In sport, england put all their off field controversy to one side to one side and end their cricketing summer on a high. Joe root hits the winning runs as they beat west indies to seal a 4 0 series win. And fasten your seat belts. Mike has swapped our red sofa for one with a bit more get up and go. Hes been finding out about the world of furniture racing. And sarah has the weather. Good morning. The weather is becoming autumnal. I will bring you all the details in about 15 minutes. Good morning. First, our main story. For the first time in seven years, Public Sector workers in england and wales could receive pay rises which exceed the governments 1 pay cap. Teachers and nurses could be among those who benefit, after pay review bodies were told they could recommend higher wage increases to professions which have skill shortages, but as andy moore reports, unions fear the money will have to be found from existing budgets. What does a good teacher make these days . Recruiting enough teachers has become one of the most pressing problems facing schools in england. Starting salaries have fallen behind other jobs after years of low pay rises. Heres my magnets, two very powerful ring magnets. Now the government has confirmed some teachers might get increases above 1 . But thats likely to be in areas where there are skills shortages and theres no indication yet of how those pay rises might be funded. I think head teachers would be pleased to see a pay rise because they have real difficulties recruiting, but they will want to know that its fully funded, that the government will give them the money they need to pay the teachers. The government said pay discipline was still needed in the Public Sector but workers needed to have fulfilling jobs that were fairly rewarded. You cannot keep reducing public pay relative to pay in the private sector and still expect to retain the teachers and nurses and so on that you need. Youre going to be there forever otherwise by hand. For some teachers theres the prospect of more money. For head teachers with frozen budgets, theres the problem of where that money will come from. Andy moore, bbc news. Meanwhile, Boris Johnson says he wants Public Sector workers to be given a pay rise. Speaking to the sun newspaper, he said people deserve to be properly paid. Lets talk to our Political Correspondent Jonathan Blake who joins us from our london newsroom. Good morning. An interesting intervention from Boris Johnson, just before the Party Conference. Its no accident and straying away from his brief as foreign secretary into domestic policy, he is saying that people should be paid more. The living wage of £7 50, rising to £9 50, is not enough, according to borisjohnson. The 50, is not enough, according to Boris Johnson. The difficult question of how the pay rise will be funded is by reducing the actual page bill, getting rid of Public Sectorjobs. He said that these people will be able to find jobs in the private sector. An interesting intervention on the eve of the Party Conference. He has also been sticking to his brief if you like, talking about brexit, sending out four red lines of policy. He says the transition period should not be a second longer than two years, which is different to what the Prime Minister theresa may has set out. The foreign secretary against sticking his neck out on brexit and make sure that it is this subject, certainly on the eve of the conservative Party Conference is what people are talking about. It will be a job for theresa may to wrestle back the subjects she wants to talk about. Thank you. The nhs is stuck in the past and not fit for the 21st century, according to the chief inspector of hospitals in england. Speaking to the telegraph newspaper, professor ted baker says the system has not adapted to deal with the growth in the population, and has warned all trusts to take urgent steps to make accident and Emergency Departments safe. Washington has pulled most of its diplomats out of havana, following mysterious attacks on staff. The cuban government says the decision is hasty and will affect relations between the two countries. Our us correspondent Barbara Plett usher reports. This was supposed to mark the beginning of better relations between cuba and the united states, but little more than a year after the mission was formally reopen in havana, us employees began reporting hearing loss and other Mystery Health problems. The americans now say their diplomats are being attacked. They dont know by whom all by what exactly but theyve decided its no longer safe for them, only a skeleton staff will stay. The cuban government has denied any role in this bizarre and troubling episode. Its been helping with the investigation. Relations had already begun to strain in the weight of the new president whose roll some elements of detante. Youll see whats happening but they did some bad things. Cuba said the decision to downsize the embassy was hasty and will further affect ties. The ending of hostilities between the two cold war enemies was a legacy moment for president obama. Celebrated with scenes that could have been filmed for a feelgood american movie. Now sabotaged by a plot that could have been written for a cold war spy novel. Barbara plett usher, bbc news, washington. Young people are spending far less money than the older generation on having fun, according to a new study. Research from the Resolution Foundation says people in their 20s and 30s cant afford as many meals out or expensive coffees due to the fall in their incomes and the rising cost of housing. Joe lynam explains. Todays young adults have been accused of spending all their money on eating out, the infamous avocado toast, rather than saving for their futures. Older people, though, have a reputation of being cautious with their money. Well, a study for the Resolution Foundation seems to dispel that. It says its the so called baby boomers who are dining out the most. The study, which has tracked Consumption Habits among the age groups for 57 years, has found spending power for 25 to 35 year olds has fallen by 15 since the year 2000. Housing costs have also risen faster for young adults than for workers aged between 55 and 60. And millennials spend more every week on their mobile phones than cigarettes and alcohol for the first time. We sometimes hear that even though millennials have had poor earnings growth, theyre still managing to spend like no tomorrow on things like avocado toast in cafes and going on holiday. What our Analysis Shows is everybody, all age groups, spend similar amounts on these things and the fastest growth in spending on these items over the 21st century hasnt been for the young, its been for the 55 to 64 year olds, those boomers in late working age. While young adults may have youth on their side, the so called baby boomers born after the war are busy shopping and holidaying a lot more than their younger counterparts. Joe lynam, bbc news. People found guilty of the most serious acts of animal cruelty could face up to five years in prison under new legislation announced today. Last year the rspca investigated nearly 150,000 cases of animal abuse, including violence, organised dog fights and neglect. The current maximum jail term is six months. Prince harry was joined by a very special guest at the Invictus Games in toronto. Former us president barack 0bama arrived court side to cheer on the american wheelchair basketball team. The pair were mobbed by a huge crowd when they arrived, but happily posed for photos with fans. The time now is 8 10am. Sarah wahab the weather shortly, but first, lets talk about teachers. Teachers in england and wales could see their wages rise by more that the governments i ceiling, which has been in place since 2010. Pay review bodies have been told they can be more flexible in recommending increases to all Public Sector workers in professions where there are skills shortages. Schools in particular have been struggling to recruit enough suitably qualified staff. With us now is drew povey who you may recognise as the head teacher of harrop fold, the school featured in the tv programme educating greater manchester. Good morning. Thank you for coming in. I suppose on the face of it, for your staff, hearing there is a potential to go above the i your staff, hearing there is a potential to go above the 1 cap will be welcome . Absolutely. Anything that recognises the great work teachers do is great for education. They need to be recognised for the hard work and change they create. But where will the money be coming from . That is the money be coming from . That is the big question we are all asking. Being able to pay teachers is great and having the cap lifted is really infor and having the cap lifted is really in for the whole profession and it will be brilliant for recruitment and retention, but where will the money come from . Do we have to find it from the current budgets . money come from . Do we have to find it from the current budgets . If you had to find it from your current budget, will you be able to increase the pay of your staff by more than 196 . We would have to look. Harrop already has a great deficit. For us, money is tight than any headteacher you speak to will say that money is tight, so it is where you will get the money from because there is only a limited amount. Will we have two increase class sizes, which will increase class sizes, which will increase workloads . Then you have the question, do i get some teachers a pay rise and not everyone across the board . A pay rise and not everyone across the board . That a pay rise and not everyone across the board . That could be quite divisive in the staff room. Of course, and it could be related to performance. There are different ways you can slice and dice performance. As i said earlier, we need to look at whether we can find the money to reward staff. Need to look at whether we can find the money to reward staffm headteachers dont give staff a pay rise, then why would they stay . Yes, thatis rise, then why would they stay . Yes, that is a big issue because you could have schools that maybe had a position where they could pay a member of staff more money for that position, you could have members of staff leaving and going to other schools. Almost like what we see in sport. Clubs with the most money get the best players and staff. You could have a deadline day the teachers. We could. There is Something Like that taking place. There are three windows. To design. Its how you manage the situation. There are lots of ways we love to look at this. Last year alone we lost 35,000 people from this great profession. People come into it for the right profession, but we cant afford to lose people and it has to be made an attractive proposition so people want to go into teaching. We talk about nurses, teachers, Public Sector workers, they dontjust do it for the money, its for the love of thejob, but it for the money, its for the love of the job, but what is it change. People are being rewarded and their passion will dwindle. People do want to make a difference in the health service, education, the police, it drives you to do the training and come into it, but if the money is not right or your workload is not as it should be, you might get into one of those positions where you say, is it right for me . That is the real challenge. We have to be able to say to people, is it something we can work on and keep reminding people why they came into the job in the first place because back can wear away quickly if the workload and money is not where it needs to be. |j dont money is not where it needs to be. dont know what your dealings, but i know that some teachers at the chalk face get annoyed about what some of the super heads are paid. Could that be reduced to increase pay rises for the masses . That is an important point. We need to look at some of the pay awarded to headteachers and we need to make sure it is balanced to the right role. The other side of thatis to the right role. The other side of that is that if we dont pay certain jobs certain amounts of money, who will do thosejobs . Jobs certain amounts of money, who will do those jobs . There will be a head Teacher Shortage soon. Would you take a pay cut so that your staff could take a pay rise . you take a pay cut so that your staff could take a pay rise . I would have no problem doing that. Really . We have many people at harrop fold who have not taken a pay rise. We wa nt to who have not taken a pay rise. We want to give the kids the absolute best and if it means we can do without, and we are in a position where we can do without, we should do that if it gives the kids are very best. If you keep bringing it back to the young people, that is what we came into the job for. Keep oui what we came into the job for. Keep our eyes focused on that purpose omission. Then you can make sensible decisions a rampage. Thank you for coming in and talking to us. Pleasure. Heres sarah with a look at this mornings weather. Not a bad day ahead. This is the scene captured by one of our weather watchers in durham. More cloud further south. These are these guys in port talbot. Contrasts across the country. A soggy day for the southern half. Further north, some sunshine with scattered showers. Heavy showers across central parts of scotland. Further south, there will be fewer and further between. The northern ireland, mostly dry with a few rogue showers. Further south, 15 or 16 degrees. Cloudier skies. Perhaps some sunshine across is anglia. Persistent rain across the south west of england and wales. The breeze will pick up into the evening. But every of cloud and rain pushing eastwards. Skies will be clear across scotland, but in the early hours of sunday the next batch of wet weather will arrive. This band of rain will work its way further east across all parts through the day. Heaviest over the hills in the north and west. The winds will be the main feature. Strong southerly gusts of wind associated with that band of rain. Between 16 and 18 degrees, but you will notice the strength of the wind. Later on sunday, into monday, low pressure in charge. That brings another blustery day on monday with that autumnal mix of sunshine and showers. Rya nair says its emailed all passengers whose flights have been cancelled to tell them theyre entitled to refunds. Earlier this week, the Budget Airline announced it was grounding an extra 18,000 flights. The company says the disruption was brought about because of an error with pilot holiday rotas, but there have been claims its due to staff shortages. Anthony petteford who trains pilots at the l3 airline academyjoins us from our london newsroom. Thank you for talking to us this morning. What do you make about, and we are not asking you to comment on the situation between ryanair and the situation between ryanair and the Civil Aviation authority, but what you make of the feeling that is coming across for contempt for pilots that is coming across regarding the contentment of pilots . Most of them are content, but things have changed. There is changing dynamic between supply and demand. People love to fly by air and we are seeing an explosive growth in airline travel. What that is doing is fuelling the need for a liners, and infact is fuelling the need for a liners, and in fact 30,000 new airliners will be required over the next 20 yea rs, will be required over the next 20 years, which requires pilots. As a consequence, there is a real demand for pilots tojoin consequence, there is a real demand for pilots to join them. On the other side of that, whilst it is still a great profession, we are competing for talented young people to become Airline Pilots as a result of that the airlines have a real need, but overall the profession is still as much loved as it ever was. How much does it cost a pilot to train . Well, you are looking at about £100,000 to train to become a pilot, but once one is qualified, and it takes about two years to qualify, the return of the investment is good and an accelerated career in the wonderful job. The challenges that new pilots face is not so much the conviction that they need to be that they wa nt to that they need to be that they want to be pilots, it is raising funds. Ryanair and wanted pilots to relinquish one weeks that in return for a bonus and extra cash. This was refused. What this says to outsiders looking in is that pilots are unhappy with the status quo. We can only talk about ryanair in this instance, but is that the feeling you get . Like any other employee, pilots wa nt you get . Like any other employee, pilots want a reasonable quality of life as well as their remuneration. The number of flying hours have increased and it is reasonable that pilots should have time off and weekends to spend with their friends and family. Give us an example of the hours flown and the downtime thatis the hours flown and the downtime that is or is not received. A pilot is governed by regulation in terms of the hours they may do. They could do up to 900 hours a year. Ryanair is good in terms of their rostering. Typically they may work for, five goes on and then have three days off. That could be typical for a Short Haul Airline pilot. Off. That could be typical for a shorthaul Airline Pilot. Do you think this situation is resolvable . Without doubt. Rya nair think this situation is resolvable . Without doubt. Ryanair has an excellent Training Department and i think all airlines planning the Airline Pilot supply and demand, it is challenging for every airline around the globe and every airline at sometime or other has this type of challenge and i am absolutely certain that ryanair resolve the problem. Anthony pettifer, thank you for joining problem. Anthony pettifer, thank you forjoining us. The papers have been delivered. Shall we have a look at them . Yes. If you think about it, everything we live and work with today has been designed and engineered so without those people we wouldnt have anything, we wouldnt have television or stuff like this. So theres a reason for all of this. Ed fears engineering is not seen as glamorous any more and so is hoping to inspire the next generation of designers, like the soapbox races he judges at one of the countrys oldest car climbs, copil in buckinghamshire. Design is crucial to get you down the course, especially if youre being driven by scooby doo. You jump out of your seat kind of but it is kind of hard to control it. But it is fun. We get to, like, make it and theres a lots of things we go to to make good ones. The ingenuity that is coming to that is wonderful and its lovely to see what young minds, with before theyve learned other stuff. Its a great way to learn. The best experience with these vehicles is when i drive off somewhere and you see a child who sees it for the first time and you see the moment when the penny drops that almost anything is possible. Im hoping weve inspired some young minds today. Its not all about speed and power in motoring these days, for those long and boring journeys, what better than to lie down and snuggle up in the worlds fastest bed . Capable of speeds of 69 mph. Just this year 400,000 more. The choice is quite difficult to make. I was looking at the paperwork this week. The pensions regulator, needless to say, regulates all this. And on its website you can work through the examples, you can see lots of information, and now 12 Pension Schemes on there. They does not recommend any of them, then it says they are all suitable. They all passed the tests. But then you have to click through and look at what they charge. Typically that is about £400 a year on average, £400 initial setup fee. Then a monthly fee. A couple of them do nothing. If you area couple of them do nothing. If you are a very couple of them do nothing. If you are a very small business, that might be the best choice. You might have to do a bit more of the admin yourself, but at least youre getting those services for nothing. Indeed. What if you do not provide the scheme . Well, you get fined. By the scheme . Well, you get fined. By the pensions regulator. The fines start at £400 and they have find quite a lot of firms are not doing this. If you are starting a business from tomorrow, you have to have a Pension Scheme in place. If you are a small business, almost all of them have now joined. So a small business, almost all of them have nowjoined. So any new employees that you take on, you how to provide a pension. When we think of Small Businesses, we are talking maybe a self employed person who gets a bit busy and things, i need someone to help sort out this that. That is an employee. You are an employer. Even someone who was disabled, and who employs a carer, they had to sort out a Pension Scheme for them, if they are their direct employer. It is an awful lot of people who did not really expect this kind of, i would call it an administrative burden, because generally its a good thing the people are doing this, but an administrative task. Having to get to grips with pensions, i mean, i think i know a reasonable amount about them and i found some of it quite difficult to work through. If you are coming to a fresh, it is really tough. The idea that you have also got pay money for this as well, i think its a bit. How easy is it foran i think its a bit. How easy is it for an employer to pick a good scheme, a good value scheme, but also a scheme that is good for employees . A decent Pension Scheme. That is very important. They charge different amounts to the employees. If you put money into a pension, obviously you have to pay an annual management fee. These range from. 3 to 1 . As we have discussed often, the love of the charges, the more money you the individual has at the end of the scheme. Picking one with low charges for the employee, lower charges for the employer, but there is one scheme the government set up called nest. I cant recommend it, the pensions reggae to one recommended, but it does fulfil those criteria. It is cheaper the employees and the employer. That scheme, which is actually subsidised by all of us initially, maybe the one small employers should look at, among others that are out there. When i say i cant recommend it, i dont mean its bad, i mean im not ina dont mean its bad, i mean im not in a position to make a recommendation but it certainly is cheap and seems efficient and employees have a good online interface with it. Absolutely. Thanks, paul. We will hear more on money box at midday. And its our 40th birthday. Money box is 40 years old today. A bit of reminiscences well. Well hear the story of british double agent kim philby who passed hundreds of sensitive documents to the russians. Heres sarah with a look at this mornings weather. We have heard all sorts of horrible warnings about grim gales and rain heading our way this week. Will it be as bad as we predicted . What is certain is beans are turning a bit more unsettled, more autumnal. There is some wet and windy weather on the cards. Some of those headlines about stormy weather, we wont see the hurricane is, certainly those ex hurricane is pushing across the country. What we will see, because its been a busy Hurricane Season so far, is that those ex hurricane is adding a bit more energy to the atmosphere and are pushing some more tropical warmth towards our way. That really adds a bit of fuel to the fairly standard areas of low pressure that are heading on the way towards us this time of year. Over the course of the weekend, we have that fairly u nsettled, of the weekend, we have that fairly unsettled, autumnal feel to the weather. Today, not a bad start to the day. Heres how things are looking in county durham. Clear skies around. Cloudy conditions further south across england and wales. This is neath port talbot, taken by one of our weather watchers. Some outbreaks of of rain across parts of england and wales already. A few showers further north to. Some sunshine breaking through the scotland. Northern ireland and england, cloudy skies, further south. Showers mainly across northern and central parts of scotla nd northern and central parts of scotland with drier weather further south. A bit of sunshine, should feel quite pleasant, 1415 degrees. Less in a by the south. Still seeing some bright spells to the day and parts of east anglia. Equally a few showers, but you will notice the rain moving in across wales and the south west of england where it will be more persistent times. If you are heading to watch any of the premier League Football matches today, you might want to pack a brolly. 0f League Football matches today, you might want to pack a brolly. Of rain as far as manchester. Into the evening, this area rain pushing further east across england and wales, quite easy. Further north, clear skies for a time but during the second half of the night, there isa the second half of the night, there is a band of wind and rain moving in from the atlantic. Quite a wet and windy start the northern ireland. That area rain and strengthening southerly winds moves further eastwards a cross southerly winds moves further eastwards across the country. Quite a bit of dry weather for eastern areas too much of the day, but later on, the rain arrives from the west. Heaviest over the Higher Ground of scotla nd heaviest over the Higher Ground of scotland and wales. Followed by sunshine and blustery showers, coming in from the north west. We would to sunshine for northern ireland, but this area of low pressure, as we move into monday, stays to the north. Really tight isobars, thats when we see the really windy weather. Later on in and into monday. But autumnal mix of spells of sunshine and quite frequent and blustery showers. Thank you, sarah. In her 25 year career as a journalist, sue turton has reported from some of the most dangerous countries in the world, broken countless exclusive stories and is now on the run from egyptian authorities. In egypt in 2014, she was one of a number ofjournalists convicted in absentia of aiding and abetting a terrorist organisation. She then led a Successful Campaign to get her colleagues freed. Since then, sue has written a book aiming to teach Young Readers how to be politically engaged and lead their own world changing campaigns. Shejoins us now. Good morning. Lets talk about that sentencing. You were absent, in absence of egypt, but you are effectively on the run from the egyptian authorities. Absolutely, i suppose you could say i was lucky, because my three colleagues were thrown in prison were there for 400 days, and thats not funny in an egyptian prison. In some respects, the fact i was out unable to launch a campaign really did help us get them out in the end. What were the egyptian authorities upset with you about . There was nothing specific. We watched the trial from afar, going, oh god, what are they going to play in the courtroom that says you are guilty of being biased. But they did not play a single thing. It was all about, behind the scenes, qatar and egypt falling out. Qatar very much back the Muslim Brotherhood who were elected in egypt to the president and the ruling party, and then when the coup came along they were kicked out. And more whispered in prison. Suddenly they were not popular any more, and they were not popular any more, and the regime decided never going to stop any positive reporting on the Muslim Brotherhood. So all the domestic media got shot up, and all the foreign media were watched very closely. 0ur the foreign media were watched very closely. Our sister channel, al jazeera arabic, was the only channel still in egypt saying anything positive about the Muslim Brotherhood so they had to somehow shut them up. What effect does have one life now . Are you still wanted . 0bviously one life now . Are you still wanted . Obviously i cant go to egypt, but lots of countries especially in the African Union have agreements that they would hand me over. Quite a lot of countries i can now go through. Being the war correspondent i was, the world got much smaller. Even places like yemen, 0k, were going to send you to yemen, i cant, because you have to go by djibouti to get to yemen. I had to slightly shift the career focus. And be a to get to yemen. I had to slightly shift the careerfocus. And be a bit more careful. I have worked with sue, this is my declaration, many yea rs sue, this is my declaration, many years ago, i produced for you when you are working at channel 4. I can say this, and im sure you would disagree, you are a tough cookie. You take no nonsense. Much like you. You take no nonsense. Much like you. You make sure your voices heard, and this is what your book is about. We we re this is what your book is about. We were doing a story today about how most people think young people spend money on frivolous things like avocado toast and coffee and disengaged, but you dont believe thats the case . I dont, i think they are disengaged a lot with Party Politics, although those in the last snap election was saw about another million young people sign up to vote for the first time. There was an engagement, a lot would say with jeremy corbyn, they felt he spoke from the heart are not as a traditional politician. But there is this perception they are not interested in a lot of things around the world, and theyre only interested in, as you say, i love the avocado toast. But i talk to young people about climate, they get really engaged. All trump. Look how many people joined the womens march against trump. There is a real feeling they want to get out there and makea feeling they want to get out there and make a noise, but they dont see Party Politics is the way to do it. The idea with the book was, if you wa nt to the idea with the book was, if you want to get your voice heard, to shout about something. How traditionally does a system work, or not work, in many cases, and if you wa nt to not work, in many cases, and if you want to go and say, im going to campaign about this, even from under the duvet you can get a campaign going. Social media, internet . Indeed. Something we have two move away from is if you click like an something, you have made your voice heard. Thats not the case, you have to do more than that. But you can set up campaign on social media with your laptop quite easily. With the book, we tried to give a toolkit if you like, as to where to look and focus. Im not telling people how to do it, but maybe engaged to think, lets think outside the box, how might we make some noise, from something as small as how much it costs to go to a local Swimming Pool toi costs to go to a local Swimming Pool to i want to stop the ice caps melting. Do you think there is a problem, when you look at parliament now and the range of people, well, is range of people the right word at the moment . How easy is it for young person to say yeah, i can do that, when they see no one looks like them . The point to make on that is, them . The point to make on that is, the voting age. We have seen all sorts of votes going as to whether they should produce the age to 16. Just about everybody, bar the conservatives, think its a good idea. From the lords to all the other parties. Thats a numbers game . That is whether or not you think younger people have the ability to choose their own politicians. Lots of people are against it, saying, they should not be given the right, but think of all the fangs you can do at age 16. You can shoot and kill the country and be shot killing the country in the army, you can get married, but you cant decide who your local mp should be. If they change the voting age maybe we would get a different make up of the berlin parliament. Suddenly they would want mps to appeal to the Younger Generation. And policies that would appeal to them. When you a campaigning teenager, in your 205 . Them. When you a campaigning teenager, in your 20s . No, when i was younger, i grew up in north yorkshire, and i kind of had that opinion when i was much younger that, if theres something wrong, someone out there will do something about it. The longer you are a diverse, the more you realise that no, if there is something wrong, if you dont do something about it, the chances are nobody else will. I remember my First Political awakening was seeing miners wives outside a supermarket begging the ca ns outside a supermarket begging the cans of food during the strike. At that point, i thought, oh, cans of food during the strike. At that point, ithought, oh, thats not like i thought it was. I never got out there and did anything until ijoined university. Got out there and did anything until i joined university. That got out there and did anything until ijoined university. That was my real. Ijoined the Student Union and off real. Ijoined the Student Union and off i was, hitting the local newspaper. The messages, you have a voice, one voice, one life, use it. Exactly.
