Shinzo abe has declared victory after the general election. His liberal Democratic Party and its Junior Coalition partner are forecast to secure 310 of the a65 seats in japans lower house of parliament. Mr abe is on course to become japans longest serving post war Prime Minister. Rupert Wingfield Hayes has the latest from tokyo, his report contains flash photography. Shinzo abe took a gamble and it has paid off. This summer the japanese Prime Ministers Approval Rating plunged to less than 30 . Now he has won a big victory and four more years in power. This victory makes mr abe japans most successful post war politician. He was assisted to his win by typhoon lan, that helped keep nearly half of japanese voters at home. But by far the biggest help was division and confidence in japans opposition parties. Last month this woman, the popular governor of tokyo, vowed to take on mr abe at the polls. But come election day, she was at a conference in paris. Mr abe claims he called the election because of the threat from north korea, who said he needed a mandate from the japanese people to get tough on pyongyang and its missile programme. Translation i believe this election was firstly about the korean threat. You could say the north korean threat is the biggest ever. But the issue closer to his heart is changing the constitution. Japan has a modern military. But for over 70 years it has not fired a single shot in anger. Article 9 of the constitution states japan will forever renounce war and the use of force to Settle International disputes. Mr abe and his supporters considered those words a humiliation, forced onjapan by the american victors. He now has the best chance he will ever get to remove them. The us secretary of state is demanding that iranian backed militias fighting the Islamic State group in iraq should disband. Rex tillerson was speaking in saudi arabia, he is on a tour of gulf countries and he praised an agreement to coordinate the fight against the militants in rebuilding iraqi territory. Iranian militias in iraq, now that the fight against daesh and isis is coming to a close, those militias need to go home and any foreign fighters in iraq need to go home. And allow the iraqi people to regain control of areas that have been overtaken by isis and daesh that have been liberated, allow the iraqi people to rebuild their lives with the help of their neighbours. I think that agreement that has been put in place between the kingdom of saudi arabia and iraq is a crucial element to assisting the iraqi people to do so. South koreas president says his government will continue to phase out nuclear generated electricity, despite a Public Opinion poll to the contrary. He will press ahead with plans to step up the use of natural gas and renewable energy, almost 60 of South Koreans are in favour of resuming the construction of two nuclear reactors. 11 Foreign Workers have been killed by a landslide at a construction site in north west malaysia. Reports say a mountainside collapsed, burying the labourers, mostly from bangladesh and indonesia. Local authorities stopped construction while they carried out an investigation. The issue of north korea, Foreign Policy is interesting because suddenly the Prime Minister was emphasising his Foreign Policy. However, Foreign Policy was not an issue, nobody talked about his Foreign Policy, in particular, the Opposition Party was not emphasising or talking about Foreign Policy because japanese people in general are in support of the Prime Ministers Foreign Policy. Especially his tough confrontational approach towards north korea. It is something that shinzo abe has been strong to push, that he will take a strong line with north korea. Does this vote give him a stronger hand in dealing with north korea and what about relations with the us . Us japan relations have been strongerfor a few years. This is ok. The problem is, suddenly north korea, he would continue with his confrontational approach, which may backfire onjapan, which is dangerous butjapanese people do support this anyway and the result of the election does look like the japanese people endorse the Prime Ministers Foreign Policy. So there will be no big change in japanese Foreign Policy. We were speaking earlier. An eight year study involving over 250 scientists has concluded that all sea life around the world will be affected by co2 emissions. The report suggests the number of cod could fall to a quarter of current levels and infant Sea Creatures will be particularly harmed. Carbon dioxides effects on sea water. But the high end, in china, how fast is consumption of wine drinking growing . It has been in double digits for the last five years or so. It is something that is really growing fast and it is something that european and american wineries want to capitalise on and so they are increasingly dedicating time and energy to entering the chinese market. But we know suddenly there is more Wine Production in this part of the world as well, wine is grown in china, india as well and in other places so tell us about these asian produced wines. Can they compete with these old world, new world wines . To this point they dont really compete internationally, they do compete in the domestic market and in fact, china has so many acres of vineyards that they are the second largest country in terms of acreage devoted to wine grapes after spain and sixth largest producer of wine. That is a startling statistic they have grown by leaps and bounds. They want to satisfy the domestic market. On top of that, there is a lot of Foreign Investment within china so you have luxury groups with vineyards on the Tibetan Plateau and they have released their latest wine that is quite pricey, 300 euros a bottle. Nothing like the strong winds we have had in the last week but it will be feeding weather fronts our way and that is the first thing today, gloomy prospects with rain in the west, clearer skies in the east, quite a chilly start first thing but the cloud will soon start to move in and the breeze will pick up and will lift temperatures, a grey beginning in scotland, and Northern Ireland the brightness will quickly follow. Cloudy to get the day under way across wales and the midlands and the south west. But give it a couple of hours and you will see the rain moving through pretty quickly. Murky across the hills and a lot of low cloud first thing. Northern ireland does brighten nicely through the morning and by the time we get the afternoon we see brighter skies sweeping across scotland, into northern england, wales and the midlands. Southern and eastern counties could be stuck with more persistent cloud through the second half of the day but it should be mild, up to 17 degrees in the south east and milder than it was to finish the weekend.
