Universal credit is the biggest overhaul of the benefits system since the 1940s, designed to streamline payments and encourage more people into work. But its rollout has been widely criticised. Lee is a single mum who had to wait six weeks for her first universal credit payment. One in four wait longer. Today she is being threatened with eviction because of arrears. She lives in oldham, one of four areas where universal credit was first rolled out. The so called pathfinder areas, where we have returned to see how the reform is going. Universal credit took six different benefits and rolled them into one, a system designed to be cheaper and to work better. At that one payment is now paid once a month, not every other week. It includes housing costs paid to the tenant, not the landlord. Jumbling the payments has meant many people like lee had struggled. On this estate in warrington, weve learned that 90 of chance are in arrears. What weve seen about how quickly arrears can escalate because of that lack of payment in the first period, people are really struggling. Over one third are struggling. Over one third are struggling so much they are on an alternative payment arrangement, with extra help to manage rent. Part or all of the payment is diverted to the landlord. We asked other associations how their universal Credit Chance are coping. They told us Credit Chance are coping. They told us that 84 are in arrears. They also told us that one third of all of those universal credit claimants are on a payment arrangement. In the job centre, they told me at answers can be given when a claim is delayed. They acknowledge they have been problems, but also success. We have had less jobseekers, been problems, but also success. We have had lessjobseekers, people are getting into work faster and keeping jobs, which is great. Aside from that, there have been inbuilt delays. Our people coming in very frustrated and angry . Not always angry, but sometimes upset, perhaps they dont understand the system. It is new, change is often very difficult for people. The system hasnt always worked . I reckon that there have been problems in the way that universal credit has been working out for people. Yesterday, theresa may accepted they were problems but said the system is ready for the next big push. A list of organisations and backbench mps say it is not. Lee is back in work full time as a nurse with her income supplemented by the benefit, but it pays her far less than if she were on the tax Credit System. They are leaving people in a position that isnt right. I am only one to better pounds of in work. The shadow work and pensions secretary believes lee is one of many. Is not fair. The numbers for the staff are a bit smaller but many of those will turn up for work here. Monarch employs around 2000 people and when they arrive at monarch headquarters behind me, the administrators are already in the building and many will be getting bad news. Lets run through the numbers, youve got the Civil Aviation authority saying 110,000 monarch passengers are currently stuck overseas. That Aviation Authority has now launched a massive operation, it has brought in 30 planes and other airlines to try to bring those people home over the course of the next two weeks. Those people will be flown home without any personal cost to them. There are, however, as you said, another 300,000 future bookings, thats people here in the uk, they are being told not to go to the airport, you wont get on a flight and it actually affects 300,000 bookings and 750,000 people involved in those bookings. Some really big numbers and big numbers that people are going to be losing money here. Thanks for the correction as well, nearly 3000 employees, 300,000 is the number of bookings cancelled. About 3000 people will be worried about their employment future this morning. The head of the caa told us what passengers booked with monarch should do. This should do. Is worrying and anxious making for this is worrying and anxious making for people on holiday but the First Assurance i want to give is anyone abroad, we will bring them back. The government has asked us to look after anyone overseas and bring them home within the next fortnight and they will come back pretty close to, within a couple of hours or so, of the flight they were due to come on anyway. So they should stay in their hotels and continue to enjoy their holidays, we will bring them home. Does that include both flights and Package Holidays . Anybody who is abroad with a Monarch Flight or holiday at the moment, we will bring them home. What you should do if youre overseas is to go and look at our dedicated website, which is monarch. Caa. Before your flight, say about 48 hours beforehand, you will find the details of your new flight number and your new flight time, so its important you look at that website. I have had quite a few people contact me about whether they should go into work. I have not heard any more about this, this has happened overnight. Most of wood the operational staff such as pilots and cabin crew, possibly some check in staff. There is going to be anything to do. I have seen Airline Takeovers before, there is always a lot of uncertainty. I think there would be no formal need for people to go to work, but i am sure many staff will wa nt work, but i am sure many staff will want to turn up for moral support for their colleagues. Can you just reminders of the background to this . It has been on the cards that monarch is in trouble . Sadly, yes, it isa monarch is in trouble . Sadly, yes, it is a Heritage Airline with 50 years history. The airline got new owners in 2014, they decided to move away from their long haul holiday flight away from their long haul holiday flight from those Package Holidays and become a low cost airline like easyjet. Therein lies the challenge, they were competing with giants, when they were a very small airline. They moved away from the long haul market recently, but then they wanted to move back into it. It was all very uncertain. If that wasnt enoughin all very uncertain. If that wasnt enough in terms of self inflicted wounds, there has been a big change in the marketplace. Airlines have seen terror attacks which have changed demand for areas like egypt and turkey. There have been far too many seats going spare. With overcapacity, prices have come down, which has made the situation worse in terms of monarchs revenue. Given it was only last week that we were talking about the problems that ryanair, is this an industry in crisis . For all ryanairs challenges and their cancelled flights, itjust shows that there is an airline, despite their problems, ryanair has got an enormous amount of cash in the bank because they ride out every issue they have. They survived and i believe they continue to prosper. Smaller airlines that dont have that muscle and aggressive edge, they have greater risks. That is where monarch has sadlyjoined a list of Many Airlines we have seen that go into the archives of airline history. What happens next for monarch, it has gone into administration now . What happens . They will look at what assets the company has, which could in include aircraft, however it may not. One thing that is not a tangible thing is an airline slot. Monarch has many Airline Slots at an airport, gatwick is a very full airport, gatwick is a very full airport, so there may be some slots. Some other airlines may be interested in purchasing slots. Big operators that gatwick may be interested to be close up, that would bring some cash to be administrators. It could help jobs as well . Certainly, some of the pilots and cabin crew could get jobs with other airlines. Coming back to customers, we have seen a lot of flights cancelled. Should we be worried about booking flights abroad these days with some of these airlines . Not necessarily. It is an industry known for its fragility. We have some strong players like ryanair and easyjet. Small players such as excel, that disappeared a few years ago. Primarily speaking, we have a strong industry. We have heard from the Civil Aviation authority, there is clearly Aviation Authority, there is clearly a plan in place to get people back. What about customers who are due to fly out whose flights have been cancelled . This is a really difficult day for all these people. My difficult day for all these people. My heart goes out to those who will be disappointed this morning. It is beyond the control of the government. We are doing our best to make sure that those stranded abroad will be able to get home. We have talked to other airlines and Tour Operators, there is already an effort going on from other airlines to find alternatives to people. The best advice is to go home and contact alternative travel providers to see how quickly they can get to where they are hoping to go. It is a difficult day. I feel deeply sorry for those affected by this. What about the 3000 people who are employed by monarch . Theirjobs are under threat . For monarch employees, this is a very difficult day. They will, in the short term, lose their jobs. I have already spoken to other airlines to think that the first rate team of people working for monarch, they may be looking to try and hire some of them. For those affected, it will be a really difficult time. Members of staff, i can understand how your feeling. I am optimistic about your prospects. In the short term, the department of work and pensions has already been planning for those asset did. I am very optimistic that other airlines will hire staff weekly. Should they bother going to work today . They are going to get advice from the administrators, kpmg, they will be in contact to tell them what happens next caa. I will leave it to the administrators to make that contact. I think the important thing to say todayis i think the important thing to say today is that we are doing what we can to help those affected in the uk. There is Information Available through the caa for people who are looking to rebook. Those people who are international at the moment, you dont need to worry about getting home. We will be making sure that people can get home. It is the biggest ever Peacetime Operation of its kind. We are determined that people will get home safely and securely. That is good to hear. Lots of people are asking this morning why they were still able to book flights with monarch when we knew there were problems, a risk that they wouldnt get their licence. Why we re they wouldnt get their licence. Why were they able to do that . The issue is not about the licence. Monarch has been in difficulty of the last few weeks, not because of any particularly extraordinary circumstance. There has been a price war amongst airlines in the mediterranean. They were carrying more passengers banned. We knew last year there were problems. The caa already planned this time last year what they would do if it went into trouble and into administration. Why could this happen . What happened last year is that they secured a big injection of extra investment money. This year, the trading position has deteriorated. We have been watching carefully what has been going on. It has only really been clear in the last few hours and days that they werent going to be successful in pulling off a rescue package. They have been in talks with other airlines, they had hoped to secure the future of the airline. We all hoped it would happen, that they would sort things out as they did last year. Sadly that has not happened and that is why the government thought we had to step in and make sure people can get home. Thank you for your time.
