Also today, as eu leaders meet at a summit in estonia, the Prime Minister appears sidelined as the Eu Commission says not enough progress has been made to start trade stocks. And new evidence is unveiled that suggests the drawing on the right could be a sketch for da vincis famous enigmatic masterpiece. Good afternoon and welcome to bbc news. In the past few minutes ukip has announced its new leader will be a former army officer henry bolton, winning a 29. 9 of the vote. He beat off competition from the controversial anti islam campaigner anne marie waters. Mr bolton said his core task would be holding the government to account on brexit. Todayis government to account on brexit. Today is not only a crucial day for oui today is not only a crucial day for our party, it is a critical day for oui our party, it is a critical day for our country. We have already heard today from a number of speakers of the importance of holding the government to task for the delivery on the mandate they were given on the 23rd ofjune last year, which so far they have failed to deliver anything on. Ladies and gentlemen, brexit is our core task. However, it is not the end of the line. When we leave the European Union, that is not the end of the story. We are leaving the European Union because we as a nation want to have that right of self determination. We want to be responsible for our own destiny, not having it decided in a foreign capital. Straight to westminster now and our political correspondent. Was a; afresh} emmi thought as he had to make his impromptu victory speech. Ukip is a party looking for a purpose and now it is mr bolton who will lead it. For me army officer, he stood for ukip asa for me army officer, he stood for ukip as a candidate for police and Crime Commission in kent in 2016 last year, and kent seems to be his base. Not a lot is known about him, be to honest none of the seven candidates standing in this contest we re candidates standing in this contest were anything like nationally known political figures. But were anything like nationally known politicalfigures. But he were anything like nationally known political figures. But he was a contrast to the two candidates who it was thought were favourites. Peter whittle, who was and maybe still is ukips deputy leader, a member of the london assembly. He crashed into fifth place. It was thought it was a fight between him and anne marie waters, the most controversial candidate in this race. Stridently anti islam. Controversial candidate in this race. Stridentlyanti islam. I controversial candidate in this race. Stridently anti islam. I think had she won, it would have thrown ukip into complete turmoil because several ukip meps said they would quit the party. It would have detonated a huge row within the party. Henry bolton in a way is the continuity candidate. Certainly continuing i think from where nigel farage continuing i think from where nigel fa rage left continuing i think from where nigel farage left the party. Nigel farage gave him his endorsement so i think you will be considered by ukips long standing, long term members the safer continuity leader. Certainly compared to Peter Whittle and anne marie waters. Do you think those members will rally round and support him . | members will rally round and support him . I thought it was interesting the number of times he mentioned the importance of the party coming together. Yes, and he said this is your party, im not going to force your party, im not going to force you to go in a direction you want to go in and i think he did sound very conciliatory. Saying he recognised this is a very fractious party, it is divided. It has experienced both exhilaration of the brexit vote and fulfilling its Single Mission over many years, which was leaving the European Union, but then it was plunged into chaos and political despair, losing its remaining. Losing a couple of its mps, having a load of its councillors stand down. Its support has crashed as it tries to work out what this party is for 110w to work out what this party is for now britain is leaving the European Union. That was a challenge that defeated very quickly his predecessor, paul nuttall, who couldnt find a way for ukip to have releva nce couldnt find a way for ukip to have relevance with britain leaving the eu, andi relevance with britain leaving the eu, and i think try to take it in a direction that was more radical in awake but many in the party were uncomfortable about. I think stressing multicultural themes, talking about islam in a way nigel farage is never happy with. I think henry bolton will try and turn the corner from that experiment and bring it back to the party it was when nigel farage lead it. And does nigel farage have any role to play in ukip Going Forward . He has always said knott and his role in the party, certainly a leadership role, is over. One imagines that when ukip loses its meps when britain has left the eu, Nigel Farages role diminishes. We have all made the mistake of predicting what nigel farage will do nextin predicting what nigel farage will do next in the ukip story and it would befall it for me to do the same. Thank you. The governor of the bank of england, mark carney, has given another strong hint that Interest Rates will rise this autumn for the first time in a decade. The base rate was cut to a record low of a quarter of 1 after the eu referendum. Mr carney told the bbc that a rise was likely in the relatively near term. But new official figures for the three months tojune showed the economy growing at a slower pace than previously estimated. 0ur correspondent Simon Gompertz reports. It looks like the cost of money, the Interest Rate on the cash we borrow, is about to go up, because this man, the canadian mark carney who runs the bank of england, has wasted no opportunity to ram home like he did again this morning that the banks base Interest Rate is on the rise. What we have said is that if the economy continues on the track it has been on, and all indications are that it is, in the relatively near term we can expect that Interest Rates would increase somewhat. The history is that the Bank Base Rate last went up in 2007. Then, after the financial crisis in 2009, it was cut to 0. 5 . And in the wake of the eu referendum, it was reduced again to an emergency low of 0. 25 to calm nerves. Now theres another concern inflation. Prices are rising by an average of nearly 3 a year and that is way above what the bank of england is supposed to allow. And traditionally, the way it deals with inflation is to raise Interest Rates, to increase the cost of money, discourage people from spending so much. So, in a couple of months time, just as Christmas Shopping gets under way, we may have higher rates so more costly mortgages to contend with. So we think Interest Rates will rise by 0. 25 in november. That will take the base rate back up to 0. 5 where it has been for the past seven years or so. The crucial thing now is what the bank of england does around communication, communicating to businesses and consumers whether this is one and done, just a reversal of the emergency cut post the eu referendum, or whether this is the beginning of a series. This was mr carneys firmest indication yet that he would vote for a rate rise in november, though it is the whole of the bank of Englands Monetary Policy Committee nine people including independent economists who will be taking that decision. I want to bring you some news just in about ryanair, you may remember it had been given until 5pm today to make clear to passengers the rights to compensation if the flight has been cancelled. The Civil Aviation authority set that deadline of 5pm today. We are hearing now ryanair have updated the website as per the Civil Aviation authoritys request. From what we understand, it seems to comply with the demands that the caa had made. All of the customers affected by those Flight Cancellations are being urged now to check the ryanair website, which has been updated to explain to people what kind of compensation they are entitled to. More on that of course as we get it. One of the alleged kidnappers of british model chloe ayling should be extradited to italy to face trial a judge at Westminster Magistrates Court has ruled. Judge here at court ruled in judge here at court ruled in the last Magistrates Court ruled in the last hour that polish National Michael herba can be extradited to italy. He saidi herba can be extradited to italy. He said i have rejected all of your challenges, i find the said i have rejected all of your challenges, ifind the request said i have rejected all of your challenges, i find the request is proportionate and does not amount to abuse. And went on to say i have decided you should be sent to italy to face trial for her kidnap. You remember that chloe went to italy earlier this year injuly. She alleges to police there that she was attacked by two men who then drugged her, and then she said they kidnapped her. But the judge today has said this polish national can be extradited to italy. One of the arguments from his legal team was that the case may have been made up, authorities to have him extradited back to italy. We do know though this isnt the end of it. His legal team have said they will appeal this decision. They have seven days to make that appeal but they have said they would, so theres a new date at the high court for the 2nd of october when the appeal would be put tojudges there. So this isnt the end of this story. That was helena lee at Westminster Magistrates Court. Lets get more 110w Magistrates Court. Lets get more now on the election of the new leader of ukip. Matthew goodwin is professor of politics at the university of kent and joins us. We have got a new leader, henry bolton, what do we know about him . Very little apart from the important fact he was partly backed by nigel farage during the leadership campaign. We zteeitzz 7 ff 7 5 zieeiizg question a always had this interesting question about ukip, was it a Political Party 01 about ukip, was it a Political Party or ultimately just a man . About ukip, was it a Political Party or ultimatelyjust a man . When bolton had warned some of the other candidates were too extreme for ukip, and backed by nigel farage, the membership backed with bolton. What sort of party will he be leading . Thats an interesting question. There are voters who will be happy with the way brexit negotiations are going. We know lots of voters are frustrated with the Economic System, still concerned over issues like immigration, but since the election injune, ukip has struggled. It got 1. 8 , since the election injune, ukip has struggled. It got1. 8 , its membership has fallen. I think the new leader will have to find some kind of message, some kind of new captivating, compelling thing that could get them back to somewhere around where they were in earlier yea rs. Around where they were in earlier years. Have you got any suggestions for them . If you look at britain and where it is at the moment, the interesting thing, we have shown this in new research, you have the labour party pitching to economic populism and the conservative party pitching to the pro brexit message but lots of voters want a bit of both. They want the immigration controls but also feel the current Economic System is not working for them. The reason i would suggest some space for a party, not necessarily ukip, that pitches to both of those concerns, a bit like populist parties in europe do. You mention the ukip membership is not what it was but who does belong to ukip now . Typically ukip tended to attract disillusioned conservatives, older conservatives. Its also really been a coalition of traditional elderly conservatives alongside a more blue collar working class win in more northern parts of england. Whats interesting about ukip is when you look in comparison to europe, marine lapel, very big among the 40s, but ukip has always struggled in relation to its european counterpart and never had a really young membership base. Its never had a Dynamic Movement and i think probably thats where the party needs to think about. Think probably thats where the party needs to think aboutlj think probably thats where the party needs to think about. I was struck when henry bolton made his rather important truth acceptance speech, im not sure who was the one he thought would be announced as the winner, he stressed the importance of unifying the party. How confident are you the party can rally around him . That the moment every party is pretty much divided, the conservative cabinet, the labour party and ukip too, which has struggled to build the basic sense of unity. If they are to endure, they will have to think about what is that unifying message for the electorate today. Are they going to double down on the brexit betrayal, the Free Movement stuff or will they Start Talking about the economic left behind section in britain, tried to make a bit more headway. Theyve got an identity crisis as a party, and that has not been helped by the infighting. Ultimately nigel farage himself needs to decide what he wants to do, if he wants to be a Media Spokesman or the leader of the brexit betrayal. But to talk to you, thanks. Good to talk to you. Theresa may has said she wants to see eu negotiators respond in kind to the proposals she set out in her speech in florence last week in order to unlock the brexit talks. Speaking at a summit in estonia, the Prime Minister said she had seen signs to suggest her intervention had broken the deadlock in the negotiations. But, the head of the European Commission Jean Claude Juncker warned he didnt think sufficient progress had been made and he said it would take a miracle for trade talks to start next month. Gavin, this summit is supposed to be whats called a digital summit but how much is it being overshadowed by brexit . I think theres a real concerted attempt to make sure brexit is not on this summit agenda, so brexit is not on this summit agenda, so much so that theresa may must be dancing in the sidelines. I have been told the way of looking at brexit is by the way diplomacy, that when theresa may met Angela Merkel it was by the way on brexit where do you stand . I it was by the way on brexit where do you stand . I find it was by the way on brexit where do you stand . Ifind it it was by the way on brexit where do you stand . I find it fascinating that we have just at the Closing Press c0 nfe re nces that we have just at the Closing Press conferences behind me and weve had some of the leaders screening questions from journalists. If there were questions about brexit, they wouldnt take them. Last night some leaders met for dinner, and theresa may as well, that silence being extended to brexit, she was told by donald tusk earlier this week that politely she must not talk about it. Downing street said yes, it would be improper to do so. What theresa may will have found useful is that she can engage politely other peoples opinions in the sidelines. After the florence speech last week and the talks this week, theres the sense maybe things have moved on a little bit. There may be a sense that polite diplomacy might have paid off. Speaking to a few people here, you get a sense of whether they do think it is progress. Jean Claude Juncker believes it would take a miracle though for britain to move onto the next age of talks even the place they are at right now. Gavin lee, thanks. The United States has ordered 60 per cent of its staff to leave the American Embassy in cuba. It comes after whats been described as a series of mystery sonic attacks. In recent weeks a number of Embassy Staff have complained of a range of Health Problems including hearing loss, nausea and dizziness. The cuban government has denied any involvement. The embassy will stop processing visas and will issue a new travel warning on friday saying that some attacks occurred in cuban hotels and us tourists could be exposed if they travel to cuba. Barbara is in washington, what more can you tell us about this . Actually this has been going on for about six months, these mysterious symptoms which included hearing loss, balance problems but also even cognitive problems but also even cognitive problems so the fbi has been trying to figure out whats going on. The symptoms continue, the most recent meeting in august so the state department have decided it is not safe for us Embassy Staff to be there. Its pulling out almost half of them. Not closing the embassy but severely reducing its impact. The other thing is up until now the state department has been calling this incidence but they are now saying they are quite sure these are attacks, deliberate attacks. They dont know who or what is behind them but they are convinced americans in particular are being targeted. In the embassy none of the cuban targeted. In the embassy none of the cu ba n staff targeted. In the embassy none of the cu ban staff have suffered targeted. In the embassy none of the cuban staff have suffered these symptoms. They are also saying there is evidence the American Embassy personnel have been attacked like this in hotels. 0rdinary citizens, civilians, have not been but thats the reason they are putting up a travel warning because they dont know if that might happen. They are putting up a travel warning for any americans travelling to cuba, warning this could be a possibility. What do you make of the timing of this announcement, given that it has been happening for six months . They have been investigating for quite a long time. First of all, the incidence. It took a while to establish there was a pattern to whats going on because it was random, people explaining the incident. They are not cutting diplomatic ties, not closing down the embassy, not accusing the cubans of doing this. They are saying the cu ba ns have of doing this. They are saying the cubans have participated in the investigation but they are not ruling out either the possibility that the cubans might be behind it 01 that the cubans might be behind it or whether there might be a third party attack. But this is definitely going to put a strain on ties, especially after donald trump announced he was going to roll back some of the elements that president 0bama instituted. There will be much less diplomatic personnel in cuba and also us officials will not be allowed to travel to cuba to meet their counterparts. They can meet them here in washington but cannot travel to cuba because of safety concerns so travel to cuba because of safety concerns so it will definitely have an impact on cuban american ties. A former senior Civil Servant has urged the government to pause the roll out of its universal credit scheme, which merges six benefits into one. Dame louise casey who was honoured for her work in government helping families and Vulnerable People told the bbc that the time it takes to deliver the payments could push claimants into dire circumstances. I think they should pause on it. I dont say that lightly. I completely agree that we all should be wedded to the principle and therefore the overall policy that work should pay. Where they are ending up is that benefits will punish, and i dont think that is the intention of anybody here. And it is about delivery, so the overall strategy might be right, the overall intention might be right, but the fact of the matter is the actual delivery of it means some people because of the waiting time before benefit kicks in will end up in dire circumstances. More dire than i think we have seen in this country for years, and that we have to stop. And i think it is ok occasionally to say we didnt get the implementation completely right, lets pause and see what we can do. At the moment everybody is holding outwith, were pressing on, were pressing on. Its likejumping over a cliff. Once people jump they end up at the bottom, and we dont want that to happen. As weve just heard, ryanair has agreed to implement measures to make sure all passengers affected by recent Flight Cancellations are fully aware of the rights and entitlements. With us now is our transport correspondent. My understanding is the Civil Aviation authority had given ryanair a deadline of 5pm to comply. Are we 110w deadline of 5pm to comply. Are we now saying that is what ryanair has done . It looks like it. It gets complex because there were several deadlines to do several things. The caa was furious, went public which is very rare for them, and said ryanairare is very rare for them, and said ryanair are not telling people what they are entitled to. They talked about misleading passengers, thats about misleading passengers, thats a pretty big statement. So today ryanair had to update the website, which they have done, and updated with various bits of information about what you can get if your flight about what you can get if your flight was cancelled. They appear to have done that, and also had to get another deadline for monday which was to give the caa a copy of an e mail they were going to send to eve ryo ne e mail they were going to send to everyone affected explaining in detail what they could get back. It looks like they have got that e mail ready today so they have beaten that deadline. We havent spoken to the caa about it yet to check they are happy but it seems they have done as they were asked. Its not surprising, they were facing court action and big fines if they didnt but they do seem to have updated the website. You can click on that and find out everything you are entitled to. Has the threat of court action and run away . I would imagine it has. They have done what the caa have asked for. I spoke to the boss of the regulator yesterday and he said he didnt expect it to go to court. Normally the airlines say sorry, change things and everyone backs down. Theres one interesting thing i to pick out. In the advice it says the big thing was do they have to re route you on another airline if they cannot replace your flight with airline if they cannot replace your flight with a ryanair flight. This was a big bugbear, lots of people contacted us saying they couldnt go on another airline. They now saying they will re route you, but with the cost of this comparable transport ticket to be assessed on a case by case basis. You can imagine people on the phones and internet conversations with ryanair saying it will be 60 quid more, will you pay for it, what will ryanair say . What role the advice be about what they will accept and what they wont, that will be interesting. Richard, thanks. In the past half hour we have heard henry bolton is the new leader of ukip. Lets go now to torquay where the partys conference is taking place. Alex forsyth is there. Henry bolton was not the front runner, what do we know about him . He was never one of the favourites in this race, the bookmakers named Peter Whittle and anne marie waters. But plenty of delegates said they thought he might do pretty well because he represents the demographic of the party in the view. Many saw the contest is a battle for the soul of ukip, a question of its future direction and purpose. You had some candidates, anne marie waters perhaps the best known of them, saying ukip should take a radical approach, part of that should be her campaign against islam and sharia law. 0thers thought the partys priority should remain brexit and henry bolton is one of those. He says that now the priority has to be ensuring the conservative party deliver on brexit and if not then ukip will be here to represent that view. I think now what many people are saying is that they are probably pleased with this result, they think it might provide a period of stability for ukip because the party has had four different leaders injust because the party has had four different leaders in just over a year so there is a sense they want henry bolton to stay in place as long as possible. The hope is people will get behind him because what people are saying is that this result has made ukips direction clear, brexit should remain priority. Nonetheless, he got 29. 9 of the vote, can he unite the party behind him . There were seven candidates standing so there was a lwa ys candidates standing so there was always a concern the vote would be split and a question over the level of support for the frontrunner. Anne marie waters, one of those represented a different set of policies and ideology if you like for the future of ukip, she came second. She didnt want to talk to us on second. She didnt want to talk to us on the way out of the Conference Hall today but i asked her whether she would get behind the new leader, whether she had a future in ukip, and she simply said we shall see. Most people here at this conference 110w most people here at this conference now are pretty confident the bulk of ukip supporters are happy to get behind henry bolton. This has come offa behind henry bolton. This has come off a period where ukip has had a lot of infighting, people pulling in Different Directions after the success of the eu referendum, after having nigel farage as a high profile unsuccessful front man for some time. I think some people felt the party was lacking direction which is like this felt like a crucial contest. What they say is this clearly shows brexit is the way forward. Thank you, lets catch up with the weather news now. I hope you are well, enjoying this dreary weather we have had today. It doesnt get much better over the weekend, although there is a window of hope for saturday at least. It is still damp and grey across the eastern half of the country. The sunshine has come out in uttoxeter. This is how things are looking, this is the rain here. These other showers following. Most places will end the day on a brighter note. The showers will continue to pester northern and Western Areas through the night, the Southern Coast as well. Heavy showers and thunder in the north but the main change tonight is it will be cooler as we head into saturday morning. Even a touch of ground frost in the scottish glens. Tomorrow holds the best window of dry weather for many. It isa best window of dry weather for many. It is a little fresher tomorrow, slightly fresher air but later in the day we have more rain coming into the south and west, and that is the story of saturday night and sunday. 0ne spell of rain, and the following behind, with mild air. Then the rain turned to the, particularly over the hills in the north and west. Slightly higher temperatures but obviously given that it temperatures but obviously given thatitis temperatures but obviously given that it is raining it wont feel great and it will turn windy overnight. The cwg federation has suggested birmingham could still face competition from canada, malaysia and australia. Staging the event would cost at least £750 million making it the most expensive sports event here since london 2012. I think it is so much more than a multisport International Event is real opportunity to regenerate part of the city we will be using the village to do some major regeneration to perry barfoot of it is also an opportunity to present the image to the whole world for that if you look or the Commonwealth Games did in manchester in 2002 and in glasgow in 2014 we want to have similar success with birmingham in this region and an opportunity to bring the world to the region and the city. Thats all the sport for now. Ill have more in the next hour. More now on brexit, and the plans some british people are making to ensure they can still remain citizens of the European Union. The actor, colin firth, recently revealed that he has taken italian citizenship, because of britains departure from the bloc. Hes not alone. In many eu countries, applications for dual citizenship from britons have more than doubled, as our reality check correspondent, chris morris, reports. Some famous names and faces have been applying for citizenship elsewhere in the eu since the uk voted to leave. It was revealed last week that oscar winning actor colin firth is a citizen of italy. One million british people live elsewhere in the eu. Many more in the uk have the right to apply for citizenship in other eu countries. Since the referendum, they have been doing just that, in record numbers. It has not been possible to get full figures for every country but ireland clearly emerges at the top of the list. In the 12 months before the referendum, 25,000 brits applied for irish passports. In the 12 months directly after, it was more than 64,000. Sharp increases have been seen elsewhere. In spain, numbers rose from 2,300 before the referendum, up to 4,500 afterwards. In other countries around the eu, sweden, denmark and poland for example, the number of applications also more than doubled. There are countries where data is made available in different ways. In germany, it comes state by state. So, in berlin, there were 60 applications from british citizens in the year before the referendum, and 810 the year after. France provides figures on a calendar year basis. The increase is striking. From 385 in 2015, up to more than 2,100 in the first eight months of this year. This isntjust a one way street, there are more than three million eu citizens in the uk, equally concerned about their status after brexit. Again, the number of citizenship applications is striking. In the year leading up to the referendum, there were nearly 16,000. In the year immediately after, that rose up to 28,000. Across europe, tens of thousands of people are taking the precaution of getting a second passport in case brexit negotiations fail. Lots of brits are entitled to the citizenship of another country. If you have a irish grandad or polish mum, for example. At the moment, that doesnt get you much extra because we already have the rights of an eu citizen. A reminder why Citizens Rights is one of the most important issues in those negotiations. This is about real people worried about their future. Chris morris, bbc news. The incident occurred during rush hour on a narrow pedestrian bridge leading to a station which has won the busiest and most congested in the city. 0ur correspondent Yogita Limaye sent this report from the scene. This is the flight of stairs at the elphinstone road station where the stampede occurred earlier this morning. It leads to a Little Bridge across the station. This station is a small but important stop on the citys western railway line. It is not rush hour right now but you can look at it and see how crowded it is even now and this incident occurred just shortly after rush hour this morning. Authorities are still finding out what triggered it but many people are saying it was raining heavily at the time and that is why people rushed in from here on to this little flight of stairs, there were people rushing from the platform as well onto the flight of stairs, and that is what caused the stampede. And if you actually see here, this group of people standing around, you can actually see shoes of people that have been left behind. It is from this little hole there that a lot of people were trying to jump out and save their lives. The injured and the dead had been rushed to hospital nearby. I have seen Police Authorities as well as Railway Authorities coming here to find out what actually triggered the incident. But this once again put the spotlight on mumbais transport infrastructure which has been heavily criticised for being sorely insufficient. It transports more than 7 Million People a day. This is an important station for many people because this area, lower parel, is where a lot of commercial complexes, buildings, offices are located and you can just see the flight of stairs is so small that it is always crowded. Somebody who actually uses the station every day told me that Something Like this was just waiting to happen. Three former tesco executives are in court over an accounting scandal. Patient care is being damaged because of a shortage of nurses, according to the Royal College of nursing. It said some patients were dying alone on wards because of the shortage of staff. 30,000 nurses across the uk responded to a survey, with more than half of them saying they finished their last shift upset, as they were unable to provide the care they wanted. Heres our correspondent jenny walrond. Ifeel like im spinning plates, only the plates are patients. That to me is the worst feeling. I no longer wish to be a nurse. Im not able to provide my patients with even the basics of nursing care due to the constant lack of staff. I failed my patients, colleagues and now my family. I cried all the way home. I drove home from work sobbing today knowing that the patients i care for did not even get a fraction of the level of care that i would consider acceptable. I felt useless, unsafe and out of my depth. I now worry every time i drive to work. The Royal College of nursing asked members in may to describe their last shift. Among more than 30,000 responses, they heard from many nurses describing themselves as exhausted, demoralised and totally burned out. These are the stories we hear every day. Our staff are doing their best to provide the care so i would not say the patients are not getting good care, they are trying to give their excellent care that they can but they do not have the time to provide the caring aspect. The rcn is now calling for legislation guaranteeing safe and effective nurse staffing. It says members are reporting delays in giving essential medication such as insulin for diabetics and antibiotics for sepsis. Patients wetting their beds because there was no one to help them to the bathroom. And people dying alone. I think we have now got to the stage where the nhs is in the worst level that i have seen it in my 40 year career as a nurse. And i think we are now seeing patient care suffer because of it. The department of health said there are over 11,000 more nurses on the wards than seven years ago and it has committed to funding an extra 10,000 posts for nurses and other Health Workers by 2020. But the rcn says that is just a drop in the ocean. Nhs providers, which represents hospitals and other health trusts, says the report is a powerful reminder of the relentless pressures faced by front line staff. Jenny walrond, bbc news. Ina in a moment well take a look at some of the business stories of the week. First the headlines. Ukip has announced that henry bolton has been elected as the new leader of the party. The governor of the bank of england has given his clearest to 3. 1. 3 22; are 7 to rise 1. 3 22; are 7 iii. ,. That. Ten years. Ajudge has ruled that one of the alleged of the one of the alleged kidnappers of the british model, chloe ayling, should be extradited to italy to face trial. As promised, time for a look at the big business stories of the week. Lets start with the story we have been covering all day, mark carney hinting that Interest Rates might go up, possibly as early as november. How significant is that . Very. A few weeks ago the bank of england was keeping Interest Rates as they were put upa keeping Interest Rates as they were put up a couple of members of the Monetary Policy committee have voted in favour of raising them since then there were rumours there was a rate hike on the cards. Sterling has been at its highest against the dollar since 2015. Since mark carneys minster day, they were taken by surprise. People are taken aback with the comments. Lets talk about karelian. Not a great day for them. Share price is down by 20 . They employ 50,000 people globally. They ta ke employ 50,000 people globally. They take on lots of uk governments. There the Company Behind a chest to put upa there the Company Behind a chest to put up a had to write down contracts. The midlands and Royal London Hospital as well. They have had to issue a revenue forecast that was not great today and that is why the share price dived. House prices in london are slowing. Damn. 6 on the year. You dont often see a london house price market not outperforming the rest of the country. Partly due to affordability factors. The state agents have said they had seen a slower market because of that factor and also because of that factor and also because the london has prices in the centre have been slow to has slowed down in the last year. We will be talking about all these stories are bit more with michael hewson, a Senior Market analyst at cmc markets. It took about those comments from mark carney. How surprised were investors about all of this . This stems from the comments we heard earlier this month about the prospect we could see an increase in Interest Rates. There was scepticism about that, simply because we have been here before. Mark carney pared away for an Interest Rate rise in 2014. What has changed is the spike in inflation we saw earlier this month. A large part that was predicated on the decline the pound to one £120 earlier this year. Mark carney wants to try to put a floor under the value of the pound. Ultimately bond markets have already priced the potential rate rise in. We are only reversing rates back to where they were before the brexit referendum. They will still be at all time lows. I dont think it is anything to be concerned about. Ultimately, what the bank of england is trying to do is keep pace with other banks who also thinking about tightening Monetary Policy as well. Cash flow not looking to healthy. How likely are lenders going to be stepping in . healthy. How likely are lenders going to be stepping in . If you look at their order book. This is a key component. They have an order book of £16 billion. Ultimately, for me, it is about keeping the lights on karelian. When you are talking about negative cash flow, they have more money going out than they have coming in. If they can restructure their debt and ultimately get to the end of the year there is a good possibility that it will be the Balfour Beatty of 2017. Balfour beatty went through a similar restructuring two or three years ago now well on their way to recovery. What they need to do is buy themselves from time and fulfil the orders and get out of the hole they have dug themselves into. We are in london are neverfar off have dug themselves into. We are in london are never far off the topic of house prices. Data out today shows a fall in prices, 0. 6 . Is this figure going to get worse over the course of the next 12 months . Evenif the course of the next 12 months . Even if it does i do not think it is the end of the world. Not. 6 of the drop in the bucket given how far as prices in london have come over the last ten years. They are up 60 . They have gone up well in excess of the rest of the country food you have a significant bulge in house prices in london in the south east. Ultimately they are unaffordable that they could do with coming back down to much more realistic levels. We will have to leave it there. On the markets, the ftse 100 finishing in the green. Really bolstered by that weakness in stirling and also we are looking at itv has been one of the biggest gainers on the index today. Itv is doing quite well after the weekendeire ; l 11 a climber from wales has been killed at Yosemite National park in california. 32 year old Andrew Foster was caught in a rockfall below the face of the huge granite mountain, el capitan, on wednesday. It has previously been attributed to leonardo da vincis studio but not the artist himself. Experts say it is almost certainly a preparatory work foran oil painting. Was by the artist. Well, i am well, iam not well, i am not a leonardo specialist andi well, i am not a leonardo specialist and i have only seen photographs but it looks like a drawing of the most extraordinary quality. The fact it is suggested it is in the right time period and possibly by leonardo is very exciting. Can you tell us more about the tests . Howdy you prove something is by an artist . It is difficult to prove. In this case we we re difficult to prove. In this case we were dealing with a drawing that was thought to be done later, after leonardo died. The new tests have proved the paper it is made on and the way it is constructed, that it could now have been done in the very first decade of the 16th century. It is believed to be in the right period to have been done by leonardo himself. Proving it is by leonardo is different and that is a subjective question about quality. We need to gather all the experts of leonardo and asked if it is good enough to be by the man himself. Are their tiny little holes around the edge of the drawing which might suggest it was a tracing of some kind . It looked like it was used, whether by leonardo or another artist, it looked like it was used to tra nsfer artist, it looked like it was used to transfer the design onto a panel for a to transfer the design onto a panel fora painting. To transfer the design onto a panel for a painting. What we are dealing with here is possibly a preparatory drawing by leonardo. Is there another painting which relates to it out there somewhere . We may never know for the lack could be the next exciting discovery. I dont think. Mac it may be by leonardo but i dont think we could say it is a preparatory drawing for the mona lisa. The face we see in this touring is different to the model in the mona lisa. That is interesting. How do these things start question why does it come from a curator having a hunch knowing something has to be investigated more fully . One pairof to be investigated more fully . One pair of eyes looking at something afresh. We tend to have an idea that we know who painted and drew everything, we know the answers. In many cases we are only scratching the surface. We are dealing with a picture which is off the beaten path may have been in storage for decades. Somebody may have not properly analyse this for the last 100 years. Now for the weather. An autumnal pictures we head into the weekend. We will have some drier and brighter weather. In uttoxeter, an hour or so ago, the rain has cleared. For the vast majority, there are showers but it is not too bad an end to friday evening. Just a few sharp showers continue into the night time. Heavy showers as well. Perhaps more persistent rain in far north west. Inland, unlike recent nights, it will turn quite chilly. Nine and ten in the towns and cities. A lovely start to the day. If there is any early rural myth that will clear. Saturday looks like the driest the weekend. We start with plenty of sunshine. The cloud bubbles up and will bring showers around the coast. Through the afternoon the likelihood is it will turn progressively cloudier and wetter across wales and the south west. It might take to leading to regional than ireland. They will still be heavy in places. As we have seen today there is the odd rumble of thunder. Strengthening winds will push the first batch of rain northwards and eastwards through the night. With all that it wont be as chilly tomorrow night, exceptin wont be as chilly tomorrow night, except in the far north of scotland. The next weather front hot on the heels. Very murky because it is mild and moist air. Heels. Very murky because it is mild and moistair. We heels. Very murky because it is mild and moist air. We will be seeing some of the energy, some of the tropical air. It looks like a nasty area of low pressure. Not unusual for this time of year. For many there could be a sustained period of gales. Wet, particularly in the north on sunday. Dry spells between the two weather fronts but not much brightness. We will get slightly higher temperatures. I doubt it will feel that way because of all the rain and wind. The winds to escalate through sunday night and into. There is concern that with heavy rains and gales combined it will affect people taking trips this weekend. More on the website.
