, i think, was a big concern. But i have been surprised at how positive people have been because its such a wonderful thing to be a mother and its something i always wanted and you know, as somebody said to me any child is a gift, so itsjust, you know, its everybody is really pleased for me that i have been able to experience this and i havent missed my opportunity. I think frankie agrees with you. Costs can be quite prohibitive for the summer between £2500 and £5,000 to go through the process. Storage charges can be £400 a year. Does that put women off the process . Certainly the costs of Technology Like egg freezing mean that for a lot of women its not even going to be an option. But a lots of women that i see other london womens clinic come from a variety of different professional backgrounds. Its not the very high earning lawyers and financial sector. There isa lawyers and financial sector. There is a range of different groups of women and for a lot of women to spend up to £5,000 to try to have an increased chance of motherhood later in life, that is a reasonable amount of money. There has been a spike in this in london which is not matched elsewhere in the country, so does that suggest its a lifestyle thing and for those who have visited london, a particular london lifestyle thing, putting things off until later in life . There are several factors which go into why women might want to freeze their eggs and some of those are certainly exacerbated in a cosmopolitan city like london, such as people settling down later, the fact that most people cant even afford to buy a house, and maybe they dated much more. They are not necessarily ready to settle down. All of those things delay the age at which women are becoming mothers. Your advice for someone considering it, what are the things to think about . Well, its something if you want to do it, it is something you are going to do anyway, its a personal choice, so the only thing, if youre going to freeze eggs, the only negative thing is the cost to it. But i was in a fortu nate is the cost to it. But i was in a fortunate position i could afford to do it at the time. You could buy a carand it do it at the time. You could buy a car and it appreciates by the same amount, so its just car and it appreciates by the same amount, so itsjust what car and it appreciates by the same amount, so its just what you choose to spend your money on. Roughly, it is vehicles registered before 2006 which will be impacted by this and it is a £10 daily charge, a weekday charge which will ta ke charge, a weekday charge which will take effect between 7am and 6pm and we are expecting it to hit Something Like 34,000 vehicles every single month. It is a real problem in london. Pollution. This is why its been launched today. Its part of the governments air strategy where they are looking at how they can actually reduce the emissions and pollution you get across the uk, so there are other cities looking at what they might be able to do as well. Another element we could see happening is the reduction in petrol and diesel cars through a plan to stop selling them by 2040. This is all about making the quality of life better but of course, businesses are wondering what it will mean for them. I was talking to the federation of Small Businesses early on about what it could mean for them in terms of this charge because lots of businesses are using this route coming in and out the zone regularly. Some of them with vehicles which are older than 2006, so they are wondering how much its going to impact them and they say there should be more support for businesses, maybe a package to help them transition through this process. It doesnt just them transition through this process. It doesntjust hit them straightaway because £10 a day for businesses, like careers, could be quite a lot. We can now talk to sadiq khan. We willjust grab him and find out a bit more from him about why they are launching this today and what impact it will have because theres been lots of research about whether reducing the number of cars in cities makes a difference to air pollution so lets grab him now. Each yearin caused by the poor quality air. Each year in london more than 9000 londoners died prematurely because of the poor quality air. Children in london have lungs who are underdeveloped because of the poor quality of the air and there are adults who suffer from a variety of conditions asthma, dementia and strokes, linked to the poor quality of the air. Todays t charge is the toughest surcharge in the world for a good reason. We need to have the most polluting vehicles off the streets of london. Businesses are concerned about how will impact them. Earlier i talk the federation of Small Businesses who said why cant there be more help for businesses rather than just slapping them with a charge . Why cant there be more support for businesses to have vehicles which dont have pollutants . I agree but a few years ago experts and politicians were saying to businesses and families to move away from petrol to diesel. Why . It is less carbon emissions. What im saying to the government now for the last few months is you have got to have a diesel scrappage scheme which helps businesses and families and charities move away from diesel and the government has cut the budget coming up and it is crucial that they announce these diesel scrappage schemes to help businesses. If the children who are suffering consequences of poor quality air. It in the poorest parts of london where families and children suffer the consequences. Im not willing to stand by while we suffer this Health Crisis. Is their direct evidence reducing the number of cars reduces emissions and stops children on getting ill . The Scientific Evidence is now unequivocal that one of the main causes of Carbon Dioxide matters is vehicles and diesel in particular. We know as a consequence of the t charge and the emissions zone we think we can reduce it by half within my first term as a mayor. The other half comes from things like construction, the river thames, housing, so im telling the government that we need a diesel scrappage scheme to help businesses and families and charities and we need a new Clean Air Act for the 21st century. Double decker buses will be zero emissions. From next year, we wont license any diesel taxis. Taxis will be zero emission. We are making sure in the dirtiest part of london we use the cleanest buses, we encourage more people to walk and cycle around schools, so we are taking lots of steps to make sure the air in london is not a killer. Its being described as the toughest emmission standard of any major city in the world. From today, owners of older, more polluting vehicles will have to pay an extra £10 to drive in Central London and thats on top of the existing congestion charge. The scheme, known as the t charge, is designed to reduce air pollution and has been welcomed by Health Charities and environmental groups. Some businesses say theyre worried about the extra cost. It will be charged on top of the current congestion charging that was launched a few years ago here. The idea is that it is about trying to reduce pollution in the city. I was just chatting to the london mayor, sadiq khan, who said this is one of those priorities, to make the air quality better, particularly for children in the area who have been hit hard by the pollution which is in this city at the moment. In terms of how it works for people. Its a £10 charge that any vehicle that doesnt meet a certain Emission Standard will have to pay. You can get details from the website for the tfl. It is for vehicles registered before 2006, so it is the older, more polluting vehicles that will have to pay this £10 daily charge. And its weekdays between 7am and 6pm. It is expected to impact 34,000 ca rs. It is expected to impact 34,000 cars. If you do not pay the charge could be hit with a penalty charge notice of £130. This £10 charge is important to pay if you have a vehicle which is not meeting these new standards of omissions. And of course lots of people will be wondering what it is meaning for them, business people. The federation of Small Businesses says that whats of small countries are not aware of the new charges coming in so they are wondering whether there vehicles have the right spec, whether they will have to pay this charge. Those are the ones buying large amounts of cheap alcohol and suffering the Health Consequences of that. |j Health Consequences of that. wonder if we could play a clip. And if there was a minimum price, because alcohol was more important than food or other things, i would be willing to spend more on the alcohol than i was on the other things that i needed in my life. In his view it didnt matter about the price, it was the alcohol that mattered. It is important to say that minimum pricing is not a magic bullet and will not solve all of the problems to do with alcohol. But it is important to realise that dependent drinkers, even a tiny proportion of the people drinking at harmful levels, a large number of people drinking at harmful levels are not dependent drinkers and Research Says that those people will respond if you increase the price of the alcohol that they buy and the relationship between the amount we drink and the likelihood of you suffering negative Health Consequences as a result, that gets steeper, the heavier drinking you are, so if you are a heavy drinker you will see bigger benefits. In scotland, the plans from 2012 are still being challenged by the drinks industry. Is that likely to come to conclusion soon and will it be challenged in the same way in wales . The Scottish Court case is currently with the uk Supreme Court. We expect a decision on that, eminently, any time in the next few weeks. It is unclear. I cannot say what the alcohol industry in wales might do in response to this legislation. The ruling from the uk Supreme Court will merelyjudge whether a minimum unit price is a proportional response in scotland to the problem is that they wish to tackle and is a more proportional way of addressing those than increasing tax. It has been tried out in other countries in the world, this kind of thing. Similar policies have been tried. Exactly the same policy hasnt been implemented. Canada has a form of minimum pricing and there have been a range of studies in canada showing that that has had the affects you would expect it to have, so when they have increased the minimum price they have seen a number of alcohol related deaths falling, hospital admissions for them, crime falling, all the things you would expect and you would want. On that example yukon, white cider for 16p a litre, a two litre bottle, what would a price change people that . Parents of children with special Educational Needs and disabilities can face a war of attrition trying to get basic support in place. Thats according to the local government ombudsman in england, which has told bbc breakfast that in 80 of complaints it received about education, health and care plans, councils got it wrong. The local Government Association says the system is underfunded, but the department for education says its investing more than £200 million to aid local authorities. Jayne mccubbin has been to meet one mum who has been trying for 18 months to get a new plan in place for her son. A process that is meant by law to ta ke a process that is meant by law to take 20 weeks. You 18 months. For18 take 20 weeks. You 18 months. For 18 months they have fought for this plan, to spell out exactly what adams needs are, and specify exactly what help he will receive. Rachel tells me the original did neither. It is distressing seeing that, we have seen two case, but this document doesnt describe that he needs a wheelchair, so how is this going, how is this happening . What we are seeing, we did a report three yea rs we are seeing, we did a report three years ago which highlighted problems under the old system. We did our first investigations, and what we found eight out of ten cases were up holding problem, typically people waiting way over the 20 weeks it is meant to take, people not getting the basic support, so what we are seeing is some real difficulties here, we are trying to sound an Early Warning to say are these isolated cases or is there a bigger problem. Does it need further investigation or do you go as far as to say it is failing . We only see the tip of the iceberg. People only complain when they have run out of option, we are the last resort. So we only see part of the picture, what we are seeing is worrying. Our complaints have doubled in last two yea rs, complaints have doubled in last two years, what we are saying Central Government need to look at this and see is it a systematic failing in the system. Have you got any answer as to why it is happening . Well, obviously we all know local government is working under pressure these day, some local authorities are struggling to prioritise this, hitting a 20 week timetable is quite a challenge, you need to plan ahead, you need to consultant families, professionals in order to get that right and professionals in order to get that rightandi professionals in order to get that right and i think some authorities are struggling to do that. In terms of putting those things right then, you say you have investigated like 100 cases in, and eight out of ten you found issue, so, are there more, is this sort of variation of seriousness in those cases, where you found problems . Almost always of these cases are pretty serious, because what they end up doing is children miss out on st port in key parts of their education, we put a report out last week on one of these cases where a child missed out 18 months of support during their gcse year, any parent in that situation is not only is that frustrating, but they will be left asking the question what might their child have achieved had they been given the right support . That is what i wanted to pick up. I can have an impact way beyond the time they are having to wait. Absolutely. This case was 18 months during their gcse years, so the real problem is chilled dont get the support they need at the rite time, they might not fulfil their potential in the education system. What can parents do who are left in this position, where the children, they are not getting the support they need. Where with they go . To you . These things are best sorted is out locally, if they have concerns talk to the school, they should have a special needs co ordinator and the council. The council have the responsibility for sorting this out. If they dont have satisfaction there is two places that i can go. If you think the plan has the wrong content you can go to a tribunal and you can appeal the content a tribunal and you can appeal the co nte nt of a tribunal and you can appeal the content of the plan, if you are on certained about delays or the implementation you can come to us and we are a free service. . You mention a tribunal, it is so onerous on people.
