Spanish police step up efforts to stop tomorrows referendum on independence in the northeast region of catalonia. And in madrid, thousands of protesters take to the streets in support of spanish unity. The government insists the poll is illegal. Good afternoon and welcome to bbc news. 0n the eve of the conservative Party Conference, theresa may is facing renewed pressure over the governments approach to brexit. The foreign secretary, borisjohnson, has intervened again on the issue, calling for a strict time limit on any transition period. Pro brexit campaigners have published their own letter to the Prime Minister demanding she should walk away from talks if eu if negotiations on trade dont begin by christmas. Heres our political correspondent, jonathan blake. Setting the stage for the conservative partys annual gathering in manchester. Their first Conference Since the bruising election result in june. But what or who will delegates be talking about . Borisjohnson has made sure brexit is top of the agenda on day one. In an interview with the sun newspaper, he sets out for conditions for britains exit from the eu. The transition period after march 2019 should not be a second longer than two years. The uk should not accept any new rulings from brussels during that time. No payment should be made for access to the Single Market and there should be no shadowing of the eu after brexit. Mimicking eu rules to ensure free trade. In florence last week, the Prime Minister set out the governments position. The foreign secretary does not contradict what she said but goes further in parts. Ministers insist the government is united. What i want from the brexit talks and what borisjohnson wants and all of us around the cabinet table want is the best possible deal for britain that secures our future outside the eu and keeps a close relationship with our current european partners. Meanwhile the scottish leader Ruth Davidson has criticised what she calls overoptimism about brexit which sells people short on the complicated process. Theresa may would rather the partys focus was improving the lives of working people. Brexit is important but, she claims, firmly under control. At the eu Leaders Summit in tallinn, she found herself on the sidelines. A challenge at home is to make sure shes not overshadowed and remains centrestage. The foreign secretary is in the headlines for another reason. A film crew captured him reciting a colonial era poem at a temple and being urged by the British Ambassador to stop. In a documentary to be shown tomorrow night on channel 4, Boris Johnson to be shown tomorrow night on channel 4, borisjohnson repeats a ready at kipling poem at a temple. Here is the clip. More . The tolling of the bell seems to dislodge some half remembered verses from Boris Johnson 5 childhood. The fragments are from the pro colonial classic poem about burma called mandalay by rudyard kipling. The ambassador is quick to spot that reminding their hosts of british rule might not be wise. And you can watch the full channel 4 wise. And you can watch the full channel a documentary tomorrow night at 1005 pm. Unions have accused the government of an empty, cynical gesture, after ministers confirmed the one percent pay cap for teachers and other Public Sector workers in england and wales could be lifted. The treasury said higher salary increases should be considered in some schools, especially where there are staff shortages, but unions fear theyll have to be paid for out of existing budgets. Andy moore reports. What does a good teacher make these days . Recruiting enough teachers has become one of the most pressing problems facing schools in england. Starting salaries have fallen behind otherjobs after years of low pay rises. Heres my magnets, two very powerful ring magnets. Now the government has confirmed some teachers might get increases above 1 . But thats likely to be in areas where there are skills shortages and theres no indication yet of how those pay rises might be funded. I think head teachers would be pleased to see a pay rise because they have real difficulties recruiting, but they will want to know that its fully funded, that the government will give them the money they need to pay the teachers. The government said pay discipline was still needed in the Public Sector but workers needed to have fulfilling jobs that were fairly rewarded. You cannot keep reducing public pay relative to pay in the private sector and still expect to retain the teachers and nurses and so on that you need. Youre going to be there forever otherwise by hand. For some teachers theres the prospect of more money. For head teachers with frozen budgets, theres the problem of where that money will come from. Andy moore, bbc news. Im nowjoined by rehana azam, National Secretary of Public Services at the gmb union. Thank you very much forjoining us this afternoon. What do you think of this afternoon. What do you think of this proposal . My message to mrs may on the evil of her Party Conferences she needs to stop flip flopping when it comes to Public Sector pay. It is not only insulting to our Public Sector workers, it is insulting to oui sector workers, it is insulting to our public as well. It is insulting because in since the general election we have had is one statement after another from mrs may s office and different government ministers are saying different things. What we know is that if you look at the letter liz last liz truss has sent, there is something missing in, where is the money going to come from . There is central funding. That means itll be coming from existing budgets and that is more cuts to Front Line Services. From existing budgets and that is more cuts to Front Line Servicesm it the case though that this is an opening move by the government that could signal a softening in what up until now has been a fairly stern sta nce until now has been a fairly stern stance on pay . We dont agree that in the gmb. 0nly stance on pay . We dont agree that in the gmb. Only 45 of the total Public Sector workforce is covered bya Public Sector workforce is covered by a pay review body. 55 of Public Sector workers, something in the range of 3 million workers, are not covered and there has been absolutely no announcement. They have been silent on what will happen to them and their pay. We have to put that into context. 0n to them and their pay. We have to put that into context. On average, a Public Sector worker has lost something in the region of £9,000 in the last seven years and if restraint continues, an average worker will lose a further 4000. That is £13,000 of wage depression across Public Services and no real dialogue with government of how they will address that. Some people listening might be puzzled because they say the government is prepared to offer some Public Sector workers a loosening of the pay freeze, isnt that something you should welcome . Of course we would welcome a loosening of the pay freeze but what is missing here is there is no central money available to uplift pay and therefore our concern is Front Line Services will be yet further cut and that is unacceptable. Kay, we will leave it there. Many thanks for your time. Ukip have elected henry bolton as their new leader at their Party Conference in torquay, with the former army officer beating anti islam campaigner anne marie waters to the top role. He will address the conference later today to set out his vision for the partys future. We can go now to lucie fisher, whos at the conference in torquay. Iamjust i am just outside the Conference Theatre itself in the refreshment area, which minutes ago was a hive of activity. Everyone has rushed through because henry bolton is expected to deliver his closing speech in the next few minutes. That has been moved forward. It is now expected very shortly. Yesterday henry bolton was elected, beating the bookies favourite, anne marie waters. She has courted controversy with the anti islam views. It is hoped that henry bolton will be a unifying figure for the party and will be able to bring them all together on issues such as brexit, which had been forgotten with the focus moving on to islam. He is expected to say he does not believe that there will be a deal on brexit at all with the European Union. He thinks there are people within brussels who dont want that sort of a deal to take place. Earlier this morning he was asked whether he would favour boris negotiating strategy, to which he said he cheekily thought boris had been reading his speeches and had in fact plagiarise them. Speaking to him myself earlier today, i ask the question, and he said he does not favour any transition period whatsoever. At the moment, we have a transition period that does not have an end date. Theresa may has said around two years, that is it has said around two years, that is it utterly unacceptable. The only reason for that is because there has been a total lanning of planning and preparation leading up to brexit. We have lost 14 months. What Boris Johnson has said is two years and thats it. It must not be any longer. I am saying any transition period is really unacceptable because it is based upon a negligence and a lack of leadership from the conservative government. Henry bolton clearly keen to talk about policy and to talk about brexit but surely one of his first challenges will be to establish himself in the public eye. He is the party s fourth leader in the space ofa party s fourth leader in the space of a year, 18 months. That must be quite a challenge for him. I think there will be a challenge. He is aware of that. Nigel farage stepping down in 2016 and there have been a whole series of leaders, four, five, if you count the interim leader. Behind me you can hear that the conference is about to start. He knows he faces a challenge. He has been a soldier, a former Thames Valley police officer. He was a liberal democrat before turning to ukip. Infact liberal democrat before turning to ukip. In fact he has worked with United Nations and also with the European Union and so i think he feels that he is in quite a good place to be able to unify his party and to be able to address people in the public. I think possibly shortly we will be able to join the conference, as it gets under way. I should to say there has been a small protest outside today, not very upset that the far right german party ast have been invited to speak. That did remain very peaceful today. While we wait to hear from henry bolton himself, he has the main challenge i suppose for him is establishing exactly what ukip is for. Given that their ultimate objective, which was leaving the European Union, has been achieved through the referendum. People have been asking what is the point of ukip . Is there still a point to ukip and he says there is. He still says theresa may and her government may not be able to bring about brexit and they are the only party that are holding them to account,. Like i said earlier, there has also been a move within ukip blue moving towards islam and that has been a concern for the party. He was asked this morning on the today programme about whether or not he believed there should be a ban on the burqa and he said as a former police officer, security is very important but we should be looking at head coverings in to tell and anything that was a security issue should be looked at but now as leader of the party, you will be talking to Police Officers and trying to work out how technology has moved forward since he was there and then he will be able to answer that. I can hear henry bolton has now arrived on stage. We can cross over to that. Wow youre all still here fabulous. No, not at all. Somebody else brought my speech down. Ladies and gentlemen, the Prime Minister called the last general election in her own words to strengthen my hand in the brexit negotiations. She claimed she offered strong and stable leadership. Well, well. Unfortunately, the country and many of our previous supporters trusted her. So, 14 months after the referendum, a question for you. Have we come any closer to regaining control of our borders . Are we able to conclude our own trade agreements orare to conclude our own trade agreements or are we any to conclude our own trade agreements or are we any closer to conclude our own trade agreements or are we any closer to doing so . We have not. And our parliament and our courts are still subordinate to a foreign power. Far from a strong hand, we now learn that the European Commission pretty much dictated the language regarding theresa may 5 financial settlement offer to the European Union and we know now that donald tusk has got a similarly arrogant attitude to others. I personally have a difficulty with a foreign diplomat sitting or standing in downing street telling our Prime Minister no matter what i think of myself that the british Prime Minister has failed to make significant progress. The Prime Minister of great britain. Can you imagine that happening in moscow . Nobody would dare, would they . And i dont know about you, but i believe that the arrogance of Jean Claude Juncker and Michel Barnier and donald tusk is a startling as it is plain rude. So, Prime Minister, where is your strong as stable leadership because ido strong as stable leadership because i do not see it. And s dwelling on it if we may on the Prime Minister s it if we may on the Prime Minister 5 speech in florence. What did she actually say . Let us dwell. Many of you will be saying, not a lot. I am going to agree with you. But i am going to go off my speech. She said, we are moving through a critical period in history. The british people have decided to leave the European Union. We may be leaving the eu but we are not leaving europe. The uks departure is inevitably a difficult process. The uk is leaving the eu. Well, very good, sherlock. Very clever. Good lord. What a startlingly clever Prime Minister we have. Lord. What a startlingly clever Prime Ministerwe have. I lord. What a startlingly clever Prime Minister we have. I suspect donald tusk may have been better off saying should try harder. But did she actually to be fair suggest anything concrete . She actually to be fair suggest anything concrete . Im going to disagree with you. I shouldnt do that, should i . Youjust disagree with you. I shouldnt do that, should i . You just all voted for me. I need to keep on the right side of you. Let me tell you why i think maybe she did Say Something concrete. Because she asked for everything to stay exactly as it is. We will remain in the Customs Union and we will remain in the Single Market and we will be judged by a foreign court. 0ur market and we will be judged by a foreign court. Our present commitment to the European Union will continue and we will. There isa will continue and we will. There is a change, we will no be able no longer be able to shape policy. What she has asked for is no change in effect until 2021 at the very earliest. Does that sound like leaving the European Union in a determined and focused manner . The same day that theresa may made her speech and effectively promised to continue paying into the eu budget i noticed a small story tucked away in a local paper. That story said that the government is planning to axe 1000 Royal Marines, around a seventh of ourentire 1000 Royal Marines, around a seventh of our entire commando force, in order to save 3 billion. So she is committed to spending 20 billion and she is trying to find the money from somewhere and our Royal Marines are suffering as a result. The Prime Minister has asked for a transition period of around two years. Sounds like concrete, solid planning, doesnt it . Boris johnson like concrete, solid planning, doesnt it . Borisjohnson to give him his due has said he wants that period to last no more than two years. I say the transition period at all is unacceptable and we must be prepared to get out now. Far from strengthening the uks hand in brexit negotiations, the Prime Minister 5 speech in florence gave it away. The message that she sent was that the uk does not want to leave the European Union in anything but name. If further evidence was required, the threats from uncontrolled immigration, terrorism and Nuclear North Korea and a potentially nuclear iran and an ever more assertive Russian Federation and the need to hold our own global place in the world are all growing. Yet the conservative government is dropping the ball. And they know they are. It is deliberate. With brexit comes a greater need to possess full spectrum forces, Law Enforcement forces and armed forces. Able to secure our territory at home and abroad. Including our overseas territories. We need to be able to secure our territories. We need to be able to secure our borders on land, at sea and in the air. Successive cuts and cuts are a deliberate act, ladies and gentlemen, you dont do it not knowing that youre doing it. Successive cuts and the privatisation of functions such as the recruitment have crippled our military. Currently, 13 of the navy s military. Currently, 13 of the navy s 19 military. Currently, 13 of the navy s 19 strong fleet of type 23 and type 45 destroyers are unable to go to see due to a lack of manpower, fuel and supplies. And listen to this, we have fewer main battle tanks than neutral switzerland. The government praises our Service Tanks than neutral switzerland. The government praises our service men and women while stabbing them in the back. And about three weeks ago the Prime Minister said she was prepared to subordinate elements of Foreign Policy and foreign aid to the European Union. Now that was pretty much concurrent with Jean Claude Juncker s state of the union speech and it is in quite a state, isnt it . In which he said that he wants closer union in defence and Foreign Policy and that all states should adopt the euro and there will be a European Finance minister. Not only does that fly in the face of the statements made by David Cameron and george osborne, in the remain campaign, but it also demonstrates that we were 100 right in saying that we were 100 right in saying that they want a European Armed forces and they want a fully european Foreign Policy. Just to remind you, ijust told you that theresa may has said she wants to subordinate part of our Foreign Policy on armed forces to the European Union. Does any of this suggest to you that we are on the way out of the European Union . And asi way out of the European Union . And as i said yesterday, i can only conclude that the conservative government either has no intention of taking us out of the European Union in anything but name or they are simply incompetent or negligent enough to care. Not care. Or both, indeed. Surely whicheverthe enough to care. Not care. Or both, indeed. Surely whichever the case, the conservative government cannot be trusted to take us out of the European Union or indeed to look after our security and govern us. The government far from offering strong and stable leadership has proved inept and unable to set and pursue a clear goals. We must demand the repeal of the european communities act and be prepared to leave now. As we all know, 17. 4 Million People voted to leave the European Union and this party has a moral obligation given our role in that process to ensure that we do. Members of ukip, the fight back starts here. It starts now. It starts here. It starts now. It starts today. But leaving the European Union in itself is not the end. In some of the media interviews that i have given in the last 24 hours or so, a lot of the journalists have said to me, well, isnt that it . When you get out of the European Union, whats the future . We are getting out of the European Union because we ca re out of the European Union because we care about the future. Leaving the European Union is but the first step to taking control of our own destiny. The victory that we strive for is to launch our country on a path to being a global invention, a trading nation, a secure, prosperous and optimistic and confident nation. And optimistic nation that is also considered as a supporter of its friends, allies and commonwealth abroad. And is proud to be called british. Across the uk, however, people see their communities changing. And they have little or no voice in the way that those communities are being shaped, that are j are are ,. ;. Jfare rarely figi when they are, it is a matter of and when they are, it is a matter of procedure, rather than care for their opinion. Construction and Housing Developments are given the go ahead without anyone being interested in what the local community thinks or how they are affected. Doctors surgeries are being closed, Police Numbers are being closed, Police Numbers are being cut and crime is increasing, multiculturalism is swamping or displacing our own british not to government and to in the coming weeks, i shall be embarking not only on holding the government to account over brexit but i will also be making our party fit, lean and effective. But i will also be making our party fit, lear on i effective. 5 the last. J as four camcain. Campaign planning four campaign. Now, these things are going to take time, of course, to put in place and they are going to take resources and ata they are going to take resources and at a spot of the work that im talking about engaging upon. But i shall myself shortly embark on a nationwide tour during the hustings, you had the opportunity grill me, now it is my turn to get my own back. I am going to demand from you to know what your problems are, what your concerns are , to know what your problems are, what your concerns are, what your ideas and proposals are. Lord help me. I shall put in place a professional platform built on what we already have, of course, consisting of the mystery and logistical functions but we need to support the production of policies into National Politics here in great britain. I shall also, when i have the resources to do so, appoint an internal Communications Manager to work specifically on the task of enhancing internal communications. Under my leadership, you, my shadow cabinet and i will develop a broad sweep of policies, initially using the 2015 manifesto asa initially using the 2015 manifesto as a baseline and we will mobilise and demonstrate our tremendous expertise and knowledge and make clear to the british people that we are a credible party, a party of national government, able to lead the nation to hope in the future. To assist in doing that, i shall establish a presence whereby members may propose policy through their branches, three party spokesman, the smokes and through a transparent process for each recruit an Advisory Group of voluntary subject Matter Experts from you, the members. That group together with the spokesman will contribute to the quality of our policies, their task will be to ensure that we have policies that have depth and credibility and are absolutely 100 realistic. Bullet proof. It absolutely 100 realistic. Bullet proof. It is absolutely 100 realistic. Bullet proof. It is my intention as i say to sort out the finances of the party, they have been managed in a tremendously effective manner, given that there has been very little in the kitty. We need to change that and i believe having spoken to a number of people on this topic that we need to plan better, we need to establish a proper budget plan and we need to let everybody know, who wishes to donate money to this great party of ours that the money is being spent effectively and it is being sped towards the objectives but i have talked about earlier. Now, the issue of immigration is close to everybodys heart and i am going to talk about that. We presently have a net immigration that equates to the population of wolverhampton or hull every year. Immigration is overwhelming Public Services which themselves are being slashed, 25 of the police, for example. Nearly 50 of local government. Housing intermediaries are being overwhelmed. It is harming our own country, tradition and way of life. We must demand that our own concerns about our own British Culture are hired and that that feeds into our policy on immigration. The present rate of immigration. The present rate of immigration is unacceptable. The Prime Minister has told us that a points system cannot work. She says it would mean that ministers would be unable to stop somebody entering the country who is not accrued sufficient points or who has accrued sufficient points or who has accrued sufficient points. Well, i have got news eu, Prime Minister, as independent nation content anybody away from their borders, whether or not they have all the documentation is irrelevant. We can stop the mentoring. Stop them entering. Lam becoming mentoring. Stop them entering. I am becoming quite concerned about who is actually advising the Prime Minister. As i said yesterday, we Must Immediately stop the process of leaving the dublin three agreement that makes it almost impossible for us to stop non eu citizens who have entered our country illegally from staying here. We are not permitted by the dublin three agreement to send them back to the country, the eu country from which they came. Ladies and gentlemen, there is a great range of challenges ahead of us. We will only achieve success if we are united. We are fabulous. That is one job done them. They want. Outstanding. Day one. Big success want. Outstanding. Day one. Big success that success depends entirely on ourselves. We must believe in our history, we must believe in our history, we must believe in our future and we must believe in our future and we must believe above all in ourselves. Lam doing believe above all in ourselves. I am doing well with my tasks here. We must rouse ourselves, we must organise and we, as a party, are a party of leaders. We have lead in the referendum, we have lead in brexit and we are going to lead in the future of britain. Brexit remains are called task, to secure brexit remains are called task, to secure the future of this great nation is our purpose. Ladies and gentlemen, conference, failure is not an option. Thank you. Applause that was the newly elected leader of ukip giving his first speech to his party. It was a muscular ukip speech, focusing as you might expect very heavily on brexit. Brexit is the partys called task and he mocked the premise theresa may for her attitude and her negotiations to brexit so far, said that the transition period of around two yea rs transition period of around two years that she talked of in floods a few days ago was unacceptable and that britain must be prepared to get out now. I think we may be able to go over to our correspondence lucy fisher who has been listening to henry bolton there and his speech. Bc, what did you make of that . Lucy. I think the feeling here was that it lacks the charisma and energy of a nigel farage performance but that is properly to be expected. Nigel farage has jason henry bolton and his preferred candidate, he will be pleased you herd them making bats beachhead. As expected, he has questioned theresa mays commitment to leave the European Union, the transition period around two years that she talks about is to lose, but borisjohnson that she talks about is to lose, but Boris Johnson says that she talks about is to lose, but borisjohnson says it that she talks about is to lose, but Boris Johnson says it should that she talks about is to lose, but borisjohnson says it should no longer than two years is also to lose. He favours no transition period at all. He went as far as to say they could utilise different mechanisms that they can so they can actually leave straightaway tomorrow, if necessary. Immigration, obviously a big issue for them. He said it is harming our culture, traditions and way of life. He said the pm says a points system would not work but he says a sovereign nation can in fact turn anyone away from their borders and she is in fa ct from their borders and she is in fact wrong to say that. They think that we talked out earlier, youre stuck to the message that this is all about brexit, moving away from islam and moving back towards the message of brexit that they are so strong on. He spake towards the end about the party itself, think they will only achieve success if they are united and then he looked rather relieved when somebody in the audience said yes, we are united. It is not a party that has been known for its unity in recent times . No, absolutely. There has been a lot of divides within the party. Five Leaders Within the past year, for elected leaders, one interim leader shows there has spent a lot of differences within the party and talking about islam, the candidates and muddy waters that he succeeded to get the position of leader, there was a feeling that really 20 of the votes, he cannot move away from the fa ct votes, he cannot move away from the fact that there is that strength within the party still and he had to incorporate battling unified. It is a real rub of the ukip in general, in orderfor the party a real rub of the ukip in general, in order for the party itself to succeed, brexit house to look like it might be failing because then people will come back to brexit and hopefully bring more votes than they did in the last election, 600,000 votes really was not good enough and there are no ukip mps. You clearly have not had time to speak to anybody after the speech, what was the atmosphere like in the whole . How do you think he went down . |j think people with very pleased to see someone think people with very pleased to see someone that was trying to unite the party, that have the support of nigel farage. I think they were slow to respond, certain feeling that bradley was unclear whether they should cut down when they should cla p should cut down when they should clap those as me it did not have the rousing appeal but nigel farage each would have. He did want to appeal to local branch activists, he said he wa nted local branch activists, he said he wanted them to field they were all pa rt wanted them to field they were all part of the party, they were all pa rt part of the party, they were all part of the party, they were all part of a wider party and let everybody must now feel part of it. He mentioned that he would be going on tour, he would go around the country and he would try and bring people together and try to talk to people together and try to talk to people and try, i suppose, to regain a sense of what farage had brought in the place. Many thanks. And now on bbc news, it is time for click. The beautiful welsh countryside. Home to valleys, lakes, the odd feral goat and. Electric mountain hidden inside this mountain is the dinorwig pumped storage power station and it is basically a monster battery. It Stores Energy by pumping water from this lake to a lake at the top of the mountain and then letting it flow back downhill, releasing that energy at times of peak demand. When you pop the kettle on during breaks in championship matches of that sport they call football, this bad boy springs into action to supplement our national grid, delivering power to our homes in under 12 seconds. Its an incredible view. Its one of the fastest responding power stations on the planet dinorwig offers a semi Renewable Energy solution at a time when our National Resources are being used up. As solar, wind and tidal power alternatives advance, were craving a method of using their generated energy 24 7 despite the weather or time of day and this is where batteries come in. Now, this isnt your stereotypical battery. Admittedly when i say battery you probably think of the ones in these. These are rechargeable lithium ion batteries. We really cant live without these. Lithium ion batteries have truly revolutionised electronics. They power the mobile miracles that we use every day. They have a high density, meaning they can store a lot of electricity relative to their small size, so we can easily carry them around and recharge them hundreds of times. Inside cells are layers of sheets stacked together, a positive cathode, negative anode, with a separator in between filled with a liquid electrolyte. When a cell is discharged, the movement of ions from one side to the other facilitates the flow of electrons, which then generates current to power devices. During charging, this process is reversed. Whoever came up with this must have been a real genius. My name isjohn bannister goodenough and when i was at oxford
